Ref.: Tributación pago de seguros de vida con planes de ahorro previsional voluntario. Ley N° 20.552, publicada en el Diario Oficial de fecha 17 de diciembre de 2011

Estimado asegurado,

Conforme las instrucciones impartidas por la Superintendencia de Valores y Seguros mediante Circular N° 2.052, informamos a usted que con fecha 17 de diciembre de 2011, se publicó en el Diario Oficial la Ley N ° 20.552, que moderniza y fomenta la competencia en el sistema financiero. (si claro!!)

En términos generales, la modificación legal dice relación, entre otros aspectos, que en caso de fallecimiento del asegurado, las compañías aseguradoras deberán realizar la retención del impuesto del 15% de la parte del ahorro generado por cotizaciones voluntarias, depósitos de ahorro previsional voluntario o ahorro previsional voluntario colectivo, que el contratante de la póliza de seguros con planes de APV haya acogido al régimen tributario B.

Este impuesto deberá ser retenido por la Compañía y sólo respecto de aquellas primas enteradas con posterioridad a la fecha de entrada en vigencia de la ley en análisis.

Además, en caso de fallecimiento del asegurado los beneficiarios deberán acordar si el ahorro es retirado como parte de la indemnización, con la retención respectiva, o si se traspasa a la cuenta de capitalización individual del asegurado en la AFP en que se encuentre afiliado, en este caso, sin retención antes señalada. Si no existe acuerdo entre los beneficiarios, dichos ahorros se traspasarán a la AFP en la que se encuentre afiliado el asegurado. (ojo que la AFP se queda con la plata, no se la pasa a los herederos)

Para mayor detalle, a continuación se transcribe la parte pertinente de la norma legal que modificala Ley sobre Impuesto a la Renta , agregando un nuevo inciso tercero al numeral 3, del artículo 42 bis.

"Los recursos originados en depósitos de ahorro previsional voluntario, cotizaciones voluntarias o ahorro previsional voluntario colectivo, acogidos a lo dispuesto en el número 1 del artículo 42 bis de la Ley sobre Impuesto a la Renta , que la compañía deba pagar a los beneficiarios a causa de la muerte del asegurado estarán gravados con un impuesto de un 15%, según lo establece el número 3 del artículo 42 bis de la Ley sobre Impuesto a la Renta , en aquella parte que no se haya destinado a financiar costos de cobertura, cuando correspondan a primas enteradas a contar del 17 de Diciembre de 2011. Este monto será retenido por la aseguradora al momento de efectuar el pago de tales recursos, y enterado en arcas fiscales.

La tasa de 15% del impuesto señalado se aplicará, respecto de los aportes acogidos al número 1 del artículo 42 bis de la Ley sobre Impuesto a la Renta , sobre el monto de ahorro acumulado por el asegurado, susceptible de ser retirado, en la parte que corresponda a primas enteradas a contar del día 17 de Diciembre de 2011.

Este impuesto no se aplicará cuando los beneficiarios del seguro de vida opten por destinar tales recursos a la cuenta de capitalización individual del asegurado."

Dry Valleys (Antartica)

Antarctica's Dry Valleys, with their barren gravel-strewn floors, are said to be the most similar place on Earth to Mars. Its fascinating landscape, located within Victoria Land west of McMurdo Sound, get almost no snowfall, and except for a few steep rocks they are the only continental part of Antarctica devoid of ice. The terrain looks like something not of this Earth; the valley’s floor occasionally contains a perennially frozen lake with ice several meters thick. Under the ice, in the extremely salty water, live mysterious simple organisms, a subject of on-going research.

Socotra Island (Indian Ocean)
This island simply blows away any notion about what is considered “normal” for a landscape on Earth, you’d be inclined to think you were transported to another planet - or traveled to another era of Earth’s history. Socotra Island, which is part of a group of four islands, has been geographically isolated from mainland Africa for the last 6 or 7 million years. Like the Galapagos Islands, the island is teeming with 700 extremely rare species of flora and fauna, a full 1/3 of which are endemic.

The climate is harsh, hot and dry, and yet - the most amazing plant life thrives there. Situated in the Indian Ocean 250 km from Somalia and 340 km from Yemen, the wide sandy beaches rise to limestone plateaus full of caves (some 7 kilometers in length) and mountains up to 1525 meters high. The trees and plants of this island were preserved thru the long geological isolation, some varieties being 20 million years old.

Rio Tinto (Spain)
The giant opencast mines of Rio Tinto create a surreal, almost lunar landscape. Its growth has consumed not only mountains and valleys but even entire villages, whose populations had to be resettled in specially built towns nearby. Named after the river which flows through the region-itself named for the reddish streaks that colour its water-Rio Tinto has become a landscape within a landscape. The river red water is highly acidic (pH 1.7—2.5) and rich in heavy metals.

Kliluk, the Spotted Lake (Canada)
In the hot sun of summer, the water of Spotted Lake, located in British Columbia and Washington, evaporates and crystallizes the minerals, forming many white-rimmed circles: shallow pools that reflect the mineral content of the water in shades of blues and greens. It contains one of the worlds highest concentrations of minerals: magnesium sulphate (Epsom salts), calcium and sodium sulphates, plus eight other minerals and traces of four more, including silver and titanium.

The Indians soaked away aches and ailments in the healing mud and waters. One story cites a truce in a battle to allow both warring tribes to tend to their wounded in the Spotted Lake, "Kliluk".

Salar de Uyuni (Bolivia)
Bolivia's Salar de Uyuni is perhaps one of the most spectacular landscapes in the world. A magnificent area with an impressive salt desert (the world's largest), active volcanoes, tall cacti islands and geyser flats, it exists like an alien mirage, something completely out-of-this-world. The Stone Forest (China)

1 In the beginning God created the heavens and the earth.	The text literally means “At the beginning of time God (who already existed) created everything out of nothing.” Today we understand that the Big Bang was the beginning of matter, energy, space and even time itself, all expanding from a single point in a very precise manner. The Big Bang theory was resisted for decades in part because of its resemblance to Genesis 1 and its metaphysical implications.
2 Now the earth was formless and empty, darkness was over the surface of the deep, and the Spirit of God was hovering over the waters.	This verse establishes the physical vantage point that is used from here forward. 4 billion years ago, following the “Hadean” period, the earth was a hostile, stormy, turbulent, water-covered ball. The Hebrew word for “hovering” is also used elsewhere in Genesis to describe an eagle protecting her young in the nest. Science tells us that the earliest life forms began in the ocean ~3.5 billion years ago and I believe this verse hints at this.
3 And God said, “Let there be light,” and there was light. 4 God saw that the light was good, and He separated the light from the darkness. 5 God called the light “day,” and the darkness he called “night.” And there was evening, and there was morning-the first day.	The atmosphere changes from dark to opaque. Light can now shine through earth’s thick clouds. Now there is day and night on the surface of the earth. The phrase “There was evening and there was morning” is an ancient Jewish expression of completion.
6 And God said, “Let there be an expanse between the waters to separate water from water.” 7 So God made the expanse and separated the water under the expanse from the water above it. And it was so. 8 God called the expanse “sky.” And there was evening, and there was morning-the second day.	The water cycle begins. Clouds condense and form the ocean. Water evaporates from the ocean and forms clouds.
9 And God said, “Let the water under the sky be gathered to one place, and let dry ground appear.” And it was so. 10 God called the dry ground “land,” and the gathered waters he called “seas.” And God saw that it was good.	The continents (”Pangea”) rise above the surface of the ocean, forming land and sea.
11 Then God said, “Let the land produce vegetation: seed-bearing plants and trees on the land that bear fruit with seed in it, according to their various kinds.” And it was so. 12 The land produced vegetation: plants bearing seed according to their kinds and trees bearing fruit with seed in it according to their kinds. And God saw that it was good. 13 And there was evening, and there was morning-the third day.	Plants appear before animals. Notice that the wording in the Bible says the land produced vegetation. It does not rule out an evolutionary process.
14 And God said, “Let there be lights in the expanse of the sky to separate the day from the night, and let them serve as signs to mark seasons and days and years, 15 and let them be lights in the expanse of the sky to give light on the earth.” And it was so. 16 God made two great lights-the greater light to govern the day and the lesser light to govern the night. He also made the stars. 17 God set them in the expanse of the sky to give light on the earth, 18 to govern the day and the night, and to separate light from darkness. And God saw that it was good. 19 And there was evening, and there was morning-the fourth day.	Up to this point the atmosphere has been thick and opaque. It is not possible to see the sun and moon as distinct objects in the sky. The atmosphere clears. Now sun and moon are visible. When it says “God made two great lights, the Hebrew word for “made” is a different word than “create.” Create means from scratch, made means “made evident.” The moon and stars were already casting their light on day 1 (see verse 3), but were not visible as distinct objects until day 4. Notice that 24 hour days are not even mentioned before day 4.
20 And God said, “Let the water teem with living creatures, and let birds fly above the earth across the expanse of the sky.” 21 So God created the great creatures of the sea and every living and moving thing with which the water teems, according to their kinds, and every winged bird according to its kind. And God saw that it was good. 22 God blessed them and said, “Be fruitful and increase in number and fill the water in the seas, and let the birds increase on the earth.” 23 And there was evening, and there was morning-the fifth day.	Day 5 spans from 500 million years ago (after the Cambrian explosion) to 50 million years ago. The earth is dominated by birds and fish. Insects and dinosaurs are also present on the earth during this time but are not mentioned in Genesis 1.
24 And God said, “Let the land produce living creatures according to their kinds: livestock, creatures that move along the ground, and wild animals, each according to its kind.” And it was so. 25 God made the wild animals according to their kinds, the livestock according to their kinds, and all the creatures that move along the ground according to their kinds. And God saw that it was good.	Day 6 is the busiest day (50 million years ago to less than 100,000 years ago). The earth is dominated by large mammals. Jewish people would have thought in terms of livestock.
26 Then God said, “Let us make man in our image, in our likeness, and let them rule over the fish of the sea and the birds of the air, over the livestock, over all the earth, and over all the creatures that move along the ground.”	God refers to Himself as “our” - God is plural. The first reference to the Trinity.
27 So God created man in his own image, in the image of God he created him; male and female he created them.	Man is a spiritual being, the first creature made in God’s image. Unlike the animals, man is both body and spirit.
28 God blessed them and said to them, “Be fruitful and increase in number; fill the earth and subdue it. Rule over the fish of the sea and the birds of the air and over every living creature that moves on the ground.”	Man is given responsibility to take care of the earth.
29 Then God said, “I give you every seed-bearing plant on the face of the whole earth and every tree that has fruit with seed in it. They will be yours for food. 30 And to all the beasts of the earth and all the birds of the air and all the creatures that move on the ground-everything that has the breath of life in it-I give every green plant for food.” And it was so.
31 God saw all that he had made, and it was very good. And there was evening, and there was morning-the sixth day.	The text says all was very good. It doesn’t say it was paradise or perfection.
Chapter 2 verse 1: Thus the heavens and the earth were completed in all their vast array. 2 By the seventh day God had finished the work he had been doing; so on the seventh day he rested from all his work. 3 And God blessed the seventh day and made it holy, because on it he rested from all the work of creating that he had done.	God ceases from his creative work on the 7^th day. There is no statement “And there was evening and there was morning, a 7^th day.” We are living in the 7^th day now.

Antiglobalización o Altermundismo

Partamos con los primero; quiénes son estos tipo y que quieren:

Movimiento antiglobalización (del inglés antiglobalization), antimundialización (del francés antimondialisation), alterglobalización oaltermundismo, es un amplio conjunto de movimientos sociales formado por activistas provenientes de distintas corrientes políticas, que a finales del siglo XX convergieron en la crítica social al denominado pensamiento único neoliberal y a la globalización capitalista. Acusan a este proceso beneficiar a las grandes multinacionales y paises mas ricos, acentúando la precarización del trabajo y consolidando un modelo de desarrollo económico injusto e insostenible, y socavando la capacidad democrática de los Estados, entre otros aspectos negativos.

Generalmente, los activistas y simpatizantes mantienen una ideología izquierdista, contraria al liberalismo económico (economía de mercadoy comercio libre).

Existe cierta controversia sobre el término que define a este movimiento. Sus partidarios prefieren el término "altermundismo" o "alterglobalización" para evitar definirse por oposición y porque el término "antiglobalización" daría una imagen imprecisa y negativa. El nombre altermundismo viene precisamente del lema "Otro mundo es posible", nacido en el Foro Social Mundial, que cada año reúne a movimientos sociales de izquierda política internacional. Todo esto suena muy bien, pero el problema como siempre no son las intenciones si no cómo se quiere lograr el objetivo... y como siempre, a mi parecer, estos grupos están siendo manipulados por los mismo quienes deberían ser sus enemigos.

Analicemos ahora cómo proponen alcanzar su objetivo los altermundistas:

A escala planetaria existen dos tendencias:

Una que gira en torno a ATTAC y de los grupos que se han dado cita en el Foro Social Mundial de Porto Alegre. Dentro de esta tendencia se hace hincapié en la fijación de mecanismos para regular las transacciones de capital especulativo, la creación de un gobierno mundial que controle los desmanes de la globalización o el fortalecimiento de los estados-nación. Analicemos esta idea de crear un gobierno mundial que regule el comercio y los desmanes de la globalización... se parece mucho, pero demasiado, a la idea que tienen los grandes banqueros y las naciones poderosas del Banco Mundial y del Nuevo Orden Mundial, ¿quién controlaría ese gobierno, quién pondría las reglas en el comercio y cómo se repartirían las ayudas económicas para solucionar los problemas de inequidad y explotación que genera la globalización?

Tal vez la otra idea de fortalecer los estados-nación sea la más acertada, que cada gobierno tenga las herramientas para poder solucionar los problemas locales y evitar la explotación de los países pobres por parte de los ricos.

La segunda tendencia que podríamos calificar de “radical” aglutina a los grupos que conforman la AGP (Acción Global de los Pueblos). Dentro de esta línea se pide el fin de los organismos internacionales encargados de “regular” el comercio internacional (OMC, FMI, BM, UE, TLC, etc.) como principio para un cambio total del sistema. Los que postulan esta idea se creyeron el cuento completo... ¿qué mejor para una trasnacional gigantesca que no existan reglas?

Estos tipos le están haciendo el juego a las grandes compañías que buscan mano de obra barata o recursos en países pobres sin dejar nada a cambio. En vez de eliminar los organismos encargados de regular el comercio global hay que hacerlos más participativos, que no existan países con más derechos que otros, que todos tengan derecho a veto o ninguno, en resumen que no haya potencias obligando a otros países a hacer lo que ellos quieran, y que no puedan entrar e invadir a los países que se les de la gana.

En resumen puedo decir que está claro que la globalización sin reglas es la peor de todas, y a mi parecer, la única forma de evitar el abuso es generando políticas públicas que se respeten en todos los países, pero sin llegar a formar un gobierno planetario que se transformaría en la ruina total de los países pobres. Este tipo de políticas pueden ser el aumento de los sueldos mínimos, que a su vez podrían ser variables según el monto de facturación de las empresas, leyes que regulen el reparto de utilidades entre los trabajadores, royalties, etc... Pero que cada país sea libre de elegir, que no venga un tipo del otro lado del mundo a decirme cómo se deben hacer las cosas para que él pueda comprarse un auto más grande y un yate para el fin de semana.

DECRETO SUPREMO Nº 80

El gobierno actual al finalmente decidió trasladar el central de Barracones, no es lo ideal pero es algo... pero todavía quedan cosas pendientes, como el drecreto supremo N 80 de 2006, firmado por el presidente de la época Michelle Bachelet...

En agosto de 2006 se publicó en el Diario Oficial el DS N° 80, que establece una norma de emisión específica en molibdeno y sulfato para el efluente del embalse Carén, que El Teniente vierte al cauce del Estero Carén. El cual permite que se puedan verter sobre las aguas del estero Carén, contaminantes por sobre el doble de la norma nacional que rige a todas las empresas en el país, constituyéndose en una "excepción única".

Esta norma se basa en estudios que prueban que, en las condiciones de la zona, estos niveles de molibdeno (1,6 mg/litro) y sulfato (2.000 mg/litro) no tienen efectos ambientales nocivos relevantes. Ambos niveles son más altos que los fijados por el DS N° 90.

El Decreto fue impugnado por dos grupos de diputados ante el Tribunal Constitucional, argumentando un trato discriminatorio a favor de Codelco, ya que las demás empresas deben regirse por el DS N° 90, más exigente en ambos parámetros. El 26 de abril de 2007, el Tribunal Constitucional emitió un fallo unánime, rechazando el requerimiento y declarando la constitucionalidad del DS N° 80. Este pronunciamiento es definitivo e inapelable.

Una cosa es que sea legal y otra muy distinto es que esté bien, en el caso de hoy la termoeléctrica era legal, cumplía con los requisitos, pero no era aceptable.

Entonces hay gobiernos que hacen poco e intentan hacerlo pasar por mucho y hay otros que no hacen nada o peor facilitan la contaminación y nos venden lo contrario...

Los rascacielos más altos del mundo!

Los 10 edificios más altos del mundo realmente llaman la atención. Quisimos rescatar un ranking con las 10 torres más altas del mundo.
Algunos de la lista aún se encuentran en construcción, pero igualmente fueron considerados. A continuación los rascacielos más altos.

Burj Khalifa

Este es el edificio Burj Khalifa en los Emiratos Árabes Unidos. Es la torre más alta del mundo y fue inaugurada en enero de este año. El nombre original era Burj Dubai y fue reemplazado por Burj Khalifa en honor al Presidente de esta nación. Su costo fue cercano a los US$1500 millones. Tiene 828 metros de altura, 206 pisos y 57 ascensores, uno de ellos considerado el más rápido del mundo.

Chicago Spire

La segunda torre más alta es el Chicago Spire, que es el edificio residencial más alto del mundo. Se encuentra en construcción desde el 2007 y va a tener 611 metros de altura. Este coloso estará terminado el 2011 y tendrá 6 subterráneos para 1500 autos.

Maqueta de Pentominium

El tercer lugar también se encuentra en los Emiratos Árabes. Se trata del edificio residencial Pentominium de Dubai, que se está construyendo desde el 2007 y que tendrá una altura de 516 metros. El segundo edificio residencial más alto del mundo espera estar listo el 2012.

Taipei 101

El cuarto lugar de este ranking lo ocupa la torre Taipei 101 de Taiwán, con 509 metros de altura. Tal como dice su nombre, este edificio cuenta con 101 pisos divididos en ocho cuadrados, más una planta base.

WFC, Shanghai

World Financial Center (WFC) de Shanghai con 492 metros, es el quinto edificio más alto del mundo, y fue inaugurado el 2008. Su forma cuenta con un agujero en su extremo para la circulación del viento, que curiosamente se asemeja a un destapador de botellas.

Torres Petronas

Las Torres petronas en Malasia es el sexto edificio con una altura de 452 metros. Son dos torres iguales que se unen por un puente aéreo. Estas torres quedan en la ciudad de Kuala Lumpur, la capital de Malasia y en sus oficinas se encuentra la compañía petrolera Petronas.

Empire States

El Empire States ocupa el séptimo lugar, con una altura de 443 metros. Este edificio se encuentra en la ciudad de Nueva York y muchos no lo consideran como uno de los más altos ya que logra su altura, al sumar su antena de 62 metros. El edificio en si mide 381 metros. Su construcción fue terminada en 1931 y hasta 1972 fue la torre más alta del mundo cuando fue superada por el World Trade Center.

Willis Tower

Willis Towers, Chicago Estados Unidos. Esta torre que hasta el año pasado se llamaba Sears Towers es el octavo rascacielos con una altura de 442 metros. El edificio se construyó en la década del 70, y fue hasta 1998 el rascacielos más alto del mundo.

Jin Mao

El rascacielos Jin Mao de Shanghai China ocupa el noveno lugar con una altura total de 420,5 metros, repartidos en 88 plantas. Los pisos están ocupados por oficinas y el Hotel Shanghai Gran Hyatt. Sobre el piso 88 tiene un observatorio.

Two International Finance Centre

La torre Two International Finance Centre ocupa el último lugar del ranking. El rascacielos situado en Hong Kong cuenta con 415 metros y 90 plantas. Parte de sus oficinas están ocupadas por instituciones financieras.

Termoeléctrica en Punta de Choros

Por qué es dañina:

Toma agua del mar y la calienta hasta transformarla en vapor a alta presión para mover las turbinas y después se devuelve al mar.
El agua del mar viene con micro organismos, algas y kril que al calentarla mueren, entonces se está retirando del mar alimento para los peces más pequeños afectando a toda la cadena.
Después como si fuera poco el agua vertida, aparte de venir sin nada, viene a varios grados superior a lo natural, lo que sin duda va a afectar el equilibrio natural de la zona.
Hay que recordar que esa zona tiene un equilibrio particular, ya que se encuentran conviviendo delfines, que son de agua cálida, y animales de agua fría como son los pingüinos y los lobos de mar, entre otros... Y si fué declarada reserva natural, por algo será...
Lo que más molesta es que el impacto antes mencionado se podría eliminar por completo haciendo una planta termoeléctrica un poco más moderna (no obsoleta) en que el circuito de agua sea cerrado, eso quiere decir que el agua no se devuelve, y como si fuera poco tampoco hay que calentar el agua que está a temperatura ambiente en el mar, si no que la que ya está caliente, ahorrando en energía... pero adivinen esta tecnología es más cara y es menos rentable...
Y para terminar les digo que este argumento no incluye que sea combustible fósil o renovable... si no que sólo el tipo de planta, independientemente del combustible... esto demuestra que no hay una real voluntad por proteger la naturaleza... porque por mucho que las energías renovables sean, por ahora insuficientes, las generadoras de energía deberían hacerse minimizando el impacto ambiental... actualmente obviamente se está "maximizando" las utilidades... pero finalmente son utilidades mas entendidas... si se termina destruyendo el medio ambiente donde vivimos ¿de qué te sirven las utilidades?
