Visitors and CLA will be able to discuss their RHI applications and see demonstrations of Treco&#8217;s &#8220;RHI Calculator&#8221;. This tool shows prospective biomass boiler owners the potential earnings from the RHI scheme over 20 years, the fuel cost savings and the payback period, index linked to inflation. <br />

For example, a country estate with main house and offices using a 198kW system could receive upwards of &#163;20,000 and a farm house with cottages and holiday let using 100kW system could earn &#163;10,000 or more a year for the 20 year duration of the scheme. <br />

We will be demonstrating the Guntamatic Powerchip and Biostar biomass boilers, along with our RHI Calculator, a spreadsheet available as a free download from www.treco.co.uk <br />

This spreadsheet shows the installed cost of a biomass boiler system, the potential earnings from the RHI scheme over 20 years, fuel cost savings and the payback period. It also factors in inflation and the cost of borrowing to show the net financial benefit for the duration of the RHI scheme.<br />
<br />
For example; <br />
- A Hospital using a 198kW biomass boiler system could make a fuel cost saving of &#163;8,633 per annum or more over oil and gain upwards of &#163;20,000 a year in RHI payments, with a payback period of 5 years. <br />
- A School with a 150kW system could save &#163;6.879 per annum or more over LPG and gain an average RHI income upwards of &#163;16,000 per annum and a payback period of 5 years. <br />
- A Care Home using a 100kW system could save over &#163;12,649 per annum over electricity and make upwards of &#163;10,000 a year in RHI payments, for 20 years, with payback of under 3 years on the project&#8217;s installed cost. <br />

Gordon is an active Devon farmer, with 35 years of farming experience. <br />

The government will today be called on to relax its ban on advertising spend and commission a national communications campaign to drive adoption of upcoming green initiatives, such as the Green Deal energy efficiency scheme, the smart meter rollout, and the Renewable Heat Incentive (RHI).<br />
<br />
The recommendation is the centrepiece of a new report from the Green Alliance think-tank, backed by a number of high-profile firms including Scottish Power, Asda, Kellogg's, Groundwork, PepsiCo, which argues that a government-orchestrated campaign is essential to ensure the success of the coalition's flagship green policies.<br />
<br />
Ministers have been reluctant to spend money on advertising since taking office, and a ban on government-backed advertising was announced as one the coalition's first deficit-reduction measures in the summer of 2010. Since then a number of campaigns have been commissioned, although not on the same level as had been the case prior to 2008.<br />
<br />
However, the new report, entitled Neither sermons nor silence: the case for national communications on energy, predicts that without a co-ordinated approach to raising awareness of key policies such as the Green Deal, the government is unlikely to generate the levels of adoption it is hoping for.<br />

Biomass Gains an Early Lead <br />

Although only 20 RHI installations have been accredited, it is encouraging to see that 80% of them have been solid biomass, with 15% from ground source heat pumps and 5% for water source heat pumps.. <br />

However, even more encouraging is that solid biomass accounts for 98% of the total 5.25 mega watts of installed capacity by technology type., with ground source heat pumps at 1.5% and water source heat pumps at 0.5%.<br />
<br />
Top Line Figures;  <br />
<br />
&#8226; A total of 20 renewable heat installations were accredited under the scheme from 28 November 2011 to 31 March 2012, 1 of which was preliminary.<br />
&#8226; 5.25 MW of total capacity was accredited to the RHI by 31 March 2012 since 28 November 2011, 2.8 MW of which was preliminary.<br />
&#8226; A total of &#163;9,707 in RHI payments were paid to participants for the period 28 November 2011 to 31 March 2012.<br />
&#8226; The number of enquiries and applications being received are increasing on an accelerating basis.<br />
<br />
The first couple of months of the scheme have highlighted a couple of areas where applicants are experiencing difficulties in making successful applications to the scheme. <br />
&#8226; Applications frequently do not contain all the necessary supporting information<br />
&#8226; The information provided is often not detailed enough<br />
&#8226; Supporting documents are often confusing and sometimes even illegible<br />
&#8226; There are inconsistencies in the information provided<br />

It only takes a minute to use and this tool shows the installed cost of a biomass boiler system, the potential earnings from the RHI scheme over 20 years, fuel cost savings and the payback period. It also factors in inflation and the cost of borrowing to show the net financial benefit for the duration of the RHI scheme.<br />
<br />
For example; <br />
-	A Hospital using a 198kW biomass boiler system could make a fuel cost saving of &#163;8,633 per annum or more over oil and gain upwards of &#163;20,000 a year in RHI payments, with a payback period of 5 years. <br />
-	A School with a 150kW system could save &#163;6.879 per annum or more over LPG and gain an average RHI income upwards of &#163;16,000 per annum and a payback period of 5 years. <br />
-	A Care Home using a 100kW system could save over &#163;12,649 per annum over electricity and make upwards of &#163;10,000 a year in RHI payments, for 20 years, with payback of under 3 years on the project&#8217;s installed cost. <br />

<br />
-	A flow sensor (or meter) to determine the volume of fluid which has passed through a pipe within a given time period,<br />
-	A matched pair of temperature sensors (such as two thermocouples) that are calibrated together as a pair to make sure the temperature difference between the input and output of the system is measured to the stated accuracy level, and<br />
-	A calculator/digital integrator (though in some systems a Building Management System may take the place of the integrator) - a device which uses the information provided by the flow meter and the matched pair of temperature sensors to calculate the heat energy being transferred.<br />
As part of the accreditation process OFGEM will also ask for (for each heat meter):<br />
-	Manufacturer, model and serial number or, where the components of the meter are purchased separately, the serial number of the flow meter component<br />
-	Brief product description 		<br />
-	Meter reading and the date take<br />
-	Applicant&#8216;s confirmation that all meters were appropriate, installed in line with manufacturer&#8216;s instructions and calibrated prior to use.<br />
Complex Metering; Please read the guidance in full for more information on important updates to complex metering e.g for district heating schemes;<br />
-	Additional information for systems with more than three RHI-relevant meters <br />
-	Meter placement: simple and complex installations <br />
-	Meter placement for &#8220;complex&#8223; installations where the heat transfer medium is a liquid (i.e. not steam) <br />
-	Metering heat where there are multiple buildings (district heating schemes) An important change relates to heat lost in transportation between buildings is not an eligible purpose, so will not be included in any claim for payment. The simplest way to achieve this is to meter each building individually.<br />
-	Location of meters on boilers with heat recirculation <br />
-	Shared meters, installations in series, metering by difference, installation of meters <br />

Schematic diagram; Applicants will be required to provide a schematic diagram of the installation and the heating system of which it forms part during the accreditation process.<br />
<br />
Independent report on metering arrangements; Where an installation is classed as complex for RHI metering purposes, OFGEM will require an independent report by a competent person. A competent person may be; <br />
-	An experienced and suitably qualified engineer<br />
-	Has experience and expertise in flow measurement and heat/steam measurement systems demonstrated by training and development records<br />
-	Has a relevant background in energy, utilities, building services, heating system design, heating system operation & maintenance<br />
-	Is covered by Professional Indemnity Insurance of at least &#163;1m, 	              <br />
-	Is unbiased and impartial.<br />
They must visit the installation, sign a declaration, confirming that they meet the competency criteria and that the information provided in the Report is accurate to the best of his or her knowledge. A competent person is unlikely to be regarded as unbiased and impartial where, they are; <br />
-	An employee, of the owner or heat user;<br />
-	Related to the owner or heat user;<br />
-	Contractually obliged to author Reports exclusively for a given owner;<br />
-	The submission of the Report could have a material impact on a significant portion of his or her income.<br />

3. All questions relevant to your installation will need to be answered before you can submit your application. These will depend on the technology type, size of installation and complexity of your proposed heat use. <br />

Information required includes company details, date of installation, serial number for your installation, receipts and/or invoices, commissioning certificate/report and photo clearly showing the equipment&#8217;s serial number.<br />
<br />
4. You must declare at this stage that you will continue to meet the ongoing obligations required by the scheme to receive RHI accreditation. The information you submit must be accurate, as receiving a financial gain through knowingly submitting false information could constitute fraud and may lead to prosecution.<br />
<br />
5. OFGEM then reviews all the information before making a decision as to whether the installation can be accredited. If your application is not successful, you will be notified in writing of the reason(s) why. You are entitled to ask for a review of the decision.<br />
<br />
6. OFGEM may contact you for further information to verify eligibility, so do check for follow-up communication. <br />
<br />
7. Once OFGEM are satisfied with your application, they will notify you in writing, then accredit the installation and make you a participant in the scheme. <br />
<br />
8. Prior to accreditation, OFGEM may arrange for a site inspection to verify certain information. Where the installation is located on third party premises not owned or controlled by the participant, the participant will be required to ensure access for OFGEM inspections. <br />
<br />
9. OFGEM requires accredited participants to retain evidence relating to the installation&#8216;s design and installation, such as technical calculations, drawings, commissioning data or other operating and maintenance documentation. They may ask to see this during the accreditation process or as part of an audit. <br />
<br />
10. Once you are a participant in the scheme, you are able to receive support for your accredited installation. OFGEM will send you a statement of eligibility which will include or refer you to the following: <br />
<br />
- the date of accreditation <br />
- the applicable tariff rate for your installation <br />
- the process and timing for providing meter readings <br />
- details of the frequency and timetable for payments <br />
- the tariff lifetime and the tariff end date for the installation <br />
- the terms and conditions for your ongoing participation in the scheme. <br />
<br />
It will be then a condition of accreditation that you must notify OFGEM within 28 days of any changes to your accredited installation. <br />

		<content:encoded><![CDATA[Energy Minister Fergus Ewing has today announced a new &#163;103 million investment fund which will drive the growth of renewable energy in Scotland for generations.<br />
<br />
The Renewable Energy Investment Fund (REIF) will initially focus on supporting communities and rural businesses to develop their own local renewable projects, on supporting district heating, and on supporting wave and tidal developers with the development and deployment of array projects.<br />
<br />
The fund will seek to leverage additional finance from other sources, and will be designed to have a legacy for many years to come as the money is repaid and reinvested.<br />
<br />
The funding is in addition to the &#163;200 million already committed by the Scottish Government in the Spending Review over the next three years, which includes funding to improve renewables infrastructure.  <br />
<br />
The REIF will complement funding from the Green Investment Bank (GIB), which has also received a funding boost from the Fossil Fuel Levy in Scotland. While the GIB is designed for projects at a &#8220;near commercial&#8221; stage, the REIF will be used to support projects at an earlier stage of development.<br />
<br />
Alongside the REIF, Mr Ewing also announced a further &#163;2 million support for community renewables for 2012-13. This is to build on the existing Community and Renewable Energy Scheme (CARES) while arrangements are made to support community projects through REIF.<br />

&#8220;In our opinion this consultation on interim cost control is unnecessary and unhelpful, but it&#8217;s certainly not a reason for lenders to become alarmed - particularly as Government intends to remove this power when longer-term control measures are in place.&#8221; <br />

[LONDON] The nine 'planetary boundaries' - environmental tipping points, beyond which the planet may not recover -- could soon be joined by a tenth one, if a proposal from a prominent scientist is accepted. <br />
<br />
The concept of planetary boundaries was proposed in 2009 by Johan Rockström, executive director of the Stockholm Environment Institute, and Will Steffen, executive director of the Australian National University's Climate Change Institute, but has been debated ever since. <br />
<br />
The nine original planetary boundaries are climate change, biodiversity loss, biogeochemical flow, ocean acidification, land-use change, freshwater use, ozone depletion, atmospheric aerosols and chemical pollution. <br />
<br />
Each of these factors has a safe 'operating space', but once the boundaries are reached, "the destruction becomes largely irreversible" with dire consequences for the planet and humans, said Steffen.<br />
