Any Montgomery County student who is a resident of the county and in his/her junior or senior year is eligible to be on the ballot. In the election, over 64,000 students from 19 high schools and 24 middle schools cast their vote for a student representative to the board. The 2012 election took place April 25, 2012.

The SMOB election is highly competitive and very desirable for students. According to Montgomery County Schools, "a student member who completes a full term on the Board shall be granted a scholarship of $5,000 to be applied toward the student’s higher education costs."

Associations Report Upward Trends in Voter Turnout - Votenet's annual benchmark survey of association voting trends reveals the most effective techniques for increasing voter turnout and the benefits of online voting

Washington, D.C., September 14, 2009 - Although associations are perpetually concerned about voter turnout in their leadership elections and governance voting, a new benchmarking survey of almost 450 organizations finds voter turnout is increasing.

Votenet™ Solutions, Inc., the leading provider of secure online voting and nomination solutions for associations, corporations, law firms, non-profits, universities and organizations, released the findings from a survey of associations and non-profits from a variety of regions and industries and with large and small member populations.

Key Survey Findings:

Although most associations use membership voting to elect leaders and new board representatives, some organizations use voting for awards, decision-making, advisory opinions and member feedback.

The average turnout is increasing, going from an average of 28.7% to 30.4%. Smaller associations and regional organizations generally have higher turnout rates than larger groups. Associations listed email promotions as the most effective way to increase turnout.

Associations are increasingly turning to online voting, with 62% using online voting in some capacity, and another 21% looking to switch from paper ballots to online ballots. More than 70% of the groups that switched to online voting said that they saved time, and about 75% said their election budgets decreased or stayed about the same.

On average, elections cost associations about $1 per eligible voter and require the work of about 4 staff members for a total of 33.5 hours.

Voter turnout was most often cited as the biggest challenge regarding voting events. Respondents were also concerned about the hassle, cost and staff time needed to execute voting events.

“The trend toward online voting is not surprising given the ease of todays systems and the potential for saving time and money,” said David Kushner, an association consultant who specializes in governance issues. “The real advantage of having an online voting system in place relates to the trend of using online voting technology for advisory voting and member feedback. You have a convenient, affordable option to engage members and involve them in the decisions that impact the future of the association.“

The survey also found that associations that print ballots average about 8,500 printed pages per election. Votenet CEO Michael Tuteur said that associations with green initiatives should take a close look at the amount of paper their elections can produce.

“We developed an online calculator that computes the carbon footprint of association election events,” Tuteur said. “I think organizations should understand the environmental impact of their elections when they use paper ballots.”

The index data was gathered through a September 2008 survey of 300 associations and non-profit organizations that have used online ballots to conduct their Board of Directors and leadership elections. Key results include:

Prior to using online voting, 26% of organizations, the highest percentage of respondents, had an 8-12% voter participation rate
After using online voting, 59% of organizations increased voter participation, usually in their next election. 48% of organizations surveyed increased their participation up to 10%, and 11% of the respondents saw an increase greater than 15%.
Consistently sending email reminders to members was cited as the most effective method of improving online voting participation
95% of respondents said they would not go back to their previous method of conducting elections after using online voting

Standing in line to cast a vote or making sure their paper form was free of hanging chads was not an issue to more than 580 high school freshmen who cast ballots in this week′s class election.

The balloting process took place on the Internet, making Carmel the first high school in the area to use such a voting method, said Lee Lonzo, assistant principal in charge of student activities.

Students went to a Web site, logged in to ensure security and cast their vote for freshman class president, vice president, secretary and treasurer.

In previous years, students had to register to vote and then show their ID during lunch to pick up and cast their ballot. That process resulted in a voter turnout rate of no more than 20 percent.

The Internet system worked so well, officials said -- and boosted voter turnout -- that the school is using the same procedure to select the football homecoming court.

All 3,860 Carmel High School students have until Monday to cast ballots in that election online. Students vote from any computer on or off school grounds with Internet access and may do so 24 hours a day until the announced deadline of 3:30 p.m. Monday.

Lonzo said students had no trouble adjusting to the election software, which is being purchased through Votenet, a Washington, D.C., company.

′Our students seem to be reacting very positively to this change. We have increased student interest and increased voter turnout.′

The assistant principal said he expects the school will use this voting method next spring when underclassmen elect their student government leaders for the following school year.

Hamilton Southeastern

High school teacher and English Department Chairman Herb Budden is the general chairman of the local committee for the National Council of Teachers of English Annual Convention that will be in Indianapolis Nov. 18-21.

Budden said the local committee includes about 275 English teachers from kindergarten through college, mostly from the metro area.

′Our job will be to put Indiana′s best foot forward in representing the state to the rest of the country,′ he said.

′Specifically, we are in charge of the various banquets and luncheons, publicity and smooth convention operation.′

He said the convention usually attracts about 6,000 language arts teachers from throughout the world. Because of the central location and ease of travel to Indianapolis, he said the organization is expecting a big turnout, probably upwards of 7,000.

The Downtown Indianapolis Marriott is the headquarters hotel, and the group will use the Convention Center and Westin Hotel, as well.

He said the opening banquet will feature Afar Nafisi, best-selling author of ′Reading Lolita in Tehran.′

Major authors and leaders in the field of language arts who will speak at the convention are Alfie Kohn, Louise Rosenblatt, Judith Ortiz Cofer, Bell Hooks and many others.

Randy Bomer, the national council′s president-elect, said the conference offers ′600 concurrent sessions designed to help advance student achievement and deepen teacher knowledge.′

Lawrence Township

The Brook Park Elementary School Parent Faculty Organization invites families to attend Bingo for Books on Sept. 24.

The long lines. The confusion over whether the polling place has moved again. It is no wonder that many people dread voting on Election Day.

Increasingly, states are making it remarkably easy to vote without ever setting foot in a crowded school lunchroom or community center. A spate of regulatory changes around the country is relaxing the rules on absentee voting so much that tens of millions of Americans are now eligible, even if they plan to be in town on the day of the vote. In addition, a host of new online services have popped up to help people who want to vote early.

At least 24 states allow anyone to mail in an absentee ballot, for any reason. These include most of the states west of the Mississippi River as well as North Carolina and the battleground state of Florida, whose absentee ballots became part of the litigation over the 2000 election. At least 16 states also open the doors to actual polling places for several days before Election Day, to anyone who wants to vote in person but dreads the Nov. 2 rush. This year, for the first time, Georgia, North Dakota and West Virginia will be trying this in a presidential election.

Twenty-six states plus the District of Columbia still require voters to provide a reason from a list of approved excused absences (such as being disabled, on vacation, or stationed overseas) in order to request an absentee ballot and vote by mail. Still, the reality is that local election officials have traditionally looked the other way as people fib about their travel plans.

And some states have widened the list of excuses for voting by mail. A new rule in Virginia, for instance, grants a mail-in ballot to anyone who says they′ll be at work and commuting for more than 11 hours on Election Day.

The growing cadre of Web services that aid people who want to vote early include one called Absentee Impact, started by voter-registration software company Votenet Solutions Inc. in Washington, D.C. It helps users fill out and send in state-specific absentee ballot request forms. Web sites pay a fee to deploy the service, which launched in March, on their own pages.

Absentee Impact is available free to anyone at www.johnkerry.com. Scroll down the home page, click ′Register to Vote,′ then click ′Absentee Ballots.′ The site www.georgebush.com has a similar tool. Scroll down the home page and click ′Vote Early.′

Some labor unions, associations like AARP and the U.S. Chamber of Commerce, as well as big companies like Boeing and Kodak, offer their employees or members a similar Web service from helpingamericansvote.org. The nonpartisan organization, which is based in Washington, aims to increase participation in the 2004 election. It isn′t available to the general public, however.

Even with such tools, voting before Election Day can be confusing for voters, thanks to terminology straight out of the Tower of Babel and a tangle of rules that are different in practically every state. All states allow voters to request an absentee ballot and mail it back in. Most of those also allow some form of absentee voting in person; you apply for and pick up a ballot at a local office, then turn it back in there.

During the past decade or so, many states have also begun allowing ′early voting.′ They open actual polling places for several days or even a couple of weeks before Election Day. Early voting is sometimes known as ′advance voting,′ ′absentee-in-person′ voting -- or all three at once in some states. In most states that have it, anyone can come in early and vote for any reason. (To find out if a state offers early voting, check the Web site in the accompanying chart or call local election officials.) According to the National Annenberg Election Survey, 15% of voters in the 2000 general election filled out ballots before Election Day. Most experts expect that figure to rise this year.

But not everyone has a legal right to vote in advance. Some states put limits on who can request absentee ballots by mail. Usually the list of accepted excuses includes people who are elderly, disabled or hospitalized. It also typically includes people who are living outside the country, in the military, or working at a polling place that isn′t their own.

The one excused absence that raises the most questions -- and inspires the most creativity -- is travel. For years, an uncountable number of people have fibbed on their form, counting on the fact that the local officials are far too busy on the big day to call around to see whether people are really in Bermuda. (Some states make deception a little more tricky. Tennessee, for example, demands an out-of-the-area address to send a ballot to.)

People who lie and get caught could be guilty of a felony and go to jail for as long as 10 years in certain states, plus lose their right to vote in the future. Their ballot would probably get tossed as well. And if the results are close in certain states this fall, all sorts of challenges could emerge to any number of absentee ballots.

In interviews, no officials in the states that require an excuse could recall anyone ever being prosecuted for not telling the truth. ′That would discourage people from voting absentee even when they had a legitimate reason, and we certainly don′t want to do that,′ says Marci Andino, the executive director of the state election commission in South Carolina. But she adds: ′We don′t want to encourage people to lie.′

Some states that require an excuse of some sort are loose enough with their language to allow for some wiggle room. New in Maryland this year is a provision that allows anyone who ′may′ be out of town to request an absentee ballot. Previously, the ballots went out only to people who said they ′will′ be away. Michigan sends ballots to people who are ′expecting′ to be out of town on Election Day.

In a few places, voting absentee requires some extra steps. For instance, in Missouri and Oklahoma citizens need to get a notary to stamp their ballots before putting them in the mail. Special rules may also apply to overseas civilians and members of the military, who can visit the Federal Voting Assistance Project Web site at fvap.gov or their own state′s site for more details.

There are all sorts of mistakes voters make that cause absentee ballots to be disqualified. Requesting a ballot too late, or sending it in too late, is a common blunder. Request it at least a month before Election Day, and send it in at least 10 days ahead of time (more if you′re out of the country). Another common blooper is not signing the ballot: Many states require at least two signatures in various places, including on the outside of the envelope.

Certain regions have vote-counting machines that are picky about color. ′A red pen is a big no-no,′ says Kathy DeWolfe, Vermont′s director of elections and campaign finance. ′It′s best to use black, and felt-tip is ideal.′

Ann McGeehan, Texas′s director of elections, notes another pitfall that is particularly important this year. She says that during the past, campaigns have handed out absentee-ballot request forms to voters that the campaigns created themselves. Though that′s usually perfectly legal and fine, these homemade campaign forms occasionally do have errors on them. ′We encourage people to request an official application,′ she says.

In many cases, political partisans are actively encouraging absentee voting. Recently, Florida′s Republican party sent out a mailer questioning the reliability of new electronic machines being used in some parts of the state. ′Make sure your vote counts,′ it said. ′Order your absentee ballot today.′

Profiting From Political Urgency -

Every vote counts. Out of the millions of votes cast in the race between George W. Bush and Al Gore in 2000, 527 votes in Florida decided the outcome. With so much at stake in this election, voter registration is no longer a civic duty. Like so many aspects of campaigning these days, it′s a business.

Get-out-the-vote drives are a long way from volunteers handing out voter-registration forms outside supermarkets. Votenet Solutions, a Washington, D.C. company, is an example of how registering voters has become a money-making enterprise.

In the fall, Votenet started licensing its new voter-registration software, Election Impact, and its absentee ballot software, Absentee Impact, to such groups as Declare Yourself, a nonpartisan youth-registration drive, the Democratic National Committee, Jerry Falwell Ministries, the Doris Day Animal League, Pro-Choice America, Harrah′s Casino and several Fortune 500 companies. Election Impact walks users through the registration process step-by-step through a series of Web-based forms, while Absentee Impact helps voters request absentee ballots.

"What you′re really seeing are all kinds of groups and all segments of America who think that this election is critical and are doing what they can do to affect the outcome," said Michael Tuteur, the company′s 26-year-old president and chief executive. "You could say it′s gone mainstream."

High-speed Internet connections and more-advanced software make it easier to recruit supporters online. Howard Dean′s campaign used Votenet′s technology to register sympathetic voters for the Democratic primaries earlier this year.

"There′s more money in this election cycle," Tuteur said. "So, organizations are using more sophisticated technology to find swing voters or unregistered voters who may make a difference in this election."

The Help America Vote Act of 2002 also makes the Net a more integral part of voter-registration drives. The legislation requires states to provide forms online. Civic groups, political campaigns, labor unions and corporations now can link Internet users to their respective states′ sites where they can download registration forms. Redeem the Vote, for instance, uses the Web as part of its effort to register young Catholics and evangelical Christians. The Business and Industry Political Action Committee helps its members link their employees to their states′ registration sites.

Rock the Vote -- which works with such media outlets as MTV, Wired magazine and Black Entertainment Television to register Americans under 30 -- has had users download more than 300,000 forms from their state sites since July. Hans Riemer, the group′s Washington director, said Rock the Vote and its partners registered 1 million new voters in 2000. In this election, he said he expects his group alone to register 1 million.

"The Internet has made our job a lot easier," Riemer said. "We can reach that many more people."

"Visitors to Votenet′s clients′ sites have downloaded more than 360,000 forms since September," said Kate Rankin, the company′s marketing manager. Votenet has about 50 clients and expects to sign up another 50 before November. Declare Yourself, one of Votenet′s more successful campaigns, has had Internet users download roughly 135,000 forms. Caty Borum, the group′s special projects director, said the goal is to register 1 million new voters before Election Day. "But 500,000 would be fantastic," she said.

Votenet builds customized sites for its clients. The software costs between $2,995 and $10,000 for a one-year contract, depending on the features. Basic programs capture users′ names, mailing addresses, e-mail addresses, telephone numbers or even party affiliations. More-expensive ones will let users print out self-addressed envelopes and locate their specific polling place.

Roger Stone, president and CEO of Advocacy, a Democratic political consulting firm in Washington, said he decided to license Votenet′s software for his clients to ensure higher registration rates. Election Impact, released in October, creates customized sites that automatically fill in some of the users′ personal information on the registration forms.

"Any time you save the public, or consumers, a step, then you increase your response rate," Stone said.

Votenet started out in the 1970s, publishing the Congress Handbook, a directory of federal government officials. Over the years, investors have ploughed $14 million into Votenet. One of the investors includes Joseph Rich, a New York City real estate developer, who also invested in FreshDirect, a Web-based grocery delivery service. Since its founding, Votenet has diversified considerably. In 1999, it bought Net Capital, a developer of online programs for grass-roots organizations. That same year, the company bought Campaigns & Elections, a magazine for political insiders.

In 2001, Votenet introduced off-the-shelf online voting programs for schools as well as professional and civic associations. For the 2002 mid-term elections, the company rolled out its online voter-registration software. In October, the company released its updated version of Election Impact and introduced Absentee Impact. Votenet is now developing new voter-outreach initiatives. Tuteur said the company is working with clients to target unregistered voters.

Tuteur wouldn′t disclose Votenet′s financial results, other than to say that the company is profitable and will benefit from the recent interest in online voter-registration drives. "With each passing day, we continue to see more and more organizations looking to mobilize voters," he responded to written questions.

At this point, it′s difficult to determine the success of online voter-registration drives. Even with the Internet, voters still have to download the registration forms, print them, complete them and then mail them to their respective local election offices.

"It′s still a cumbersome process," said Ron Hayduk, a political science professor at the Borough of Manhattan Community College in New York City.

Rock the Vote, however, found that many people who request forms complete the registration process. In a survey of 400 people in San Francisco who had downloaded forms, the group found that 52 percent registered to vote. "Privately, we expected 20 (percent) to 30 percent," Riemer said. "That was a very, very strong result."

Carol Darr, director of the Institute for Politics, Democracy and the Internet at George Washington University, said registration campaigns may not have as much influence on the election as early voting initiatives. Historically, she said, the Republican Party has encouraged 20 percent to 30 percent of its supporters to mail in their ballots before Election Day.

"They have it down to a real art," she said. "That way they can concentrate on the rest of the folks."

That′s not to say that the online registration campaigns won′t count. As Tuteur pointed out, "The last election was so close that everybody understands that a couple more registered voters on either side can make a difference."

Internet-Based Voting Programs Marketed to Schools - By Natasha N. Smith Education Week

Loren Newman knows all about student elections.

As the director of student activities at Beverly Hills High School in California, she conducts four every year: to nominate the candidates for student government; the student-government election itself; and the elections for the homecoming and prom courts.

After five years of supervising elections, Ms. Newman wanted something that could make the process more efficient and less expensive. After doing some research last summer, she came up with what she views as a solution: voting online.

Voting technology now allows students to vote for their student governments, homecoming kings and queens, or even their most favorite or least favorite teachers, using any personal computer.

Educators who have used the online methods say they offer advantages over Scantron technology, which reads data on bubble sheets filled in by students.

′Using Scantron could be so difficult,′ Ms. Newman said. ′You would give the students the list of names, and the students would fill out the Scantrons, but with the mixed classes, you could never be assured that the students were voting in the right elections for their grades.′

Ms. Newman used eduBallot which was launched in January by Votenet Solutions Inc., a company that has offered its online-voting software, eBallot, to various organizations, schools, and businesses since 1999.

After fielding many inquiries from high schools about online-voting opportunities, the Web-based voting and election-management system was designed specifically for K-12 elections.

Yet eduBallot is not the only Web-based voting product. Services such as ballotbin.com and worldvotingbooth.com also offer the chance to hold elections online, although they were not specifically designed for schools.

In 1999, two Ohio social studies teachers launched another online election tool, Mockelection.com, to introduce students to the democratic process when choosing student government leaders.

The popularity of the site led the two, Jim Hull and Shawn Kaeser, to start a site in 2000 for less serious purposes called Voteforfun.com. Both sites shut down last year, however, after students used them for posting inappropriate comments and gossip. The sites also had a tendency to crash, with peaks of 20,000 page views per hour.

Anytime, Anywhere

The online technology allows students to vote electronically from a computer at school or from home-or anywhere they have access to a personal computer.

Voters can cast ballots for candidates, weigh in on particular issues, or participate in surveys. Schools can also conduct more than one election at a time.

The online system can be used for any type of election, including votes for student government, class officers, prom and homecoming courts, ′senior superlatives,′ and PTA offices.

The eduBallot system has been used at two schools so far: Beverly Hills High and Southern Nash High School in Bailey, N.C.

′We have heard from a lot of schools over the years that are eager to simplify their elections by leveraging e-voting,′ said Michael Tuteur, the chief executive officer of Votenet Solutions. ′eduBallot solves a major problem for schools-eliminating the endless hours spent counting ballots and the frustration and stress that arises from running traditional elections.′

The software also serves an educational purpose, company officials argue.

′It provides a valuable civic education experience to students and complements schools’ efforts to increase student exposure to technology,′ said Raj Naik, the company’s director of elections software. ′Voting is an important step towards creating citizen involvement in democracy and community.′

The annual basic fee for the service is $399, which includes a software license and 1,000 votes. Schools can purchase extra voting packages, based on the number of students voting in an election.

How It Works

Votenet Solutions, which is based in Washington, acts as the host for the clients who use eduBallot. Votenet provides encrypted servers and other tools to prevent election fraud. In addition, the company monitors its servers 24 hours a day.

School administrators get to control the screen displays that voters see and can post candidates’ biographies and photos. Students are assigned identification and passwords that keep them from voting twice in the same election.

The administrator also has the right to use the voting site for information that is not related to the election. Clients can post school events or any other information about the school.

The client can also determine the day and time when the students will be able to view the election results.

For the students, using eduBallot is a three-step process once they log in on a personal computer.

Details and instructions are listed on the election- information page. Students can then review the candidates’ biographies, which may include information on their backgrounds and platforms. Finally, students can make their choices, review them, and cast their votes.

Ms. Newman of Beverly Hills High used eduBallot to conduct this year’s student-government elections, which consisted of 60 candidates and 1,500 student voters, and she plans to use it in the future. More than half the school’s 2,100 students cast ballots, showing a new enthusiasm for voting, she said.

′It was very easy to use. Everybody was really excited. The students liked being able to vote anywhere. And it was our most accurate election,′ Ms. Newman recalled of the February election.

The system is not without its flaws, however.

′With Internet software, it’s like owning a trucking company,′ said Mr. Naik of Votenet Solutions. ′I can say I can get your goods there in time, but there’s always the chance of a traffic jam.′

Though Votenet has not had any problems with the software, Mr. Naik said, problems with schools’ servers could interfere with the performance of the system.

Jan Torrey, a librarian and election officer at Southern Nash High School in Bailey, N.C., signed on with eduBallot after using the now-defunct Mockelection.com for two years. She wasn’t ready to go back to a life of typing up and counting ballots. Nor was she willing to go back to using a Scantron.

Ms. Torrey began a Web search for a similar product for the homecoming election held last September. She decided on eduBallot, and between 500 and 600 of the 1,100 students at the school cast ballots.

′It was really simple. Anyone could vote on it,′ said Ms. Torrey. ′And the security and price was right.′
