For those of us not in the know, "supercomputer" conjures up few images. One might be the 30 Rock episode where Jenna mistakes a prop from the failed 1975 series Supercomputer for creepy head page Donny. Or possibly a giant Star-Trek-like room emitting boops and beeps. Those in the know, like Horst Gietl, an executive consultant for the International Supercomputing Conference, will tell you that a supercomputer is simply a computer that has the most advanced processing speed and capability right now. &lt;br /&gt;
&lt;br /&gt;
The computer you're using to read this is more powerful than supercomputers of yore. But today's supercomputers are so fast, the cool kids call them "slow." Take the processor in a laptop, multiply it by thousands, stack them in racks, link them through a lightning-fast network and you have a supercomputer. &lt;br /&gt;
&lt;br /&gt;
"If an application on your laptop needs years to produce valuable results, then a supercomputer may solve the same problem in minutes," Gietl says. They have the ability to handle massive amounts of data for climate analysis, molecular modeling and even nuclear explosion simulation. This week, the annual list of the world's 500 most powerful machines was announced at the ISC in Dresden, Germany. Here are the top ten:&lt;br /&gt;

10. SGI Altix ICE 8200EX&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
The SGI Altix system in Pau, France, has a capacity of 106.1 teraflops (one teraflop = one trillion operations per second). This supercomputer is run by Total Exploration Production and is the largest system housed with an industrial customer, according to Top500.org. Total is a gas and oil company that uses its supercomputer to do seismic depth imaging in order to locate underground hydrocarbon reservoirs. The company reports that the massive heat from the computer is being used to warm some of the building at the center. &lt;br /&gt;

9. BlueGene/P at IDRIS&lt;br /&gt;
&lt;br /&gt;
The BlueGene/P Solution system at the Institut du Développement et des Ressources en Informatique Scientifique in Orsay, France, is just one of many IBM systems on the list. IDRIS works in partnership with another supercomputer center in Montpellier to offer its capabilities to the national scientific community.&lt;br /&gt;

8. EKA&lt;br /&gt;
&lt;br /&gt;
This is the second year a supercomputer in India has broken the top 10. EKA, which means number one in Sanskrit, runs on a Hewlett-Packard system at Computational Research Laboratories, a subsidiary of Tata Sons in Pune, India. Tata Group is the largest conglomerate in India, bringing in $55 billion annually. CRL is focused entirely on high-performance computing. EKA's power makes it ideal for molecular simulations, fluid dynamics computations and crash simulations.&lt;br /&gt;

7. Encanto &lt;br /&gt;
&lt;br /&gt;
This system, at the New Mexico Computing Applications Center (NMCAC) in Rio Rancho, New Mexico, was built by SGI. According to an article in the United Kingdom's Register earlier this year, Encanto was being housed at an Intel facility (Intel made most of the processors in the Top500 list). Apparently, politicians in New Mexico are considering making the 133.2 teraflops supercomputer available for businesses and academic institutions to rent.&lt;br /&gt;

&lt;br /&gt;
5. Jaguar&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
The Jaguar supercomputer at Oak Ridge National Laboratory in Oak Ridge, Tenn., was built by Cray. If the name sounds familiar, that's because Seymour Cray dominated the computing world from the 1960s through the 1980s. His Cray-2 was the fastest computer in the world for four years in the '80s. Earlier this month, Jaguar got a makeover, upping its speed to 260 teraflops. Like many other supercomputers on the list, Jaguar is used to conduct a variety of security and scientific research.&lt;br /&gt;

&lt;br /&gt;
4. Ranger &lt;br /&gt;
&lt;br /&gt;
Unlike the other supercomputers at the top of this list, Ranger is a system intended to be open. Sun Microsystems worked with the Texas Advanced Computing Center at the University of Texas and a team of academic institutions to build Ranger, which has one-half a petaflop (the next step up from teraflop) capacity. Researchers at academic institutions in the United States whose hearts beat faster at the possibility of crunching "parallel algorithms" and doing "scalable visualization," can submit proposals to have the system run their numbers.&lt;br /&gt;

3. BlueGene/P at Argonne&lt;br /&gt;
&lt;br /&gt;
Another Big Blue system is the BlueGene/P at Argonne National Laboratory in Argonne, Ill. Argonne, along with Los Alamos, Oak Ridge, and Lawrence Berkeley, was part of the Manhattan Project, which developed the nuclear bomb in the 1940s. It's the first national laboratory in the country and one of the largest. Argonne still conducts nuclear research, but is also conducting research in environmental management, energy resources, and a variety of scientific fields.&lt;br /&gt;

2. BlueGene/L&lt;br /&gt;
&lt;br /&gt;
IBM's BlueGene/L system at Lawrence Livermore National Laboratory in Livermore, Calif., is nothing to sneeze at. It can do 478.2 trillion operations in a second, which it does in collaboration with Los Alamos and Sandia. BlueGene/L can run nuclear computer simulations, replacing underground testing. Thankfully.&lt;br /&gt;

1. Roadrunner &lt;br /&gt;
&lt;br /&gt;
Earlier this month, Roadrunner became the first computer ever to reach the one petaflop per second level. Translation: it can do one thousand trillion calculations in the blink of an eye. That's 15 zeroes. That's so fast, even analogies can't touch it. Roadrunner, named after New Mexico's state bird, is operated by Los Alamos National Laboratory. IBM designed and built the record-breaking system, which will be used to do energy, astronomy, climate, human genome research, and to keep the nation's nuclear stockpile safe. &lt;br /&gt;

6. JUGENE&lt;br /&gt;
&lt;br /&gt;
This computer, at the Jülich Research Centre (FZJ for short in German), in Nordrhein-Westfalen, Germany is yet another that runs on IBM's BlueGene system. Back in the day, Jülich had three nuclear reactors for research, but they have all since been closed. As part of the deal, the consortium will pay the BCCI US $918 million for the television broadcast rights and US $108 million for the promotion of the tournament.[18] This deal was challenged in the Bombay High Court by IPL, and got the ruling on its side. The main point of contention was that signed players should always be available to their country for international tours, even if it overlaps with the IPL season. To address this, the BCCI officially requested that the ICC institute a time period in the International Future Tours Program solely for the IPL season. This request was not granted at a subsequent meeting held by the ICC.[39]&lt;br /&gt;[edit] Conflicts with the England and Wales Cricket Board&lt;br /&gt;&lt;br /&gt;Because the inaugural IPL season coincided with the County Championship season as well as New Zealand's tour of England, the ECB and county cricket clubs raised their concerns to the BCCI over players. The ECB made it abundantly clear that they would not sign No Objection Certificates for players—a prerequisite for playing in the IPL. Chairmen of the county clubs also made it clear that players contracted to them were required to fulfill their commitment to their county. As a result of this, Dimitri Mascarenhas was the only English player to have signed with the IPL for the 2008 season.[40]&lt;br /&gt;&lt;br /&gt;A result of the ECB’s concerns about players joining the IPL, was a proposed radical response of creating their own Twenty20 tournament that would be similar in structure to the IPL. The league — titled the English Premier League — would feature 21 teams in three groups of seven and would occur towards the end of the summer season.[41] The ECB enlisted the aid of Texas billionaire Allen Stanford to launch the proposed league.[42] Stanford was the brains behind the successful Stanford 20/20, a tournament that has run twice in the West Indies. On 17 February 2009, when news of the fraud investigation against Stanford became public, the ECB and WICB withdrew from talks with Stanford on sponsorship.[43][44] On February 20 the ECB announced it has severed its ties with Stanford and cancelled all contracts with him.[45]&lt;br /&gt;[edit] Conflicts with Cricket Australia&lt;br /&gt;&lt;br /&gt;The BCCI also experienced run-ins with Cricket Australia (CA) over player availability for Australia’s 2008 tour of the West Indies and CA’s desire for global protection of their sponsors. CA had feared that sponsors of the IPL (and its teams) that directly competed with their sponsors would jeopardize already existing arrangements. This issue was eventually resolved [46] and it was also agreed upon that Australian players would be fully available for the West Indies tour.&lt;br /&gt;[edit] Conflicts with the Pakistan Cricket Board&lt;br /&gt;&lt;br /&gt;Many players from the Pakistan Cricket Team who were not offered renewed central contracts (or decided to reject new contracts) decided to join the rival Indian Cricket League (ICL). Two such players—Naved-ul-Hasan and Mushtaq Ahmed also held contracts with English Counties. The PCB decided to issue No Objection Certificates for these players to play with their county teams on the basis that since they were no longer contracted to the PCB, there was no point in not granting them their NOCs. The latter did not sit well with the BCCI, as it went against the hard line stance they had taken on players who joined the ICL.[citation needed]&lt;br /&gt;&lt;br /&gt;After the 2008 Mumbai attacks, the Pakistan government deemed it unsafe for its players to travel to India for the IPL. However, when the IPL was shifted to South Africa, the Pakistani players requested the IPL organizers and Lalit Modi to allow them to play but they refused by reasoning that the squads had already been decided and there was no room for Pakistani players.[citation needed]&lt;br /&gt;&lt;br /&gt;Recently in the 2010 IPL auction nobody bid on any of the Pakistani cricketers, despite having expressed an interest in them therefore having them put on the auction list. Initially they said that the decision was purely based on cricket implying that the Pakistanis were not up to standard, the Pakistani team had won the 2009 T20 World Cup. There was speculation that the Pakistanis might have been denied visas, so a team would waste money by recruiting them. After questioning, the IPL board members said that the reasoning behind none of the Pakistani players being selected was simply natural and unaffected by any outside influences.&lt;br /&gt;[edit] Conflicts with other Boards&lt;br /&gt;&lt;br /&gt;Smaller boards like the WICB and NZCB have raised concerns over the impact the IPL will have on their player development and already fragile financial situation. Since players from smaller cricketing nations are not compensated as much, they have more motivation to join the IPL.[citation needed]&lt;br /&gt;[edit] Media restrictions&lt;br /&gt;&lt;br /&gt;Initially the IPL enforced strict guidelines to media covering Premier League matches, consistent with their desire to use the same model sports leagues in North America use in regards to media coverage. Notable guidelines imposed included the restriction to use images taken during the event unless purchased from cricket.com, owned by Live Current Media Inc (who won the rights to such images) and the prohibition of live coverage from the cricket grounds. Media agencies also had to agree to upload all images taken at IPL matches to the official website. This was deemed unacceptable by print media around the world. Upon the threat of boycott, the IPL eased up on several of the restrictions.[47] On 15 April 2008 a revised set of guidelines offering major concessions to the print media and agencies was issued by the IPL and accepted by the Indian Newspaper Society.[48]&lt;br /&gt;&lt;br /&gt;Even with the amended restrictions, specialist cricket websites such as cricinfo and cricket365 continued to be banned from providing live coverage from the grounds and from purchasing match images from press agencies. As a result, on 18 April several major international agencies including Reuters and AFP announced their decision to provide no coverage of the IPL.[49]&lt;br /&gt;[edit] Conflict with Cricket Club of India&lt;br /&gt;&lt;br /&gt;As per IPL rules, the winner of the previous competition decides the venue for the finals.[50] In 2009, the reigning Champions, Deccan Chargers chose the Brabourne Stadium in Mumbai.[50] However, a dispute regarding use of the pavilion meant that no IPL matches could be held there. There are several ethnic groups living at Gulshan-e-Hadeed which include &lt;a href="http://en.wikipedia.org/wiki/Punjabi_people" title="Punjabi people"&gt;Punjabis&lt;/a&gt; (constituting majority), &lt;a href="http://en.wikipedia.org/wiki/Sindhi_people" title="Sindhi people"&gt;Sindhis&lt;/a&gt;, &lt;a href="http://en.wikipedia.org/wiki/Muhajir" title="Muhajir"&gt;Muhajir&lt;/a&gt;, &lt;a href="http://en.wikipedia.org/wiki/Kashmiri_people" title="Kashmiri people"&gt;Kashmiris&lt;/a&gt;, &lt;a href="http://en.wikipedia.org/wiki/Saraiki_people" title="Saraiki people"&gt;Seraikis&lt;/a&gt;, &lt;a href="http://en.wikipedia.org/wiki/Pashtun_people" title="Pashtun people"&gt;Pakhtuns&lt;/a&gt;, &lt;a href="http://en.wikipedia.org/wiki/Balochi_people" title="Balochi people" class="mw-redirect"&gt;Balochis&lt;/a&gt;, &lt;a href="http://en.wikipedia.org/wiki/Memon" title="Memon"&gt;Memons&lt;/a&gt;, &lt;a href="http://en.wikipedia.org/wiki/Bohra" title="Bohra" class="mw-redirect"&gt;Bohras&lt;/a&gt; and &lt;a href="http://en.wikipedia.org/wiki/Ismaili" title="Ismaili" class="mw-redirect"&gt;Ismailis&lt;/a&gt;.&lt;/p&gt; &lt;p&gt;Located on the edge of National Highway, Gulshan-e-Hadeed is at 30 minutes drive from Karachi’s &lt;a href="http://en.wikipedia.org/wiki/Jinnah_International_Airport" title="Jinnah International Airport"&gt;Jinnah International Airport&lt;/a&gt;. The neighbouring areas of Gulshan-e-Hadeed include &lt;a href="http://en.wikipedia.org/wiki/Steel_Town" title="Steel Town"&gt;Steel Town&lt;/a&gt;, &lt;a href="http://en.wikipedia.org/wiki/Pipri" title="Pipri"&gt;Pipri&lt;/a&gt; and Shah Latif Town.&lt;/p&gt; &lt;p&gt;Gulshan-e-Hadeed is divided in two phases (Phase-I and Phase-II)&lt;/p&gt; &lt;ul&gt;&lt;li&gt;&lt;b&gt;Phase-I&lt;/b&gt; is a commercial and residential area. In Phase-I there is a centrally located main commercial market that comprises more than 30 shops and approximately 2500 houses are located all around. Jamiah Masjid “Dayyar-e-Habib” is the biggest mosque that gathers more than 5000 prayers at every Friday prayer. Peer Bazaar (Monday Bazaar) is held in Phase-I on every Monday.&lt;/li&gt;&lt;/ul&gt; &lt;ul&gt;&lt;li&gt;&lt;b&gt;Phase-II&lt;/b&gt; is mainly a residential area of Gulshan-e-Hadeed comprising of more than 4000 houses. For shopping purposes, phase II is also provided with local small markets in each neighbourhood designated as “L markets” which are 14 in number, scattered within the area of phase II.&lt;/li&gt;&lt;/ul&gt; &lt;p&gt;Near the L-2 market is the Jamiah Masjid “Bab-e-Rehmat”, beside which is a huge ground where Bin Qasim Authorities are engaged in constructing Girls Degree College.&lt;/p&gt; &lt;p&gt;Famous Jamati Cricketer Mudassir also lives in phase - II. “Budh” Bazar is now held at KDA Line Ground on backside of L-7 Market. Two newly constructed main markets, one near Budh Bazaar ground and other near Doctor Cricket ground, have made phase II equally important in commercial activities like that of phase I. Near “Bab-e-Rehmat” Mosque is the PTCL Telephone Exchange which initially acted as a separate exchange but joined Karachi city Telephone Exchange few years ago and now has become fully digital and also provides D.S.L. Internet connections. On the backside of L-7 market is a Jamia Masjid named “Faizan-e-Madina”.&lt;/p&gt; &lt;p&gt;Couple of years back, the management of Pakistan Steel had planned to establish a new residential phase named Phase-III but move on this proposal has not been witnessed.&lt;/p&gt; &lt;p&gt;Gulshan-e-Hadeed is one of the most popular residential areas of Karachi. Most of the residents work in &lt;a href="http://en.wikipedia.org/wiki/Pakistan_Steel_Mills" title="Pakistan Steel Mills"&gt;Pakistan Steel Mills&lt;/a&gt;. Gulshan-e-Hadeed is a relatively advanced living area of Bin Qasim Town. It provides almost all facilities regarding business as well as education.&lt;/p&gt; &lt;p&gt;Structure of Gulshan-e-Hadeed is wonderful. It was designed by Russian engineers, who designed it very calculated. Residential houses are built in such a way that the double road, which encircles all around the whole area, faces “C” block bungalows, which are the biggest area wise. Behind “C” block bungalows and facing the double roads that pass across the area are “B” block houses which are of middle size. The core of the area is made up of small sized “A” block houses which are largest in number. By now, the houses facing the main artery of the area have been commercialized by owners. So one would see shops on both sides of the main road that passes through whole the area.&lt;/p&gt; &lt;p&gt;The population of Gulshan-e-Hadeed has been growing tremendously over couple of years due to heavy immigration from interior of Sindh and other provinces. The area is densely populated. The double and tripple-storey houses seem to be increasing in number. Cost of houses ranges from approximately 3 million rupees to over 20 million.&lt;/p&gt; &lt;p&gt;Gulshan-e-Hadeed is also called a school town. According to one estimation, it is one of the towns in Pakistan which are having large number of schools and colleges. It is very beautiful and clean; streets and roads both are carpeted.&lt;/p&gt; &lt;p&gt;The people of Gulshan-e-Hadeed are highly educated and peace-loving. The People are fond of gardening. One would see a small lawn before each house. Most of the people belong to middle income group. The only drawback the residents of this area face is that this area is far away from the centre of Karachi city, almost more than 35 KM from centre of Karachi, so the people who work in Karachi city face transportation difficulties. Also the current UC 6 NAZIM is not doing anything for the town and the sewerage system is becoming worst and roads have only diges and speed breakers with no repairing in last 3 years. Current NAZIM's performance is poor and shameless.&lt;/p&gt; &lt;p&gt;There opened an office for online job program in Gulshan-e-Hadeed also in which youngsters specially University level students taking interest and they doing part time online jobs for earning their pocket money. It is believed that this area will be included in one of the prominent areas in near future as the planned textile, educational, i.t and media cities site area is near to this place. Also AGA KHAN ENGINEERING UNIVERSITY and SIUT branch and CIVIC CENTRE 2 of Karachi will be in its neighbour which increases its importance.&lt;/p&gt; &lt;p&gt;Quaid-e-Azam Park is [located in Steel Town] at a distance of 2 KM from Gulshan-e-Hadeed, is a worth visiting beautiful park. In pursuance of this decision, &lt;b&gt;Pakistan Steel Mills&lt;/b&gt; Corporation Limited was incorporated as a private limited company to establish and run steel mills at Karachi. Pakistan Steel Mills Corporation concluded an agreement with V/o Tyaz Promexport of the USSR in January, 1969 for the preparation of a feasibility report for the establishment of a coastal-based integrated steel mill at Karachi. In January 1971 &lt;a href="http://en.wikipedia.org/wiki/Pakistan" title="Pakistan"&gt;Pakistan&lt;/a&gt; and the &lt;a href="http://en.wikipedia.org/wiki/USSR" title="USSR" class="mw-redirect"&gt;USSR&lt;/a&gt; signed an agreement under which the latter agreed to provide techno-financial assistance for the construction of a coastal-based integrated steel mill at Karachi. The foundation stone of this vital and gigantic project was laid on 30 December, 1973 by the Prime Minister of Pakistan &lt;a href="http://en.wikipedia.org/wiki/Zulfikar_Ali_Bhutto" title="Zulfikar Ali Bhutto"&gt;Zulfikar Ali Bhutto&lt;/a&gt;. The mammoth construction and erection work of an integrated steel mill, never experienced before in the country, was carried out by a consortium of Pakistani construction companies under the overall supervision of Soviet experts. Pakistan Steel not only had to construct the main production units, but also a host of infrastructure facilities involving unprecedented volumes of work and expertise. Component units of the steel mills numbering over twenty, and each a big enough factory in its own right, were commissioned as they were completed between 1981 to 1985, with the Coke Oven and Byproduct Plant coming on stream first and the Galvanizing Unit last. Commissioning of Blast Furnace No.1 on 14 August, 1981 marked Pakistan's entry into the elite club of iron and steel producing nations. The project was completed at a capital cost of Rs.24,700 million. The completion of the steel mill was formally launched by the then-President of Pakistan on 15 January, 1985. Pakistan Steel today is the country's largest industrial undertaking, having a production capacity of 1.1 million tonnes of steel. The real founders of Pakistan Steel Mills are Prof. Niaz Muhammad, Wahab siddiqui and Russian scientist Mickhail Koltokof. It was the hard work of Prof Niaz that thousands of scientists and technical staff got trained by him. His inspirations and innovations got him the highest award from president of Pakistan, and also from Russian Govt. The Govt of Pakistan has given him Pride Of Performance. His nomination for nobel prize was biggest respect what Pakistan achieved.&lt;br /&gt;&lt;h2&gt;&lt;span class="mw-headline" id="Location_and_site"&gt;Location and site&lt;/span&gt;&lt;/h2&gt; &lt;p&gt;Pakistan Steel is located at a distance of 40 km Southeast of Karachi at Bin Qasim near Port Muhammad Bin Qasim. It was found to be an ecologically preferable location, alongside a tidal creek and having a wind direction away from the city of Karachi. Pakistan Steel is spread out over an area of 18,660 acres (about 29 square miles (75 km&lt;sup&gt;2&lt;/sup&gt;)) including 10,390 acres (42 km&lt;sup&gt;2&lt;/sup&gt;) for the main plant, 8,070 acres (33 km&lt;sup&gt;2&lt;/sup&gt;) for the township and 200 acres (0.8 km&lt;sup&gt;2&lt;/sup&gt;) for the 110 MG water reservoir. In addition it has leasehold rights over an area of {convert|7520|acre|km2|0} for the quarries of limestone and dolomite in the Makli and Jhimpir areas of Thatta district.&lt;/p&gt;&lt;br /&gt;&lt;h2&gt;&lt;span class="mw-headline" id="Social_obligations"&gt;Social obligations&lt;/span&gt;&lt;/h2&gt; &lt;p&gt;Pakistan Steel, besides its core activities, has done a lot in making the environment in and around Pakistan Steel green and beautiful through the addition of three unique projects: the Quaid-I-Azam Park, The Quaid-I-Azam Cricket Park and the Quaid-I-Azam Beach. The Quaid-I-Azam Park, which spreads out over an area of 45 acres (180,000 m&lt;sup&gt;2&lt;/sup&gt;), consists of a series of six interconnected lakes, lush green lawns and grassy terraces, colourful flower beds, fountains, life- size steel-made models of wild and marine animals, a jogging track, a bird sanctuary and mini-zoo, as well as a children's play and recreational ground and boating facilities. The other unique project, known as the Quaid-I-Azam Cricket Park, has been established amidst the picturesque surroundings of Steel Town, featuring sloping grassy terraces all around for spectators and four diagonally-located hillocks with seating arrangements to provide a panoramic view of the game. This is spread over an area of 32000 sq. meters and is equipped with all the necessary facilities, conforming to international standards. The third project, Quaid-I-Azam Beach, is being developed with the aim to provide a seaside recreational spot to the employees of Pakistan Steel, especially those residing at Steel Town and Gulshan-e-Hadeed. Mohammad Mushaffay Ahmed is majority times elected president of Pakistan steel mills union.&lt;/p&gt; &lt;p&gt;Pakistan Steel is also on its way to establish Quaid-I-Azam National Park over a vast area of 400 acres (1.6 km&lt;sup&gt;2&lt;/sup&gt;) adjacent to Steel Town which shall be a tremendous contribution in the development of the environment.&lt;sup class="noprint Template-Fact" title="This claim needs references to reliable sources from June 2008" style="white-space: nowrap;"&gt;[&lt;i&gt;&lt;a href="http://en.wikipedia.org/wiki/Wikipedia:Citation_needed" title="Wikipedia:Citation needed"&gt;citation needed&lt;/a&gt;&lt;/i&gt;]&lt;/sup&gt;. The organisation also has a football team &lt;a href="http://en.wikipedia.org/wiki/Pakistan_Steel_FC" title="Pakistan Steel FC"&gt;Pakistan Steel FC&lt;/a&gt; that currently competes in the &lt;a href="http://en.wikipedia.org/wiki/Pakistan_Premier_League" title="Pakistan Premier League"&gt;Pakistan Premier League&lt;/a&gt;.&lt;/p&gt;&lt;h2&gt;&lt;span class="mw-headline" id="Privatisation"&gt;Privatisation&lt;/span&gt;&lt;/h2&gt; &lt;p&gt;In May 2006&lt;sup id="cite_ref-0" class="reference"&gt;&lt;a href="http://en.wikipedia.org/wiki/Pakistan_Steel_Mills#cite_note-0"&gt;&lt;span&gt;[&lt;/span&gt;1&lt;span&gt;]&lt;/span&gt;&lt;/a&gt;&lt;/sup&gt;, the government of General Musharraf privatised Pakistan Steel Mills. The consortium involving Saudi Arabia-based Al Tuwairqi Group of Companies submitted a winning bid of $362 million for a 75 per cent stake in Pakistan Steel Mills Corporation (PSMC) at an open auction held in Islamabad. the consortium of Saudi Arabia-based Al Tuwairqi Group of Companies, Russia's Magnitogorsk Iron &amp;amp; Steel Works and local firm Arif Habib Securities paid a total Rs21.6 billion ($362 million), or Rs16.8 per share, to take control of Pakistan's largest steel manufacturing plant. &lt;a href="http://www.khaleejtimes.com/DisplayArticle.asp?xfile=data/business/2006/April/business_April9.xml&amp;amp;section=business&amp;amp;col=" class="external autonumber" rel="nofollow"&gt;[1]&lt;/a&gt;&lt;/p&gt; &lt;p&gt;Tuwairqi Group of Companies, one of the Ieading business concerns in Saudi Arabia, also launched a $300 million steel mills project at Bin Qasim. The group will set up Tuwairqi Steel Mills (TSM), a state-of-the-art steel-making plant in the southern port city of Pakistan.&lt;/p&gt;&lt;br /&gt;&lt;h2&gt;&lt;span class="mw-headline" id="Suo_moto_notice"&gt;Suo moto notice&lt;/span&gt;&lt;/h2&gt; &lt;p&gt;In response to wide spread public outcry and call for action the &lt;a href="http://en.wikipedia.org/wiki/Justice_Iftikhar_Chaudry" title="Justice Iftikhar Chaudry" class="mw-redirect"&gt;Chief Justice of Pakistan&lt;/a&gt; took a suo moto action against the privatisation citing irregularities in the process. The verdict was delivered on August 8, 2008.&lt;sup id="cite_ref-1" class="reference"&gt;&lt;a href="http://en.wikipedia.org/wiki/Pakistan_Steel_Mills#cite_note-1"&gt;&lt;span&gt;[&lt;/span&gt;2&lt;span&gt;]&lt;/span&gt;&lt;/a&gt;&lt;/sup&gt;&lt;/p&gt; &lt;p&gt;The Supreme Court on August 8, 2008 held that the entire disinvestment process of the Pakistan Steel Mills reflected a haste, ignoring profitability aspect and assets of the mills by the financial adviser before its evaluation. The transaction was the outcome of a process reflecting procedural irregularities, said the 80-page judgment in the PSM case.&lt;/p&gt; &lt;p&gt;On June 23, a nine-member bench of the Supreme Court had annulled the sale of the country’s largest industrial unit to a three-party consortium and had directed the government to refer the matter to the Council of Common Interests within six weeks. It had declared the $362 million transaction with the Russian-Saudi-Pakistan investors as null and void.&lt;/p&gt; &lt;p&gt;Authored by Chief Justice of Pakistan Justice Iftikhar Mohammad Chaudhry, the judgment said the entire exercise reflected a haste by the Privatisation Commission (PC) and the Cabinet Committee on Privatisation (CCOP). The PC had processed the March 30 final report of the financial adviser the same day and a meeting of the PC board and a summary had also been prepared the same day when a six week time was mandatory to examine and fix a fair reference price for approval by the CCOP.&lt;/p&gt; &lt;p&gt;“This unexplained haste caste reasonable doubt on the transparency of the whole exercise and reflects CCOP’s disregard towards mandatory rules and materials, essential for arriving at a fair reference price,” it maintained.&lt;/p&gt; &lt;p&gt;The board had proposed to value the share of the mill at Rs17.43 but it was reduced to Rs16.18 without assigning any reason, the verdict said. The verdict said that keeping in view the annual net profit of the mill, its shares’ value should have been ascertained by offering 10 per cent equity of the mills on the stock exchange.&lt;/p&gt; &lt;p&gt;“A constitutional court would be failing in its duty if it does not interfere to rectify the wrong, more so when valuable assets of the nation are at stake,” the judgment said.&lt;/p&gt;&lt;h3&gt;&lt;span class="mw-headline" id="Worth_of_Steels_Mills"&gt;Worth of Steels Mills&lt;/span&gt;&lt;/h3&gt; &lt;p&gt;The worth of Steels Mills calculated on 30 June 1999, including 4,500 acres (18 km&lt;sup&gt;2&lt;/sup&gt;) of land and long term assets, came to $0.294 billion &lt;a href="http://www.edb.gov.pk/Corporations/STEEL/Pak%20Steel.pdf" class="external autonumber" rel="nofollow"&gt;[2]&lt;/a&gt;. The worth of Steels Mills grew from 1999 to 2005 to become $349 million &lt;a href="http://www.privatisation.gov.pk/industry/PDF%20File/PSMC%20Summary%20Info%20-%2027-09-05.pdf" class="external autonumber" rel="nofollow"&gt;[3]&lt;/a&gt; and while a Saudi group Tuwairqi agreed to pay $362 million for Steels Mills.
