The Security Council today extended for one year the mandate of the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO), expressing grave concern over the ongoing offensive by the 23 March Movement (M23) in North Kivu, in violation of the ceasefire, and the unauthorized presence of external forces from a neighbouring State in the eastern part of the country.

Unanimously adopting resolution 2765 (2024) (to be issued as document S/RES/2765 (2024)), the Council — acting under Chapter VII of the Charter of the United Nations — decided that the new mandate expires on 20 December 2025. The mandate includes, on an exceptional basis and without precedent to peacekeeping’s basic principles, its Force Intervention Brigade.

The draft further decided that MONUSCO’s authorized troop ceiling will comprise 11,500 military personnel, 600 military observers and staff officers, 443 police personnel and 1,270 personnel of formed police units.

The text also decided to retain the Mission’s key strategic priorities — protecting civilians, supporting the stabilization and strengthening of State institutions and key governance and security reforms. In this regard, it authorized MONUSCO to use “all means at its disposal … to promptly and effectively prevent armed groups’ attacks against civilians”.

By its other terms, the text requested the Secretary-General — in his quarterly reports on MONUSCO — to provide updates on progress towards the implementation of its gradual, responsible and sustainable withdrawal to evaluate the Mission’s performance, including its Force Intervention Brigade, and provide operational assessments and recommendations.

Furthermore, the text requested a tailored approach to MONUSCO’s gradual, responsible and sustainable withdrawal, considering evolving conflict dynamics and protection risks in hotspot areas across North Kivu and Ituri Provinces. It requested that this strategy be shared with the Council by 31 March 2025.

“Today’s adoption can be a moment that will significantly change the trajectory of the situation in the Democratic Republic of the Congo towards the peaceful resolution of the conflict,” said the representative of Sierra Leone, a co-penholder of the draft. He supported Kinshasa’s efforts to protect civilians and stabilize and strengthen State institutions. However, he cautioned that M23’s territorial expansion remains deeply concerning, demanding that it end its offensive and cease its expansion in the east of the country without delay.

France’s delegate, noting that the text reaffirms that protection of civilians will be a priority task for MONUSCO, said the Mission will also continue its disengagement. Condemning all obstacles to the implementation of its mandate — including the territorial expansion of M23 — he reaffirmed support for the Luanda process and urged all stakeholders to continue negotiations.

After the vote, Mozambique’s delegate, speaking also for Algeria, Guyana and Sierra Leone, stressed that the resolution arrives “at a pivotal moment” for the Democratic Republic of the Congo and the region. Highlighting MONUSCO’s efforts to support Kinshasa in addressing the deteriorating security and humanitarian situation in the eastern part of the country, he underscored that effective implementation of its mandate remains crucial to the stability of the country and the protection of civilians. Effective collaboration with the Government of the Democratic Republic of the Congo is vital, particularly in planning the next steps for the Mission’s drawdown and consolidating the drawdown in South Kivu.

At the national level, he underlined the critical importance of revitalizing the Nairobi process in sustainably addressing the issue of local armed groups. Simultaneously, the establishment of a robust State presence in the eastern regions is vital in ensuring a well-equipped State apparatus capable of administering the territory and countering all threats against civilians. He also highlighted the critical contributions of the African Union in addressing the protracted conflict in the eastern part of the country as well as Angola’s leadership and mediation efforts. While national and regional efforts are vital, he called on the Security Council to continue playing a constructive role in achieving a peaceful conflict settlement.

China’s delegate, noting that the peace process in the Democratic Republic of the Congo is at a critical juncture, commended Angola’s efforts to promote the Luanda process. He further voiced support for Kinshasa in safeguarding its national sovereignty, independence and territorial integrity, adding that the UN should fully respect the views and demands of its Government and ensure that the withdrawal of MONUSCO does not create a security vacuum.

Meanwhile, the United Kingdom’s delegate expressed disappointment that the Luanda process Heads of State summit was postponed and urged all parties to engage with the process in good faith. Also expressing concern about the surge in violence since 15 December, including the presence of Rwanda Defence Forces in the Democratic Republic of the Congo, he called on parties to the conflict to refrain from obstructing the Mission's operations.

“While we fully support the extension of MONUSCO’s mandate”, the representative of the United States said, “we remain dismayed that some members of the Council resisted the inclusion of language factually describing Rwanda’s role in [the eastern part of the country],” especially in the face of “extensive evidence” of Rwanda’s deployment of troops in the Democratic Republic of the Congo and its influence over M23 operations. She also expressed disappointment that Rwanda’s President declined to attend the tripartite summit, “forfeiting a significant opportunity to advance peace efforts”. Highlighting the ceasefire agreement between the Democratic Republic of the Congo and Rwanda and the establishment of the verification mechanism to monitor the ceasefire, she added: “We must not lose sight of how far we have come.”

Mongolian Police Officers to be Deployed in Peacekeeping Mission

As part of the updated Law on Participation in Peacekeeping Operations, approved by the State Great Khural (Parliament) of Mongolia, a unit consisting of 160 police officers will be deployed to peacekeeping missions abroad.

Mongolian police officers will be deployed to designated locations to conduct patrols, guard duties, armored transports, maintain public order, ensure the safety of the public, and guard the personnel and facilities of the United Nations. About 80 percent of the unit members will consist of non-commissioned officers, and at least 20 percent will be female police officers to maintain gender equality.

This peacekeeping operation is anticipated to strengthen the National Security of Mongolia, expand relations and cooperation with law enforcement agencies of countries, and improve Mongolian police officers’ professional expertise. By improving their language skills and experience in peacekeeping operations, Mongolian police officers can be promoted to UN individual Police Officers or join law enforcement expert teams if they meet the requirements set by the United Nations Police Services.

In addition, the participation of Mongolian police officers in UN peacekeeping operations enables them to gain experience from working in high-risk areas, and learn the UN laws and regulations on human rights and freedom, discrimination, and gender equality, reported the National Police Agency of Mongolia.

Cambodia sends more than 200 peacekeepers to UN mission

Cambodia has dispatched 244 peacekeepers from the 468th Engineering Squadron to participate in a United Nations (UN) peacekeeping mission in Central Africa. They underwent training before deployment.

Meanwhile, the 423rd Engineering Corps safely returned to Cambodia after a successful one-year UN mission, enhancing Cambodia’s international standing. The farewell and welcome ceremony for the Cambodian Blue Helmet Troops was presided over by General Sem Sovanny, First Vice Chairman of the National Committee and Director General of the National Peacekeeping Center, along with other NPMEC members on July 5, 2024, at Phnom Penh International Airport.

During the event, Gen Sovanny said that the MINUSCA mission marks its 10th year, with the 423rd Engineering squadron being the ninth Cambodian unit to excel in their duties despite challenges. He emphasized their professionalism, sense of responsibility, unity, cooperation, and courage in fulfilling their roles effectively.

Gen Sovanny acknowledged the sacrifices made by the peacekeepers, including facing armed attacks, logistical difficulties, and health risks such as malaria, all while being away from their families. He praised their resilience in overcoming obstacles and returning home successfully.

Regarding the departing peacekeepers, Gen Sovanny urged them to maintain unity, adhere to safety protocols, and learn from experiences to ensure mission success.

In the past 18 years, Cambodia has dispatched a total of 9,570 peacekeepers to 12 UN peacekeeping missions across 10 countries, specializing in demining, construction engineering, medical services, airport operations, UXO disposal, and military observation. Currently, Cambodia has approximately 627 peacekeepers deployed in South Sudan, Lebanon, Central Africa, and the Democratic Republic of Congo.

UNIMISS-MANDATE

Through Resolution 2729 (2024), the Security Council has extended the UNMISS mandate until 30 April 2025, highlighting that the mission is designed to advance a multiyear strategic vision to prevent a return to civil war and an escalation of violence in South Sudan; to enable the self-reliance of South Sudan and to address the critical gaps towards building durable peace at the local and national levels; to support inclusive and accountable governance; and to provide support for free and fair, peaceful elections in accordance with the Revitalized Agreement. The Council also requested the Secretary General to inform the Security Council of any obstacles to the implementation of the mandate and stressed that the protection of civilians shall be given priority in decisions about the use of available capacity and resources

Acting under Chapter VII of the Charter of the United Nations, UNMISS is therefore authorized to use all necessary means to implement its mandate which includes:

(a) Protection of civilians:

Ensure effective, timely and dynamic protection of civilians under threat of physical violence, through a comprehensive and integrated approach, irrespective of of the source and location of the violence.
Prevent, deter, and stop violence against civilians, including politically driven violence, particularly in high-risk areas, as well as promptly and effectively engage any actor that is credibly found to be preparing attacks, or engages in attacks, against civilians, IDP camps and the UNMISS Protection of Civilians site.
Maintain proactive deployment and a mobile, flexible, robust and effective posture by active patrolling with particular attention to high risk areas, IDP camps, and the UNMISS Protection of Civilians site and identify as well as deter potential threats or attacks through a mission-wide early warning and response system.
Maintain public safety and security of and within existing UNMISS protection of civilians sites, and wherever protection of civilians sites have been redesignated, to protect civilians in those re-designated camps under the sovereign responsibility of the Government, if the security situation deteriorates.
Deter, prevent, and respond to sexual and gender-based violence, including by actively intervening to protect civilians threatened by, and survivors of, sexual violence.
Exercise good offices, confidence-building, and facilitation in support of UNMISS’s protection strategy, especially in regard to women and children, to prevent, mitigate, and resolve intercommunal violence by supporting community-led peace dialogue processes.
Support development and implementation of gender-responsive community violence reduction programmes, to help reduce intercommunal violence and collaborate with partners to complement community disarmament initiatives, with a particular focus on members of armed groups ineligible or unwilling to be integrated into the Necessary Unified Forces, women and youth.
Provide technical assistance and build capacities to help the Government of South Sudan expand and reform the rule of law and justice sector.
Foster a secure environment for the safe, informed, voluntary, and dignified return, relocation, resettlement or integration into host communities for IDPs and refugees.
Promptly and effectively engage any actor credibly found to be preparing or engaging in attacks against civilians, IDP camps, UNMISS protection of civilians sites, other United Nations premises and personnel, or international and national humanitarian actors.

(b) Creating conditions conducive to the delivery of humanitarian assistance:

Coordinate with humanitarian actors to create secure conditions for the delivery of assistance and ensure full, safe and unhindered access to all those in need in South Sudan.
Ensure the security and freedom of movement of UN personnel, installations, and equipment.

(c) Supporting the Implementation of the Revitalised Agreement and the Peace Process:

Use good offices to support the peace process and implementation of the Revitalised Agreement, including through advice, technical assistance, and coordination with regional actors.
Assist all parties in the full, effective, and meaningful participation of women, youth, civil society and other marginalized groups in the peace process and transitional governance structures.
Participate in and support the work of CTSAMVM, RJMEC, and other implementation mechanisms.
Use good offices to assist the Government of South Sudan and other relevant parties in upholding a phased approach to elections that focuses on creating political and civic space, transitional security arrangements, and an inclusive constitutional review process.
Provide technical assistance for the electoral process, as appropriate, in coordination with the United Nations Country Team, regional and international partners, as well as security support to facilitate the electoral cycle.

(d) Monitoring, investigating, and reporting on violations of humanitarian and human rights law:

Monitor, investigate, verify, and report immediately and publicly on abuses and violations of human rights and international humanitarian law, including possible war crimes or crimes against humanity.
Report specifically and publicy on violations and abuses committed against women and children, including sexual and gender-based violence, and accelerate implementation of new mechanisms to monitor, analyze and report on conflict-related sexual violence and abuses against children.
Monitor, investigate, and report on incidents of hate speech and incitement to violence.
Work with international, regional, and national mechanisms engaged in monitoring, investigating, prosecuting, and reporting on violations of humanitarian and human rights law.

The overall ceiling for uniformed personnel is maintained with a troop ceiling of 17,000 personnel, and a police ceiling of 2,101 personnel, including 88 corrections officers.

Summary of UNISFA Mandate

Strengthen the capacity of the Abyei Police Service (APS) by providing support, including the training of personnel, and coordinate with the APS on matters of law and order.
Monitor and verify the redeployment of armed forces from the Abyei Area in accordance with the 20 June 2011 Agreement;
Participate in relevant Abyei Area bodies as stipulated in the Agreement;
Provide de-mining assistance and technical advice;
Facilitate the delivery of humanitarian aid and free movement of humanitarian personnel in coordination with relevant Abyei Area bodies;
When requested and in cooperation with the APS, provide security for oil infrastructure in the Abyei Administrative Area (AAA).

The Council also authorized UNISFA under Chapter VII to:

Protect UN Personnel, facilities, installations and equipment;
Ensure the security and freedom of UN and humanitarian personnel and members of the Joint Military Observers Committee and Joint Military Observer Teams established by the 20 June Agreement.
Protect civilians under imminent threat of physical violence; and protect the Area from incursions by unauthorized elements and ensure security.

The United Nations Interim Security Force for Abyei (UNISFA) was established through United Nations Security Council Resolution 1990 of June 27, 2011. Resolution 1990 made provision for the deployment of 4,200 Ethiopian troops to provide security and protect civilians under imminent threat of violence in the disputed border region.

On December 14, 2012, the Security Council passed UNSC Resolution 2014 extending the UN presence and expanding UNISFA’s mandate to include monitoring along the entire border between North and South Sudan in line with the initial withdrawal agreement.

On 29 May 2013, the Security Council, by resolution 2104, increased the authorized military strength up to 5,326 peacekeepers, as requested by Sudan and South Sudan on 8 March 2013 and decided that support for the operational activities of the Joint Border Verification and Monitoring Mechanism would include support to the Ad Hoc Committees.

UNISFA Headquarters is located in Abyei Town, the major town in the Abyei. Operationally, there are three Sectors; Sector North, Sector Central and Sector South with Sector headquarters at Diffra, Abyei town area, and Anthony respectively.

On 13 May 2019, UN Security Council Resolution 2469 (2019) recognized that the current situation in Abyei and along the border between Sudan and South Sudan continues to constitute a threat to international peace and security. The resolution extended the mandate of UNISFA to 15 November 2019 and stipulated to reduce the authorized troop ceiling to 3,550 and to increase the authorized police ceiling established in resolution 1990 (2011) to 640 police personnel, including 148 individual police officers and three formed police units.

On 15 December 2021, UN Security Council Resolution 2609 (2021) extended until 15 May 2022 the mandate of UNISFA as set out in paragraph 2 of resolution 1990 (2011) and acting under Chapter VII of the Charter of the United Nations. The resolution also reduced the authorized troop ceiling to 3,250 until 15 May 2022 and maintained the authorized police ceiling at 640 police personnel, including 148 individual police officers and three formed police units.

The UN Security Council through Resolution 2469 requested the UN Secretary-General to appoint a civilian Deputy of Mission of UNISFA.

Kenyan Leaders Petition UN to Stop Planned Police Deployment to Haiti

KENYAN POLITICIANS PETITION AGAINST POLICE DEPLOYMENT TO HAITI

On May 18th, Kenyan politicians announced that they have submitted a petition to the United Nations and the United States regarding the deployment of Kenyan police officers to Haiti.

Led by Ekuru Aukot, the leader of the Thirdway Alliance Party in Kenya, the politicians argued that there are other countries more suitable for managing the mission to combat gang violence in Haiti.

Aukot emphasized the need for the United Nations Security Council to call upon geographically and linguistically closer UN members to provide the proposed service. These statements were made in Nairobi, the capital of Kenya. Meanwhile, it has been reported that the Kenyan police officers, who were scheduled to lead a multinational security support mission in Haiti, are expected to depart from the country next Sunday.

Aukot criticized the interference of other nations, particularly the United States and its allies, stating that it has contributed to the suffering of the Haitian people. The Multinational Security Support Mission in Haiti was authorized by the United Nations Security Council in October 2023 under Resolution 2699.

In response to Haiti's request for international assistance in combating the gangs, Kenya volunteered to lead a multinational security force and later offered to send 1,000 officers to Haiti.

However, the deployment of Kenyan police officers has faced legal challenges. The Kenyan High Court previously ruled that the deployment, which is currently behind schedule, is illegal.

In February, the court halted the government from deploying police officers in Haiti, citing that the National Security Council, the government's top security organ, lacks the legal authority to deploy regular police officers outside of the country.

The Somali government has formally requested to the United Nations to end its political mission in the country. This mission, known as UNSOM, has been instrumental in assisting Somalia in its efforts to achieve peace and stability amidst attacks from the extremist group al-Shabab, which is linked to al-Qaida.
In a letter addressed to the Security Council and Secretary-General Antonio Guterres, Somali Foreign Minister Ahmed Moalim Fiqi explained that this decision was made after careful consideration of strategic priorities. The United Nations Security Council is contemplating a visit to Sudan and South Sudan this month to bolster peace efforts following a surge of violence in Juba, according to Malaysia's Ambassador Ramlan Bin Ibrahim, the current council president. 09 COUNTRIES DELAY ROTATING TROOP & POLICE IN UN PEACEKEEPING MISSION

The United Nations has announced that nine countries, including Cambodia, China, France, Germany, India, Italy, Nepal, South Korea and Thailand, are delaying the rotation of troops and police for their peacekeeping missions for three months due to the new coronavirus.

This means that soldiers and police officers who were supposed to switch out will now stay in their positions longer. The United Nations Police Division says this delay will help maintain the strength of the missions and allow them to continue carrying out their tasks. As a result of this decision, some planned deployments or rotations to peacekeeping operations in Congo, Lebanon, South Sudan, and its border with Sudan will be suspended or postponed.

As of the end of January, there were over 95,000 personnel serving in 13 peacekeeping operations worldwide, including soldiers, police officers and civilians. Despite the global pandemic, none of these missions have reported any cases of COVID-19.

The United Nations is implementing various measures to ensure the safety, security and health of all its personnel, while also ensuring the continuity of operations. These measures include the implementation of health and sanitation policies and procedures for all personnel involved in the peacekeeping missions.

Speakers Outline Plans to Protect Future Generations as Delegates Resume Review of Sendai Framework for Disaster Risk Reduction 2015-2030

Stressing the urgency of managing the risks of natural and man-made disasters to protect future generations, the General Assembly today resumed its review of the Sendai Framework for Disaster Risk Reduction 2015-2030 after adopting three resolutions that will deliver nearly $15 million to the special accounts of three peacekeeping missions.

The three consensus resolutions, approved by the Fifth Committee (Administrative and Budgetary) at its 24 May meeting, will help keep two peacekeeping missions in Africa and one in the Middle East running smoothly until the end of June. Together, the texts provide $14.59 million in additional funding for the missions’ 2022/23 fiscal year.

By the terms of the text “Financing of the United Nations Interim Security Force for Abyei” (document A/77/890), the Assembly decided to appropriate an additional $8.51 million for the Force’s maintenance until the end of June, on top of the $259.66 million already allocated for that fiscal year through its resolution 76/281. By the text “Financing of the United Nations peacekeeping forces in the Middle East: United Nations Disengagement Observer Force” (document A/77/891), it decided to appropriate an extra $1.03 million for that Force’s maintenance through June, on top of the $64.54 million it previously allocated for 2022/23 by its resolution 76/289. Similarly, through the terms of “Financing of the United Nations Mission in South Sudan” (document A/77/892), the Assembly appropriated $5.05 million for that Mission’s maintenance until June’s end, on top of the $1.12 billion it already allocated under its resolution 76/291.

After a two-day, high-level meeting held at United Nations Headquarters earlier this month, delegates took to the General Assembly Hall again and renewed their commitment for collective action to curb the loss of lives and property from floods, earthquakes, pandemics and other disasters by the Framework’s 2030 target date. Delegates agreed the need for action at the global, national and local levels is only accelerating as many vulnerable, developing countries struggle to achieve the Sustainable Development Goals by 2030.

At the meeting’s opening day on 18 May, delegates had adopted by consensus a political declaration reiterating the Framework’s call to substantially limit risk and loss while acknowledging that conventional approaches are no longer sufficient. (For background, see Press Release GA/15202).

Amery Browne, Minister for Foreign and Caribbean Community (CARICOM) Affairs of Trinidad and Tobago, said that since the adoption of the Sendai Framework in 2015, the Caribbean region has been pummelled with greater frequency by natural disasters of increased severity. The outcome has produced severe economic and development setbacks for people, particularly women and girls. Yet financing remains elusive as the slew of natural disasters, along with the pandemic, has reduced Government revenue. At the same time, many developing countries, particularly small island developing States, face rising debt levels and are frequently denied access to international financing that can help them recover and create resilience.

He said the international community cannot continue business as usual if it is serious about not leaving anyone behind. The lessons learned from this midterm review must be transferred into urgent and concrete actions. “Resilience is not the absence of risk, but the ability to make progress every day in spite of it,” he said.

Echoing that concern, Colombia’s delegate stressed that until the international community takes transformative action to mitigate the climate crisis, it will not meet the Sendai Framework’s goals. “Most disasters have a female face,” she said, adding that women and girls are more likely to die in disasters than men and are more vulnerable during post-disaster situations and humanitarian emergencies. In addition, Indigenous peoples’ adaption and resilience should be grounded in a holistic approach that preserves harmony with nature.

Namibia’s delegate also drew attention to the socioeconomic consequences of disasters. Climate change will amplify the uneven distribution of disaster risk, further exacerbating poverty, he said, cautioning that this can spark migration swells that could affect peace and security over the long term. Stand-alone approaches to reducing climate and weather hazards are unlikely to be effective if they don’t consider underlying factors.

Haiti’s delegate — whose country is also vulnerable to disasters and has the unfortunate distinction of having the grimmest record of deaths in the wake of a disaster over the past 20 years — pointed out that natural disasters strike the poorest the hardest. In that regard, strengthening resilience is essential to protect people, their livelihoods and their meagre assets. To that end, Member States have a collective duty to strengthen governance, reduce disaster risk and build resilience.

To help thwart disasters before they can occur and mitigate the consequences of unavoidable events, many Governments are intent on developing national and local plans, programmes and agencies.

Papua New Guinea, for example, has created a Vision 2050 development road map and successive medium-term development plans that make disaster risk reduction a key priority, said the Pacific Ocean delegate. He said his country’s high vulnerability to natural disasters, including earthquakes, tsunamis, volcanic activity, cyclones and droughts, is just compounded by the adverse impact of climate change and rising sea-levels. The country’s National Disaster and Risk Reduction Framework 2017-2030 also lays down the basis for the country’s disaster risk reduction work, led by its National Disaster Centre. He underscored the importance of local communities and faith-based organizations’ participation, with special attention paid to the role of women and youth in disaster risk reduction activities.

Along similar lines, Nauru’s delegate highlighted his country’s substantive progress since the signing of the Sendai Framework, especially in terms of strengthening disaster risk governance. The risk to Nauru’s existence due to sea level rise, the increased intensity and frequency of storm surges and increased incidence of prolonged periods of drought are a stark reality. “Our ability to access sustainable financing thus determines our ability to deliver on the priorities articulated in the Sendai Framework,” she stressed, calling on the international community to create tailored financing solutions for small island developing States.

The representative of Chile said the South American nation in 2020 formalized a 2020-2030 national strategic plan that incorporates elements of sustainable development, climate action and humanitarian action into its risk management policy. In 2021, a national disaster prevention and response system was created that aims to manage all stages of disaster from the local to national level. A national platform set up in 2012, for example, brings together 200 private and public bodies, including representatives from academia and civil society. This model has been replicated in 16 regional platforms while progress is being carried out to ensure hundreds of municipalities have their own municipal emergency or disaster risk reduction plan. So far, 65 municipalities have plans in place. “We share challenges and can work together to identify the topics of convergence and put science and technology at the service of people,” she said, pointing to the importance of early warning systems.

In the same vein, the speaker for Cambodia said the country’s National Action Plan for Disaster Risk Reduction 2019-2023 has been implemented in line with the Sendai Framework. Some of Cambodia’s latest measures to boost its preparedness for disaster risk include, inter alia, the construction of evacuation centres in six flood-prone provinces, development of platforms for real-time impact and situation monitoring application and 16 additional national search and rescue teams. Despite the significant progress, Cambodia urgently requires more modern technologies to effectively deal with natural calamities.

As a mountainous landlocked country, Bhutan remains vulnerable to various climate-induced floods, landslides, earthquakes and wildfires. The country has developed a legal and institutional framework for disaster risk reduction by promulgating a Disaster Management Act and has developed national guidelines to integrate disaster risk reduction into development policies. Investing in disaster-resilient infrastructure and building community resilience is a priority for his country, he said, calling for financial assistance, as Bhutan prepares to graduate from least developed country status.

Several delegates said unilateral coercive measures create hurdles for countries intent on implementing national plans for disaster risk reduction and response. Recalling the landslides and floods that struck Venezuela in October 2022, Venezuela’s delegate pointed to the Government’s efforts despite “the so-called sanctions” imposed by the United States. The Governments of Chile, Syria and Türkiye have acknowledged the effectiveness of Venezuela’s teams deployed in those countries, she said, asking how much more the country could do if it weren’t subject to economic, trade and financial sanctions.

The representative of Belarus said she regretted that the political declaration did not reflect the unacceptability of unilateral coercive measures. Resilience against natural catastrophes calls for international and regional cooperation. Unilateral sanctions limit such cooperation and threaten people and States that are at a higher risk of natural disasters. Echoing that concern, Nicaragua’s delegate also called for an end to unilateral coercive measures, noting that many of these are aimed at developing countries. His country puts “people, family and community” at the heart of all its disaster risk reduction policies, he said.

Syria’s delegate emphasized that the cross-border nature of disasters requires collective efforts to manage and reduce the risks. The Sendai Framework aims to manage the risks before they take place, yet this requires funding and digital transformation. Syria, he said, is deprived of these essential elements due to unilateral coercive measures, which are imposed with complete indifference to their impact on people’s need to improve resilience to disasters. Syria recently suffered a devastating earthquake, resulting in thousands of victims and destroyed infrastructure, he recalled, asking: “How many deaths could have been avoided if Syria had had access to the necessary rescue equipment?”

Cautioning that hard-won development gains are at risk of being swept away, Türkiye’s representative said the earthquakes her country experienced in February were so massive that no State could have overcome such a disaster alone. Stressing the significance of disaster preparedness, she said those earthquakes demonstrated how essential the Government’s recent focus on disaster risk management was to its response. The Government had updated and implemented several risk reduction plans; developed an integrated alarm warning system which allowed citizens to transmit data via their smartphones during the disaster; and launched a seismometer network to monitor fault lines. While the recovery and reconstruction process will be a long journey, her country will not simply rebuild destroyed structures and replace losses, but rather aims to build back better, greener and smarter with disaster resilience and energy efficiency at the core, she said.

WHAT IS MISSION SUBSISTENCE ALLOWANCE (MSA)?

Mission subsistence allowance (MSA) is a daily allowance payable by the Organization for living expenses incurred by staff members in the field in connection with their temporary assignment or appointment to a special mission*.
*The special mission area shall be defined by the Organization in accordance with relevant resolutions of the Security Council and the General Assembly.

WHO IS ENTITLED?

All international civilian staff, civilian police and military observers assigned to a special mission.

ESTABLISHMENT OF MSA RATES

MSA rates are established for each mission on the basis of cost of long-term accommodation, food and miscellaneous expenses at the duty station of the mission assignment;
MSA rates may be established wholly or partly in the currency of the mission area;
The rates are subject to reductions to reflect accommodation and/or food provided by the Organization:
- When accommodation is provided free of charge by the United Nations, the standard rate of MSA will be reduced by 50 per cent regardless of whether the accommodation provided is permanent, prefabricated or tented.

PAYMENT OF MSA RATES

MSA is payable:
- for actual work days spent in the mission area;
- for weekends and official holidays spent within or outside the mission area;
- for annual leave accrued while on mission assignment, and taken prior to the expiration of the mission assignment where the annual leave was accrued provided that annual leave with MSA at the end of mission assignment may not exceed 10 working days, and my be taken only after authorization by the responsible official, who shall decide whether to approve the leave request on the basis of operational needs. Exceptionally, staff members reassigned from one special mission to another shall be allowed to carry forward up to 14 calendar days of annual leave with MSA accrued at the previous special mission, for which the allowance will be paid at the rate applicable when the leave is taken at the new mission;
- For periods of official business within the mission area, the accommodation portion of the regular mission subsistence allowance shall remain payable;
- A staff member travelling on official business requiring an overnight stay at a location other than his or her regular duty station within the mission area shall receive the ‘first 30 days? mission subsistence allowance rate established for the location of the overnight stay. For travel on extended official business for more than 30 consecutive days, the ‘after 30 days? mission subsistence allowance rate for the location of the overnight stay shall be payable;
- A staff member traveling on official business outside the mission area shall receive the accommodation portion of the MSA applicable at the duty station of the mission assignment and the daily subsistence established by the ICSC for the designated travel location. No daily subsistence allowance is payable when on official travel to the parent duty station;
- for sick leave or maternity leave, subject to the conditions specified below;
  - For periods of official business outside the mission area, including when a staff member is on authorized medical evacuation, the accommodation portion of the MSA shall remain payable;
  - A staff member hospitalized in the mission area shall be entitled to the accommodation portion of the MSA;
  - MSA shall not be payable when a staff member is hospitalized or on sick leave outside the mission area. However, in case of hospitalization, and in case of maternity leave outside the mission area, the United Nations shall pay for retained accommodation subject to submission of supporting documentation and up to 50 per cent of the MSA rate.

United Nations Secretary-General António Guterres announced today the appointment of Hervé Lecoq of France as Deputy Head of Mission and Director of Political and Civil Affairs at the United Nations Interim Force in Lebanon (UNIFIL).

Mr. Lecoq succeeds Jack Christofides of South Africa, to whom the Secretary-General is grateful for his contribution to the efforts of the United Nations to promote peace and stability in southern Lebanon.

Mr. Lecoq brings over 30 years of experience in peace operations, political affairs and development. Most recently, Mr. Lecoq has served as Deputy Director of the Europe and Central Asia Division of the Departments of Political and Peacebuilding Affairs and Peace Operations from 2019 to 2023.

Mr. Lecoq held various positions in the former Department of Peacekeeping Operations, including as team leader for the Great Lakes, then for Europe, Latin America and Asia, and as senior special assistant to the Assistant Secretary-General for Peacekeeping Operations. Mr. Lecoq served in peacekeeping operations in Sierra Leone, Côte d’Ivoire and Haiti (after the 2010 earthquake). He also occupied various functions for the United Nations Development Programme (UNDP), in Ankara and New York, and for the French Ministry of Foreign Affairs in Cairo and Jerusalem.

He holds a master’s degree in agricultural engineering (diplôme d'ingénieur agronome) from AgroParisTech, France. He is fluent in French and English. (SG/A/2201) (8 MAY 2023)

Almost 300 Cambodian peacekeepers back home from UN Mission in Mali

298 Cambodian blue helmet troops including 25 of them are women, of the Airport Engineering Unit 972 and Explosive Ordnance Disposal Unit 882 arrived home Monday, after successfully completing their mission under the United Nations umbrella in the Republic of Mali.

General Sem Sovanny, Director General of the National Centre for Peacekeeping Forces, Mines and ERW Clearance (NPMEC), presided over the homecoming ceremony at Phnom Penh International Airport.

Earlier on Oct. 1, 2021 more than 300 Cambodian Peackeepers, including 26 women, departed for Mali to replace their counterparts who returned home this morning.

According to NPMEC, since 2006, Cambodia has sent over 7,000 troops for the UN peacekeeping operations in Sudan, South Sudan, Central African Republic, Chad, Cyprus, Lebanon, Mali, Syria, and Yemen.

Currently, nearly 800 Cambodian peacekeepers, of them about 80 are women, have been fulfilling their missions in Lebanon, Sudan, South Sudan, Mali, and Central African Republic.
