<p><b></b>A total of 2, 700 disadvantaged young women and girls aged between 15 and 24 are set to be trained in Food processing skills. The training covers areas related to Culinary Art, Food Processing, Agri-business, Arts and Crafts.</p>
<p>The programme is being undertaken by the Adolescent Girls Initiative (AGI) operating under the Workforce Development Authority (WDA).</p>
<p>The Economic Empowerment of Adolescent Girls and Young Women Project is a new program supported by a Multi-Donor Trust Fund for adolescent girls and implemented by the Government of Rwanda through the Ministry of Gender and Family Promotion, the Workforce Development Authority, and the Imbuto Foundation.</p>
<p>In its vocational training component, the project aims at creating employment opportunities and supporting incomes and empowerment of women.</p>
<p>According to AGI focal point in the WDA Sam Barigye, 675 adolescent girls and young women have already been selected in nine centers to undertake this programme.</p>
<p>These centers are located in the districts of Rulindo, Gasabo, Gicumbi and Kicukiro. Induction of the selected trainees is scheduled for on Monday May 20, 2013.</p>
<p>A sensitization campaign to involve local authorities including District Education officers to call upon selected trainees for induction is also in progress.</p>
<p>The entire training will take a duration of 12 months and  can be held on a part-time basis (5 hours per day) in order to give access to women with children and other responsibilities.</p>

<p>Managers within WDA and the Integrated Polytechnic Regional Centres (IPRCs) attended a workshop on Human resource management.<br />
The workshop was conducted through BMB Mott MacDonald a Nuffic-funded implementing project in strengthening of the Workforce Development Authority and Support to the Establishment of an Integrated TVET System in Rwanda.</p>
<p>While conducting the workshop, Martin de Graaf a Human Resource Development expert under NUFFIC said that workshop aims at promoting effective performance, creating good staff, creativity among staff to develop good leadership policies, knowing staff personality and attitude, among other skills.</p>
<p>This activity comes at a time when most managers experience challenges in the management of their Human Resources and seek for practical and hands-on training that can help them in their daily work.<br />
The Director of Admnistration and Human Resouce (WDA) Francis Twinamastiko reminded managers on how human resource management is important in organising other resources for a smooth running of an institution.<br />
He further urged them to pass on such skills to any of their staff who has a supervisory role at any level of administration.<br />
Areas that require training indicated by the expert Include; recruitment, induction, motivation, empowerment, performance management system, staff appraisal, conflict handling, team building, discipline and continuous personal development.<br />
The second phase of this NUFFIC project started in January 2013 and is expected to end by mid-2016. Planned activities include the development and implementation of Human Resource Management (HRM) systems and practices within WDA and the IPRCs.</p>

<p>The project manager of skills development fund, Livingston Byandaga has called on Rwandan Youths to join Technical and Vocational Education Training (TVET) as a way of working with the country to becoming a middle income economy.</p>
<p>According to Mr. Byandaga, Rwandan Youths are increasingly applying their earned technical knowhow into self employment and the combination of the knowledge and skills has changed lives as it has solved unemployment problem for most of them.</p>
<p>He was speaking while officiating the launch of a cottage industry training project in Nyagatare district, Eastern Province.</p>
<p>The training was organized by Assist Rwanda, a non-profit organization that works to improve lives of the most disadvantaged youth in Rwanda. The training was funded by Workforce Development Authority (WDA) through the Skills Development Fund (SDF).</p>
<p>&nbsp;</p>
<p>The cottage industry which was launched is currently conducting a 3 month training for 117 youth of different categories in making liquid soap, bar soap, shampoo, Jik , wood preservatives, candles, petroleum jelly, liquid hand jelly, chalk, paint, hair conditioner, shoe polish, among other products.</p>
<p>“If you look at countries like Singapore, Korea and many others that have rapidly developed are attributing it to TVETs. We need more Rwandan youth to join them (TVET) and lift our country’s economy,” said Byandaga.</p>

<p>“The country wants to attain a middle income economy by 11.5% in 5 years to come. This does not greatly require University graduates…but people with hands on skills to help meet this target.” He added.</p>
<p>Assist Rwanda received a grant worth over 40 million Rwandan francs in the first round of the Skills Development Fund (SDF) grants awarded by the World Bank through WDA, to enable the implementation of TVET.</p>

<p>Livingstone Byandaga the SDF program manager urged trainees to master the skills passed on here with a great ambition to share them and compete at the regional labour market. He further told them (trainers) to think of other innovations related to producing raw materials for the products they make instead of importing them regularly.</p>

<p>Jennifer Kansime, one of the trainees and a final year Finance student at Finance at Umutara Polytechnic revealed her decision of joining this training centre as being the fact that she wants to become a job creator immediately after completing her studies.  Speaking on behalf of other trainers, she noted the existence of a big rate of unemployment in Rwanda, a reason why young people should greatly be involved in technical and vocational training.</p>
<p>According to the Chairman of Assist-Rwanda, Emmanuel Shamakokera, trainees are also provided with skills on how to make cooperatives and will also acquire start-up capital to sustain the implementation of their skills.</p>
<p>“From these trainees, we are striving hard to develop trainers who will pass on skills to the whole country. This is owing to the fact that all trainees are currently expatriates,” he said.</p>
<p>As a way to manage the increasing number of trainees, Assist-Rwanda is constructing a Youth Employment and Children Sharing Centre in Nyagatare district.</p>

<p>Nyagatare is now home to a cottage industry training center. The center was launched by Assist-Rwanda, a non- profit organization that works to improve lives of the most disadvantaged youth in Rwanda.</p>
<p>The project funded by the Workforce Development Authority (WDA) through the Skills Development Fund (SDF) currently conducting a 3 month training for 117 youth of different categories.</p>
<p>The skills being imparted include; making liquid soap, bar soap, shampoo, Jik , wood preservatives, candles, petroleum jelly, liquid hand jelly, chalk, paint, hair conditioner, shoe polish, among other products.</p>
<p>Assist Rwanda received a grant worth over 40 million Rwandan francs in the first round of the Skills Development Fund (SDF) grants awarded by the World Bank through WDA, to enable the implementation of TVET.</p>
<p>Livingstone Byandaga the SDF program manager urged trainees to master the skills passed on here with a great ambition to share them and compete at the regional labour market.</p>
<p>He further told them to think of other innovations related to producing raw materials for the products they make instead of importing them regularly.</p>
<p>Jenny Kansiime, a trainee and a final year student of Finance at Umutara Polytechnic said that she decided to join this training center because she wants to become a job after completing her studies.</p>
<p>Speaking on behalf of other trainees, she noted the existence of a big rate of unemployment in Rwanda, a reason why young people should greatly be involved in technical and vocational training.</p>
<p>According to the Chairman of Assist-Rwanda Emmanuel Shamakokera, trainees are also provided with skills on how to make cooperatives and will also acquire start-up capital to help in the implementation of their skills.</p>
<p>“From these trainees, we are striving hard to develop trainers who will pass on skills to the whole country”, added Shamakokera.</p>
<p>As a way of managing the increasing number of trainees, Assist-Rwanda is constructing a Youth Employment and Children Sharing Centre in Nyagatare.</p>

<p>One of Rwanda’s higher learning institutions,<b> ‘</b>Umutara Polytechnic University’ recently launched a research centre to promote livestock development in the Eastern Province.</p>
<p>The ‘Centre for Research of Livestock and development programme’, according to the University officials, will provide hands on research to livestock farmers in the area.</p>
<p>In an exclusive interview after the launch of the Centre, the University rector, Dr. James Gashumba said that the research centre is timely as it answers the call by the Ministry of education for more research centres in higher leaning institutions.</p>
<p>“I have been the rector of this University for just fifteen months…and since I came, we recognized with other senior leaders that our status in research was very embryonic and that was not acceptable, and we have put a lot of emphasis on redressing that shortcoming.</p>
<p>This also comes in conformity with the report by the Ministry of education in its Science and technology innovation department which emphasized that research in Rwandan higher institutions was very low compared to the international standards. Today is a step in the journey to try and redress this through the Centre for research and development in Umutara Polytechnic,” he said.</p>
<p>The University rector added that in line with the history of Umutara Polytechnic as an institution that was set up to promote the community, their mandate will primarily put big emphasis on the community in the Eastern region and the country as whole during their research work.</p>
<p>“Our main purpose of the research will be addressing the problems faced by livestock farmers in the Eastern region and helping to solve them.”</p>
<p>Dr. Francis Mbuza, a senior lecturer and director of the Research centre said that the University has since 2010 been working on a proposal to start a research centre for livestock development.</p>
<p>“We have been working round the clock to ensure that this proposal is in place. It is worthwhile that we look for stakeholders to look at it and critisise it and advise on useful things we can add on to make it more functional,” he said.</p>
<p>The director of Science unit in the Ministry of education, Fabien Habimana who represented the Ministry’s permanent secretary hailed the University for coming up with the research project.</p>
<p>“I want to acknowledge Umutara Polytechnic and pass on a message of support from the Ministry of education.  Umutara Polytechnic has envisioned a centre which will address the existing challenges faced by the farming community in Eastern region,” he said.</p>
<p>Sam Rubagumya, a model farmer in Nyagatare district hailed the new research centre.</p>
<p>“We are very close to the University and indeed work together on a daily basis. There is no doubt that the livestock research centre has come as a boost to our production,” he said.</p>

<p>WDA staff joined staff and students of Nyamata Technical Secondary School TSS in Bugesera district in the monthly community work “Umuganda” to clear a bushy area measuring 5 hectares, reserved for the construction of dormitories expected to accommodate about 700 students.</p>
<p>The value of the whole work done was estimated at over 900,000 Rwandan francs. This came at a time when the school faces acute shortage of accommodation for its students.</p>
<p>According to the Director of Nyamata TSS John Sebahana, out of the 746 students only 543 are accommodated. Others stay in hostels provided by district authorities which are a kilometer away from the main campus, a situation that puts students at risk because they move at night especially females.</p>
<p>Speaking at the event, the Director General WDA Jerome Gasana said that the reason for participating in the cause is to support the school to realize its vision through provision of infrastructure, teaching equipment and carrying out rehabilitation.</p>
<p>He urged students to use this opportunity to maintain their best performance in national exams.</p>
<p>Nyamata TSS has also shown innovations in TVET. It was among the best three exhibitors in the 2012 TVET expo, after winning another trophy of best academic performers in the eastern province.</p>
<p>Bugesera’s Vice mayor in charge of economic affairs Julius Rukundo hailed the support since the local authorities have been so much concerned about the security of students who move late at night to hostels which do not have full control as compared to the main campus.</p>
<p>Gisele Nyiransabimana a senior six student at Nyamata TSS in Computer-Electronics said that staying in hostels far from the main campus reduces the hours of private study considering the time it takes to move to the place.</p>
<p>Nyamata TSS offers training in carpentry, Computer-Electronics, construction, Electricity, General mechanics and Tailoring.</p>

<p>The Workforce Development Authority (WDA) s Examination unit has started registration of senior six private candidates in professional and technical options for the academic year 2013 exams.</p>
<p>According to this unit, registration in provinces began on Monday April 22 and will end on Friday May 3in ten upcountry district centers.</p>
<p>Registration in Kigali City (Nyarugenge, Gasabo and Kicukiro), will begin on May 6 and end on May 17 2013.</p>
<p>WDA staff will check, monitor and register candidates, keep their files and sign them before reporting to the head office. They will work together with thirty District Education Officers (DEOs) in various registration centres.</p>
<p>WDA is calling upon those who wish to re-sit national exams in their respective domain of technical and professional options to try their chances and improve on their previous results.</p>
<p>The examination unit says that those who sat for advanced level TVET examinations 2011 and 2012 whose results were cancelled due to cheating or other resolved malpractices during examination can be registered in their respective domains.</p>
<p>This is the third time in a raw that WDA is going to be conducting TVET exams since 2011. The task had been previously done by the examination council and was theoretical in nature. The exams are now done practically as a way of uplifting the hands-on skills in Rwanda.</p>

<p>Belasi School is strategically located in Remera, overlooking the road from the Kigali international Airport.</p>
<p>With 42 students, the school says that it is striving to shape young people for current labour market standards.</p>
<p>According to the proprietor Fanny Mukayiranga, after winning support from the SDF grant, the strategy is to reinforce hands-on skills in this field that has not been fully exploited in terms of investment.</p>
<p>Over 590 million Rwandan francs was officially awarded to 17 training institutions in 2012, ranging between Rwf14.7 and Rwf55.2 million as a grant to enable them strengthen the implementation of TVET in their respective areas.</p>
<p>The 17 SDF grant winners in the first phase were; Mpanda VTC, Karengera VTC, Ndendezi VTC, Mugusa VTC, ETAG VTC, Inyemeramihigo VTC, Rise to Shine , VISDAPOC and Jill Barham.</p>
<p>Others are Rwabuye VTC, Universal Beauty Academy, BELASI saloon school, CODUSI cooperative, APEESDE, ASSIST Rwanda, Kayonza VTC and ADENYA.</p>
<p>In an interview with Gentille Musanabera one of the trainees at BELASI saloon school she says that she hopes that she will be able to start her own saloon that will employ other people.</p>
<p>“I have belief that self reliance is part of facing present life challenges,” says Musanabera.</p>
<p>The government has put much effort in calling upon training institutions to provide quality education and to ensure that their graduates have a great impact in skills development. This is Due to the existence of skills gap in the labour force.</p>

<p>The Ministry of Education and WDA on Thursday signed two memoranda of understanding with the Swiss Foundation for Technical Cooperation aimed at establishing a Vocational Training Center (VTC) in each of the 5 districts that make up the western province.</p>
<p>According to WDA, this project will be implemented through the Swiss contact an organization of the Swiss private sector for development cooperation where construction is estimated at $2,887,500. The five districts are Karongi, Rusizi, Ngororero, Nyamasheke and Rutsiro.</p>
<p>While officiating at this function, the state minister in charge of TVET Albert Nsengiyumva said that this new development comes at a time the ministry is focusing on promoting productivity and youth employment especially in rural areas where the VTCs will act as a driving force.</p>
<p>“TVET is going to be one of the significant driver of EDPRS 2 and there is need for quality and marketable skills to achieve this goal’, said Minister Nsengiyumva.</p>
<p>Celestin Kabahizi the governor of the western province described this step as a privilege which will benefit not only the western province but the entire nation in addressing the existing skills gap facing the country’s labour force.</p>
<p>The construction of the 5 VTCs is expected to start mid June 2013, motivated by all parties to promote skills development through Technical and Vocational Education and Training (TVET).</p>
<p>The Agreement covers the period of three years starting from December 2012 to November 2015.</p>
<p>Basing on Switzerland’s experience, the representative of Swiss cooperation Agency Sicvio Fluckiger noted that human capital development is vital for economic development to a land locked country like Rwanda. He affirmed his country’s long term support to Rwanda.</p>
<p>The Government of Rwanda is presently involved in the process of developing Sector Strategies to implement Economic Development and Poverty Reduction Strategy (EDPRS) programs. As stated in the Country’s Vision 2020, one of the identified development pillars is Human Resource Development through skills development.</p>
