	EU prepares for 'new stage' in economic union European leaders will discuss plans for deeper economic integration in the euro zone at their next meeting in June, after an inconclusive summit yesterday (23 May) saw open divergences between France and Germany over how to restore the EU's sluggish economic growth. European Council President Herman Van Rompuy will present a report exploring ways to deepen economic integration in the euro zone when EU leaders hold their next meeting on 28-29 June. Speaking to the press after an EU summit in Brussels, which lasted until 01.00 am, Van Rompuy said "we need to take Economic Monetary Union to a new stage." "I will report in June, in close co-operation with the Commission President, the Presidents of the Eurogroup and the European Central Bank on the main building blocks and on a working method to achieve this objective," he said. Long-term project The summit saw French President François Hollande and German Chancellor Angela Merkel openly state their divergences on Eurobonds, which France wants to introduce rapidly as a way to mutualise debt in the euro zone and reduce the borrowing costs of countries like Spain and Italy. Speaking after the summit, Merkel admitted that "each party put their own opinion" on the table and "spoke from different perspectives". "It was a very divergent conversation," she said. Hollande also did not try to hide Franco-German divergences. 	Hollande to push for eurbonds at EU Summit EU leaders are gathering in Brussels on Wednesday to discuss how to kick-start growth in Europe while keeping deficits down. New French President Francois Hollande has increasingly been putting pressure on German Chancellor Angela Merkel to reconsider her negative views on Euro bonds, bonds jointly underwritten by all eurozone member states. Hollande warned on Saturday during a G8 Summit in Camp David that he is not alone in supporting the proposal. Italy's Monti, Spain's Rajoy and the EC are expected to back the idea. As the biggest economy in Europe, mutualizing common European debt would mean Germany having to finance sovereign debt from other countries. Merkel has already said she does not rule out euro bonds as a long-term prospect, but under one condition: a more integrated political and fiscal European Union. Cube Spin Greece and the unofficial talk of a Greek euro exit are also set to be discussed. After the elections earlier this month, the Greek political parties failed to form a government, so new elections have been called for the 17th of June, less than two weeks before the next EU summit. This is one of the messages that came out of a two-day Summit held in Chicago where the leaders of the 28-nation alliance are gathering. The mechanism will link together the missile defense systems of all the allies and it will be controlled by NATO. NATO's Secretary general said that this is the first step towards a long-term goal of providing full coverage and protection for all NATO European populations. Russia has voiced strong opposition to the idea. Experts say they believe it's a way to neutralize Russia's nuclear powers. NATO argues that the system is aimed at protection from Middle Eastern threats. Russia wants joint control of the system and a legally binding guarantee that the system is not aimed at them. The new French president Francois Hollande has already warned German Chancellor Angela Merkel that he wants growth to be the way out of the crisis. After being sworn in, Hollande delivered a 10 minute speech in which he vowed to "open a new path for Europe", marking the end of the 'Merkozy" era. Angela Merkel said that she will "welcome the new leader with open arms". However, Hollande's proposals, such as issuing eurobonds to boost European investment or allowing the ECB to lend directly to governments, are totally opposed by the Chancellor. As uncertainty grows in Europe, markets fell again on Monday amid the Greek political turmoil and anti-austerity protests across the continent. As for Brussels, some are wondering why Hollande's first official visit is not to Barroso. 	European FMs rule out a 'Grexit' Discussions of a Greek euro exit, or a Grexit, have become more prominent in Brussels after Greek leaders failed to form a coalition government since elections were held on 6th of May. But eurozone finance ministers on Monday reaffirmed their commitments to keep Greece in the euro zone. But the EU also warned the Greek authorities that the austerity measures agreed need to be implemented. Greece is due to receive a second bailout in early June in order to avoid default. For the first time since the crisis erupted, President of the European Commission Jose Manuel Barroso admitted that it would be better for Greece to leave the euro zone if it was unable to meet its obligations. The Greek president has proposed to form a technocrat government amongst the skepticism of the Greek people. New elections now look almost certain. 	Greece: uncertainty grows as biggest party can't create coalition As if it were the plot of a Greek tragedy, the Greek people went to the polls on Sunday to punish those leaders who run the country in "austerity" mode. Both socialist PASOK and centre-right New democracy failed to get enough votes, although New Democracy emerged as the biggest party. But the center-right leader Antonis Samaras couldn't put together a coalition on Monday. So now is the turn of Syriza. This radical left-wing coalition became the second political force and will try to negotiate a government. Syriza wants Greece inside the eurozone but hopes to re-design the agreements with the EU and IMF, and to introduce growth-like measures. Germany has already warned that the austerity plan is not up for negotiation. Brussels urges Greece to stick to the promises made. "The Commission hopes and expects that the future government of Greece will respect the engagements that Greece has entered into", EC's spokesperson said. Experts believe that this unprecedented fragmentation could lead to weeks of instability and force Greece to hold new elections as early as June... According to the latest polls, French socialist frontrunner Francois Hollande is 7 points ahead of his rival President Nicolas Sarkozy. Hollande has openly rejected the current austerity trend that dominates Europe in favour of growth-oriented measures. "The French elections are going to be a big game-changer for Europe and probably for the world. I'm sure Francois Hollande will win the elections and then we will have a different kind of France, a different kind of French-German relationship, different kind of european priorities. I expect that a lot will change as far the growth objectives are concerned", says Georgi Gotev, Senior Editor at EurActiv.com. 	Ecofin highlights EU divisions on bank capital rules European Finance Ministers on Wednesday met in Brussels to agree on new capital requirement rules for banks. The new law affects over 8000 banks across Europe. It aims to give them more flexibility to protect themselves against future financial crisis. The Danish presidency hopes to reach a deal on the new capital rules among EU member states before the summer. Their proposal would allow national regulators to ask for a 3% increase of capital without permission from the European Commission. Anything above that would still have to get the green light from Brussels. "Basically what we are doing discussing capital requirement is to make sure that the financial sector is sound and solid both in order to avoid crisis but of course also in order to enable the financial sector to provide guarantees, loans, whatever for businesses in order to make them create jobs", said Margrethe Vestager, Economics Minister for Denmark, EU Presidency H1 2012. The EU countries strongly disagree on how flexible they can be at national level in applying the rules. The UK and Sweden claim more flexibility would protect taxpayers from having to pick up the bill of busted banks. But France, Germany and the European Commission want a tougher limit, applicable equally to all member states. 	European Commission to boycott Euro 2012 The European Commission said on Monday that president Jose Manuel Barroso will not attend any events in Ukraine if the political situation in the country does not change. Former opposition leader Yulia Tymoshenko is serving a 7 year prison sentence for abuse of office, and is due to face a second trial on tax evasion charges. The Commission believes that her imprisonment is politically motivated. "We have very big concerns of what is happening in Ukraine. As far as the president is concerned, it is clear that as things stand now, the president has no intention of going to Ukraine or indeed participate in events in Ukraine at this point in time", EC's spokesperson said. The EU announcement comes now that various European leaders, including German Chancellor Angela Merkel, are considering boycotting the Euro 2012 football tournament that Ukraine is co-hosting in six weeks. They want to protest against the alleged mistreatment of Tymoshenko as pictures of her bruised body were released on Friday. Tymoshenko, currently on a hunger strike, claims she was beaten up by the prison guards. EU Justice Commissioner Vivianne Reding has already confirmed she will not participate in the Open Ceremony of the Euro 2012. "You cannot close your eyes on human rights", she said.
