The levelness of the roads led us quite&lt;/p&gt;&lt;p&gt;on to Lake George, where taking boat we went through that, and about&lt;/p&gt;&lt;p&gt;25 miles into Lake Champlain. returning then to Saratoga, we concluded to cross over thro&amp;rsquo; Vermont to Connecticut river and go down&lt;/p&gt;&lt;p&gt;that instead of the North river which we had already seen, and we&lt;/p&gt;&lt;p&gt;are so far on that rout. in the course of our journey we have had opportunities of visiting Stillwater, Saratoga, Forts Wm. Henry &amp;amp; George&lt;/p&gt;&lt;p&gt;Ticonderoga, Crown point, &amp;amp; the scene of Genl. Starke&amp;rsquo;s victory.&lt;/p&gt;&lt;p&gt;I have availed myself of such opportunities as occurred to enquire into the grounds of the report that something disagreeable had&lt;/p&gt;&lt;p&gt;taken place in the vicinities of the British ports. it seems to have been&lt;/p&gt;&lt;p&gt;the following incident. they had held a small port at a blockhouse on&lt;/p&gt;&lt;p&gt;the North Hero, an island on the Vermont side of Lake Champlain, &amp;amp; something&lt;/p&gt;&lt;p&gt;further South than their principal port at the Point au fer. the Maria,&lt;/p&gt;&lt;p&gt;hitherto stationed at the latter, for Custom house purposes, was sent to&lt;/p&gt;&lt;p&gt;the Block-house, &amp;amp; there exercised her usual visits on boats passing to&lt;/p&gt;&lt;p&gt;&amp;amp; from Canada. this being an exercise of power further within our&lt;/p&gt;&lt;p&gt;jurisdiction became the subject of notice &amp;amp; clamour with our citizens&lt;/p&gt;&lt;p&gt;in that quarter. the vessel has been since recalled to the Point au fer,&lt;/p&gt;&lt;p&gt;&amp;amp; being unfit for service, a new one is to be built to perform her functions.&lt;/p&gt;&lt;p&gt;this she has usually done at the Point au fer with a good deal of rigour,&lt;/p&gt;&lt;p&gt;bringing all vessels to at that place, &amp;amp; sometimes under such circumstances&lt;/p&gt;&lt;p&gt;of wind &amp;amp; weather as to have occasioned the loss of two vessels &amp;amp; cargoes.&lt;/p&gt;&lt;p&gt;The President of the U.S. these these circumstances produce strong sensations in that quarter, &amp;amp; not&lt;/p&gt;&lt;p&gt;friendly to the character of our government. the establishment of a customhouse at Albany, nearly opposite to Point au fer, has given the British considerable alarm. a groundless story of 200 Americans seen in arms near&lt;/p&gt;&lt;p&gt;Point au fer, has been the cause, or the pretext, of their reinforcing that place&lt;/p&gt;&lt;p&gt;a few days ago with a company of men from St. John&amp;rsquo;s. it is said here they&lt;/p&gt;&lt;p&gt;have called in their guard from the Block-house, but the information&lt;/p&gt;&lt;p&gt;is not direct enough to command entire belief.&lt;/p&gt;&lt;p&gt;On enquiring into the dispositions in Canada on the subject of the&lt;/p&gt;&lt;p&gt;projected form of government there, we learn, that they are divided into&lt;/p&gt;&lt;p&gt;two parties; the English who desire something like an English constitution&lt;/p&gt;&lt;p&gt;but so modelled as to oblige the French to chuse a certain proportion of English representatives, &amp;amp; the French who with a continuance of the French&lt;/p&gt;&lt;p&gt;laws, moderated by some engraftments from the English code. The&lt;/p&gt;&lt;p&gt;judge of their common pleas heads the former party, &amp;amp; Smith the&lt;/p&gt;&lt;p&gt;chief justice secretly guides the latter.&lt;/p&gt;&lt;p&gt;We encounter the Green mountains tomorrow, with cavalry in&lt;/p&gt;&lt;p&gt;part disabled, so as to render our progress a little incertain. I presume however I shall be in Philadelphia in a fortnight. MES-QUAW-BUCK, A CHIEF OF THE POTTAWATAMIE TRIBE OF INDIANS, AND HIS BAND.&lt;/p&gt;&lt;p&gt;_____________________&lt;/p&gt;&lt;p&gt;CONCLUDED MARCH 26, 1836-RATIFIED JUNE 4, 1836. &lt;/p&gt;&lt;p&gt;ANDREW JACKSON,&lt;/p&gt;&lt;p&gt;PRESIDENT OF THE UNITED STATES OF AMERICA,&lt;/p&gt;&lt;p&gt;To all and singular to whom these presents shall come, Greeting:&lt;/p&gt;&lt;p&gt;WHEREAS a treaty was made and concluded between the United States of America and Mes-quaw-buck, a chief of the Pattawatomie tribe of Indians, and his band, at Turkey Creek Prairie, Indiana, on the twenty-sixth day of march, one thousand eight hundred and thirty-six, which treaty is in the words following, to wit:&lt;/p&gt;&lt;p&gt;Articles of a treaty made and concluded at camp in Turkey Creek Prairie, in the State of Indiana, between Abel C. Pepper commissioner of the United States and Mes-qaw-buck, a chief of the Pottawatamy tribe of Indians and his band, on the twenty-sixth day of March, in the year, eighteen hundred and thirty-six.&lt;/p&gt;&lt;p&gt;ART. 1. The above named chief and his band hereby cede to the United States the four sections of land reserved for them by the second article of the treaty between the United States and the Potawatamy Indians, on Tippecanoe river on the twenty-seventh day of October 1832.&lt;/p&gt;&lt;p&gt;ART.2. In consideration of the cession aforesaid the United States stipulate to pay the above named chief and his bad the sum of twenty-five hundred and sixty dollars in specie at the next payment of annuity after the ratification of this treaty.&lt;/p&gt;&lt;p&gt;ART.3. The United States stipulate to provide for the payment of the necessary expenses attending the making and concluding this treaty.&lt;/p&gt;&lt;p&gt;ART. 4. The above named chief and his band agree to yield peaceable possession of the above sections of land and remove to the country west of the Mississippi provided for the Pottawatamy nation by the United States, within two years from this date.&lt;/p&gt;&lt;p&gt;ART.5. This treaty shall be binding upon both parties from the date of its ratification by the President and Senate of the United States.&lt;/p&gt;&lt;p&gt;ART. 6. Whereas, Henry Ossum has lived many years on the lands of the above named chief and his band-has furnished them with provision and blankets when they were poor and destitute-has made valuable improvements on the said land, and whereas, the said chief and his band acknowledge themselves to be justly indebted to the said Henry Ossum in the sum of three thousand dollars, it is hereby stipulated that from the cession aforesaid a reservation of two of the above four sections is made for Henry Ossum to be patented to him by the United States, the said reserve is to include Ossums improvement on which he now lives and Mis-quaw-bucks village. If this article shall be ratified by the President and Senate of the United States.&lt;/p&gt;&lt;p&gt;Then twelve hundred and eighty dollars of the above consideration shall be withheld from the aforesaid chief and his band in the payment for the cession aforesaid; but if this article of the treaty shall not be approved and ratified by the President and Senate of the United States, it is expressly understood that the rejection thereof shall not viciate or make void any other article or stipulation of the above treaty.&lt;/p&gt;&lt;p&gt;In testimony whereof the said A.C. Pepper commissioner on the part of the United States, and the above named chief and head men for themselves and their band, have hereunto subscribed their names, the day and year above written.&lt;/p&gt;&lt;p&gt;A.C. PEPPER.&lt;/p&gt;&lt;p&gt;Mes-quaw-buck, his x mark.&lt;/p&gt;&lt;p&gt;Mess-Sett, his x mark.&lt;/p&gt;&lt;p&gt;Muck Rose, his x mark.&lt;/p&gt;&lt;p&gt;Waw-baw-que-ke-aw, his x mark.&lt;/p&gt;&lt;p&gt;Naush-waw-pi-tant, his x mark.&lt;/p&gt;&lt;p&gt;Che-qua-sau-quah, her x mark.&lt;/p&gt;&lt;p&gt;C. Carter, Secretary.&lt;/p&gt;&lt;p&gt;Edward McCartney, Enteprt.&lt;/p&gt;&lt;p&gt;NOW THEREFORE BE IT KNOWN, THAT I, ANDREW JACKSON, President of the United States of America, having seen and considered the said treaty, do, in pursuance of the advice and consent of the Senate, as expressed in their resolution of the thirtieth day of May, one thousand eight hundred and thirty-six, accept, ratify, and confirm the same, with the exception of the sixth article, as excepted in the aforesaid resolution of the Senate; which sixth article is as follows: &amp;ldquo;Art. 6. He has recently had his milch goat and two kids shipped from Kansas to Heart Butte in order that he might have them for his own purposes. Kennedy to &lt;a href="https://catalog.archives.gov/id/6016232"&gt;the President of the Senate Regarding the Peace Corps Bill&lt;/a&gt;&lt;/h2&gt;&lt;blockquote class="npf_indented"&gt;&lt;p&gt;&lt;a href="https://catalog.archives.gov/id/375"&gt;Record Group 46: Records of the U.S. Senate&lt;/a&gt;&lt;a href="https://catalog.archives.gov/id/559842"&gt;Series: Committee Papers of the Committee on Foreign Relations&lt;/a&gt;  &lt;/p&gt;&lt;/blockquote&gt;&lt;!-- more --&gt;&lt;p&gt;The White House&lt;/p&gt;&lt;p&gt;Washington&lt;/p&gt;&lt;p&gt;The President of the Senate&lt;/p&gt;&lt;p&gt;Sir:&lt;/p&gt;&lt;p&gt;I have the honor to transmit herewith for the consideration of the Congress a legislative proposal to authorize the establishment of a Peace Corps in fiscal year 1962, as I recommend on March 1, 1961. Enactment of this legislation will provide authority for the recruitment, training, and service overseas of American men and women whose skills and knowledge can contribute in a most valuable and practical way to the achievement of social and economic development goals of developing countries.&lt;/p&gt;&lt;p&gt;Simultaneously with my Special Message to the Congress of March 1, I directed the undertaking of a Peace Corps pilot program to serve as a source of information and experience in formulating plans for a more permanent organization. The Peace Corps has already announced projects to be undertaken in Tanganyika, Columbia, and the Philippines, and others will be announced soon. Progress and planning to date has confirmed that there is a genuine and immediate need in many parts of the world for skilled manpower which the Peace Corps will be able to furnish. Moreover, the governments and peoples of many developing countries have enthusiastically received the idea of a Peace Corps.&lt;/p&gt;&lt;p&gt;American as well are responding to this opportunity to serve their country. More than 8,500 Peace Corps Volunteer Questionnaires have been returned, and additional questionnaires are being received at a rate of more than 100 every day.&lt;/p&gt;&lt;p&gt;This legislative proposal requests that Congress authorize $40 million for this program for the fiscal year 1962. This should enable the Peace Corps to have 500-1,000 volunteers abroad by the end of this calendar year, to have approximately 2,700 abroad or in training by June 1962 and to provide for the training during the summer of 1962 of volunteers expected to be enrolled in June and July 1962.&lt;/p&gt;&lt;p&gt;Under the proposed legislation volunteers will receive a living allowance and subsistence adequate to maintain a modest standard of living overseas. In addition, their health is carefully provided for. In return for service, each volunteer will receive a modest monthly payment which, in most cases, will be accumulated to be paid upon the termination of his duty.  &lt;/p&gt;&lt;p&gt;I have further requested the Secretary of State to establish arrangements to assure that Peace Corps activities are consistent and compatible with country development assistance plans. These arrangements will assure that the Peace Corps and the Agency for International Development programs are brought into close relationship, while at the same time preserving the separate identify and unique role of the Peace Corps.&lt;/p&gt;&lt;p&gt;The Peace Corps offers a special and timely opportunity to put dedicated Americans to work for the cause of world peace and human understanding. Then there were those who not only denounced but destroyed President Wilson&amp;rsquo;s policy. Because of very special circumstances, we will not call them anything &amp;mdash; for a while. I remind you of these things, Mr. President, because sometimes, the shrill squeaking of people who simply do not wish to be disturbed, must be saddening to you. The evidence at this time is that these officials fully intend to see that law and order is maintained and that any new outbreaks of mob violence will be controlled by local law enforcement officers. The leaders of the student groups testing segregation laws in Alabama and Mississippi today were informed that no Federal Marshals would accompany the buses.&lt;/p&gt;&lt;p&gt;The Federal Government&amp;rsquo;s responsibility is quite clear in this situation. Our obligation is to protect interstate travelers and maintain law and order only when local authorities are unable or unwilling to do so.&lt;/p&gt;&lt;p&gt;There is no basis at this time to assume that the people of Mississippi will be lawless or that the responsible state and local officials in Mississippi will not maintain law and order and protect interstate travel.&lt;/p&gt;&lt;p&gt;We have no power to prevent groups or individuals from traveling in the South, the North, the East or the West.&lt;/p&gt;&lt;p&gt;However, we have appealed to all persons in Alabama and elsewhere to use restraint and to weigh their actions carefully - - and the need to do so is even more apparent in the context of the inflammatory situation which exists today.&lt;/p&gt;&lt;p&gt;I think we should all keep in mind that the President is about to embark on a mission of great importance. be much facilitated by a previous one with the Ottoman porte,&lt;/p&gt;&lt;p&gt;it was agreed between mr Adams and myself that on my return&lt;/p&gt;&lt;p&gt;I should consult on this subject the Count de Vergennes, whose&lt;/p&gt;&lt;p&gt;long residence at Constantinople rendered him the best judge of&lt;/p&gt;&lt;p&gt;it&amp;rsquo;s expediency. various circumstances have put it out of my&lt;/p&gt;&lt;p&gt;power to consult him till to day. I stated to him the difficulties&lt;/p&gt;&lt;p&gt;we were likely to meet with at Algiers and asked his opinion what&lt;/p&gt;&lt;p&gt;would be the probable expence of a diplomatic mission to Constan-&lt;/p&gt;&lt;p&gt;-tinople, &amp;amp; what it&amp;rsquo;s effect at Algiers. he said that the expence&lt;/p&gt;&lt;p&gt;would be very great for that presents must be made at that&lt;/p&gt;&lt;p&gt;court, and every one would be gaping after them; and that it&lt;/p&gt;&lt;p&gt;would not procure us a peace at Algiers one penny the cheaper.&lt;/p&gt;&lt;p&gt;he observed that the Barbary States acknoleged a sort of vassalage&lt;/p&gt;&lt;p&gt;to the Pote, &amp;amp; availed themselves of that relation when any thing&lt;/p&gt;&lt;p&gt;was to be gained by it: but that whenever it subjected them to&lt;/p&gt;&lt;p&gt;a demand from the Pote they totally disregarded it: that money&lt;/p&gt;&lt;p&gt;was the sole agent at Algiers, except so far as fear could be&lt;/p&gt;&lt;p&gt;induced also. he cited the present example of Spain, which tho&amp;rsquo;&lt;/p&gt;&lt;p&gt;having a treaty with the Pote, would probably be obliged to buy&lt;/p&gt;&lt;p&gt;a peace at Algiers at the expence of upwards of six millions of&lt;/p&gt;&lt;p&gt;livres. I told him we had calculated from the demands &amp;amp; infor-&lt;/p&gt;&lt;p&gt;-mation of the Tripoline Ambassador at London that to make peace&lt;/p&gt;&lt;p&gt;with the four Barbary states would cost us between two &amp;amp; three&lt;/p&gt;&lt;p&gt;hundred thousand guineas, if bought with money. the sum did&lt;/p&gt;&lt;p&gt;and seem to exceed his expectations. I mentioned to him that&lt;/p&gt;&lt;p&gt;considering the incertainty of a peace when bought, perhaps Congress&lt;/p&gt;&lt;p&gt;might think it more eligible to establish a cruise of frigates in the&lt;/p&gt;&lt;p&gt;Mediterranean &amp;amp; even to blockade Algiers. he supposed it would&lt;/p&gt;&lt;p&gt;require ten vessels great &amp;amp; small. I observed to him that Mons-&lt;/p&gt;&lt;p&gt;de Massiac had formerly done it with five; he said it was true&lt;/p&gt;&lt;p&gt;but that vessels of relief would be necessary. I hinted to him that&lt;/p&gt;&lt;p&gt;I thought the English capable of administering aid to the Al-&lt;/p&gt;&lt;p&gt;gerines. he seemed to think it impossible, on account of the&lt;/p&gt;&lt;p&gt;scandal it would bring on them. I asked him what had occasion-&lt;/p&gt;&lt;p&gt;-ed the blockade by M. de Massiac: he said, an infraction&lt;/p&gt;&lt;p&gt;of their treaty, by the Algernes. I had a good deal of&lt;/p&gt;&lt;p&gt;conversation with him also on the situation of affairs between England&lt;/p&gt;&lt;p&gt;&amp;amp; the United States: &amp;amp; particularly on their refusal to deliver up&lt;/p&gt;&lt;p&gt;our posts. I observed to him that the obstruction thrown in the way&lt;/p&gt;&lt;p&gt;of the recovery of their debts were the effect &amp;amp; not the cause as they&lt;/p&gt;&lt;p&gt;pretended, of their refusal to deliver up the posts: that the merchants&lt;/p&gt;&lt;p&gt;interested in these debts showed a great disposition to make ar-&lt;/p&gt;&lt;p&gt;range -rangements with us, that the article of time we could certainly&lt;/p&gt;&lt;p&gt;have settled &amp;amp; probably that of the interest during the war: but&lt;/p&gt;&lt;p&gt;that the minister showing now disposition to have these matters ar-&lt;/p&gt;&lt;p&gt;-ranged, I thought it a sufficient proof that this was not the true&lt;/p&gt;&lt;p&gt;cause of their detaining the posts. he concurred as to the justice&lt;/p&gt;&lt;p&gt;of our requiring time for the paiment of our debts said nothing&lt;/p&gt;&lt;p&gt;which shewed a difference of opinion as to the article of interest,&lt;/p&gt;&lt;p&gt;[scribble] and seemed to believe fully their object was to divert the chan-&lt;/p&gt;&lt;p&gt;nel of the fur trade before they delivered up the posts, and&lt;/p&gt;&lt;p&gt;expressed a strong sense of the importance of that commerce to us.&lt;/p&gt;&lt;p&gt;I told him I really could not foresee what would be the event of&lt;/p&gt;&lt;p&gt;this detention, that the situation of the British funds I desire of&lt;/p&gt;&lt;p&gt;their minister to begin to reduce the national debt seemed to in-&lt;/p&gt;&lt;p&gt;dicate that they could not wish a war. he thought so, but that&lt;/p&gt;&lt;p&gt;neither were we in a condition to go to war. I told him I was&lt;/p&gt;&lt;p&gt;yet uninformed what Congress proposed to do on this subject, but&lt;/p&gt;&lt;p&gt;that we should certainly always count on the good offices of France,&lt;/p&gt;&lt;p&gt;and I was sure that the offer of them would suffice to induce&lt;/p&gt;&lt;p&gt;Gr. Britain to do us justice. he said that surely we might al-&lt;/p&gt;&lt;p&gt;ways count on the friendship of France.
