The technical issues involved can be summarised as follows:&lt;br /&gt;&lt;br /&gt;Loss of Employment Land&lt;br /&gt;Impact on Existing Town Centres&lt;br /&gt;Residential Amenity&lt;br /&gt;Highways Impact&lt;br /&gt;Flood Risk&lt;br /&gt;Visual Apperance&lt;br /&gt;&lt;br /&gt;From the list, Flood risk and Highways Impact were clearly the most important considerations, since what was being proposed here was a food store and it seems fairly obvious to most people that an area that is prone to quite severe flooding at times is perhaps not the best place to store food! Indeed the Environment Agency had already weighed in with their objection on flood risk grounds.&lt;br /&gt;&lt;br /&gt;Similarly, one wonders how long motorists trying to access the store from the opposite lane would have to wait for a break in the traffic and what length of queues they would have built up in doing so were the application allowed.&lt;br /&gt;&lt;br /&gt;Puzzlingly, none of this seemed to worry the County Highways Chiefs over in Matlock, who saw no reason to object to an application that needed 70+ parking spaces, which is close to the Woolley Bridge bottleneck on a road that is almost at capacity!&lt;br /&gt;&lt;br /&gt;Tied in with this fact was the issue of how a food store here would affect the town centre of Glossop and other food stores in Hadfield. The strategy being adopted by the council is to try and make the town centre attractive for shoppers and to try and create a hub where shoppers can satisfy their needs in a single trip.&lt;br /&gt;&lt;br /&gt;It was suggested by Mr Fisher that out of town stores such as this would undermine the viability of the town centre, therefore undermining all the work that has been done so far to revitalise and regenerate designated retail zones. Its current budget is set up to 2015, which effectively means that the &#39;bypass&#39; has been kicked into touch.  The bizarre project, championed by &lt;span style=&quot;font-weight: bold;&quot;&gt;Roy Oldham&lt;/span&gt; and &lt;span style=&quot;font-weight: bold;&quot;&gt;Tameside M.B.C.&lt;/span&gt; but aided and abetted by local opportunist politicians, who assumed that there were votes to be had by lending their support, was always controversial and latterly expensive beyond belief. &lt;br /&gt;&lt;br /&gt;The Highways Agency for instance stated themselves that the colossal number of individual objections, some 2,400, was &#39;unprecedented&#39;, whilst latest costings put the high end figure at some £250 millions!&lt;br /&gt;&lt;br /&gt;By dropping the &#39;bypass&#39;, which effectively sought to build a motorway right up to the gates of the Peak Park, under the pretence of being a &#39;relief road&#39; , 4NW were able to keep within budget for the remainder of their priority schemes, which is why it had to go.&lt;br /&gt;&lt;br /&gt;No doubt the time delay before the local media pick up on the story is to allow local politicians time to compose their mealy mouthed responses and to brush up on their fire and brimstone techniques, whilst fulminating at the decision.&lt;br /&gt;&lt;br /&gt;The fact is though that the politicians have no right to be angry. That sentiment should be left to local residents who know the situation but who also aware that there are better, quicker and cheaper solutions to transport problems than throwing tons of concrete and millions of pounds at a road that would only generate more traffic for the area, were it ever built.&lt;br /&gt;&lt;br /&gt;A trial lorry ban, across the Park as a whole, would cost nothing but would bring instant relief to the villages.  A one-way system around Mottram, getting rid of the lights at the top of the Moor, would be equally cheap and effective.  There are large numbers of other measures and improvements that can be made in the here and now, for instance at the junctions of the Gun Inn and Woolley Bridge. Derbyshire C.C. have the opportunity right now to purchase the land that the former Spread Eagle at Woolley Bridge stood on but show no signs of doing so.&lt;br /&gt;&lt;br /&gt;I could go on and probably will do so in future posts. The only point I am seeking to make for now though, is that for as long as politicians are caught up in the dazzling headlights of the &#39;bypass or bust&#39; mentality, then there will be no progress on the transport front and no joy for motorists, pedestrians, public transport users, cyclists or anyone else who wishes to see immediate improvements.&lt;br /&gt;&lt;br /&gt;Now is the time for politicians on all sides to compose themselves and regain their senses. There are alternative solutions available but until now they have refused to listen.  If the grapevine is correct and the funding has been pulled, they will be forced to listen whether they like it or not.&lt;br /&gt;&lt;br /&gt;However, it may take some time for that realisation to dawn. Expect to hear more of the same...financial reviews, second opinions, alternative funding methods, new inquriy etc etc ad infinitum.&lt;br /&gt;&lt;br /&gt;The bypass is dead. Doors are open to the public from 7.15pm with the service scheduled to commence at 7.30pm.&lt;/p&gt;&lt;/div&gt;&lt;div&gt;&lt;/div&gt;&lt;div&gt;&lt;/div&gt;&lt;div&gt;&lt;p&gt;The service will be conducted by &lt;strong&gt;Paul Bryson&lt;/strong&gt; of Mottram and the organist this year is accomplished music teacher &lt;strong&gt;Mrs Norma Holland&lt;/strong&gt; of Hadfield.&lt;/p&gt;&lt;/div&gt;&lt;div&gt;&lt;/div&gt;&lt;div&gt;&lt;/div&gt;&lt;div&gt;&lt;p&gt;For those of you not familiar with the Chapel or who have not attended for some years, it does now have electric heating but wrap up warm anyhow, this is Woodhead not Wakiki.&lt;/p&gt;&lt;/div&gt;&lt;div&gt;&lt;/div&gt;&lt;div&gt;&lt;/div&gt;&lt;div&gt;&lt;p&gt;Vehicular access is via the &lt;strong&gt;A628.&lt;/strong&gt; I strongly recommend going via &lt;strong&gt;Tintwistle &lt;/strong&gt;and sticking to the &lt;strong&gt;A628&lt;/strong&gt; rather than going via &lt;strong&gt;Padfield, Devils Elbow&lt;/strong&gt; and then past &lt;strong&gt;Crowden &lt;/strong&gt;car park and over the dam. This is because accessing the track up to the Chapel from the opposite side of the road is fraught with difficulty and entails a very sharp reverse turn.&lt;/p&gt;&lt;/div&gt;&lt;div&gt;&lt;/div&gt;&lt;div&gt;&lt;/div&gt;&lt;div&gt;&lt;p&gt;One final word of warning. If your suspension is of a nervous disposition, then think twice about taking it up the track. It really is quite rough but ultimately manageable.&lt;/p&gt;&lt;/div&gt;&lt;div&gt;&lt;/div&gt;&lt;div&gt;&lt;/div&gt;&lt;div&gt;&lt;p&gt;Ideally you should borrow your neighbour&#39;s 4x4, take a bicycle or consider leaving your vehicle at &lt;strong&gt;Crowden &lt;/strong&gt;car park and walking over the dam then up the steps towards &lt;strong&gt;Bleak&lt;/strong&gt; &lt;strong&gt;House&lt;/strong&gt;. The newly formed group originated from a blogpost on this very blog entitled &lt;a href=&quot;http://tintwistleandhadfieldresassoc.blogspot.com/2008/08/not-lotta-allotments.html&quot;&gt;Not A Lotta Allotments&lt;/a&gt; which attracted a lot of comment and interest.&lt;br /&gt;&lt;br /&gt;Consequently it was raised as an Agenda item at the September meeting, which resulted in everyone who had expressed an interest being contacted for an inaugural meeting which happened in October. At the meeting the name &lt;strong&gt;Dig Hadfield&lt;/strong&gt; was decided upon and the newly formed group decided to become an autonomous organisation with the aim of procuring allotments specifically in Hadfield, since all who attended lived in the village, whilst Tintwistle itself actually has an oversupply of allotments.&lt;br /&gt;&lt;br /&gt;At the meeting, it was decided to promote the group via a poster campaign and a press release. of &lt;strong&gt;St. Andrews Church&lt;/strong&gt; with &lt;strong&gt;Glossop Old Band&lt;/strong&gt; providing music to the hymn &#39;Thine Be The Glory&#39; and the sound of the Last Post and Reveille.&lt;/div&gt;&lt;br /&gt;&lt;div&gt;&lt;/div&gt;&lt;div&gt;I must admit that I had personally given up attending this particular gathering for a few years now, as I had previously been disappointed with the policing arrangements. Year after year they turned up, only to stand by and allow cars to come from every direction, making the whole service inaudible. Letters to the press suggested I was not the only person wondering why vehicles couldn&#39;t be asked to wait or take an alternative route for just 15 minutes a year.&lt;/div&gt;&lt;div&gt;&lt;/div&gt;&lt;br /&gt;&lt;div&gt;Fortunately the situation has improved somewhat. Whilst traffic was still allowed to meander up and down &lt;strong&gt;Station Rd&lt;/strong&gt;, the police now close off &lt;strong&gt;Railway Street&lt;/strong&gt; for the duration of the service so that whilst there is still some noise pollution, disruption is now at a minimum. Consequently, the issue of lack of allotments in the area and in Hadfield specifically was discussed at the October meeting of TAHRA.&lt;br /&gt;&lt;br /&gt;A decision followed to contact everyone who had expressed an interest, to discuss the subject, with a view setting up a local group that would campaign for allotment allocation in Hadfield. An inaugural meeting was held at the &lt;strong&gt;New Lamp, Bankbottom&lt;/strong&gt;, Hadfield on Tuesday 28th October.&lt;br /&gt;&lt;br /&gt;It was attended by around a dozen people, half of whom wanted an allotment and three of whom had already applied or given up trying. Potentially useful tool for grass roots involvement in community issues. We are campaigning for the council to opt-in or we cannot use it.
