The incident took place on Friday night when the leopard died after being hit by an unknown vehicle near Tilwa-Dang bridge in the area, Divisional Forest Officer Narender Singh said.&lt;br /&gt;
The post mortem report confirmed serious injuries on the hind leg of the one-year-old animal, he said.&lt;br /&gt;
The leopard is an endangered species under the wildlife protection act, Singh added&lt;br /&gt;
&lt;br /&gt;

Pithoragarh mountainous belt of the state for medical treatments," Pokhriyal said.&lt;br /&gt;
&lt;br /&gt;
He said that some of these commanders have also been arrested by police and security forces.&lt;br /&gt;

"Although the Maoist activity seen in the state is not that alarming, the police and security setup has been alert, active and vigilant to deal with them," he said.&lt;br /&gt;
&lt;br /&gt;
The state is bound by various Naxal affected areas particularly Nepal, he said, adding "therefore we have to be more vigilant in regard to the internal security of the state, which also shares borders with China."&lt;br /&gt;
&lt;br /&gt;
Uttarakhand shares it border with China and Nepal and shares 350 km of the LoC and 250 km of the international border with the two countries. There is a growing threat to security due to increase in the activities of China in areas bordering the state, the chief minister said.&lt;br /&gt;
&lt;br /&gt;
Pokhriyal, who was in Jammu to attend a meeting, said there was not only internal threat from Naxalism but also from the external side.&lt;br /&gt;
&lt;br /&gt;
"There was an increase in the activities of China in Nepal, Tibet and also Pakistan. We apprehend that there will be increase in anti-India activities on the Indo-Nepal border via Nepal, which will pose a danger to our country in the near future," Pokhriyal said, adding there was also apprehension of increase in ISI activities in Nepal via the Pakistan route.&lt;br /&gt;
&lt;br /&gt;
Although ITBP and SSB are posted for the security of the borderline, there is an urgent need for a high degree of vigilance along India's borders, he said.&lt;br /&gt;
&lt;br /&gt;
He said he raised two major points on the security front with Prime Minister Manmohan Singh during the recent internal security meeting convened by the Union Home Ministry.&lt;br /&gt;
&lt;br /&gt;
"One point I raised with the Prime Minister was that the national identity cards plan in the country should be started from Uttaranchal as a safeguard on the security front from Naxalism and also via the Indo-Nepal border.&lt;br /&gt;
&lt;br /&gt;
"Another point I raised with him was there was no major ban on movement of people and goods from Nepal. Over 25,000 to 30,000 people travel daily via three routes into the country from Nepal," Pokhriyal said.&lt;br /&gt;
&lt;br /&gt;
The chief minister said China has also created massive road networks close to the Sino-Indian border up to the top of the Himalayas in Tibet.&lt;br /&gt;
&lt;br /&gt;
"I told the PM there was need for construction of border roads by us (India) on this side also," he said.&lt;br /&gt;

These exemptions were withdrawn for new industrial units on March 31, 2010, three years short of the 10-year duration proposed by the NDA regime in 2003.&lt;br /&gt;
&lt;br /&gt;
But following protests by Himachal, the Union Finance Ministry has conveyed that “full excise duty exemptions will be allowed to all industrial units which have come into production before March 31, 2010 if they undertake capacity expansion, or set up fresh plant and machinery”. The benefits will be extended up to 10 years from the date of production.&lt;br /&gt;
&lt;br /&gt;
Welcoming the decision, Chief Minister Prem Kumar Dhumal said, “This is a good booster dose but my demand remains restoration of the package till 2013, or extending the full package to 2020.”&lt;br /&gt;
&lt;br /&gt;
Sources said the decision was taken on the recommendation of Central Board of Excise and Customs (CBEC) . &lt;br /&gt;

Bihar, Uttarakhand, Orissa, Jharkhand and Chattisgarh clocked between 7.3 per cent and 11 per cent annual growth, thus crossing into "Tiger" territory. Even UP and Rajasthan achieved 6.3 per cent, whereas the all-India average during these five years was 8.5 per cent. The Bimaru state bringing up the rear was Madhya Pradesh, with 4.9 per cent annual growth. All this was a sharp and welcome contrast with what prevailed in the 1990s, when the Bimaru states typically managed about 4 per cent annual growth, against a national average of about 6 per cent.&lt;br /&gt;
&lt;br /&gt;
Now, with the numbers updated to include 2009-10, the story has got a new twist. While the laggard states have more or less maintained their relative momentum, the big difference (and therefore the bigger story now) is that the more advanced states are losing tractionâ€”not just in relative terms but also in their absolute growth performance. Thus, in the two years of 2008-10, when there was an economic slowdown, Tamil Nadu achieved barely 5 per cent annual growth, as did Karnataka. Andhra Pradesh was slightly better at 5.3 per cent. These numbers, while discouraging in themselves, were a dramatic drop from what these southern stars achieved in the previous four-year period, 2004-08: 9.8 per cent, 10.8 per cent and 10.1 per cent, respectively. Maharashtra, meanwhile, dropped from 10 per cent in the boom years to 6 per cent during the slowdown, while Punjab clocked 6.6 per cent. Both poster-boys of rapid development in an earlier era were slower than the all-India average growth rate of 7.1 per cent in 2008-10.&lt;br /&gt;
&lt;br /&gt;
The only two among the better-off states that continued to do well were Gujarat (8.9 per cent) and Haryana (8 per cent). So we have the strange sight of the states that are more industrialised, have a tech base and/or have a higher per capita income, losing momentum and inter-state ranking.&lt;br /&gt;
&lt;br /&gt;
One could argue that this is a blip, caused by the general slowdown; coastal states that have a higher share of international trade are likely to suffer more when there is a global recession. Also, investment has tended to be more resource-driven than in the past, and this has favoured the Bimaru states which have a preponderance of the countryâ€™s natural resources. But equally, Maharashtra and Punjab have poor fiscal policies and have been coping with the effects of bankrupt treasuries, yet neither is willing to correct for past mistakes. Maharashtraâ€™s public debt began climbing in the mid-1990s (with the first Shiv Sena government), but successor Congress-led governments have been no better, and the debt has reached such proportions that half the stateâ€™s revenue goes to service the debt, leaving little money for investment in things like fresh power capacity. Punjabâ€™s situation is perhaps worse, brought about by populist measures like giving free power to farmers. At the start of this decade, the state had an economy that was one-third bigger than Haryanaâ€™s, but it is now smaller than its sibling. Karnataka has had a run of poor state administrations, but the current one is said to be the worst ever, while Tamil Nadu could be suffering from kleptocratic rule. The coloured effluents coming out of the paper mills in Uttarakhand are being held responsible for the changing colours of the National River as observed by member National Ganga River Basin Authority (NGRBA) and coordinator of the Centre for Environmental Science and Technology (CEST), Banaras Hindu University (BHU), BD Tripathi.&lt;br /&gt;
&lt;br /&gt;
"I was really shocked to see the black-brownish colour of the Ganga. It is a serious matter as the change in colour is not just because of the organic matter going into the river with the sewage discharge," Tripathi told TOI on Friday. He said he had written letters to the chief ministers of UP and Uttarakhand to take appropriate measures to save the Ganga.&lt;br /&gt;
&lt;br /&gt;
Tripathi, who is also a member of the State Ganga River Conservation Authority of Uttar Pradesh, made a survey of the river in Varanasi on December 22 and found that not only the colour of the water had turned brownish but carbon particles were also found at the shallow locations of the river bank.&lt;br /&gt;
&lt;br /&gt;
"It is a matter of serious concern and proper investigation of the source points of such coloured effluents should be done. The industrial effluent from the tanneries of Kanpur is generally greenish. Only the effluents coming from textile and paper mills are blackish and brownish," said Tripathi. He added since there was no paper mill in this part of UP, it was most likely that the colour of water would have changed due to the effluents of paper mills in Uttarakhand. According to him, there are many paper mills situated along the Dhola and Ramganga-- tributaries of the Ganga-- in Uttarakhand.&lt;br /&gt;

Scientifically the organic matters of sewage get decayed after some time and did not travel long distances, he said and added only coloured effluents had the potential to travel a long distance. "If the Ganga water in Varanasi and Allahabad is turning brownish or black, it means there is high concentration of coloured effluents in the upper stream of the river," said Tripathi. He said it should be properly examined by both state governments and appropriate and remedial steps should be taken immediately.&lt;br /&gt;
&lt;br /&gt;
"Since both chief ministers are also the members of the NGRBA, I have written letters to them to draw their attention," he said and added he had also talked to the officials of the Central Pollution Control Board (CPCB) to direct the state pollution control boards for remedial and preventive steps. In his letter to the chief ministers, Tripathi said beside some of the identified industries, there were thousands of small-scale and cottage industries located in and around the cities. Unfortunately the State Pollution Control Board has not prepared a list of all such industries. He further stated that they has no specific information about the total number of industries working, quantity and quality of sewage and industrial effluents discharged to main and branch sewers, point and non-point sources of pollutants, area-based quality and quantity of solid wastes disposal, ecologically sound higher dilution discharge sites, hospital wastes, radioactive materials, toxic chemicals released from various sources, solid wastes of non-degradable building materials, pesticides and insecticides, number of dead body disposal, pollutants released from cremation grounds, temple wastes, quantity of plastics and possibilities to establish economic community treatment plants.&lt;br /&gt;
&lt;br /&gt;
"I requested the chief ministers to issue necessary directives to the officials concerned to collect the required information and prepare a suitable management plan for its further consideration," said Tripathi. He would also raise the matter before the Prime Minister in the next meeting of NGRBA, he said.&lt;br /&gt;

On the other hand, when the officials of regional office of the UP State Pollution Control Board were contacted to know the exact number of industries discharging effluents into the river, they were unable to provide the data. However, an official said the number of such industries varied from time to time. Meanwhile, a team of pollution control unit along with administrative officials had gone to close three saree printing units in Bajardiha area on Friday. "Closure order was issued against nine units. &lt;br /&gt;
“The demand for loans for industrial purposes has come down considerably after the expiry of special hill incentives which expired on March 31 this year,” a top OBC official told Business Standard.&lt;br /&gt;
&lt;br /&gt;
But despite the expiry of these tax incentives, the bank has already done a business of Rs 3,000 crore ended September this year as compared to Rs 2,500 crore in the last year. “We are still positive on Uttarakhand as the industrial growth had been robust during the past few years,” a top OBC official said.&lt;br /&gt;
&lt;br /&gt;
The OBC, which has 67 existing branches and 35 ATMs, would shortly open three new branches at Luxar in Haridwar district, Gajrada in Dehra Dun district and Srinagar in Pauri district. The bank recently opened two new branches at Doiwala in Dehra Dun district and Narota in Saharanpur area. “On every new branch that we open, we also provide an ATM along with it,” the official said.&lt;br /&gt;
&lt;br /&gt;
The OBC has also launched three new deposit schemes in the hill state. Under the R-Seti programme, the OBC had been organising skill development programmes at Sahaspur block of Dehra Dun where it is providing training to farmers and unemployed youths.&lt;br /&gt;

The incident took place in Kotdwar forest division when an elephant herd was walking on a hill top and the elephant calf fell into the river. It died instantly, said Divisional Forest Officer (DFO) of Kotdwar Narendra Singh.&lt;br /&gt;

Other members of the herd are not allowing the forest officials to come near the carcass, he said, efforts are being made to take it in possession so that it can be sent for a postmortem.&lt;br /&gt;

The idea to set up such institutes came when CMD of Union Bank of India, MV Nair had visited Uttarakhand around two years back. The main issue that caught his eye was drain of young talent from the hills to other places in search of opportunities and jobs. This migration can be accounted mainly for lack of appropriate facilities in the state to nurture the talent of the local youth and use it to develop the state as a whole.&lt;br /&gt;
&lt;br /&gt;
The efforts of Nair have now led to the approval for setting up a skill development institute there. The bank is however not the only one making the move. Punjab National Bank is also planning to open one such institute in the state mainly targetting skill development of farmers.&lt;br /&gt;
&lt;br /&gt;
As a part of corporate social responsibility (CSR) activities, other banks are also looking in this domain.&lt;br /&gt;
&lt;br /&gt;
"We are ready to invest around Rs 10 crore in our proposed project, through which we will try to check the scourge of migration from the hills. The chief minister is now showing a lot of enthusiasm in our project," said J P Bahuguna, deputy general manager of UnionBank here.&lt;br /&gt;
&lt;br /&gt;
According to V K Srivastava, circle head of the PNB, "A majority of the people in Uttarakhand are working in the agriculture sector. We are committed to providing the best knowledge to farmers through our CSR programme."&lt;br /&gt;
&lt;br /&gt;
The largest lender of the country, State Bank of India has also initiated a similar drive via the Central government's sponsored scheme in at least nine districts of Uttarakhand, said S P Kalara, assistant general manager of SBI in Uttarakhand.&lt;br /&gt;

With a series of alleged land scams rocking Uttarakhand, the state government is finding it tough to take a final call on the request by Honda Siel Power Products Limited which is seeking execution of lease deed of the remaining 1.56 acres of land at its industrial plot in Rudrapur from where it shifted its factory to Greater Noida.&lt;br /&gt;
&lt;br /&gt;
The company this year approached the government to get this piece of land in an alleged move to sell the plot.&lt;br /&gt;
&lt;br /&gt;
“I am not aware of any decision on Honda Siel group,” said additional director industries S C Nautiyal.&lt;br /&gt;
&lt;br /&gt;
Significantly, the company is seeking land at a time when a series of alleged land scams like the Citurgia project involving top politicians have rocked the hill state in the recent past. After being forced to withdraw incentives being given to Citurgia Biochemical Ltd, the government is taking a very cautious path and seeking legal advice on the matter.&lt;br /&gt;
&lt;br /&gt;
The company has claimed it was allotted 19.48 acres land in Rudrapur area of Udham Singh Nagar district in 1992 when Uttarakhand was part of the undivided Uttar Pradesh. But due to litigation, the company could get only 17.92 acres of land from the government and remaining 1.56 acres of land was kept in abeyance pending the settlement of the court case. The company has now claimed the case has now been dismissed in the Allahabad High Court and the lease deed for the remaining piece of land should be executed.&lt;br /&gt;
&lt;br /&gt;
The company in 2008 decided to shift its facility from Rudrapur to Greater Noida for economic reasons. But the move led to labour unrest in the factory following which scores of workers went on strike. On the intervention of the state labourdepartment , the company offered voluntary retirement scheme to the factor workers. “The labour dispute in the Rudrapur factory has been settled completely,” said a Labourdepartment official, who had closely followed the case.&lt;br /&gt;
&lt;br /&gt;
Honda Siel Power, formerly known as Shriram Honda Power Equipment Limited, is a joint venture between Honda Motor Co Japan and Siel Ltd, with 67 per cent equity stakes of Honda Motor Co Japan. It is engaged in the manufacturing of portable generators, water pumping sets and engines at its manufacturing facilities in Greater Noida and Pondicherry.&lt;br /&gt;

With the Uttarakhand cabinet headed by Chief Minister Ramesh Pokhriyal Nishank today giving its approval to the new force, the forest department is now hoping that the force will become a reality when the Corbett park, famous for its healthy tiger density, turns 75. Special functions will be organised in the first few months of 2011 to mark the 75th birth anniversary of the Corbett park.&lt;br /&gt;

After the cabinet meeting, top officials said the new tiger force will have one company comprising three platoons which will be headed by a forest officer of the rank of Assistant Conservator of Forests (ACF). Each platoon will have one ranger, six foresters and 30 special guards. The hallmark of the new force will be the 30 per cent of the forest guards will be from the local communities living in the vicinity of the park like Van Gujjars, the nomadic tribes.&lt;br /&gt;
&lt;br /&gt;
The main task of the force will be to protect the tigers from poachers and will be given similar role like police and will enjoy power under 197 section of the criminal procedure code (CrPC) where a case is only registered after proper magisterial inquiry. With the mounting concern over the dwindling tiger population, the Centre approved the plan for such a force last year and would spend Rs 4 crore every year on it.&lt;br /&gt;
&lt;br /&gt;
There are only about 1,400 tigers left in the country, as a result of poaching, shrinking habitats and a decline in the prey base. The Jim Corbett National Park — named after the celebrated hunter-writer who shot dead many a maneater in both Kumaon and Garhwal regions of the hill state — has nearly 160 tigers. This is one of the highest populations of tigers anywhere in the country. The government, animal lovers and even some corporations are working overtime to save the animal.&lt;br /&gt;

Although the Indian economy has grown apace in recent years, its infrastructure remains notoriously creaky.&lt;br /&gt;
&lt;br /&gt;
The country has struggled to keep pace with massive population growth, while rugged terrain makes construction difficult in some areas.&lt;br /&gt;
&lt;br /&gt;
Almost 40 percent of Indians, or 300 million people, lack access to all-weather roads, according to the World Bank.&lt;br /&gt;
&lt;br /&gt;
The project is expected to focus on the heavily populated states of Uttar Pradesh and Rajasthan as well as the mountainous states of Uttarakhand, Himachal Pradesh and Meghalaya.&lt;br /&gt;
&lt;br /&gt;
Jharkhand and Punjab will also be covered.&lt;br /&gt;
&lt;br /&gt;
"Over the next five years, the project will aim to provide these states with an average connectivity of around 91 percent by constructing 24,200 kilometers (15,037 miles)" of all-weather roads, benefiting 6.1 million people, thebank said.&lt;br /&gt;
&lt;br /&gt;
"The project will also develop a system for maintaining these roads in good condition over the long term."&lt;br /&gt;
&lt;br /&gt;
The loan will largely be interest free, with chunks due to be repaid in 35 and 18 years.&lt;br /&gt;

&lt;br /&gt;
Furthermore, he has been accused of filming the act and later circulating the MMS, the police sources confirmed on Thursday.&lt;br /&gt;
&lt;br /&gt;
Rajendra Thapa, 46, was arrested after the girl's family lodged a complaint with the police on Wednesday that he raped the 17-year-old student, who is now in Class 10, and also made an MMS of the heinous act, the authorities said.&lt;br /&gt;
&lt;br /&gt;
According to the report, Thapa, a native of Kathait village in the district, allegedly raped the minor when she was in Class 8 at Gairar Junior High School and later circulated the MMS.&lt;br /&gt;
&lt;br /&gt;
The family of the victim came to know about the rape, when they were informed about circulation of the MMS that involved the girl, police said, adding that Thapa has been booked under various sections of IPC.&lt;br /&gt;

Following the petition, a division bench of the High Court comprising Chief Justice Barin Ghosh and Justice Nirmal Yadav asked the NGO Rural Litigation and Entitlement Kendra (RLEK) to file an additional affidavit till February 15 on the status of facilities being enjoyed by former chief ministers in all the other states of the country, Pallavi Bahuguna and Kartikey Hari Gupta, the counsels for RLEK, said.&lt;br /&gt;
Describing the decision as "arbitrary and illegal", the RLEK in its petition said the government is "misusing" the public money in the name of providing the former chief ministers various facilities like bungalows, security personnel, clerical staff, drivers/cleaners, domestic helps when some of them had occupied the top posts for a few months only.&lt;br /&gt;
The petitioner claimed that the state government had already spent Rs 9.28 crore till September 2010 on such facilities to the four former CMs -- N D Tiwari (Congress), B C Khanduri, Nityanand Swami and B S Koshiyari (all BJP) in the state where the condition of the poor people have failed to improve during the past ten years.&lt;br /&gt;
In this regard, the petitioner also highlighted the rising fiscal deficit and revenue deficit of the state and said loan indulgence in the state has touched Rs 20,000 crore by the year 2010-11.&lt;br /&gt;
The petitioner further claimed that when the government is spending crores of rupees on "extravagant lifestyles" of these former chief ministers and was finding it difficult to pay the salaries of its own employees.&lt;br /&gt;
The NGO also cited an example of the state of Jharkhand where such facilities had been withdrawn to former chief ministers due to mounting burden on the state exchequer.&lt;br /&gt;
RLEK also said in its petition that Uttarakhand was providing such facilities to ex-chief ministers merely by an office memo and without any legislative sanction or a Constitutional provision.&lt;br /&gt;

The advise from experts of WII has been sought to find a solution to repeated attacks by the tusker on motorists and others in Satmore area, Divisional Forest Officer Meenakshi Joshi said here. &lt;br /&gt;
&lt;br /&gt;
The incidents of attack by tusker began on the night of Dec 9 when it trampled a 85-year-old woman to death when she was traveling with her son and daughter-in-law. Next day, it injured another woman when she had gone to jungles to fetch fodder for her cattle. &lt;br /&gt;
&lt;br /&gt;
On Dec 12, it attacked a man at Bhadrakali temple, who managed to save his life by climbing a tree. &lt;br /&gt;
&lt;br /&gt;
The tusker last evening again came out of the jungles and trampled two more persons at Satmore area after attacking the jeep in which they were traveling. &lt;br /&gt;
&lt;br /&gt;
The forest guards had to fire at least twelve rounds to scare away the animal. The road was blocked for nearly two hours. &lt;br /&gt;
&lt;br /&gt;
Various options are being weighed upon to tackle the situation, including trans-location of the elephant, Joshi said. She reserved the option of shooting down the animal as the "last resort". &lt;br /&gt;
&lt;br /&gt;

The state government was till now charging VAT at the rate of 12.5 per cent on the purchase of vehicles.&lt;br /&gt;
&lt;br /&gt;
However, the cabinet made it clear, yesterday that the exemption would be given on purchase of a total of 500 vehicles-- 150 four-wheelers costing upto Rs 5 lakh and 350 two-wheelers with value upto Rs 70,000-- per year on the basis of first come-first serve.&lt;br /&gt;
&lt;br /&gt;
Meanwhile, a government agency for welfare of serving and retired army personnel, Sainik Kalyan Parishad today thanked Chief Minister Ramesh Pokhariyal Nishank for the step.&lt;br /&gt;
&lt;br /&gt;
