This has reference to our Notification published in the Employment News
dated 10th -16th April, 2010 for Junior Research Fellowship and eligibility
for Lecturership, to be held on 27th June, 2010. It is informed that the
University Grants Commission (UGC) has decided that there will be no
negative marking in Paper-I & Paper-II (objective type) of UGC NET, to be
held on 27th June, 2010 onward.

UGC tightens PhD norms, makes entrance test must

New Delhi: Getting a PhD degree in India will not be a cakewalk anymore. Alarmed at a panel report citing malpractices in the process of getting a PhD, UGC has made entrance exams mandatory for PhD and MPhil aspirants.

The entrance will be followed by an interview where aspirants will discuss their research area. After admission to PhD, students will have to do course work for at least a semester. The course will be treated as pre-research preparation and universities will fix the minimum qualifying criteria to proceed with writing of dissertation.

At present there is no entrance examination for those wanting a doctorate degree. Central universities have set some basic standards, but in many state and deemed universities, Phds can be taken in bulk. The Mungekar Committee Report found that students with the poorest percentage can get enrolled and acquire a doctorate degree in 3-5 years. There were instances where research guides wrote theses for students and even stage-managed experts during viva-voce.

The new norms will ensure that before submission of theses, students make a pre-MPhil/PhD presentation in the department for feedback. It will also be mandatory for them to publish one research paper in a refereed journal. The thesis will be evaluated by two experts, including one outside the state, followed by a viva-voce examination.
UGC has exempted PhD holders who do their doctoral programmes under the new norms from clearing the National Eligibility Test (NET) for lectureship.

For others, NET/SLET (state level examination for lectureship) is a must for recruitment. UGC has also restricted the number of seats for PhD/MPhil in universities but it will be compulsory for them to advertise the seats to encourage students from other states. Also, supervisors cannot have more than eight PhD and five MPhil scholars at a time.

To check plagiarism, researchers will have to submit theses on a CD so that the content can be checked for duplication and cheating before handing out degrees. UGC has asked all state, central, private and deemed universities to prepare a database of research work and digitalise them.

CSIR will hold the Joint CSIr-UGC Test 20th June, 2010 for determining the eligibility of the Indian national candidates for the award of Junior Research Fellowships (JRF) NET and for determining eligibility for appointment of Lecturers (NET) in certain subject areas falling under the faculty of Science. The award of Junior Research Fellowship (NET) to the successful eligible candidates will depend on their finding admission/placement in a university/national laboratory/institution of higher learning and research, as applicable

A candidate may apply either for ‘JRF + Lectureship’ both or for ‘Lectureship (LS) only’ He/She may indicate his/her preference in the O.M.R. Application Form/Online Application, as the case may be. CSIR may consider candidates applying for ‘JRF + LS’ for ‘Lectureship only’ depending on number of fellowships available and performance in the test subject to the condition that they fulfill the laid down eligibility criterion. If a candidate is found to be over-age for JRF (NET) he/she will automatically be considered for Lectureship (NET) only.

Two separate merit lists, one comprising the candidates qualifying for the award of Junior Research Fellowship (JRF – NET) and the second of those candidates qualifying the Eligibility Test for Lectureship (NET), will be made on the basis of their performance in the above Test. Candidates qualifying for JRF (NET), will also be eligible for Lectureship (NET). The candidates qualifying for Lectureship will be eligible for recruitment as Lecturers as well as for JRF-ship in a Scheme/Project, if otherwise suitable as per the eligible criteria of that Scheme/Project. However, they will not be eligible for Regular JRF-NET Fellowship. They will be eligible to pursue Ph.D. programme with or without any fellowship other than JRF-NET. Candidates qualifying for the award of JRF (NET) will receive fellowship either from CSIR or UGC as per their assignment or from the Schemes with which they may find association. The candidates declared eligible for Junior Research Fellowship under UGC scheme will be governed by UGC rules/regulations in this regard.

The final result of this test may be declared sometime in the month of November/December 2010 and fellowship to successful candidates could be awarded from _______. The result of Paper-I of last December, 2009 NET held on 20.12.2009 has been declared and may be seen on CSIRr website

No PhD, MPhil at open universities, says UGC

In a setback to the country’s 14 open universities, the University Grants Commission, or UGC, has barred them from conducting research programmes, namely PhD and MPhil.

Pointing out the declining quality of research projects in a “distance learning” system, UGC has stopped registration for PhD and MPhil programmes at all the 14 open universities, including the India Gandhi National Open University (IGNOU).

This has sparked angry reactions from academics and students attached to open universities who believe the “declining quality of research” is a national concern and not confined to open universities.

Three years back, UGC had announced that degrees like MPhil and PhD would be considered as an option to the National Eligibility Test (NET) or State Eligibility Test (SET) for recruitment of full-time teachers at colleges. After this announcement, thousands of students registered for MPhil and PhD programmes at open universities. So it has come as a surprise that UGC has not only revoked this decision but also banned research projects at open universities. A notice to this effect has been put up on UGC’s website.

Speaking to Business Standard over the phone from New Delhi, a top UGC official said: “We expect research projects to be taken very seriously and that seems difficult in a distance learning system. A research fellow needs to be in regular touch with the guide and library and therefore we have decided that open universities cannot conduct MPhil and PhD programmes. Open universities allow research in arts, commerce and management streams and not in science. Over the years, we have observed a continuous decline in the quality of research projects at these universities.”

Expectedly, officials at open universities are unhappy. More than 9,000 research projects are already going on at different open universities and most of them are MPhil programmes.

Chandrakant Bhonjal, head of virtual learning centre at the Yashwantrao Chavan Maharashtra Open University, said UGC’s decision was unfortunate. “A large number of students pursuing PhD even at state universities do not meet the guide every day. For subjects in arts, commerce and management streams, there is no laboratory work. Hence, UGC should not differentiate between research projects at an open university and those at any other state university.”

An official at the Tilak Maharashtra Vidyapeeth echoed Bhonjal’s sentiments. “Has UGC done some survey or study that suggests that research projects completed at open universities are below standard while the ones completed at state as well as private universities are excellent? UGC needs to look at the standards of research across all universities,” he said. “We will challenge this move, which is discriminatory to open universities.”

CSIR will hold the Joint CSIr-UGC Test 20th June, 2010 for determining the eligibility of the Indian national candidates for the award of Junior Research Fellowships (JRF) NET and for determining eligibility for appointment of Lecturers (NET) in certain subject areas falling under the faculty of Science. The award of Junior Research Fellowship (NET) to the successful eligible candidates will depend on their finding admission/placement in a university/national laboratory/institution of higher learning and research, as applicable
A candidate may apply either for ‘JRF + Lectureship’ both or for ‘Lectureship (LS) only’ He/She may indicate his/her preference in the O.M.R. Application Form/Online Application, as the case may be. CSIR may consider candidates applying for ‘JRF + LS’ for ‘Lectureship only’ depending on number of fellowships available and performance in the test subject to the condition that they fulfill the laid down eligibility criterion. If a candidate is found to be over-age for JRF (NET) he/she will automatically be considered for Lectureship (NET) only.
Two separate merit lists, one comprising the candidates qualifying for the award of Junior Research Fellowship (JRF – NET) and the second of those candidates qualifying the Eligibility Test for Lectureship (NET), will be made on the basis of their performance in the above Test. Candidates qualifying for JRF (NET), will also be eligible for Lectureship (NET). The candidates qualifying for Lectureship will be eligible for recruitment as Lecturers as well as for JRF-ship in a Scheme/Project, if otherwise suitable as per the eligible criteria of that Scheme/Project. However, they will not be eligible for Regular JRF-NET Fellowship. They will be eligible to pursue Ph.D. programme with or without any fellowship other than JRF-NET. Candidates qualifying for the award of JRF (NET) will receive fellowship either from CSIR or UGC as per their assignment or from the Schemes with which they may find association. The candidates declared eligible for Junior Research Fellowship under UGC scheme will be governed by UGC rules/regulations in this regard.

Subjects of the test
The test will be held in the subjects as given under
Chemical Science, Earth Atmospheric Ocean and Planetary Sciences, Life Sciences, Mathematical Sciences, Physical Sciences
Education Qualification
M.Sc or equivalent degree under the subjects mentioned above, with minimum 55% marks for General and OBC candidates; 50% for SC/ST candidates, Physically and Visually Handicapped candidates and Ph.D. degree holders who had passed Master’s degree prior to 19th September 1991.
A candidate can also apply for the Test under RA (Result Awaited) category, if he/she is appearing or has appeared in his/her final year (III/IV Semester where Semester system is there) of M.Sc. or equivalent degree examination in subjects mentioned in above during the academic session 2009-2010. Such candidates will have to submit the attestation format (given at the reverse of the application form) duly certified by the Head of the Deptt./Institute over his/her signature and rubber stamp (with address and name) from where the candidate is appearing or has appeared in the final year M.SC or equivalent degree examination. However, such candidates shall be admitted to the Test provisionally. They shall only be considered eligible for JRF-(NET)/LS-(NET), if they are able to produce the proof of having passed the Master’s Degree examination in the relevant or related subject with the requisite percentage of marks and within the stipulated time frame.
Age limit and relaxation
For JRF (NET): Minimum 19 years and maximum 28 years as on 01.07.2009 (upper age limit may be relaxed up to 5 years as in case of candidates belonging to SC/ST/OBC, Physically handicapped/Visually handicapped and female applicants.
For LS (NET): Minimum 19 years as on 01.07.2010. No upper age limit.
Date and scheme of the CSIR UGC Test
The test will be held in two sessions on Sunday, the 20th June 2010. The scheme of Examination as under
Paper I, Marks – 200, Timings – 10.00 a.m.-12.30 p.m., Duration – 2-1/2 hrs
Paper II, Marks – 200, Timings – 2.00 p.m.-4.30 p.m., Duration – 2-1/2 hrs
Negative marking will be made for wrong answers in Paper I. Paper II will be evaluated only in case of those candidates who will be able to secure a minimum of such aggregate marks in Paper-I as may be fixed by the CSIR.
Candidates are required to appear in both the papers. A candidate who does not appear in Paper I will not be permitted to appear in Paper II. The questions in papers-I & II will appear both in Hindi and English.

Examination centres

How to apply
Option I: Apply through ‘Information Bulletin’
By hand: Candidates applying for the test may obtain the Information bulletin and application forms (inclusive of fee payable) through the branches of the Bank notified below in para 5.4 (within the prescribed dates) by paying the following fee in cash

OBC: Rs. 200/-
SC/ST/Physically or visually handicapped: Rs. 100/-
By Post: The Information bulletin and application form may also be obtained through Value Payable Post (VPP) from the Indian Bank, 3/1, West Patel Nagar, New Delhi-110008, by sending a crossed Demand Draft for Rs. 400/-. Rs. 200/- or Rs. 100/- (as the case may be) drawn in favour of ‘Indian Bank, West Patel Nagar, New Delhi’ payable at New Delhi. For this purpose, the candidate should send a request to the Bank with two self-addressed slips clearly mentioning the address at which he/she desires the Information Bulletin and application form to be sent by Value Payable Post (VPP). As above mentioned Bank will entertain the request for forms through post from Tuesday, the 25th August, 2009 to Wednesday, the 16th September 2009 only, hence, candidates are advised to send well in advance so as to reach their request within the above said period. The candidate should write his/her name, Date of Birth, address, date of Examination (20.12.2009) and subject code on the back of the Demand Draft so that it can be located easily, if it gets detached accidentally from the letter of request for supply of Information Bulletin. However, before attaching the draft with letter of request, the candidates should check that it bears the code number of the issuing bank and drawee bank and also amount and signatures of issuing authority.
Option II: Apply through online application
Interested and eligible candidates may apply for this test online through a link available at CSIR, HRDG website: http://www.csirhrdg.res.in/. In order to apply Online the candidates are required to download Bank challan performa from the above website and then deposit the requisite examination fee in any of the Indian Bank branches through out the country. The examination fee for the online application is same as mentioned above. Candidates after successfully submitting application online are required to take print out of the application form, paste his/her recent black and white photograph, put his/her signature at the required space, attach requisite certificates an send along with CSIR marked copy of fee deposited bank challan in an envelop to Sr. Controller of Examinations, Human Resource Development Group, Examination Unit, CSIR complex, library avenue, Pusa, New Delhi-110012 so as to reach on or before 29.09.2009 (06.10.2009 for remote areas). Online applications with out hard copy or bank challan receipt of incomplete in any respect will be summarily rejected. Before applying Online, candidates are advised to go through detailed notification available at CSIR, HRDG website.
Examination fee paid along with the Information bulletin or through bank challan for a particular examination will neither be adjusted for any subsequent examination nor refunded under any circumstances. Similarly, candidates should also check all the column of bank challan, online application, which are to be filled in properly to avoid cancellation of application. Please note that fee submitted any other mode like money order, demand draft, IPO etc. will be summarily rejected.
The last date for submission of application form: The application form (through bank or online), duly completed with requisite enclosures should be sent under certificate of posting (UPC) to the Sr. Controller of Examinations, examination unit, Human Resource Development Group, CSIR Complex, Opposite Institute of Hotel Management, Library Avenue, Pusa, New Delhi-110012 so as to reach examination unit CSIR on or before 23.03.2010.

New UGC guidelines on PHDs: universities have different takes

With the University Grants Commission (UGC) issuing a new circular relating to PhDs, some universities like the Calcutta and Burdwan universities have stopped registering new students for the doctorate courses. But others like Jadavpur University said that there was no need to panic as the universities will switch to the new rules laid down by the UGC.

“We would advise the students to register as per the new rules. There is no need to stall registration,” said Vice-Chancellor of Jadavpur University, Pradip Narayan Ghosh.

According to Ghosh, the decision on this issue will be taken in the next executive council meeting of the university.

A few universities are talking about a smooth switchover to the new proposal of the UGC. The UGC has suggested that a university-specific entrance test be held along with stringent checking of thesis and occasional internal examinations

UGC changes rules for PhD students

AHMEDABAD: A new set of directives from the University Grants Commission (UGC) will see some important changes in rules governing PhD students and

those opting for post-graduate courses.

Students who register for a PhD will now have to go through a test. "Earlier, the scenario was more informal with students registering for a PhD, using their personal contacts to select the guide," said Gujarat University official. "The changes are welcome as meritorious students will benefit from them," said Parimal Trivedi, vice chancellor of the Gujarat University.

GU sources added: "Earlier, influential students got a PhD guide of their choice despite not having the academic credentials. Meritorious students were often left without a guide because a PhD guide is allowed only five students at a time." With PhD aspirants having to take a test under new rules, this anomaly will be removed. GU gets around 50 PhD students every year.

UGC NATIONAL ELIGIBILITY TEST (UGC NET 2008) Notification

Candidates should submit their Application Forms only to the Registrar of the University from where they wish to appear in the Test as indicated in item 10 in official advertisement. The application must be strictly as per the prescribed format. APPLICATION SENT DIRECTLY TO THE UGC OFFICE WILL NOT BE ENTERTAINED

1) The University Grants Commission announces holding of the National Eligibility Test (NET) on 28th December, 2008 (Sunday) for determining the eligibility of Indian nationals for the Award of Junior Research Fellowships (JRF) and eligibility for Lectureship in Indian universities and colleges. UGC will conduct NET in 77 (seventy seven) subjects (listed under item no. 9) at 66 (sixty six) selected University Centres (listed under Item no. 10) spread across the country.

The result of the UGC-NET held on 29th June, 2008 and the one to be held on 28th December, 2008 will be made available on the UGC website: www.ugc.ac.in and shall also be published in the Employment News as and when it is declared. The candidates will not be individually intimated about their result.

2. The candidates who qualify for the award of Junior Research Fellowship are eligible to pursue research in the subject of their post-graduation or in a related subject and are also eligible for Lectureship. The universities, institutions, IITs and other national organizations may select the JRF awardees for whole time research work in accordance with the procedure prescribed by them. The award of JRF will depend on the performance of the candidate in NET. However, the candidates qualifying exclusively for Lectureship will not be considered for award of JRF. Candidates appearing in NET should clearly specify in the prescribed Application Form whether they are applying for both JRF & eligibility for Lectureship OR only for eligibility for Lectureship. Candidates who qualify the Test for eligibility for Lectureship will be governed by the rules and regulations for recruitment of Lecturers of the concerned universities/colleges/state governments, as the case may be.

Scheduled Caste (SC)/Scheduled Tribe (ST)/Visually Handicapped (VH)/Physically Handicapped (PH) candidates will be given such special concessions as may be decided by the Commission.

2) JUNIOR RESEARCH FELLOWSHIP :

Candidates qualifying for the award of Junior Research Fellowship will be eligible to receive fellowship of UGC under various schemes, subject to finding their placement in universities/IITs/institutions. The validity period of the offer is two years w.e.f. the date of issue of JRF Award Letter. However, in case the candidates have already joined M.Phil/Ph.D., the date of commencement of fellowship shall be from the date of declaration of NET result or date of their joining, whichever is later.

UGC NET ELIGIBILITY:

i) Candidates who have secured at least 55% marks (without rounding off) in Master’s Degree OR equivalent examination from Universities/Institutions recognised by UGC in Humanities (including languages) and Social Sciences, Computer Science & Applications, Electronic Science etc. are eligible for this Test. The Scheduled Caste (SC)/Scheduled Tribe (ST)/Physically Handicapped (PH)/Visually Handicapped (VH) category candidates who have secured at least 50% marks (without rounding off) in Master’s degree examination are eligible for this Test.

ii) Candidates who have appeared OR will be appearing at the qualifying Master’s degree (final year) examination and whose result is still awaited OR candidates whose qualifying examinations have been delayed may also apply for this Test. However, such candidates will be admitted provisionally and shall be considered eligible for award of JRF/Lectureship eligibility only after they have passed their Master’s degree examination or equivalent with at least 55% marks (50% in case of SC/ST/PH/VH category candidates). Such candidates must complete their P.G. degree examination within two years from the date of NET result with required percentage of marks, failing which they shall be treated as disqualified.

iii) The Ph.D. degree holders whose Master’s level examination had been completed by 19th September, 1991 (irrespective of date of declaration of result) shall be eligible for a relaxation of 5% in aggregate marks (i.e., from 55% to 50%) for appearing in NET.

iv) Candidates are advised to appear in the subject of their post-graduation only. The candidates whose post-graduation subject is not covered in the list of subjects in item No. 9, may appear in a related subject.

v) Candidates seeking concession in fee are required to submit attested copy of their OBC/SC/ST/PH/VH certificate along with their Application Forms. Other candidates are not required to submit any certificates/documents in support of their eligibility along with the Application Form. Therefore, the candidates, in their own interest, must satisfy themselves about their eligibility for the Test. In the event of any ineligibility being detected by the Commission, their candidature will be cancelled and they shall be liable for legal action.

4) AGE LIMIT & RELAXATION:

i) Junior Research Fellowship: Not more than 28 years as on 01.12.2008. A relaxation up to 5 years is provided to the candidates belonging to SC/ST/OBC/PH/VH categories and to women applicants. Relaxation will also be provided to the candidates having research experience, limited to the period spent on research in the relevant/related subject of post-graduation degree, subject to a maximum of 5 years, on production of a certificate from appropriate authority.

Three years’ relaxation in age will be permissible to the candidates possessing L.L.M. Degree. Total age relaxation on the above ground(s) shall not exceed five years under any circumstances.

ii) Lectureship: No upper age limit.

5) EXEMPTION (ELIGIBILITY FOR LECTURESHIP):

i) For M. Phil/ Ph.D candidates: The candidates having Ph.D. Degree in the concerned subject are exempted from NET for Under Graduate and Post Graduate level teaching. The candidates having M. Phil Degree in the concerned subject are exempted from NET for Under Graduate level teaching only. The candidates who have passed the UGC/CSIR JRF examination prior to 1989 are also exempted from appearing in NET.

ii) For SET Candidates: The candidates who have cleared the State Eligibility Test (SET) accredited by UGC for eligibility for Lectureship held prior to 1st June 2002, are exempted from appearing in NET, being eligible to apply for Lectureship anywhere in India. For SET held from 1st June 2002 onwards, the qualified candidates are eligible to apply for the post of lecturer only in the universities/ colleges belonging to the state from where they have cleared their SET. All SET qualified candidates are also eligible to appear in NET, if they so desire.

6) EXAMINATION FEE AND MODE OF PAYMENT:

For General candidates, the examination fee is Rs.450/-; for Other Backward Classes (OBC), the fee is Rs. 225/- and for SC/ST/PH/VH candidates, it is Rs. 110/-. The fee should be paid in the form of a single crossed demand draft from any Government of India Bank/Scheduled Government Bank payable at their Service Branch, New Delhi/Delhi only with six months’ validity drawn in favour of the Secretary, U.G.C., New Delhi. Fee once paid, will not be refunded under any circumstances.

7) SCHEME AND DATE OF TEST:

(i) The Test will consist of three papers. All the three papers will be held on 28th December, 2008 in two separate sessions as under:

Paper-I:

It Shall be of general nature, intended to assess the teaching/research aptitude of the candidate. It will primarily be designed to test reasoning ability, comprehension, divergent thinking and general awareness of the candidate.

Paper-II:

It shall consist of short questions based on the subject selected by the candidate. Each of these papers will consist of a Test Booklet containing 50 objective type questions. The candidate will have to mark the response for each question on the Optical Mark Reader (OMR) sheet provided along with the Test Booklet. The detailed instructions for filling up the OMR Sheet will be sent to the candidate along with the Admit Card.

Paper-III

It will consist of only descriptive questions from the subject selected by the candidate. The candidate will be required to attempt questions in the space provided in the Test Booklet. The format of Paper-III has been revised w.e.f. June,2005 UGC-NET and is available on the UGC website www.ugc.ac.in

AIFUCTO would urge Prof. Chadha Committee to bear in mind the following broad principles while formulating its proposals for the 6th UGC pay scales for university and college teachers:

Parity of college and university teachers with at least Group A Officers of the Central Government in pay scales, allowances and perquisites
Incentive for contribution to teaching and extension on par with research
Resolving the anomalies in the V Pay revision ,particularly that relating to the date of implementation of C.A.S

CSIR will hold the National Level Test on 22nd June, 2008 for determining the eligibility of the Indian national candidates for the award of Junior Research Fellowships (JRF) NET and for determining eligibility for appointment of Lecturers (NET) in certain subject areas falling under the faculty of Science. The award of Junior Research Fellowship (NET) to the successful eligible candidates will depend on their finding admission/placement in a university/ national laboratory/ institution of higher learning and research, as applicable.

1. 1.1 A candidate may apply either for ‘JRF + Lectureship’ both or for ‘Lectureship (LS) only’ He/she may indicate his/her preference in col.3 of the application, as the case may be. CSIR may consider candidates applying for ‘JRF + LS’ for ‘Lectureship only” depending on number of fellowships available. If a candidate is found to be over-age for JRF (NET) he/she will automatically be considered for Lectureship (NET) only.

1.2 Two separate merit lists, one comprising the candidates qualifying for the award of Junior Research Fellowship (JRF - NET) and the second, of those candidates qualifying the Eligibility Test for Lectureship (NET), will be made on the basis of their performance in the above Test. Candidates qualifying for JRF (NET), will also be eligible for Lectureship (NET). The candidates qualifying for Lectureship will be eligible for recruitment as Lecturers as well as for JRF-ship in a Scheme/Project, if otherwise suitable as per the eligibility criteria of that Scheme/Project. However they will not be eligible for Regular JRF-NET Fellowship. They will be eligible to pursue Ph.D. programme with or without any fellowship other than JRF-NET. EDUCATIONAL QUALIFICATION

M.Sc. or Equivalent degree under the subjects mentioned in para 2.1 above, with minimum 55% marks for General & OBC candidates; 50% for SC/ST candidates, Physically and Visually Handicapped candidates and Ph.D. degree holders who had passed Master's degree prior to 19th September 1991.

A candidate can also apply for the Test under RA (Result Awaited) category, if he/she is appearing or has appeared in his/her final year (III/IV Semester where Semester system is there) of M.Sc. OR equivalent Degree Examination in subjects mentioned in para 2.1 above during the academic Session 2007-2008. Such candidates will have to submit the attestation format (given at the reverse of the application form) duly certified by the Head of the Deptt./Institute over his/her signature and rubber stamp (with address and name) from where the candidate is appearing or has appeared in the final year M.Sc. or equivalent degree examination. However, such candidates shall be admitted to the Test provisionally. They shall be considered eligible for JRF-(NET)/LS-(NET), if they are able to produce the proof of having passed the Master’s Degree examination in the relevant or related subject with the requisite percentage of marks and within the stipulated time frame.

AGE LIMIT& RELAXATION

For JRF (NET): Minimum 19 Years and maximum 28 years as on 01-01-2008 (upper age limit may be relaxed up to 5 years as in case of candidates belonging to SC/ST/OBC, Physically handicapped/Visually handicapped and female applicants).

For LS (NET): Minimum 19 years, as on 01.01.2008. No upper age limit.

DATE AND SCHEME OF THE TEST

The Test will be held in two sessions on Sunday, the 22nd June, 2008 as under: -

Negative marking will be made for wrong answers in Paper I. The questions in all these papers will appear both in Hindi and English.

The NET and CSIR exams have an extensive syllabus and most often you may need to refer to more than one resource to get info about a particular topic. To add to this, the question paper expects you to write concise answers in a very limited period of time. The following tips will help you remember facts, figures and events so that you can retrieve the info you want even in the tensed atmosphere of the exam room.
Memory Tips to remember Numbers
The faculty of Number—that is the faculty of knowing, recognizing and remembering figures in the abstract and in their relation to each other, differs very materially among different individuals. To some, figures and numbers are apprehended and remembered with ease, while to others they possess no interest, attraction or affinity, and consequently are not apt to be remembered. It is generally admitted by the best authorities that the memorizing of dates, figures, numbers, etc., is the most difficult of any of the phases of memory. But all agree that the faculty may be developed by practice and interest. There have been instances of persons having this faculty of the mind developed to a degree almost incredible; and other instances of persons having started with an aversion to figures and then developing an interest which resulted in their acquiring a remarkable degree of proficiency along these lines.
Memory Tips to remember Facts
In speaking of this phase of memory we use the word "fact" in the sense of "an ascertained item of knowledge," rather than in the sense of "a happening," etc In this sense the Memory of Facts is the ability to store away and recollect items of knowledge bearing upon some particular thing under consideration. If we are considering the subject of "Horse," the "facts" that we wish to remember are the various items of information and knowledge regarding the horse, that we have acquired during our experience —facts that we have seen, heard or read, regarding the animal in question and to that which concerns it. We are continually acquiring items of information regarding all kinds of subjects, and yet when we wish to collect them we often find the task rather difficult, even though the original impressions were quite clear. The difficulty is largely due to the fact that the various facts are associated in our minds only by contiguity in time or place, or both, the associations of relation being lacking. In other words we have not properly classified and indexed our bits of information, and do not know where to begin to search for them. It is like the confusion of the business man who kept all of his papers in a barrel, without index, or order. He knew that "they are all there," but he had hard work to find any one of them when it was required. Or, we are like the compositor whose type has become "pied," and then thrown into a big box—when he attempts to set up a book page, he will find it very difficult, if not impossible—whereas, if each letter were in its proper "box," he would set up the page in a short time.
This matter of association by relation is one of the most important things in the whole subject of thought, and the degree of correct and efficient thinking depends materially upon it. It does not suffice us to merely "know" a thing—we must know where to find it when we want it. As old Judge Sharswood, of Pennsylvania, once said: "It is not so much to know the law, as to know where to find it." Kay says: "Over the associations formed by contiguity in time or space we have but little control. They are in a manner accidental, depending upon the order in which the objects present themselves to the mind. On the other hand, association by similarity is largely put in our own power; for we, in a measure, select those objects that are to be associated, and bring them together in the mind. We must be careful, however, only to associate together such things as we wish to be associated together and to recall each other; and the associations we form should be based on fundamental and essential, and not upon mere superficial or casual resemblances. When things are associated by their accidental, and not by their essential qualities,—by their superficial, and not by their fundamental relations, they will not be available when wanted, and will be of little real use. When we associate what is new with what most nearly resembles it in the mind already, we give it its proper place in our fabric of thought. By means of association by similarity, we tie up our ideas, as it were, in separate bundles, and it is of the utmost importance that all the ideas that most nearly resemble each other be in one bundle.'' The best way to acquire correct associations, and many of them, for a separate fact that you wish to store away so that it may be recollected when needed—some useful bit of information or interesting bit of knowledge, that "may come in handy" later on—is to analyze it and its relations. This may be done by asking yourself questions about it—each thing that you associate it with in your answers being just one additional "cross-index" whereby you may find it readily when you want it. As Kay says: "The principle of asking questions and obtaining answers to them, may be said to characterize all intellectual effort" This is the method by which Socrates and Plato drew out the knowledge of their pupils, filling in the gaps and attaching new facts to those already known. When you wish to so consider a fact, ask yourself the following questions about it:
I. Where did it come from or originate? II. What caused it? III. What history or record has it?IV. What are its attributes, qualities and characteristics?V. What things can I most readily associate with it? What is it like!VI. What is it good for—how may it be used—what can I do with it?VII. What does it prove—what can be deduced from it?VIII. What are its natural results—what happens because of it?IX. What is its future; and its natural or probable end or finish?X. What do I think of it, on the whole— what are my general impressions regarding it?XI. What do I know about it, in the way of general information?XII. What have I heard about it, and from whom, and when?
If you will take the trouble to put any "fact" through the above rigid examination, you will not only attach it to hundreds of convenient and familiar other facts, so that you will remember it readily upon occasion, but you will also create a new subject of general information in your mind of which this particular fact will be the central thought. Similar systems of analysis have been published and sold by various teachers, at high prices— and many men have considered that the results justified the expenditure. So do not pass it by lightly.
The more other facts that you manage to associate with any one fact, the more pegs will you have to hang your facts upon—the more "loose ends" will you have whereby to pull that fact into the field of consciousness —the more cross indexes will you have whereby you may "run down" the fact when you need it. The more associations you attach to a fact, the more "meaning" does that fact have for you, and the more interest will be created regarding it in your mind. Moreover, by so doing, you make very probable the "automatic" or involuntary recollection of that fact when you are thinking of some of its associated subjects; that is, it will come into your mind naturally in connection with something else—in a "that reminds me" fashion. And the oftener that you are involuntarily "reminded" of it, the clearer and deeper does its impression become on the records of your memory. The oftener you use a fact, the easier does it become to recall it when needed. The favorite pen of a man is always at his hand in a remembered position, while the less used eraser or similar thing has to be searched for, often without success. And the more associations that you bestow upon a fact, the oftener is it likely to be used.
Another point to be remembered is that the future association of a fact depends very much upon your system of filing away facts. If you will think of this when endeavoring to store away a fact for future reference, you will be very apt to find the best mental pigeonhole for it. File it away with the thing it most resembles, or to which it has the most familiar relationship. The child does this, involuntarily—it is nature's own way. For instance, the child sees a zebra, it files away that animal as "a donkey with stripes;" a giraffe as a "long-necked horse;" a camel as a "horse with long, crooked legs, long neck and humps on its back." The child always attaches its new knowledge or fact on to some familiar fact or bit of knowledge—sometimes the resuit is startling, but the child remembers by means of it nevertheless. The grown up children will do well to build similar connecting links of memory. Attach the new thing to some old familiar thing. It is easy when you once have the knack of it. The table of questions given a little farther back will bring to mind many connecting links. Use them.

Tips for CSIR_UGC NET/JRF/SLET Life sciences students

Dear students
In this article we are going to discuss the test taking strategies for CSIR NET JRF Life sciences (Biotechnology) students. It has been long on the demand list from the student side for tips on this topic. So we are going to reveal it here.
Syllabus
If you take a quick look at the syllabus for CSIR NET JRF life sciences, you would notice that not only topics related to Biotechnology but whole of the life sciences has been included. Well that is unfair on the syllabus part but yes when it is common to all life sciences candidates it does makes sense.
Try to cover almost of the entire syllabus, but its obviously difficult, in that case you may restrict yourself to certain topics which appear interesting to you. But remember you must have knowledge of the topic to its minute levels. This will help you in clearing your interview, I remember when I had interview in IISC Bangalore, I was asked to choose my strongest topic & questions were asked in a brain storming forty five minute session.

Some of the topics related to botany or zoology may appear boring to you, in that case try to first make your Biotech topics stronger, then only move to these topics.
Preparation
Ideally the preparation should start three months before exam, but that means you must stick to a particular schedule. If you are an appearing candidate I would suggest starting in the third semester itself (provided if you wanna clear JRF).
Solve sample papers as much as you can, well that is a typical advice to any competition aspirant, I would suggest to get in to the details ( theory part) as soon as you come through the questions.
If you are a appearing candidate, then try to co-relate the questions from the theory part, Remember, it doesn’t matter how much your university awards you, rather a JRF would Really MATTER, so devote as much time as possible to get in to the subjects & concepts. They emphasize concepts rather than mugging up & vomiting data.

Exam
Again comes the question which one to stress for more, Paper 1 or 2? Well I would suggest you to concentrate more on paper 2 but remember passing in Paper 1 is very important, so make sure you strike a fair balance.
During exam- I would suggest not to panic rather stick to your basics while answering, coz most questions are from basics but we tend to complicate it.
Try not to solve all questions rather try to gain confidence by answering questions which you know first in case of paper 1. In paper 2 just cram through the paper what it contains and how much you know, don’t panic if you don’t Know, try to stick to the word limit while answering, be to the point and quote examples
How to Avoid a Disaster?
Though we cannot say anything about the cut off marks, experience tells that one has to score well in Paper I to get JRF. At the same time leave your thoughts about the performance in the Paper I back and do well in the afternoon session with a clear and sound mind. Some may have a tendency to throw it up feeling dejected about your performance during the day. Let us wait the results to come before making disastrous assumptions to spoil your day. Also be cool in your approach to the exam and never give up during the examination by doing things like answering all the multiple choice questions randomly based on luck feeling dejected of your performance. There is plenty of time to be prepared and perform well. And from experience, many have come out successfully even after believing that they did perform very poorly.
In examination with objective type multiple choice questions (MCQs), there is
a tendency called the ‘Red Wire Syndrome’ which means to answer all questions
whether one knows the correct answer or not. If we can classify the questions into
three categories, viz. 1) Sure, 2) Not So Sure and 3) Never, indicating whether one knows the correct answer, possible but some doubt still prevails and almost
impossible, respectively. The ‘red wire syndrome’ means that one will have tendency to answer all the questions, which is disastrous, just like a child who touches a ‘red hot wire’ seeing its beauty. The key to success lies in answering all the ‘Sure’ types, and leaving out the ‘Never’ types. It is imperative to learn the art of intelligent guessing to answer the type 2. This evidently comes from one’s experience and basic knowledge of the subject. So never ever find it insulting to go back to your basics (atleast refer to some of the basic books in the list below). So never forget practice well using previous question papers of GATE.. to make you come out with flying colours.
After Exam
Well your work is not yet over, try to recollect the questions and write it down, if that is not possible try to demarcate the topics which were stressed specifically, this would of immense help in case if you do not clear.

The main objective is to assess the teaching and research capabilities of the candidates. Therefore, the test is aimed at assessing the teaching and general / research aptitude as well as their awareness. They are expected to possess and exhibit cognitive abilities. Cognitive abilities include comprehension, analysis, evaluation, understanding the structure of arguments and deductive and inductive reasoning. The University Grants Commission conducts a National Level Test twice a year during June and December for determining the eligibility of Indian National Candidates for the award of Junior Research Fellowships and for determining eligibility for recruitment of Lecturers in Universities and Colleges in the subjects falling in the Faculties of Humanities (including languages) Social Sciences & Others. The award may be made to the candidates who qualify this test by the Universities/IITs in accordance with the procedure prescribed by them within the quota allocated to them or under various quality programmes such as Centres of Advanced Study, Departments of Special Assistance, Departmental Research Support, Major Research Projects, Career Awards and Area Studies etc. Similarly recruitment to the post of Lecturer may be made from among the qualified candidates by the Universities/College as per their prescribed procedure. Candidates appearing in the above test should clearly specify in item (1) of the application form whether they are a candidate for award of Junior Research Fellowship and eligibility for Lectureship or eligibility for Lectureship only. Candidates qualifying for JRF test will also be eligible for Lectureship. However, candidates qualifying exclusively for eligibility for Lectureship will be eligible for recruitment of Lecturers only and not for JRF. Value of Fellowship: Candidates qualifying for the award of Junior Note: This Section includes National Eligibility Tests (NET) and State Level Eligibility Tests (SLETs) for JRFs, SRFs, RAs & Eligibility Tests for Lectureship. Research Fellowships are eligible to receive fellowships of the UGC under various schemes. 1) The University Grants Commission announces holding of the National Eligibility Test (NET) on 29th June, 2008 (Sunday) for determining the eligibility of Indian nationals for the Award of Junior Research Fellowships (JRF) and eligibility for Lectureship in Indian universities and colleges. UGC will conduct NET in 77 (seventy seven) subjects (listed under item no. 9) at 66 (sixty six) selected University Centres (listed under Item no. 10) spread across the country.The result of the UGC-NET held on 30th December, 2007 and the one to be held on 29th June, 2008 will be made available on the UGC website : www.ugc.ac.in and shall also be published in the Employment News as and when it is declared. The candidates will not be individually intimated about their result.The candidates who qualify for the award of Junior Research Fellowship are eligible to pursue research in the subject of their post-graduation or in a related subject and are also eligible for Lectureship. The universities, institutions, IITs and other national organizations may select the JRF awardees for whole time research work in accordance with the procedure prescribed by them. The award of JRF will depend on the performance of the candidate in NET. The qualified candidates will also be eligible for Lectureship. JUNIOR RESEARCH FELLOWSHIP: Candidates qualifying for, the award of Junior Research Fellowship will be eligible to receive fellowship of the UGC under various schemes, subject to finding their placement in universities/IITs/institutions. The validity period of the offer is two years w.e.f. the date of issue of JRF Award Letter. However, in case the candidates have already joined M.Phil/Ph.D., the date o commencement of fellowship shall be from the date of declaration of NET result or date of their joining, whichever is later.
CONDITIONS OF ELIGIBILITY:
Candidates who have secured at least 55% marks (without grace or rounding off) in Master’s Degree OR equivalent examination from Universities/Institutions recognised by UGC in Humanities (including languages) and Social Sciences, Computer Science & Applications, Electronic Science etc. are eligible for this Test. The Scheduled Caste (SC)/Scheduled Tribe (ST)/Physically Handicapped (PH)/Visually Handicapped (VH) category candidates who have secured at least 50% marks (without grace or rounding off) in Master’s degree examination are eligible for this Test.ii) Candidates who have appeared OR will be appearing at the qualifying Master’s degree (final year) examination and whose result is still awaited OR candidates whose qualifying examinations have been delayed may also apply for this Test. However, such candidates will be admitted provisionally and shall be considered eligible for award of JRF/Lectureship eligibility only after they have passed their Master’s degree examination or equivalent with at least 55% marks (50% in case of SC/ST/PH/VH category candidates). Such candidates must complete their P.G. degree examination within two years from the date of NET result with required percentage of marks, failing which they shall be treated as disqualified.iii) The Ph.D. degree holders whose Master’s level examination had been completed by 19th September, 1991 (irrespective of date of declaration of result) shall be eligible for a relaxation of 5% in aggregate marks (i.e., from 55% to 50%) for appearing in NET.iv) Candidates are advised to appear in the subject of their post-graduation only. The candidates whose post-graduation subject is not covered in the list of subjects in item No. 9, may appear in a related subject.v) Candidates seeking concession in fee are required to submit attested copy of their OBC/SC/ST/PH/VH certificate along with their Application Forms. Other candidates are not required to submit any certificates/documents in support of their eligibility alongwith the Application Form. Therefore, the candidates, in their own interest, must satisfy themselves about their eligibility for the Test. In the event of any ineligibility being detected by the Commission, their candidature will be cancelled and they shall be liable for legal action.
AGE LIMIT & RELATXATION:
Junior Research Fellowship: Not more than 28 years as on 01.06.2008. A relaxation upto 5 years is provided to the candidates belonging to SC/ST/OBC/PH/VH categories and to women applicants. Relaxation will also be provided to the candidates having research experience, limited to the period spent on research in the relevant/related subject of post – graduation degree, subject to a maximum of 5 years, on production of a certificate from appropriate authority. Three years’s relaxation in age will be permissible to the candidates possessing L.L.M. Degree. Total age relaxation on the above ground(s) shall not exceed five years under any circumstances
Lectureship: No upper age limit.
EXEMPTION (ELIGIBILITY FOR LECTURESHIP):
For M. Phil/ Ph.D candidates: The candidates having Ph.D. Degree in the concerned subject are excepted from NET for Under Graduate and Post Graduate level teaching. The candidates having M. Phil Degree in the concerned subject are exempted form NET for Under Graduate level teaching only. The candidates who have passed the UGC/CSIR JRF examination prior to 1989 are also exempted form appearing in NET.
For SET Candidates: The candidates who have cleared the State Eligibility Test (SET) accredited by UGC for eligibility for lectureship held prior to 1st June 2002, are exempted from appearing in NET, being eligible to apply for Lectureship anywhere in India. For SET held from 1st June 2002 onwards, the qualified candidates shall be eligible to apply of the post of lecturer only in the universities/ colleges belonging to the state from where they have cleared their SET, All SET qualified candidates are also eligible to appear in NET, if they so desire.
EXAMINATION FEE AND MORE OF PAYMENT:
For General candidates, the examination fee is Rs.450/-; for Other Backward Classes (OBC), the fee is Rs. 225/- and for SC/ST/PH/VH candidates, it is Rs. 110/-. The fee should be paid in the form of a single crossed demand draft from any Government of India Bank/Scheduled Government Bank payable at their Service Branch, New Delhi/Delhi only with six months’ validity drawn in favour of the Secretary, U.G.C., New Delhi. Fee once paid, will not be refunded under any circumstances.
SCHEME AND DATE OF TEST:
The Test will consist of three papers. All the papers will be held on 16th December, 2007 in two separate sessions as under :

Paper – I will be of general nature, intended to assess the teaching/reaching aptitude of the candidates. It will primarily be designed to test reasoning ability, comprehension, divergent thinking and general awareness of the candidate. Paper – II will consist of short questions based on the subject selected by the candidates. Each of these papers will consist of a Test Booklet containing 50 objective type questions. The candidates will have to mark their response for each question on the Optical Mark Reader (OMR) sheet provided alongwith the Test Booklet. The detailed instructions for filling up the OMR Sheet will be sent to the candidates along with their Admit Card. Paper-III will consist of only descriptive questions from the subject selected by the candidate. The candidate will be required to attempt questions in the space provided in the Test Booklet. The format of Paper-III has been revised w.e.f. June,2005 UGC-NET and is available on the UGC website www.ugc.ac.in.A candidate who does not appear in Paper-I will not be permitted to appear in paper-II and paper-III. Paper-III will be evaluated only for those candidates who are able to secure the minimum qualifying marks in Paper-I and Paper-II, as per the table given in the following:

UGC Plans GUIDELINES FOR THE PROMOTION OF ADVENTURE SPORTS IN UNIVERSITIES AND COLLEGES DURING THE IXth PLAN PERIOD

I. Objective
Participation in sports improves health and it also improves the outlook of the participant. Participation in sports allows the participant to realise the value of healthy competition, co-operative relationship, team work and of accepting the superiority of others with grace while striving for personal excellence. The main body of traditional sports is a part of university programmes for a long time and the UGC is assisting universities and colleges for the development of infrastructure for sports and physical education under the scheme of National Sports Organisation (NSO). However, a body of adventure sports activities has developed as sports in their own right in the last few decades. Many of these sports involve adventure and, therefore, provide an added thrill and valuable opportunity for developing the trait of facing challenges. Such sports, commonly called adventure sports, include long hiking trips, water sports, air sports, etc.
In view of the importance and potential of adventure sports for the development of the character of the students, the UGC has evolved a mechanism for involving the university and college youth for participating in adventure sports under the umbrella of an expert agency, viz., the National Adventure Foundation, which is a sponsored organisation of the Department of Youth Affairs and Sports of the Government of India.
II. Strategy
The adventure sports for which the UGC will assist under this scheme are listed in the Annexure. The UGC operates through the National Adventure Foundation (NAF) which organises some events itself and for others it identifies specialist organisations and fixes the terms and conditions for their association under the scheme. The relationship between the UGC and the NAF for implementation of this scheme is regulated by the terms of a Memorandum of Understanding executed by the two organisations (Annexure).
The list of identified specialised organisations will be supplied to the universities and colleges. These organisations will provide expert guidance, expertise and equipment support. These organisations will inform the universities/colleges in the region well in advance of the next course of adventure sports they would be organising and would seek nomination of students/teachers who may wish to participate in the course. The participants would be required to pay the amount at the rates to be decided by the two organisations, as the cost of the event for attending different programmes during a particular year, to ensure adequate commitment and involvement of the participants. The balance amount of expenditure would be met out of the advance sanctioned/paid by the UGC to NAF. The specialist organisation would communicate the requirement of medical check-up, standard of health, any other skill (if needed) and personal belongings to be brought by the participants while reporting for the course. Admission to the course would be subject to fulfilment of these requirements. The university would be expected to obtain the willingness of students/teachers through its Director of Sports/Physical Education who will also be responsible for making preliminary check that the requirements laid down by the specialist organisations are fulfilled by the candidates.
III. Disbursement of Assistance by UGC
The UGC will provide all assistance to the NAF, and they, in turn, will pay the specialist organisations who will be conducting the course. It will also monitor and assess the specialist organisation for their performance in conducting the courses. However, the UGC may consider the requests from universities/colleges for direct implementation of the scheme. The standards and specifications will be worked out and prescribed for each adventure sport by the UGC in collaboration with the NAF. They will be supplied in the brochure given to the institution. These will cover :
Pre-participation requirements for students/teachers including health/skill requirement, fee to be paid and kit to be brought.
Equipment and daily facilities to be provided to students/teachers.
Standards of safety and supervision to be provided during the course. Each specialist organisation will announce the schedule of courses for the year and will circulate it to the universities/colleges in the region. For each specialist organisation, a group of teachers in the universities/colleges located in that place may be designated as the local representatives of the UGC who will oversee the conduct of the courses.
IV. Evaluation
The work of each specialist organisation would be subject to an expert assessment by the UGC after two years and the programme would be continued thereafter on the basis of the result of the evaluation.Annexure
MEMORANDUM OF UNDERSTANDING FOR IMPLEMENTATION OF THE UGC SCHEME OF ADVENTURE ACTIVITIES FOR COLLEGE/UNIVERSITY STUDENTS, BETWEENUNIVERSITY GRANTS COMMISSION AND NATIONAL ADVENTURE FOUNDATION
1. UGC commenced a scheme for participation of College and University students in various adventure activities/programmes during the 8th Five Year Plan and requested National Adventure Foundation, an expert apex body in this field, to organise and execute the scheme on behalf of UGC. Accordingly, an MOU was signed between UGC and NAF for efficient and smooth implementation of the scheme on Ist October, 1992. The above plan period having been completed, both the above referred organisations, now agree to extend the agreement for another five years commencing from Ist April, 1997, on the following terms and conditions:-
(i) UGC will communicate to the NAF in the beginning of every financial year, the amount available for implementation of the scheme and NAF will accordingly regulate the scheme so as to keep the expenditure within the available amount as communicated by the UGC.
(ii) NAF will either itself organise the adventure programme for College and University students or will organise these through the University/Colleges of other professional organisations in the respective fields. In both cases, NAF will assume the responsibility for maintenance, completion & audit of accounts for the expenditure incurred on each programme. NAF will make special efforts to involve physical education wing of the Universities and colleges for implementation of adventure sports.
(iii UGC agrees to pay 7% of the expenditure incurred on each programme during the year as training management cost because such cost cannot be easily determined and paid for separately. The NAF would also be allowed to retain 5% of the total fee charged from the participants for replacement of equipment. The remaining amount would be adjusted against grant after allowing 20 percent fee exemption, if granted to the students.
(iv) Payment by the UGC would be by way of reimbursement of the actual expenditure incurred on each programme, after deducting the fees collected by NAF for each of the programme, subject to proviso (iii) as above. The UGC will advance a sum equal to 50% of the sanctioned annual budget for first half of the year to NAF for incurring expenditure on organising adventure programme.NAF would submit audited accounts of the expenditure with sufficient details within 6 months of the end of every financial year to finally settle the account for the year. The unspent balances of previous year would be adjusted while releasing the second instalment.
The NAF will send the programme of Adventure activities to be conducted during the summer and winter to the UGC by 31st March and 30th September every year, respectively, which will be discussed in the meetings to be held on15th April for summer programmes and 15th October for winter programmes.
The UGC will send approval in May and October for summer and winter programmes respectively. The first instalment of the grant will be released to NAF by the U.G.C. in May for summer programmes & in October for winter programmes, on the receipt of unaudited Accounts.
(v) For matters of organising adventure programmes, and for their accounts/ disbursement, the UGC will not deal directly with any organisation engaged by the NAF or for organising adventure programmes under the scheme. NAF would be responsible for dealing with all such organisations. However, the UGC may consider requests from Universities/Colleges for direct implementation of the scheme by them.
2. NAF will negotiate and work out on behalf of the UGC the following details:-
(a) Duration of each programme and the number of students allowed to participate in each programme.
(b) The eligibility criteria for participation in the programme by the students.
(c) The kit and gear required to be brought by the participants.
(d) The syllabus of each programme required to be covered and the level of competence expected.
(e) Cost per participant or per programme. If the cost varies from location to location, then the cost of each location. Participants would pay for their journey to the place of training and back and for other personal needs enroute.
(f) Participants would be required to pay the amount at the following rates as the cost of the event for attending different programmes during the year 1997-98. The same would be reviewed by the Joint Co-ordination Committee every year.

3. The UGC will not pay for the procurement of any equipment to NAF or their organising agencies, but, will pay for the equipment hired to conduct such programme when built into the cost of the programme as a component of it. In addition such costs as publicity, monitoring and promotional efforts will be submitted by the NAF to the UGC separately along with the proposal for approval.
4. The NAF will arrange for the board and lodging of the participants during the programmes within the specified cost of each programme.
5. NAF will compulsorily insure all participants and insurance premium would be met by the participants.
6. The NAF will make available the records/returns such as application forms and status reports of the programmes, giving the full details indicating the number of students both boys and girls, for review of the performance of the programmes indicating the number of students sponsored by the University/Colleges and their actual participation in the programmes.
7. The UGC may provide freeship to a maximum of 20 per cent of the students from the weaker sections including the economically weaker sections participating in the programme .
8. As far as possible, there may be separate programmes for boys and girls. In exceptional cases, there may be combined programmes also, but information of such combined programmes be given to College/Universities well in advance and nomination for all programmes be finalised at least one month before the commencement of the programme.
9. The UGC and the NAF will form a Co-ordination Committee for overseeing the implementation of the scheme with the Secretary, UGC, in the chair. The committee may clarify problems as and when they arise from time to time. The Committee will consist of the Financial Advisor, JS (SPE) and US (SPE) from the UGC and the NAF will be represented on this Committee by the Director, NAF and one or two more members to be nominated by the Executive Council of the NAF. The Committee will meet from time to time to review the performance of the scheme before the release of the funds.
10. There shall be a representative of the UGC on the Executive Council of the NAF.
11. This Memorandum of Understanding will be valid upto the end of the 9th plan period commencing from April 1, 1997, till March 31, 2002.
