<p class="wp-block-paragraph"><strong>Senator Lindsey Graham (R-SC) died on July 11, 2026, four months before an election in which he was both the incumbent and his party&#8217;s nominee. Two questions follow. How is the seat filled, under South Carolina law and on what timeline? And does the vacancy change what the Senate can pass in the interim?</strong></p>



<p class="wp-block-paragraph">Senator Lindsey Graham, 71, died on July 11, 2026. His office attributed the death to a brief and sudden illness. Emergency personnel had responded to a cardiac arrest call at his Capitol Hill residence. Graham had served in the Senate since 2003 and was a close ally of President Trump.</p>



<p class="wp-block-paragraph">His seat is a Class 2 seat. Senate seats are divided into three staggered classes, so about a third face election every two years, and the Class 2 terms all expire together on January 3, 2027. Graham&#8217;s term was therefore already expiring. His seat was scheduled to be on the ballot this November regardless of his death. Because the vacancy and the seat&#8217;s regular election fall in the same November vote, one election fills both the unexpired weeks and the next full term, and no separate special election is required.</p>



<p class="wp-block-paragraph">Before Graham&#8217;s death, the chamber stood at 53 Republicans and 47 Democrats. The Democratic figure includes two independents who caucus with the party. His death lowers the seated Republican count to 52, and it stays there until Governor Henry McMaster (R) names a successor.</p>



<p class="wp-block-paragraph">A second absence compounds the first. Senator Mitch McConnell (R-KY) has not cast a vote since June 11, 2026, following a mid-June hospitalization his office has not explained. He remains a sitting senator. He is retiring at the end of his term and is not on the 2026 ballot, but he has been absent for roughly a month with no announced return date. The combined effect is arithmetic: on any recorded vote during this window, Republicans can field at most 51 of their 53, because one seat is vacant and one member is absent. John Thune (R) remains majority leader throughout.</p>



<p class="wp-block-paragraph">South Carolina empowers its governor to fill U.S. Senate vacancies by appointment. The controlling statute is S.C. Code Section 7-19-20. It provides that on a vacancy from death, resignation, or otherwise, the governor may fill the place by appointment. That appointment runs from its date to January 3 following the next succeeding general election. One conditional modifies the rule. If the vacancy occurs fewer than 100 days before a general election, the appointment instead runs to January 3 following the <em>second</em> succeeding general election.</p>



<p class="wp-block-paragraph">Graham died 115 days before the November 3, 2026 general election. That is more than 100 days out, so the ordinary clause governs and the extension does not apply. The appointee therefore serves only until January 3, 2027. A successor for the full six-year term is elected at the regularly scheduled November 3, 2026 general election, which is the same election that would have decided Graham&#8217;s seat. South Carolina does not call a stand-alone special election. The seat&#8217;s normal six-year cycle and the vacancy coincide, so a single November election resolves both.</p>



<p class="wp-block-paragraph">Graham won the Republican primary on June 9, 2026 with 56.8% of the vote. He was the certified GOP nominee, set to face Democratic nominee Dr. Annie Andrews, a pediatrician, on the November 3 ballot. Because he died after the primary but before the general election, two separate processes now run in parallel.</p>



<p class="wp-block-paragraph"><strong>The appointment track.</strong> Governor McMaster names an interim senator under S.C. Code 7-19-20. That appointee serves until January 3, 2027.</p>



<p class="wp-block-paragraph"><strong>The ballot track.</strong> The certified nominee has died, and South Carolina does not simply elevate the primary runner-up. State law provides for a special primary, scheduled for August 11, 2026, to select a replacement Republican nominee. That nominee then appears on the November 3 general election ballot against Andrews.</p>



<p class="wp-block-paragraph">The appointment power rests with Governor Henry McMaster (R). He is term-limited and not on the 2026 ballot. Republicans control the governorship and both chambers of the South Carolina legislature. South Carolina law places no same-party restriction on the appointment: the statute authorizes the governor to fill the seat and sets the length of the term, but does not require the appointee to match the previous senator&#8217;s party. The appointee is nonetheless expected to be a Republican, which would restore the seated count to 53.</p>



<p class="wp-block-paragraph">Forecasters rate the seat Safe Republican, and South Carolina last elected a Democrat to the U.S. Senate in 1998. On that basis, both the interim appointee and the full-term winner in November are expected to be Republicans. The durable partisan effect on the Senate is therefore minimal, limited to the brief window during which the seat sits vacant.</p>



<p class="wp-block-paragraph">Until McMaster&#8217;s appointee is seated, Republicans hold 52 seats. McConnell&#8217;s absence narrows the effective floor margin further, to roughly 51 voting Republicans against 47 Democrats. Vice President Vance can break a 50-50 tie, so party-line control is not at risk. The margin is thin, however, and a few defections can flip a simple-majority vote. That is not theoretical. During McConnell&#8217;s absence, four Republicans crossed over to advance a resolution opposing the administration&#8217;s Iran policy.</p>



<p class="wp-block-paragraph">Two facts complicate any straight reading of that arithmetic. They point in opposite directions.</p>



<p class="wp-block-paragraph"><strong>The effective Republican coalition runs larger than the seated count on many issues.</strong> Senator John Fetterman (D-PA) crosses party lines more than any other Democrat. By a legislative tracker&#8217;s count, he voted in support of President Trump and the Republican Party 26% of the time across all Senate votes in 2025. That was the highest such rate in the Democratic caucus, and it covered more than 140 votes. A separate party-unity study ranked him the Senate Democrat most likely to break with his own party. His crossovers have covered immigration, Israel, government funding, and executive-branch nominations. On issues where his vote is reachable, a bare Republican majority is less fragile than 51-47 suggests.</p>



<p class="wp-block-paragraph"><strong>The seated-majority math does not apply to several stalled GOP priorities, because those do not turn on a simple majority.</strong> The SAVE America Act is one example. It has passed the House three times and stalled in the Senate. The obstacle is not a one- or two-vote margin. The bill needs 60 votes to overcome a filibuster, a threshold no plausible crossover count reaches. Speaker Mike Johnson&#8217;s plan is to route it through budget reconciliation, which would bypass the filibuster and pass on a simple majority. That path faces its own barrier. The Senate parliamentarian struck the Act from an earlier reconciliation package this year under the Byrd Rule, on the ground that it is not budget-related. Republicans including Thom Tillis and Anna Paulina Luna have publicly called the reconciliation route a dead end. For bills in this category, neither Graham&#8217;s vacancy, McConnell&#8217;s absence, nor Fetterman&#8217;s crossovers alter the outcome.</p>



<p class="wp-block-paragraph"><strong>Net effect.</strong> Graham&#8217;s death and McConnell&#8217;s absence matter for close, party-line, simple-majority votes, and during this window the margin is tight. They have little bearing on legislation that requires 60 votes or must satisfy the Byrd Rule. That legislation is gated by those thresholds, not by the seated head count.</p>

<p class="wp-block-paragraph">Federal Judge Casper converted the preliminary injunction she issued in June 2025 into a permanent ban, ruling that Executive Order 14248 violated the separation of powers because the Constitution assigns authority over elections to the states and Congress, not the president. &#8220;While the Constitution vests the President with &#8216;executive power&#8217; and commands him to &#8216;take Care that the Laws be faithfully executed,&#8217; it does not grant the President any specific powers over elections,&#8221; Casper wrote. <em>(AP; Bloomberg Law)</em></p>

<p class="wp-block-paragraph">Casper held that the order violated the separation of powers, finding that the Constitution assigns election authority to the states and Congress. On the mail-ballot provision, the court reasoned that federal law requires votes to be cast by Election Day, not received by it, and that the statutes do not authorize the Justice Department to pursue enforcement against states that count ballots under their own receipt deadlines. <em>(AP; Bloomberg Law; ABA Journal)</em></p>

<p class="wp-block-paragraph">This reflects the Supreme Court&#8217;s June 2025 decision in <em>Trump v. CASA, Inc.</em>, which held that federal courts generally may not issue &#8220;universal&#8221; injunctions reaching beyond the parties before them, and must tailor relief to what the named plaintiffs need for &#8220;complete relief.&#8221; <em>(Trump v. <p class="wp-block-paragraph">In a parallel set of consolidated D.C. cases (brought by the Democratic Party, the League of United Latin American Citizens, and the League of Women Voters Education Fund), Judge Colleen Kollar-Kotelly issued two permanent injunctions against EO 14248. On October 31, 2025, she permanently blocked the proof-of-citizenship requirement on the federal registration form; on January 30, 2026, she permanently blocked § 2(d) (citizenship assessment for public-assistance enrollees) and § 3(d) (proof of citizenship for military and overseas voters), writing that both provisions &#8220;cannot lawfully be implemented.&#8221; <em>(Elias Law Group; CBS News; Ballotpedia; Democracy Docket)</em></p>

<p class="wp-block-paragraph">Trump has since signed a second elections order, EO 14399, &#8220;Ensuring Citizenship Verification and Integrity in Federal Elections&#8221; (March 31, 2026), which seeks to create a national voter list and limit mail balloting. That order is challenged in a distinct case before Judge Indira Talwani, No. 1:26-cv-11581 (D. Mass.), and also faces multiple legal challenges. <p class="wp-block-paragraph">The ruling landed the same day Trump intensified his push for the SAVE America Act, the legislative route to a proof-of-citizenship mandate. He cancelled the signing of the bipartisan 21st Century ROAD to Housing Act, calling the SAVE Act a &#8220;National Emergency.&#8221; <em>(Truth Social via TIME, Axios, Fox News)</em></p>

<p class="wp-block-paragraph">This report is written in Obsidian and published over a Starlink connection. That is the short version of why the Starlink Mini matters to me right now.</p>



<p class="wp-block-paragraph">The long version is that I am relocating from California to Edwardsville, Illinois, traveling by motorhome with hotel and RV stops along the way. On a route like that, fixed broadband is not an option for most of the trip, and cellular coverage is uneven when not traveling the interstates. The Mini is built for exactly this gap: a portable terminal with a built-in router that can be set up in minutes and used on the move under a roaming plan. Whether it holds up to that promise is the question this series will answer over the coming week. Tonight is the first data point.</p>



<h2 class="wp-block-heading">Acquisition</h2>



<p class="wp-block-paragraph">The purchase itself is worth recording, both because the Mini&#8217;s price has moved a great deal since it launched and because finding one in stock turned out to be the harder part.</p>



<p class="wp-block-paragraph">Local availability was the first obstacle. Multiple Best Buy and Home Depot stores had none. Despite the online inventory indicating the store had a few in stock, a very kind Home Depot representative said their stock had been depleted quickly. At Sam&#8217;s Club, the floor space set aside for the Starlink Mini was empty. However, I bought one anyway, because the Sam&#8217;s Club app offered same-day delivery from stock the sales floor did not have. The shelf was bare; the warehouse was not.</p>



<p class="wp-block-paragraph">The hardware was $249 with a $50 Sam&#8217;s Cash provided with the order, bringing the net cost down to match the Starlink website&#8217;s price of $199. For context, the Mini first went on sale in June 2024 at $599 in an invite-only early-access release. The price I paid is well under half of that opening figure, which tracks with the steady markdowns the unit has seen across 2025 and into 2026.</p>



<p class="wp-block-paragraph"><em>Framing note:</em> empty shelves at three retailers is a local, single-shopper observation, not a measured national stock figure. What I can report firsthand is that on this day, in this area, the unit was not available to walk out with from the stores I checked, and that delivery stock existed where shelf stock did not. The likely driver, promotional pricing pulling demand past supply, is a reasonable read rather than a confirmed cause.</p>



<h2 class="wp-block-heading">Physical installation</h2>



<p class="wp-block-paragraph">Setup was mechanical and quick. Three steps:</p>



<ol class="wp-block-list">
<li>Connect the cable ends to the Starlink Mini and to the power brick.</li>



<li>Connect power to the wall.</li>



<li>Position the unit with a clear view of the sky.</li>
</ol>



<p class="wp-block-paragraph">Placement is the step that matters most, and it ties directly to the obstruction reading later in this report. A portable terminal lives or dies by sky view, and a first-night placement is rarely the final one.</p>

<h2 class="wp-block-heading">Software provisioning</h2>



<p class="wp-block-paragraph">The rest of setup runs through the Starlink app:</p>



<ol class="wp-block-list">
<li>Download the app.</li>



<li>Let the app identify the device.</li>



<li>Choose the service mode. I selected &#8220;To Go,&#8221; which is the roaming option.</li>



<li>Choose a plan.</li>
</ol>



<p class="wp-block-paragraph"><em>Framing note:</em> the app&#8217;s setup flow guides a Mini owner toward the Roam plans by design. That is a sensible default for a portable terminal, but it is a product-strategy choice worth naming rather than treating as the only path. The &#8220;To Go&#8221; framing presents roaming as the natural selection for this hardware.</p>

<h2 class="wp-block-heading">First-night readings, as observed</h2>



<p class="wp-block-paragraph">These are single observations taken during one session on the first night. They are not averages, and they are not a trend. Each is one reading under the conditions noted, and nothing more should be read into them yet. The road-trip series will accumulate the repeated measurements that turn readings like these into evidence.</p>



<ul class="wp-block-list">
<li><strong>Download</strong>: 107 Mbps</li>



<li><strong>Upload</strong>: 6 Mbps</li>



<li><strong>Latency:</strong> 23 ms (single reading, this evening, during light rainfall)</li>



<li><strong>Power draw:</strong> 23 W (single reading, same session)</li>



<li><strong>Obstruction events:</strong> 1 event lasting 1 second (over the observation window)</li>



<li><strong>Weather:</strong> light rainfall throughout the session, with no service disruption observed</li>
</ul>



<p class="wp-block-paragraph">The weather observation is the one I find most useful from a single night. Rain fade is the first objection raised about satellite internet, and tonight light rain produced no disruption I could detect. That is a single-session observation, not a verdict on the Mini&#8217;s weather resistance. One quiet evening of light rain does not establish how the unit behaves in a downpour, and I am not claiming that it does.</p>



<h2 class="wp-block-heading">Real use during this session</h2>



<p class="wp-block-paragraph">The readings above were not taken on an idle connection. While writing this report, the Mini was carrying ordinary household traffic across three devices at once:</p>



<ul class="wp-block-list">
<li>An episode streamed on the laptop through Amazon Prime Video, from a series purchased on the platform, with smooth video and audio throughout.</li>



<li>A live YouTube stream (Max Velocity, a severe-weather channel) on a phone.</li>



<li>Reddit browsing on the same phone.</li>
</ul>



<p class="wp-block-paragraph"><em>Framing note:</em> this is a concurrent-use observation from one evening, not a throughput benchmark. I did not measure bandwidth or run a formal speed test. What I can report is that an on-demand Amazon Prime Video stream on the laptop and a live YouTube stream on a phone both held up while a second browsing session ran, which is closer to how the connection will actually be used than a single isolated reading. The two streams test different things: on-demand playback can buffer ahead, while a live stream cannot, so holding a live feed steady is the more demanding of the two. Naming the platforms matters here, since streaming quality depends on each service&#8217;s delivery network and adaptive bitrate, not bandwidth alone, so this speaks to Prime Video and YouTube Live specifically rather than streaming in general. It is one session&#8217;s behavior, not a guarantee of sustained performance under heavier load.</p>



<h2 class="wp-block-heading">Connected-device audit</h2>



<p class="wp-block-paragraph">On the first night I checked what had joined the network, and one entry was worth running down: a device listed as <strong>SM-L705U</strong>.</p>



<p class="wp-block-paragraph">That model number is a Samsung Galaxy Watch Ultra (47mm), the US LTE variant. It is a smartwatch, not a phone or a laptop, and it carries both WiFi and LTE. A paired Galaxy Watch will hop onto known WiFi on its own when the phone it is paired with is on the same network, so the most likely explanation is a household device doing exactly what it is designed to do, rather than an unknown party on the network.</p>



<p class="wp-block-paragraph">The point of writing it down is the method, not the alarm. The way to confirm a device rather than assume it: match its WiFi MAC address against the one the app reports, or toggle the suspected device&#8217;s WiFi and watch whether the entry drops off the client list. If a device cannot be accounted for, changing the network password in the app forces every client to re-authenticate, and only the devices you readmit come back.</p>



<p class="wp-block-paragraph">This audit also surfaced a real limitation. The Mini&#8217;s built-in router uses WiFi 5 with a modest practical range, so every nearby personal device, watches included, shares that single radio. That is worth keeping in mind for anyone planning to lean on the built-in WiFi for more than a few devices.</p>



<h2 class="wp-block-heading">Still unverified</h2>



<p class="wp-block-paragraph">Two things this report does not yet test, and both are central to the trip:</p>



<ul class="wp-block-list">
<li><strong>In-motion eligibility.</strong> Whether the selected plan supports use while the motorhome is actually moving, as opposed to parked.</li>



<li><strong>Power setup for driving.</strong> The practical arrangement for powering the unit on the road, rather than from a stationary outlet.</li>
</ul>



<p class="wp-block-paragraph">Both are flagged here precisely because they are untested. A first-night report from a stationary placement cannot speak to either.</p>



<h2 class="wp-block-heading">Provisional first-night verdict</h2>



<p class="wp-block-paragraph">On night one, the Mini installed in minutes, provisioned cleanly through the app, drew 23 W, returned a 23 ms latency reading, carried an on-demand stream and a live stream on separate devices at once without visible trouble, and rode out light rain without a disruption I could see. That is a good start, and it is no more than a start.</p>



<p class="wp-block-paragraph">This verdict is provisional. The Mini was bought for a moving motorhome, and tonight it sat still in light rain. The criteria that will decide whether it earns its place are the ones the trip imposes: latency and uptime across the route, behavior in motion, power reliability while driving, and performance in weather heavier than this evening&#8217;s. Those readings will come over the next week, and they will be logged the same way these were, one honest observation at a time.</p>

<p class="has-black-color has-text-color has-link-color wp-elements-5733aa20b1bcfa36e05516ed77c267db wp-block-paragraph">To unify the user experience, we developed a custom XenForo addon that dynamically pulls all categories directly from WordPress, replacing the default XenForo navigation with a look and feel of a &#8220;mega menu&#8221; style navigation bar. The footer has been similarly upgraded, and now automatically displays the most popular posts and active sections across the network.</p>



<p class="has-black-color has-text-color has-link-color wp-elements-0da8d59f00b95da1f4a74e5acc824b65 wp-block-paragraph"><strong>XenWord Theme Integration</strong></p>



<p class="has-black-color has-text-color has-link-color wp-elements-9a2b1d29d2d697de7ba902ae563af3a2 wp-block-paragraph">Originally designed and coded between July and August 2025, this theme has been operating on a live site since late summer. Supporting Tux Reports required significant tailoring, including entirely new single-post and category layouts.</p>



<p class="has-black-color has-text-color has-link-color wp-elements-fffb17bd73293bc7137d9f83bd5e1f85 wp-block-paragraph"><strong>New front page layout:</strong> We added theme configuration settings for the homepage. The new layout pulls posts from various categories, mirroring the aesthetic of the old Newspaper theme it replaces but with much tighter platform integration. The Community Profile widget is also embedded into the theme. </p>



<p class="has-black-color has-text-color has-link-color wp-elements-6c4685c402c1f9679b96d06047dc787d wp-block-paragraph"><strong>Seamless bridging:</strong> The theme inherits its visual styling directly from XenForo. By building on top of the unreleased XenWord bridge, visitors can log in and out seamlessly; never noticing whether they&#8217;re reading a WordPress article or a XenForo forum thread.</p>



<p class="has-black-color has-text-color has-link-color wp-elements-97729f9d82284d92886ec211fc911485 wp-block-paragraph"><strong>The popup is gone:</strong> We squashed a nasty bug that had persisted for over a decade. Users will no longer hit a clunky popup when logging out; a legacy workaround once needed to reconcile the WordPress and XenForo logout sequences.</p>



<p class="wp-block-paragraph"><strong>Goodbye to wpDiscuz</strong>: Despite being an awesome WordPress plugin, the new XenWord Theme is built to look like XenForo. Therefore, the plugin was deactivated.  </p>
