The Heads of the Institutions under the control of this Directorate are
informed that the transfer counselling for Medical Officers in the cadre of
Assistant Surgeon / Tutor / Senior Resident / Assistant Professor are scheduled
to be conducted as furnished in the Annexure.
The Heads of the institutions are directed to communicate the enclosed
Proforma for Transfer counselling to all Assistant Surgeon / Tutor / Senior
Resident / Assistant Professor
1. The guidelines issued in G.O.(2D) No. 131, Health and Family Welfare
Department dated 20.11.2007 will be followed.
2. The Annexed proforma along with the Complete Service Particulars of
the Medical Officer (as per Service Register) have to be filled up and
2 copies have to be sent to this Directorate by the concerned Head of
the Institutions before 29.02.2012 positively.
3. Only Medical Officers whose proforma which have been verified and
certified by Dean / Head of Institutions as the case may be and
received on or before 5 pm on 29.02.2012 in the office of this
Directorate will ONLY be considered for counselling.

4. It is informed that furnishing wrong information in the proforma or in
the Service Particulars will be viewed seriously and liable for action as
per Government rules.
5. Medical Officers working under the control of this Directorate alone
are eligible to attend the counselling.

கலந்தாய்வு உத்தரவை மாற்றியதை கண்டித்து அரசு மருத்துவர்கள் தர்ணா

திருவொற்றியூர், ஜூலை 21: மருத்துவக் கல்வி இயக்ககம் நடத்திய கலந்தாய்வில் பெறப்பட்ட உத்தரவினை மாற்றியதைக் கண்டித்து தமிழ்நாடு அரசு மருத்துவர்கள் சங்கம் தர்ணா போராட்டம் புதன்கிழமை நடைபெற்றது.

சென்னை ஸ்டான்லி அரசு மருத்துவக் கல்லூரியில் நடைபெற்ற தர்ணா போராட்டத்தில் அரசு மருத்துவர்கள் நூற்றுக்கும் மேற்பட்டவர்கள் கலந்து கொண்டனர். அப்போது தர்ணா போராட்டம் குறித்து தமிழ்நாடு அரசு மருத்துவர்கள் சங்க தலைமை நிலைய செயலாளர் டாக்டர் பி.பாலகிருஷ்ணன் செய்தியாளர்களிடம் கூறியதாவது:

அரசு மருத்துவமனை, மருத்துவக் கல்லூரிகளில் ஏற்படும் காலியிடங்களை நிரப்புவதற்காக ஒவ்வொரு ஆண்டும் கலந்தாய்வு நடைபெறுகிறது. இந்த ஆண்டும் கலந்தாய்வு நடைபெற்றது. ஸ்டான்லி மருத்துவமனையில் கல்லீரல் மற்றும் வயிற்றுப்பகுதி சிகிச்சை பிரிவில் துறைத் தலைவர் பதவி காலியாக இருந்தது. இப்பதவிக்கு வர தற்போது கீழ்ப்பாக்கம் மருத்துவக் கல்லூரியில் பேராசிரியராக இருக்கும் டாக்டர் மனோகரன் என்பவர் விருப்பம் தெரிவித்துள்ளார். பணி மூப்பு அடிப்படையில் கலந்தாய்வில் துறைத் தலைவர் பதவிக்கான பணி உத்தரவும் அவருக்கு வழங்கப்பட்டது. இதற்கான பொறுப்பினை அவர் ஏற்பதற்கு முன்பே இதே துறைத் தலைவர் பதவிக்கு டாக்டர் யஸ்வந்த் என்பவர் நியமிக்கப்பட்டுள்ளார்.

பணி மூப்பு அடிப்படையில் மனோகரனை விட யஸ்வந்த் சுமார் 2 ஆயிரம் பேருக்கு பின்னால் உள்ளார். மேலும் டாக்டர் யஸ்வந்த் கலந்தாய்வில் கலந்து கொள்ளவும் இல்லை. மேலும் டாக்டர் மனோகரனின் மாணவர்தான் டாக்டர் யஸ்வந்த். இப்படி நடைமுறைகளை மீறி சரிப்படுத்தி ஒருவரை துறைத் தலைவராக நியமனம் செய்துள்ளது கண்டிக்கத் தக்கது. இந்நிலை தொடர்ந்தால் கலந்தாய்வு என்பதே அர்த்தமற்றதாக்கிவிடும்.

இதில் மருத்துவத் துறை உயர்நிலை அளவில் அதிகாரம் தவறாகப் பயன்படுத்தப்பட்டுள்ளது என நாங்கள் சந்தேகிக்கிறோம். எனவே இதில் தமிழக முதல்வர் உடனடியாகத் தலையிட்டு கலந்தாய்வில் அளிக்கப்பட்ட உத்தரவை நிறைவேற்ற வேண்டும் என கேட்டுக் கொள்ளவே இந்த தர்ணா போராட்டத்தை நடத்துகிறோம் என்றார் டாக்டர் பாலகிருஷ்ணன்.

போராட்டத்தில் சங்கத்தின் சென்னை மாவட்ட நிர்வாகிகள் டாக்டர் எஸ்.காசி, டாக்டர் எஸ்.திருநாவுக்கரசு, டாக்டர் நெடுஞ்செழியன் உள்ளிட்டோர் கலந்து கொண்டனர்.

சென்னை : அரசு டாக்டர்கள் இடம் மாறுதல் கவுன்சிலிங்கில் முறைகேடு டந்துள்ளதாகக் கூறி, சென்னை மாவட்ட டாக்டர்கள் நேற்று போராட்டத்தில் ஈடுபட்டனர்.
சென்னை ஸ்டான்லி அரசு மருத்துவமனையில் குடல் அறுவை சிகிச்சை துறையில் இடம் மாறுதல் கவுன்சிலிங்கில் முறைகேடு நடந்துள்ளதாக, தமிழ்நாடு அரசு டாக்டர்கள் சங்கத்தின் சென்னை மாவட்ட கிளையின் சார்பில் போராட்டம் நடந்தது. மருத்துவமனை வளாகத்தில் ஒரு மணி நேரம் நடந்த இந்த போராட்டத்தில், சங்கத்தின் செயலர் டாக்டர் காசி உட்பட 150க்கும் மேற்பட்ட டாக்டர்கள் கலந்து கொண்டனர்.போராட்டம் குறித்து சங்கத் தலைவர் டாக்டர் பாலகிருஷ்ணன் கூறியதாவது: கவுன்சிலிங்கில் நடந்துள்ள முறைகேடுகளை நீக்கி, "சீனியாரிட்டி' அடிப்படையில் பொறுப்புகள் மற்றும் இடம் மாறுதல்களை செய்து, தகுதி உடையவர்கள் பாதிக்கப்படுவதை தவிர்க்க வேண்டும். மேலும் தமிழக முதல்வர் தலையிட்டு, எங்கள் பிரச்னைக்கு உரிய தீர்வு காண வேண்டும். எங்கள் கோரிக்கை அலட்சியப்படுத்தப்பட்டால், வரும் 25ம் தேதி கரூரில் நடக்கும் மாநில அளவிலான ஆலோசனைக் கூட்டத்தில் முக்கிய முடிவுகள் எடுக்கப்படும் என்றார்.

01.07.1997.He was cleared Special TNPSC exam during 1999 with TNPSC
Seniority of 50/1999.
Dr.B: Selected by 1998 TNPSC Exam with TNPSC Seniority of 100/1998.He got
initial appointment order on 01.12.1998 & went for higher study without joining
service after getting extension time from appointing authority. He joined service
on 07.12.2001
Dr.C: Selected by 1998 TNPSC Exam with TNPSC seniority of 150/1998.He got
initial appointment order on 02.12.1998 & joined service on 15.12.1998.
Dr.D: Selected by 2000 TNPSC exam with TNPSC seniority of 125/2000.He got initial
appt order on 01.11.2000 & went for higher study after getting extension time.
He has not joined service till now.
Dr.E: Selected by 2001 TNPSC Exam. He got initial appointment order on

அரசு மருத்துவக் கல்லூரிகளில் 2 மாத சம்பளம் பாக்கி

திருவொற்றியூர், ஏப்.21: தமிழ்நாட்டில் உள்ள அரசு மருத்துவக் கல்லூரிகளில் முதுநிலை பட்ட வகுப்பு படித்து வரும் ஆயிரத்துக்கும் மேற்பட்ட டாக்டர்களுக்கு கடந்த பிப்ரவரி, மார்ச் மாதங்களுக்குரிய சம்பளம் இன்று வரை வழங்கப்படவில்லை.

தமிழ்நாடு அரசு சுகாதாரத் துறையின் கீழ் உள்ள மாவட்ட, தாலுகா மருத்துவமனைகள், கிராமப்புற ஆரம்ப சுகாதார மையங்கள் உள்ளிட்டவற்றில் மூன்று ஆண்டுகள் பணி நிறைவு செய்த டாக்டர்களுக்கு அரசு மருத்துவக் கல்லூரிகளில் முதுநிலை மேற்படிப்பு படிக்க வாய்ப்பு அளிக்கப்படுகிறது.

மொத்தம் உள்ள இடங்களில் 50 சதவீதம் இந்த வகையில் பணியாற்றும் அரசு டாக்டர்களுக்கு ஒதுக்கப்படுகிறது. இந்த டாக்டர்களுக்கு சம்பளத்தை அரசே இரண்டு ஆண்டுகளுக்கும் தொடர்ந்து வழங்கி வருகிறது.

மேற்படிப்பு முடித்த பிறகு அரசு மருத்துவமனைகளில் மீண்டும் இவர்கள் பணியாற்றுவார்கள். அரசு மருத்துவமனைகளின் தரம் உயரும் வகையில் இதுபோன்ற வசதிகளை அரசு வழங்கி வருவதாக டாக்டர்கள் தெரிவிக்கின்றனர்.

2 மாத சம்பளம் பாக்கி: சென்னை மருத்துவக் கல்லூரி, அரசு ஸ்டான்லி மருத்துவக் கல்லூரி, கீழ்ப்பாக்கம் மருத்துவக் கல்லூரி உள்ளிட்ட 14 அரசு மருத்துவக் கல்லூரிகளில் சுமார் 1,200 பேர் முதுநிலை பட்டப்படிப்பு படித்து வருகின்றனர்.

இவர்களுக்கு ஒவ்வொரு மாதமும் முதல் வாரத்தில் சம்பளம் வழங்கப்படுவது வழக்கம்.

ஆனால் கடந்த பிப்ரவரி, மார்ச் மாத சம்பளம் இன்றுவரை வழங்கப்படவில்லை.

இது குறித்து அரசு ஸ்டான்லி மருத்துவக் கல்லூரியில் முதுநிலை மருத்துவப் படிக்கும் டாக்டர்கள் கூறியது:

நாங்கள் அரசு மருத்துவமனைகளில் பணியாற்றுவதற்காகவே இத்தகைய வாய்ப்பு அளிக்கப்படுகிறது. மேலும் இங்கு உயர்கல்வி படிக்கும்போதும் தொடர்ந்து நோயாளிகளுக்கு சிகிச்சை அளித்து வருகிறோம்.

அதனால்தான் சம்பளத்தையும் தொடர்ந்து அரசே வழங்கி வருகிறது. இதிலும் கடும் போட்டிக்களுக்கு இடையே திறமையானவர்களுக்கு மட்டுமே இடம் கிடைக்கிறது. இந்நிலையில் கடந்த இரண்டு மாதங்களாக சம்பளம் வழங்கப்படவில்லை.

எங்களில் பலர் குடும்பத்தோடு வீடுகளில் தங்கி படித்து வருகிறோம். சம்பளத்தை நம்பியே எங்களின் அன்றாட செலவினம் உள்ளது. சில மருத்துவக் கல்லூரிகளில் மூன்று மாதங்களுக்கும் மேலாக சம்பளம் வழங்கப்படாத நிலை உள்ளது.

இது குறித்து சுகாதாரத் துறை முதன்மைச் செயலர் வி.கு.சுப்புராஜ், மருத்துவக் கல்வி இயக்குநர் டாக்டர் எஸ்.விநாயகம் உள்ளிட்டோரிடம் முறையிட்டும் எவ்விதப் பயனும் இல்லை. மூன்றாவது மாதமான ஏப்ரல் முடிவடையும் நிலையில் சம்பளம் எப்போது கிடைக்கும் எனத் தெரியவில்லை.

கடந்த ஆண்டு சுகாதாரத் துறையில் ஒதுக்கப்பட்ட நிதி ஏற்கனவே செலவாகி விட்டதால் பற்றாக்குறை ஏற்பட்டுள்ளது. எனவே நடப்பாண்டு நிதி ஒதுக்கீடு கிடைத்த பிறகுதான் சம்பளம் வழங்க முடியும் எனக் கூறுகின்றனர். எனவே முதல்வர் கருணாநிதி உடனடியாகத் தலையிட்டு சம்பளத்தை உரிய தேதியில் தொடர்ந்து வழங்க உத்தரவிட வேண்டும் என்று அவர்கள் கேட்டுக்கொண்டனர்.

நடைமுறை சிக்கல்களே காரணம்: இந்தப் பிரச்னை குறித்து மருத்துவக் கல்வி இயக்குநர் டாக்டர் எஸ் விநாயகம் கூறியது:

இரண்டு, மூன்று மாதங்களாக சம்பளம் வழங்கப்படாதது உண்மைதான். ஆனால் நடைமுறையில் சில சிக்கல்கள் நீடிப்பதால் சம்பளம் உரிய நேரத்தில் வழங்க முடியவில்லை.

மேலும் சம்பந்தப்பட்ட கல்லூரிகளிலிருந்து வருகைப் பதிவு, சம்பள விவரங்கள் குறித்த அறிக்கை பெறப்படுவதில் ஏற்படும் தாமதம் காரணமாக சம்பளம் வழங்குவதில் சுணக்கம் ஏற்படுகிறது.

பணியாளர் பற்றாக்குறை போன்ற காரணங்கள் தாமதம் ஆவதாக மருத்துவக் கல்லூரி நிர்வாகத் தரப்பில் தெரிவிக்கப்படுகிறது. இருப்பினும் விரைவில் சம்பளம் வழங்க நடவடிக்கை எடுக்கப்படும் என்றார் டாக்டர் விநாயகம்.

கூட்டத்தில், சஸ்பெண்ட் செய்யப்பட்ட வேலூர் டாக்டர்களை உடனே பணி அமர்த்த வேண்டும். தவறு செய்பவர்கள் மீது நிர்வாகம் மட்டுமே நடவடிக்கை எடுக்க வேண்டும். அந்த டாக்டர்களை துன்புறுத்திய வன்முறை கும்பலை கைது செய்ய வேண்டும். மருத்துவ பணி மாறுதல் கவுன்சிலை முறைப்படுத்த வேண்டும். பதவி, ஊதியம் உயர்வு தொடர்பான அரசாணை 354ஐ உடனே செயல்படுத்த வேண்டும். மருத்துவம் 24 மணி நேரப் பணி. இதற்கு 'பயோ மெட்ரிக்' வருகைப்பதிவு சரிவராது. எனவே, அதை செயல்படுத்தக் கூடாது. இருப்பினும் இதை அரசு ஊழியர்கள் அனைவருக்கும் செயல்படுத்தினால் நாங்களும் ஏற்கத் தயார் என தீர்மானங்கள் நிறைவேற்றப்பட்டன.

April 17: “Why only us?” seems to be the reaction of government doctors in the state, who are up in arms over the biometric attendance system that the health department proposes to implement within three weeks. The Tamil Nadu Government Doctors Association (TNGDA) has placed their dissent on record, pushing for the implementation of the system for all government staff in all departments and not only hospitals.
Health minister M.R.K. Panneerselvam recently announced the introduction of a biometric attendance system, which will clock doctors entry and exit timings, to keep a tab on doctors, some of whom reportedly sneak out to work at private clinics during duty hours. Last week, the director of medical education had suspended three doctors at Vellore Government Hospital after a surprise inspection found them absent during duty hours.
“While we are not against the attendance system, it is unfair that government doctors alone have to comply and not the staff of other departments, like the railways. We would welcome the move if it was implemented for all hospital staff, right from the security personnel and ayahs to the administrators,” said NGDA secretary S. Kasi.
“It is not a viable system, as doctors in intensive care and critical care cannot have fixed duty hours. Some of us surgeons operate for 6 to 7 hours at a stretch. We are on call for emergency surgeries and have to come in earlier and leave later than others,” said TNGDA president P. Balakrishnan.
“Government doctors also have other responsibilities outside.We have to leave the hospital for court duty, VIP duty, attend to emergencies at PHCs and chip in for the various schemes like leprosy screening and school health programmes. This system does not consider all these commitments, as we were not consulted first,” said Dr Balakrishnan.

*{ (e) If an approved candidate selected by the Tamil Nadu Public Service Commission for
appointment by direct recruitment fails to join duty ordinarily within three months from the date of
receipt of the orders directing him to join duty or with in an earlier date, if so specified by the
appointing authority in special circumstances, he shall forfeit his right for appointment to the post and
his name shall be removed from the approved list;
Provided that in special circumstances the appointing authority may extend the time limit
referred to in this sub-rule up to six months for valid reasons.}

PAY BAND IV TRUTHS

Dear doctors as we all know pay band4 would be given only doctors who have worked for 20 years or more in service as per G.O 354 in DMS/DPH/DME all but only exemption are those occupying post of professor in DME side. No where in 354 G.O all senior civil surgeons and associate professors with less than 20 years of service are mentioned for pay band 4. But certain officers are misinterpreting or exaggerating facts in this G.O. we have to wait for final implementation

CML 2009 (www.tnhealth.org) has so many errors & anomalies.

1) Most of our current service particulars was not updated...

2) Few persons are having more than one CML Seniority...

3) Some person who have absconding from service (before several years) have CML 2009 Number...

4) Juniors placed ahead of seniors ( examples given below)...

5) Date of joining was not considered while fixing CML Seniority -- issue discussed in details with previous chapters....

6) Recent DPH&PM Instruction regarding CML seniority fixation was not followed...

VISION TNGDA STATE ELECTIONS 2009

Dear friends and State EC members,
Congratulations and greetings. All of us are in post district election mood. But this is the time for us to make our state office bearers to commit their visions and policy decisions before casting our vote. In any democracy ballot papers are powerful weapons to correct anomalies and major policy decisions and recognize hard works done by candidates without any personal benefits sacrificing their valuable time for practice and family. At the same time this is not time for complacency. Many mistakes of past are to be rectified in future. Only STATE EC should be the decision making body like PARLIMENT in our country. Many of past state elections have been contested with out focussing on core issues affecting members. But now we have come to a time where vision and policy should prevail over anything else. We have to ensure our support based on contestant's vision and mission. Many time when we vote for team, we may have to vote for all candidates in a team. That need not be norm, as we are not like political parties. After elections, all of us should work together for common cause. Teams may change in every election but good leaders should emerge to guide our association after each election. Hence we have to support right candidate in right post and reap the benefit of their leadership qualities and strength for all members of TNGDA. Some of the common problems we wish to list here for solvation. For that we request all members ensure their district office bearers to support right candidates based on their views on issues affecting majority members, in state elections on 13/12/2009.
1. Most importantly state Ec should support contestants who would implement EC decision in letter and spirit out of hard work and determination. If any difficult situations the office bearers should reconsult EC for any decision. There is no room for executive decision in policy matters. State EC has been used in the past only for field work and in critical moments, important policy decisions are conveyed to GOVT as TNGDA collective view without consulting EC particularly during entire Pay Committee sittings, no EC meeting organised for taking their suggestions or views. At least in future Ec should be the ultimate decision making body. If any state office bearer feels that majority EC are making decisions impossible and difficult to implement, it is concerned state office bearer's duty to convince EC and take them in to confidence. Majority of our Ec members know the reality and they are reasonable and rational in making decisions since Ec is blended with mostly experienced and active district office bearers and there is no reason to by pass them in decision making.
2. In the past and now, there have been many violations in transfer and promotion counselings. We are ineffective to ensure smooth and transparent transfer and promotion counseling up to the expectations of ordinary members. Many individuals are promoted without counseling over their seniors in places where they are working. We have seriously failed to block promotion violations and transfer violations. 10A1 doctors are directly appointed in teaching posts in higher pay scales when same specialty experienced doctors working in non teaching posts in same colleges and various DMS/DPH institutions for more than 10 years aspiring for higher promotions in teaching posts or DME release. There is no justification for a person newly appointed in teaching post given higher pay over experienced senior in same specialty waiting for years together for same teaching post. What are we going to do for these seniors working in lesser pay under their juniors
3. To add to the insult, specialty seniority proposed now, favours early promotion for those juniors working in these specialties over the seniors working in non teaching posts and service PGs who have compulsorily employed in rural areas for 2 to 3 -5 years before joining PG course. There is no justification for ignoring CML senioroty hence rural service, when Govt wants to encourage rural and tribal service in center and state level. Central Govt is contemplating to double their pay in rural service. Even quota in all India enterance examination is proposed. We have extra marks for rural service in PG enterance exams. But in specialty promotion this is going to be ignored hence serious promotion anomalies at HOD / Professor level would arise and court cases would stall proceedings if this specialty seniority system is not dropped.
4. Govt assured us time bound promotion when we withdrew our strike in 8,15 1nd 20 years in time bound manner in scale of 10000( 15400+6600), 12000(15400+7600), and 14300 ( 37400+8700) but we got only person oriented promotion with riders and conditions difficult to fulfill. We can demand, what we have been assured nothing less or more atleast. We can ensure no transfer for availing promotions or relax relinqishment as an excuse for refusing promotions or at least convert them as temporary deferment until next level promotion.
5.In allowance G.O yet to be released, we may ask rare specialty allowance(25-40%) and rural allowance (10-15%) as some percentage of basic pay instead of getting them as a consolidated amount. In this manner atleast we can ensure periodic revision when ever basic pay is revised like in Karnataka state or central Govt doctors.
6. In case of Voluntary Retirement Scheme, if after 20 years of service one wants to retire, we have to allow them happily. There is rider in that after reaching PB4, we have to work for another five years for VRS eligibility. After 25 years of total service, it is almost total service for a specialist doctor he would attain 58 years of age. It is almost super annuation but that too is refused for rare specialty. We have to ensure our fundamental right to VRS after 20 years of service like in any department in any central/state Govt or public sector enterprises.
7. Ensure no transfer for Person oriented promotions while implementing G.O 354.
8.Pay difference between specialist department teaching post (9100=15400+5700) and specialist working in DME non teaching post/ DMS/DPH (8000=15400+5400) scale should be rectified. It would automatically eliminate junior getting more pay anomaly in same specilty service in DME/DMS/DPH in any post vs teaching post.
9. We have to rectify anomaly of appointing Msc non medical tutors in same pay scales (8000=15400+5400) as medical tutors in medical colleges particularly in city colleges where qualified PG specialist MD doctors available. We have to demand to stop recruiting new Msc tutors and to move existing persons to new medical colleges and recruit qualified medical teachers in their posts.
10. For service PGs for the past few years city colleges are denied in service quota. We have to change this system and ensure 50% quota for service PGs in all colleges in all departments particularly in city colleges.
These are a few important issues to be put forward to aspiring state office bearers and District office bearers( President,Secretary and Treasurer) should vote based on issues to be solved by state office bearers reflecting majority opinions in their respective districts.

CML SENIORITY AND RURAL SERVICE IGNORED PREFERENCE GIVEN TO SPECIALITY AND PANEL SENIORITY

கிராமப்புறத்தில் பணிபுரியும் மருத்துவர்களை பாதிக்கும் விதியை உடனடியாக ரத்து செய்ய வேண்டும்தற்சமயம் அமலில் இருக்கும் விதிமுறை : ஒரு மருத்துவர் முதலில் அரசு பணியில் சேரும் போது கிராமப்புற ஆரம்ப சுகாதார நிலையத்தில் சேர்ந்தாலும், அல்லது அரசு மருத்துவமனையில் மருத்துவக்கல்லூரியில் சேர்ந்தாலும், ஒரே பணி மூப்பு - CML (Civil Medical List) based on TNPSC Seniorty - என்ற விதி இது வரை நடைமுறையில் உள்ளது. அதாவது அவர்கள் கிராமப்புற மருத்துவமனைகளில் பணிபுரியும் காலகட்டம் அவர்களது பதவி உயர்விற்கு (TNPSC Seniorty) எடுத்துக்கொள்ளப்பட்டதுதற்சமயம் அரசாணை 354 நாள் 23.10.2009ன் படி இந்த விதி மாற்றப்பட்டுள்ளது (பார்க்க படங்கள் 25 - 26 Illustration 4)எனவே மருத்துவர்கள் ஆரம்ப சுகாதார நிலையங்களில் பணிபுரியும் காலகட்டமும், அவர்கள் பணியில் சேரும் போது உள்ள CML சீனியாரிட்டிக்கும் மதிப்பிலை என்று ஆகிறது now the time spend by a medical officer in PHC is totally wastedஅவர்கள் மருத்துவக்கல்லூரியில் உதவிப்பேராசிரியராக பணியில் சேரும் நாள் மட்டுமே அவர் பேராசிரியராவதற்கு தகுதி என்றாகிறதுகிராமங்களில் 3 முதல் 4 வருடம் பணிபுரிந்து அதன் பிறகு பட்ட மேற்படிப்பு படிக்கும் மருத்துவரை விட கிராமப்புறங்களில் ஒரு நாள் கூட பணிபுரியாதவர் சீனியாரகும் அவல நிலையை இந்த ஆணை உருவாக்குகிறதுஇந்த விதி உடனடியாக ரத்து செய்யப்பட வேண்டும்.உதாரணமாக 2006 வரை கிராமப்புறங்களில் சேர்ந்தவர்கள் (ஒப்பந்த அடிப்படையில் சேர்ந்தவர்கள் உட்பட) இது வரை யாரும் படித்து முடிக்க வில்லை. இவர்கள் அனைவரும் படித்து முடித்து மருத்துவக்கல்லூரிகளில் சேர்வது 2013க்கு பிறகு தான்ஆனால் 2007 முதல் 2013 வரை படிக்கும் non service pg மருத்துவர்கள் இவர்களை விட சீனியாரும் வகையில் இந்த ஆணையில் விதி உள்ளது. இது கிராமப்புறங்களில் பணிபுரியும் மருத்துவர்களை பாதிக்கிறது. இந்த புதிய விதியினால் இனி வரும் காலங்களில் கிராமப்புறங்களில் பணிபுரிய மருத்துவர்கள் விரும்பாமல் நேரடியாக மருத்துவக்கல்லூரியில் சேரவே விரும்புவார்கள். பல வருடங்களுக்கு முன்னர் இருந்தது போன்ற நிலை ஏற்பட வாய்ப்பு உள்ளதுஎனவே இந்த புதிய விதியை உடனடியாக ரத்து செய்து, தகுதி இருப்பின், அனைத்து பதவி உயர்வுகளும், CML மூப்பு அடிப்படையிலேயே வழங்கப்பட்ட வேண்டும் என்றும் அனைத்து seniority panelகளும் CML சீனியாரிட்டியின் அடிப்படையிலேயே இருக்க வேண்டும் என்றும் மாற்றப்பட வேண்டும்

TRUTH ABOUT REVISED PAY G.O 354

Dear Doctors much hype has been created about the revised pay G.O recently published that all of us would benefit a lot and as a historic achievement. But those who have read the pages of the G.O 354 would think other wise. In a sense it has mostly solved a section of our pay anomalies.
1. It has been falsely propagated that in DMS/DPH we are getting better pay than karnataka and andhra but if you look closely they are prerevised Vth pay commission scales we got VI th pay commission pay better than Andhra and Karnataka old 5th Pay commission scales. New revised 6th pay commission scales of Andhra and Karnataka will defenitely be better once VIth pay commission scales given corresponding to their existing prerevised scales.
2. Regarding promotions though we claim person oriented promotion as a safe guard, it is not followed any where and it can not be rewarding aslike time bound. We see how. According to this, Director would identify posts in each level( AS, SAS,CS,SCS & CCS) in each institution/station and he would conduct promotion counseling foe each level and all the eligible persons should attend and take promotion posting to get pay revision. If he relinqueshes, he loses the chance of person oriented pay revision also which would be given only if no post is available to accomodate him any where in same directorate DMS/DPH or DME hence remaining in the same place. Hence every time promotion we have move to other institution where post in that category is available compulsorily failing which pay would not be revised. One can not get promotion to next level if he relinquishes available promotion vacancy. 2 or 3 Time bound promotions are given in Andhra and Karnataka as of now but their pay is yet to be revised in 6th PC scales. Central 6th pay commission says that 3 time bound promotions should be given to doctors because of longer study duration (MBBS and PG) and difficult work nature even if it is single medical officer post in the place where they work itself and central Govt added 4th promotion also. ie 4th year PB3+GP6600, 8th year PB3+GP7600, 13th year PB4+GP8700 20th year PB4+GP10000 along with 30% NPA but we get the PB3+6600 promotion( CS) only in 15th year (comparision after 4ht yr in central scale) that to person oriented not time bound. Not to say PB4 at 20th year which only a part of SCS/20years completed would get because of relinquishment (and ? ceiling in number of posts).
3. In DME side picture appears better but it is better that nothing or previous scales. They have one scale higher entry but only in 9100 prerevised PB3+5700 revised, not 10000 scale which is given to all asst professors in any govt college that is PB3(15600)+6600GP. Hence pay anomaly persists at entry and after 3 years only we would be given 10000 scale. After finishing 5( 3 yrs for DM/MCH) years teaching experience we are eligible for Associate professor hence atleast PB3+7600(told to be given after 18 years of total service) ( in AIIMS PB4 given after 5 years teaching experience in time bound) would be consoling but it is not mentioned any where in the G.O. It is only we were told it would be given in 18 years of total service. Only positive point is all existing professors ( occupying sanctioned posts) would get PB4.Once again if you relinquish senior assistant professor and associate professor or professor post at any point of time even the meagre person oriened pay revision wont come. Hence dont indulge in day dream that all would get PB4 if they compete 20 years of service. If all criteria have been met at the completion of 20 years PB4 would be given even if we dont complete teaching experience.
4. For nonclinical or higher speciallities where more that 40 to 50% of posts lying vacant no special allowances given In karnataka they get 40% of the basic pay ( all DME doctors get academic allowance) as academic allowances( please go through our earlier pay comparision in all tngda sites for evidence).
5. By seperating DMS/DPH and DME sides, foundation stone for divide and rule policy on TN Govt doctors laid with our own approval. we hope and remain as one for all of our benefit. Long pending policy decision has been forced upon us in the name of creating promotion opporunity that too with our own concurrence
6. As told junior doctors of less than 15 years of total service wont get hike now. You may get some hike in future.
7. For 4218 doctors in DPH only 100 posts of PB4 sanctioned that too in an arbitrary manner left to DPH discretion.
8. As told CML seniority is ignored in specialty promotion which would result in serious anomalies in future and service PGs in any specialty be ready to work under their juniors acting as chiefs and HODs.
9. Diploma and MBBS doctors working any where in DME wont get even a single promotion under this new G.O. You would be forced to exit as early as possible. This policy decision pending implementation for long time now has been brought in in the name of pay and promotion with our own concurrence
10.A specialist working in (MS,MD,DM,Mch) DMS/DPH/ non taching post would get 8000=15600+5400 when same degree holder in teaching post would get 9100=15600+5700 or 10000=15600+6600. This would result in serious pay anomaly.
NOW DECIDE WHERE WE STAND IN RECTIFYING PAY ANOMALIES. DEFENITELY WE HAVE WALKED SOME DISTANCE TOWARDS THAT GOAL BUT MANY MORE CHANGES NEEDED BEFORE WE REALISE THAT GOAL AND NOT EVEN HALF WAY THROUGH IF G.O IS IMPLEMENTED AS SUCH.

Attention Doctors !!!

In CML 2005 list many Government doctors service seniority (CML) were fixed purely based on TNPSC seniority in spite of the fact that they had taken joining time more than 6 months from the date of appointment due to various reasons ( PG study period, abroad service, court case etc). Their date of joining into service was not considered for fixing the seniority.

Example:

Dr.A (Selected by TNPSC – 1995) joined service on 2000

Dr.B (Selected by TNPSC – 1997) joined service immediately on 1997.

In CML 2005 list, Dr.A seniority was blindly placed ahead of Dr.B ( Dr.A is placed 5 years seniors to others … without any service during that period)

Getting service Seniority without joining Service !!!!

According to rule 4(e) of General Rule for Tamil Nadu State & Subordinate Service guidance, the service seniority (in this place CML) should be fixed based on TNPSC seniority irrespective of date of joining into service, provided that the candidate joins the service within 6 months from getting initial appointment order. If the candidate joins the service after 6 months due to any reason, the seniority of the candidate should be placed below the junior most person in service at the time of his joining duty.

This fact was clearly mentioned in the recent DPH Regularization order (Note: R.No:43016/E5/A2/08 dated 28.01.2009 of DPH&PM, Chennai-6.).

After bringing this problem to the knowledge of DPH / DMRHS ,they accepted this error & wanted individual representation in this regard to prepare forthcoming CML 2009 list.

Most of our service seniority is affected due to this problem (For details refer CML 2005 list)
