It all started early 60’s when gangs are on the loose. Ilocandia’s 500    the root of United Ilocandia Frat/Sor., was a whimsical and a trouble    freak group, wherein members are not well screened with only provisions    that he/she is an Ilocano. By standers and out of school youth can be    admitted but majority of each members are Ilocano student’s of  National   University, Sampaloc, Manila. &lt;br /&gt;
Emmanuel Unite was the first president of Ilocandias 500 from    Ballesteros, Cagayan. Joey Tajon was the next president also from    Ballesteros, Cagayan. &lt;br /&gt;
Due to the Lacklusters made by then Ilocandia’s 500, we decided to    change its name to United Ilocandia Frat./Sor. with Manolito Gascon, my    companion. We’ve talked for several days and finally decided to push    through with our plan. With Felipe (Rocky) Monteiro – Mechanical    Engineer of Narvacan Ilocos Sur, Miguel(Mike) Zamora – Mechanical    Engineer from Bayombong, Nueva Vizcaya, all four of us fall from    National University and Leonardo (Ding) Dacuycuy of Gregorio Araneta    University Foundation From Bacarra, Ilocos Norte. The five of us formed    the core group and drafted the first U.I Frat./Sor. Constitution in by    Laws, in February 14, 1965 at Little Quiapo, España, Sampaloc,  Manila.   Still adapted the motto “ONE FOR ALL, ALL FOR ONE”, and “JACK  AND JILL”   the password. &lt;br /&gt;
Served as Overall Gen. Coordinator and Lito Gascon as National Overall    Adviser for several years. Our scope of recruitment was centered then  at   N.U and GAUF, but after year of existence, it spread out from   different  colleges and Universities of Metro Manila. Without our   expectations,  U.I Frat./Sor. has spread throughout the archipelago &lt;br /&gt;

&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;Being a member of United Ilocandia Fraternity &amp;amp; Sorority  Inc., requires that acceptance of the principles and ideals that the  best form of discipline is self discipline, and that discipline is not  merely a restraint behavior but a total conditioning of oneself for the  highest level of performance within one’s capabilities.&lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;Every member is expected to assist in and contribute to the  achievement of the Organization’s goal of brotherhood/sisterhood. Each  one is also expected to observe the highest standards of the ten(10)  supreme virtues of United Ilocandia Fraternity &amp;amp; Sorority Inc., and  all other traits expected to the member of the Ilocandian FAMILY.&lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;In other words, it is not enough that an Ilocandian merely  avoid doing wrong. Any KABAGIS should consciously and as a personal  commitment, always strive to do the right things the right way, and will  only settle for “&lt;em&gt;excellence”&lt;/em&gt;, not only good behavior.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;It is the goal of each KABAGIS to establish and nurture a  climate that encourages, recognizes, and rewards achievements instead of  merely regimenting behavior, enforcing obedience, and punishing  offenses. &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;Every Ilocandian should expect to do the right things because  they wanted to, rather then avoid the wrong things because they fear to  consequences. The drive to achieve and the pursuit of rewards are more  productive forms of behavior than mere obedience to rules or mere  avoidance of penalties. But the rules must be respected and followed in  nonetheless, better voluntary (self discipline), but by force of  authority if necessary (enforce discipline).&lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;In any event, whenever an offense is committed, the offender  must be reprimanded and/or penalized. The organization must be and is  prepared to deal with violations of each rule and of expected code of  discipline. Enforce discipline and ensure that these violations remain  marginal and do not grow to become a general pattern of behavior leading  to a breakdown of order and to the destruction of the organization  itself&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; CHAPTER 1&lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;ARTICLE     1.      GENERAL GUIDELINES, DEFINITIONS AND COVERAGE&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;The following general guidelines shall govern the administration of discipline.&lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;SECTION       1.        Statement of Policy.&lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;a. &lt;/strong&gt;&lt;strong&gt; To encourage and support members in the quest for excellence &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; in individual and organizational performance, and to recognized &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; and reward the achievement of excellence.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;b. &lt;/strong&gt;&lt;strong&gt; To enforce compliance at all times with the organization’s &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; standards and personal behavior.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;c. &lt;/strong&gt;&lt;strong&gt; To castigate wrong behavior, violation of organizational rules &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; and personal behavior. &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;The primary concern of the organization is the  student’s/citizen’s safety and stability with regards to their  studies/work and all aspects must be directed towards the attainment of  that goal.&lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;Discipline is a necessary condition for the attainment of  that goal and for the effective and efficient performance of the  organization. The administration of discipline must be firm, fair, and  in all cases must respect the dignity of the individual whose offenses  is being investigated and castigated.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;SECTION       2.        Summary Proceedings.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;Investigations and other proceedings shall be punctually  conducted and be summary in nature. They shall not be governed by strict  technical rules of procedure or by the rules on evidence applied in  judicial proceedings. However, the findings of the administrative  investigations shall be based on such relevant evidence as a reasonable  mind might accept as adequate to support a conclusion.&lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;SECTION       3.        Timeliness of Penalties.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;Disciplinary actions or penalties, when found warranted by the evidence, shall be imposed immediately after the offense.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;SECTION       4.        Uniformity of Penalties.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;Discipline shall be imposed consistently. It shall be applied  uniformly to offenders similarly situated regardless of rank within the  organization. The same sanction shall be applied on any offender for  offenses committed under similar facts and circumstances. Like penalties  shall be imposed for like offenses.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;SECTION       5.        Impersonal Imposition of Discipline.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;The imposition of disciplinary action and of penalties shall  be impersonal. Disciplinary actions and penalties are directed at the  offender’s punishable acts, not at his/her personality. As a rule, the  offense alone, together with mitigating and/or aggravating  circumstances, shall be the measure of the penalty to be imposed.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;SECTION       6.        SINGLE PENALTY.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;Only one will be imposed for each offense. Moreover, if an  administrative charge proceeding from one incident or a single set of  facts or circumstances, results is finding that two or more offenses  defined in this code have been committed, the corresponding penalties  for each offense be cumulated and one penalty finally imposed that shall  measure the gravity of all the offenses that put together.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;SECTION       7.        Right to Hearing and Defense.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;Any member charged with an offense shall be afforded ample  opportunity to be heard, and if so desires, to defend him/her self with  the Assistance of his/her representative but he/she shall not be allowed  to unduly delay the administrative proceedings and the final resolution  of the case.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;SECTION       8.        Responsibility of Officials.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;Every official shall ensure the maintenance of discipline  within his/her area of responsibility and the observance by the  subordinate to him/her and of the highest standards of the ten(10)  Supreme Virtues and the Fifteen(15)  Ethical Codes, and all other  behavioral traits expected to a member of United Ilocandia Family. He  shall see to it that all his subordinates are aware of and comply with  all the provisions of this code and all other policies, rules,  regulations, and all the guidelines promulgated by the organization.  Each official or superior shall be strictly accountable for the proper  discipline and personal performance of all subordinates under him/her.  Correspondingly, each superior shall be given sufficient authority and  power to effectively discharge the foregoing responsibilities.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;SECTION       9.        Responsibility of a Member.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;Every member shall be provided a copy of this code and shall  be duly informed of any amendments or supplements thereto. It is the  duty and responsibility of every member to inform and make him/herself  familiar with all provisions of this code, including amendments and  supplements thereto. Ignorance of or unfamiliarity with the provisions  of this code shall not excuse any violation thereof.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;ARTICLE     II.      DEFINITION OF TERMS&lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;When used in this handbook, the following words shall, unless  the context otherwise indicates, have the following respective  meanings:&lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;a. &lt;/strong&gt;&lt;strong&gt;Excellence .           Shall mean one who, in relation to another member,  always &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;commits him/herself to the highest quality of excellence with regards to good leadership and deeds over that member.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;b. &lt;/strong&gt;&lt;strong&gt;Superior.              Shall mean one who, in relation to another member, is higher in &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;rank, degree, or grade, and exercise authority over that other member.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;c. &lt;/strong&gt;&lt;strong&gt;Subordinate. &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;Shall mean one who, is lower in rank, degree, or grade, and is subject to the authority of the other member.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;d. &lt;/strong&gt;&lt;strong&gt;Member.               Shall mean a person accepted by the organization in any &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;capacity and shall include officials as well as resident members.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;e. &lt;/strong&gt;&lt;strong&gt;Honorary/Adopted member(s).&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;Shall mean one who, in relation to another member , is not an  Ilocano speaking entity and/or does not live in any ilocandian land;  accepted in any capacity in the organization without unwavering  opposition by its officers and members of the organization; should done  an exceptional contribution for the upliftment of the organizational  ethical standards and practices; and who should be expected to always  shows excellent performances and exceptional deeds in the organization;   and who had always practices honest toil and fully supported the ideals  and principles of the organization.&lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;f. &lt;/strong&gt;&lt;strong&gt;Official.                 Shall mean an officer of the organization as defined by the &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;organizational by-laws, in general, any member exercising supervisory function.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;g. &lt;/strong&gt;&lt;strong&gt;Gravity of an Offense.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;refers to the seriousness of the nature of the offense or to the seriousness of the consequences of an offense.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;h. &lt;/strong&gt;&lt;strong&gt;Mitigating Circumstances. &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;Shall mean those circumstances by virtue of which the penalty  incurred by those commits an offense is lessened or made less severe.   Such circumstances shall include a member’s length of service and past  performance within the organization, the lack of serious offenses in  his/her record of membership, the relative infrequency of minor  offenses, and in general which in the judgment of the committee  justifies the imposition of a penalty less severe than that provided.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;i. &lt;/strong&gt;&lt;strong&gt;Aggravating Circumstances. &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; Shall mean those circumstances by virtue of which the  penalty incurred by those commits an offense is increase or made more  severe.  Such circumstances shall include a member’s length of service  and past performance within the organization, the lack of serious  offenses in his/her record of membership, the relative infrequency of  minor offenses, and in general which in the judgment of the committee  justifies the imposition of a penalty more severe than that provided. &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;j. &lt;/strong&gt;&lt;strong&gt;Suspension. &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;Shall mean suspension that he/she shall be temporarily   denied from being a member, and any malicious act and/or violations  committed by him during the suspension shall not be the responsibility  of the organization.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;ARTICLE     III.     OFFENSES AGAINST THE GOOD NAME, REPUTATION, WELL-BEING, AND SECURITY OF THE ORGANIZATION&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;SECTION       1.        Anti-Organization Offenses.&lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;A member who commits the following shall be meted the  following safety rules and issued by the organization or otherwise  endangering, jeopardizing or compromising in any manner, by word or  action, the safety of the organization.&lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;a. &lt;/strong&gt;&lt;strong&gt;Violation of Safety. &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;Violating safety rules issued by the organization or  otherwise endangering, jeopardizing, or compromising in any manner, by  word or action the safety of the organization.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;b. &lt;/strong&gt;&lt;strong&gt;Breach of Security. &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;Endangering, jeopardizing, or compromising in any manner, by  word or action, the security of the organization members, assets and  properties, and documents.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;c. &lt;/strong&gt;&lt;strong&gt;Damage or Disruption.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;1. &lt;/strong&gt;&lt;strong&gt;Deliberately or through negligence  causing directly or indirectly, through words or deeds, damage to and/or  disruption of the organization and damage or destruction to  organization members and/or property.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;2. &lt;/strong&gt;&lt;strong&gt;Permitting such damage, destruction,  and/or disruption to occur when the member is clearly in a position and  has the capability to prevent it without danger to him/herself.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;3. &lt;/strong&gt;&lt;strong&gt;Concealing or withholding from the  appropriate authorities within the organization information in the  member’s possession regarding actual or eminent threats or dangers to  the well-being or safety or the organization’s members, property or  interests.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;ARTICLE     IV.     COVERAGE&lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;The provisions of this code shall apply to al members of the  organization regardless of rank or position. This code shall apply to  any and all of the following;&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;a. &lt;/strong&gt;&lt;strong&gt;Officials of the Organization&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; 1. &lt;/strong&gt;&lt;strong&gt;Secretariat&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; 2. &lt;/strong&gt;&lt;strong&gt;Chapter&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; 3. &lt;/strong&gt;&lt;strong&gt;Honorary Members&lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;b. &lt;/strong&gt;&lt;strong&gt;Resident Members&lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;c. &lt;/strong&gt;&lt;strong&gt;Probationary Members&lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;d. &lt;/strong&gt;&lt;strong&gt;Adopted Members&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;ARTICLE V.          Relationship with Chapter Rules&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;SECTION       1.        Chapter Rules.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;Any provisions in this code which are not included in special  rules adopted by particular chapter of the organization shall be deemed  incorporated in those other rules and made an integral part thereof.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;

&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;ARTICLE     1.                GENERAL PROVISIONS&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;SECTION       1.        Non-exclusivity.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;This code does not contain the entirety of the rules and  regulations of the organization. Every member is bound to comply with  all applicable rules, regulations, and behavior, as issued and  promulgated by the organization through its duly authorized officials.  Any violations thereof shall be punishable with penalty to be determined  by the gravity and/or frequency of the offense.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;SECTION       2.        Supplementary Rules.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;Every chapter of the organization, when warranted, issue  supplementary rules and regulations which will clarify the provisions of  this code, and such supplementary rules and regulations shall have the  same binding force as this code. Prior to their issuance, such  supplementary rules and regulations shall be reviewed and cleared by the  chapter committee.&lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;SECTION       3.        Punishable Offenses &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;It is understood that any offenses included in the code,  either explicitly or by reference, shall be punishable if it is  committed deliberately or thru negligible and without justifiable cause  or excuse. Unless explicitly stated, malicious intent is not necessary  to make an offense punishable. The presence of the aggravating  circumstances shall increase the severity of the penalty, and the  presence of mitigating circumstances shall reduce it.&lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;SECTION       4.        Conspiracy&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;If any punishable offense punishable in this code is  committed by a group of members acting in concert, whether there is a  specific prior agreement to so act, each and every member who  participated in any way of conspiracy shall be punished with the penalty  prescribed for the most serious offense which results from conspiracy,&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;SECTION       5.        Tolerance.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;Any member who, not being guilty under the next preceding  section, is clearly in a position, acting alone and without risk of harm  or cost to him/herself, to prevent the commission an offense in this  code, or to take measure to solicit or obtain the assistance of  assistance of others when needed to prevent the commission of such  offense, or to inform others who are in a position to prevent the   commission of such offense, but fails to do so shall meted a separate  penalty to be determined in light of the circumstances surrounding the  members failure to act and the seriousness of the offense actually  committed.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;SECTION         6.         Failure to Report.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;It is the duty of members to report to the chapter official  with reasonable dispatch any information in their possession about any  offense which has bee, is being or is about to be committed. Failure to  do so will subject the member to a penalty to be determined in light of  the gravity of the offense and the surrounding circumstances.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;SECTION       7.        Instigation.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;Any member who instigates, influences, persuades, forces,  coerces, or otherwise causes another to commit an offense shall be  deemed to have committed that offense himself and be subject to penalty  to be determined in light of the gravity of the offense and the  surrounding circumstances.&lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;SECTION       8.        General Norms.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;Every member is obliged to obey the law at all times, to  respect the right of others, to treat other with dignity, and to behave  according to generally accepted norms of courtesy, decency, and good  conduct, whether or not such norms are explicitly included in this code.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;ARTICLE     II.      OFFENSES AGAINST STUDENT/CITIZEN&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;SECTION       1.        Grave Anti-Student/citizen  Offenses.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;Any member who commits any of the following shall be meted the penalty of warning, suspension, expulsion.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;a. &lt;/strong&gt;&lt;strong&gt;Extortion/Bribery. &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;Extortion or bribery, such as accepting or soliciting money  personally or through an intermediary from any student/citizen without  any cause;&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;b. &lt;/strong&gt;&lt;strong&gt;Theft or Destruction. &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;Stealing, pilfering, or deliberately through culpable  negligence, damaging, destroying, misusing, or wrongfully disposing of  the property of a student/citizen/citizen;&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;c. &lt;/strong&gt;&lt;strong&gt;Indecency. &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp;                        Engaging in indecent or offensive behavior towards student or citizen  either by word or by action; contrary to recognized standards of  propriety and good taste;&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;d. &lt;/strong&gt;&lt;strong&gt;Threats.&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;                Threatening to inflict harm on the person, property, or &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;reputation of a student/citizen without any valid cause.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;ARTICLE     III.     Offenses against Obligations and  Performance in     violation with the Duties and Obligations in the  Organization.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;SECTION       1.        Failure on the Duties.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;Any member who demonstrates his/her refusal or inability  without justifiable reason or cause to perform the duties and  responsibilities on his obligations and to accomplish the performance  thereof shall be meted the penalty of warning, suspension, back to  probationary period, or dismissal, depending on the gravity and/or  frequency of the offense and whether the evidence shows the situation to  be temporary and remediable or permanent and incurable.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;SECTION       2.        Failure to sign on the Secretariat or Chapter’s logbook.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;Any member who fails to sign his/her name on the official  logbook of the chapter or the secretariat without justifiable reason  during a calendar year shall be penalized with warning, suspension, back  to probationary period, or dismissal, depending on the gravity and/or  frequency of the offense and whether the evidence shows the situation to  be temporary and remediable or permanent and incurable.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;FIRST OFFENSE           :           Warning&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;SECOND OFFENSE      :           Reprimand&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;THIRD OFFENSE          :           Suspension for one day&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;FOURTH OFFENSE      :           Suspension for three days&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;FIFTH OFFENSE           :           Suspension for seven days&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;SIXTH OFFENSE          :           Suspension for fifteen days&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;SEVENTH OFFENSE    :           Suspension for 30 days&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;EIGHT OFFENSE          :           Back to probationary member&lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;SECTION       3.        Tardiness.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;Any member who reports late for a scheduled meeting within a calendar year except when due to unavoidable circumstances or “&lt;em&gt;force majeure”, &lt;/em&gt;or  for any justifiable reason, shall be penalized with warning,  suspension, back to probationary period, or dismissal, depending on the  gravity and/or frequency of the offense and whether the evidence shows  the situation to be temporary and remediable or permanent and incurable.&lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;FIRST OFFENSE           :           Warning&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;SECOND OFFENSE      :           Reprimand&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;THIRD OFFENSE          :           Suspension for one day&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;FOURTH OFFENSE      :           Suspension for three days&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;FIFTH OFFENSE           :           Suspension for seven days&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;SIXTH OFFENSE          :           Suspension for fifteen days&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;SEVENTH OFFENSE    :           Suspension for 30 days&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;EIGHT OFFENSE          :           Back to probationary member&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;For purpose of implementing this section, each chapter within  the organization shall clearly set forth the standards of punctuality  applicable to non-signing and/or tardy members which standards shall be  consistent with organizational policies and prescribed guidelines.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;SECTION       4.        Malingering.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;Any member who for the purpose of avoiding duties or service  feigns illness, physical disability, mental lapse or derangement, or  intentionally inflict him/herself an injury, shall be penalized with at  least fifteen(15) days of suspension, and/or community services,  depending upon the gravity of the offense.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;SECTION       5.        Abandonment of Post.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;Any member who idles away his time during his/her duties  and/or perils and/or conflicts without authority or valid cause or  reason during a calendar year shall be penalized with a penalty ranging  from reprimand to dismissal depending upon the gravity of the offense or  the circumstances surrounding its commission.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;ARTICLE     IV.     Offenses against Co-members, Subordinates, and/or Superiors.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;SECTION       1.        Anti – teamwork Offenses.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;Any member who commits any of the following shall be meted  the penalty of warning, reprimand, suspension, depending on the gravity  of the offense or of its consequences:&lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;a. &lt;/strong&gt;&lt;strong&gt;Insubordination. &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;Refusing or failing without justifiable cause to obey and/or  implement any rules, regulations, order, instruction, issued by the  organization or by his superiors, on inciting or urging fellow members  to commit such insubordination;&lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;b. &lt;/strong&gt;&lt;strong&gt;Withholding of Cooperation. &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;Refusing or failing to cooperate with, or deliberately  withholding cooperation from, or refusing or failing to help, assist,  and provide team support to fellow members, superiors, or subordinates  without justifiable cause, when such cooperation and teamwork are needed  to ensure the performance or completion of any task to protect the  organizations interest;&lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;c. &lt;/strong&gt;&lt;strong&gt;Withholding of Information, Refusal or Failure to Communicate. &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;Withholding information or refusal or failure without  justifiable cause to communicate with or provide information to a fellow  member(s), when such information or communication is needed to ensure  the performance or completion of any task to protect the organizational  interest;&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;d. &lt;/strong&gt;&lt;strong&gt;Disrespect for Authority. &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;Treating,  by word or deed, a superior or any other  person  in authority in any manner which indicates contempt or disrespect for  the position occupied by such superior or person in authority;&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;e. &lt;/strong&gt;&lt;strong&gt;Abuse of Authority. &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;Abusing the exercise of one’s authority, or taking undue  advantage of such authority, to gain undue favors or advantage of such  authority, to gain undue favors or advantage for oneself or to oppress,  harass, and otherwise prejudice another;&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;f. &lt;/strong&gt;&lt;strong&gt;Intrigue.                Deliberately  spreading or dissemination false, inaccurate, misleading, or incomplete  information (including false or misleading charges of alleged violations  of this code or any organizational regulation) about a member with the  intent or aim of, or which results in, damaging, tarnishing, or  weakening, or destroying the trust and confidence of others in him/her,  or undermining or destroying his/her authority (if a superior) over  others;&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;g. &lt;/strong&gt;&lt;strong&gt;Maltreatment of Superiors, Colleagues, and Subordinates.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;Treating a superior, or subordinates without respect or in a  manner inconsistent with their dignity as human beings, violative of  their rights, or contrary to or inconsistent with the accepted  principles and norms of justice, fairness, and equity;&lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;h. &lt;/strong&gt;&lt;strong&gt;Threats.                Threatening to inflict harms on the person, property, or a &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;reputation of a fellow member;&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;i. &lt;/strong&gt;&lt;strong&gt;Discourtesy.         Discourtesy towards fellow members in any form or  manner, by &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;word or by action, or in school premises, or outside the school premises.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;SECTION       2.        Violent Acts.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;Any member who commits the following shall be meted the  penalty or reprimand, suspension, or depending on the gravity of the  offense;&lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;a. &lt;/strong&gt;&lt;strong&gt;Violence.              Using force,  violence, coercion, threats, intimidation, or other unlawful, improper  or irregular means on other member(s) for any purpose for whatsoever;&lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;b. &lt;/strong&gt;&lt;strong&gt;Assault.                 Physical assault  and battery committed against a fellow member on  school premises or in  any other places, regardless of whether the assaults results in serious  physical injury to such member;&lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;c. &lt;/strong&gt;&lt;strong&gt;Fighting.               Engaging in  physical combat with another member on school premises or in any other  places, for any reason other than that the legitimate exercise of  reasonable self defense.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;SECTION       3.        Grave anti-member offenses.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;Any member who commits the following shall be meted the  penalty or reprimand, suspension, or depending on the gravity of the  offense;&lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;a. &lt;/strong&gt;&lt;strong&gt;Extortion/Bribery.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;Demanding or receiving money to a member or probationary  member, or adopted member, or other improper considerations from other  members in exchange for a service or favor to which that member/officer  may or may not be entitled.&lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;b. &lt;/strong&gt;&lt;strong&gt;Theft or Destruction. &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;Stealing, pilfering, or deliberately  through culpable  negligence, damaging, destroying, or wrongfully disposing of the  property of other member.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;c. &lt;/strong&gt;&lt;strong&gt;Indecency. &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp;                        Engaging on school premises in indecent or offensive behavior towards a  member either by word or action contrary to recognized standards or  propriety and good taste.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;ARTICLE     V.      Offense against Territorial Jurisdiction.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;SECTION       1.        Anti – chapter Offenses.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;Any visiting member(s) from other chapter(s) who commits any of the following shall be meted the penalty:&lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;a. &lt;/strong&gt;&lt;strong&gt;Violence.              Using force, violence, coercion, threats, intimidation, or other &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;unlawful, improper or irregular means on other person(s) or  for a group of person(s) within the vicinity of the chapter,  unless  otherwise they are provoked and exercising only the reasonable defense.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;b. &lt;/strong&gt;&lt;strong&gt;Assault.                 Physical assault against other person or group of person within &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;the vicinity of the chapter, regardless of whether the  assaults results in serious physical injury to such member or  student/citizen, unless otherwise they are provoked and exercising only  the reasonable defense.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;c. &lt;/strong&gt;&lt;strong&gt;Extortion.             Demanding or receiving money personally or through &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;intermediary to other person or group of persons within the vicinity of the chapter without a valid reason.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;d. &lt;/strong&gt;&lt;strong&gt;Indecency.                        Engaging on the vicinity of the chapter, in indecent or offensive &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;behavior towards a member either by word or action contrary to recognized standards or propriety and good taste.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;ARTICLE     VI.     Offenses against Good Personal Behavior Against Total Commitment in the Organization.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;SECTION       1.                    Drunkenness/Alcoholism.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;Any member who becomes intoxicated during his/her classes  hours or while on the premises of the school shall incur the penalty of  reprimand, suspension of at least seven (7) days, depending upon the  gravity or frequency of the offense or unless during a special occasion  within the institution.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;SECTION       2.                    Prohibited Drugs. &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;Any member while on the premises of the school takes or under  the influence of prohibited drugs or controlled drugs, or  hallucinogenic substances, or narcotics shall incur the penalty  suspension of at least thirty (30) days.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;SECTION       3.                    Gambling. &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;Any member who indulges in any form at any time within the school or while on public places shall be penalized as follows:&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;FIRST OFFENSE           :           Reprimand&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; SECOND OFFENSE      :           Suspension for seven day &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; THIRD OFFENSE          :           Suspension for fifteen day&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; FOURTH OFFENSE      :           Suspension for thirty days&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; FIFTH OFFENSE           :           Back to probationary member&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;SECTION       4.                    Disorderly or Immoral Behavior.&lt;/strong&gt;&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;Any member who acts in a disorderly manner while on the  premises of the school, or engages in indecent, Immoral or lascivious  behavior shall meted the penalty of suspension.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;SECTION       5.                    Assault. &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;Any member who physical assault a person who is not a member  of the organization without any cause, unless otherwise they are  provoked and exercising only the reasonable defense, or depending on the  gravity or frequency of the offense shall be meted the penalty of  warning, reprimand, or suspension.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;SECTION       6.                    Failure to utilized  prescribed uniforms and  Identification cards  during a scheduled  meeting.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;Any member who fails without justifiable reason to utilize  the prescribed uniforms and Identifications cards during a scheduled  meeting in a calendar year shall be penalized in accordance with the  following schedule.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;FIRST OFFENSE           :           Warning&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;SECOND OFFENSE      :           Reprimand&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;THIRD OFFENSE          :           Fine of fifty (50) pesos&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;FOURTH OFFENSE      :           Fine of one hundred (100) pesos&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;FIFTH OFFENSE           :           Fine of one hundred (300) pesos &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;SIXTH OFFENSE          :           Fine of one hundred (500) pesos &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;SEVENTH OFFENSE    :           Fine of one hundred (1000) pesos &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;EIGHT OFFENSE          :           Back to a probationary member&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &amp;nbsp;&amp;nbsp; &amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; CHAPTER   3&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;&amp;nbsp; &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &amp;nbsp; &amp;nbsp; DISCIPLINARY PROCEEDINGS&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;To expedite the expedition of all cases and in order to  establish a uniform procedure in handling investigations, the following  disciplinary proceedings be observed in the conduct of preliminary  investigations, filing of charges, conduct of the investigation proper,  and promulgation of decisions and appeals of decisions. The following  provisions are without prejudice to specific or more detailed procedures  and instructions which the organization may prescribe from time to time  in regard to the foregoing matters.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;ARTICLE     I.       PANCTUAL INVESTIGATION&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;Any violations of any provisions of this code shall be  investigated as soon as possible by the respective chapter heads. The  responsibilities, powers, and authorities granted to a chapter president  may be delegated by him to any chapter official.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;ARTICLE     II.      PRELIMINARY INVESTIGATION&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;Upon receipt of a written (signed or unsigned) or verbal  report that a violation of organization regulations has been committed,  the chapter head concerned, with the help of other chapters as needed,  shall immediately conduct a preliminary investigation of the member  involved in the alleged offense. The chapter head may require witnesses  to submit themselves for interview or interrogation for the purpose of  determining whether a violation of organization regulations has indeed  been committed, is being committed, or is about to be committed.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;ARTICLE     III.     EXPLANATION&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;After the preliminary investigation, the chapter head shall  determine whether or not a violation or organization regulations had  been committed, and if so, shall require the member to explain in  writing, within one(1) week, why no charge filed against him or other  disciplinary action taken.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;ARTICLE     IV.     TESTIMONIAL EVIDENCE&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;The explanation, if any has been submitted, and/or written  statements made during the preliminary investigation submitted by the  member shall constitute has direct testimony which shall be subject to  clarificatory questions and cross-examination. For additional  testimonial evidence, the chapter head, to facilitate and expedite the  proceedings, may require the member to a hearing.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; CHAPTER   4&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; SAVING AND GENERAL CLAUSE&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;ARTICLE   I.       SAVING CLAUSE&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;All existing laws and regulation issued by various chapters  not in consistent with this code shall be suppletory to this code and  shall continue to remain in force and in effect. In case of conflict  between this code and such existing rules and regulations, the more  severe provisions in regard to definitions of specific offenses and/or  the penalties described therefore shall apply.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;ARTICLE   II.      GENERAL  ARTICLE&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;The imposition of any of the penalties herein prescribed  shall be without prejudice to any civil or criminal action that the  organization may decide to take against the offender. All other acts  committed by which are inimical to the interest committed by members  which are inimical to the interest  of the studentry/citizenry, well  being, morale, and safety, and which are not covered by the provisions  of this code, shall likewise be punishable. In the determination of the  penalty to be imposed, the penalties prescribe for similar offenses  which are specifically treated in this code shall be taken into account.&lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;The provisions of this code do not preclude and shall be  without prejudice to other administrative action which the organization  might take against the member who in particular cases may be deemed  guilty of offenses against students/citizens, discourtesy, disloyalty,  non compliance with the organization rules and regulations, or any other  cause which reflects to his/her performance as a member.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;ARTICLE   III.     AMENDMENTS&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;The organization reserve the right to add, amend, modify,  adjust, delete, repeal, suspend in general and in particular, or change  from time to time any or all provisions herein, when in its opinion,  attending circumstances or prevailing conditions so warrant.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;ARTICLE   IV.    SEPARABILITY CLAUSE&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;Any declaration by any competent authority that any part of  this code is null and void shall not invalidate or render ineffective  the other provisions of this code which shall remain in full force and  effect.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;ARTICLE   V.      EFFECTIVITY&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;This code shall take effect immediately.&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt; &lt;/strong&gt;&lt;br /&gt;
