Summary
There are six basic steps in finding the elusive will of God. Following these six steps will not provide all of the answers you are looking for, but it will give you a good start.

God does not usually show us His will by performing outward signs, such as a Gideon’s fleece. Rather, He usually speaks to us through His quiet inner voice. To hear this voice, we must tune our hearts to God’s heart. Our hearts are like soil that must be cultivated to be fertile and responsive.
I have six steps that will prepare your heart to be sensitive to God’s leading. Since cultivating your heart takes time, weeks or perhaps months, you may be performing many of the steps at the same time. Nevertheless, breaking down the process into six separate steps allows you to be able to visualize what’s needed. In summary, they are:

Step 1: Be obedient to what God has already shown you.

Step 2: Pray and continually seek God’s wisdom and guidance in everything you do.

Step 3: Rearrange your priorities so your primary motivation is to glorify God.

Step 4: Saturate yourself with the Word of God.

Step 5: Learn from the examples of others.

Step 6: Get involved in a variety of ministries.

Step 1: Be obedient to what God has already shown you.
The first thing we should do is become obedient to the obvious things, the things we know we should already be doing. These are the commonsense things clearly spelled out in the Bible. For example, we know we should not lie, cheat or steal. We cannot expect God to reveal more to us when we haven’t followed what He has already shown us.
Before God gives you direction in the "important" things, you must first be obedient with the small things he has already shown you. This is the area where most of us Christians fail. We don’t realize God has already revealed His desire for us in so many areas. If we are not obedient with the small tasks, how can we be trusted with the larger tasks?
Probably most Christians feel they are already obedient to the basic things God has shown them. Yet, in reality, many of us fall short. For example, do we always speak the truth or do we sometimes conveniently leave out vital information to mislead someone? Are we completely truthful when we fill out our tax returns? Do we report errors when mistakes have been made in our favor, such as being given too much change? Do we obey the laws of the land, such as speed limits? Do we tithe?
When we are at work, do we give our employers their money’s worth or do we take extended coffee breaks and make personal calls on company time? How do we treat our mates? Is the time and attention we give our family honoring to God or does our work or ministry command a higher priority? How is your thought life?
The list could go on and on, but I think you get the point. We must be faithful with what we already have. Obviously, because of our fallen nature, being perfect in these areas is an impossibility. Yet, to the extent we are faithful to what He has shown us, He will reveal more of His will.
Step 2: Pray and continually seek God’s wisdom and guidance in everything you do.
It has been said, "A Christian is no greater than his prayer life." We should continually pray and ask God to bless and energize each area of our ministry. We must commit all rights and control to God with every issue we encounter. Besides asking God for His power, we should continually ask God to give us wisdom and guidance in everything we do.
Many people make the mistake of thinking since God already knows my needs, He will automatically meet them. As I mentioned in earlier chapters, this couldn’t be further from the truth. God wants you to continually come to Him and be specific about all your needs.
An example of this is George Mueller’s orphanage. Although he had a deep love and concern for orphans, the main reason he started the orphanage was to show the world God still performs miracles that rival the miracles of the Bible. The orphanage was to be a showcase of God’s power. Therefore, he felt led of God to live financially one day at a time. When money came in above and beyond his current needs, he sent it on to missionaries. To ensure God would receive all of the credit and glory, he made it a policy to never ask for money or even tell others of his needs.
As Mueller prayed for the material needs of the orphanage, the supplies miraculously came in. Now, it was time to open the orphanage. To his surprise and frustration, no one showed up. He was deeply depressed. That night, as he and his wife talked, they realized a startling fact. They had not specifically prayed for orphans. They prayed for everything else, but they had assumed God would bring the children.
They prayed for orphans that night and the next day there was a line of people with orphans to drop off. Many of them had stories about how they had planned on coming the previous day, but were detained. We should never assume God will meet a need simply because He’s aware of it. You must do your part and ask God to meet it.
In every project you undertake you should continually seek God’s wisdom and guidance. The story of the nation of Israel in verse Joshua 9:1-18 emphasizes the importance of this. Israel had just entered the Promised Land and was enjoying tremendous victory. God had promised them victory as long as they remained obedient.
God had told Israel to destroy every nation within a certain set of boundaries, and many of the targeted nations were concerned. The people of Gibeon knew they were going to be destroyed, so they embarked on a plan to trick Israel into making a peace treaty with them. Their plan was to make Israel think that they were from a distant country and were not one of the targeted nations.
They rode up to Joshua in old, worn-out clothing. Their provisions included worn out sacks and stale, moldy bread. Without consulting the Lord, Joshua concluded they were not one of the targeted nations and made a peace treaty with them. Within a few days Israel found out they had been deceived. But, it was too late. A treaty had been made and they were not permitted to destroy this nation. As a result of Joshua’s error, this nation was a continual thorn in Israel’s side. In verse 14 the Bible specifically makes it a point to say, "The men of Israel sampled their provisions but they did not inquire of the Lord."
After the death of Moses, God made it clear He would lead the nation of Israel through Joshua. Although this godly man had a close walk with God and was privileged to information not available to others, he still was required to seek the Lord’s direction before making a decision. Joshua was careless and it cost Israel greatly.
It is easy to become careless and overconfident. The story of Balaam’s talking donkey (Num. 22:20-35) provides a sound warning about being careless. In this story, Balaam was instructed by God to meet Balak. On three occasions during Balaam’s journey, the Angel of the Lord stood in the pathway to kill Balaam. Each time his donkey took evasive action to stay out of harm’s way. On the third occasion Balaam became so angry he started to beat the donkey. This is when the donkey began to speak.
After the conversation with the donkey, the Angel of the Lord appeared to Balaam and informed him the donkey saved his life. God told Balaam in verse 32 that He was going to kill him because he was being "reckless." We have no idea what Balaam did to make God so angry. It is obvious there is more to this story than what was recorded in the Bible. However, we do know Balaam was on his way to do some work for God when he was chastised for being reckless. As we set out to do God’s work, we too should take care not to be reckless.
I try to make it a point at the beginning of each day to ask God to provide me with wisdom and guidance for everything I will encounter throughout the day. During the day, when I am faced with a new issue or concern, I ask God for wisdom and direction. Although I don’t seek God’s wisdom for everything I do, such as, "What gas pump should I use?" I try to cultivate my heart so it will be open to His leading even on small "insignificant" things.
Step 3: Rearrange your priorities so your primary motivation is to glorify God.
God created us for the purpose of bringing glory to Himself. Our primary goal and focus should be to bring Him glory. Everything we do should center around this. Even "important" things such as witnessing and world evangelism should not be our primary motivation. As I mentioned in an earlier chapter, it is much better to do God’s will than to do God’s work.
Step 4: Saturate yourself with the Word of God.
There is no better way of knowing what’s important to God than by reading His Word. The Bible clearly states God’s position on a large number of issues and a systematic Bible study will reveal many of these to you. However, there are still many other areas that the Bible does not address directly. To understand God’s will in these areas, you must have a good understanding of the whole Bible. A good way to do this is to continually listen to the Bible on tape.
Our spiritual walk is like a wheel that must be perfectly balanced. As the wheel is centered on the axle, our focal point should be centered on bringing glory to God. If our desire is to glorify God, then many of our priorities will automatically align themselves properly.
Picture a wheel on an old cowboy wagon. The hub keeps the wheel centered on the axle. The stronger the hub the greater pressure the wheel can withstand and still be correctly centered. The "hub" in our spiritual wheel is the Word of God. The more we saturate ourselves with the Word of God, the better we can stay centered.
Step 5: Learn from the examples of others
The Bible tells us in verse 1 Cor. 10:1-11 we are to learn from the lives of the people in the Bible. Study their lives and see how God directed them. Learn from their mistakes and victories. The lives of believers who lived after the Bible was written can also be a rich source of examples. Think of these people as great teachers who will enlighten you in their area of expertise. Remember, of course, anything in their lives that contradicts the Bible should not be followed.
Step 6: Get involved in a variety of ministries
Exposing yourself to other ministries not only increases your spiritual vision, but it also gives God the opportunity to open and close doors. If you look at the lives of powerful Christians, you’ll find many of them got their start by "temporarily" helping out in a ministry which later became their life work.
Even when you have found the ministry that you feel God is leading you into, you should still get involved in other ministries. This will help keep you fresh and will continually expand your spiritual vision. Some suggest a good mix would be to spend 90% of your time and energy on your primary ministry and 10% on other ministries.

Welcome to the Dummies Guide to PS3 Hacking! Now if you have found yourself here, you probably already have gone through a ton of information and are no closer to understanding how to hack your PS3! This is the exact reason I made this Thread and guide, as the PS3 scene is so new that if you dont keep up on it everyday you'll have no clue whats going on! Now I know right now there's going to be people that say you didn't include this or you didn't include that... well F#$% you! I'm including what I think is safe for your PS3 and will get you running "backups" and homebrew in no time, with little or no chance of hurting your console. I will keep this thread updated with the newest info and links as I follow the scene very closely. I also want to say Ive made this guide as safe as possible and there have been zero report of bricks (aka you just F#$%ed your PS3) with this method, but as when comes to messing with the PS3 there is a very very slight chance you can do harm to your console. Now of course I do not condone piracy. This guide is for educational purposes only and no files are hosted in this guide. OK now that we got that out of the way, let get you started! All you have to do is click the "Get Started" link on the Right hand side. So WTF you waiting for! Get to it! Getting Started: Now lets start off by telling you what you'll need to have to safely as possible hack your ps3. At the time I'm writing this you'll need a PS3 with 3.55 firmware or lower. It doesn't matter if its a fat or slim or the model..... that's the best thing about doing it this way (what I call the safe way). You will also need a USB thumb drive or external drive. Both have to be formatted to fat32 for the PS3 to read them. Also download and install Winrar - click here! Its a lot like Winzip but better and most file on the Internet use this file extension. OK first to keep things organized I want you to create a folder on your desktop called PS3 Hack. Then inside that folder create two other folders - Custom Firmware, Official Firmware. That wasn't hard was it? OK now your going to download 3.55 PS3 firmware- click here! Save that file in your "Official Firmware" folder. Now if you have installed WinRar, right click on the file and click extract here. Then delete the PS3_355_FW_UPDATE.RAR. Next your going to download Kmeaws Custom Firmware - click here! Save the file in your "Kmeaw Custom Firmware" folder. Do the same thing as before and right click on the file and click extract here. Also as before delete the PS3_355_KMEAW_CFW.RAR . OK you now have all the files you'll need to hack your PS3! The next part is not as hard as you think and well worth it in the end! Click the Install Custom Firmware link in the Right menu! Install Custom Firmware The first thing you'll need to do is get your USB drive or External drive and plug it into your computer. Which every one you have, format it to fat32. If you need any information on this subject please do a search on Google, Im not about to teach you how to use your computer! Now that you have formated the drive you need to make a few folders. First make a folder named PS3 (please name folder exactly as listed). Then inside that folder make another folder called UPDATE. If your already on firmware 3.55 skip to the next step . OK first were going to take the file (just the file) from your Offical Firmware folder and place it in the UPDATE folder you just made on your drive. Next make sure your PS3 is off and you plug your drive into your PS3. Now your going to put your PS3 in recovery mode. To do this your going to hold down the PS3 power button until it turns on then off. Next you going to hold the power button down again till you hear one beep followed by two quick beeps , let go of power button. If your having any problems with this you can Youtube PS3 Recovery Mode, there's lots of video on how to do. YouTube - Playstation 3 Recovery Mode Tutorial (Fix your PS3's Errors and Corrupted System Files Today!) The PS3 will now ask you to plug in a controller with its USB cable (do that). Now choose update from the menu. Your PS3 will ask you to hit select and start and it will search for the update file (once again make sure your drive connected to your PS3!). It will go through and install 3.55 and reboot itself. On to the next part! Remove your drive from your PS3 and reconnect to your computer. Delete the file in the UPDATE folder and replace it with the file (just the dam file!) from your Kmeaw Custom Firmware folder. Now plug your drive in again to your PS3 and install the file from recovery mode the exact same way we just did in the step before. Now the PS3 will reboot itself just like the last time. Thats it you did it! You have become less of a noob in the last 15mins, and are ready to install backup managers to play your games and ftp server for your PS3. Also having a good file splitter is good as well (but we'll get into that in the next chapter!). The next step is Installing Homebrew! You know what to do by now click the dam link! Installing Homebrew: Well that didn't hurt now did it? Ok now to get to installing homebrew! First thing to do is delete all the folders and files off your USB or External drive. Now homebrew will be in a .pkg format and goes on the root of your drive. Root mean you make no folder it just goes straight onto your drive. Now of course your going to want to play your "legally backed up games". There three back up managers that are very popular. They are Gaia, Multiman and Rogero. Which one you install is up to you as they are all basically the same, just each developer put there own touch on the program. Now go download one at any of the following links! Gaia Manager - >click here! At the time of me writing this 2.05 is the newest version so download that! Out of the 3 files you only need UP0001- GAIA01985_00-76798669327 73369-GAMES.pkg . Put that file on root of your drive. Rogero Manager - click here! Choose the stealth.pkg for Kmeaw Custom Firmware. Multiman Manager -click here! Choose the (FW 3.4+) BASE package. It will be a rar file. The only 2 files you need are and the multiMAN ver 1.14.00 BASE [20110125_160000].pkg and the options_default.ini. Put those on the root of your drive. You can then update from Multiman menu itself by pushing R3 when in its menu. Now sometime you'll want to ftp to PS3 so you'll need BlackBox PS3 Server. Go here and download the stealth version for Kmeaw Custom Firmware! Also put that on your drive. Now plug your drive into your PS3 and turn on if not already. Go to the Game tab in the PS3 menu and go down to Install Packages Files folder and select it. You will see a list of the .pkg files you just put on your drive. Select which ever one and follow the instruction given to install the program. After it install you will have a icon under your Game tab. Example if you install Gaia you will now have a Gaia Manager icon under your Games tab. Do the same for any other homebrew you downloaded and it all show up under Game tab. Well that it! If you want to learn how to use these programs just read the threads given in the links above there pretty easy. As mention this guide is not to show you how to play games, but get you up and running so you can along with other homebrew. I will say that since as of right now PS3 can only read fat32 so you will need a file splitter, because if a game has one file that over 4 gigs (the game could be 20 gigs as long as it doesn't have a file 4 gigs or over) it wont fit on your external drive. All the file splitter does is find the file splits in a format that all backup manager can read. Then you use your back up manager of choice and transfer it to the internal drive of your PS3 and it joins the split file back, so you now can play your game. Get PS3 file splitter here! Id like to thank all the Developers that work so hard to bring us all this great s***! Without them we'd all still be playing emulators on our hacked Wii's! Hope this guide has helped you as I know how hard it is to get into as scene when there so much information out there and a lot of it old! Update: There is no CFW for 3.56, 3.6x, or 3.7x yet. Nigeria At 53: A Time To Think By: Femi Fani-Kayode on October 1, 2013 - 5:31am Other than the usual congratulations, platitudes, expressions of joy and offerings of thanks to God I believe that as we celebrate our nation’s 53rd independence anniversary it is time for us to bare our minds in a candid and frank manner and to really sit down and think. During her election campaign just a couple of weeks ago, Angela Merkel, the Chancellor of Germany and the world’s most powerful woman, said ‘’multiculturalism is dead in Germany’’. In 2011 David Cameron, the Prime Minister of Great Britain, echoed the same sentiment when he asserted, in his first major speech as Prime Minister, that ‘’multiculturalism has failed in the United Kingdom’’. Can we learn anything from these assertions as Nigerians about the shortcomings and dangers of a multicultural state? What are the implications of these observations for Nigeria’s massive multi-cultural and multi-ethnic superstate? Are we really a nation or are we nothing more than a melting pot of sqaubbling and bickering ethnic and cultural incompatibles? Was Chief Obafemi Awolowo right when he described Nigeria as ‘’not being a nation’’ but a mere ‘’geographical expression’’? These questions surely need to be answered. On September 11, 2013 1.6 million people of the Catallan region in Spain staged a dramatic protest and expressed their desire for secession by forming a 400 km long human chain which stretched from one end of the region to the other. According to the polls 52 per cent of the people from that region wish to break off from Spain and to establish a new European sovereign state. Similar agitations have emanated from other parts of Spain over the years some of which have degenerated into a bitter and protracted armed struggle such as that of the Basque people in the north who share their boarders with France. Again the palpable tensions that exist between the French- speaking Waloon people of northern Belgium and the Flemish of the south are legendry and the call for a break-up of that nation into two separate entities is as old as the hills. Such aspirations and agitations for ethnic emancipation from unitary and quasi-unitary states is by no means limited to the European mainland. For example the beautiful ‘’emeral island’’ of Ireland successfully broke off from Britain in 1921 after much agitation, conflict and bloodshed. Northern Ireland, which remains part of Britain till today, still experiences varying degrees of tensions between the protestant and the ‘’Finian’’ catholic communities, one of which wishes to remain in the UK whilst the other wishes to be part of mainland Ireland. Over the last twenty years Britain itself has finally acknowledged the fact that the cry for regional autonomy, secession and ethnic nationalism cannot be resisted forever and she has gradually devolved power from Westminster in London to the various regions of Scotland, Wales and Northern Ireland each of whom now have their own parliaments. As a matter of fact later this year the people of Scotland are having their own referendum to determine whether or not they wish to stay in the United Kingdom. From the polls, it is very clear that the majority of Scots wish to have their own new sovereign state and that the Scottish Nationalist Party, which has championed the secessionist cause, enjoys massive support. Nobody in either Spain, Belgium, Ireland or the United Kingdom has insulted those people or labelled them as ‘’ethnic jingoists’’ or ‘’primitive tribalists’’ for wanting to break off from the greater whole and establish their own country. This is because everyone respects the right of the various ethnic groups and nationalities within their wider nation to exercise their right of self-determination which is an integral and fundamental aspect of international law. Exercising that right does not turn them into villains and does not make them any less patriotic than their compatriots who do not share their views. It just means that they have a different perspective and that they believe, as many believed before Malaysia and Singapore broke up and before Indonesia and East Timor broke up, that the interests of their various peoples are better served when and if they go their separate ways. Again why should those that believe that Nigeria ought to break up be subjected to so much suspicion, ridicule, contempt and insults from those that do not share their views? Some of the questions that need to be answered are as follows- firstly is our union working? Secondly is our marriage a good one and if it is is it a happy one as well? Are we satisfied with what has essentially become a country that has been turned into nothing more than (with apologies to Chief Bode George) ‘’Turn by Turn Nigeria?’’ where each ethnic group simply looks forward to enjoying its time to control the federation and all the nations resources from an all powerful centre? Is it not time for us to begin to accept the bitter truth that our marriage is uncomfortable and unhappy and that it may not have been made in heaven or ordained by God? We must not sweep our differences under the carpet and ignore them as if they do not exist but instead we must find the courage and muster the resolve to acknowledge them and understand them. Worst still, whether we like to admit it or not, religion has now become a major factor in our politics with christians being told in their churches that it is their solemn duty to support a christian presidential candidate and muslims being told in their mosques that it is theirs to support a muslim. We are sitting on a keg of gunpowder and in my view 2015 really will be the year of make or break for Nigeria. Sadly, in my humble opinion, it is far closer to ‘’break’’ than it is to ‘’make’’. If we wish to avoid the road to Kigali we must change our mindset and make the necessary concessions that we need to make. We must begin to think outside of the box and be far more innovative and adventurous. For example why is it a must in the minds of some that the PDP must field a southern christian as it’s presidential candidate and why are some in the APC of the view that the party must field a northern muslim as its own? These hard and fast fixed positions are most unhelpful and the right thing and proper thing to do is to completely discard them and attempt to find a presidential candidate that is a Nigerian before being a northerner, a southerner, a christian or a muslim. And thankfully there are quite a few of such people around in the new generation if only the system will be far-sighted and enlightened enough to allow them to emerge and run. Failing that we must open up the space now and consider the unpleasant assertion that the premium that a united Nigeria attracts may not be worth paying simply because we are getting nothing but failure after failure and sorrow after sorrow as our consistent return. I do not have all the answers and neither do I claim that I do. Indeed I may well be wrong which is why I would be interested in hearing the views of others. Whichever way it goes and regardless of what we all think let us not allow this debate to be driven by the uninformed or ignorance, pettiness, hate and acrimony. Again the palpable tensions that exist between the French- speaking Waloon people of northern Belgium and the Flemish of the south are legendry and the call for a break-up of that nation into two separate entities is as old as the hills. Increased food production is not the solution according to recent book

World hunger is extensive in spite of sufficient global food resources. Therefore increased food production is no solution. "The problem is that many people are too poor to buy readily available food". Therefore measures solving the poverty problem is what is required to solve the world hunger probem according to this book.

Summary

The food resources of the world are abundant rather than scarce according to Peter Rosset, director of Institute for Food and Development Policy in California. Even in countries with excess food production millions are starving. This is explained in detail in the recent book by Lappe, Frances Moore, Joseph Collins, and Peter Rosset; "World hunger: Twelve Myths", New York: Grove Press. Second Edition 1998.

- The belief that world hunger can be solved by increasing food production is an unsubstantiated myth. It has lead to policies by international organs that have supported farming policies that in practice have boosted production of expensive export foods on the expense of production of basic foods for the population.

The real problem is poverty. As the market responds to money and not to actual need, it can only work to eliminate hunger when purchasing power is widely dispersed according to Rosset. As the rural poor are increasingly pushed from land, they are less and less able to demand for food on the market. Promoting free trade to alleviate hunger has proven to be a failure. In most developing countries exports have boomed while hunger has continued unabated or actually worsened according to the book.

It is a myth that world hunger is the unavoidable result of food scartity due to the population explosion aggravated by weather changes. It prevents deciscionmakers from taking appropriate actions.

"The way people think about hunger is the greatest obstacle to ending it," says Peter Rosset, director of Institute for Food and Development Policy, California, USA, in a book released on World Food Day october 15, 1998.

"As millions of people starve, powerful myths block our understanding of the true causes of hunger and prevent us from taking effective action to end it." Rosset says.

According to his book "World Hunger: Twelve Myths", these myths prevent a correct understanding about the reasons why millions of people are starving.

"The true source of world hunger is not scarcity but policy; not inevitability but politics"...."The real culprits are economies that fail to offer everyone opportunities, and societies that place economic efficiency over compassion."

World food supply is abundant

The world's food supply is abundant, not scarce. The world production of grain and many other foods is sufficient to provide at least 4.3 pounds of food per person a day, according to the book. Even in countries that have excess food, large numbers are starving. According to the American Association for the Advancement of Science, 78 percent of all malnourished children aged under five live in countries with food surpluses (in 1997).

"The problem is that many people are too poor to buy readily available food" ...''Even though 'hungry countries' have enough food for all their people right now, many are net exporters of food and other agricultural products."

Because they believe that lack of food is the problem, the World Bank and many governments - put their efforts on increasing food production.

"But focusing narrowly on increasing production cannot alleviate hunger because it fails to alter the tightly concentrated distribution of economic power that determines who can buy the additional food". For example, the "Green revolution" sponsored by international support organs increased grain production significantly. Still the book notes that "in several of the biggest Green Revolution successes -India, Mexico, and the Philippines for example - grain production and in some cases exports, have climbed while hunger has persisted."

Natural catastrophes not a cause

Another popular hunger myth is that natural catastrophes are to be blamed. "It's too easy to blame nature; food is always available for those who can afford it while starvation during hard times hits only the poorest." "Millions live on the brink of disaster in south Asia, Africa and elsewhere, because they are deprived of land by a powerful few, trapped in the unremitting grip of debt, or miserably paid." Natural events rarely explain deaths, they are simply the final push over this brink.

Overpopulation not a cause

Population growth is another mythical cause of hunger, says the book. "Although rapid population growth remains a serious concern in many countries, nowhere does population density explain hunger."....''For every Bangladesh - a densely populated and hungry country - we find a Nigeria, Brazil or Bolivia where abundant food resources coexist with hunger." In Costa Rica, that only has half of Honduras' cropped acres per person, the life expectancy is 11 years longer than in Honduras which put it to that of developed countries, according to the book.

Large farms no solution

Several of the myths revealed by the book are unsubstantiated assumptions used to argue for the current food, land and agriculture policy. These myths include, according to the book, the belief that large farms, the free-market, free trade and more aid from industrialised countries will solve the hunger problem.

Large landowners commonly control most of the best land but leave much of it idle, according to the book. - "By contrast, small farmers typically achieve at least four to five times greater output per acre, in part because they work their land more intensively and use integrated, and often more sustainable, production systems".

Redistribution of land would give millions of small farmers in developing countries the incentive to invest in land improvements, to rotate crops and leave land fallow for the sake of long-term soil fertility, according to the book.

Comprehensive land reforms have markedly increased food production in for example Japan, Zimbabwe, and Taiwan. According to a World Bank study of northeast Brazil it is estimated that redistributing farmland into smaller units would increase the output by 80 percent.

Free-markets and lifting tariffs on trade are no solutions

"Such a 'market is good, government is bad' formula can never help address the causes of hunger," ...''Such thinking misleads us into believing that a society can opt for one or the other, when in fact every economy on earth combines market and government in allocating resources and distributing wealth.''

As the market responds to money and not to actual need, it can only work to eliminate hunger when purchasing power is widely dispersed, says the book. "While soybean exports boomed in Brazil to feed Japanese and European livestock - hunger spread from one-third to two-thirds of the population"...."Where the majority of people have been made too poor to buy the food grown on their own country's soil, those who control productive resources will, not surprisingly, orient their production to more lucrative markets abroad."

Pro-trade policies like that of the North American Free Trade Agreement (NAFTA) and the General Agreement on Tariffs and Trade (GATT) promotes export crop production and suppresses basic food production. Foreign aid from industrialised countrieshas supported such free trade and free market policies.

Foreign aid counterproductive

"Foreign aid works directly against the hungry." U.S. aid in particular is used to promote exports and food production -not to increase the poor's ability to buy food. ''Even emergency, or humanitarian aid, which makes up five percent of the total, often ends up enriching U.S. grain companies while failing to reach the hungry."

World hunger can be eliminated

"Hunger is caused by decisions made by human beings, and can be ended by making different decisions".

Rosset concludes: "The scientific evidence shows it is possible to eliminate hunger..... As societies we have to decide that it is a priority."

Conclusion

The world could feed itself if food policies were based on facts an not on myths as presently. The fact is that there is no scarcity of food. The real reason for the world hunger problem is poverty. This requires political and not agrotechnical solutions.

Abstract
Using an inverse statistical model we examine potential response in sea level to the changes in natural and anthropogenic forcings by 2100. With six IPCC radiative forcing scenarios we estimate sea level rise of 0.6-1.6 m, with confidence limits of 0.59 m and 1.8 m. Projected impacts of solar and volcanic radiative forcings account only for, at maximum, 5% of total sea level rise, with anthropogenic greenhouse gasses being the dominant forcing. As alternatives to the IPCC projections, even the most intense century of volcanic forcing from the past 1000 years would result in 10-15 cm potential reduction of sea level rise. Stratospheric injections of SO2 equivalent to a Pinatubo eruption every 4 years would effectively just delay sea level rise by 12 -20 years. A 21st century with the lowest level of solar irradiance over the last 9300 years results in negligible difference to sea level rise.

Agreement on future sea level rise.
Sea level will rise by roughly 1 m by the year 2100. This result agrees well with previous estimates projections by Grinsted et al. 2009, Vermeer & Rahmstorf, 2009, and Rahmstorf 2007, while using a completely independent forcing. It also agrees qualitatively with other evidence from Rohling et al. 2007, Carlson et al. 2008, and Pfeffer et al. 2008.

Although it is too early to say that a consensus has been reached in the sea level community, it is clear that the bulk of the recent studies show a much greater sea level rise than projected in IPCC AR4.

Long-term sea level response to global warming
Sea level has a long response time and so the warming we impose now will have consequences far into the future. This is an issue of commitment and is discussed in the IPCC AR4 report. It is not discussed in this paper, but here is a crude estimate of the long term sea level response.

Abstract
The rate of sea level rise and its causes are topics of active debate. Here we use a delayed response statistical model to attribute the past 1000 years of sea level variability to various natural (volcanic and solar radiative) and anthropogenic (greenhouse gases and aerosols) forcings. We show that until 1800 the main drivers of sea level change are volcanic and solar radiative forcings. For the past 200 years sea level rise is mostly associated with anthropogenic factors. Only 4 ± 1.5 cm (25% of total sea level rise) during the 20th century is attributed to natural forcings, the remaining 14 ± 1.5 cm are due to a rapid increase in CO2 and other greenhouse gases.

Abstract
We reconstructed decadal to centennial variability of maximum sea ice extent in the Western Nordic Seas for A.D. 1200-1997 using a combination of a regional tree-ring chronology from the timberline area in Fennoscandia and δ18O from the Lomonosovfonna ice core in Svalbard. The reconstruction successfully explained 59% of the variance in sea ice extent based on the calibration period 1864-1997. The significance of the reconstruction statistics (Reduction of Error, Coefficient of Efficiency) is computed for the first time against a realistic noise background. The 20th century sustained the lowest sea ice extent values since A.D. 1200: low sea ice extent also occurred before (mid 17th and mid 18th centuries, early 15th and late 13th centuries), but these periods were in no case as persistent as in the 20th century. Largest sea ice extent values occurred from the 17th to the 19th centuries, during the Little Ice Age, and smaller sea ice-covered areas occurred in the 16th century. Moderate sea ice extent occurred during 13th to 15th centuries. Reconstructed sea ice extent variability is dominated by decadal and multi-decadal oscillations operating at ~70-90yr, and by a North Atlantic Oscillation/Arctic Oscillation (NAO/AO) decadal component, which occurred repeatedly during the reconstructed period. Sea ice extent and NAO showed a non-stationary relationship during the observational period. The present low sea ice extent is unique over the last 800 years, and results from a decline started in late-19th century after the Little Ice Age.

Abstract
We use a physically plausible 4 parameter linear response equation to relate 2000 years of global temperatures and sea level. We estimate likelihood distributions of equation parameters using Monte Carlo inversion, which then allows visualization of past and future sea level scenarios. The model has good predictive power when calibrated on the pre-1990 period and validated against the high rates of sea level rise from the satellite altimetry. Future sea level is projected from IPCC temperature scenarios and past sea level from established multi-proxy reconstructions assuming that the established relationship between temperature and sea level holds from 200-2100 A.D. Over the last 2000 years minimum sea level (-19 to -26 cm) occurred around 1730 AD, maximum sea level (12 to 21 cm) around 1150 AD. Sea level 2090-2099 is projected to be 0.9 to 1.3 m for the A1B scenario, with low probability of the rise being within Intergovernmental Panel on Climate Change (IPCC) confidence limits.

Some of the main results and some comments
(Note: when reading the tables and figures in the paper then look at the rows marked 'moberg' as they are our best guess).

* We project a sea level rise roughly 3 times higher than the predictions of the IPCC.
* We are able to calculate a high resolution sea level curve for the past ~2000 years.
* Even if we stop temperature from rising then sea level will still rise 20-40 cm (see T0 in table 2)
* To stop sea level from rising then we should lower temperatures by ~0.6 degrees C (see ΔT|S=0 in table 1).
* projected sea level rise for the most optimistic scenario ~80cm (B1 in table 2 - this scenario has a warming of 2degrees by 2100)
* projected Sea level rise for the most pessimistic scenario ~135cm (A1FI in table 2 - this scenario has a warming of 4.5 degrees by 2100)

This means that no matter what we do to reduce co2 then we are already committed to a considerable rise in sea level. There is simply so much intertia in the system, because the ice masses and ocean heat have not equilibrated to surface temperatures. We must therefore adapt (by good infrastructure planning) to higher sea level. Still we can also see that mitigation is not wasted. -It will be much more expensive to protect against 135cm compared to 80cm. Ofcourse there are also other climate impacts than sea level rise, and so we also have other reasons to reduce CO2.

It sounds very controversial to project such a large rise but it really is not. Experts have known that the IPCC projections were too conservative (including the IPCC authors) and those I have talked to had a feeling that something like 1-1.5 meter of rise was probably more correct (see also this list of recent papers). Now we provide some good solid evidence. Hopefully infrastructure planners will listen and plan accordingly. To be fair to the IPCC numbers then they do explicitly state that their estimates "exclude rapid dynamical changes" in icesheets.

Global sea level rise, an important consequence of climate change, will likely affect the lifestyles of people living in coastal communities. Yet controversy and uncertainty cloud discussion of how fast sea level is rising, and why. To learn more, Jevrejeva et al. (2008) became the first to reconstruct global sea level since 1700 using tide gauge records from around the world. They then analyzed the evolution of sea level changes for the past 300 years and presented observational evidence that recent global sea level acceleration may have started at the end of the eighteenth century. They also found that sea level rose by 6 cm during the nineteenth century and 19 cm during the twentieth century. If the conditions that established the acceleration continue, sea level will rise 34 cm over the 21st century. The authors concluded that sea level acceleration will depend on the actual rate of temperature increase in the 21st century and that the latest Intergovernmental Panel on Climate Change estimates of sea level rise for the 21st century are probably too low.

Abstract
We present a reconstruction of global sea level (GSL) since 1700 calculated from tide gauge records and analyse the evolution of global sea level acceleration during the past 300 years. We provide observational evidence that sea level acceleration up to the present has been about 0.01 mm/yr2 and appears to have started at the end of the 18th century. Sea level rose by 6 cm during the 19th century and 19 cm in the 20th century. Superimposed on the long-term acceleration are quasiperiodic fluctuations with a period of about 60 years. If the conditions that established the acceleration continue, then sea level will rise 34 cm over the 21st century. Long time constants in oceanic heat content and increased ice sheet melting imply that the latest Intergovernmental Panel on Climate Change (IPCC) estimates of sea level are probably too low.

Gulf Stream and ENSO Increase the Temperature Sensitivity of Atlantic Tropical Cyclones

Abstract
Controversy exists over the role of the recent rise in sea surface temperatures (SST) and the frequency of tropical cyclones or hurricanes. Here, 135 yr of observational records are used to demonstrate how sea surface temperature, sea level pressure, and cyclone numbers are linked. A novel wavelet-lag coherence method is used to study cause and effect relations over a large space of time scales, phase lags, and periods. It is found that SST and cyclones are not merely correlated, but are in a negative feedback loop, where rising SST causes increased numbers of cyclones, which reduce SST. This is statistically most significant at decadal and not at longer periods, which is contrary to expectations if long-period natural cycles are important in driving cyclone numbers. Spatial relationships are examined using phase-aware teleconnections, which at the dominant decadal period show the in-phase behavior of the Atlantic SST in the Gulf Stream region, reflecting the role of the transportion of heat northward from the tropical Atlantic. At 5-yr periods there is significant coherence when SST leads cyclones by 2 yr, and this is associated with tropical ENSO activity such that, as predicted, increasing numbers of El Niños cause fewer Atlantic cyclones. The pattern of coherence existing since 1970 strongly favors the decadal coherence band, and despite growing coherence at higher frequencies, there is none at the 5-yr band, perhaps explaining why the observed sensitivity between SST and cyclones is larger than that from general circulation model (GCM) predictions and becoming greater.

Interresting new methods presented in the paper:
We have developed some new and very useful statistical techniques which are broadly applicable to many types of causality problems. Mean phase coherence is a good measure of how consistent the phase relationship is between two series. Ofcourse to properly define a phase it is necessary to look at a narrow frequency band and therefore we wavelet filter the series. Phase coherence has many advantages over traditional correlation coefficients. This measure can be expanded onto a spatial grid which we call Phase-aware teleconnections which show the phase relationship and the regions of significant coherence (see figure on the right). Mean phase coherence can also be to examine the causal relationship between two series. In order to do this we vary the wavelet scale and also lag the two series relatively to each other. We call this frequency-lag space expansion of phase coherence 'wavelet-lag coherence'. This can further be combined with simple linear regression to quantify the relationship. As we show in the paper this can be a powerful tool for uncovering and understanding complex causal relationships.

Abstract
We examine the relationship between 50-year-long records of global sea level (GSL) calculated from 1023 tide gauge stations and global ocean heat content (GOHC), glacier and ice sheet melting. The lack of consistent correlation between changes in GOHC and GSL during the period 1955–2003 argues against GOHC being the dominant factor in GSL as is often thought. We provide clear evidence of the substantial and increasing role in GSL from the eustatic component (47%) compared with the contribution from increasing heat content (25%), suggesting that the primary role is being played by the melting glaciers and ice sheets. There remains about 1/4 of GSL rise unaccounted for by the best estimates of both eustatic and thermosteric effects. This fraction also exhibits large variability that is not readily associated with known causes of sea level variability. The most likely explanation of this unknown fraction is underestimated melting, climatedriven changes in terrestrial storage components, and decadal timescale variability in global water cycle. This argues for a concerted effort to quantify changes in these reservoirs.

Abstract
This thesis covers a wide range of methods and research subjects and is thus broad in scope. The methods are applied to ice cores, Antarctic blue ice areas, sea level, and large scale climate variability. Two new ice core proxies for continentality and summer melt were developed for the Lomonosovfonna ice core, central Svalbard. The melt proxy was based on the preferential washout different ions and the continentality proxy on the amplitudes of the annual signal in δ18O. These proxies suggest that summers in the Barents region were as warm (or warmer) than the present during the medieval warm period. A high quality chemical record of environmental changes was proven to be preserved in the core. A simple and flexible flow model based on the continuity equation was developed with the purpose of dating the ancient surface ice in Antarctic blue ice areas. The model has been applied to three very different ice fields in East and West Antarctica. The wavelet coherence and singular spectrum analysis methods were advanced and a phase-aware teleconnections method was developed. The methods were utilized in isolating a ~14 year quasi-periodic component in multiple climate series from the Arctic and the equatorial Pacific. It was determined that the signals shared a common source and a linking mechanism was found. The same techniques were applied for signal enhancement in ground penetrating radar. The proposed wide spread influence of decadal solar variability on climate was scrutinized and it was concluded that the 11-year cycle sometimes seen in climate proxy records is unlikely to be driven by solar forcing. Global sea level was reconstructed from tide gauge data using a new ‘virtual station’ method. The 1920-1945 rate of sea level rise was as large as the rate observed during the 1990s. The impact of major volcanic eruptions on global sea level was studied and it was found that a disturbance of the global water cycle causes a rise in sea level in the first year following an eruption.

Abstract.
We examine possible links between solar cycle irradiance variations the large atmospheric circulation systems that affect whole planet’s climate. In particular we examine the putative mechanism of solar forcing mediated by changes in induced stratospheric conditions over the polar regions. We test this hypothesis by examining causal links between time series of solar irradiance based on both amplitude and length of the 11-year solar sunspot cycle and indices of Arctic Oscillation AO and ENSO activity. We use a wavelet lag coherence method based on wavelet filtering to examine the significance and magnitude of the phase coherence of the pairs of series in lag-period space. Hence we study the non-linear phase dynamics of weakly interacting oscillating systems. The method clearly shows no link between AO or SOI with solar irradiance at all scales from biannual to decadal. We conclude that the 11-year cycle sometimes seen in climate proxy records is unlikely to be driven by solar forcing.

What are some of your life experiences and achievements?
(i.e. raising children, starting a business, staying married for 50 years, planning your
wedding, learning a complicated software program etc)
What problems, big or small, have you solved in your life?
(i.e. lost a lot of weight, helped a loved one through an illness, landed a great job,
survived bankruptcy or divorce.)

products on the topic. Make sure that you are able to find 15 to 20 other people selling
digital information in that market already. To do this, click on ‘marketplace’. It will open
a page where you can search for your ‘market keyword’ to know if there is information
products listed on it already.
Just take note of the number of the listed products for now. You will need it later.
Step #3 – Create a short report to give away.
You have to find a way to attract people in this new market to you, build relationship
with them and have opportunity to sell to them. To be able to do that you will have to
give them something to attract them to you. What will be the best gift ‘bait’ to attract
your market is information product that answers some of their problem.
The question now is how will you know what their problems are? Don’t worry I will lead
you to a place where this people are already posting their problems. The place is called
‘online forums’, discussion boards or discussion groups.
Online forum is a place where people of the same interest meets to discuss their needs
and share interesting stuffs with other people in their market. There are forums,
discussion boards and groups on virtually every topic you can think of.
So, your next action step is to search for top forums in your market area.
You can do that by simply using google search engine.
Type ‘your market + forum’ in google search engine. For example if your market is

Alternatively, you can check directories of forums and groups that are available online.

You will also see response of other people as well.
To create your short report all you have to do is to list out the questions that got a
lot of ‘view’ and ‘reply’ on each forum, and find experts to further answer the question.
You can contact the expert that answers the question already to give you more
explanation on it. Alternatively, you can get contacts experts that post articles on ezine
directories like www.ezinearticles.com on your topic.
When you get response from experts that you contact, compile it together and turn
it to pdf report using free online pdf converter like http://www.freepdfconvert.com/.
If your market is ‘parenting’ you will be having something like ‘77 questions on

You can also research and create the reports yourself instead of interviewing
experts. But if you are not an expert in the industry already it may affect acceptance of

Step #4 – Step up a website to give away your report
As you now know that the main purpose of your give away report is to build list of
people in your market. To be able to do that successfully you need the following things:

domain name extension for this purpose is .com (Domain name is the name of
the websites you need to create)
2. Sign up for website hosting account.
3. Upload your ‘report’ on your new domain.
4. Sign up for autoresponder account with either www.aweber.com or
www.getresponse.com. You will be using this autoresponder to capture the name
and address of your website visitor and contact them as well.
5. Create or have somebody create simple ebook cover for your report.
6. Create or have somebody create simple graphics header for you.
7. Put it all together and set up 1 page website or pay somebody to do it for you. If
you know how to use frontpage or dreamweaver you can do this easily. You can
as well download template online. You will be using this one page website
to capture name and email address of those that are interested in your
report.
8. Install wordpress blog site – you will be sharing other free information on your
blog site for continuous relationship with your subscriber. You don’t have to

register another domain name for your blog site. You can install it on the same
domain it will just be on sub url (i.e. www.yourdomain.com/blog)
Note: You can learn how to complete above listed task yourself or pay somebody to do it
for you.
Step #5 – Promote your report give away website.
It is time to start promoting your new website to your market audience. Remember, your
main goal is to build list of subscribers that you can start building relationship with.
There are several ways to get people to visit your website. But we won’t be using any of
the common ways to get website visitors because what we need is not just ordinary
visitors, we need paid visitors (i.e. people that have proven they have money to spend and
they are ready to spend it).
You will be leveraging on success of other information product owners that we discover
in step #2 above. You will be giving them the opportunity to give away your new report
as bonus to buyers of their product.
If you are able to get 20 people that agree to give your report as added bonus to their paid
customers and if in one month each of them gets 50 buyers on average that buy their
product and download your report, you will be having 1,000 subscribers (20 X 50). It is
obvious that some of them will sell more than 50 while some will not sell up to that.
However, it still won’t take you to have list of people that are already spending money in
your market.
Step #6 – Start building relationship with them.
Don’t try to sell anything to them in the first 3 to 4 weeks. Concentrate only on building

If you are able to recruit 20 active affiliates that sells 50 copies of your product in one

5 ways to create ebook without writing it yourself
Many online marketers today make a living by selling their own products. Among the
most popular digital products to sell are eBooks and special reports. These are files in
written form where useful and desired information can be conveyed. Indeed, information
is what fuels the internet. It’s not called the information superhighway for nothing, after
all. People log online to search for information. If you have the information they need,
then they will come to you. And if this information holds a lot of value, you could sell
the same and make some wonderful profit. And since words are the primary tools of
communication in the World Wide Web, information is often conveyed in written form,
i.e. the aforementioned eBooks and special reports.
But preparing written works is not easy. For starters, not everyone could write. And
those who could often don’t have the time to embark on such an undertaking.
Fortunately, there are some alternative routes you could take which would allow you to
prepare your own eBook or special report without having to write down a single word.

2. Conduct an interview with an expert and record the same. Thereafter, hire

transcribe the conversation you had with the said expert. You’d be surprised how
quickly you could jack up 50 to 200 pages worth of essential reading material
using this method.
3. Buy an existing eBook or special report that comes with private label rights. This
would enable you to alter the contents of the same, and even name yourself as the
author of the work. You could add some materials as you feel are necessary, or
better yet, you could combine two, three, or even ten of these PLR eBooks or
special reports to come up with an encyclopedic tome of information worthy of
some notice.
4. Hire a ghostwriter to prepare an eBook or a special report for you. There are
many, many freelance writers looking for work at the websites we have

Does Anyone Really Make Any Money On The Internet Or Is It Just A Dream?
To be honest with you - when I was first introduced to this Internet Marketing business in
early 2008, I, too, was also very skeptical as to whether this whole thing is genuine or is
it nothing but scam.
After some persuasion, I decided to try it out and I was lucky enough to learn from the
right Internet Marketing gurus (I was also scammed by some) who taught me the right
techniques and strategies to profit from Internet Marketing as an affiliate marketer.
What Can I Sell To Make Money As An Affiliate?
You can choose to sell either physical products (e.g. televisions, cameras, books,
computers, etc.) or digital products (e.g. digital books, MP3s, etc.).
If you are interested in selling physical products, you may wish to sign up as an affiliate
for Amazon (where you can promote anything on the Amazon website and get a
commission of about 4% - 8% per sale), or an an affiliate in Commission Junction,
Performics (In Commission Junction and Performics, you can find many companies
where you can promote products for - such as Sony, HP, etc.)
If you are interested in selling digital products, you can sign up as an affiliate for
Clickbank where you can sell digital books on any topics such as business, health and
fitness, personal development, marketing, etc.
In addition, you can also make money by giving out free memberships to people, free
products (like free game consoles, free gift cards, free ringtones, etc.) or when someone
requests for a free financial quotation, etc. - Here are some of the networks you may want
to sign up - MaxBounty, ClickBooth, CPA Empire.
How & When Will I Receive My Payment?
Most of the affiliate networks (such as ClickBank, Commission Junction, Performics)
issue out payments by check, and most of them issue out payments once every month.
However, there are some (like ClickBank) that issues out payment every fortnightly.
Once you've received the checks, you can just bank them in your domiciliary account the
same way you bank in normal checks. However, the checks might take a little bit longer
to clear - between a week to approximately a 3weeks, depending on the bank - my
suggestion is to check with them directly.

Yes, all affiliate programs will have an option for you to see how many sales you've
generated as an affiliate, as well as how much you've made over a period of time - such
as in a single day, in a week, in a month, or in a year.
You'll also know when payments are being sent out.
How Do I Get Started With Affiliate Marketing?
Ask yourself these questions - "what am I interested in?", "What do I like to do in my
spare time?" - For example, you love playing golf during the weekends, and you have an
affiliation for it, then that's what you should start off with - selling golf products as an
affiliate.
Still continuing with the example of golf, you can either sell digital books on how to

Next, for free advertising, there's lots of ways for you to drive traffic to your website (I'm
going to list some of them here):

you're promoting golf products, then you should visit golf forums). Some of these forums

Yes, you can use Pay Per Click Search Engine Marketing alone in affiliate marketing
(I've done this before and made quite a lot of money from it).
However, you need to be equipped with the right skills in order to be able to create
profitable campaigns.
Which Is More Profitable? Affiliate Marketing Or Google Adsense?
Here's my answer - both can be very profitable - if you do them right. I won't go into
Google Adsense here but in essence, as a newbie, you should pick one (either affiliate
marketing or Google Adsense) and focus on it.
Should I Use Landing Pages / Squeeze Pages With Affiliate Marketing?
First and foremost, incase you do not know what a landing page / squeeze page is, it's
basically a page that is used for the purpose of collecting your potential customers' first
name and email address in exchange for something - it could be a free report, free email
training course, free audio program, etc. It has the intention of eventually leading the
potential customers to the products/services you're promoting.
As to whether or not you should use a landing/squeeze page with affiliate marketing will
depend on your marketing effort - some of them build one to build his/her list so as to be
able to sell to them in future (as the saying goes "the money is in your list"). But
remember this - do NOT build a list and just send them emails to ask them to buy the
products/services you are promoting - it's probably going to turn them off. You have to
give them VALUE, such that they'll open up your email when they see them in their
inbox instead of sending them to the thrash can.

URL Masking is basically hiding your affiliate URL and make it shorter.
One look at the URL people will know you're trying to sell them something as an

Reversal of Conviction Because Undisclosed MySpace Friendship Between Defendant and Juror
Brian Peterson posts on a fascinating West Virginia Supreme Court of Appeals decision involving the use of social media between a juror and defendant and the issue of disclosure of such connections during voir dire.

In State v. Dellinger, No 3573 (W.Va. Supr. Ct. June 3, 2010) (PDF version) the West Virginia Supreme Court reversed a felony conviction of a Braxton County Sheriff due to a juror's "complete lack of candor" during voir dire. The juror and defendant were MySpace friends, but hardly knew each other. The Court found that the juror should have disclosed the relationship.

The Court describes the juror misconduct as follows:

At the direction of the trial judge, an investigation into alleged juror misconduct was conducted concerning Juror Amber Hyre. During the course of the investigation and at the June 11, 2008, hearing, it was learned that on February 7, 2008, approximately one week before Appellant's trial began, Juror Hyre sent a message to Appellant on “www.MySpace.com,” a social networking website. In that message, Juror Hyre, known as “Amber,” wrote to Appellant:

Hey, I dont know you very well But I think you could use some advice! I havent been in your shoes for a long time but I can tell ya that God has a plan for you and your life. You might not understand why you are hurting right now but when you look back on it, it will make perfect sence. I know it is hard but just remember that God is perfect and has the most perfect plan for your life. Talk soon!

According to Juror Hyre, after she sent this message to Appellant, the two became MySpace “friends,” which allowed Appellant to view postings on Juror Hyre's MySpace page and vice versa.

To get the full context of what occurred I recommend reading the full decision. Also, jump over to Brian's blog post to read more of his comments on the decision. I agree with his conclusion, "It's clear that voir dire and jury instructions need to catch up with technology."

Lesson: If you are called for jury duty be sure to review all your MySpace, Facebook, Twitter, etc. contacts to make sure you have no connection to the parties in the matter. The case also highlights that technology has allowed all of us to develop new (more extended, not necessarily deeper) relationships with people that we don't really consider part of our "in person" social circle.

WVBOM: Policy Statement - Guidelines for Physicians in Collaborative Relationships with Advanced Nurse Practitioners
On May 10, 2010, the West Virginia Board of Medicine has issued a new Policy Statement - Guidelines for Physicians in Collaborative Relationships with Advanced Nurse Practitioners or Certified Nurse Midwives; Standard of Practice.

The new Policy Statement provide West Virginia physicians with guidance on the role and responsibility they play in the collaborative relationship with advanced nurse practitioners and certified nurse-midwifes. In summary, the guidance provides:

A. The physician must be permanently and fully licensed in West Virginia without restriction or limitation.

B. There should be a written collaborative agreement should should include certain specific provisions as outlined in the Policy Statement.

C. Other considerations that are outlined in the Policy Statement

The Policy Statement indicates that the failure by a physician to adhere to these minimum requirements and guidelines may result in discipline by the Board of Medicine.

Credentialing and Privileging Telemedicine Physician and Practitioner
Last week the Centers for Medicare and Medicaid Services (CMS) issued a proposed rule revising the conditions of participation (CoPs) for hospitals and critical access hospitals allowing for a new credentialing and privileging process for physicians and practitioners who provide telemedicine services. The proposed rule should make it easier on smaller hospital (especially critical access hospitals) who don't have the in-house medical staff to adequately evaluate and privilege a wide range of specialty physicians who provide services through telemedicine.

The proposed rule was published in the Federal Register on May 26, 2010, and titled, Credentialing and Privileging of Telemedicine Physicians and Practitioners, 75 Fed Reg 29479 (May 26, 2010). Comments on the proposed rule must be submitted by July 26, 2010.

Traditionally the CoPs have required the governing body of the hospital to make all privileging decisions based on the recommendations of its medical staff using specific criteria. Hospitals often use third-party credentialing verification services to assist in compiling the voluminous documents needed to verify credentialing and then have the governing body of the hospital review and sign off on the privileging decision.

The proposed rule points out that there has been a Joint Commission standard policy that allows "privileging by proxy," which has been in direct conflict with CoPs. "Privileging by proxy" allows Joint Commission accredited hospitals to utilize a different methodology to privilege"distant-site" physicians and practitioners. Basically, allowing one Joint Commissioned accredited hospital to accept the privileging decisions of another Joint Commissioned accredited hospital. In the past, hospitals were deemed (deemed status) to meet the CoPs if they were accredited by the Joint Commission. However, changes in the Medicare Improvement for Patients and Providers Act of 2008 (MIPPA) will halt (effective July 15, 2010) the statutory recognition of the Joint Commission's hospital accreditation program and now requires the Joint Commission to meet CMS standards in order to confer Medicare deemed status.

CMS has decided that requiring each hospital to independently privilege providers is a duplicative and burdensome process, especially for small hospitals who often use telemedicine services from larger academic medical centers and hospitals to provide access to needed specialty services. Thus, CMS is proposing in the rule to revise the hospital credentialing and privileging requirements to allow a hospital who obtains telemedicine services by agreement with another hospital that the agreement can specify that the hospital providing the telemedicine services is responsible for credentialing the telemedicine provider and can provide this information to the medical staff of the hospital receiving the telemedicine services who can then rely upon the credentialing and privileging decisions of the hospital providing the telemedicine services.

OCR Request for Information: HIPAA Privacy Rule Accounting of Disclosures under HITECH
Today the Office for Civil Rights (OCR), Department of Health and Human Services issued a Request for Information titled HIPAA Privacy Rule Accounting of Disclosures Under the Health Information Technology for Economic and Clinical Health Act (75 Fed Reg 23214 May 3, 2010). More information at the OCR website.

The Request for Information by OCR seeks comments from health consumers and health care providers/organizations. OCR seeks information on the following areas:

* Understanding the interests of individuals (health consumers) with respect to learning of such disclosures; and
* The administrative burden on covered entities (health care providers/organizations) and business associates of accounting for such disclosures.

The Request for Information states that Section 13405(c) of the Health Information Technology for Economic and Clinical Health (HITECH) Act expands an individual’s right under the Health Insurance Portability and Accountability Act of 1996 (HIPAA) Privacy Rule to receive an accounting of disclosures of protected health information made by HIPAA covered entities and their business associates. In particular, section 13405(c) of the HITECH Act requires that the HIPAA Privacy Rule be amended to require covered entities to account for disclosures of protected health information to carry out treatment, payment, and health care operations if such disclosures are through an electronic health record.

The Request for Information requests specific comments on the following nine questions:

1. What are the benefits to the individual of an accounting of disclosures, particularly of disclosures made for treatment, payment, and health care operations purposes?

2. Are individuals aware of their current right to receive an accounting of disclosures? On what do you base this assessment?

3. If you are a covered entity, how do you make clear to individuals their right to receive an accounting of disclosures? How many requests for an accounting have you received from individuals?

4. For individuals that have received an accounting of disclosures, did the accounting provide the individual with the information he or she was seeking? Are you aware of how individuals use this information once obtained?

5. With respect to treatment, payment, and health care operations disclosures, 45 CFR 170.210(e) currently provides the standard that an electronic health record system record the date, time, patient identification, user identification, and a description of the disclosure. In response to its interim final rule, the Office of the National Coordinator for Health Information Technology received comments on this standard and the corresponding certification criterion suggesting that the standard also include to whom a disclosure was made (i.e., recipient) and the reason or purpose for the disclosure. Should an accounting for treatment, payment, and health care operations disclosures include these or other elements and, if so, why? How important is it to individuals to know the specific purpose of a disclosure— i.e., would it be sufficient to describe the purpose generally (e.g., for ‘‘for treatment,’’ ‘‘for payment,’’ or ‘‘for health care operations purposes’’), or is more detail necessary for the accounting to be of value? To what extent are individuals familiar with the different activities that may constitute ‘‘health care operations?’’ On what do you base this assessment?

6. For existing electronic health record systems:
(a) Is the system able to distinguish between ‘‘uses’’ and ‘‘disclosures’’ as those terms are defined under the HIPAA Privacy Rule? Note that the term ‘‘disclosure’’ includes the sharing of information between a hospital and physicians who are on the hospital’s medical staff but who are not members of its workforce.
(b) If the system is limited to only recording access to information without regard to whether it is a use or disclosure, such as certain audit logs, what information is recorded? How long is such information retained? What would be the burden to retain the information for three years?
(c) If the system is able to distinguish between uses and disclosures of information, what data elements are automatically collected by the system for disclosures (i.e., collected without requiring any additional manual input by the person making the disclosure)? What information, if any, is manually entered by the person making the disclosure?
(d) If the system is able to distinguish between uses and disclosures of information, does it record a description of disclosures in a standardized manner (for example, does the system offer or require a user to select from a limited list of types of disclosures)? If yes, is such a feature being utilized and what are its benefits and drawbacks?
(e) Is there a single, centralized electronic health record system? Or is it a decentralized system (e.g., different
departments maintain different electronic health record systems and an accounting of disclosures for treatment,
payment, and health care operations would need to be tracked for each system)?
(f) Does the system automatically generate an accounting for disclosures under the current HIPAA Privacy Rule (i.e., does the system account for disclosures other than to carry out treatment, payment, and health care
operations)?
i. If yes, what would be the additional burden to also account for disclosures to carry out treatment, payment, and health care operations? Would there be additional hardware requirements (e.g., to store such accounting information)? Would such an accounting feature impact system performance?
ii. If not, is there a different automated system for accounting for disclosures, and does it interface with the electronic health record system?

7. The HITECH Act provides that a covered entity that has acquired an electronic health record after January 1, 2009 must comply with the new accounting requirement beginning January 1, 2011 (or anytime after that date when it acquires an electronic health record), unless we extend this compliance deadline to no later than 2013. Will covered entities be able to begin accounting for disclosures through an electronic health record to carry out treatment, payment, and health care operations by January 1, 2011? If not, how much time would it take vendors of electronic health record systems to design and implement such a feature? Once such a feature is available, how much time would it take for a covered entity to install an updated electronic health record system with this feature?

8. What is the feasibility of an electronic health record module that is exclusively dedicated to accounting for disclosures (both disclosures that must be tracked for the purpose of accounting under the current HIPAA Privacy Rule and disclosures to carry out treatment, payment, and health care operations)? Would such a module work with covered entities that maintain decentralized electronic health record systems?

9. Is there any other information that would be helpful to the Department regarding accounting for disclosures
through an electronic health record to carry out treatment, payment, and health care operations?

Written comments to OCR must be submitted on or before May 18, 2010.

Testing Google's New Search Story
Yesterday I saw a post on the Official Google Blog about making your own search story videos in minutes. The post announced Google's simple to use search story video creation tool. Google introduced these search stories during the Superbowl with this ad, Parisian Love. All you have to do is type in your searches, pick your music and transfer it over to Youtube. Try it out here.

I thought I would test out the tool by creating a quick sample video marketing my health care legal practice featuring my Health Care Law Blog.

Also thinking about how marketing staffs for physicians, hospitals and health care organizations might creatively use this tool to create great marketing and public informational pieces. For example, a search story that reminds people to do a self examination, promotes a public service announcement, recommend certain preventative health measures or make healthier micro decisions.

NCAA Final Four: It's a great day to be a Mountaineer wherever you may be!
Today the WVU Mountaineers take on the Duke Blue Devils in the NCAA Final Four. Good luck to the Mountaineers as they try to move on to the Championship Game on Monday night against the winner of the Bulter vs. Michigan State contest.

West Virginians everywhere are excited about the game and proud of the hard work and dedication put in by the Mountaineer players, coaches and staff. It is a great day to be a Mountaineer!

All week it has been exciting to watch the buzz and excitement grow throughout the state. I loved this picture of some Mountaineers leaving Morgantown headed to Indianapolis with their cooler and couch strapped to back. I had to share it with everyone. Thanks to Lisa Simmons for the photo. You have to be a Mountaineer to understand the couch burning tradition (some history on the tradition and one of my favorite videos below).

DEA Interim Final Rule on Electronic Prescribing of Controlled Substances
On March 24, 2010, the Drug Enforcement Administration (DEA) released the Interim Final Rule with Request for Comments on Electronic Prescribing of Controlled Substances.

The Interim Final Rule outlines the procedures for health care providers to electronically prescribe controlled substances. The DEA has revised its regulations to provide practitioners with the option of writing prescriptions for controlled substances electronically and permit pharmacies to receive, dispense and archive these electronic prescriptions.

The Interim Final Rule will be officially published in the Federal Register on Wednesday, March 31, 2010 and will include a 60 day comment period.

OCR Update on Issuance of HIPAA HITECH Rulemaking
Update from Office for Civil Rights (OCR) on issuance of the Notice of Proposed Rulemaking (NPRM) implementing changes to HIPAA under the Health Information Technology for Economic and Clinical Health Act (HITECH). Health care organizations and health lawyers have been anxiously awaiting rules implementing and interpreting the changes because the effective date for many of the HITECH requirements was February 17, 2010. Of particular interest has been whether or not health care organizations are required to amend business associate agreement.

The notice seems to indicate that the the date for compliance and enforcement may be delayed since it states that the NPRM "will provide specific information regarding the expected date of compliance and enforcement." However, covered entities and business associates need to weigh the risks of not complying with the new requirements while waiting for further clarification from OCR.

The notice states:

OCR will implement important privacy and security provisions of the Health Information Technology for Economic and Clinical Health (HITECH) Act through notice and comment rulemaking, as required by the Administrative Procedure Act. These provisions include: business associate liability; new limitations on the sale of protected health information, marketing, and fundraising communications; and stronger individual rights to access electronic medical records and restrict the disclosure of certain information. OCR continues work on a Notice of Proposed Rulemaking (NPRM) regarding these provisions. Although the effective date (February 17, 2010) for many of these HITECH Act provisions has passed, the NPRM and the final rule that follows will provide specific information regarding the expected date of compliance and enforcement of these new requirements.

However, interim final rules implementing HITECH Act provisions in two areas have already been issued and are currently in effect: enforcement and breach notification. New civil money penalty amounts apply to HIPAA Privacy and Security Rule violations occurring after February 17, 2009. Covered entities and business associates must comply now with breach notification obligations for breaches that are discovered on or after September 23, 2009. OCR announced previously that it would use its enforcement discretion not to impose fiscal sanctions with regard to breaches discovered before February 22, 2010. Since that date has passed, OCR will enforce the Breach Notification Interim Final Rule, including with the possible imposition of sanctions, as it does with the HIPAA Privacy and Security Rule requirements.

West Virginia State Bar Issues Advisory Opinion 10-001 Clarifying Rule 8 Pro Hac Vice Admission
Today the West Virginia State Bar announced that the West Virginia State Bar's Unlawful Practice of Law Committee has released Advisory Opinion 10-001, relating to questions from attorneys regarding its interpretation of Rule 8 of the West Virginia Rules of Admission to the Practice of Law, relating to admissions pro hac vice.

Advisory Opinion 10-001 addresses the following issues:

1. Whether the requirement in Rule 8 of of admission pro hac vice extends to matters in which no action, suit or proceeding is pending;

2. To what extent is the responsible local attorney required to participate in proceedings involving the attorney admitted pro hac vice;

3. Whether presiding judicial officers can "excuse" local counsel form participation or "waive" the requirement of participating; and

4. What limitations exist for attorneys seeking to be admitted pro hac vice, particularly their ability to be admitted on a frequent basis, or in multiple or consolidated actions.

AHLA Connections: Legal Implications of Health Care Social Media
The current issue of the American Health Lawyers Association's Connections magazine features an article I co-authored with fellow AHLA health lawyer, Jody Joiner, on the impact of social media use in health care.

The article, Risky Business: Treating Tweeting the Symptoms of Social Media (PDF version), is featured in the March 2010 issue of AHLA Connections (Vol.14, No. 3, March 2010), a health lawyer magazine for the health and life sciences law community.

We provide background context on the use of social media tools by health care providers, address why we think health lawyers need to understand social media, and explore some of the legal implications as social media and the law intersect. The article ends with practical guidance to health care providers and organizations on implementing policies emphasizing the appropriate use of social media.

Lesson for Hospitals and Health Care Providers: Photos of Shark Bite Victim
Martin Memorial too mum: Hospital staff violated privacy of shark victim, an article from the Palm Beach Post. The article highlights the impact ubiquitous mobile devices with cameras are having on our society and the potential liability risks associated with the use/misuse of these devices by health care employees.

The article indicates that various hospital employees took photos of a shark bite victim when he arrived in the emergency room. The article discusses the action taken by the hospital in response to the incident. Another article indicates that the photos were emailed to others.

This type of situation is a nightmare for hospital administration, the privacy officer and legal counsel. The effort and investigation that likely went into figuring out who took photos, where those photos went and the procedure for recapturing/removing the photos from the various sources was time consuming and expensive (both in $$ and reputation) for the hospital.

As such, this incident provides a good example for training and reeducating health care employees on patient privacy issues. Health care employees and professionals must always remember to start from a framework of protecting the health and privacy of their patients. As the use of mobile devices with cameras and social media tools becomes more ingrained in our every day lives -- the ability for private information to be captured, transferred and spread in a viral fashion has become much easier. Caution must be used and this case highlights the importance of retraining staff and highlighting the importance of protecting your patient's privacy.

AHLA Hospital's Friend or Foe: The Age of Social Media and Health 2.0
Today Jody Joiner and I presented at the AHLA Hospitals and Health Systems Institute on the use of social media by hospitals and health care providers. We provided an overview of social media use by hospitals and health care providers, discussed the pros/cons of using social media in the health care environment, presented case studies of the risks and legal implications and did a short role play involving tweets in the context of a medical negligence case. We also provided those attending with recommendations on developing social media guidelines and policies.

To show the speed and ease of using social media tools to spread information, news and photos we we did some live shots during the presentations using an iPhone that were then loaded up to my blog, Twitter and Facebook. We then pulled up the posts and tweets at the end of our hour presentation.

Great audience with great follow up questions. Thanks go out to Mark Browne (@ConsultDoc) and Peter Leibold (@HealthLawyers) for live tweeting during the session.

THE UNIQUE ENTERTAINMENT CREW
This was design to meet the interest of some youth who have decided to make their ability useful in the society and to put an end to some our social and political problems. “Your attitude determines your altitude.” and “the readiness to take risk is our grasp on faith”. So we decide to take the journey of 1000km by one step i.e. instead of being a bad influence, we create awareness and entertain people with our physical ability (dancing singing acting and even comedy) We say “ your success will be indirect proportional of quality and quantityof ideas that you can generate to improve your current circumstances” and when every physical and mental resource is focused, one’s power to solve a problem multiplies tremendously.
Vision
The only way to long lasting in and mental development is through happiness. Our vision and mission is to grant the public with the best of health by dancing singing and acting on stage to make and build a healthy nation among the people.
The unique entertainment crew was formed to put smile on peoples face, as of then it was known to be unique dancing crew where we were all dancers of which we were invited to many occasion and party to perform. Not until when we discover that” we can do everything but still can do something; we will not refuse to do the something we can do” and it was then inaugurated as THE UNIQUE ENTERTAINMENT CREW on jan-21st-2009.
