<p>Williams-Evans Road is an existing two-lane earthen roadway facility which has problematic drainage issues and requires continual maintenance attention from the County under its current condition.  Providing effective and low-cost drainage solutions for such a long, flat road will be the most challenging component of this project. The new road will utilize dual 11-ft wide asphalt lanes along with a combination of either standard ditches and/or asphalt raised-edge curb sections.</p>

			<content:encoded><![CDATA[<p>Edwin Deyton, a V&amp;M project engineer in Knoxville, recently traveled as part of the Knox ProCorps team to the highlands of Guatemala to participate in a drinking water supply project.  The team was comprised of local consulting engineers, water and wastewater vendors, and utility staff.  The project was located in Sequixpur, a rural village in the Ulpan Valley, about 6 hours north of Guatemala City.  There are nearly 130 homes in Sequixpur, and this project provided water to approximately 35 homes and will have the potential to serve another 20-30 homes in the future.  Other efforts included repairing water tanks and valves in an existing system constructed in the mid 1990’s.  Knox ProCorps was created to serve the health and welfare of impoverished communities in East Tennessee and abroad; and to provide opportunities for uniting professionals in the greater Knoxville area to connect with people in other cultures.  If you would like to find out how you can get involved with Knox ProCorps, or find out more about Project Ulpan opportunities, please visit their website at <a href="http://www.knoxprocorps.org/">http://www.knoxprocorps.org/</a>.<br />

<li>Provide field survey services of the project area</li>
<li>Provide engineering design services to prepare bid/construction documents for the construction of the project</li>
<li>Prepare itemized estimate of probable cost using TDOT item numbers</li>
<li>Prepare project specifications and bid documents</li>
<li>Prepare bid notice</li>
<li>Prepare bid advertisement</li>
<li>Permit submittal for review and approval to TDOT</li>
<li>Utility submittal for review and approval to TDOT</li>
<li>Assist City in evaluation of bids and recommendation for contract award</li>
<li>Construction Engineering Inspection (CEI)</li>
<li>Any other services needed to complete the design, right-of-way, and bidding for construction of the project.</li>
<li>Assist city personnel in assuring the project budget is not exceeded and completing reimbursement requests to TDOT.</li>

The project includes realignment of a two lane road into a five lane highway with curb &amp; gutter, as well as, sidewalks. The length of the project is 3.9 miles with an estimated construction cost of $31,422,740.</p>

<p><a href="http://www.vaughnmelton.com/2013/02/welcome-signs-site-road-work-wrappig-up-at-i-26-construction-site/i-26-1/" rel="attachment wp-att-2301"><img class="size-thumbnail wp-image-2301 alignleft" title="I-26 1" src="http://www.vaughnmelton.com/wp-content/uploads/2013/02/I-26-1-150x150.jpg" alt="" width="150" height="150" /></a>KINGSPORT &#8211; Roadway and site work is wrapping up at the welcome center in Kingsport with the remaining concrete work estimated to take another two weeks to finish.  However, due to a late revision in the site work, the start date for the actual welcome center building has been pushed to a May time frame.  Since September 2011, Charles Blalock and Sons of Sevierville has been working on the first phase of the welcome center project &#8211; the roadway work and the construction of a new bridge over Interstate 26.</p>
<p>The new welcome center is located at approximately mile market 58 roughly between the Wilcox Drive and Rock Springs Road exits.  The center will occupy a 20-acre site on the west side of the interstate and allow access from both northbound and southbound lanes of traffic.  The interchange will be a diamond type similar to Exit 59 in Colonial Heights.</p>
<p>The bridge over I-26 was completed last fall and according to the latest update on the project from the city of Kingsport, only minor items remain to be done on the east side ramps.  The Tennessee Department of Transportation has awarded Kingsport a $200,000 grant to cover the cost of running an eight inch water line to the site for potable water to meet fire code requirements.</p>
<p>Other ongoing work includes placing welcome center site concrete, signs, light poles and guardrails, work the contractor estimates will take another two weeks to finish.</p>
<p>Mark Nagi, spokesman for TDOT, said the roadway contract  had a late revision, which added a detention basin at Pond Springs Road, which is currently under construction.</p>
<p>&#8220;Once that work is complete, the final paving will occur on the site and the roadway contract will be complete,&#8221; Nagi Said.</p>
<p>The original completion date for the roadway and bridge work was September 2012  and as that work was winding down, the next phase of the project was supposed to come online soon after &#8211; the construction of the actual welcome center building.</p>
<p>The nearly $3 million building will be similar in size and appearance to the one build in Unicoi County a few years ago and have approximately 50 spaces for vehicles, a couple for buses and 20 spots for tractor-trailer trucks.</p>
<p>Nagi said the designer of the building, Hastings Architectural Services of Nashville, sent the construction documents and specifications to the State of Tennessee Real Estate Asset Management (STREAM) division for review on Feb. 1.  Once the review is completed and any corrections, made to the documents will then be sent to the Federal Highway Administration for approval.</p>
<p>&#8220;We expect to have the approval from the FHA by the end of this month and advertisement and bid opening at the later part of March.  It will take approximately 30 days to process the executed contract, &#8221; Nagi said.  &#8220;I would project an actual working start date of approximately May 1st, barring any other unexpected obstacles.&#8221;</p>
<p>Given that TDOT has estimated seven months to build the welcome center, this puts a December end date for the project, or about seven months later than previously estimated.</p>
<p>Including design, construction and land acquisition, the total estimated cost of the project is $16.5 million.  Money for the project came from the Appalachian Regional Commission, a federally funded economic development agency for the 13 Appalachian states.</p>

<p>Vaughn &amp; Melton was selected by the Tennessee Department of Transportation to perform project management, construction inspection and materials testing for the construction of the I-26 Welcome Center inKingsport.  V&amp;M functions in a management and oversight capacity regarding the project construction, engineering and inspection of installed work. V&amp;M also serves as a liaison for TDOT and the Prime Contractor in conflict resolution and situations relevant to project completion being on time and within budget.</p>
<p>The project consists of the construction of a new Welcome Center on the eastbound side of I-26, with a cross-over bridge providing access to the Center from the westbound side of I-26. The project also includes the construction of a formidable retaining wall and the necessary exit and entrance lanes to I-26.</p>
