The final phase of the Western Hemisphere Travel Initiative (WHTI) went into effect June 1, 2009, requiring travelers to present a passport or other approved document denoting citizenship and identity for all land and sea travel into the United States. He is also the founder and creator of the Alive and Free Movement. </title> 

  <description>Anti-violence activist Dr. Joseph Marshall visited Montreal and the Consulate General October 7-8, sharing his experiences working with youth in San Francisco and elsewhere. Dr. Marshall is president and founder of the Street Soldiers National Consortium, a community organization dedicated to fighting violence nationwide. He is also the founder and creator of the Alive and Free Movement. Dr. Marshall&#39;s organization has secured scholarships to send 133 students on to college from his program. While in Montreal, Dr. Marshall shared his strategies for reaching at-risk youth, including present and former gang members, and exchanged information with Montreal organizations doing similar outreach to youth.   <description>The Montreal-based International Civil Aviation Organization (ICAO) recently selected Philadelphia native Brian Colamosca as the winner of the prestigious 2008 ICAO Air Navigation Commission (ANC) Laurel Award for outstanding contributions in furthering the efficiency of international civil aviation. The award cited Colamosca's work in the field of Reduced Vertical Separation Minimum, which enhances airspace capacity and allows airspace users to fly more time- and fuel-efficient profiles while maintaining airspace safety. ICAO also noted Colamosca&#39;s overall contributions to the safety and efficiency of international civil aviation around the globe. ICAO, created in 1944 to promote the safe and orderly development of civil aviation worldwide, is a specialized agency of the United Nations. It develops international air transport standards and regulations and serves as the medium for cooperation in all fields of civil aviation among its 189 contracting states.

  <description>Consul General Mary B. Marshall hosted a coffee-discussion with Evelyn C. White, author of &quot;A Life&quot;, the official biography of Alice Walker (The Color Purple). Ms. White discussed her latest project which explores the historical and contemporary Black presence on Salt Spring Island in British Columbia. Ms. White told an audience of government and community representatives that the first Black settlers on this island were African Americans fleeing persecution in the United States at the end of the 1850s. Although some later returned to the United States, Ms White and photographer Joanne Bealy connected with nearly all those of African descent currently on the island, some of whom are descended from the original settlers. Next year, Salt Spring Island will be celebrating the 150th anniversary of the arrival of the first Black pioneers.

Marshall and other Consulate representatives attended a Ramadan Iftar dinner in the presence of several dignitaries, including Quebec Premier Jean Charest, Montreal Mayor Gérald Tremblay and Quebec Minister of Immigration and Cultural Communities Yolande James. For twenty-five years, Egyptian-born Canadian George Saad has organized this event to favor dialogue and promote peace between the various cultural and religious communities in Quebec. Since it was created in 1983, the event has grown from approximately 50 guests to over 400 this year.

  <description>Throughout the month of February, we participated in Montreal&#39;s proud tradition of celebrating Black History Month, by attending and hosting several events. We were pleased to attend the official opening of Montreal&#39;s activities at City Hall and the closing ceremony in honor of Quebec Minister of Immigration and Cultural Communities Yolande James. We applaud this year&#39;s theme, &quot;Celebrate our presence and recognize our contributions – 1608-2008&quot;, which was chosen to coincide with the 400th anniversary of Quebec and to honor Mathieu Da Costa, the first black person in Canada. Consul General Mary B. Marshall also hosted a reception to recognize this year&#39;s and past year&#39;s Black History Month Laureates, who have all contributed significantly to Quebec society. We were pleased that so many of Montreal&#39;s Black Community leaders could join us at this event to wish the Laureates continued success. Finally, the Consulate&#39;s Rhonda Watson took part in a series of outreach activities: speaking to two World Culture classes at Beaconsfield High School and discussing the importance of celebrating Black History Month with Peter Anthony Holder on CJNT television&#39;s &quot;Soul Call&quot; (aired Feb. 21) and with Jean Ernest Pierre on his daily show &quot;Face-à-face&quot; on CPAM radio (Feb. 22).   </description>
