Cerf writes that the ITU &amp;#8220;is conducting a review of the international agreements governing telecommunications and aims to expand its regulatory authority to the Internet at a summit scheduled for December in Dubai.&amp;#8221; &amp;#8220;Such a move holds potentially profound &amp;#8212; and I believe potentially hazardous &amp;#8212; implications for the future of the Internet and all of its users.&amp;#8221; Cerf says the secret of the internet&amp;#8217;s success is that &amp;#8220;governments &amp;#8212; for the most part &amp;#8212; allowed the Internet to grow organically, with civil society, academia, private sector and voluntary standards bodies collaborating on development, operation and governance.&amp;#8221; &amp;#8220;In contrast, the ITU creates significant barriers to civil society participation.&amp;#8221; Cerf goes on to say that &amp;#8220;while many governments are committed to maintaining flexible regimes for fast-moving internet technologies, some others have been quite explicit about their desire to put a single U.N. or other intergovernmental body in control of the Net.&amp;#8221; Some of the proposals for ITU governance have surfaced from within the organisation, including that &amp;#8220;several authoritarian regimes reportedly would ban anonymity from the Web, which would make it easier to find and arrest dissidents. There have also been a couple of articles in Forbes on the issue. One, is by Scott Cleland, President of Precursor LLC and Chairman of NetCompetition, a pro-competition e-forum supported by broadband interests and who during the George H.W. Bush Administration, Cleland served as Deputy United States Coordinator for International Communications and Information Policy. Cleland writes that &amp;#8220;any attempt to remake the Internet in the ITU&amp;#8217;s image &amp;#8211; &amp;#8220;the ITUnet&amp;#8221; &amp;#8211; is pure folly. The essence of the Internet is that it is voluntary; no entity mandated it or controls it. People, companies, entities and nations all voluntarily have chosen to use the Internet because it is the best at what it does.&amp;#8221; &amp;#8220;The folly here is that the ITU does not understand the voluntary nature of the Internet or how the Internet really operates and evolves &amp;#8211; because the bottom-up collaborative Internet is the antithesis of top-down governmental command and control.&amp;#8221; On the domain name system, Cleland says it &amp;#8220;rapidly became universal precisely because people voluntarily recognized its essential value and adopted it. No country owns, controls, or approves Internet&amp;#8217;s addresses; it&amp;#8217;s a collaborative, consensus-based, multi-stakeholder process. The World Wide Web became the third voluntary leg of Internet universality, because it offered a universal application to enable people to get to and display most any kind of Internet content available. With the Internet, the best ideas and innovations win on merit not coercion.&amp;#8221; &amp;#8220;Those imagining the ITU can assert authority over the Internet simply don&amp;#8217;t understand how the Internet works. However taking a contrary view of the ITU&amp;#8217;s intention, also in Forbes, is Adam Thierer, a senior research fellow at the Mercatus Center at George Mason University where he works with the Technology Policy Program. Thierer writes that &amp;#8220;in the short term, however, this threat is somewhat overstated. There&amp;#8217;s no way the U.N. could &amp;#8220;take over the Net.&amp;#8221; It&amp;#8217;s a technical impossibility. Two years ago domain .РФ became one of the first IDN-domains in the world on May 12, 2012 registers of root server of global domain addresses received an entry about Cyrillic domain .РФ and on November 11, 2010 domain started an open registration of domain names. Within two years of its work domain .РФ became an unconditional leader among global IDN-domains and also took the 16th place among European ccTLDs. Currently it contains 797,325 of registered domain names. The increase of delegated domain names in domain .РФ for the last year accounted for 14 %, the number of delegated domain names is 573, 948 or 72% of the total. 289, 056 (36%) domain names in domain .РФ place working websites (a year ago there were 20%). 88,038 (11%) of domain names are used for re-direct. 76% of domain names have been registered by individuals, 24% &amp;#8211; by legal entities. The most widespread length of a domain name in domain .РФ – 9 symbols(as in domain .RU). Notably, on average a domain name in .РФ is longer than that in .RU (the average length: 11.1 symbols vs.9.4). 95.7% domain names in .РФ have been registered by Russians. Leaders by the number of registered names in .РФ are Moscow (259,116 names or 32,5%), Moscow region (70,172 names or 8,8%) and St. Petersburg (64,914 names or 8,1%). “Domain .РФ reached a stable level of its growth. By the end of 2012 we expect that the number of domain names in domain .РФ will reach 1,000,000-says Director of the Coordination Center for TLD RU/РФ Andrey Kolesnikov. –“What is more important is not the growth itself but that the domain names in Russian are increasingly used by Russian companies, private users for placing their web-sites on them.
