<p><a href="https://blogs.elca.org/advocacy/files/2025/05/civilrights50.png"><img decoding="async" class="alignleft size-full wp-image-8355" src="https://blogs.elca.org/advocacy/files/2025/05/civilrights50.png" alt="Icon with a white balanced scale and checkmark on a blue background." width="50" height="50" /></a><span style="color: #333399"><strong><a name="SC"></a>LANDMARK SUPREME COURT DECISION:</strong> </span>In a <a href="https://www.supremecourt.gov/opinions/25pdf/24-109_21o3.pdf">6-3 decision</a> on Louisiana v. Callais, the U.S. Supreme Court (SCOTUS) ruled that the creation of a second majority-Black district in the state of Louisiana was an unconstitutional racial gerrymander. The historic decision weakens key provisions of the Voting Rights Act (VRA). Weakened provisions have historically protected minority demographics by banning discriminatory voting practices on the basis of race and providing accountability on the outcomes of congressional maps. <a href="https://www.justice.gov/crt/section-2-voting-rights-act">Section 2 of the VRA</a> has had historical value and current relevance in preventing discrimination, improving outcomes for disadvantaged groups and recognizing and addressing historical injustices related to advancing voting rights and fair representation in our country.</p>
<h5 style="padding-left: 40px"><span style="color: #333399">Why It Matters in the ELCA:</span></h5>
<p style="padding-left: 40px">Wider implications of the decision include weakened effectiveness of equal protection challenges and the use of disparate impact analysis as legal tools for accountability on issues related to access in employment, housing and education. ELCA individual members, and the ministries and organizations serving those impacted, will begin to see impacts in states racing against primary filing deadlines this year and widespread longer-term changes to federal policy and election administration in anticipation of the 2028 presidential election.</p>
<h5 style="padding-left: 40px"><span style="color: #333399">What’s Next:</span></h5>
<p style="padding-left: 40px">With a weakened Section 2, the combination of restricted access to voting and diminished representation in Congress will undoubtedly have a <a href="https://www.npr.org/2025/10/15/nx-s1-5567801/supreme-court-louisiana-redistricting-voting-rights-act">generational impact</a> on how our country is governed and how political parties are held accountable for the well-being of all. As the faith community has played a pivotal role in the multi-generational struggle to realize the vision of a more equitable multi-racial democracy, ELCA advocacy staff will monitor and track developments and take opportunities to raise nonpartisan, faith-centered priorities as Congress considers legislative responses.</p>

<p><a href="https://blogs.elca.org/advocacy/files/2025/07/economic50.png"><img decoding="async" class="alignleft size-full wp-image-8357" src="https://blogs.elca.org/advocacy/files/2025/07/economic50.png" alt="Blue icon with a central circle, three arrows, and a dollar symbol." width="50" height="50" /></a><span style="color: #333399"><strong><a name="FB"></a>FARM BILL ADVANCES IN CONGRESS: </strong></span>The House narrowly passed a Farm Bill Apr. 30, including a deeply underfunded nutrition title that will normalize cuts to the SNAP program made by H.R. 1 last year. This comes as over<a href="https://www.cbpp.org/research/food-assistance/snap-tracker-people-are-losing-food-assistance-as-the-republican-megabill"> 3.4 million people have already lost their food benefits</a> since the implementation of H.R. 1 in July, and <a href="https://www.nga.org/advocacy-communications/letters-nga/nga-joins-coalition-letter-outlining-snap-recommendations/">governors have warned that SNAP could be in jeopardy in their state</a> in the near future. Though the bill contains some measures restarting local food procurement programs and establishing virtual SNAP practices, this legislation heading to the Senate would inevitably result in a massive net cut to hungry families across the country. Lawmakers in the Senate are considering their own version of the legislation and could mark up a bill in committee as soon as early June.</p>
<h5 style="padding-left: 40px"><span style="color: #333399">Why It Matters in the ELCA:</span></h5>
<p style="padding-left: 40px">ELCA World Hunger helps operate food pantries, administers hunger grants, supports rural ministries and runs community development programs across the nation. Our mission to end hunger is closely linked to the Farm Bill – as the charitable sector alone cannot absorb the millions of people at risk of losing food benefits. ELCA World Hunger estimates that requests for Daily Bread Grants have <a href="https://resources.elca.org/elca-world-hunger/lifelines-spring-2026/">increased nearly 15-fold</a> since last year, and with many pastors anecdotally citing concern for increased food-insecurity in their communities, a Farm Bill that supports both hunger and rural needs is more important than ever.</p>
<h5 style="padding-left: 40px"><span style="color: #333399">What’s Next:</span></h5>
<p style="padding-left: 40px">Prior to the House vote, the ELCA Witness in Society Office shared an Action Alert resulting in over 3,000 messages to lawmakers in which advocates encouraged legislation that helps both farmers and hungry families, highlighting the cross-sectional nature of the issue. With next steps advancing in the Senate, a revised Action Alert will soon be issued, giving advocates a chance to express priorities in the process. ELCA advocacy staff will be tracking efforts in the Senate as these issues move forward.</p>

<p><a href="https://blogs.elca.org/advocacy/files/2019/03/environment50.png"><img decoding="async" class="alignleft size-full wp-image-3633" src="https://blogs.elca.org/advocacy/files/2019/03/environment50.png" alt="" width="50" height="50" /></a><strong><span style="color: #333399"><a name="VC"></a>VOTE CANCELED ON ESA AMENDMENTS: </span></strong>Just before Earth Day on Apr. 22, the U.S. House of Representatives canceled a planned vote on the Endangered Species Act (ESA) Amendments Act (H.R. 1897). The bill would significantly weaken protections for endangered and threatened species under the 1973 ESA. Bipartisan skepticism of the bill was voiced in final hours which eventually resulted in pulling the vote instead of failure on the floor.</p>
<h5 style="padding-left: 40px"><span style="color: #333399">Why It Matters in the ELCA:</span></h5>
<p style="padding-left: 40px">The cancellation of this vote comes amidst strong public pushback, including through the ELCA <a href="https://act.elca.org/page/97101/action/1?chain">Action Alert</a>. That Action Alert notes our call to care for endangered species flows from our vocation to love and serve our neighbors, which include plant and animal life and the ecosystems that sustain them and us.</p>
<h5 style="padding-left: 40px"><span style="color: #333399">What’s Next:</span></h5>
<p style="padding-left: 40px">While the cancellation of the vote brings relief, this bill could still move at any time or be included in a must-pass legislative vehicle. It is important that our advocacy continues to voice concerns about this legislation.</p>

<p><a href="https://blogs.elca.org/advocacy/files/2019/03/international50.png"><img loading="lazy" decoding="async" class="alignleft size-full wp-image-3634" src="https://blogs.elca.org/advocacy/files/2019/03/international50.png" alt="" width="50" height="50" /></a><span style="color: #333399"><strong><a name="CWP"></a>CUBA WAR POWERS RESOLUTION FAILS: </strong></span>In late April, senators failed to pass the Cuba war powers resolution (<a href="https://www.congress.gov/bill/119th-congress/senate-joint-resolution/124">S.J. Res. 124</a>) that sought to block President Trump from launching military operations in Cuba without congressional authority. The bilateral relationship between the United States and Cuba is extremely strained. In addition to sanctions and regulatory restrictions against Cuba, President Trump signed an <a href="https://www.whitehouse.gov/fact-sheets/2026/01/fact-sheet-president-donald-j-trump-addresses-threats-to-the-united-states-by-the-government-of-cuba/">executive order</a> on Jan. 29 declaring a national emergency and imposing tariffs on countries supplying oil to Cuba, effectively creating a de facto energy blockade. Cubans are currently faced with severe economic hardships, including severe fuel shortages, widespread blackouts, and cascading impacts on food production and healthcare systems.</p>
<h5 style="padding-left: 40px"><span style="color: #333399">Why It Matters in the ELCA:</span></h5>
<p style="padding-left: 40px">The ELCA maintains a longstanding companion relationship with Cuban churches, creating direct ties between U.S. faith communities and local congregations on the island. The worsening humanitarian crisis in Cuba is affecting our companion partners and their families. Moreover, U.S. policy toward Cuba has made it very difficult for faith communities and humanitarian organizations to send assistance to Cuba.</p>
<h5 style="padding-left: 40px"><span style="color: #333399">What’s Next:</span></h5>
<p style="padding-left: 40px">The Senate’s failure to pass the Cuba war powers resolution leaves the administration with broad latitude for potential military operations. While diplomatic talks continue, significant concerns about imminent U.S. military actions against Cuba remain. Witness in Society staff continue to advocate for the de-escalation of rhetoric, sustained diplomatic engagement and sanction relief for the Cuban people.</p>

<p><span style="color: #333399"><strong><a href="https://blogs.elca.org/advocacy/files/2019/10/peacenotwalls50homemade.png"><img loading="lazy" decoding="async" class="alignleft size-full wp-image-4357" src="https://blogs.elca.org/advocacy/files/2019/10/peacenotwalls50homemade.png" alt="" width="50" height="50" /></a><a name="CMEP"></a>CHURCHES FOR MIDDLE EAST PEACE CONFERENCE: </strong></span>The ELCA was a sponsoring organization for this year’s Churches for Middle East Peace (CMEP) Joint Advocacy Summit, &#8220;Do Right; Seek Justice: Christians Uniting Against Oppression in Palestine/Israel&#8221; on May 5-7. Eight ELCA bishops and over 40 ELCA members took part. The summit was an opportunity to learn about and advocate to Congress and the administration on justice for Palestine and Israel issues. The CMEP summit included nearly 250 participants from 30+ denominations from around the country engaged in advocacy in support of peace and justice in the Holy Land. Several ELCA leaders, including advocacy staff, shared presentations, led workshops and provided essential support for the legislative visits.</p>
<h5 style="padding-left: 40px"><span style="color: #333399">Why It Matters in the ELCA:</span></h5>
<p style="padding-left: 40px">Multiple ELCA social teachings and policy resolutions provide clear guidance for collaborative engagement and advocacy regarding the Holy Land and in support of our partners, the Evangelical Lutheran Church in Jordan and the Holy Land (ELCHJL). Additionally, this witness upholding dignity, human rights and lasting security strengthens our commitment to ecumenical engagement.</p>
<h5 style="padding-left: 40px"><span style="color: #333399">What’s Next:</span></h5>

<p><span style="color: #333399"><strong><a href="https://blogs.elca.org/advocacy/files/2019/03/migration50.png"><img loading="lazy" decoding="async" class="alignleft size-full wp-image-3635" src="https://blogs.elca.org/advocacy/files/2019/03/migration50.png" alt="" width="50" height="50" /></a><a name="Recon"></a>THROUGH &#8220;RECONCILIATION&#8221; ANOTHER FIGHT FOR BILLIONS FOR ICE/CBP: </strong></span>The 75-day-long Department of Homeland Security (DHS) shutdown came to an end on Apr. 30. The House passed a Senate bill that funds the agency through September 2026 but excludes funding for immigration enforcement. Congress immediately moved to fund immigration enforcement agencies [Immigrations and Customs Enforcement (ICE) and Customs and Border Patrol (CBP)] via the same filibuster-proof single-party reconciliation process that led to last year’s so-called “Big Beautiful Bill.” The new reconciliation bill includes $38 billion for ICE and $26 billion for CBP – enough to fund the agencies through the end of President Trump’s term. Votes on the reconciliation package are expected in the week of May 18.</p>
<h5 style="padding-left: 40px"><span style="color: #333399">Why It Matters in the ELCA:</span></h5>
<p style="padding-left: 40px">The ELCA has opposed additional funding for immigration enforcement without key protections like prohibitions on enforcement at churches, the use of judicial warrants for detention and meaningful accountability for immigration agents’ actions. Funding ICE and CBP for three years without any bipartisan negotiations also removes important opportunities for congressional oversight.</p>
<h5 style="padding-left: 40px"><span style="color: #333399">What’s Next:</span></h5>
<p style="padding-left: 40px">The reconciliation package is expected to move forward in early June, and ELCA advocacy will continue to advocate against a “blank check” for immigration enforcement without meaningful protections and oversight. As the reconciliation package is being debated, Congress is discussing DHS FY27 funding in parallel. The ELCA has joined interfaith partners in preparing funding recommendations that prioritize protections and due process for immigrants and refugees, while objecting to massive increases in immigration enforcement funding.</p>

<p>The Farm Bill, which guides much of U.S. agriculture, rural and food policy, is currently being debated in Congress. The ELCA urges Congress to pass a 2026 Farm Bill that promotes <a href="https://resources.elca.org/advocacy/2023-farm-bill-asks/">priorities</a> consistent with our advocacy during 2023-24 Farm Bill reauthorization discussions:</p>
<ul>
<li>food for hungry neighbors at home and abroad,</li>
<li>healthy rural and farming communities,</li>
<li>inclusion of people of all backgrounds,</li>
<li>care of creation to feed future generations</li>
</ul>
<p>In a world of abundance, we strive for an end to hunger and poverty, and towards a just world where all are fed. Additionally, we are to work with each other and the environment to meet needs without causing undue burdens elsewhere. <strong>The Farm Bill is one of the most influential pieces of legislation affecting farmers, hunger and conservation in the United States and around the world.</strong></p>
<p>ELCA social statements call for policies that provide adequate nutrition for all and create livelihood opportunities that are genuinely sustainable. We urge lawmakers to pass a 2026 Farm Bill that reflects these faith-based values.</p>

<p><span data-contrast="auto">Now, the Senate will meet in the first week of June to consider their version of a Farm Bill. </span><span data-ccp-props="{}"> </span></p>
<p><span data-contrast="auto">This comes at a time when houses of worship, food pantries, state governors, farmers and global partners are reporting alarming new rates of food requests in our communities. “In recent months, rising inflation, job losses and reduced government benefits have made it harder for families nationwide to afford the food they need. Feeding ministries across ELCA World Hunger’s network are reporting lines two or even three times longer than before, with fewer donations coming in,” reports LifeLines (Spring 2026) from ELCA World Hunger and Lutheran Disaster Response. Furthermore, ELCA World Hunger received over 15 times the number of Daily Bread grant applications in 2025 than in 2024. </span><span data-ccp-props="{}"> </span></p>
<p><span data-contrast="auto">Compounding concerns are the upcoming H.R. 1 changes to the Supplemental Nutrition Program (SNAP) that </span><a href="https://frac.org/wp-content/uploads/SNAP-Cost-Shift-Table.pdf"><span data-contrast="none">would shift costs to states</span></a><span data-contrast="auto">. Alarms are being raised that </span><a href="https://www.nga.org/advocacy-communications/letters-nga/nga-joins-coalition-letter-outlining-snap-recommendations/"><span data-contrast="none">state budgets</span></a><span data-contrast="auto"> and local organizations are not prepared to meet the rapidly rising demand being placed on them. </span><span data-ccp-props="{}"> </span></p>
<p><span data-contrast="auto">Our advocacy in the ELCA is steadfastly urging Senate passage of a Farm Bill that promotes vitality for rural communities and relief for hungry families. ELCA social statements call for policies that provide adequate nutrition for all and create livelihood opportunities that are genuinely sustainable.</span><span data-ccp-props="{}"> </span></p>
<p><span data-contrast="auto">Senate leadership has indicated an openness to hear arguments against the SNAP cost-shift to states, among other negotiations, to ensure a Farm Bill reaches 60 votes to pass in the chamber. A current <a href="https://act.elca.org/page/98608/action/1?chain">Action Alert</a> is one of the ELCA’s advocacy opportunities in this moment to urge the Senate to reject the codification of cuts to SNAP, prioritize provisions that strengthen innovative practices for soil health and agroforestry, reauthorize key international food aid programs and make permanent the Food Distribution Program on Indian Reservations (FDPIR).</span><span data-ccp-props="{}"> </span></p>

Glen Thompson (PA-15), released a 2026 Farm Bill proposal on Feb. 13, 2026. The bill passed a committee markup on March 5 and is now awaiting a full floor vote in the House.</p><p>Various provisions are welcome, including: <a href="https://agriculture.house.gov/uploadedfiles/final_ffns26_titlesummaries.pdf">renewing critical farmer assistance programs</a>, restarting effective <a href="https://www.congress.gov/bill/119th-congress/house-bill/4782">Farm-to-Food Bank initiatives</a>, investing in rural development and broadband, reauthorizing the <a href="https://www.congress.gov/bill/118th-congress/house-bill/4856">Gus Schumacher Nutrition Incentive Program</a> (GusNIP) and international food aid programs, continuing support for the <a href="https://www.nrcs.usda.gov/programs-initiatives/environmental-quality-incentives-program">Environmental Quality Incentives Program</a> (EQIP) and <a href="https://www.nrcs.usda.gov/programs-initiatives/conservation-reserve-program">Conservation Reserve Program</a> (CRP), and more. After years of temporary annual extensions, farmers, rural communities and agriculture researchers need policy stability and funding guarantees that this legislation will help establish.</p><p>However, despite these welcome and very urgently needed provisions, the bill falls short of addressing the overwhelming needs of farmers, food-insecure families at home and overseas, and the environment. Drastic <a href="https://www.naco.org/resource/hr-1-and-supplemental-nutrition-assistance-program-snap-what-counties-should-know">changes to the Supplemental Nutrition Assistance Program (SNAP)</a> in the 2025 budget reconciliation package, <a href="https://agriculture.house.gov/uploadedfiles/final_2026_ffp_onepager.pdf">changes to the Food for Peace Title II program</a>, and <a href="https://sustainableagriculture.net/blog/comment-in-moment-of-need-house-farm-bill-underdelivers-with-empty-promises/">a lack of funding for new farmer opportunities</a> are just a few examples of this bill not meeting the moment.</p><p>With the last Farm Bill passed in 2018, we now more than ever need a bold, holistic Farm Bill to meet the challenges of 2026.</p><p>The ELCA continues <strong>to urge</strong> <strong>Congress to pass a Farm Bill reauthorization that promotes food for hungry neighbors at home and abroad, healthy rural and farming communities, the inclusion of people of all backgrounds, and creation care to feed future generations. </strong>Specific priorities in the current discussion include<strong>:</strong></p><ul><li>Reverse the changes made to SNAP in H.R. 1 through the <a href="https://www.congress.gov/bill/119th-congress/house-bill/6088/text/ih">Restoring Food Security for American Families Act</a> (H.R. 6088). This bill would stop the implementation of newly imposed work requirements and the cost shift of SNAP to states, and it would restore SNAP for mixed-immigration-status families and refugees. The last Household Food Security Survey conducted by the USDA <a href="https://www.ers.usda.gov/topics/food-nutrition-assistance/food-security-in-the-us/media-resources">showed 18.3 million households are facing food insecurity</a>.</li><li>Create a formal process to transition Puerto Rico to SNAP through the <a href="https://www.congress.gov/bill/119th-congress/house-bill/5168">Puerto Rico Nutrition Assistance Fairness Act</a> (H.R. 5168).</li><li>Protect vital international food aid programs, such as Food for Peace (Title II) and the <a href="https://www.fas.usda.gov/programs/mcgovern-dole-food-education-program">McGovern-Dole Food for Education and Child Nutrition</a> initiative, and preserve flexible implementation tools such as local/regional procurement of food, cash transfers, and use of vouchers to ensure service providers can use suitable tools based on local realities of those being served.</li><li>Restore the Food for Peace U.S. commodity floor to 30 percent as was in the previous farm bill. As it stands, this farm bill requires that at least 50 percent of Food for Peace aid be sourced from the U.S. and shipped on U.S. vessels, which means less programming funding will be available to effectively reach people most in need, as it is more costly to ship food from the U.S.; more money can be saved by purchasing food closer to where it is needed.</li><li>Include the bipartisan <a href="https://www.congress.gov/bill/119th-congress/house-bill/4296?s=1&amp;r=3&amp;q=%7B%22search%22%3A%22CROP+for+farming%22%7D">CROP for Farming Act</a> (H.R. 4296), which would strengthen conservation efforts and equip farmers to improve soil health, boost productivity, and reduce harmful emissions by updating the Food Security Act of 1985 to recognize and support farming practices aimed at reducing nitrous oxide and methane emissions while promoting carbon storage in soil and vegetation. By updating EQIP, this bill encourages practices such as no-till farming, cover cropping, and improved grazing management—strategies that enhance soil fertility, improve water retention, and support long-term farm resilience.</li><li>Promote innovative practices for soil health through the <a href="https://www.congress.gov/bill/119th-congress/house-bill/5902?s=3&amp;r=1&amp;q=%7B%22search%22%3A%22innovative+Practices+for+Soil+Health%22%7D">Innovative Practices for Soil Health Act of 2025</a> (H.R. 5902), improving soil structure, preventing erosion, increasing ecosystem nutrient retention, and promoting carbon sequestration. This bill would support farmers by improving USDA Natural Resource Conservation Service (NRCS) programs, the Conservation Stewardship Program (CSP), and EQIP; increasing technical assistance for farmers installing perennial systems; and designating four national and regional agroforestry centers.</li><li>Include the <a href="https://www.congress.gov/bill/119th-congress/house-bill/2883?q=%7B%22search%22%3A%22No+time+to+waste%22%7D&amp;s=4&amp;r=1">NO TIME TO Waste Act</a> (H.R. 2883), directing USDA to reduce U.S. food loss and waste through federal coordination, grants, and education.</li></ul></div></div></div><div class="ea-card sp-ea-single"><h3 class="ea-header"><a class="collapsed" id="ea-header-77901" role="button" data-sptoggle="spcollapse" data-sptarget="#collapse77901" aria-controls="collapse77901" href="#" aria-expanded="false" tabindex="0"><i aria-hidden="true" role="presentation" class="ea-expand-icon eap-icon-ea-expand-plus"></i> Oct. 10, 2025</a></h3><div class="sp-collapse spcollapse " id="collapse77901" data-parent="#sp-ea-7790" role="region" aria-labelledby="ea-header-77901"> <div class="ea-body"><p>As of this day in October 2025, the Farm Bill has expired, leaving critical hunger networks and many in rural communities in policy limbo. It was last reauthorized in 2018 and temporarily extended through September 30, 2025. This comprehensive legislation traditionally governs SNAP nutrition assistance, rural infrastructure, agricultural research, and farm-to-food bank connections that many of our congregations and social ministry organizations depend upon to serve those in need.</p><p>With the Farm Bill’s expiration, lawmakers have the opportunity to craft new legislation that strengthens our ability to support the hungry and those of us in the greatest need. We urge our representatives to support a renewed Farm Bill that <a href="https://frac.org/news/deadlinesnapcutsoct2025">prevents upcoming barriers to SNAP benefits</a>, recognizing that these programs are lifelines for struggling families in our communities—including many in rural America facing mounting economic pressures from tariffs, declining commodity prices, and rising production costs.</p><p>The expiration has particularly impacted <a href="https://www.farmbilllaw.org/2025/05/11/the-2018-farm-bills-orphan-programs/">“orphan” programs</a>, which have lacked reliable funding since 2023 – including agricultural research programs, scholarships for young farmers, and oversubscribed conservation programs. International feeding initiatives, such as Food for Peace and the McGovern-Dole school feeding program—which provide meals to hungry children worldwide—face uncertain futures. Domestically, farm-to-food bank programs that connect agricultural abundance with hungry neighbors have lost critical support, straining food ministries operated by Lutheran Social Services, church food pantries, and other faith-based hunger relief ministries already stretched thin by increased demand.</p><p>Congregations often witness firsthand how families who steward the land and feed our nation are themselves struggling. Through Action Alerts and federal advocacy, we ask lawmakers to restore these vital programs and support policies that uplift both rural communities and the vulnerable populations our faith compels us to serve.</p></div></div></div><div class="ea-card sp-ea-single"><h3 class="ea-header"><a class="collapsed" id="ea-header-77902" role="button" data-sptoggle="spcollapse" data-sptarget="#collapse77902" aria-controls="collapse77902" href="#" aria-expanded="false" tabindex="0"><i aria-hidden="true" role="presentation" class="ea-expand-icon eap-icon-ea-expand-plus"></i> Jan. 15, 2025</a></h3><div class="sp-collapse spcollapse " id="collapse77902" data-parent="#sp-ea-7790" role="region" aria-labelledby="ea-header-77902"> <div class="ea-body"><p>UPDATE FROM <a href="https://www.farmaid.org/issues/farm-policy/the-latest-updates-on-the-2023-farm-bill/">FARMAID.ORG</a> (1/3/25): "The last action of the 118th Congress was to narrowly avert a government shutdown and pass a one-year farm bill extension. <a href="https://www.congress.gov/bill/118th-congress/house-bill/10545">The American Relief Act, 2025</a> extends government funding through March 14, 2024, grants a one-year extension to certain parts of the 2018 farm bill, and provides $110 billion in disaster assistance for relief efforts in North Carolina, South Carolina, Georgia, Florida, Oklahoma, and Western regions, including $31 billion for agriculture producers.</p><p>"Disappointingly, the final deal resulted in cutting $177 million of funding for USDA’s 'orphan' programs (programs without baseline funding)... Devastatingly for the communities and farmers they serve, these programs will cease to operate as their funding runs out in the coming months.</p><p>"...The Senate and House agriculture committees, the two committees responsible for drafting the farm bill, will have new leadership in the next Congress... Heading into 2025, Congress is faced with passing a new farm bill."</p></div></div></div><div class="ea-card sp-ea-single"><h3 class="ea-header"><a class="collapsed" id="ea-header-77903" role="button" data-sptoggle="spcollapse" data-sptarget="#collapse77903" aria-controls="collapse77903" href="#" aria-expanded="false" tabindex="0"><i aria-hidden="true" role="presentation" class="ea-expand-icon eap-icon-ea-expand-plus"></i> Sep. 2, 2024</a></h3><div class="sp-collapse spcollapse " id="collapse77903" data-parent="#sp-ea-7790" role="region" aria-labelledby="ea-header-77903"> <div class="ea-body"><p>The week of Sept. 9th, members of Congress will return to Capitol Hill for three weeks of legislative action before Election Day.</p><p>In congressional meetings across the House and Senate over August recess, ELCA Witness in Society staff continued to press for passage of the Farm Bill alongside many Lutheran constituents from their districts. Congressional staff from both sides of the political aisle have indicated determination to pass a Farm Bill this year – but with limited legislative days remaining in the calendar year, the opportunity to advance a measure is quickly slipping away.</p><p>Lawmakers may consider a temporary extension of the expiring Farm Bill at the end of September or December as existing programmatic authorization runs out. If a Farm Bill is not passed by 2025, due to anticipated committee political confirmations, new Congressional priorities, and other complications, the next likely opportunity to pass the bill would be closer to the end of the year in 2025.</p><p>Ahead of Election Day, it is critical that lawmakers continue to hear that hunger, our food systems, and the vitality of our rural communities and our environment are of core concern for Lutherans across the U.S. In particular, highlighting the need to preserve and boost support for BOTH hunger programs AND our farming communities should be a critical priority – as these have become one of the last major points of contention in negotiations.</p><p>&nbsp;</p></div></div></div><div class="ea-card sp-ea-single"><h3 class="ea-header"><a class="collapsed" id="ea-header-77904" role="button" data-sptoggle="spcollapse" data-sptarget="#collapse77904" aria-controls="collapse77904" href="#" aria-expanded="false" tabindex="0"><i aria-hidden="true" role="presentation" class="ea-expand-icon eap-icon-ea-expand-plus"></i> Jun. 29, 2024</a></h3><div class="sp-collapse spcollapse " id="collapse77904" data-parent="#sp-ea-7790" role="region" aria-labelledby="ea-header-77904"> <div class="ea-body"><p>For the last several months, ELCA congregational leaders and advocacy staff have been doing a series of farm bill meetings with policymakers in Congress. Nonetheless, the 2024 Farm Bill has hit a roadblock in the House of Representatives due in large part to the partisan debate around cuts to SNAP. It is possible that the legislation could move as early as November, after the election. The current more partisan Farm Bill in the House would rely heavily on Republican votes and would have extreme difficulty passing through the House Rules Committee – much less the floor of the House – due to a slim majority in the chamber. Democrats are unlikely to support the existing House bill due to severe cuts in SNAP funding, the repurposing of conservation funds from the Inflation Reduction Act (IRA), and changes to the Commodity Credit Corporation (CCC).</p><p>On the Senate side, Agriculture Committee Ranking Member Sen. John Boozman (R-AR) released a counterproposal to Chairwoman Stabenow’s (D-MI) own draft Farm Bill framework. The Senate Republican proposal includes similar House changes to SNAP, IRA funds, and CCC. With limited congressional calendar space between now and general elections in November, lawmakers in the Senate are working to negotiate a bipartisan Farm Bill with the hope of passing a bill on the floor after Election Day.</p><p>ELCA Witness in Society staff met with several dozen congressional offices over the month of June, alongside Lutheran advocates, service providers, and hunger ministry leaders living in key congressional districts. S. House of Representatives Agriculture Committee, led by Chair G.T. Thompson (PA-15), released the proposed bill text for the multi-year package of legislation known as the Farm Bill. As written, the proposed legislation includes things to celebrate and concerns for our priorities.</p><p>To note, this bill includes the RESTORE Act, which repeals the denial of SNAP benefits for certain individuals with previous drug-related convictions. This bill also incorporates innovative policies that aim to support farmers, promote sustainable practices, and strengthen rural development: most notably are the provisions that will help streamline rural development permitting processes and reinforcing broadband connectivity in rural communities. Additionally, this proposal would be the largest investment in conservation programs, to date.</p><p>With deep gratitude for these provisions, we have some concerns with the nutrition program and the conservation title that conflict with our priorities. This version of the Farm Bill, proposed by the House Agriculture Committee, would limit the ability to update the Thrifty Food Plan, which provides the basis for calculating SNAP benefits. Also the additional funds for the conservation program, that had originally been set aside for “climate-smart agriculture” incentives from the Inflation Reduction Act, would lose those climate-smart requirements under this proposal. Lawmakers must reauthorize the Farm Bill or pass a temporary extension to keep program operations running by September 2024, when the current legislation expires.</p><p>Though there is little legislative calendar space to pass a Farm Bill in this Election Year, House Agriculture Chairman Glenn Thompson (R-PA) has indicated his aims to markup a bill in committee around Memorial Day weekend, May 23rd (see summary here). <p><span data-contrast="none">In February, nearly 200 Lutherans and friends gathered at the Arizona Capitol for </span><a href="https://lamaz.org/news-blog/lutheran-day-2026-recap"><span data-contrast="none">Lutheran Day at the Legislature</span></a><span data-contrast="auto"> – a time of</span><span data-contrast="none"> learning, witnessing, meeting lawmakers and “activating our faith in love.” LAMA also supported congregational and interfaith engagement through liaison roundtables, Arizona Faith Network justice and voting-rights committees, monthly anti-hunger advocacy calls and presentations in local congregations. </span><span data-ccp-props="{&quot;134233117&quot;:true,&quot;134233118&quot;:true}"> </span></p>

<p>These past few months we have continued to act and witness throughout and beyond a grueling 2026 legislative session that proved to be every bit as challenging as anticipated. Leadership in both chambers focused heavily on divisive, highly politicized issues, using procedural tactics to skip or stifle public debate and move bills directly to passage. Despite this hostile political climate, Kansas Interfaith Action (KIFA) made a tangible difference under the dome this session, setting a moral tone and consistently witnessing for inclusiveness, human dignity and justice.</p>
<p><span data-contrast="auto">With the legislative session now behind us, KIFA is pivoting directly into robust community organizing, civic engagement and movement-building throughout the summer and fall. Driven</span><span data-ccp-props="{}"> </span><span data-contrast="auto">by the foundational faith command of compassion for our immigrant neighbors, we recently</span><span data-ccp-props="{}"> </span><span data-contrast="auto">hosted an immigration vigil and rally with over 100 people in attendance. Our public witness</span><span data-ccp-props="{}"> </span><span data-contrast="auto">caught the attention of major regional outlets, with the Kansas City Star, the Kansas Reflector</span><span data-ccp-props="{}"> </span><span data-contrast="auto">and the Johnson County Post all featuring coverage of the event and amplifying our message of</span><span data-ccp-props="{}"> </span><span data-contrast="auto">solidarity across the state.</span><span data-ccp-props="{}"> </span></p>
<p><span data-ccp-props="{}"> </span><span data-contrast="auto">Looking ahead to the warmer months, we are thrilled to launch the Survival Revival tour in</span><span data-ccp-props="{}"> </span><span data-contrast="auto">partnership with the Kairos Center and other like-minded allies. This initiative serves as both a</span><span data-ccp-props="{}"> </span><span data-contrast="auto">form of creative protest and a blueprint for community care amid a challenging political climate.</span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559740&quot;:259}"> </span><span data-contrast="auto">Through the revival, we will train community members on how to meet local unmet needs while building long-term power, study and pray together using lessons from our faith traditions,</span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559740&quot;:259}"> </span><span data-contrast="auto">express our values through art and storytelling, and strengthen relationships across our networks. </span><span data-ccp-props="{}"> </span></p>
<p><span data-contrast="auto">In addition to this tour, KIFA staff and volunteers will be on the ground at Pride events across Kansas this June, sharing a clear, faith-rooted message that everyone is loved by God exactly as they are.</span><span data-ccp-props="{}"> </span></p>
<p><span data-contrast="auto">We are also expanding our civic engagement footprint to ensure every Kansan can make their voice heard in the upcoming elections. KIFA is currently hiring part-time election mobilizers in six cities across the state to boost voter turnout through deep, nonpartisan community conversations. A major focus of our education work will include informing voters about an</span><span data-ccp-props="{}"> </span><span data-contrast="auto">upcoming constitutional amendment that would change how Kansas Supreme Court</span><span data-ccp-props="{}"> </span><span data-contrast="auto">justices are selected. </span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559740&quot;:259}"> </span></p>

Since then, the governor has signed and vetoed various bills and called a special session focused on partisan gerrymandering. The summit brought together people of faith to build community and inspire each other to engage in environmental and climate action. <h5>WHAT IS A SIGN-ON LETTER</h5>
<p>A “sign-on letter” is an advocacy tool that acts like a petition to members of Congress or other policy decision makers, often addressing an immediate issue or impending vote. Sign-on letters are drafted and circulated among organizations with similar policy goals to ask other organizations to join, showing support for a policy position or value by adding their name.</p>
<p>The Witness in Society team may recommend listing the ELCA as an organization on a sign-on letter. Some letters are tailored for individual sign-ons, usually by the head of an organization. In the ELCA, most individual sign-ons are done by the ELCA presiding bishop.<a name="impact"></a></p>

<h5>IMPACT OF SIGN-ONS</h5>
<p>Sign-on letters are frequently used when swift and targeted action will have an impact on decision-makers. The aim is to provide education on an issue, articulate shared organizational values on a subject and urge the recipient to take a specific action or vote. Ecumenical and interfaith sign-on letters summarize broad consensus in the faith community. In addition to receipt by individual members of Congress or Executive Branch officials for example, they may be used in constituent meetings and shared as public statements as well.<a name="decision"></a></p>

<h5>DECISION PROCESS</h5>
<p>The ELCA joins sign-on letters following careful analysis by the Witness in Society team, sometimes in consultation with other staff. The Senior Director for Witness in Society makes the final determination for a sign-on. Sign-on letters require a foundation in ELCA social teaching and relevance to ELCA public policy advocacy priorities. Sign-on letters are also evaluated for accuracy of facts and the tone of the statement, seeking language that will educate or persuade, avoiding hyper-partisan or inflammatory language. Witness in Society staff are strategic about the use of sign-on letters, asking if a joint letter is the right approach at this time; how the letter will be disseminated and used to create awareness among members of Congress, the Administration and throughout the ELCA; what the impact of not signing a letter might be; and discerning whether a standalone effort from the ELCA would have greater impact at the given point-in-time or may be preferable to state distinctly the ELCA’s position.<a name="updated"></a></p>

<h5><span style="color: #333399">FOUNDATIONS OF OUR CONSIDERATION</span></h5>
<p>The electoral process is one way in the United States that we steward our life together as a nation, care for our neighbor and promote the common good. The topic may get additional attention during an election cycle, but the foundations of its consideration are shaped by a Lutheran understanding of God’s intent to work through human activity to order and provide earthly justice and enough for all. These foundations are expressed in Bible studies and sermon reflections and lived experiences.</p>
<p style="padding-left: 40px"><em>“This church teaches that civic engagement is a vital aspect of discipleship for baptized Christians. We have a responsibility not only to fulfill our private roles and functions in life, and to pray for those in authority (1 Timothy 2:1-2), but also to be civically engaged. We do so to act against destructive consequences but also for fair and compassionate governance.”</em> &#8211; From the ELCA social message “<a href="https://resources.elca.org/faith-and-society/government-and-civic-engagement-in-the-united-states-discipleship-in-a-democracy/">Government and Civic Engagement in the United States: Discipleship in a Democracy</a>” (p. 13)</p>
<p>Government is conveyed as God’s gift in the social message because “it is intended to do what churches, families, individuals, and businesses cannot do on their own: protect and coordinate the well-being of individuals, communities, and creation” (p. 2). Elections are a moment when faithful civic engagement becomes especially visible as the nation grapples with decisions that will have generational impact for years to come. Elections provide a structured way for people to help shape policies, elect candidates of choice, enact accountability for the well-being of all and ensure that every voice, especially voices from the margins, are heard.</p>

<h5><span style="color: #333399">BARRIERS TO ACCESS AND EQUITY</span></h5>

Voting in our nation was first enshrined only for educated white men who owned property. It took more than a century for access to the ballot to meaningfully expand to people of color, women, people with disabilities, people who are low-income, and American Indians and Alaska Natives. From a history of voter suppression in the Jim Crow era to the current climate of restrictive voter laws, many people, particularly people of color, face barriers to their right to vote. “The political health of our nation still suffers from the stain of antidemocratic exclusion. Efforts to restrict access to voting should be condemned and resisted,” notes the social message (p. 9). The need to advocate for just access to the vote continues.</p>
<p>The ELCA social policy resolution “<a href="https://resources.elca.org/faith-and-society/voting-rights-to-all-citizens-spr13/">Voting Rights to All Citizens</a>” affirms that “members, congregations, and synods of this church be encouraged to ‘promote public life worthy of the name’ by speaking out as an advocate and engaging in local efforts such as voter registration and supporting legislation to guarantee the right to vote to all citizens.” Many congregations and leaders answer this nonpartisan call through holding registration drives and Get Out The Vote campaigns, among other ways.</p>

<h5><span style="color: #333399">DEVELOPMENTS AND TRENDS</span></h5>
<p><a href="https://www.justice.gov/crt/section-2-voting-rights-act">Section 2 of the Voting Rights Act</a>, for example, has had historical value and current relevance in preventing discrimination, improving outcomes for disadvantaged groups, recognizing and addressing historical injustices as they relate to advancing voting rights and fair representation in the United States. The U.S. Supreme Court ruled in <em>Louisiana v. Callais</em> on Apr. 29, 2026, that the creation of a second majority-Black district in the state of Louisiana was an unconstitutional racial gerrymander. The historic decision ultimately weakens key provisions of the Voting Rights Act that have historically protected minority demographics by the banning of discriminatory voting practices on the basis of race and the providing of accountability on the outcomes of congressional maps.</p>

ELCA individual members, and the ministries and organizations serving those impacted, will begin to see impacts this year, in states racing against primary filing deadlines and widespread longer-term changes to federal policy and election administration in anticipation of the 2028 presidential election,” said Antoine Cummins, ELCA Program Director for Civil Rights. “The faith community has played a pivotal role in the multi-generational struggle to realize the vision of a more equitable multi-racial democracy -and will continue to do so.”</p>

<h5><strong>NONPARTISAN WITNESS</strong></h5>
<p>A prayer that God’s creative power may be present in our witness concludes the ELCA social statement <a href="https://cdn.elca.org/cdn/wp-content/uploads/Faith_and_Civic_Life_Seeking_the_Wellbeing_of_All_Social_Statement.pdf">Faith and Civic Life: Seeking the Well-being of All</a> (p. 71). This prayer includes the petition:</p>
<p style="padding-left: 40px"><em>“May we, as your people, join all others of goodwill in the work of government as gift, aspiration, and responsibility to serve the common good of ‘we the people.’&#8221;</em></p>
<p>We are thankful for public servants, election officials, the judiciary and all who strive towards this common goal.</p>
<p>In and out of an election cycle, the ELCA will continue to advance a <a href="https://resources.elca.org/advocacy/being-a-public-church/">nonpartisan public witness</a> which encourages participation in the electoral process and advocates for just and equitable access to voting, shaped by our faith convictions. The ELCA does not endorse any particular candidate, party or form of government or strive for a Christian one. Yet in love there is much we can do.</p>
