<p><abbr title="Governor">Gov</abbr>. Josh Green appointed Makai Freitas to the <a href="https://hawaii.edu/offices/bor">University of <span lang="haw">Hawai&#699;i</span> Board of Regents</a> (<abbr>BOR</abbr>), subject to confirmation by the <span lang="haw">Hawai&#699;i</span> State Senate. Freitas represents <span lang="haw">Hawai&#699;i</span> County and will replace Regent Wayne Higaki whose term ends in June 2026.</p>
<p>Freitas is a distinguished labor leader with the International Longshore and Warehouse Union, with more than 20 years of expertise in organizational leadership and workforce advocacy. Throughout his career, he has spearheaded complex negotiations and strategic workforce development initiatives that have strengthened economic opportunities for thousands of families across <span lang="haw">Hawai&#699;i</span>.</p>
<p>Freitas has a proven track record of cross-sector collaboration, working with educators, public agencies and community organizations to build pipelines from the classroom to the workforce.</p>
<p>&ldquo;I am honored to be appointed to the University of <span lang="haw">Hawai&#699;i</span> Board of Regents and grateful for the opportunity to serve our students, faculty, staff and communities,&rdquo; Freitas said. &ldquo;Higher education plays a vital role in <span lang="haw">Hawai&#699;i</span>’s future. I look forward to strengthening the university’s mission of teaching, learning and community service.&rdquo;</p>
<p>Freitas also serves as the West <span lang="haw">Hawai&#699;i</span> representative on the Hawaiian Homes Commission within the Department of Hawaiian Home Lands.</p>
<p>A graduate of the University of Arizona, Freitas brings his statewide advocacy and local community insight to the board. He resides in Waimea with his wife, Aulani, and their two daughters, Wailea and Mahina.</p>
<p>The <abbr>BOR</abbr> is responsible for overseeing the 10-campus <abbr title="University of Hawaii">UH</abbr> system, including policy direction, financial oversight and long-term strategic planning. The <abbr>BOR</abbr> is the governing body of <abbr>UH</abbr> and consists of 11 non-compensated volunteer members. Representation includes five from the City and County of Honolulu; two from <span lang="haw">Hawai&#699;i</span> County; two from Maui County; one from <span lang="haw">Kaua&#699;i</span> County and one <abbr>UH</abbr> student.</p>

<p><a href="https://windward.hawaii.edu/">Windward Community College</a> instructor Ian Kekaimalu Isami Lee has sailed far and wide aboard the vessel <span lang="haw">H&#333;k&#363;le&#699;a</span>. Now, the <a href="https://www.leeward.hawaii.edu/">Leeward Community College</a> and <a href="https://manoa.hawaii.edu/">University of <span lang="haw">Hawai&#699;i</span> at Mānoa</a> alumnus uses the experiences gained on open waters in his class on the basic principles and theories of modern non-instrument navigation, the same navigation used on the <span lang="haw">H&#333;k&#363;le&#699;a</span>.</p>
<p>&ldquo;It brings a lot of context for my students because when we talk about things or when I try to explain things to them,&rdquo; Lee said. &ldquo;I tell them stories of things that I have personally experienced. That brings it to life for them, and it makes it easier for them to understand the concepts.&rdquo;</p>

<p>After graduating from Leeward <abbr>CC</abbr> with an associate’s degree in liberal arts in 2011, Lee enrolled at <abbr title="University of Hawaii">UH</abbr> Mānoa. In 2014 Lee sailed from Samoa to Aotearoa and in 2017 from Tahiti to <span lang="haw">Hawai&#699;i</span> aboard <span lang="haw">H&#333;k&#363;le&#699;a</span>.</p>
<p>His master’s thesis revolved around voyaging and canoe culture. The journeys were instrumental in his growth as a person and navigator, allowing him to share experiences with his ancestors who crossed the sea thousands of years prior. Lee earned bachelor’s (2014) and masterʻs (2017) degrees in Hawaiian studies.</p>
<h2>Community on campus</h2>
<p>It was not always smooth sailing. After spending his first semester skipping classes, Lee says he found community at Leeward <abbr>CC</abbr>. This inspired him to engage more in his studies and take advantage of free tutoring and other support. </p>
<p>&ldquo;I just found myself having a blast and learning along the way,&rdquo; said Lee. &ldquo;It was the community that I surrounded myself with. We had the program <span lang="haw">H&#257;lau</span> <span lang="haw">&#699;Ike</span> O <span lang="haw">Pu&#699;uloa</span>, which is now known as <span lang="haw">K&#299;puka</span>, Native Hawaiian Student Services. There were so many people who created a very comfortable environment. That made me not want to leave.&rdquo;</p>
<p>Lee remembers being greeted with a smile and treated with aloha on campus, which felt like a home away from home. Now, he tries to encourage his students to build community.</p>
<p>&ldquo;My students do their course in groups, they do everything as a group,&rdquo; Lee said. &ldquo;I try to shift their thinking to a broader, global thinking that all of our actions are interconnected and affect each other. If we all thought that way, I think this world would be a much better place.&rdquo;</p>

<p>A group of c<a href="https://www.leeward.hawaii.edu/culn/">ulinary arts students</a> from Leeward Community College is preparing to travel to Lyon, France, next summer for an immersive educational experience in one of the world’s most celebrated culinary destinations.</p>
<p>The trip, scheduled for summer 2027, will allow eight students to experience French cuisine, culture and culinary traditions firsthand while learning from chefs and food professionals in what has been called the gastronomic capital of France.</p>

<p>&ldquo;For me, when it comes to France, the number one thing I can think of is the pastries they have,&rdquo; said culinary student Rhiannah Khimberlie Mae Ulit. &ldquo;As someone interested in baking, I’m most excited to see and learn authentic and new techniques they have in that field.&rdquo;</p>
<p>Student Ralf Adriane Bartolome said the opportunity represents more than just international travel.</p>
<p>&ldquo;France has one of the most significant influences in the culinary world,&rdquo; Bartolome said. &ldquo;Traveling to France would give me the chance to learn more about their cuisine and other culinary techniques that they use.&rdquo;</p>
<h2>Advancing global culinary education</h2>
<p>The France trip advances Leeward <abbr title="Community College">CC</abbr>’s growing emphasis on global culinary education, following last year’s visit to Japan—the program’s first international learning opportunity for students. To build on that momentum, the department hosted a fundraiser in March to help cover expenses for the trip to France.</p>

<p>These opportunities complement the hands-on training students already receive, and expose students to experiences that cannot be replicated in a classroom setting.</p>
<p>&ldquo;One of the strengths of our program is the variety of extracurricular activities we can provide to the students,&rdquo; said Matt Egami, culinary arts program coordinator. &ldquo;This gives them opportunities to experience the industry and the world in ways they may not have thought possible before.&rdquo;</p>
<p>Egami added, &ldquo;The inspiration and passion that this will unlock in our students will hopefully encourage them to believe in an expanded realm of possibilities for themselves.&rdquo;</p>

<p><span lang="haw">Kapi&#699;olani</span> and Leeward Community College students earned top honors at the 13th annual <a href="https://bigislandchocolatefestival.com/">Big Island Chocolate Festival</a> culinary competition in April. The festival, held at the Waikoloa Beach Marriott Resort &#38; Spa, showcased <span lang="haw">Hawai&#699;i</span>-grown cacao with 22 student competitors from <a href="https://www.kapiolani.hawaii.edu/programs/culinary/"><span lang="haw">Kapi&#699;olani</span> <abbr title="Community College">CC</abbr></a>, <a href="https://www.leeward.hawaii.edu/culn/">Leeward <abbr>CC</abbr></a> and <a href="https://mauiculinary.sodexomyway.com/en-us/">University of <span lang="haw">Hawai&#699;i</span> Maui College</a>. Teams created plated desserts judged on taste, texture, creativity and presentation.</p>
<p>First place and a $2,500 scholarship went to <span lang="haw">Kapi&#699;olani</span> <abbr>CC</abbr> students Hawkins Ko and Chase Ignacio. Leeward <abbr>CC</abbr> students Rhiannah Ulit and Ralf Bartolome took second ($1,500), and <span lang="haw">Kapi&#699;olani</span> <abbr>CC</abbr> students Eden Chung and Daniel Tada placed third ($1,000).</p>

<p><span lang="haw">Kapi&#699;olani</span> <abbr>CC</abbr> Chefs Sheylen Say and Daniel Wetter led collaborative efforts with other <abbr title="University of Hawaii">UH</abbr> faculty and event sponsor <a href="https://kingshawaiian.com/">King’s Hawaiian</a>.</p>
<p>&ldquo;Chef Daniel Wetter and I have had a goal since last year to start an initiative in bringing and bridging the <abbr>CC</abbr>’s together,&rdquo; Say said. &ldquo;This is a beautiful beginning for that. The colleges spent the weekend together, students got to bond with each other, and we as instructors were able to start collaborating and supporting each other in our respective programs.&rdquo;</p>
<p>King’s Hawaiian Innovation Pastry Chef Heather Campbell said, &ldquo;Supporting <span lang="haw">Hawai&#699;i</span> culinary students is a mission we embrace at the King’s Hawaiian <span lang="haw">&#699;ohana</span>. It’s an honor to contribute not only to our future culinarians, but also to support the journey of their faculty and supporters.&rdquo;</p>
<p>Judges included acclaimed pastry chef Stéphane Tréand, Executive Pastry Chef Bruce Trouyet, and Chef Maria de los Milagros Miceli.</p>
<p>Say said, &ldquo;This partnership brought together faculty, students, and industry leaders from across <span lang="haw">Hawai&#699;i</span> to create opportunities that strengthen our entire culinary community to prepare students for their future careers.&rdquo;</p>

<p>University of <span lang="haw">Hawai&#699;i</span> President Wendy Hensel highlighted a new scholarship for community college transfer students, reflected on the conclusion of the legislative session, provided an update on the <abbr title="University of Hawaii">UH</abbr> Mānoa chancellor search and celebrated recent athletic successes, including a national championship, during her monthly report to the <abbr>UH</abbr> Board of Regents (<abbr>BOR</abbr>). The update was provided at the May 21 <abbr>BOR</abbr> meeting at <abbr>UH</abbr> West <span lang="haw">O&#699;ahu</span>.</p>

<p>Among the highlights, Hensel announced the new Next Step Scholarship, which will provide eligible <abbr>UH</abbr> Community College students up to $2,000 to continue their education at a <abbr>UH</abbr> four-year campus. She also discussed key legislative measures affecting <abbr>UH</abbr>, including proposals involving tuition and fee reserves and Name, Image and Likeness (<abbr>NIL</abbr>) funding for athletics.</p>
<p>Hensel shared that the <abbr>UH</abbr> Mānoa chancellor search remains on track, with a finalist expected to be named in June. She also outlined a new strategic budgeting process designed to better align future investments with <abbr>UH</abbr> priorities and student success.</p>

<p>The report also included congratulations to more than 5,340 spring graduates across <abbr>UH</abbr>’s 10 campuses, <a href="https://www.hawaii.edu/news/2026/05/11/rainbow-warriors-ncaa-volleyball-national-championship/">recognition of the <abbr>UH</abbr> Mānoa men’s volleyball team for winning the <abbr title="National Collegiate Athletic Association">NCAA</abbr> national championship</a> and praise for <abbr>UH</abbr> employees who helped raise more than $51,800 and collect 3,300 pounds of food during the 2026 <span lang="haw">Hawai&#699;i</span> Foodbank Campaign.</p>

<p>Cara Chang is an associate professor of English at Leeward Community College, where she teaches both developmental and college-level writing. Her classes focus on the writing and research process, critical thinking, and multiliteracies, with an emphasis on creating a culturally responsive space grounded in aloha for <span lang="haw">Hawai&#699;i</span>.</p>
<p>Through service learning and <span lang="haw">Hawai&#699;i</span>-based approaches, she encourages students to explore issues of sustainability and identity while feeling supported and connected to their communities.</p>
<p>Outside the classroom, Chang is an active campus leader. She serves as Faculty Senate chair, Writing Intensive Board chair and Sustainability-Designation co-chair, where she works to uphold strong academic standards and support student success. She helped develop the college&#8217;s strategic plan and continues to support its implementation.</p>
<p>Students often describe her classes as both challenging and supportive. One called her teaching &ldquo;transformative,&rdquo; noting how it reshaped their thinking about identity and responsibility. Chang credits her students, mentors and colleagues for helping her grow as an educator.</p>

<p>Kekoa Harman is an associate professor in the University of <span lang="haw">Hawai&#699;i</span> at Hilo&#8217;s Ka Haka <span lang="haw">&#699;Ula</span> O <span lang="haw">Ke&#699;elikōlani</span> College of Hawaiian Language. For Harman, teaching <span lang="haw">&#699;ōlelo</span> <span lang="haw">Hawai&#699;i</span> is far more than language instruction&#8212;it is the continuation of a living culture.</p>
<p>A co-founding kumu hula (hula teacher) of <span lang="haw">Hālau</span> I Ka Leo Ola O <span lang="haw">Nā</span> Mamo and a scholar of the hula traditions of Joseph <span lang="haw">&#699;Īlālā&#699;ole</span>, he brings mele (songs), oli (chants) and hula into his classrooms as primary texts, teaching students that <span lang="haw">&#699;ōlelo</span> and hula are inseparable threads of Hawaiian identity.</p>
<p>His students describe daily routines that steady them, prompt and thoughtful feedback, and weekly study groups where Harman shows up&#8212;sweet treats in hand. He takes learning beyond <span lang="haw">Hale&#699;ōlelo</span> through community ceremonies, cultural protocol training, and <span lang="haw">hōʻike</span> (showcase) hula productions, and serves the broader community as president of the youth nonprofit No <span lang="haw">Nā</span> <span lang="haw">&#699;Ōpio</span>.</p>
<p>&ldquo;He is a teacher that cares deeply about his students and has a passion for teaching rooted in the continuation of culture,&rdquo; wrote nominator Sophie French. In every class, Harman embodies the spirit of aloha and the philosophy of Kumu Honua Mauli Ola (an educational philosophy statement prepared by a group of Hawaiian-speaking educators).</p>

<p>Pele Kaio is an assistant professor of Hawaiian lifestyles at <span lang="haw">Hawai&#699;i</span> Community College. He is an educator, cultural practitioner and community leader dedicated to advancing Indigenous knowledge systems and leadership.</p>
<p>Kaio serves as kumu hula (hula teacher) of Unulau, a <span lang="haw">hālau</span> based in Hilo and Waimea, where he guides <span lang="haw">haumāna</span> (students) in <span lang="haw">&#699;aiha&#699;a</span> (volcanic style) traditions that foster <span lang="haw">ʻike</span> <span lang="haw">Hawai&#699;i</span> (Hawaiian knowledge), environmental stewardship and leadership. He is also president and founder of the <span lang="haw">Pālama</span> Foundation, supporting Native Hawaiian communities through education and cultural initiatives.</p>
<p>&ldquo;He focuses on moving the spirit, and in doing so, he transformed ours,&rdquo; said a student.</p>
<p>Kaio also serves as a resource teacher at Kanu O Ka <span lang="haw">&#699;Āina</span> Public Charter School and teaches at the <span lang="haw">Kō</span> Education Center in <span lang="haw">Honoka&#699;a</span>, advancing community-based, place-centered learning.</p>
<p>A student said, &ldquo;He concurrently weaves accountability into our moral compass, kindling awareness of our relationships with each other, with our environment, and with the world.&rdquo;</p>

His classrooms use discussion-driven inquiry to explore global histories, including topics such as North Korea, while encouraging students to question assumptions and reflect on lived experiences of power and constraint.</p>
<p>Guided by a philosophy of &ldquo;equate, empathize and empower,&rdquo; he fosters environments where students engage history as both an intellectual and personal practice. Kim emphasizes critical thinking, open expression and the connection between past and present. He also prioritizes creativity and research, supporting students in developing original projects that often lead to competitive awards and further study.</p>
<p>Through close mentorship, Kim helps students connect academic inquiry to careers in law, education, public policy and other fields.</p>

<p>Recognizing the evolving challenges of teaching and evaluating students in the age of <abbr>AI</abbr>, Ombrello has reexamined the importance of soft skills in education. He emphasizes that &ldquo;maintaining mindfulness of our behavior&#8212;acting with kindness, respect, and patience&#8212;makes all the difference in building and sustaining healthy relationships that foster rewarding and sustainable learning environments.&rdquo;</p>
<p>As an asynchronous instructor, his student evaluations are consistently excellent across all categories.</p>
<p>Deeply engaged with both the college and the broader island community, Ombrello has made numerous valuable contributions to <span lang="haw">Kaua&#699;i</span> <abbr title="Community College">CC</abbr> and the University of <span lang="haw">Hawai&#699;i</span> system. He previously served as faculty senate vice chair and currently holds the position of chair. In addition, he continues to lead the district History Day fair and has served as a board member for the <span lang="haw">Hawai&#699;i</span> Council for the Humanities since 2021.</p>

<p>Drawing on experience as a judicial clerk, practicing attorney and nonprofit leader, she brings civil procedure to life by combining doctrinal mastery with practical lawyering skills and critical inquiry. Her teaching challenges students to examine how legal systems function and whom they serve.</p>
<p>She is known for transforming the first-year civil procedure course into an engaging, collaborative experience through creative approaches such as student &ldquo;law firms,&rdquo; interactive simulations, and a &ldquo;Procedure in Practice&rdquo; writing lab.</p>

<p>Drawing on her <abbr>STEM</abbr> background and experience as an international scholar, she designs multi-modal courses that integrate systems thinking, experiential learning and transdisciplinary approaches to real-world planning challenges. Her pedagogy emphasizes scaffolded skill-building, critical reflection and collaboration. Through spatial labs, community-engaged projects and structured debates, she equips students with technical skills while encouraging critical analysis of power, justice and policy.</p>
<p>She is recognized for inclusive classrooms that center Indigenous knowledge, decolonize planning education and connect students to <span lang="haw">Hawai&#699;i</span>&#8216;s communities. <p>Amy Shiroma is an assistant professor in the Hospitality and Tourism Education Department (<abbr>HOST</abbr>) at <span lang="haw">Kapi&#699;olani</span> Community College. She is recognized for her student-centered teaching, industry expertise and dedication to student success.</p>
<p>Drawing from her professional experience in <span lang="haw">Hawai&#699;i</span>&#8216;s hotel industry, she connects classroom learning with real-world application through hands-on projects, role-playing exercises and industry-based instruction. Students describe her as patient, approachable and deeply invested in helping them grow both academically and professionally.</p>
<p>&ldquo;Amy always extended time out of class to help out the students who may be concerned with the lesson or help students excel in the challenges they may have faced with the material,&rdquo; a student said. &ldquo;She was always an individual who wanted her students to strive, even if that meant extending her efforts outside of class.&rdquo;</p>
<p>Another student added, &ldquo;Amy is truly passionate about the hospitality industry and showing her students how hospitality changes the world for the better. She is someone who goes above and beyond for her students.&rdquo;</p>

<p>Tamara Ticktin is professor of botany in the School of Life Sciences at <abbr>UH</abbr> <span lang="haw">Mānoa</span>. Her teaching blends scientific rigor with creativity, collaboration and place-based learning. She reimagines the classroom as an active learning environment centered on inquiry, dialogue and hands-on experience.</p>
<p>Her courses integrate field-based learning, community partnerships and student-driven problem solving, enabling students to apply concepts in real-world conservation contexts. Drawing on global research and long-term work in <span lang="haw">Hawai&#699;i</span>, she connects students with diverse knowledge systems, including Indigenous and local perspectives, while encouraging reflection on ethics, equity and environmental responsibility.</p>
<p>She is known for fostering inclusive learning spaces where students are encouraged to share ideas, challenge assumptions and learn collaboratively. Through this approach, Ticktin cultivates both strong scientific understanding and a sense of purpose in addressing complex ecological and social challenges.</p>
<p>A student said, &ldquo;She is a kind and wonderful teacher who makes me think about the class and the materials I am learning, she helps me feel passionate about the issues we are discussing, and makes me feel engaged with the material and see its applicability into real life.&rdquo;</p>
<h2>Kara Wong Ramsey</h2>

<p>Kara Wong Ramsey is an associate professor at the John A. Burns School of Medicine. A kanaka <span lang="haw">&#699;ōiwi</span> (Native Hawaiian) physician and neonatologist, she conducts her courses grounded in kuleana (responsibility), service and experiential learning.</p>
<p>In the neonatal intensive care unit, she teaches learners across all levels of medical training while also advancing public health education through outreach, including nationally recognized social media initiatives. Guided by ma ka hana ka <span lang="haw">ʻike</span> (through doing, one learns), she emphasizes hands-on, patient-centered education that builds clinical skills, critical thinking and resilience.</p>
<p>As a leader in simulation-based education, Wong Ramsey creates collaborative environments where trainees develop confidence in high-stakes decision making. Known for her compassionate mentorship, she fosters trust, curiosity and professional growth.</p>
<p>As pediatric clerkship director, she has developed award-winning curricula and contributed to accreditation, faculty development and nationally recognized innovations in medical education. Wong Ramsey&#8217;s work prepares future physicians to deliver culturally grounded, high-quality care.</p>
<p>&ldquo;Best preceptor ever! Amazing teacher and provided various learning opportunities from reviewing write-ups/topics in peds to seeing patients in the <abbr>NICU</abbr>,&rdquo; said a student. &ldquo;She created a safe learning environment and encouraged critical thinking of clinical data. <p>The 2026 legislative session came to a close on May 8 and, considering the significant fiscal challenges and competing priorities facing the state, the University of <span lang="haw">Hawai&#699;i</span> ultimately fared relatively well overall.</p>
<p>Throughout the session, lawmakers were tasked with balancing reductions in federal support for critical programs, economic uncertainty driven by both national and international events, and continued efforts to maintain affordability for <span lang="haw">Hawai&#699;i</span> residents.</p>
<p>With those realities in mind, <abbr>UH</abbr> entered the session with a modest supplemental operating budget request focused on two priority areas: healthcare workforce initiatives and <abbr>UH</abbr> <span lang="haw">M&#257;noa</span> Athletics. While the university did not ultimately receive funding for those requests, we appreciate the continued engagement and collaboration with lawmakers throughout the session.</p>
<p>We are also grateful that the Legislature largely maintained existing operating support for the university and continued to invest in capital improvement projects across <abbr>UH</abbr>&#8216;s 10-campus system.</p>
<p>The supplemental budget bill, <abbr>HB</abbr>1800 <abbr>CD</abbr>1, was approved by the Legislature and now heads to Gov. Green for final consideration.</p>
<h2>Preserving tuition and fee reserves</h2>
<p>During the session, proposals to utilize the university&#8217;s tuition and fee reserves to support other state priorities were under consideration. Through extensive discussions with lawmakers, <abbr>UH</abbr> was able to successfully communicate the importance of maintaining those funds to support student services, campus operations and future strategic investments across the 10 campuses, particularly at a time when reductions in federal funding are creating additional financial uncertainty for higher education nationwide.</p>
<p>There were two measures with fiscal implications for the university. The first, <abbr>SB</abbr>2602, would have required that any unencumbered funds in <abbr>UH</abbr>&#8216;s Tuition and Fees Special Fund (<abbr>TFSF</abbr>) lapse to the state general fund. This bill did not pass. The second bill, <abbr>SB</abbr>2921, transfers any excess balances from non-general funds to the state general fund. Although this bill passed the Legislature, it did not include any of <abbr>UH</abbr>&#8216;s funds.</p>
<h2><abbr>NIL</abbr> bill outcome</h2>
<p>Unfortunately, Name, Image and Likeness (<abbr>NIL</abbr>) legislation intended to support <abbr>UH</abbr> <span lang="haw">M&#257;noa</span> Athletics did not advance on the final day of session. The final compromise proposal, which <abbr>UH</abbr> supported, would have placed $1 million of state funds into an <abbr>NIL</abbr> endowment and allocated $1.5 million for immediate support for the upcoming season. The bill also required <abbr>UH</abbr> to use $7.5 million in tuition and fee reserves for <abbr>NIL</abbr> &#8211; $4 million for the endowment and $3.5 million for the upcoming season.</p>
<p>The House passed the bill, but it was defeated in the Senate by a vote of 11&#8211;12. A reference on the Senate floor to an email identifying <abbr>UH</abbr> concerns related to a previous version of the bill, not the version on the floor for a vote. <abbr>UH</abbr> will continue to seek funding for <abbr>NIL</abbr> in future sessions.</p>
<h2>Operating budget</h2>
<p>For the operating budget, <abbr>UH</abbr> saw a net reduction of approximately $3.8 million in general funds. At the same time, the Legislature added $319,000 in general funds for three positions at <abbr>UH</abbr> West <span lang="haw">O&#699;ahu</span>, as well as $4.1 million in special fund ceiling authority for the Culinary Institute of the Pacific at <span lang="haw">Kapi&#699;olani</span> Community College.</p>
<p>The table below provides a side-by-side comparison of the original <abbr>UH</abbr> Board of Regents request, and the final legislative appropriation in <abbr>HB</abbr>1800 <abbr>CD</abbr>1, pending any line-item vetoes by the governor.</p>

<h2>Capital improvement projects (<abbr>CIP</abbr>)</h2>
<p>For capital improvement projects and deferred maintenance, <abbr>HB</abbr>1800 <abbr>CD</abbr>1 provided $126.5 million in general obligation bond funding and $20 million in special funds for projects across the <abbr>UH</abbr> System.</p>
<p>These investments will support important facility improvements, such as $11 million for <abbr>UH</abbr> <span lang="haw">M&#257;noa</span> Athletics, infrastructure modernization and system-wide deferred maintenance projects that directly impact students, faculty and staff across the university.</p>

<p>Although these investments are significant, substantial needs remain throughout the university system. Addressing deferred maintenance and modernizing aging infrastructure across our campuses will continue to be one of the university&#8217;s highest long-term priorities.</p>
<p>While the legislative session has concluded, our engagement with lawmakers continues year-round. Next year will be the start of a new 2-year biennium budget, and we will continue advocating for the needs and priorities of <abbr>UH</abbr>&#8216;s 10 campuses while strengthening partnerships that help the university best serve the people of <span lang="haw">Hawai&#699;i</span>.</p>
<p>The governor has until July 15, 2026, to sign, veto or allow bills to become law without his signature.</p>

<p>At 6 a.m., while many high school seniors are still getting ready for the day, Kenny Tsuru is already checking business emails, coordinating meetings and planning his next batch of ice cream.</p>
<p>&ldquo;My day-to-day life can be hectic, but it’s something I’ve learned to manage,&rdquo; Tsuru said.</p>

<p>The 18-year-old Pearl City High School senior is balancing classes, early college coursework through Leeward Community College, and his ice cream business, <a href="https://www.kennyboyicecream.com/">Kenny Boy Ice Cream</a>. His hard work is paying off, as he’s graduating with both his high school diploma and a certificate of achievement in management from Leeward <abbr title="Community College">CC</abbr> in May.</p>
<p>He also became the youngest entrepreneur to complete <span lang="haw">&#699;&#256;ina</span> to <span lang="haw">M&#257;keke</span>, a food business program offered through Leeward <abbr>CC</abbr>’s Office of Workforce Development in partnership with <span lang="haw">Hawai&#699;i</span> Ag &#38; Culinary Alliance and the college’s <a href="https://www.leeward.hawaii.edu/wvapdc/"><span lang="haw">Wahiaw&#257;</span> Value-Added Product Development Center</a> (<abbr>WVAPDC</abbr>), where Tsuru produces his ice cream.</p>
<p>&ldquo;This moment means so much to me,&rdquo; Tsuru said. &ldquo;It represents all the hard work, dedication and commitment I’ve put into my education over the years.&rdquo;</p>

<h2>Overcoming pain</h2>

<p>Looking back on his journey, Tsuru says it was hard to imagine these milestones. It wasn’t long ago that he was navigating a new fibromyalgia diagnosis that, at times, left him in too much pain to walk or attend school in person.</p>
<p>&ldquo;Now, being able to walk across the stage for two graduations this year makes everything feel even more meaningful,&rdquo; he said.</p>
<p>His determination to succeed shows up in a schedule that rarely slows down. After his busy mornings, Tsuru heads to Pearl City High School for a full day of classes, then spends his evenings doing homework or making ice cream at the <abbr>WVAPDC</abbr> commercial kitchens. Despite the demanding pace, Tsuru said the experience helped him discover what he wants for his future.</p>
<h2>Giving back</h2>
<p>&ldquo;I love connecting with people, sharing products I’m passionate about, and being able to give back to the community,&rdquo; Tsuru said.</p>

<p>That purpose drives his work at Kenny Boy Ice Cream. He pledged 10&#37; of 2026 profits to Make-A-Wish <span lang="haw">Hawai&#699;i</span> and donated another $5,000 to North Shore communities impacted by recent Kona Low storms.</p>
<p>This fall, Tsuru will continue his education at the University of <span lang="haw">Hawai&#699;i</span> at West <span lang="haw">O&#699;ahu</span>, where he plans to pursue a bachelor’s degree in business. He also hopes to put Kenny Boy Ice Cream on retail shelves across <span lang="haw">Hawai&#699;i</span> soon.</p>
<p>&ldquo;Anything is possible when you take that first step and stay committed,&rdquo; Tsuru said. &ldquo;And honestly, I wouldn’t change a thing except maybe eating a little more ice cream along the way.&rdquo;</p>

<p>When Crystal Santos was incarcerated, she realized her life was not headed in the direction she wanted. Determined to create a better future for herself and her family, she took her first step by enrolling in a carpentry micro-credential course through <span lang="haw">Kaua&#699;i</span> Community College in 2024.</p>

<p>&ldquo;When I got out, I knew I needed to do something for myself,&rdquo; Santos said. &ldquo;I was nervous and intimidated. I was 45 years old, and I hadn’t been in school for 29 years. I was afraid because there was this younger generation here. But once I got to <span lang="haw">Kaua&#699;i</span> <abbr title="Community College">CC</abbr>, so many doors and opportunities opened for me. <span lang="haw">Kaua&#699;i</span> <abbr>CC</abbr> helped me through every doubt I had.&rdquo;</p>
<h2><span lang="haw">Wai&#699;ale&#699;ale</span> support</h2>
<p>Her connection to the college began through her daughter, who served as a <span lang="haw">Wai&#699;ale&#699;ale</span> Peer Mentor. Santos applied to the first-year support program that provides mentorship and guidance to students transitioning into college life.</p>

<p>Through the <span lang="haw">Wai&#699;ale&#699;ale</span> program, Santos found encouragement to apply for scholarships, helping her cover most of her educational expenses while building confidence in herself as a student.</p>
<p>&ldquo;At first, I thought I wasn’t going to be able to learn anything,&rdquo; she said. &ldquo;But I pushed myself, and honestly, I learned so much. I gained knowledge, confidence and motivation. I’m ready to get back out there and start over.&rdquo;</p>
<h2>Greater opportunities for women</h2>
<p>Construction and masonry have long been part of Santos’ family history, and working with her hands and building things for others feels natural to her.</p>
<p>&ldquo;I like helping people,&rdquo; Santos said. &ldquo;I enjoy going out into the field and building things up.&rdquo;</p>

<p>When she started in construction in her early twenties, Santos was often the only woman on the job site. Today, she sees greater opportunities and representation for women in traditionally male-dominated careers.</p>
<p>&ldquo;The female population in these fields is growing,&rdquo; Santos said. &ldquo;It’s opening new chapters and new doors for women to say, &lsquo;I can do this too—and it’s fun.&rsquo;&rdquo;</p>
<h2>Inspiration for the future</h2>
<p>Santos will graduate in May with an associate in science degree in carpentry technology, and plans to continue at <span lang="haw">Kaua&#699;i</span> <abbr>CC</abbr>, where she will pursue another associateʻs degree in entrepreneurial business. Her long-term goal is to earn a commercial driver’s license through Leeward Community College, and eventually open her own heavy hauling business.</p>
<p>She said the civil engineering technology components of the carpentry program had the greatest impact on her professional development and inspired her to continue earning additional certifications in the future.</p>
<p>&ldquo;I have so much gratitude,&rdquo; Santos said. &ldquo;I can’t believe this chapter is coming to an end.&rdquo;</p>

<p>The University of <span lang="haw">Hawai&#699;i</span> is participating in the 2026 Prada Re-Nylon campaign, produced in collaboration with National Geographic CreativeWorks. Highlighting the &ldquo;<a href="https://www.youtube.com/watch?v=JqOcHn8rlZQ">Stewards of the Ocean: <span lang="haw">Hawai&#699;i</span></a>&rdquo; episode, the campaign features local marine educators Joanna Philippoff, director of the <a href="https://manoa.hawaii.edu/mop/">Marine Option Program</a> in <abbr title="University of Hawaii">UH</abbr> <span lang="haw">M&#257;noa’s</span> School of Life Sciences and Anuschka Faucci, Leeward Community College instructor, who facilitate the regional <a href="https://www.marine-ed.org/usablueschools"><abbr title="United States of America">USA</abbr> Blue Schools</a> hub. This partnership showcases the impact of ocean literacy and the work being done within the <span lang="haw">Hawai&#699;i</span> Blue School Hui to connect students with their marine environment.</p>
<p>The campaign highlights the impact of the education activities of SEA BEYOND, a project by Prada Group conducted in partnership with United Nations Educational, Scientific and Cultural Organization <abbr>UNESCO</abbr> since 2019. &ldquo;Stewards of the Ocean: <span lang="haw">Hawai&#699;i,&rdquo;</span> showcases how the <span lang="haw">Hawai&#699;i</span> Blue School Hui supports teachers in integrating ocean learning into their curriculum and connects preK–12 students with local community partners. The <a href="https://www.marine-ed.org/usablueschools/hawaii/"><span lang="haw">Hawai&#699;i</span> Blue School Hui</a> is a regional group of the <abbr>USA</abbr> Blue Schools and the Blue School Global Network, which is coordinated by <abbr>UNESCO</abbr>.</p>

<p>The campaign features elementary students and teachers from <a href="https://www.kaohaoschool.org/"><span lang="haw">Ka&#699;&#333;hao</span> Charter School</a> and one of its Blue School partners, the <a href="https://www.thepaf.org/">Pacific American Foundation</a>, at its <a href="https://www.thepaf.org/waikalua/">Waikalua Loko <span lang="haw">I&#699;a</span></a> fishpond in <span lang="haw">K&#257;ne&#699;ohe.</span></p>
<p>&ldquo;It is incredibly validating to have a global campaign, supported by major partners like Prada and National Geographic, recognize the profound importance of supporting schools in building ocean literacy through place-based action-projects that celebrate <span lang="haw">Hawai&#699;i’s</span> unique marine biodiversity and rich cultural legacy,&rdquo; Philippoff said.</p>
<h2>Place-based learning</h2>
<p>Philippoff and Faucci are supporting 10 schools over two years in developing curricula grounded in place-based learning and <span lang="haw">m&#257;lama</span> <span lang="haw">&#699;&#257;ina.</span> They facilitate monthly teacher professional development workshops that showcase curricular resources and highlight current ocean science issues as related to <span lang="haw">Hawai&#699;i’s</span> preK&#8211;12 students.</p>
<p>&ldquo;Our partnership with community sites like Waikalua Loko <span lang="haw">I&#699;a</span> is an incredible example of how we aim to prepare the next generation for ocean stewardship and leadership and inspire, support, and cultivate a committed network of teachers, students, and community educators,&rdquo; Faucci said.</p>
<p>The campaign’s coverage includes two articles published by National Geographic, one highlights <a href="https://www.nationalgeographic.com/environment/article/paid-content-ancient-hawaiian-marine-technology-helps-ocean-ecosystems-recover?cmpid=org=ngp::mc=social::src=youtube::cmp=sp_prada-2026-%28sponsored%29::add=yt20260403travel-hawaiiecosystemsfree">ancient Hawaiian fishpond technology</a>, the other <a href="https://www.nationalgeographic.com/environment/slideshow/paid-content-passing-the-torch-in-protecting-hawaiis-shores">how young stewards are learning to protect <span lang="haw">Hawai&#699;i’s</span> coasts</a>.</p>

<p>This spring, a <span lang="haw">Wai&#699;anae</span> mother and daughter are celebrating more than just graduation&#8212;they are marking a shared journey of perseverance, sacrifice and a deep commitment to serving their community through healthcare.</p>
<p>Haylie-Marie Domingo-Kealoha, born and raised in <span lang="haw">Wai&#699;anae</span>, will earn her associates arts degree from Leeward Community College, completing coursework across multiple University of <span lang="haw">Hawai&#699;i</span> campuses (<span lang="haw">Kapi&#699;olani</span> <abbr title="Community College">CC</abbr>, Honolulu <abbr>CC</abbr>, <abbr title="University of Hawaii">UH</abbr> West <span lang="haw">O&#699;ahu</span>, and Leeward <abbr>CC</abbr>) while working to support herself.</p>
<p>Graduating alongside her is her mother, Danielle Kealoha, who is also earning her associate arts degree in liberal arts after returning to school years after stepping away to raise her family.</p>
<h2>Two paths, one commitment to healthcare</h2>
<p>For Haylie-Marie, the path to college was not always clear. After high school, she entered the National Institute for Medical Assistant Advancement (<abbr>NIMAA</abbr>) medical assistant program through the <span lang="haw">Wai&#699;anae</span> Coast Comprehensive Health Center (<abbr>WCCHC</abbr>), an experience that helped her discover her passion for healthcare.</p>
<p><span class="blocklink"><a href="https://www.hawaii.edu/news/tag/commencement/">Meet more amazing <abbr>UH</abbr> graduates</a></span></p>
<p>Determined not to burden her parents financially, she balanced work and school, carefully arranging her schedule to pay her own way. A personal medical emergency further solidified her goal: becoming a registered nurse.</p>
<p>Danielle’s journey began years earlier at <abbr>WCCHC</abbr>’s <span lang="haw">Wai&#699;anae</span> Health Academy but was paused due to the challenges of raising children while working full-time.</p>
<p>Returning to school at Leeward <abbr>CC</abbr> proved to be the right decision, offering flexible asynchronous courses that allowed her to balance work, family and education. Now working as a dialysis technician at <abbr>US</abbr> Renal Care in <span lang="haw">Wai&#699;anae</span>, she has found purpose in patient care and hopes to advance in nephrology nursing.</p>
<h2>Built-in support system</h2>
<p>Experiencing college together has been one of the most meaningful aspects of their journey.</p>
<p>&ldquo;My mom has been there for me since the very beginning,&rdquo; Haylie-Marie said. &ldquo;Knowing she’s going through the same classes makes it easier when I get stuck&#8212;she’s always there to help.&rdquo;</p>
<p>Danielle echoed that sentiment, adding that watching her daughter grow into the healthcare field has been deeply rewarding. &ldquo;She has exceeded every expectation,&rdquo; she said. &ldquo;I always believed she would make an amazing nurse.&rdquo;</p>
<h2>Support from Leeward <abbr>CC</abbr></h2>
<p>Both credit Leeward <abbr>CC</abbr> for playing a critical role in their success, where advisors and staff helped guide them through course selection and degree planning, ensuring they stayed on track despite busy schedules. Danielle specifically highlighted the support of advisor Leilani Yanagi, whose encouragement and guidance helped both mother and daughter navigate their academic paths with confidence.</p>
<p>&ldquo;He <span lang="haw">&#699;ūlei</span> kolo&rdquo;&#8212;an expression for a tough person&#8212;is how Yanagi describes Danielle and Haylie-Marie. &ldquo;They each took different paths to earn their <abbr title="associates in arts">AA</abbr>, and it will be a joyful moment to watch them cross the stage on May 15.&rdquo;</p>
<p>Both now work in dialysis care, strengthening their passion for helping others and reinforcing their commitment to healthcare in their community.</p>
<h2>Looking ahead</h2>
<p>After graduation, Haylie-Marie will begin the <abbr>UH</abbr> Hilo nursing program through the <span lang="haw">Wai&#699;anae</span> Coast Comprehensive Health Center cohort this August. Danielle plans to continue her education toward a bachelor’s degree in nursing, with the long-term goal of specializing in nephrology.</p>

<p>Williams shared: &ldquo;A team of researchers and students harvested rice at <abbr>CTAHR</abbr>&#8216;s Waimānalo station as part of exploring if <span lang="haw">Hawai&#699;i</span> can grow rice again. Rice is a local tradition, but instead of growing it in the islands, we import more than 100 million pounds of it a year.&rdquo;</p>

<p>Cadena Ragsdale, founder of <span lang="haw">Kaua&#699;i</span> Fresh Fish, experienced a turning point at the April 29 <span lang="haw">&#699;&#256;ina</span> to <span lang="haw">M&#257;keke</span> Cohort 7 Showcase at Leeward Community College&rsquo;s <a href="https://www.leeward.hawaii.edu/wvapdc/"><span lang="haw">Wahiaw&#257;</span> Value-Added Product Development Center</a> (<abbr>WVAPDC</abbr>). She moved from supplying fresh fish catches to launching something new.</p>
<p>&ldquo;Before <span lang="haw">&#699;&#256;ina</span> to <span lang="haw">M&#257;keke,</span> we were primarily focused on supplying fresh, locally caught fish to our community,&rdquo; she said. &ldquo;We hadn&#8217;t fully stepped into developing a branded, value-added product line yet.&rdquo;</p>

<p>At the showcase, she introduced fish jerky under a new brand, Hook &amp; Salt Co., inspired by the fishermen and daily catch behind her business.</p>
<p>&ldquo;We wanted to honor that by creating a product that&#8217;s simple, flavorful, and rooted in <span lang="haw">Hawai&#699;i&#8230;</span> something people can enjoy anywhere,&rdquo; she said.</p>
<p>The program, she added, provided the structure and support to turn the idea into a market-ready product, from refining recipes to developing packaging and branding.</p>
<p>&ldquo;Now we&#8217;re not just selling fresh fish. We&#8217;re creating something shelf-stable that extends the life and story of our local catch,&rdquo; she said. &ldquo;A lot of people came in unsure about fish jerky, but their reactions completely shifted after tasting it.&rdquo;</p>
<p>The event capped <span lang="haw">&#699;&#256;ina</span> to <span lang="haw">M&#257;keke,</span> a 12-week program presented by Leeward <abbr>CC</abbr>&#8216;s <a href="https://www.leeward.hawaii.edu/wfdev/">Office of Workforce Development</a>, <abbr> WVAPDC</abbr> and the <span lang="haw">Hawai&#699;i</span> Ag and Culinary Alliance, helping entrepreneurs transform home recipes into retail-ready products.</p>

<p>About 150 attendees, including buyers, distributors, and food industry professionals, sampled locally sourced products from 15 local businesses.</p>
<p>University of <span lang="haw">Hawai&#699;i</span> President Wendy Hensel also attended the showcase.</p>
<p>&ldquo;I was so impressed when I first visited the center and sampled these products, I knew I had to come back for more,&rdquo; she said. &ldquo;What&#8217;s happening here is a powerful example of how innovation, education and local agriculture come together.&rdquo;</p>
<p><abbr>WVAPDC</abbr> Manager Chris Bailey added, &ldquo;It&#8217;s inspiring to see participants not only refine their concepts but also build the confidence and connections needed to move forward. This cohort reflects the creativity and resilience of <span lang="haw">Hawai&#699;i&#8217;s</span> food and product entrepreneurs.&rdquo;</p>

<p>Cohort 7 joins a network of more than 100 <span lang="haw">&#699;&#256;ina</span> to <span lang="haw">M&#257;keke</span> entrepreneurs statewide.</p>

<p>Leeward Community College received a cultural box from the Philippine Consulate General’s Office in Honolulu, recognizing the college’s efforts to support Filipino culture through both academics and student life.</p>
<p>The Cultural Box Turnover Ceremony, held April 8 at the consulate, marked the official handoff of the materials. The collection includes Philippine flags, maps, posters, traditional textiles, dictionaries and selected writings by José Rizal, a Filipino nationalist and writer of the late 19th century. The materials will be used in classes, student activities and cultural events.</p>

<p>Leeward <abbr>CC</abbr> is one of the few institutions in the state that offers both a Filipino Studies Academic Subject Certificate and an active Filipino student organization, Kailian. Both are open to students and community members interested in learning more about Filipino culture.</p>
<p>Jeff Acido, who teaches in the Filipino studies program, accepted the box along with his students and members of Kailian. Students attending the ceremony had the chance to meet Philippine Consulate General Arman Talbo and Congressman Angelo Marcos Barba. Their presence highlighted the ongoing connection between local schools and <span lang="haw">Hawai&#699;i’s</span> Filipino community.</p>
<h2>New resources deepen community ties and cultural pride</h2>
<p>&ldquo;The cultural box is a gift of the Philippine Consulate and the Filipino community to the Filipino-American students of Leeward Community College and other schools and universities in <span lang="haw">Hawai&#699;i</span>,&rdquo; Talbo shared. &ldquo;We should invest in programs like this that empower young Filipinos to take pride in their heritage.&rdquo;</p>
<p>He added, &ldquo;Our message to our Filipino students is clear: You are not alone—you have a community behind you, ready to support you. The Philippine Consulate is your partner.&rdquo;</p>
<p>For Leeward <abbr>CC</abbr>, the recognition reflects years of work to build a strong Filipino studies program and create opportunities for students to engage with culture in meaningful ways.</p>
<p>The new resources are expected to support both classroom learning and student-led efforts, giving more students the chance to explore Filipino history and identity while strengthening ties between the college and the broader community.</p>

<p>Beginning in summer 2026, all University of <span lang="haw">Hawai&#699;i</span> online classes&#8212;including hybrid courses with an online component&#8212;will be delivered through <a href="https://www.uhonline.hawaii.edu/lamaku/"><span lang="haw">Lamakū</span>, the university&#8217;s official learning management system</a> (<abbr>LMS</abbr>).</p>
<p>The change, required by <a href="http://www.hawaii.edu/policy/ep5.301">university policy</a> adopted on April 1, 2026, is designed to strengthen the student experience across <abbr title="University of Hawaii">UH</abbr>&#8216;s 10 campuses while improving data security and systemwide support for teaching and learning.</p>
<h2>Providing students with single point of reference</h2>
<p>Using a single <abbr>LMS</abbr> provides students with a consistent point of access for course materials, communication and grades, regardless of campus or department. This reduces the number of different platforms students must navigate and supports stronger engagement and success in online learning environments.</p>
<p>&ldquo;Moving to a single learning management system makes it easier for students to stay organized and engaged in their courses, while also giving faculty a secure, well-supported platform for teaching,&rdquo; said Kim Siegenthaler, senior advisor to <abbr>UH</abbr> President Wendy Hensel. &ldquo;<span lang="haw">Lamakū</span> strengthens consistency across our campuses and helps ensure that both students and instructors have the tools they need for a successful learning experience.&rdquo;</p>
<p>The move also enhances protection of student information. <span lang="haw">Lamakū</span> meets <a href="https://www.hawaii.edu/infosec/policies/"><abbr>UH</abbr> Information Security policies</a> and applicable data privacy requirements, significantly reducing the risk of security breaches involving course materials, grades and other sensitive information.</p>
<p>Faculty may continue using third-party instructional tools when appropriate, but those tools must meet <abbr>UH</abbr> policy requirements and be integrated through <span lang="haw">Lamakū</span>.</p>
<h2><span lang="haw">Lamakū</span>: Lighting the path for learning</h2>
<p>The Hawaiian word <span lang="haw">lamakū</span> means torch&#8212;the same torch represented in the <abbr>UH</abbr> logo&#8212;and symbolizes education and enlightenment, <span lang="haw">lamakū</span> o ka na&#699;auao. The platform reflects <abbr>UH</abbr>&#8216;s ongoing commitment to advancing teaching and learning through modern, secure and student-centered technology across the system.</p>
