<p class="MsoNormal">Announcements:<span>  </span>Andy announced that the moderated Northampton mayoral debate hosted by VFR is moving forward, with Dave Pakman to moderate, and possible venues being Forbes Library or Northampton High School.<span>  </span>We will need to obtain $1 million insurance policy on event [to cost us $100.00]; will be carried live by Community Access TV and run on delay on VFR.<span>  </span></p>
<p class="MsoNormal">Charles M announced an upcoming fundraiser at the Elevens on Aug. 8<sup>th</sup>; we will be charging $5.00 at door; Charles will write a proposal to board.<span> </span></p>

<p class="MsoNormal">Tech Committee:<span>  </span>Andy – we now have a server sled installed, which, when fully operational, will record the stream in one hour segments.<span>  </span>Some discussion of replacing Marrantz, but payment for this will fall to programmers, if they want to raise the money.</p>
<p class="MsoNormal">The Website is now transferred, and Tony and Andy are currently operating.<span> </span></p>

<p class="MsoNormal">Fundraising: Tony Udell raised the option of doing another on-air pledge drive.<span>  </span>Maybe in September?<span> </span></p>

<p class="MsoNormal"><span><em>Here at VFR we have been searching for a way to make our organization healthier, and to ensure that the responsibilities of running an all-volunteer station are equitably shared by all of us, the volunteers. There have been many attempts over the years to combat two of our most serious challenges: lack of commitment, follow-through, and communication from some on one end of the spectrum, and burn-out from the most involved members on the other. To address these challenges in a fresh way, encouraging both collective and individual accountability, it is now proposed:</em></span><span></p>
<p><em>1] The reporting of hours worked should be the responsibility of each programmer.  An online fill-in sheet will be added to vfr website where each programmer can report hours worked monthly.</em></span><span><br />
 <br />
<em>2] Annually each programmer will be responsible for filling out a form, available online and at the station, detailing their personal fulfillment of the station&#8217;s membership requirements, including volunteer hours, meeting attendance, membership fees, and the provisos of programming. For the vast majority of us, this will be an opportunity to share what we have been doing for the station and how our shows fit in with the mission of VFR. It will be an exercise in community-building, as we learn more about the exciting, varied, worthwhile, and unique programs that are available on our station, and about our neighbors who present them. We can inspire and be inspired by the hard work and innovative ideas of our peers. For some, it will be an occasion to reflect on whether or not they are truly honoring their commitment to VFR, and a chance to step up and become a fully participating member in time for the review. A few will realize, on their own or with feedback from the committees, that they have not been complying with requirements, and they will need to relinquish their programming privileges. </em></span><span></p>
<p><em> 3] Each programmer will solicit support and feedback from their collective prior to submission of a reapplication to the programming committee as a whole. Once obtaining approval at the programming committee level, the process will continue on to the Board of Directors, which will further explore the situation and make final decision on how to proceed. Each group will discuss different aspects of our adherence to policy and mission, and will have the discretionary power to waive some requirements due to dire circumstances.</em></span><span> <br />
 <br />
<em>4] There shall be a week break in programming between scheduling blocks.  During this time, automation, syndication and other pre-recorded material will play on air.   This will allow the programming committee to reconfigure and place both new shows and established shows in a revised schedule format</em></span><span>.<br />
 <br />
<em>5] The first annual scheduling period shall begin four months from passage of this proposal.  During this four month period, programmers will need to fill out and submit their forms, and participate in the reevaluation process before moving forward into the next block. Out of respect for the time of our fellow workers, forms should be submitted two months in advance of the break.  All of us lead busy lives with many obligations, but two months should be enough to write up a self-evaluation and summary of one&#8217;s show, as well as catch up on any volunteer hours or membership dues which may be lacking.</em></span><span></p>
<p><em>6] In order to facilitate ongoing volunteer work, the Board and other members will begin staffing the station one weekend day per month. Tasks will include: cleaning, filing, repair and maintenance, training, and assorted administrative tasks. All members are encouraged to suggest and take the lead on various volunteer activities.</em></span><span></p>
<p><em>7] Notwithstanding the requirements above, ALL shows are expected to fully participate in on-air <span class="yshortcuts">pledge drives</span> and other major fund-raising efforts of the station. </em></span><span><br />
 <br />
<em>8] It is the conclusion of the general membership that following through with this system of self- and group evaluation will result in a happier, more functional organization. Addressing issues of participation and commitment will naturally lead to improvement in other challenging areas, such as finances, promotions, and staying true to our mission and vision.</em></span></p>

<li>Lila Wolan-Jedziniak&#8211;posting meeting minutes to the Announce List  (It did happen this month but as a &#8220;Re:&#8221; to an unrelated email&#8211;Lila, please (send the minutes with a Clear subject line)</li>

<li> Tony Udell&#8211;Open House every 1st Sunday 10am -1pm  (there is one this Sunday? Tony please confirm)</li>
</ul>
<ul>
<li>Joel Sax&#8211;working to add more childrens programming (Joel how is that going?)</li>
</ul>
<ul>
<li>Charles Marchand&#8211;updating online schedule (it hasn&#8217;t happened, maybe because of issue with the sending of the minutes?, Matt Alvey will be Charles&#8217;s back-up in the future)</li>
<li> Derek Goodwin&#8211;will post notes to the website</li>
</ul>
<ul>
<li>Strong Oak&#8211;will print out new proposals each month (and in the future will forward them to the appropriate liaison before the Prog Comm meeting)</li>
</ul>
<p><strong>2) The new re-application proposal from the GM</strong>&#8211;we had an informal discussion about the new proposal and what it might mean for the Prog Comm.  We are eagerly waiting to see what the GM votes on this proposal Weds June 17th.<br />

3) New Proposals</strong>&#8211;there was one proposal for  a new show called &#8220;One Step Beyond&#8221;.  Matt will follow up with Bryan and try to get him to the Open House this Sunday so he can start his training.<br />
<strong><br />
4)Schedule changes</strong>&#8211;the only potential issue was with Shana who last meeting had requested a leave, Derek was going to contact her about running her old shows during her break?  but as of this meeting Don was not informed about the details of that discussion<br />
<strong><br />
5)FCC Violation and attendance issues</strong>&#8211;there were NO issues this month</p>

<p>In Attendance: Lila Wolan-Jedziniak, Strong Oak, Alan Vogel, Derek Goodwin, Joel Saxe, Charles Marchant, Don Persons, Matt Alvey, Tony Udell, David Loveler, Keeley Malone</p>

Liasion responsibilities were discussed and tasks were assigned.<br />

<p><strong>Schedule changes, Program Proposals, Issues:</strong></p>
<ul>
<li>Jeff Steiner&#8217;s time slot was moved to 6 p.m. &#8211; 8 p.m. Sundays, Strong Oak&#8217;s new time slot is now at 8 p.m. &#8211; 10 p.m. Sundays, and the syndicated program <span style="text-decoration: underline;">Maximum Rock and Roll </span>was moved to Monday nights from 8 p.m. to 9 p.m.</li>
<li>Thomas Major submitted a proposal a while back to produce a show called <span style="text-decoration: underline;">It&#8217;s Mostly Derivative</span>, a show based on recordings from the past. If training is complete, the Tuesday 1 -3 a.m. time slot is available. To be contacted.</li>
<li>Tony Udell&#8217;s program proposal accepted. New show, <span style="text-decoration: underline;">Underground Spiritual Game</span>, will be on Saturdays from 8 &#8211; 10 p.m.</li>
<li>After two more episodes, <span style="text-decoration: underline;">Parenting Possibilities </span>will take a break from production. Reruns of previous shows will air while producer decides to continue or not.</li>
<li>Ed Russell&#8217;s Active Ingredients will now air on the 1st and 3rd Mondays at 7 p.m. New Time!</li>
<li><span style="text-decoration: underline;">Creation Discotheque </span>is changing its time to 4 -5 p.m. Thursdays.</li>
<li>ANDY SEWALL is the point person for automation, with others aiding him in updating automation.</li>
<li>Charles Marchant is going to help update the Scheduling Board in the lobby.</li>
<li>1st Tier Warnings were or going to be given out for FCC violations in regarding to language during broadcast.</li>

<li>Dave Packman and Andy Sewell are 	organizing a mayoral debate to beheld in early October and be open 	to the public. Efforts will be made to broadcast live as well as 	re-played. This is primarily an effort to host more public events 	that are not music based.</li>
<li>Pricing information about new 	filters for the air filter system has be distributed. Decisions on 	which filters need updating will be made by the board via email.

<p>Financial Report:</p>
<p>Tony Shannon reported that the accounts are in good health, but not quite at the level needed to sustain the station for the long term.</p>

<p>Fundraising Report:</p>
<p>The World War II club event was a great success. More public events that are music based will be held to build on the success of this event.</p>
<p>Katherine Kendall agreed to look into Wendell&#8217;s Full Moon Coffee House as a location of a possible fundraising event.</p>
<p>Frances Crowe approached Bob Gardner about helping to organize a &#8216;Friends of VFR&#8217; group aimed at providing external support via fundraising as well as fostering community support and collaboration. VFR would provide initial structure and direction.</p>

<p>Tech Report:</p>
<p>A request was made for approximately $240 to purchase the upgrade to current automation software. Upgrade would provide technical support and address current problems. Request was approved by majority of Board (unanimous of present board members).</p>
<p>Once installed, it is the intent to form a group to decide on automation music, possibly to promote local and regional independent music and other related genres.</p>
<p> </p>
<p>Volunteer report:</p>
<p>Bob Gardner proposed a new model based on WBCR (Great Barrington):</p>
<ul>
<li>All shows would re-apply twice a 	year (at pre-determined times). The re-applications would consist of 	each programmer stating what they have done for the station, how 	their show promotes the mission statement of the station and why the 	show should continue</li>
<li>Collective Liaisons, the 	Programming Committee and the Board would all have to agree on what 	shows continue and what shows do not.</li>
</ul>
<p>Tony Shannon and Bob Gardner will provide a draft of the proposal to the General Membership meeting in May (May 20<sup>th</sup>) for discussion and a vote on the implementation of the process will be voted on at the June General Membership meeting (June 17<sup>th</sup>).</p>

<p>Update on Lawsuit:</p>
<p>Cathy Santosus has filed an appeal against the dismissal of last fall. Bob Gardner will contact lawyer about next steps.</p>

<p>The list has artist/songs that are pretty recently released. Rikk Desgres</p>
<p>explained that more or less this would help in promoting the station and in</p>
<p>getting new music to the station. Rikk Desgres is responsible for posting</p>
<p>these. Information should be sent to him for posting.</p>

<p>Rikk Desgres mentioned a dump button for the studio.</p>
<p>Everyone liked the idea. A cheap one is about a month and a half of expenses</p>
<p>for VFR.</p>

<p class="MsoBodyText"><span>The Board had a preliminary discussion about board nominations so as to fill three slots.<span>  </span>We talked about the importance of going beyond who is already at the table.<span> </span></span></p>
<p class="MsoBodyText"><span>For the Board and for Programming:<span>  </span>Who are communities/individuals from those communities who are not represented at VFR? (immigrants, involvement with local schools, homeless populations and their advocates, etc.).<span>  </span>More people of color.<span>  </span>Board will continue this discussion at next Board meeting and put this in writing for the GM.</span></p>
<p class="MsoBodyText"><span>Decided that we should not have couples on the Board.</span></p>
<p class="MsoBodyText"><span><strong>2. Appointment of Clerk</strong></span></p>
<p class="MsoBodyText"><span>Diana Coryat is appointed.</span></p>

<p class="MsoBodyText"><span>Katherine was appointed to be a Co-Chair, together with Fidel.</span></p>
<p class="MsoNormal"><strong>4. Call for Programming Committee Co-Chair elections at next General Membership Meeting</strong></p>

<p class="MsoNormal">The Board will reminded the Prog Comm that, in accordance with the Bylaws, they need to elect co-chairs, and each collecitve needs to elect 2 liasons from their collective before the next programming meeting on May 14<sup>th</sup>.</p>
<p class="MsoBodyText"><span>We decided that no member of the Board should also be a Liaison so as to cut down on a few people wearing many hats, and then burning out.<span>  </span></span></p>
<p class="MsoBodyText"><span>Also, liasons need to communicate with the Board regarding any changes to their collective.<span>  </span>Suggestion was made that we put in the programmers contract that they need to communicate directly with their liason if they will be terminating their show.<span>     </span></span></p>
<p class="MsoNormal"><strong>5. Volunteer coordinator- volunteer hours and membership fee status of VFR</strong></p>

<p class="MsoBodyText"><span>·<span>      </span></span><span>Currently there are no training cards.</span></p>
<p class="MsoBodyText"><span>·<span>      </span></span><span>Reflections on what the Board can do to avoid the drama of last month’s attempt to get programmers to comply.<span>   </span>Suggestions: </span></p>
<p class="MsoBodyText"><span>o<span>      </span></span><span>We should send letters out as a Board (not from one person) so that the message is not seen as coming from just one person. </span></p>
<p class="MsoBodyText"><span>o<span>      </span></span><span>The Board needs accurate information from the liasons about compliance.</span></p>
<p class="MsoBodyText"><span>o<span>      </span></span><span>Identify worst offenders and reach them directly.</span></p>
<p class="MsoBodyText"><span>o<span>      </span></span><span>Make exceptions when programmers absolutely cannot make meetings.<span>  </span>Perhaps they could check in with “a buddy” so they are up to date on VFR news.</span></p>
<p class="MsoBodyText"><span>o<span>      </span></span><span>Important conversations, as much as is possible, should happen face-to-face and not over emails in order to avoid misreadings, misunderstandings, etc.<span>   </span></span></p>
<p class="MsoBodyText"><span>o<span>      </span></span><span>Programmer responsibilities needs to be clear in the language of programmer contract.<span>  </span></span></p>
<p class="MsoBodyText"><span><strong><span style="text-decoration: underline;">6. Committee Reporting</span></strong></span></p>
<p class="MsoBodyText"><span><strong>Tech committee report</strong></span></p>
<p class="MsoBodyText"><span>Discussion about installing the current edition of the automation software onto another (faster) computer.<span>  </span>The new edition costs $290.<span>  </span>No decision made tonight about that expenditure.<span>  </span></span></p>
<p class="MsoBodyText"><span><strong>Programming committee</strong></span><span> </span></p>
<p class="MsoBodyText"><span>We need new programs to fill the slots that are vacant.<span>  </span>There was a preliminary discussion about the importance of reaching out to communities that are currently not represented on VFR (ie. Immigrants, homeless advocates, etc.).<span>  </span>Also, it is important to continue to increase representation of people of color. How can programming committee look actively for content / new communities?</span></p>
<p class="MsoBodyText"><span><strong>Finance committee </strong></span></p>
<p class="MsoBodyText"><span>Reviewed balance sheet. We are depleting our resources &#8211; we are bringing in less than we are spending.<span>  </span>On the positive side, we’ve received 5 donations so far from our appeal letter.<span>  </span></span></p>
