“ምስ ህዝቢ ምርኻብ ፍርቂ መንገዲ ዓወት‘ዩ”

“... ገፅ መራሕትና ካብ ዘይንርኢ፣ ንመራሕትና ካብ እንናፍቖም ዳርጋ 20 ዓመታት ኣቚፂርና፡፡ ናብ ከባቢና ሓንቲ መኪና እንተመፂኣ ኣንታ መን‘ኮን ሒዛ መፂኣ? እናበልና ብሃንቀውታ ነመዓዱ፡፡ ሎሚ ድሕሪ 20 ዓመት ምስ መራሒ ውድብና፣ ኣመሓዳሪ ትግራይ ተጋዳላይ ኣባይ ወልዱ ዓይኒ ንዓይኒ ስለዘረኣአየና ታሕጓስና ወሰን የብሉን፡፡ ድልየትና፣ ሃንቀውታና እዚ ስለዝነበረ፡፡ ...”

እዚ ዘረባ እዚ ርእሰ ምምሕዳር ብ/ክ/መ/ትግራይ ኣባይ ወልዱ ናብ ፍቖዶ ወረዳን ጣብያን ትግራይ ወሪዶም ምስ ህዝቢ እንትዛተዩ ሓደ ነባሪ ዛና ካብ ዝተዛረብዎ ንሕልናይ ዝሰቆረኒ ቆንጢረ ዝወሰድኩዎ‘ዩ፡፡ ብዓቕመይ ንኡሽተይ ክሕንጥጥ ዘገደደኒ‘ውን እዚ ለባም ዘረባ ወላዲ‘ዩ፡፡ እዚ ረዚን ዘረባ እዚ ካብ ኣንደበት ዛናዊ ወላዲ እንተወፀ‘ውን ኣተሓሳስባ መላእ ተቓላሳይ ህዝቢ ትግራይ ከምዝኸውን እምነተይ ሙሉእ‘ዩ፡፡

እሞ ናብ ሓሳበይ ክኣቱ፡፡ህወሓት/ኢህወዴግ ዓሚቕ ተሃድሶ ክገብር ካብ ዘገደድዎ ሓደ ”ህዝባውነት ምሽርሻርን ወልቃውነት ምንስእራርን“ እቲ ቀንዲ‘ዩ፡፡ ህዝባውነት ምሽርሻር መሰረት ምንሃል ማለት እዩ፡፡ ”ህዝቢ ዝኣመነ ይስዕር!” ወሳኒ ጭርሖ ኣብ እዋን ዕጥቃዊ ቃልሲ ነይሩ፡፡ ሙሉእ ብሙሉእ ሓቂ ድማ ኾይኑ ንስርዓት ደርግ ስዒሩ፡፡ እዚ ጭርሖ ድሕሪ ዕጥቃዊ ቃልሲ‘ውን ሰሪሑ ኣብ ልምዓት ውፅኢት ኣምፂኡ፡፡ ግን ሙሉእ ዓወት ኣየምፅአን፡፡ ንምንታይ እታ ጭርሖ ልክዕ ከምቲ ኣብ እዋን ዕጥቃዊ ቃልሲ ስለዘይትዓትዐተት፡፡ ህዝባዊ እምነት ስለዝተሸርሸረ ሙሉእ ዓወት ኣይመፀን፡፡ ክመፅእ‘ውን ኣይኽእልን፡፡ ስለዚ ገምጋም ህወሓት/ኢህወዴግ ትኽክለኛ‘ዩ፡፡ “ቑስሉ ዝፈለጠ-ፈውሲ ይረክብ” ከምዝበሃል ህወሓት/ኢህወዴግ እውን ቁስሉ ነፂሩስ፣ መፍትሒኡ ድማ ምስ ህዝቢ ዘተኣሳስረኒ ገመድ ከስጥም ኣለኒ ኢሉ ህዝባውነት ናብታ ዝነበረታ ቦታ ንምምላስ ቖሪፁ ብምልዓል ናብ ተግባራዊ ምንቅስቓስ ኣትዩ እነሆ ተስፋ ዝህብ ምዕባለታት ምርኣይ ጀሚርና ኣለና፡፡

ካብቶም ተስፋ ዝህቡ ምዕባለታት ሓደን ወሳንን ድማ ምስ ህዝቢ ገፅ ንገፅ ብምርኻብ ምስማዕ፣ ምልዛብ ምጅማሩ‘ዩ፡፡ እዚ ምስ ህዝቢ ምርኻብ ንሓደ ህዝባዊ ፖለቲካዊ ውድብ ፍርቂ መንገዲ ዓወት‘ዩ፡፡ እዚ መድረኽ እሂን ምሂን ምስ ህዝቢ ምጅማሩ ንህወሓት/ኢህወዴግ ሰለስተ ረብሓ ኣለዎ፡-

1. “ምስ ህዝቢ ዘለኒ ምትእስሳር እናተሸርሸረ ህዝባውነት ቦታ እናለቐቐ ይኸይድ ኣሎ” ኢሉ ዝገምገሞ ገምጋም ንቃል-ዓለም ዘይኮነ ናይ ልቡ ምዃኑ ዘረጋግፅን ተኣማንነት ብህዝቢ ዘጥርየሉን‘ዩ፡፡

2. እቲ ዝገምገሞ ገምጋም ክልስ ሓሳባዊ ጥራሕ ዘይኮነስ ብህፁፅ ክትግብሮ ከምዘለዎ ዘሕለፎ ውሳነ ምትግባር ምጅማሩ ኣብ ቃሉ ዝፀንዐ ናይ ተግባር ውድብ ክኸውን ይገብሮ፡፡

3. ትርግታ ልቢ ህዝቢ ሰሚዑ ሽዑ ንሽዑ ዝፍትሑ፣ ብማእኸላይ ግዘ ዝፍትሑን ብሓፂር ግዘ ዘይፍትሑን ጉዳያት ወይ ሕቶታት ነቲ በዓል ዋና ዝኾነ ህዝቢ ብግልፂ ምንጋር ምጅማሩ ድማ ግልፅነት ኣብ ህዝቢ ክህሉ ዝገብር‘ዩ፡፡

መድረኽ እሂን ምሂን ምስ ህዝቢ እቶም ኣብ ላዕሊ ዝተገለፁ ረብሓታት ዘምፅእ እንተኾይኑ ንሱ ዘይምትግባር ማለት ድማ ብኣንፃሩ ንሓደ ህዝባዊ ውድብ ተኣማንነት ኣብ ህዝቢ ይጐድል፣ ናይ ዘረባ ውድብ ይኸውን፣ ግልፅነት ኣብ ህዝቢ ኣይህሉን ተደሚሩ ኣብ ርክብ ህዝብን ውድብን ምፍንታት ይመፅእ፣ ህዝባውነት ይሽርሸር፣ ፀገም ሰናይ ምምሕዳርን ኻልኦትን ይነግስ ማለት‘ዩ፡፡ ከምዚ ድማ እዩ ኮይኑ ፀኒሑ ንዝሓለፉ ዓመታት፡፡

ህዝቢ ትግራይ ፀገም ሰናይ ምምሕዳር ኣሎ ኢሉ ካብ ዘማረረሎም ምኽንያታት እቲ ሓደን ፍርቂ ቦታ ዝሕዝን‘ምበኣር እቶም ኣብ ላዕሊ ካብ ቁፅሪ 1-3 ዝተዘርዘሩ መሰረታዊ ግን ቀለልቲ ጉዳያት ብዘይምትግባሮም ዝተፈጠረ‘ዩ፡፡ ካብዚ እምነት እዚ ብምብጋስ‘ዩ ማሕተመ ጋንዲ “ምስ ህዝቢ ምርኻብ ፍርቂ መንገዲ ዓወት‘ዩ” ዝበለ፡፡

እዚ ኣበሃህላ ሓቂ ምዃኑ ድሕሪ ዓᎁቕ ተሃድሶ ርእሰ ምምሕዳር ብ/ክ/መ/ትግራይ ኣይተ ኣባይ ወልዱ ካብ ጫፍ ጨርጨር ክሳብ ጫፍ ፀገዴ ኣብዘካየድዎ መድረኽ ልዝብ ምስ ህዝቢ ብተግባር ተራእዩ‘ዩ፡፡ ኣብ ኩሎም መድረኻት ካብ ህዝቢ ዝተዓዘብኩዎም ስምዒታት ተመሳሰልትን ክልተ ባህሪያት ዝተላበሱን‘ዮም፡

1. ካብ ውድባዊ ናፍቕ፣ ኣብ ዕጥቃዊ ካብ ቃልሲ ዝለመዶ ዝብገስ መራሕትና ብቐረባ፣ ብተኸታታሊ ረአዩና፣ ስምዑና፣ ኣይትርሓቑና እዩ ዝብል፡፡

2. ወነ ቃልሲ ህዝቢ ኣብ ቦትኡ‘ዩ ዘሎ፡፡ እምነቱ ኣብ ህወሓት፣ እምነቱ ኣብ መስመር ዋላ ሓንቲ ከምዘይተቐየረ ኣረጋጊፁ እዩ፡፡

ነዞም ኣብ ኽልተ ነጥብታት ዝጠመርኩዎም ስምዒት ህዝቢ ብዝግባእ ዘረጋግፅዎ ወላዲ ዛና ዝበልዎን ኣብ መእተዊ ፅሑፈይ ዝጠቐስኩዎን‘ዩ፡፡ ብሓፂሩ ንምድጋም ”….መራሕትና ድሕሪ ነዊሕ ዓመታት ገፅኩም ብምርኣይና ታሕጓስና ወሰን የብሉን፡፡ ውድብና ንፀገማትና ከም ኣመላ ትስመዐና፡፡ ዝኸኣለቶ ትፍተሓልና፣ ዘይከኣለቶ ድማ ተስግሮ፡፡ ኣብ ዝኸኣለቶ ግዘ ትፍተሓዮ፡፡ ብዝተረፈ ሐዚ እውን ከም ትማሊ ንውድብና ልዕሊ ዓቕማ ኣይነጨንቓን፣ ኣብ ጐድና ኢና….” ኢሎም፡፡

እዚ ብወላዲ ዛና ዝተዘረበ ዘረባ-ንመንፈስ ኹሎም ዝተኻየዱ መድረኻት ህዝቢ ዝውክል ይመስለኒ፡፡ ፕሬዝዳንት ኣባይ ወልዱ ዘካየድዎም ብዙሓት መድረኻት መንፈስ ህዝቢ ቀይሩ‘ዩ፣ ውድብና ናብ ባህላ ተመሊሳ ኣቢሉ‘ዩ፣ ተስፋ ፃሕቲሩ‘ዩ፣ ዓቕሚ ኣመራርሓ‘ውን ኣርእዩ‘ዩ፣ ኣብቲ ዘይበፅሕሉ ህዝቢ‘ውን ናይ ይምፅኡልና መንፈሳዊ ቅንኢ ወይ ቀፀፅ ፈጢሩ‘ዩ፣ ሓድነት ህዝብና ውሽጥን ደገን ኣጠናኺሩ እዩ፣ ኣብ ፀላእቲ ድማ ብኣንፃሩ ስዕረትን ሕፍረትን ፈጢሩ‘ዩ፡፡ እዚ ድማ‘ዩ ምስ ህዝቢ ምርኻብ ፍርቂ መንገዲ ዓወት‘ዩ ዘበለ፡፡

ይኹን እምበር ምስ ህዝቢ ምርኻብ ፍርቂ መንገዲ ዓወት እዩ ‘ምበር ሙሉእ ዓወት ከምዘይኮነ እቶም ባሃሊ ይኹኑ /ማሕተመ ጋንዲ/ እቲ ብሂል ባዕሉ ይዛረብ‘ዩ፡፡ ስለዚ ሙሉእ ዓወት ንክኸውን ድኣ እንታይ ይገብር? ማሕተመ ጋንዲ ካብ ዝበልዎን ካብ ዝተፈላለዩ ፅሑፋት ዝኣኻኸብኩዎምን ጠሚረ ንኡሽተይ ሓበሬታ ክሕብር

1. ድልየትን ሕቶታትን ህዝቢ ፍፁም ኣይውዳእን፡፡ ስለዚ በብመድረኹ ዝሕተቱ ሕቶታት ድሕሪ ምስማዕ በብዘርፉ ፈሊኻ ምሓዝ፣ ዝፍትሑን ዘይፍትሑን ፈሊኻ ምሓዝ፣ ዝፍትሕሉ ግዘ ምንፃር፣ ኣብ መወዳእታ ጥሉል ወይ ድጉግ ምላሽ ምሃብ የድሊ/ይግባእ፡፡ ንመሰረታዊ ሕቶታት ብዋዒ መድረኽ ተደፊእኻ ዘይጠለለ ወይ ዘይመሰረታዊ ምላሽ ምሃብ እንደገና ተመሊሱ ንኹሉ ፃዕርኻን ተኣማንነትካን ዘበላሹ ስለዝኾነ ውሕልና የድልዮ፡፡ ንምምሕዳርውን ቀለልትን ሕቶታት ሽዑ ንሽዑ ምላሽ ምሃብ ግን ይከኣል እዩ፣ ተስፋ እውን የሕድር እዩ፡፡ ሚዛን እውን ክሕሉ ይገብር እዩ፡፡

2. እቲ ፕሬዝዳንት ኣባይ ወልዱ ዘካየድዎ መድረኽ ህዝቢ ድሕሪ ነዊሕ ግዘን ድሕሪ ብዕሙቀት ንተሃደስን ብምዃኑ ነናይ ከባቢኡ ትርግታ ልቢ ንምስማዕ ዳርጋ ናብ መላእ ትግራይ ምንቅስቓሶም እዎንታውን ዝተባባዕን እዩ፡፡ ይኹን እምበር ቀፃሊ ዝግበር ዑደት ግን ብመፅናዕቲ ኣብ ዝተመረፁ ውሱናት ከባቢታት እዩ ክኸውን ዘለዎ፡፡ ምኽንያቱ ዓመት ዓመት ኣብ ኹሉ ወረዳታት /ከባቢታት ዑደት ምግባር ብግዘ ይኹን ብስራሕ ስለዘይከኣል፡፡ ስለዚ ስርዓት ክወፆ ኣለዎ፡፡ ኣብ ቅድመ መፅናዕቲ ዝተመስረተ፣ ብቀዋሚ ሰሌዳ ግዘ ዝተነፀረ፣ ንውሱናት ከባቢ ዝሽፍን፣ ኣብ ቅድመ መፅናዕቲ ዝተመስረተ ምላሽ ዝሓዘ ክኸውን ይግባእ፡፡

3. ቅድመ መፅናዕቲ ዘካይድ፣ ንዝተኻየዱ መድረኻት ዝድህስስ፣ ዝተፈትሑን ዘይተፈትሑን ጉዳያት ተፈፃምነቶም ዝከታተል፣ ብቐጥታ ምስ ፕሬዝዳንት ጥራሕ ዝራኸብን ብፕሬዝዳንት ዝዋፈርን ሓደ ጉጅለ መፅናዕቲ ድማ የድሊ፡፡ ንምንታይ ናይ ኻልእ ሰብ ገፅ ፣ትእዛዝን ምትሕሙዛቕን ዘይዓረፎ፣ ፕሬዝደንት ኣባይ ብዝህብዎ ኣንፈት ጥራሕ ኣፅኒዑ ነፃን ጥረ ሓቅን ምእንታን ከቕርብ፡፡

4. እቶም ዝካየዱ መድረኻት ሓደ ሓደ ግዘ ሃንደበታዊ ምግባር የድሊ፡፡ ምእንተ ምንታይ ከይተደመረ ከይተቐነሰ ነታ ዘላ ንምርኣይን ንምዕዛብን ስለዝጠቅም፡፡ ሓደ ሓደ ግዘ እከለ ይመፁ ኣለው እሞ እዚ ይገበር ተባሂሉ ኣርተፍሻል ኣብ መሬት ዘየለ ምድላው ስለዝግበር ነዚ ይከላኸል እዩ፡፡

5. ኣብ መድረኻት ዝሳተፉ ሰባት እውን ብተመሳሳሊ ብኻልእ ኣካል ወይ ብሃንደበት ተፀዊዎም ክሳተፉ ክግበር ይግባእ፡፡ ልሙዳት ሰባት ብተደጋጋሚ ምስታፍ ጐዳኢ እዩ፣ ሕማቕ ዘይዛረቡ ሰባት/ፀፅቡቑ ዝዛረቡ ሰባት ምስታፍ ጐዳኢ እዩ፣ ንኹሉ ክፋል ሕብረተሰብ ዘይውክሉ ሰባት ምስታፍ ጎዳኢ እዩ፣ ነዚ ዘመዓራሪ ስርዓት ክህሉ ይግባእ እቲ ጉጅለ መፅናዕቲ ናብታ ዑደት ትግበረላ ከባቢ ኣቐዲሙ ከይዱ ምስ ምምሕድዳር እቲ ከባቢ ብምዝርራብ ብናይ ባዕሉ ሜላ ሰባት ክመርፅ ምግባር ይከኣል እዩ፡፡

6. ኣብቲ ዝካየድ ዑደት ዝምልከቶም ኩሎም ኣባላት ካቢኔ ክሳተፉ ክግበር ይግባእ፡፡ እዚ ዓብዪ ክብሪ ንህዝቢ እዩ፡፡ ግቡእ እውን እዩ፡፡ ምንጥብጣብ ኣይግባእን፡፡

ኣብ መጨረሻ እዚ ብዓቕመይ ዝሓንጠጥኩዎ ሓሳብ ንመራሕትና ንምዝኽኻር እምበር ሓዱሽ ነገር ሃልይዎ ኣይኮነን፡፡ እቲ ሕዚ ተፈጢሩ ዘሎ ፅቡቕ መንፈስ ናይ መጀመርያ እምበር ናይ መጨረሻ ስለዘይኮነ ናብ ዝበለፀ ዓወት ንምንጣር ብዝግባእ ፀንቂቕና ክንጥቀመሉ ይግባእ፡፡ በዚ ሕዚ ነዚ ዓቂብካን ኣጠናኺርካን ምቕፃል ብሕታዊ ኣማራፂ እዩ፡፡ ካብዚኣ ሸተተት ምባል ረብሓኻ ንፀላኢ ኣሕሊፍካ ምሃብ እዩ፡፡

ካለኝ ቅርበት አኳያ አቶ ዓለምነውን አንተ እያልሁ ብገልጸው ደስ ባለኝ ነበር፣ ሆኖም በሀገራችን ባህል መሰረት ትልቅ የፖለቲካ ስልጣን ላይ የሚገኝን ሰው አንተ ማለት አንድም እንደ መዘርጠጥ አሊያም አክብሮት እንደ መንፈግ ተደርጎ ስለሚወሰድ በዚህ መጣጥፍ ውስጥ አቶ ዓለምነውን አንቱ እያልሁ ለመግለጽ ተገድጃለሁ፡፡ ብዙዎቻችን እንደምናስታውሰው ከቅርብ ጊዜ ወዲህ በብአዴን/ኢህአዴግ አባላትና በአማራ ክልል ህዝቦች ዘንድ አቶ ዓለምነው መኮንን እየታወቁ የመጡት በአወዛጋቢ ንግግራቸው ብቻ ሳይሆን በአንባቢነታቸውና አዳዲስ ሀሳቦችን በማመንጨት የተግባር መመሪያ ለማድረግ በመንቀሳቀሳቸውም ጭምር ነው፡፡

በተለይም በአንድ ወቅት በግሉ ፕሬስና በማህበራዊ ሚዲያው አካባቢ “የአማራን ህዝብ ሰድበው ለሰዳቢ ሰጡት” በሚል ሽፋን የእሳቸውን ስብዕና ለመግደል ጥረት ከመደረጉም በላይ በአሁኑ ወቅት እሳቸውና የስራ ባለደርቦቻቸው በፊታውራሪነት የሚመሩትን የፖለቲካ ድርጅት ከህዝብ ለመነጠል አጋጣሚውን መጠቀማቸው የቅርብ ጊዜ ትዝታ ነው፡፡ በዋነኛነት ለብአዴን አባላት በሚሰራጨው አብዮታዊ ዴሞክራሲ መጽሔት ላይ በሚያቀርቧቸው መጣጥፎች ቀደም ሲል ባልተለመደ ሁኔታ ጥልቅ ትንታኔ በመስጠትና ይህንኑም ትንታኔያቸውን በበርካታ ማጣቀሸዎች በማስደገፍ አሳማኝ ንድፈ ሀሳባዊ አቀራረብን ከአለማችንና ከሀገራችን ነባራዊ ሁኔታ ጋር ለማጣጣም በመሞከራቸውም ይታወቃሉ፡፡

አሁን ደግሞ ፖለቲካ-ኢኮኖሚና የኢትዮጵያ ህዳሴ በሚል አብይ ርዕስ በዋነኛነት 405 ገጾችን የያዘ ዳጎስ ያለ መጽሀፍ በማሰጋጀት አሳትመው ቀደም ባለው ሳምንት በባህር ዳር ከተማ ውስጥ ማስመረቃቸውን በመገናኛ ብዙሀን አማካኝነት በሰማን ማግስት አዲስ አበባ ለምንገኝ ወገኖቻቸው ዕድሉ እንዲደርሰን ለማድረግ በማሰብ ይመስላል በብሔራዊ ትያትር አዳራሽ በድጋሜ ለማስመረቅ ዝግት ማድረጋቸውን በመስማታችን የዝግጅቱ ታዳሚ እንደምንሆን አስቀድመን አረጋገጥን፡፡ ስለሆነም የዚህ መጣጥፍ ዋና አላማም በመጽሀፉ ምረቃ ወቅት የነበረው ሁኔታ ምን ይመስለ እንደነበረ በአጭሩ መግለጽ ሲሆን፣ የመጀመሪያ ደረጃ ንባብን መሰረት በማድረግ በመጽሀፉ አቀራረብና ይዘት ላይም ያለኝን የተመጠነ ምልከታ በወፍ በረር ቅኝት ለተደራሲያን ማሳየት ይሆናል፡፡ መልካም ንባብ!!

መጋቢት 9/2009 ዓ.ም የአቶ ዓለምነው መኮንን መጽሀፍ በብሔራዊ ትያትር አዳራሽ እንደሚመረቅ አስቀድሞ ስለተነገረኝ እኔም በቅርብ የማውቃቸውን ሰዎች እንዲገኙ ጋብዤ በስአቱ በቦታው ተገኘን፣ በመሆኑም ድባቡ እጅግ ደስ የሚል ሁኔታን ያንጸባርቅ እንደ ነበር ቀዳሚ ምስክር ነኝ፣ በእውነትም የመጽሀፍ ምረቃ መሆኑን ገና የቲያትር ቤቱ አዳራሽ በር ሲገባ ግራና ቀኝ በሁለት ጠረንጴዛዎች ላይ መጽሀፉ ተደርድሮ ታዳሚው እየተሻማ ሲገዛው መታየቱ የድጋሜ ምረቃውን ተፈላጊነት በእጅግጉ ያሳብቅ ነበር፡፡ ነገር ግን አቶ ዓለምነው ብአዴን/ኢህአዴግ በሚመራው መንግስት ውስጥ ከፍተኛ የስልጣን እርከን ላይ ሆነው ሳለ ባለ አምስት ኮከብ የሆኑትን ሸራተን አዲስን ወይም ካፒታል ሆቴልን አሊያም ራዲሰን ብሉን ወይም ኢሊሌ ሆቴልን ለምን አልመረጡም? እያልሁ ጥያቄዎችን ለማንሳት ብገደድም ምክንያታቸው ምንም ይሁን ምን ለእኔ ይኸኛው ውሳኔያቸው በእጅጉ ተመችቶኝ እንደነበር ከመግለጽ ግን አልቆጠብም፡፡ ምክንያቱም በአንድ በኩል ብሔራዊ ትያትር የጥበብና የጥበበኞች ቤት በመሆኑ የጥበብ ስራ ውጤትን በዚህ ቤት ማስመረቅ በራሱ ደስ የሚል ስሜት ነበረው፡፡ በሌላ በኩል ሁሉንም ዜጋ በእኩል አይን አየተመለከተ ተቀብሎ ያለ ልዩ መጥሪያ ካረድና አድሎዋዊ መስተንግዶን ከሚያስከትለው ፕሮቶኮል ነጻ አድርጎ ለመታደም የመጣው ሰው በእኩልነት እንዲስተናገድ ዕድልን የሚሰጥ መሆኑ ሌላኛው መልካም ገጽታው ነው፡፡

ስለሆነም እጅጉን ተስማምቶኝ ስለነበር ተደስቸበታለሁ፣ በምረቃው ስነ ስርአት ላይ ምክትል ጠቅላይ ሚኒስትር ደመቀ መኮንንና የባህልና ቱሪዝም ሚኒስትር ዶ/ር ሂሩትን ጨምሮ በርካታ የፌዴራል የመንግስት ባለስልጣናት የተገኙ ቢሆንም ነባሮቹ የብአዴን/ኢኢአዴግ ከፍተኛ አመራሮች ግን እንዳልተገኙ ታዝቤያለሁ፣ ለምን ለሚለው ጥያቄ ለጊዜው መልስ ባለማግኘቴ በሒደት እውነታውን ከደረስሁበት አንድ ሁለት ልልበት እችል ይሆናል፣ ለዛሬው ግን ከዚህ በላይ የምለው የለኝም፡፡ ይህም ሆኖ አዳራሹን ከአፍ እስከ ገደፉ የሞላው ወጣትና የእኔ አይነት ተራው ሰው መሆኑ በእውነት ነው የምላችሁ በእጅጉ አስደስቶኛል፡፡

ምክንያቱም ርዕሰ ጉዳዩ ወቅታዊ ከመሆኑም በላይ አሁን ላይ ባለው የሀገራችን የፖለቲካ-ኢኮኖሚ ግንዛቤ ላይ ተመስርቶ የአለምን ፖለቲካ በሰፊውና በጥልቀት ለመቃኘት የተቻለበት መጽሀፍ ስለሆነ በወጣቱ ትውልድ በአጠቃላይና በድርጅቱ ደጋፊ ወጣት ምሁራን ላይ በተለይ ሁለንተናዊ ግንዛቤን በማሳደግ ረገድ የሚኖረው ፋይዳ እጅግ የላቀ ስለሆነ፡፡ በተለይ ደግሞ እንደዚህ ያለ ዳጎስ ያለ መጽሀፍ አዘጋጅቶ ለማሳተም ቀርቶ ለማንበብ ጊዜ የለንም የሚሉ ፖለቲከኞችና ከፍተኛ የመንግስት ባለስልጣናት በብዛት በሚገኙባት አገር ከመደበኛ ስራ ጎን ለጎን በርካታ መጽሀፍትን አንብቦ በንጽጽር ለመተንተን ፍላጎት ማሳየት ብቻ ሳይሆን የእረፍት ጊዜ መስዋዕት ማድረግን፣ የአእምሮ ዝግጁነትንና ቁርጠኝነትን የሚጠይቅ ሀላፊነት ውስጥ ገብቶ መገኘት በራሱ ትልቅ ነገር መሆኑ አሌ የሚባል ጉዳይ አይደለም፡፡

የጥረት ዉጤትንም እንዲህ በተግባር ማሳየት መቻል በራሱ ብዙም ስራ ሳይኖራቸው ስራ ይበዛብናል ለሚሉና ምንም ሳያነቡ አዋቂ ለመምሰል ለሚሞክሩ የዘመኑ ባለስልጣናትና ፖለቲካኞቻችን ጠቃሚ ትምህርት የሚሰጥ ይመስለኛል፡፡ እዚህ ላይ አንድ ነገር ብቻ ብየ ማለፍ እፈልጋለሁ፣ አቶ ዓለምነው ውድ የሆነውን ጊዜያቸውንና በጥረታቸው የተጎናጸፉትን ሁለገብ የሆነውን ክህሎታቸውን እንዲሁም በትምህርትና በጥልቅ ንባብ ያሳደጉትን እውቀታቸውን በመስጠት ብቻ ሳይወሰኑ የማንንም ባለሀብት ይሁን የልማት ድርጅት ድጋፍ ሳይጠብቁ ይልቁንም ያላቸውን ጥሪት አሟጠው በመጠቀም መጽሀፉን ማሳተማቸውና ለስርጭትም ማዘጋጀታቸው በእርግጥም አርአያነት ያለው ተግባር ሆኖ አግኝቸዋለሁ፡፡

የአቶ ደመቀ መኮንንን አባባል ልዋስና “አንድያ ቤታቸውን በባንክ አስየዘው ባገኙት የብድር ገንዘብ መጽሀፉን አሳትመው ለተደራሲያን አቅርበዋልና”፡፡ ይህም ድርጊታቸው በስፖንሰር ማፈላለግ ሽፋን በመቶ ሽዎች ወይም በሚሊዮኖች የሚቆጠር ገንዝብ ከሚሰበስቡ የዘመኑ ባለስልጣናትና ግለሰቦች የተለየ እርምጃ መውሰዳቸው በእርግጥም የሚያበረታታ ነው፡፡ ሌላው ቀርቶ መጽሀፉን ለማስመረቅ ከውድ ባለቤታቸው ሰብለወርቅ አባተ ጋር ወደ አዲስ አበባ ሲመጡ የአውሮፕላን ቲኬታቸውን በራሳቸው ገንዘብ ቆርጠው አዲስ አበባ ላይ የሚቀበላቸው የጓደኛ ተሸከርካሪ ብቻ መጠቀም መቻላቸው ሲታከልበት እውነትም አቶ ዓለምነው ከማንም ምንም ነገር ላለመነካካት ያደረጉት ጥረት አካል ነውና መጽሀፉን ለማስመረቅ ለምን የብሔራዊ ትያትር አዳራሽን መረጡ ለሚለው ጥያቄየ ምላሽ ማግኘት ችያለሁ፡፡ የእሳቸው የስልጣን ደረጃ የሚገኝ ሰው ቀርቶ ከዛ በታች ባለ የስልጣነ ደረጃ ለላይ የሚገኝ ፖለቲከኛ ስልጣኑን በመጠቀም የግል ጥቅሙን ሲያሳድድ በሚገኝበት ወቅት ለመንግስትና ለድርጀት ስራ በእጅጉ ጠቃሚ የሆነ መጽሀፍን ለማሳተምም ሆነ ለማሰራጨት የግል ሀብትን መጠቀም ብዙም የተለመደ አይደለም፡፡

በአርግጥ አቶ ዓለምነው ቀደም ሲል ጀምሮ ሳውቃቸው ንጹህ ታጋይ፣ ቀና አስተሳሰብ ያላቸውና የተሟላ ስብእናን የተላበሱ ሰው መሆናቸውን ጠንቅቄ ባውቅም አሁን በፈሙት ፍጹም ከሙስና የጸዳ ተግባር ይበልጥ እንዳከብራቸውና እንድኮራባቸውም አድርጎኛል፡፡ ስለሆነም የዚህ አይነቱን ቅን፣ ለሀገሩ ተቆርቋሪና ያለውን ሁሉ አሟጦ ለመስጠት የሚተጋን ሰው በፖለቲካ አቋም መለያየት ቢኖርና የተለያየ አስተሳሰብ ብንይዝም እንኳ ማበረታታት የሚኖርብን ይመስለኛል፡፡

ይህንን ሀሳባችንን ተግባራዊ የምናደርገው ደግሞ መጽሀፉን ገዝተን በማንበብና ሀሳባቸውን በመጋራት ስለሆነ ሁላችንም ይህንን መልካም ተግባር ሳንውል ሳናድር ብንፈጽም አንድም የአቶ ዓለምነው ድካም ውጤታማ መሆኑን እናረጋግጣለን፣ ሁለትም ስለ ሀገራችን ፖለቲካ ኢኮኖሚ ብቻ ሳይሆን ስለ አለም ወቅታዊ ሁኔታ በቂ የሆነ እውቀት በመሸመት አጠቃላይ ግንዛቤያችንን እናሳድጋለን፣ በመሆኑም መጽሀፉን አሁኑኑ አግኝተን ልናነበው ይገባል እላለሁ፡፡

በመጽሀፉ ላይ ያለኝ አጠቃላይ ምልከታ

መጽሀፉ በመጀመሪያው ምዕራፍ ንድፈ ሀሳባዊ ትንታኔን መሰረት ያደረገ ገለጻን በሰፊው ያቀረበ ሲሆን ለቀጣዮቹ ምዕራፎች መንደርደሪያ የሚሆን ግብአትን አካቶ ይዟል፣ በመቀጠልም ንድፈ ሀሳባዊ ትንታኔን ከተግባራዊ እንቅስቃሴ ጋር አዛምዶ ለማቅረብ የሞከረ፣ ለበርካታ ጥያቄዎች በቂ ሊባል የሚችል መልስ እየሰጠ የመጣ በተለይም በፖለቲካው አለም ውስጥ እስከ ከፍተኛ የስልጣን እርከን ላይ ደርሰው ስለኒዮ ሊበራሊዝም ጽንሰ ሀሳበም ሆነ ስለ ሶሻል ዴሞክራሲ ልዩ ባህሪያት ከዛም አልፎ የእለት ከእለት ተግባራቸው መሰረት ስለሆነው አብዮታዊ ዴሞክራሲያዊ መስመር ምንነት፣ በአጠቃላይም ስለሶስቱ የዴሞክራሲ አይነቶች አንድነትና ልዩነት እዚህ ግባ የሚባል እውቀት ሳይኖራቸው ከፍተኛ የስልጣን እርከን ላይ ተቀምጠው ግፋ በለው ለሚሉት ብቻ ሳይሆን የተወሰነ ግንዛቤ ይዘው ብዙ እንደሚያውቁ ለሚያስቡ የፖለቲካ አመራሮችና የመንገስት ባለስልጣናት የተግባር መመሪያ ሆኖ ሊያገለግል የሚችል መሆኑ ጥርጥር የለውም፡፡

ይህም ሆኖ ይህን ጭምቅ ሀሳብ ከማጣቀሻዎቹ ጋር እያገናዘቡና ከተቻለም አለፍ እያሉ የሌሎች ምሁራን ስራዎችንም መዳሰስን በጠየቀ ንባብ መደገፍ እንዳለበት ይታመናል፣ ለዚህም ዋነኛዎቹ የመጽሀፉ ተደራሲያን የሆኑት የኢህአዴግ ፖለቲከኞችና ባለስልጣኖቻቸው ራሳቸውን በቅጡ ማዘጋጀት የሚጠበቅባቸው ይመስለኛል፣ ከሁሉም በላይ ግን ራስን ከወቅቱ አለማዊና ሀገራዊ ሁኔታ በተለይም ነባራዊ ሀቅ ጋር እያጣጣሙ የአመራርና የመፈጸም አቅምን በቀጣይነት ማሳደግን ስራየ ብለው ሊይዙት እንደሚገባ ከአቶ ዓለምነው መጽሀፍ ትምህርት ሊቀስሙ ይገባል፡፡ አጠቃላይ ሁኔታውን በዚህ መልኩ አስቀምጨ ሳበቃ በመጽሀፉ አቀራረብ፣ የቋንቋ አጠቃቀምና ይዘት ላይ የተስዋሉትን ሁኔታዎች በአዎንታም ሆነ በአሉታ የተወሰኑ ነገሮችን በማንሳት የሚታዩትን ክፍተቶች ጭምር ለማሳየት ጥረት አደርጋለሁ፡፡

የመጽሀፉን አደረጃጀትና አቀራረብ በተመለከተ

እኔ እስከማውቀው ድረስ ክፍል የሚለው ርዕስ ምዕራፍ ከሚለው ርዕስ ሰፋ ያለ ሆኖ ሳለ በዚህ መmጽሀፍ ውጥ ምዕራፍ የሚለው በስሩ በርካታ ክፍሎችን እንዲይዝ መደረጉ ተገቢ ነው ብየ አላምንም፣ ይልቁንም መሆን የነበረበት የተገላቢጦሹ ነው፣ ምንያቱም በክፍል ስር በርካታ ምዕራፎች ሊኖሩ ይችሉ እንደሆነ እንጂ በምዕራፍ ስር ከንዑስ ምዕራፎች ያለፈ በርካታ ክፍሎች ሊኖሩ አይችሉምና ነው፡፡ ሌላው እንደ አውሮፓ አቆጣጠር የሚለው በልዩ ሁኔታ መታየት ሲገባው በዚህ መጽሀፍ ውስጥ ግን እንደ ኢትዮጵያ አቆጣጠር የሚለው ነው በልዩነት የተቀመጠው፣ ምንም እንኳ አቶ ዓለምነው ይህን ማድረጋቸው በብዛት የውጭ መጽሀፍትን በዋቢነት ከመጠቀማቸው ጋር ተያይዞ ሊሆን እንደሚችል ቢገመትም መጽሀፉ ኢትዮጵያዊ በሆነው የአማርኛ ቋንቋ ጥርት ብሎ እስከተጻፈ ድረስ የዚህ አይነቱ አቀራረብ የተለመደ አይደለምና በወቅቱ መታረም ነበረበት፡፡

በሌላ በኩል በተለምዶ በአንድ መጽሀፍ ውስጥ ሊካተቱ ከሚገባቸው ነገሮች ውስጥ ምስጋናና መቅድም በቀዳሚነት ይገኙበታል፣ የምስጋና መልዕክቶችን ለማስተላለፍ የሚሰጠው ገጽም ከሁሉም ቀድሞ መገኘት ሲገባው በመጽሀፉ መጨረሻ ላይ መወሸቁ ብዙም ያልተለመደ ብቻ ሳይሆን ተገቢ ቦታ ሊሰጣቸው የሚገቡ ሰዎችንና ተቋማትን አዎንታዊ አስተዋጽኦ በሚገባ አንዳይታወቅ ሊያደርግ ይችላልና እንደዛ ባይሆን ይመረጥ ነበር፡፡ ሌላው ከአቀራረብ ጋር ተያይዞ መታየት ያለበት የመቅድምና የመግቢያ አጻጻፍን የሚመለከተው ጉዳይ ነው፣ በዚህ መጽሀፍ ውስጥ መቅድም ተብሎ የቀረበው የመጽሀፉ መግቢያ ተደርጎ ሊወሰድ የሚችል ካልሆነ በስተቀር መቅድም ሊያሰኘው የሚያስችል ይዘተ አላገኘሁበትም፡፡

በእኔ እምነት መቅድም በዋነኛነት መጽሀፉን ለመጻፍ ያነሳሳውን ሁኔታ፣ በሒደቱ የተከሰቱ መልካምና ገፊ አጋጣሚዎች እንዲሁም የታለፉ ፈተናዎች በመጨረሻም የተደረሰበት ሁኔታና የወሰደውን ጊዜ በአጭሩ በማመልከት ተደራሲያን ለካ ይሄም ኖሯል እንዲሉ ለማድረግ የምንጠቀምበት ገጽ ነው ብየ አምናለሁ፡፡ እንዲሁም ከዚሁ ጋር ተያይዞ መታየት የነበረበት ሌላው ጉዳይ ደግሞ የግርጌ ማስታወሻና የዋቢ ጽሁፎች ዝርዝር በአንድ ላይ መቅረቡ ነው፡፡ በዚህ መጽሀፍ ላይ ሁለቱም በአንድ ላይ ተዘርዝረው የቀረቡበት ሁኔታ ታይቷል፣ የዚህ አይነት አቀራረብ ብዙም የተለመደ አይደለም ብቻ ሳይሆን ዋና ዋና የማጣቀሻ ጽሁፎችን በአግባቡ ለይተን እንዳንመለከት የሚያደርግ በመሆኑ ያን ታሳቢ ማድረግ ነበረበት፡፡

ይልቁንም የግርጌ ማስታወሻዎች በየገጹ ቢመለከቱና መጨረሻ ላይ ደግሞ የዋቢ መጽሀፍት ዝርዝር በፊደል ቅደም ተከተል ቢቀመጥ ኖሮ አንባቢ የተጠቀሰው ሀሳብ ከየትኛው መጽሀፍ ወይም ሰነድ ላይ እንደተወሰደ ለማረጋገጥም ሆነ ተጨማሪ ግንዛቤ ለማግኘት ቢፈልግ በቀላሉ ለማግኘት ያስችለው ስለነበር ይኸኛው አማራጭ ይበልጥ የተሻለ እንደነበር ከወዲሁ መገመት አይከብድም፡፡ ሌላው በዚህ መጽሀፍ ውስጥ ያገኘሁት ለየት ያለ ነገር ደግሞ የኢታሊክስ አጠቃቀም ነው፤ በጥቅስ ውስጥ የሚቀመጡ ሀሳቦች በኢታሊክስ መልክ እንዲቀመጡ የሚደረገው በደራሲው አማካኝነት ከአንድ ቋንቋ ወደ ሌላ ቋንቋ የተተረጎሙ ከሆነ ብቻ ነው፡፡ ሆኖም በዚህ መጽሀፍ ውስጥ ሁሉም በጥቅስ ውስጥ የሰፈሩ ሀሳቦች በኢታሊክስ መልክ እንዲቀመጡ ከመደረጉም በላይ ሁሉም በጥቅስ ውስጥ የገቡ ሀሳቦች ደምቀው እንዲታዩ ተደርጓል፣ ይህንንም አቀራረብ ደራሲው ተሳስቶ ቢጠቀምበት እንኳ በዋነኛነት የአርትኦት ስራውን በሀላፊነት ያከናወኑት ሰዎች ሊያስተካክሉት በተገባ ነበር፡፡

በመጽሀፉ ውስጥ የታየው የቋንቋ አጠቃቀም ሁኔታ

ከቋንቋ አጠቃቀም ጋር ተያይዞ አቶ ዓለምነው በሚገርም ሁኔታ የአማርኛ ቋንቋን በአግባቡ ስራ ላይ ማዋላቸውን በልበ ሙሉነት መመስከር እችላለሁ፣ እሳቸውም በመቅድሙ ላይ አስቀድመው ለመግለጽ እንደሞከሩት አብዘሀኛው ሀሳብ በእንግሊዘኛ ቋንቋ ከተጻፉ መጽሀፍትና መጣጥፎች እየተሰደ የተተነተነ በመሆኑ በመጽሀፉ ውስጥ በርካታ የእንግሊዘኛ ቃላትን አገኛለሁ ብየ ጠብቄ ነበር፡፡ ሆኖም አቶ ዓለምነው የቻሉትን ያህል ጥረት በማድረጋቸው ከቋንቋ አጠቃቀም አንጻር የጎላ ስህተት ሳይፈጽሙ መቅረታቸውን ተመልክቻለሁ፣ እናም የዚህ አይነቱ ጥረት በእጅጉ ሊበረታታ ይገባዋል ባይ ነኝ፡፡

ሆኖም ስራቸው አሁንም ከጉድለት የጸዳ አለመሆኑን አንዳንድ ምሳሌዎችን በማንሳት ለማሳየት ልሞክር፣ በቀላሉ ወደ አማርኛ ተመልሰው ጥቅም ላይ ሊውሉ የሚችሉ ቃላት ወይም ሀረጋት በእንግሊዘኛ እንዳለ የተገለጹበት ሁኔታ ተሰተውሏልና ነው፡፡ ለምሳሌ ቶርቸር፣ ፌልድ ስቴትስ (ገጽ 9)፣ ኋይ ኔሽንስ ፌል (ገጽ 107)፣ ሲቪል ሰረቪስ በብዙ ገጾች ላይ፣ ካፒታል ከንዑስ ርዕሱ ጀምሮ፣ ማኑፋክቸሪንግ በተለዋጭነት እየገባ፣ ኦን ሶቭዮት ሶሻሊስት ወዘተ የሚሉት ባሉበት ሁኔታ ነገር ግን በአማርኛ ፊደላት ተጽፈው መግባታቸው በአንድ በኩል ቀጥተኛ የሆነ የአማርኛ ትርጉም ለመስጠት በማያስቸግሩበት ሁኔታ ለምን ጥቅም ላይ ዋሉ ያሰኛል፡፡

በሌላ በኩል ደግሞ ያው የተለመደው የእንግሊኛ ቃላትን በየአጋጣሚው የመጠቀም ልማድ አቶ ዓለምነውንም ሙሉ ለሙሉ ያለቀቃቸው መሆኑን ያመለክታል፡፡ ከቋንቋ አጠቃቀም ጋር ተያይዞ ሊነሳ የሚችለው ሌላው ጉዳይ የአማርኛ ቃላት ወይም ሀረጋት አጠቃቀማችን ላይ አልፎ አልፎ የሚስተዋል ግድፈት ወይም ጉድለት ነው፣ በዚህ ረገድ አቶ ዓለምነው በመጽሀፋቸው ላይ የተጠቀሙበትን አንድ ሀረግ ብቻ መዘን እንመልከት፣ ይኸውም “ድህነት አደር” የሚለው ሀረግ ነው፡፡

ይህ ሀረግ በተለምዶ አርሶ አደር፣ አርብቶ አደር፣ ላብ አደር፣ ወዘተ. እንደሚባለው ተደርጎ የተወሰደ ይመስላል፣ ነገር ግን ከላይ የተጠቀሱት ሀረጋት የአንድን የህብረተሰብ ክፍል የምጣኔ ሀብት መሰረት ወይም መተዳደሪያ አሊያም የስራ መስክ ለመግለጽ የሚያገለግሉ ሲሆን፣ ድህነት አደር የሚለው ሀረግ እስካሁን ድረስ በምንጠቀምበት የአማርኛ ቋንቋችን ውስጥ ትርጉም የለሽ ከመሆኑ ጋር ተያይዞ በቀን ተቀን ግንኙነታችን ተጠቅመንበት የማናውቅና በአማርኛ ተናጋሪው ህዝብ ዘንድ ተቀባይነት ያለው ሀረግም አይደለም፡፡

ስለሆነም እንደዚህ አይነት ለአብዛኛው ተደራሲ ብዙም ትርጉም የማይሰጡ ሀረጋትን ወይም ቃላትን ከመጠቀም ይልቅ የተለመዱና ስሜት ሊሰጡ የሚችሉ ሀረጋትን ብንጠቀም የተሻለ ነው የሚል እምነት አለኝ፡፡ በሌላ አነጋገር ለየት ያለ አቀራረብ የተጠቀምን መስሎን የምናስገባቸው ቃላት በአንድ በኩል ትርጉም የለሽ የሚሆኑበት አጋጣሚ ይፈጠራል፣ በሌላ በኩል የተደራሲያንን ንባብ ያደናቅፋልና አስቀድሞ ማረሙ ሳይሻል አይቀርም፡፡

የመጽሀፉ ይዘት

ይህ መጽሀፍ በአብዛኛው ሁሉን አቀፍና በርካታ ጉዳዮችን የዳሰሰ በመሆኑ በአንድ መጽሀፍ ውስጥ የበርካታ ዘርፎችን ልምድ፣ ክህሎትና እውቀትን ለማግኘት እድል ይሰጣል የሚል እምነት አለኝ፣ ሆኖም በርካታ ጽንሰ ሀሳቦችን በአንድ መጽሀፍ ውስጥ አጭቆ ለማቅረብ ከመሞከሩ ጋር ተያይዞ በአንድ በኩል የሀሳቦች መደጋገምን ሲጋብዝ በሌላ በኩል አንዳንድ መሰረታዊ ሀሳቦች በአጭሩ ተገልጸው እንዲያልፉ አድርጓቸዋል ማለት ይቻላል፡፡ በዚ ረገድ ከደከሙ አይቀር ሰፋ ብለው ቢዳሰሱና በአዲስ መልክም ቢካተቱ ያልኋቸው የተወሰኑ ሀሳቦች እንዳሉ አምናለሁ፡፡ ቀጥሎ በሚገኙት አንቀጾች በምሳሌ እያስደገፍሁ ለማሳየት ልሞክር፡፡

የአለም ባንክ፣ የአለም የገንዘብ ተቋምና የአለም የንግድ ድርጅት አሉታዊ ተጽዕኖ ጠቅለል ባለ መልኩ የተገለጸ ቢሆንም በአፍሪካ አገሮች ላይ በአጠቃላይና በኢትዮጵያ ላይ ደግሞ በተለይ የነበረው አሉታዊ ተጽዕኖ ምን ይመስል እንደነበር በምሳሌ ተደግፎ ቢገለጽ የተሟላ ስዕል ይሰጥ እንደ ነበር መገመት ይቻላል፡፡ ሌላው ቀደም ሲል የነበረው የኦሮሞ የገዳ ስርአት በተወሰነ መልኩ የተጠቀሰ ቢሆንም አሁን ባለው ፌዴራላዊ አደረጃጀት የኦሮሚያ ብሔራዊ ክልላዊ መንግስት ብቻ ሳይሆን የፌዴራል መንግስት አተያይ ምን እንደሚመስል እንደመነሻ አለመውሰዱስ ተገቢ ነው ወይስ አይደለም በሚለው ሀሳብ ላይ የተወሰነ ነገር ቢባል ነሮ ጥሩ ነበር፡፡

ከገጽ 107 አጋማሽ እስከ 112 አጋማሽ ድረስ ባሉት ገጾች ላይ ደግሞ ስለኢትዮጵያ ህዝቦች የትግል ሒደት የተቀመጠው ሀሳብ አጭር ከመሆኑ የተነሳ በተወሰኑ ገጾች ብቻ ቀንብቦ ማስቀመጥ ከሀገራችን ተሞክሮ ጋር በማያያዝ ብዙ ትምህርት እንዳይገኝበት ያደረገ ይመስለኛል፡፡ ከዛም ባሻገር በአገር ውስጥ ምሁራን ስራዎች ላይ ተመስርቶ ትንሽ ቢዳብር መልካም ነበር፣ በዚህ ረገድ የፕሮፌሰር ባህሩ ዘውዴንና የዶክትር አሰፋ ፍስሀ ስራዎችን በስፋት መጠቀም ይቻል ነበር፡፡ በዚህ ረገድ የአቶ አለምነው መጽሀፍ ከመንግስት ፖሊሲዎች፣ ስትራቴጂዎችና ከኢህአዴግ ጽሁፎች ውጭ የሚገኙ የሀገር ውስጥ ምሁራን ስራዎችን ወደ ጎን የተወ ይመስላል፣ ምናልባትም የዶክትር ምህረት ደበበን መጽሀፍ አንድ ጊዜ እንዲሁም አቶ አለሙ አበበ የተረጎሙትን መጽሀፍ ሁለት ጊዜ ጠቅሰው ካልሆነ በስተቀር የሀገራችን የታሪክና የፖለቲካ ሳይንስ ምሁራን እንዲሁም የምጣኔ ሀብት ሞያተኞች ስራዎች አለመዳሰሳቸው ለራሳችን የምንሰጠውን ትኩረት አናሳነት በግልጽ ያመለክታል፡፡

በዚህ አጋጣሚ አንድ ምሳሌ ልጨምርና የችግራችንን ስፋት ለማሳየት ልሞክር፣ የደቡብ ኮሪያ መሪዎች ችንግዶ የምትባል መንደር ነዋሪዎችን እንቅስቃሴ ከተመለከቱ በኋላ በተሞክሮነት ቀምረው ለሌሎች አካባቢዎች ማስተላለፋቸውን በምሳሌነት አንስተው ሰፊ ትንታኔ አቅርበዋል፣ የሚገርመው ነገር አቶ አለምነው ሩቅ ምስራቅ ኤዥያ ድረስ ርቀው ሳይጓዙ እሳቸው በሚያስተዳድሩት ክልል ውስጥ እሳቸው ከሚኖሩበት 77 ኪሎ ሜትር ርቀት ላይ የሚገኙት አውራምባዎች ከዚህች መንደር በተሻለ ደረጃ ሊቀመርላቸው የሚችል መልካም ተሞከሮ እንዳላቸው ጠጋ ብለው በመመልከት በጥሞና ቢመረምሩት ኖሮ ምንኛ ጠቃሚ ትምህርት ባገኙ ነበር፡፡

ኪራይ ሰብሳቢ የሚለው ቃልና ሀረግ በመጽሀፉ ውስጥ እዚህም እዛም ተደጋግሞ ተጠቅሷል፣ ሆኖም ትርጉሙ ምን እንደሆነ፣ ታሪካዊ አመጣጡና አሁን ያለበት ደረጃ ግምት ውስጥ ገብቶ በሚገባ ቢተነተን እግረ መንገዱን በዚህ ቃል ወይም ሀረግ ላይ በበርካታ ሰዎች ዘንድ የተፈጠረውን ብዥታ መግፈፍ ይቻል ነበር፡፡ በእኔ እምነት ይኸ ሀረግ ለመባል የተፈለገውን ሀሳበ በትክክል የሚያስተላልፍ ሆኖ አላገኘሁትም፡፡ ሌላው በምዕራፍ ሁለት ክፍል ሁለት በተለይም 2.3 ወይም ከገጽ 127-129 አጋማሽ ድረስ ያለው ሀሳብ ቀደም ብለው ባሉት ገጾች በሚገባ የተገለጸ ስለሆነ እንዲሁም ክፍል ስድስት ማለትም ከገጽ 373 እስከ 377 የተቀመጡት ሀሳቦች ሙሉ በሙሉ ሊባል በሚችል ደረጃ የተደገሙ በመሆናቸው በዛ መልክ በድጋሜ መካተታቸው አስፈላጊ አልነበረም፡፡

ሌላው ከመጽሀፉ ገጽ 147-149 በተለይም በ5.3 እና በ5.4 ስር የሚገኙት ንዑሳን ርዕሶች ቢቀያየሩ ይበልጥ ስሜት ይሰጡ እንደነበር በእርግጠኝነት መናገር ይቻላል፣ ምክንያቱም በመርህ ደረጃ የመንግስት ጣልቃ ገብነት የመጨረሻ አማራጭ ሆኖ መታየት ስላለበት፡፡ አንዲሁም በ5.4 ላይ የተቀመጡት ሁለት ትልልቅ ሀሳቦች ከሁለት ተከፍለው በሚገባ መተንተን ነበረባቸው፣ ይኸውም በአንድ በኩል የሁለቱም ጽንሰ ሀሳቦች መነሻና መድረሻ የተለያየ ከመሆኑ አንጻር ራሳቸውን ችለው ቢዳሰሱ መልካም ይሆን ነበር፡፡ በሌላ በኩል ለህብረት ስራ ማህበራት ሰፊ ሽፋን ሰጥቶ ስለ አክሲዎን ማህበራት ምንም ያልተባለበት ሁኔታም ስለተፈጠረ ቀላል የማይባል ክፍተት እንዲኖር አድርጓል፡፡

ልብ ብሎ ለሚመለከት ሰው በሀገራችንም ሆነ በቀረው አለም የአክሲዎን ማህበራት ሚና እጅግ ከፍተኛ እንደሆነ ይታወቃል፣ ለምሳሌ ከቅርብ ጊዜ ወዲህ በሀገራችን እየታየ ያለውን የኢንቨስትመንት ሁኔታ ስንመለከት የአክሲዮን ማህበራት ድርሻ እጅግ ጉልህ ሆኖ እናገኘዋለን፣ በዚህ ረገድ በዋነኛነት የአክሲዮን ማህበራት በስፋት የተሳተፉባቸውን የባንክ፣ የኢንሹራንስና በሪል ስቴት ልማት ዘርፍ ተሰማርተው የሚገኙ ኩባንያዎችን ወቅታዊ እንቅስቃሴ ብንመለከት የድርሻቸውን ጉልህነት መገንዘብ እንችላለን፡፡ ስለሆነም አክሲዮን ማህበራት ሚና በሚገባ ቢተነተን መልካም ነበር፡፡

ቅድመ 1983 ኢትዮጵያ ላይ በተወሰነ መልኩም ቢሆን ዘርዘር ያለ ሀሳብ መቅረብ ነበረበት እላለሁ፣ ስለሌሎች አገሮች ቅድመ ታሪክ ሰፊ ሽፋን እየሰጡ መጥተው የራስን ማሳነስ ለራስ ሲቆርሱ የሚለውን አባባል የሚቃረን ሆኖ አግኝቸዋለሁ፣ በተለይም በንጉሱ የመጨረሻ የስልጣን ዘመን በውጭም ይሁን በአገር ውስጥ ባለሀብቶች ተጀምረው የነበሩት ዘመናዊ እርሻና የኢንዳስትሪዎች ማቆጥቀጥ፣ በደርግ ጊዜ በእጅጉ ተስፋፍቶ የነበረው የመንግስት እርሻና የህብረት ስራ ማህበራት እንቅስቃሴ በአዎንታም ሆነ በአለታ ብዙ ሊባልለትና ጠቃሚ የሆነ ትምህርትም ሊወሰድበት የሚገባ ጉደይ እንደነበር በቀላሉ መገንዘብ ይቻላል፡፡

በዚህ ረገድ ጠቃሚ ልምድም ሆነ ትምህርት ከውጭ ብቻ ይገኝ ይመስል የራስን ወደ ጎን በመተው የውጭዎች ላይ መመስረት “የራስን ጥሎ የሰው አንጠልጥሎ” ሊያሰኝ ይችላልና በአግባቡ ቢታሰብበት መልካም ሳይሆን አይቀርም፡፡ ሌላው በዚህ መጽሀፍ ውስጥ ስለዴሞክራሲ ጽንሰ ሀሳብም ሆነ አስፈላጊነት ላይ ብዙ ተብሏል፣ ሆኖም በኢህአዴግ የሚመራው የሀገራችን መንግስት ባለፉት 26 አመታት ከዴሞክራሲ ጽንሰ ሀሳብ አተገባበር ጋር ተያይዞ ያለበት ሁኔታ በምሳሌ ተደግፎ እንዲሁም እየገጠሙት የሚገኙት ተግዳሮቶች በምሳሌ ተደግፈው ቢገለጹ መልካም ትምህርት ይገኝበት ነበር የሚል እምነት አለኝ፡፡ ጎልቶ መነሳቱ አይቀርም፣ በዚህ ረገድ በመጽሀፉ ሰፋ ያለ ማብራሪያ ቀርቧል፣ ሆኖም በአንድ በኩል በሀገራችን እስካሁን ድረስ ከተካሄዱት ምርጫዎች ምን ትምህርት አገኘን በሚለውና የተለያዩ የምርጫ ማስፈጸሚያ ስልቶችን መርጦ ስራ ላይ በማዋል ረገድ የታየው ክፍተት ከመብቶች ትግበራ ሒደት አኳያ የሚኖራቸውን አሉታዊ ወይም አዎንታዊ ተጽዕኖ መዳሰሱ ትርጉም የነበረው ይመስለኛል፡፡ ሆኖም መጽሀፉ ይህን ሁኔታ በለሆሳስ የዘለለው ይመስላል፣ በተረፈ በመጽሀፉ ውስጥ የተደጋገሙ ሀሳቦች ያሉ ቢመስልምና አንዳንድ ጠቃሚ ጉዳዮች ሳይዳሰሱ የቀሩ ቢሆንም ንድፈ ሀሳባዊ ትንታኔ ከተግባራዊ እንቀስቃሴ ጋር ተገናዝቦ የቀረበበት ስለሆነ ጠቃሚ ትምህርት እንደሚገኝበት ይታመናል፡፡

Since the first foundation stone was laid on the Grand Renaissance Dam (GRD) Egypt has shown its eternal belligerence towards Ethiopia, demanding Ethiopia honor the 1929 and 1959 Colonial treaties. Egypt's misleading propaganda is a meaningless exercise

For the last three years, since the launch of the Grand Ethiopian Renaissance dam we have seen numerous articles that are factually inaccurate and logically flawed. To rebut all such erroneous comments is difficult, if not impossible, as well as time-wasting.

However, the recent press release by the Ministry of Foreign Affairs of Egypt entitled "Egypt’s Perspective towards the Ethiopian Grand Renaissance Dam Project (GERDP)" was one of the few detailed statements from the government of Egypt in the past three years. Regrettably, it was full of misleading claims and a disappointing one to all who have been working to bring a regional cooperation based on mutual benefit and good neighborliness.

Moreover, these kinds of statements are likely to be used as "reference" by other writers who may be ignorant or careless of the realities. Therefore, the recent press release by the Ministry of Foreign Affairs of Egypt deserves a detailed retort.

As we will be show below, the statement consist mega-errors of facts and flawed arguments.

The statement started claiming that:

Ten years ago within the Nile Basin Initiative (NBI), the three Eastern Nile Countries (Egypt, Ethiopia, and Sudan) jointly agreed to study their national plan projects through an agreed mechanism which was named the Eastern Nile Subsidiary Action Program (ENSAP). A regional power trade study was conducted, in which two sites in Ethiopia were identified for potential dam projects,

What happened to the NBI? The statement doesn't say anything! Indeed, the Nile basin countries, except Eritrea and South Sudan, founded the Nile Basin Commission, later Nile Basin Initiative (NBI), in 1999, with funds from World Bank, aiming ‘to establish a diplomatic protocol for evaluating the fair use of the river for agricultural and energy projects’. The Commission paved the way for the drafting the ‘Nile Basin Cooperative Framework Agreement (CFA), for the equitable sharing of the Nile waters.

However, the CFA faced resistance from Egypt; while it was warmly endorsed by six Nile basin countries from May 2010 up to February 2011 (Ethiopia, Uganda, Rwanda, Tanzania, Kenya and Burundi). Though Congo didn't sign yet, it has expressed its willingness.

As one water expert eloquently elucidated: “CFA has, however, faced a serious impasse as a result of the introduction of the concept of ‘water security’. The introduction of this non-legal, indeterminate, and potentially disruptive concept is, indeed, a regrettable detour to a virtual blind-alley. The justifications for this fateful decision are totally unfounded and specious. The decision rather makes sense as an unwarranted move pushing into further obscurity the already intractable Nile waters question, at best, and a logical cul-de-sac in the decade-long negotiations which have arguably fallen prey to the hegemonic compliance-producing mechanism of ‘securitization’ sneaked in under the veil of ‘water security’, at worst”.

Egypt's statement makes no comment on this important aspect of the NBI. The statement raised the NBI only because it wanted to claim that Ethiopia has abruptly departed from it. However, Ethiopia has been the most loyal of NBI members, even is she has no legal obligations to. That was with a belief that Egypt will ultimately join the cooperative framework.

The statement claimed:

Unexpectedly, and without any prior notification, the Government of Ethiopia (GOE) declared in February 2011 its intention to construct a new dam on the Blue Nile named “Project X”. This declaration led the Norwegian government to cancel the studies of the additional dams due to the unclarity of Ethiopian plans and preferences.

By the end of April 2011, Ethiopia announced unilaterally the construction of a large dam on the Blue Nile called “Grand Ethiopian Renaissance Dam” (GERD) with a height of 145 m, storage capacity of 74 BCM, installing capacity of 6000 MW, and a total cost of US$ 4.78 billion.

This claim is both illogical and inaccurate.

In the first place, the Norwegian study was never interrupted as the dam under study is far away from the GERD and Norway as a responsible development partner wouldn't cancel studies for an unrelated reason. In fact, the construction of the Mendeya dam that was under study will be launched in 2015.

Indeed, few were informed of the launch of the Grand Ethiopian Renaissance Dam project until weeks before its date of launch on April 2, 2011. The government announced it on the media only weeks earlier. But that doesn't mean cast doubt on the legitimacy of the projects.

Among the citizens of Ethiopia, there is no difference of opinion on generating hydro-power from dams, while harnessing the Blue Nile for national development has been an aspiration of generations of officials, professionals and ordinary citizens. In fact, the public's support was demonstrated in the Tana Beles and Tekeze projects - built on tributaries of Blue Nile. The target of achieving 10,000 MW generating capacity by 2015 was already endorsed in mid-2010 as part of the 5-years Growth and Transformation Plan (GTP). It was also stated on the annual plan of EEPCO for year 2009/2010, though as labeled "project x" without reference to Nile.

Having this strong public mandate on its hands, the question of whether to keep the preparations and launch date of this project secret or not, is a matter that can justifiably be determined based on national security considerations. In the 12 months preceding the launch of the project, Ethiopia was conducting an election, then forming government, then seeking donor's pledge for the GTP.

With regard to the absence of notification that the Egyptian statement complained about: Firstly, Ethiopia has no treaty obligation to seek permissions from Egypt. Second, the impacts of dams on downstream countries have been a subject of study and discussion for at-least a decade in the context of successive Nile basin initiatives and annual conferences.

Thirdly, and no less importantly, prior notification is an act of good will gesture based on reciprocity. As Egypt never consulted Ethiopia on studies prior and after building dams and related projects on Nile, it cannot demand that from Ethiopia. After all, reciprocity is a fundamental component international relations as well as social life.

The statement has more incomprehensible claims. It said:

Ethiopian officials claimed at the beginning that the downstream countries (Egypt and Sudan) would not be harmed and in fact would benefit from the project. However, these statements were then changed gradually to reflect the recognition of the GOE that the dam would have impacts on the downstream countries, but that those impacts would be mitigated and compensated through water saving projects in South Sudan.

In the first place, as the Egyptian have learnt from the disastrous Aswan dam project, human endeavors are, unlike God's work, are not immune from negative impacts. Therefore, no one said the GERD is a God's work. For example: Ethiopia had to relocate a few dozen households from the GERD site. That is an impact.

However, the question is whether those impacts can be mitigated and avoided with careful planning and cooperative regional work. In line with that whether the benefits outweigh those mitigation works. The answer is a bold YES.

As the former Prime Minister Meles Zenawi said during the launch of the dam, "the benefits that will accrue from the Dam will by no means be restricted to Ethiopia. They will clearly extend to all neighboring states, and particularly to the downstream Nile basin countries, to Sudan and Egypt. The Dam will greatly reduce the problems of silt and sediment that consistently affect dams in Egypt and Sudan. This has been a particularly acute problem at Sudan’s Fosseiries dam which has been experienced reduction in output. When the Dam becomes operational, communities all along the riverbanks and surrounding areas, particularly in Sudan, will be permanently relieved from centuries of flooding. These countries will have the opportunity to obtain increased power supplies at competitive prices. The Dam will increase the amount of water resources available, reducing the wastage from evaporation which has been a serious problem in these countries. It will in fact ensure a steady year-round flow of the Nile. This, in turn, should have the potential to amicably resolve the differences which currently exist among riparian states over the issue of equitable utilization of the resource of the Nile water."

"In other words, the Millennium Dam will not only provide benefits to Ethiopia. It will also offer mutually beneficial opportunities to Sudan and to Egypt. Indeed, one might expect these countries to be prepared to share the cost in proportion to the gains that each state will derive. On this calculation, Sudan might offer to cover 30 per cent and Egypt 20 per cent of the costs of the entire project."

Similarly, the International Panel of Experts attested in its final report (which is a consensus report signed by the representatives of the three countries Egypt, Ethiopia and Sudan and the four international experts), that the design and construction of the Grand Ethiopia Renaissance Dam is based on international design criteria and standards, codes, guidelines and engineering practices. Moreover, it re-confirmed that the GERD does not have significant impact on the downstream countries and in fact will provide huge benefits to all the three riparian countries, namely Egypt, Ethiopia and Sudan.

The statement claimed:

Former Prime Minister, Dr. Essam Sharaf, Prime Minister of Egypt at the time, agreed with the late Ethiopian Prime Minister “Meles Zinawi” during an official visit to Addis Ababa in May 2011, to establish an International Panel of Experts (IPOE), composed of two National members from each of the three countries, in addition to four international experts, in order to provide sound review/assessment of the potential impacts of the project on the two downstream countries, and any associated benefits to be expected.

Egypt's statement went further to misrepresent the final report of the International Panel of Experts.

In truth, it was upon the initiation and invitation of the government of Ethiopia that the International Panel of Experts (IPoE) was established. Moreover, Ethiopia has also shown its commitment by accepting the report of the IPoE and is implementing the recommendations that are related to dam engineering and safety in a timely manner and agreed to jointly conduct the two studies recommended by the IPoE.

The Egyptian statement deliberately omits an important element of the agreement establishing the Internal Panel of Experts, that the study should be conducted while the construction continued. It also ignores the fact that the Panel outlined the benefits accruing from the Dam, benefits that were consonant with Ethiopia’s own studies.

As the response from Ethiopia's Foreign Ministry pointed out: Egypt's statement, apparently deliberately, falsifies the findings of the International Panel of Experts. In the first place, the allegation that Ethiopia denied documents to the Panel members is untrue and the Panel nowhere suggests this occurred. Nor is it true that Ethiopia deliberately delayed the completion of design documents until after the launch of the Panel’s report. This claim shows complete ignorance of the process involved. The nature of the Engineering Procurement and Construction contract makes preparation of the design documents a phase-by-phase undertaking. Ethiopia, as indeed the Panel recommended, has finalized the updating of the design documents from level one to level two as the project progressed and in line with the EPC contract. In any case, this had no relevance to the Panel’s studies of the design documents and had no effect on the discharge of its mandate. Indeed, the Panel’s report unequivocally confirmed that the design of the GERD fulfilled international standards on dams.

The comment that the Panel’s findings suggested that the Hydrological and Reservoir Simulation Study showed “detrimental impacts on Egypt’s water demand and High Aswan Dam Hydropower generation” is a serious distortion. In fact, the study is praised by the Panel for meeting international standards and the Panel had no issue with its findings. The reason the Panel recommended a further simulation study was in order for the three parties to conduct a study with a simulation model that all three parties agreed on. The socio-economic study was also recommended in order to add further primary data collected from Egypt and Sudan.

The narrative of the trilateral ministerial meeting on Egypt's statement was similarly detached from reality. In the meetings, Egypt’s suggestion was to create a new Panel of Experts, parallel to that already agreed upon, that is a second panel of experts to review the report of the first panel for the ministers. This was seen by both the Sudan and Ethiopia as unreasonable and unnecessary.

Over and above this was the additional outrageous Egyptian demand that the opinions of new panel of international experts should be binding as if it was an arbitration tribunal. This was totally unacceptable and Ethiopia, of course, rejected it and continues to do so. The Egyptian suggestion for “Principles of Confidence Building” was totally out of agenda in a meeting to discuss the Panel’s recommendations, and the “principles” which involved requesting Ethiopia to accept Egypt’s claims for water security, were rejected by Ethiopia – and strongly criticized by the Sudan.

The Egyptian Ministry complains that the Water Ministers’ meeting to consider the recommendations of the Panel was delayed and regrets continuation of the construction of the dam during this. In fact, according the report itself, the Panel’s recommendations were to be implemented while the construction of the dam continued. As regard, complaint over delays in the Water Ministers’ meeting, this had nothing to do with Ethiopia. Following the June 18 visit of the then Foreign Minister of Egypt, Mohamed Kemal Amr, to Addis Ababa it was agreed to hold a meeting of the Water Ministers of Egypt, Ethiopia and Sudan to discuss ways to implement the recommendations of the Panel as soon as possible. It was at that point that President Morsi was removed and Egypt fell into political turmoil, and presumably as a result there was no response to the invitation, sent on July 26, for a meeting on August 6. A second invitation was sent on August 26. Egypt finally responded to agree to a meeting for October 20. This, however, did not materialize due to the unfortunate flooding in Khartoum. It was not until November that the first session of the Water Ministers’ meeting eventually took place. The delays were nothing to do with Ethiopia.

As Ethiopia repeatedly urged, it is in the interest of all concerned countries that Egypt changes course and engages in discussions in good faith rather than aiming at short-sighted propaganda.

Ethiopia's commitment to mutual benefit and good neighborliness is not a knee-jerk decision rather an outcome a scientific, prudent and developmental foreign policy.

Human Rights Watch always employs yellow journalism techniques and exaggerated and emotive headlines and phrases designed to attract media or fund-raising attention. Ethiopian Deputy Prime Minister, H.E. Demeke Mekonnen, says Ethiopia’s impressive performance in education is the result of building on sustained economic growth along with a strong commitment to alleviating poverty and substantial investment in the country's education system.

He was addressing an event hosted by the All Party Parliamentary Group (APPG) on Global Education for All entitled “Fund the Future: Tackling the crisis in financing education for all", here in London during his official visit to Great Britain.

The event was organized in collaboration with the Global Partnership for Education (GPE), a working partnership of governments, civil society, international organizations, teachers and the private sector.

Ethiopia is taking part in the GPE forum in its capacity as a member of the Global Champions Group for Education. Ethiopia joined the group owing to the high priority it has given to education, following its adoption of a practical strategy which is all inclusive in every aspect. The strategy inter alia ensures access to education and puts in place a mechanism that guarantees equity, fairness and quality.
