The Indonesian authorities should discipline and bring to justice those involved if the force used is found to have been excessive and to have contravened the principles of necessity and proportionality. Flexible policy implementation in the field is required to handle tension in Papua, a natural resources-rich province plagued by decades of separatist movement, a former minister says.

Former defense minister Juwono Sudarsono said that a cross-cultural approach should be taken into account in dealing with security problems in the easternmost province.

50 Members Of U.S. Congress Call Upon Obama Administration To Make West Papua One Of Its Highest Priorities
The Chairman of the Subcommittee on Asia, the Pacific and the Global Environment, Rep. Eni F.H. Faleomavaega, and Chairman Donald M. Payne of the Subcommittee on Africa and Global Health have spearheaded an effort in Congress calling upon President Obama to "make West Papua one of the highest priorities of the Administration."

The Indonesia Human Rights Committee has sent the letter below to Prime Minister John Key on the eve of his departure for the Pacific Island Forum in Vanuatu. IHRC has also written to all Heads of Government urging them to engage with the crisis in West Papua by playing the role of regional peace broker.

The authorities have increased security measures at mining firm PT Freeport Indonesia by slipping a police officer into each of the buses transporting company employees between work and home.

The measures, which are supported by 1,700 army and police personnel, have been adopted in
the wake of repeated shooting incidents along the road from Timika to Tembagapura.

Ahead of an audit of Papua’s special autonomy regional development fund, an NGO has urged the government to recognize that the root of problems causing resentment among Papuans is in fact a political, not an economic issue, an NGO says.

Protest in Papua is nothing new. Since Suharto was overthrown more than twelve years ago, every week there are demonstrations in Jayapura and in other cities of Indonesia’s restive Pacific periphery. There is no freedom of expression in West Papua. Students go onto the street and the police either or arrest or beat them. Often they do both, filling the jails with political prisoners whose only crime is nonviolent protest. But this time things seem different. Students are not the only ones demonstrating. They are joined by church pastors and NGO workers normally reluctant to get involved in mass action. Papuans talk about a new feeling in the movement. Even the various competing civil resistance groups – the Papuan Presidium Council (PDP), West Papua National Authority (WPNA), and the West Papua National Coalition for Liberation
