"Scientists from Arizona State University are proposing that closely examining high resolution photographs of the moon, retrieved by the &lt;a href="http://www.nasa.gov/mission_pages/LRO/main/index.html"&gt;Lunar Reconnaissance Orbiter (LRO)&lt;/a&gt;, may reveal "incontrovertible signatures of non-human technology." They argue that such a project is worthwhile and could be accomplished with a small budget.&lt;br /&gt;
ASU's Dr. Paul Davies and undergraduate student, Robert Wagner, submitted their paper, &lt;a href="http://www.sciencedirect.com/science/article/pii/S0094576511003249"&gt;"Searching for alien artifacts on the moon", to Acta Astronautica&lt;/a&gt;, the official journal of the International Academy of Astronautics. In the abstract they state that the Search for Extraterrestrial Intelligence (SETI) has a low probability of success, and should broaden their search from simply listening for extraterrestrial radio signals. They say, "Alien civilizations may have sent probes to our region of the galaxy."&lt;br /&gt;
To hunt for these tell-tale signs of alien visitation, they suggest that a project be set up to carefully scrutinize the high resolution pictures being captured by the LRO. In order to save money, they suggest the job could be outsourced to the general public, similar to the SETI@home and Galaxy Zoo projects. In other words, once the pictures are released to the public, citizens could report anomalies to scientists for examination. According to the Guardian, the LRO has already taken over 340,000 images and is expected to have taken one million by the time it is finished.&lt;br /&gt;
Another reason the scientists believe the moon is a good place to look for signs of alien technology is that "the lunar environment could preserve artifacts for millions of years." So if aliens stopped off at the moon and left behind debris or footprints, because of the environment on the moon, the remnants would still be visible even if that visit was hundreds of thousands of years ago.&lt;br /&gt;
A popular theory amongst those who believe aliens have already visited our solar system is that there is evidence of alien technology in ancient architecture, such as the pyramids in Egypt, the Nazca lines in Peru, or Stonehenge in England. This theory has been popularized recently on the History channel's television show, Ancient Aliens. Filmmaker Ridley Scott says he also suspects that extraterrestrials may be responsible for humankind's technological development. An idea he says he has added to the plot of his upcoming movie Prometheus. If these theories hold true, perhaps the best evidence awaits us on the moon.&lt;br /&gt;

"A new anti-ballistic missiles proposal promises protection from asteroid strikes as well as missiles, according to Russia’s ambassador to Nato. &lt;br /&gt;
Having failed to extract a legal guarantee from the US that its Europe-based ABM (anti-ballistic missile) facilities are not directed against Russian nuclear forces, Russia is hoping to overcome its fears with a bold new plan.&lt;br /&gt;
The newspaper Kommersant has learnt that a missile initiative – code-named Strategic Defence of Earth ,  recalling the Reagan-era Strategic Defence Initiative – is being discussed in Moscow.&lt;br /&gt;
The project proposes a joint system involving the US and Nato and is designed to protect the whole planet against not only missiles, but also asteroids, debris from comets and other threats from outer space.&lt;br /&gt;
According to Kommersant sources, the idea was put forward by Dmitry Rogozin. President Medvedev’s special representative on anti-missile defence policy, Mr Rogozin is also Russia’s permanent ambassador to Nato.&lt;br /&gt;
The proposals are said to be reminiscent of the American Star Wars project, in that the system would monitor the space around the Earth and have striking capabilities to destroy any threatening objects as they approach.&lt;br /&gt;
“Currently, the US missile  defence system is aimed exclusively at protecting the country against missiles launched from somewhere in the Middle East,” said a diplomat close to the project. "The new plan involves bringing together air, missile and space defence.”&lt;br /&gt;
A Kommersant source added: “Missile defence is currently being promoted by Washington as a configuration just  to solve the global problem of shielding America and its allies against missile threats. Our concept offers them an even more global challenge: to save the world. And it  won’t be alone, but together with us.&lt;br /&gt;
“There is already an archetype for this in American  culture. Remember the movie Armageddon, where Bruce Willis saves the Earth along with the Russian [cosmonaut] Lev Andropov, who hangs around the universe in a  trapper hat with a wrench and a bottle of vodka. ”&lt;br /&gt;
One of the key elements of the Russian proposal, according to Kommersant ’s sources, is to put the new space defence system under the control of the United Nations. If adopted, the system would certainly resolve Moscow’s concerns about the Euro-ABM system.&lt;br /&gt;
But experts believe that Russia’s new venture has little chance of changing the course of negotiations with Washington over missile defence.&lt;br /&gt;
“This approach has the  right to exist. But it does not affect the other ABMs America is currently building in Europe,” Fyodor Lukyanov, editor-in-chief of the journal Russia in Global Affairs , told Kommersant .&lt;br /&gt;
According to the newspaper, the concept has been presented to President Dmitry Medvedev. After reading the document, the president is said to have written the word “interesting” on it. He has instructed Dmitry Rogozin and foreign policy presidential aide Sergei Prikhodko to refine the proposals.&lt;br /&gt;
Mr Prikhodko was unavailable for comment, while  Dmitry Rogozin declined to speak to Kommersant .&lt;br /&gt;
Mr Medvedev’s interest in the initiative comes as no surprise to one expert, who claims that “Dmitry Medvedev likes different innovations. "In UFO circles, much fuss has been made about a recent response by the White House Office of Science and Technology Policy (OSTP) to two petitions on extraterrestrial/human communications, posted on a government website. Phil Larson, who was tasked to respond, has been accused of everything from lying, to cover-ups, to gross incompetence. But the real problem lies with the inappropriate and fundamentally flawed content of the petitions themselves -- not with the government reply to them. The critics seem to have lost sight of what the petitions actually said and did not say, while insulting and lashing out at Larson.&lt;br /&gt;
One petition asks the Obama administration to "immediately disclose the government's knowledge of and communications with extraterrestrial beings" and the other to "formally acknowledge an extraterrestrial presence engaging the human race." The former asks for congressional hearings about "this subject" (communications with ET) while the latter requests the release of documents about "this phenomenon" (an extraterrestrial presence). Thousands of people signed on to the assumptions that extraterrestrial beings have been secretly talking to our government or somehow are involved with the whole human race. Try thinking about these bizarre and murky statements from the perspective of a scientifically-oriented government official. How is he to make sense of such absurd requests?&lt;br /&gt;
Neither petition had anything to do with the subject of UFOs, as properly defined; no request for data on UFOs was included. And, chances are, Larson knows very little, if anything, about the evidence for UFOs. Like most government scientists, he likely dismissed the subject long ago as baseless and therefore irrelevant to space policy, and has never looked into it. Consequently, it's entirely logical that Larson would not make the leap from the question of extraterrestrial communications to the issue of physical unidentified flying objects. Did the petitioners not expect that their requests would be taken at face value?&lt;br /&gt;
Without asking for acknowledgment of evidence for UFOs, you can't slam Larson for not providing it. He addressed the petitioners' concerns with an update on the current status of the scientific search for extraterrestrial life: "The U.S. government has no evidence that any life exists outside our planet or that an extraterrestrial presence has contacted or engaged any member of the human race. In addition there is no credible information to suggest that any evidence is being hidden from the public's eye." The "any evidence" here refers specifically to evidence of ET interacting with humans, not to evidence for UFOs. Within the realm of science and logic, his statement happens to be true. Unfortunately, the badly worded petitions asked for the wrong thing -- something obviously impossible for the White House to deliver. And, sadly for all of us, the subsequent attacks on Larson's statement (called "a travesty against the public" by one leading UFO researcher) will not serve to motivate officials to help our cause.&lt;br /&gt;
It's important to realize that these two petitions received attention only because they acquired the requisite 5,000 signatures (now the minimum is 25,000) along with hundreds of others. Larson's response does not represent some kind of formal government statement on the UFO issue -- far from it. Larson simply provided an obligatory scientific response to citizens seeking an announcement of contact with extraterrestrials. The significance of his statement should not be blown out of proportion or spun as something that it is not.&lt;br /&gt;
I would like to share some comments from government insiders whom I asked to read the petition about an "extraterrestrial presence," since this one garnered the most signatures. Ed Rothschild, principal with the Podesta Group, a leading government relations and public relations firm in Washington, is "a seasoned veteran at strategic communications" with "dynamic experience in both Congress and the public interest community," according to the firm's website. Ed has provided assistance to my group, the Coalition for Freedom of Information, in the past, and is an expert at positioning the UFO issue in Washington. His response to the petition is as follows:&lt;br /&gt;
&lt;br /&gt;
&lt;b&gt;Those who claim that extraterrestrials are here are simply propagating nonsense -- a non-scientific belief that defies credibility. This is counter-productive and undermines efforts to get serious government attention for the issue of the existence of life beyond our solar system. I can't imagine this silly statement would go anywhere except into government office waste baskets. &lt;br /&gt;
The only way to approach the issue of unexplained aerial phenomena in Washington and expect results is to present the facts and seek a legitimate inquiry into the small percentage of well-documented cases worthy of serious investigation. The approach represented by this petition has been shown many times before to be a failure. Further, those propagating this nonsense choose to make outrageous claims simply to get media attention, rather than focusing on the hard work that science requires.&lt;/b&gt;&lt;br /&gt;

Nick Pope, who worked for the UK's Ministry of Defense for 21 years and was in charge of the government UFO project in the 1990s, also has serious concerns:&lt;br /&gt;
&lt;br /&gt;
&lt;b&gt;Any statement that implies the government is lying is going to be counter-productive. When someone accuses you of being part of a cover-up, you can't and don't engage with them. I got this sort of thing all the time at the Ministry of Defense, and no meaningful dialogue was possible with such people. I simply gave them a polite brush-off, and I understand exactly why this is necessary within government. To get results, a constructive request should stress the reasons why the phenomenon is worthy of official investigation.&lt;br /&gt;
&lt;/b&gt;&lt;br /&gt;
&lt;br /&gt;
And what about members of Congress? The best I could do is approach a high level Hill staffer with knowledge of this issue, who wishes to remain anonymous. He works for a member from a relevant committee. "As is often said, politics is the art of the possible. Overly broad statements and fantastical claims of cover ups serve only to poison the well for anyone interested in advancing any subsequent suggestion for research or review of policies. Enthusiasm and conviction is no substitute for reason and evidence."&lt;br /&gt;
Scientists are a difficult bunch to convince. Yet theoretical physicist Michio Kaku acknowledged on national television that the strongest UFO cases cannot be explained and appear to defy the laws of physics. But when asked if this confirms that there is extraterrestrial life, Kaku replied "No, we don't have that smoking gun" yet. Astronomer Derrick Pitts was swayed by the same evidence, accepting it because it did not involve "fantastic claims of alien visitation."&lt;br /&gt;
Clearly, we can't make the leap from the existence of unknown airborne objects, for which we have proof, to claims of extraterrestrial communications, which can't be proven, if we want to appeal to scientists. Neal Lane, Rice University professor of Physics and Astronomy, was the director of the OSTP under President Clinton. "Implausible explanations for UFOs such as this one, made by enthusiasts and conspiracy theorists, are not effective in approaching government," he explained after reading the petition. "A strong case has already been made for a new U.S. role in cooperative investigations of UFO phenomena, involving U.S. cooperation with other countries in investigating the credible reports and making the results public." That "strong case" is the one I am proposing as an alternative rallying point, because it is steadily gaining the support of many key players who know how government works.&lt;br /&gt;
Despite our own personal beliefs about alien spaceships, extraterrestrials, or government cover-ups, we have to adopt a strategy that will work. Our assumptions and conclusions are completely irrelevant -- and can be harmful -- to this process. It is crucial to realize that the vast majority of U.S. officials are both uninformed about and uninterested in UFOs. And if they are open, they are so afraid of ridicule that they have limited capacity to act. We have to educate them by presenting refined, concise, and well-documented official data on the UFO phenomenon. Timing is important, too; unfortunately, an election year is not the time to attempt this.&lt;br /&gt;
An effective strategy involves establishing the fact that a UFO, by definition, is simply something unidentified (the acronym does not mean "alien spacecraft"); it helps to use the acronym UAP (unidentified aerial phenomena) whenever possible. The agnostic position, the scientifically sound one, acknowledges the accumulated evidence of an extraordinary, physical phenomenon but recognizes that we don't yet know what it is. Secondly, we need to provide a reason that government should care about UAP, such as pointing out that we could be vulnerable to exotic foreign spy planes or drones if we ignore reports; that these objects raise significant air safety issues; that we're losing potentially valuable scientific data about the nature of this recurring phenomenon. Thirdly, we have to invite government to engage in an investigation because we need its expertise, making its participation sound necessary and beneficial, rather than being accusatory.&lt;br /&gt;
Specifically, we need a small government office to serve as a U.S. focal point in the investigation of carefully selected cases, in cooperation with the international community. A staffer would have immediate access to all pertinent data and witnesses when investigating a UFO incident, working in conjunction with a qualified civilian oversight board. This proposal has received the support of generals, former and current government and military officials, scientists, and many other VIPs from around the world.&lt;br /&gt;
John Podesta, President Clinton's former chief of staff who served as co-chair of Obama's transition team, has been one of the more public proponents of what he calls "a new way forward." Labeling himself a "curious skeptic," he wrote in 2010 that "It is definitely time for government, scientists, and aviation experts to work together in unraveling the questions about UFOs that have so far remained in the dark." He says that the plan for a small U.S. government agency is "an idea worth considering."&lt;br /&gt;
Former Arizona Governor Fife Symington witnessed a spectacular UFO event while in office, but felt he had to keep that secret until ten years later. He knows from experience that change in government policy is desperately needed, and in response, he has publicly urged establishing this office, as have those in charge of government agencies investigating UAP in other countries.&lt;br /&gt;
I have gathered a powerful coalition of high level government, military and scientific experts who support a rational, scientific approach to the UFO problem, as outlined here. We are all fortunate that such respectable figures have offered advice on how to frame this sensitive issue and work effectively with our government. Doesn't it make sense to take our cues from them? I invite all of those who are serious about UFOs to align themselves with this well-tested, productive approach. Once we have even the smallest change in the official position -- such as acknowledgement that UAP are worthy of investigation -- the door is opened. "I would love to have been a fly on the wall when personnel of the Office of Science and Technology Policy of the Executive Office of the President at the New Executive Office Building in Washington, D.C., discussed how to respond to a petition about disclosing data on UFOs. I suspect that nobody brought up the enormous amount of information available indicating that not only are aliens visiting, but the US and other government have been withholding information for many decades. The response certainly indicates intentional lying and misrepresentation or total ignorance.&lt;br /&gt;
The petition, prepared and submitted by Steve Bassett’s Paradigm Research Group, went like this:&lt;br /&gt;
"We, the undersigned strongly urge the President of the United States to formally acknowledge an extraterrestrial presence engaging the human race and immediately release into the public domain all files from all agencies and military services relevant to this phenomenon."&lt;br /&gt;
I, for one, was not one of more than 5000 persons signing the petition. My reason was straightforward. Having worked under security for 14 years and having researched the flying saucer phenomenon (certainly most UFOs are NOT alien flying saucers) for 53 years, I believe there is a very strong national security side to the question. I cannot see releasing technical data that could be of use to other countries also researching the phenomena and wanting to duplicate the extraordinary flying capabilities of the flying saucers… for military purposes.&lt;br /&gt;
The response was issued by research assistant Phil Larson. He stated “The US government has no evidence that (1) any life exists outside our planet or (2) that an extraterrestrial presence has contacted or engaged any member of the human race. In addition (3) there is no credible information to suggest that any evidence is being hidden from the public’s eye.” No indication is provided as to just what sources, if any, were evaluated. Furthermore, a real red herring was provided: “There are a number of projects working toward the goal of understanding if life can or does exist off Earth.” He then discusses SETI, The Kepler Spacecraft, the Mars Science Laboratory (Curiosity), soon to be launched to Mars. None of these have anything to do with the extraterrestrial presence here, the petition’s topic!! Why mention them?&lt;br /&gt;
Larson generously concedes that “The odds are pretty high that somewhere among the trillions and trillions of stars in the universe there is a planet other than ours that is home to life.” Odds cannot be determined when there is no data. He also foolishly states that “The odds of making contact with any of them — especially any intelligent ones — are extremely small given the distances involved.” To which distances is he referring, billions of light years to very distant galaxies?? Or 39.3 light years to Zeta Reticuli? Where is any data to support these totally baseless claims? Does he have travel schedules for civilizations outside Earth? Surely the astronomical community knows nothing about interstellar travel. More about evidence below, but let us first look at (3).&lt;br /&gt;
No credible information to suggest that any evidence is being hidden from the public? Is he really unaware of the many TOP SECRET UMBRA CIA UFO documents that have been released so heavily redacted that many pages say “Deny in Toto” or that many others are blacked out except for fewer than eight words. Is he really unaware that because of a FOIA court case, the NSA has admitted finding 156 TOP SECRET UMBRA UFO documents. When finally released, one could read about one sentence per page with the rest being whited out. The excuse for redaction was that it is illegal to release sources and methods information. It is absurd to suggest that more than 95% of these UFO documents consisted of sources and methods information. Federal Court Judge Gerhard Gesell agreed the documents should not be released. “The Public interest in disclosure is far outweighed by the potential danger to the security of the United States should this information be released,” he wrote.&lt;br /&gt;
Is Larson really unaware of the following 1969 statement by USAF General Carroll Bolender asked to decide Project Blue Book’s future: “Reports of UFOs which could affect national security are made in accord with JANAP 146 or Air Force Manual 55-11 and are not part of the Blue Book system….Termination of Blue Book would leave no official federal office to receive reports of UFOs . However, as already stated, reports which could affect national security would continue to be handled through the standard Air Force procedures designed for this purpose.” When BB was closed as a result of Bolender’s memo and for more than 40 years since, the public has been falsely told there was no government concern with UFOs. This was a flat-out lie. As late as 2011 there were official regulations in place instructing military pilots how to reports UFOs. Where is all this data? No evidence being hidden???&lt;br /&gt;
Since 1969 the public has been told (1) “No UFO reported, investigated and evaluated by the Air Force has ever given any indication of threat to our national security.” (2) “There has been no evidence submitted to or discovered by the Air Force that sightings categorized as unidentified represent technological developments or principles beyond the range of present-day scientific knowledge” and (3) “There has been no evidence that sightings categorized as ‘unidentified’ are extraterrestrial vehicles.” Skillfully constructed lies and deception!! What if any other agency such as the navy, CIA, NSA, DIA, NRO, ONI, Majestic 12, etc had done the reporting, investigating, or evaluating? I worked on programs such as nuclear fusion propulsion for star travel (at great cost) way back in 1961. If there was no threat to national security, why were military pilots officially ordered in 1952 to shoot down UFOs if they did not land when instructed to do so? Why did an AF general state that more than 300 jets had been scrambled?&lt;br /&gt;
No evidence being hidden? Then why did Secretary of the Air Force Donald Quarles make the following statement in a very widely distributed press release, on October 25, 1955, about a large study concerning UFOs. “On the basis of this study, we believe that no objects such as those popularly described as flying saucers have overflown the United States. I feel certain that even the Unknown 3% could have been explained as conventional phenomena or illusions if more complete observational data had been obtained.” That the two supposedly factual statements (“3% Unknowns,” “incomplete observational data”) are bald-faced LIES is easily demonstrated. The data are compiled from “the study” whose title was NOT given in the press release (“Project Blue Book Special Report No. 14”) and which was not distributed, though the press release got very wide coverage.&lt;br /&gt;
Nothing hidden?? &lt;br /&gt;
The Unknowns comprised 21.5% of the 3201 cases investigated by Battelle Memorial Institute (NOT 3%!!) whose identity was not given in the press release. Of great importance is that there was a separate category listed as Insufficient Information comprising 9.3% of the cases. By definition no case could be listed as an Unknown if there was insufficient information despite Quarles’s lie. A statistical cross comparison between Unknowns and Knowns showed that the probability that the Unknowns were just missed Knowns was less than 1%. It was also found that the better the quality of a sighting the MORE likely to be listed as an Unknown. Nothing Hidden? Surely you are joking, Mr. Larson.&lt;br /&gt;
There were also many lies in the two huge reports about Roswell. One ridiculous one was even blindly accepted by the New York Times and appeared on the front page of the Sunday edition above the fold. Reports of bodies associated with the Roswell case were supposedly the results of observations of crash test dummies dropped all over New Mexico. Two very serious problems with this lie are that no dummies were dropped until 1953 (six years after Roswell) and that all were 6’ tall, weighed 175 pounds (just like pilots) and were in uniforms influencing drag and heating on the way down. There is no possible way even including time travel that they could have morphed into skinny creatures under 5’ tall with big heads and big eyes. Nothing Hidden???&lt;br /&gt;
Mr. Larson could have benefitted by consulting two other official US government reports besides “Blue Book Special Report 14: Symposium on Unidentified Flying Objects: Hearings before the Committee on Science and Astronautics, House of Representatives July 29, 1968.” This includes testimony from 12 scientists — all but one, myself, with PhDs. One finds multiple witness radar visual cases, sightings by astronomers and other scientists. There was also the half-million-dollar University of Colorado study (usually called “The Condon Report”) done for the USAF. A special UFO subcommittee of the world’s largest group of Space scientists, the American Institute of Aeronautics and Astronautics, reported that 30% of the 117 cases studied in detail could not be identified. There was also the Japan Air Lines Flight 1628 case of Nov. 16, 1986, which involved ground and air radar and airborne witnesses. The FAA radar installation’s data was confiscated by the government. The object was twice the size of an aircraft carrier. Nothing Hidden, Mr. Larson?&lt;br /&gt;
Benefit might also be obtained by reviewing the extensive files of NARCAP (National Aviation Reporting Center on Anomalous Phenomena) which include loads of sightings by pilots. These are men entrusted to fly civilian and military aircraft carrying loads of people. Many outstanding cases are in Leslie Kean’s “UFOs: General, Pilots and Government Officials Go on the Record.” These cannot be ignored.&lt;br /&gt;
Larson talks about evidence. One would think he would mention the literally thousands of physical trace cases from all over the world collected by researchers such as Ted Phillips. He says “no contact with any member of the human race.” Perhaps he should read Captured! The Betty and Barney Hill UFO Experience. A great deal of the testimony was obtained by psychiatrist Dr. Benjamin Simon. He had been a colonel in the army entrusted with directing a 3000 bed hospital treating shell shock war veterans. He was chosen by the army to star in their movie Let There be Light about his successful treatment of these early sufferers from PTSD. He had stated that the emotional intensity of the Hills as they relived portions of their abduction experience was every bit as emotional as that of his many military patients.&lt;br /&gt;
What we have here is a travesty against the public, the press, and those many witnesses who have come forth. There is a classic example of bait and switch. Try to redirect attention from aliens visiting (the subject of the petition along with concerns about cover-up) to hypothetical meaningless talk of what might be way out there for which there is no basis at all. If this is so, because institutions always deny this fact, showing no concern but rather, displaying an attitude of selfless enough?&lt;br /&gt;
"During my government I never had any evidence of a 'cover up' or of a conspiracy in place. That said, governments are always trying to minimize the issue and to conceal the scope of their involvement. The reason for this attitude is the embarrassment of having to admit that not all UFO sightings can be explained rationally, because occasionally there are 'near misses' (near collisions) with commercial aircraft and why in attempts to intercept with fighter jets and the the military, when UFOs were tracked on radar, UFOs than in speed and outclass the planes in operation. "&lt;br /&gt;
Within the institutions and or in the intelligence services, there are specialized task forces, which operate secretly, more depth, a planned monitoring of the phenomenon? Compared to declassified files, there are other documents related to UFOs and other studies that are not disclosed?&lt;br /&gt;
"I do not think there is necessarily a specialized task force. But the Americans, the British and the old Soviet Union, together with other governments, I'm sure they busy with parapsychology, the occult, in areas such as telekinesis and remote viewing. I do not know if then these techniques as remote viewing, have been used in research on UFOs. "&lt;br /&gt;
According to her, there would be a concrete reason for which people should be kept ignorant of the true extent of the UFO phenomenon?&lt;br /&gt;
"As I said earlier, during my work for the government I have not encountered any evidence of a cover in place, so I do not agree on the fact that people are kept in the dark. So you think institutions like the American or English does not even know the true nature of some UFO phenomenon?&lt;br /&gt;

"Many nations of the world are declassified and releasing their UFO files. Others might be some sort of exotic phenomena, atmospheric plasma source. I have already said elsewhere that one can not exclude the possibility that some phenomena may be of extraterrestrial origin. Maybe that is something we have not even thought about .. for which we do not even words to describe them. "&lt;br /&gt;
What is the most sensational case that has worked?&lt;br /&gt;
"The Rendlesham Forest incident, since 1980. In 1994, while working for the UFO project of the Ministry of Defence (MoD) review recently devoted myself to this event. is easily the most interesting UFO cases in England and indisputable. I actually have work to do on this phenomenon during my work at the MoD, and my personal library contained about one hundred cases. One indisputable, involved a former model named Brigitte Barclay, with whom I worked for years. "&lt;br /&gt;
In conclusion, what are the results, the wealth of experience to his work for the institutions of the left?&lt;br /&gt;
"My view is that the UFO phenomenon remains unexplained. Should be investigated as appropriate, in view of the defense, national security, and aviation safety, as well as the potential scientific benefits. Thank you for signing the petition asking the Obama Administration to acknowledge an extraterrestrial presence here on Earth.&lt;br /&gt;
The U.S. government has no evidence that any life exists outside our planet, or that an extraterrestrial presence has contacted or engaged any member of the human race. In addition, there is no credible information to suggest that any evidence is being hidden from the public's eye.&lt;br /&gt;
However, that doesn't mean the subject of life outside our planet isn't being discussed or explored. In fact, there are a number of projects working toward the goal of understanding if life can or does exist off Earth. Here are a few examples:&lt;br /&gt;
&lt;br /&gt;
•SETI—the Search for ExtraTerrestrial Intelligence—was originally stood up with help from NASA, but has since been moved to other sources of private funding. SETI's main purpose is to act as a giant ear on behalf of the human race, pointing an array of ground-based telescopes towards space to listen for any signal from another world.&lt;br /&gt;
•Kepler is a NASA spacecraft in orbit that's main goal is to search for Earth-like planets. Such a planet would be located in the "Goldilocks" zone of a distant solar system—not too hot and not too cold—and could potentially be habitable by life as we know it. The Kepler mission is specifically designed to survey our region of the Milky Way galaxy to discover Earth-sized, rocky planets in or near the habitable zone of the star (sun) they orbit.&lt;br /&gt;
•The Mars Science Laboratory, Curiosity, is an automobile-sized rover that NASA is launching soon. The rover's onboard laboratory will study rocks, soils, and other geology in an effort to detect the chemical building blocks of life (e.g., forms of carbon) on Mars and will assess what the Martian environment was like in the past to see if it could have harbored life.&lt;br /&gt;
A last point: Many scientists and mathematicians have looked with a statistical mindset at the question of whether life likely exists beyond Earth and have come to the conclusion that the odds are pretty high that somewhere among the trillions and trillions of stars in the universe there is a planet other than ours that is home to life.&lt;br /&gt;
Many have also noted, however, that the odds of us making contact with any of them—especially any intelligent ones—are extremely small, given the distances involved.&lt;br /&gt;
But that's all statistics and speculation. The fact is we have no credible evidence of extraterrestrial presence here on Earth.&lt;br /&gt;

"BRAY’S POINT, Ore. – An image of “an opaque disc” with no visible means of propulsion was viewed Oct. 9 here at Bray’s Point, with one Oregon UFO “watcher” pointing to a place between two large rocks in the Pacific as “where it was, and maybe still is,” while also noting the implications as “fantastic” and worthy of Christopher Columbus.&lt;br /&gt;
In her book, &lt;a href="http://waitingbarackobamaufodisclosure.blogspot.com/2010/08/ufos-generals-pilots-and-government.html"&gt;“UFOs: Generals, Pilots, and Government Officials Go on the Record,” famed journalist Leslie Kean &lt;/a&gt;reveals an impressive list of distinguished collaborators who all say “they’re here,” and “UFOs are real.” In turn, Kean notes that after reviewing thousands of UFO sighting documents, “I felt that my eyes and my mind had been opened to a world that had previously passed me by. There are certainly more to the phenomenon than misidentifications or hoaxes. What of the 5 percent or so of sightings that defy conventional explanation? Could any of them be attributable to something exotic, or even extraterrestrial? If just one UFO turned out to be an extraterrestrial spacecraft, the implications are incalculable.”&lt;br /&gt;
Also, a top general officer asks the United Nations to have the same vision as Christopher Columbus and search out this new world of UFOs that “have discovered us.”&lt;br /&gt;
&lt;a href="http://waitingbarackobamaufodisclosure.blogspot.com/2010/08/ufo-in-brazil.html"&gt;UFOs in Brazil&lt;/a&gt; offer enough real evidence “to send chills down your spine”&lt;br /&gt;
One of Kean’s investigations for this book points to the Brazilian military that has been investigating UFOs for many years, as evidence of its release in both 2008 and 2009 of “numerous previously top secret UFO files.” However, Brig. Gen. Jose Carlos Pereira (retired from the Brazilian Airspace Defense Command) states in an interview with Kean – for her book about UFOs and high ranking government leaders who are coming forward – that that there’s much more to reveal from Brazil than “just 4,000 pages – involving extensive military investigations of UFOs in the Amazon region.”&lt;br /&gt;
Overall, Pereira states that one sighting “showed 21 UFOs in the sky from Sao Paulo to Rio de Janeiro.” While media reports in Brazil confirmed this sighting claim of the general’s with locals saying the sight of this massive fleet of UFOs was enough “to send chills down your spine.” And, said one who watched the UFO formation, “this is not something friendly, but hostile because I feel it inside of my head that they’re not friendly to us.&lt;br /&gt;
In turn, General Pereira writes in Kean’s book that “did pilots see the UFO phenomena of 21 UFOs? Yes. Did the radars spot them. Yes. Did other military pilots see them. Yes. Did pilots in commercial aircraft see them? Yes. Do the times of the sightings correlate? Yes. Do the trajectories of the objects correlate? Yes; all of this was technically analyzed. So, did it happen? Yes, it did happen.”&lt;br /&gt;
Fear of alien invasion is “always on the minds of military men”&lt;br /&gt;
During the night of the event when 21 UFOs were spotted by hundreds of people in Brazil – on May 19, 1986 – the consensus, writes General Pereira was “invasion.”&lt;br /&gt;
Still, General Pereira writes that since there hasn’t been any “known” invasion that he doesn’t think that “UFOs have made any real threat to national security” because, he states, “when I was a commander, these unusual UFO sightings occurred about once a month and usually were of very short duration.”&lt;br /&gt;
In turn, the subject of possible “alien invasion” is almost hard-wired into humans due to a large amount of myth in both the arts and science since the early 1940’s with such works as “War of the World’s,” and other popular books. Still, the recently released British UFO documents – that number more than 8,500 once top secret UFO files – suggests that military leaders worldwide have viewed invasion as “always on the minds of military men.”&lt;br /&gt;
General Pereira also writes in a chapter of Kean’s book about UFOs, that “we need astronomers, meteorologists, aviation experts, astrophysicists and many other scientists, because such an investigation into UFOs must be jointly addressed by many specialists. In fact, this effort must engage the whole nation because the synergistic effect of knowledge is undeniable.”&lt;br /&gt;
“It is a big step for a country to officially acknowledge the existence of UFOs, as France as done,” adds General Pereira. “But releasing information has not caused people to panic, and I don’t think it would if more UFO files were opened. No one fears transparency; instead people fear the lack of it.”&lt;br /&gt;
Also, General Pereira thinks the United Nations should take the lead in starting a UFO task force to investigate and also try and contact aliens currently on Earth. &lt;br /&gt;

&lt;/a&gt;, a Payload Specialist crew member aboard the STS-80 Mission—a disc-shaped object much larger than the orbiting American spacecraft suddenly appeared beneath the shuttle. At the time, Columbia was maintaining an altitude 190 nautical miles above Earth.&lt;br /&gt;
Musgrave admitted that, although he got a good look at it, he wasn’t able to identify the object.&lt;br /&gt;
“I don’t know what it is…I don’t know…It appeared to [have] come from nowhere. You would think that if it’s facing the dark side or facing a side towards you which is not reflecting the sun, you would think that you would see something there. It’s really impressive.”&lt;br /&gt;
Musgrave confirms seeing what once was called a ‘flying saucer.’&lt;br /&gt;
After the shuttle returned to Earth, Musgrave was interviewed about the unworldly encounter. According to the report, the scientist reviewed a video recording of the encounter between Columbia and the UFO as the orbiter flew above Denver, Colorado.&lt;br /&gt;
The disc-shaped object suddenly appeared, seemed to be intelligently controlled, changed its flight vector and—most unnerving of all—seemed to track Columbia and her crew through space.&lt;br /&gt;
Musgrave retired from NASA after that mission. Convinced that alien intelligence not only exists, but is here now, the former NASA astronaut embarked on his own personal mission of disclosure.&lt;br /&gt;
Dr. Musgrave is not alone in his assertion that UFOs and ETs are a reality. In past years other NASA personnel have also struggled to get the word out.&lt;br /&gt;

Chairman of the upper house of Parliament Mahmadsaid Ubaidulloev &lt;br /&gt;
at his parliamentary office.  The Mayor began the meeting with a &lt;br /&gt;
lengthy discourse on Afghanistan, thanking the United States for &lt;br /&gt;
its contributions and sacrifices there, and saying that U.S. &lt;br /&gt;
activities there were very important "as we enter the third &lt;br /&gt;
millennium and the 21st century."  Ubaidulloev thought the main &lt;br /&gt;
task there was to build a sense of national identity among &lt;br /&gt;
ethnically disparate groups, and said the United States was an &lt;br /&gt;

"It may not rank as the most compelling reason to curb greenhouse gases, but reducing our emissions might just save humanity from a pre-emptive alien attack, scientists claim.&lt;br /&gt;
Watching from afar, extraterrestrial beings might view changes in Earth's atmosphere as symptomatic of a civilisation growing out of control – and take drastic action to keep us from becoming a more serious threat, the researchers explain.&lt;br /&gt;
This highly speculative scenario is one of several described by a Nasa-affiliated scientist and colleagues at Pennsylvania State University that, while considered unlikely, they say could play out were humans and alien life to make contact at some point in the future.&lt;br /&gt;
Shawn Domagal-Goldman of Nasa's Planetary Science Division and his colleagues compiled a list of plausible outcomes that could unfold in the aftermath of a close encounter, to help humanity "prepare for actual contact".&lt;br /&gt;
In their report, &lt;a href="http://arxiv.org/ftp/arxiv/papers/1104/1104.4462.pdf"&gt;Would Contact with Extraterrestrials Benefit or Harm Humanity? A Scenario Analysis&lt;/a&gt;, the researchers divide alien contacts into three broad categories: beneficial, neutral or harmful.&lt;br /&gt;
Beneficial encounters ranged from the mere detection of extraterrestrial intelligence (ETI), for example through the interception of alien broadcasts, to contact with cooperative organisms that help us advance our knowledge and solve global problems such as hunger, poverty and disease.&lt;br /&gt;
Another beneficial outcome the authors entertain sees humanity triumph over a more powerful alien aggressor, or even being saved by a second group of ETs. "In these scenarios, humanity benefits not only from the major moral victory of having defeated a daunting rival, but also from the opportunity to reverse-engineer ETI technology," the authors write.&lt;br /&gt;
Other kinds of close encounter may be less rewarding and leave much of human society feeling indifferent towards alien life. The extraterrestrials may be too different from us to communicate with usefully. They might invite humanity to join the "Galactic Club" only for the entry requirements to be too bureaucratic and tedious for humans to bother with. They could even become a nuisance, like the stranded, prawn-like creatures that are kept in a refugee camp in the 2009 South African movie, District 9, the report explains.&lt;br /&gt;
The most unappealing outcomes would arise if extraterrestrials caused harm to humanity, even if by accident. While aliens may arrive to eat, enslave or attack us, the report adds that people might also suffer from being physically crushed or by contracting diseases carried by the visitors. In especially unfortunate incidents, humanity could be wiped out when a more advanced civilisation accidentally unleashes an unfriendly artificial intelligence, or performs a catastrophic physics experiment that renders a portion of the galaxy uninhabitable.&lt;br /&gt;
To bolster humanity's chances of survival, the researchers call for caution in sending signals into space, and in particular warn against broadcasting information about our biological make-up, which could be used to manufacture weapons that target humans. Instead, any contact with ETs should be limited to mathematical discourse "until we have a better idea of the type of ETI we are dealing with."&lt;br /&gt;
The authors warn that extraterrestrials may be wary of civilisations that expand very rapidly, as these may be prone to destroy other life as they grow, just as humans have pushed species to extinction on Earth. In the most extreme scenario, aliens might choose to destroy humanity to protect other civilisations.&lt;br /&gt;
"A preemptive strike would be particularly likely in the early phases of our expansion because a civilisation may become increasingly difficult to destroy as it continues to expand. Humanity may just now be entering the period in which its rapid civilisational expansion could be detected by an ETI because our expansion is changing the composition of the Earth's atmosphere, via greenhouse gas emissions," the report states.&lt;br /&gt;
"Green" aliens might object to the environmental damage humans have caused on Earth and wipe us out to save the planet. "These scenarios give us reason to limit our growth and reduce our impact on global ecosystems. It would be particularly important for us to limit our emissions of greenhouse gases, since atmospheric composition can be observed from other planets," the authors write.&lt;br /&gt;
Even if we never make contact with extraterrestrials, the report argues that considering the potential scenarios may help to plot the future path of human civilisation, avoid collapse and achieve long-term survival."&lt;br /&gt;
&lt;br /&gt;
&lt;b&gt;Unfortunately the authors completely ignore any of the evidence of UFO encounters in their study&lt;br /&gt;

"As the British National Archives continues to release UFO-related documents, the former Ministry of Defense (MoD) UFO Project chief is openly admitting to being part of what he claims was a U.K. policy of ridiculing UFO reports and the people who reported them.&lt;br /&gt;
The U.K. made public 34 previously-classified files, totaling about 9,000 pages of documents covering the years 1985 to 2007. For three of those years, 1991 to 1994, &lt;a href="http://en.wikipedia.org/wiki/Nick_Pope"&gt;Nick Pope&lt;/a&gt; was in charge of the official MoD office.&lt;br /&gt;
"What's abundantly clear from these files is that, while in public we were desperately pushing the line that this was of no defense interest," Pope told The Huffington Post. "We couldn't say 'There's something in our air space; pilots see them; they're tracked on radar; sometimes we scramble jets to chase these things, but we can't catch them.' This would be an admission that we'd lost control of our own air space, and such a position would be untenable."&lt;br /&gt;
"Every time we got a report from a pilot, we were checking the radar tapes. So it was an interesting sleight of hand. We were telling the public we're not interested, this is all nonsense, but in reality, we were desperately chasing our tails and following this up in great detail," he added.&lt;br /&gt;
One file reveals how officials were afraid to be embarrassed if the public learned that UFO research was hindered by a lack of funds and higher priorities.&lt;br /&gt;
Another case, from 2007, took place in the vicinity of the Channel Islands and involved a small commercial aircraft.&lt;br /&gt;
"The pilot and several of his passengers saw a UFO, which they said was essentially a mile long," Pope recounted. "And several other pilots saw it, but said, 'We're not going to report this.' And here's the great little get-out-of-jail-free-card for the MoD: Just by a matter of maybe a few hundred meters, it turned out that this was in French air space, so MoD was given this little get out to say, 'Well, it happened in French air space, so it's not an issue for us.' Clearly, that was an absolutely outrageous abrogation of responsibility."&lt;br /&gt;
A file from 1993 (while Pope was chief of the UFO Project) describes how European Union funds had been wasted on a report that included a theory that aliens had established a base in the asteroid belt between Mars and Jupiter.&lt;br /&gt;
It turns out that Pope may have been directly involved with this case.&lt;br /&gt;
"I'm a little bit apologetic about this because obviously, when I was in MoD, I had to play this game myself. To really achieve our policy of downplaying the UFO phenomenon, we would use a combination of 'spin and dirty tricks.'&lt;br /&gt;
"We used terms like UFO buffs and UFO spotters -- terms that mean these people are nut jobs. In other words, we were implying that this is just a very somewhat quaint hobby that people have as opposed to a serious research interest."&lt;br /&gt;
But Pope said the ridicule policy went much further than that.&lt;br /&gt;
"Another trick would be deliberately using phrases like 'little green men.' We were trying to do two things: either to kill any media story on the subject, or if a media story ran, insure that it ran in such a way that it would make the subject seem ridiculous and that it would make people who were interested in this seem ridiculous."&lt;br /&gt;
Pope further admits that he may have been the one who drafted actual MoD statements that contributed to the ridicule policy.&lt;br /&gt;
"If it was my words, then I apologize, I'm very sorry for that. I believe in open government and freedom of information. I believe that the UFO phenomenon does raise important defense, national security and air safety issues, and if I helped kill any initiative on that, I'm deeply sorry."&lt;br /&gt;
Some U.K. cases were apparently easier than others in trying to make them seem non-credible. Like the file that describes UFOs reported at the June 2003 Glastonbury Music Festival.&lt;br /&gt;
"It was very easy to find an incident where something is seen at an event like a rock concert," Pope noted. "You don't even need to say a thing without the public or media perception being that drugs and alcohol might have played a part. It was all part of the way in which we spun the subject, to try and discredit it."&lt;br /&gt;
Despite the thousands of pages of documents released -- with one final batch of files yet to come, sometime early next year -- Pope concedes there's still no written evidence confirming alien visits to Earth.&lt;br /&gt;
"Not just yet -- there's no spaceship-in-a-hangar smoking gun. However, there are plenty of sightings that I think show that we're dealing with more than just aircraft lights and weather balloons."&lt;br /&gt;

"MOUNTAIN VIEW, Calif. — An array of 42 radio telescopes seeking signs of intelligent life in the universe will continue that work after private donors raised enough money to keep them going.&lt;br /&gt;
The Search for Extraterrestrial Intelligence, or SETI, Institute received more than $200,000, including donations from actress Jodie Foster, to keep operating, The San Jose Mercury News reported (http://bit.ly/pM9vHo).&lt;br /&gt;
The array was originally a joint project between the SETI Institute and the UC Berkeley Astronomy Laboratory, which pulled out earlier this year because of the loss of National Science Foundation grants and state budget cuts.&lt;br /&gt;
Senior SETI Institute astronomer Seth Shostak said he was gratified the money could be raised during these tough economic times.&lt;br /&gt;
“But people still think this very fundamental question — is there somebody out there as intelligent or more so than us? — is important and worth doing,” he said.&lt;br /&gt;
The telescopes will be turned back on in September, recalibrated and operated 24 hours a day for the rest of the year as more funds are sought.&lt;br /&gt;
The array costs $2.5 million a year to operate with a full staff of 10 people. As a whole, the SETI Institute has an $18 million budget and 140 employees. The funding which comes from donors, NASA and the National Science Foundation.&lt;br /&gt;
SETI Institute CEO Tom Pierson told supporters in a letter that his goal is to raise $5 million so that the radio dishes can be pointed at 1,235 new so-called “exoplanets” that were announced in February by NASA’s Kepler mission.&lt;br /&gt;
The array is not only used to search for E.T.s, but is also contributing to research into black holes, pulsars and magnetic fields in the Milky Way.&lt;br /&gt;

"A BOYLE-BASED astronomer and scientist has published controversial findings showing evidence of space craft following defined paths around the earth, and over Boyle, based on years of data and recordings from the local area and further afield. &lt;br /&gt;
&lt;a href="http://www.daviddarling.info/encyclopedia/A/Ansbro.html"&gt;Eamonn Ansbro&lt;/a&gt; is attracting considerable national media attention for a discovery and breakthrough in his research into extraterrestrial existence. &lt;br /&gt;
Mr Ansbro, who has been researching the existence of extraterrestrial intelligence for more then 20 years, has given presentations on his work across the globe, including a presentation to the French government, and said that while his work may prove controversial it was carried out “scientifically”. &lt;br /&gt;
His work has been published by the European Space Agency. He works as part of a global group of scientists, &lt;a href="http://www.oseti.net/"&gt;OSETI&lt;/a&gt; (Optical Search for Extra-Terrestrial Intelligence). &lt;br /&gt;
Mr Ansbro has set up an “all sky camera” comprised of eleven cameras that monitor the whole sky hemisphere around the clock to record anything that moves around or is unusual. He said that he along with other scientists had collated data to suggest that extraterrestrial spacecraft were a reality and are circumnavigating the earth. &lt;br /&gt;
“We haven’t proven our discovery to the scientific community yet and don’t have the resources but we can show that extraterrestrial space craft are on specific orbital tracks around the earth,” Mr Ansbro told the Herald. &lt;br /&gt;
He refers to the extraterrestrial probes as ‘Identified Flying Objects’ or IFOs rather than UFOs (Unidentified Flying Objects) and said that he had tested existing theories that these objects followed defined orbital tracks around the earth at specific times. &lt;br /&gt;
“When you take all that data and apply it to this theory we have found that it fits with the computerised time graphs and that we can predict when future sightings will occur and we have found that it has happened in Boyle,” he explained. &lt;br /&gt;
Mr Ansbro said that there had been sightings in the Boyle area in 1997 and that he had carried out a further 10 investigations into local sightings since then. In total he has investigated 120 cases over the past 20 years. &lt;br /&gt;
Mr Ansbro also said that given the strength of the research in the local area there was huge potential to put Boyle on the world map by establishing a UFO and science centre in the town. &lt;br /&gt;
He said that previous proposals to develop such a facility at King House had the potential to see the historic house becoming a major world tourist attraction and that he was open to getting involved with such a venture. &lt;br /&gt;
Mr Ansbro said that it needn’t cost Roscommon County Council anything to set up because funding was available from Europe and agencies, such as the European Space Agency. &lt;br /&gt;
He said that the proposal could really work at King House because of the volume of local scientific data recorded in the Boyle area over the past decade. &lt;br /&gt;

"An uncovered letter written by John F Kennedy to the head of the CIA shows that the president demanded to be shown highly confidential documents about UFOs 10 days before his assassination.&lt;br /&gt;
The secret memo is one of two letters written by JFK asking for information about the paranormal on November 12 1963, which have been released by the CIA for the first time.&lt;br /&gt;
Author William Lester said the CIA released the documents to him under the Freedom of Information Act after he made a request while researching his new book 'A Celebration of Freedom: JFK and the New Frontier.'&lt;br /&gt;
The president’s interest in UFOs shortly before his death is likely to fuel conspiracy theories about his assassination, according to AOL News.&lt;br /&gt;
Alien researchers say the latest documents, released to Mr Lester by the CIA, add weight to the suggestion that the president could have been shot to stop him discovering the truth about UFOs.&lt;br /&gt;
In one of the secret documents released under the Freedom of Information Act, JFK writes to the director asking for the UFO files.&lt;br /&gt;
In the second memo, sent to the NASA administrator, the president expresses a desire for cooperation with the former Soviet Union on mutual outer space activities.&lt;br /&gt;
The previously classified documents were released under the Freedom of Information Act to teacher William Lester as part of research for a new book about JFK.&lt;br /&gt;
He said that JFK’s interest in UFOs could have been fuelled by concerns about relations with the former Soviet Union.&lt;br /&gt;
‘One of his concerns was that a lot of these UFOs were being seen over the Soviet Union and he was very concerned that the Soviets might misinterpret these UFOs as U.S. aggression, believing that it was some of our technology,’ Mr Lester told AOL News.&lt;br /&gt;
‘I think this is one of the reasons why he wanted to get his hands on this information and get it away from the jurisdiction of NASA so he could say to the Soviets, “Look, that's not us, we're not doing it, we're not being provocative. “.’&lt;br /&gt;
But conspiracy theorists said the documents add interest to a disputed file, nicknamed the ‘burned memo’, which a UFO investigator claims he received in the 1990s.&lt;br /&gt;
The document, which has scorch marks, is claimed to have been posted to UFO hunter Timothy Cooper in 1999 by an unknown CIA leak, but has never been verified&lt;br /&gt;
In a note sent with the document, the apparent leaker said he worked for CIA between 1960 and 1974 and pulled the memo from a fire when the agency was burning some of its most sensitive files.&lt;br /&gt;
The undated memo contains a reference to ‘Lancer’, which was JFK's Secret Service code name.&lt;br /&gt;
On the first page, the director of Central Intelligence wrote: ‘As you must know, Lancer has made some inquiries regarding our activities, which we cannot allow.&lt;br /&gt;
‘Please submit your views no later than October. Your action to this matter is critical to the continuance of the group.’&lt;br /&gt;
The current owner of the ‘burned memo’, who bought it from Timothy Cooper in 2001 told AOL News that it shows that when JFK asked questions about UFOs that the CIA ‘bumped him off’.&lt;br /&gt;
UFO investigator Robert Wood said he has tested the paper it was printed on, the ink age, watermarks, font types and other markings.&lt;br /&gt;
He said: ‘I hired a forensics company to check the age of the ink and check several other things that you can date, using the same techniques you’d use in a court of law.’"&lt;br /&gt;

"The truth is still out there as new details emerge of the true  extent of UFO reports across Wales.&lt;br /&gt;
Police have released details of UFO sightings in North and West Wales over the past decade.&lt;br /&gt;
A total of 33 reports of strange crafts in the sky were made to North Wales and Dyfed-Powys Police services since 2002. A third of these were in 2009.&lt;br /&gt;
Only five of these reports were explained as human activity, such as army training exercises or night lanterns.&lt;br /&gt;
One man described how his car engine stopped working upon seeing a round unknown craft in the sky above Aberdyfi Estuary along the west coast.&lt;br /&gt;
Another witness saw a UFO illuminated by three glowing green, triangular lights hover directly above their Colwyn Bay house last year before flying off.&lt;br /&gt;
The sightings show Welsh households are still looking to the skies in search of new forms of life.&lt;br /&gt;
But sceptics say people should think twice before claiming they have seen a real-life ET.&lt;br /&gt;
Former RAF electrical engineer Bill Bevan said he saw an alien aircraft on a clear night two years ago while in his back garden smoking a cigarette.&lt;br /&gt;
The 79-year-old said: "I saw a big, white disk hovering over a tree. It  was about two thirds the size of the moon. It was a bright, shining light, and it disappeared in about four or five seconds.&lt;br /&gt;
I thought it must have been going up at a fair rate of knots."&lt;br /&gt;
Mr Bevan, of Builth Wells, Powys,  quickly called his wife to come and see it, but it was gone by the time she got there.&lt;br /&gt;
He said: "It left me a bit shaken, but it left me so intrigued that I have been standing outside night after night to try to see it again."&lt;br /&gt;
Bill is adamant that he saw some form of UFO.&lt;br /&gt;
He said: "It fully convinced me that there is life out there somewhere. I saw it, it was there and it just disappeared, and until my death I will still say I saw what I saw. I hadn't been drinking by the way, because I dont drink."&lt;br /&gt;
Bill also said his late father revealed to him that he and his neighbour saw a UFO over two decades ago in the Rhondda Valley.&lt;br /&gt;
Bill said: "He was stood with his neighbour and across the other side of the valley they say a cigar-shaped object in the sky. He had never talked about it before because he didn't think people would believe him.&lt;br /&gt;
There's something out there there's no two ways about it."&lt;br /&gt;
Phil Hoyle, of the UFO Investigation and Research Unit, has carried out numerous investigations into paranormal activity in Wales.&lt;br /&gt;
The 54-year-old said he has interviewed many reliable sources, such as army personnel, who have seen unidentified structured crafts landing and taking off.&lt;br /&gt;
He said: "I have interviewed people from the military and many reliable  people, and quite a number have seen structured crafts leaving the scene. Some people have said they have touched the craft. I could tell you for days about these cases."&lt;br /&gt;
There must be other life forms and they could have been visiting us for quite some time. &lt;br /&gt;
Mr Hoyle's 12-strong team has also been investigating the new phenomena of animal mutilation through its Animal Pathology Field Unit.&lt;br /&gt;
The father-of-one said: "South Americans have come across cattle that have been clinically killed and dissected.&lt;br /&gt;
What has happened is that this has moved over towards Britain, but the majority of the incidents that take place over here are sheep.&lt;br /&gt;
Mr Hoyle, of Shrewsbury, has been investigating UFO sightings for the past  30 years and is in no doubt that we are not  alone. He said: "What people have to remember  is that they say there is no evidence. We don't pre-judge anything, and we look at information from the most incredible sources.  How can you call all these professionals delusional?"&lt;br /&gt;
Martin Griffiths however a senior astronomy lecturer at the University of Glamorgan is a hardened UFO sceptic.&lt;br /&gt;
Mr Griffiths says strange objects in the sky can be explained through natural occurrences, such as ball lightning and man-made sky lanterns.&lt;br /&gt;
The 49-year-old said: "If people think they see a UFO, be a bit more critical about it. It's probably not somebody visiting from the planet Zog.&lt;br /&gt;
Don't think automatically that something in the sky is an alien craft.  It is probably something else."&lt;br /&gt;
Joe McGonagle, who has researched UFO sightings for 12 years, is also unconvinced by the reports.&lt;br /&gt;
He said: "There is no tangible evidence that we have been visited by aliens. There's lots of speculation, but no evidence. For aliens to visit here, they would have to have a very good reason to do so."&lt;br /&gt;
Mr McGonagle said police forces in Wales were fuelling the UFO speculation by not making public when an alien encounter has been proved to be something else.&lt;br /&gt;
But Mr McGonagle still believes intelligent life exists somewhere in the universe.&lt;br /&gt;
He said: "I'm convinced that the probability is very high that there is life on other planets. Whether that life is visiting us here on Earth however, I very much doubt."&lt;br /&gt;

"Ask people what they think about UFOs, and you’re sure to get opinions ranging through all extremes and nuances. Some are so embarrassed by the topic that they simply refuse to consider any evidence whatsoever, like the Pope refusing to look through Galileo’s telescope. Others claim not only to be certain that aliens are here, but to have exact, insider knowledge of what it’s all about. Between these extremes are endless variations. &lt;br /&gt;
It’s the same with how we approach the subject. Some people read UFO books for fun, like a mystery novel or scary story. Others are more interested in scientific evidence, such as analysis of photographs, videos, or material samples. Still others prefer more hypothetical roads, like theories about the likelihood of life elsewhere in the universe, or how an advanced propulsion system might work. There are a host of specialized studies, too, ranging from abductions, to crop circles, to animal mutilations, and more. Or, you may focus on the believers and witnesses themselves by studying UFOs as an element of popular culture, or from a psycho-social perspective. &lt;br /&gt;
Another approach is historical. There are, after all, government UFO documents that anyone can read. What do they say? Can these documents tell us whether the government or military have ever been interested in this phenomenon? If so, why? &lt;br /&gt;
Granted, this approach might not be of the same value as subjecting a piece of flying saucer to laboratory tests. But it would certainly be important if the government had documents showing that UFOs are truly something extraordinary, and even possibly alien. Especially after telling the public the opposite for years. Since belief in UFOs is a near-professional suicide in most respected circles, what would it mean if we discovered that, within the classified world, people have taken it seriously for years? &lt;br /&gt;
It just so happens that they have. They do. &lt;br /&gt;
For many years, it was hard to obtain declassified government documents about UFOs. During the 1950s and 1960s, a few documents wended their way to the rest of the world, but this was rare. Then, in 1974, the U.S. government amended the Freedom of Information Act (FOIA). The result was a veritable golden age of document releases that lasted roughly until a 1982 Executive Order from President Reagan. While UFO documents continue to be released, a repeat of the Great Flood of the seventies appears unlikely. &lt;br /&gt;
Blacked-out, declassified UFO documents look rather cool, but most don’t provide any evidence for aliens, and many of them are not even that interesting. But some are very interesting. Whether they prove that UFOs are aliens or something entirely different, they make it clear that this topic has been taken very seriously at high levels, and has been subject to a great deal of secrecy. &lt;br /&gt;
Considering how marginalized this subject is from mainstream culture, making this point is enough for a day’s work. There are always deeper waters within which to swim, but for now let us stay close to the shore and look at a few of these documents. Even though most of these are well-known to UFO researchers, they continue to remain almost completely unknown to the wider public. Apparently, some things are so obvious that they are invisible.&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;1. The 1947 Twining Memo&lt;/strong&gt;&lt;br /&gt;
For good reason, this is one of the most important UFO documents we have. On September 23, 1947, right at the beginning of the “modern” UFO era, General Nathan Twining, Head of the U.S. Air Material Command (AMC), wrote a classified letter to Air Force General George Schulgen regarding the “flying discs.” He said the objects were “real and not visionary or fictitious.” They may possibly be natural phenomena, he wrote, such as meteors. But: &lt;br /&gt;
“the reported operating characteristics such as extreme rates of climb, maneuverability (particularly in roll), and action which must be considered evasive when sighted ... lend belief to the possibility that some of the objects are controlled either manually, automatically, or remotely.”&lt;br /&gt;
Twining listed several common descriptions of UFOs. They generally were silent, had a metallic or light reflecting surface, no trail, were circular or elliptical in shape, and often flat on the bottom. Many descriptions indicated a dome on top. Several reports indicated they flew in formation. Quite specific information, indeed. &lt;br /&gt;
UFO skeptics have pointed to Twining’s statement that no wreckage of a flying disc had been recovered. It’s true that he was probably in a good position to know. But what we don’t know is whether Twining would have been able to tell Schulgen about a UFO crash, if indeed such a thing happened. Simply put, if Schulgen lacked a “need to know,” Twining could not have told him. &lt;br /&gt;
On the other hand, Twining did state that UFOs were not secret American craft. This came as a surprise to Schulgen, who expected to learn that there was nothing to the affair, that everything was under control. Was Twining was hiding the fact that UFO’s were classified technology? It’s a fair question.&lt;br /&gt;
With the hindsight of more than fifty years, the answer seems to be no. There is simply no credible evidence that the U.S. had any craft in 1947, experimental or otherwise, that could duplicate the reported maneuvers of flying saucers. Anyway, why would Twining tell Schulgen to keep studying flying saucers if they were simply classified American craft? If there were good reasons for doing so, none have emerged&lt;br /&gt;

&lt;strong&gt;2. 1949 FBI Memo. &lt;/strong&gt;&lt;br /&gt;
In my own opinion, this three-page document is just as extraordinary as the Twining Memo. On January 31, 1949, the FBI issued a memo on UFOs, entitled “Protection of Vital Installations.” The classified document was sent to FBI Director J. Edgar Hoover, the Army’s G-2, the Office of Naval Intelligence, and the Air Force Office of Special Investigations. It mentions a meeting among these groups concerning UFOs.&lt;br /&gt;
Here is a key statement of the document:&lt;br /&gt;
“Army intelligence has recently said that “the matter of ‘Unidentified Aircraft’ or ‘Unidentified Aerial Phenomena,’ otherwise known as ‘Flying Discs,’ ‘Flying Saucers,’ and ‘Balls of Fire,’ is considered top secret by intelligence officers of both the Army and the Air Forces.”&lt;br /&gt;
This was a year and a half into the modern era of UFOs. All the while, government sources had been telling the public that this phenomenon was just a combination of hoaxes, hallucinations, conventional aircraft, and misidentification of natural phenomena. &lt;br /&gt;
Why, then, was the subject considered top secret? &lt;br /&gt;
The answer is contained within the memo itself. It mentions, for instance, a near-collision by an commercial airliner with a large “rocket” type craft (with windows, no less) traveling at an estimated speed of – strap yourself in – 2,700 mph. More serious, the memo explains, were invasions of sensitive airspace by unknown objects in the vicinity of the Atomic Energy Commission’s installation at Los Alamos, New Mexico. The memo states that these had occurred throughout December 1948 (on the 5th, 6th, 7th, 8th, 11th, 13th, 14th, 20th, and 28th). The witnesses of these "unexplained phenomena" were "Special Agents of the Office of Special Investigation; Airline Pilots; Military Pilots, Los Alamos Security Inspectors, and private citizens." The sightings continued into 1949, as a similar object was seen in the area on January 6. &lt;br /&gt;
The memo goes on to explain that "recent observations have indicated that the unidentified phenomena travel at the rate of speed estimated at a minimum of three miles per second and a maximum of twelve miles per second, or a mean calculated speed of seven and one-half miles per second, or 27,000 miles per hour." Moreover, "on two separate occasions a definite vertical change in path was indicated." In other words, the phenomenon was able to maneuver at a very high rate of speed, and seemed to be focused on Los Alamos. The memo states that reports of the appearance of the object as typically round, occasionally diamond-shaped, "with a definite area to the light's source," and having elongated trailing lights. "On two occasions reports have been received of the sighting of multiple units." There is some speculation within the document that the objects were Soviet in origin, but no evidence or proof is offered. &lt;br /&gt;
The memo also refers to "scientific reasons" why the objects could not be meteorites. "The only conclusions reached thus far are that they are either hitherto unobserved natural phenomena or that they are man made. No scientific experiments are known to exist in this country which could give rise to such phenomena." On the third page, the idea of "cosmic rays" was offered, though without any theory or evidence to support it. &lt;br /&gt;
Although the memo does not state the Extraterrestrial Hypothesis (ETH), its attempt to explain the Los Alamos phenomenon as either natural phenomena or man made does not supply any actual evidence -- the only reason why these explanations could even be offered. Because once one tries to find a "hitherto unobserved phenomena," or a "man made" object, one only comes up empty. &lt;br /&gt;

This report describes a rather up-close and personal UFO encounter on July 9, 1951, by the pilot of an F-51 fighter plane from Lawson Air Force Base in Georgia. The pilot, a combat veteran from World War Two, provided quite a bit of detail, which was recorded in the report. &lt;br /&gt;
“Object described as flat on top and bottom and appearing from a front view to have rounded edges and slightly beveled. From view as object dived from top of plane was completely round and spinning in clockwise direction.... Object did not appear to be aluminum. Only 1 object observed. Solar white. No vapor trails or exhaust or visible system of propulsion. Described as traveling [at] tremendous speed....Pilot states object was 300 to 400 feet from plane and appeared to be 10 to 15 feet in diameter....Pilot states he felt disturbance in the air described as ‘bump’ when object passed under plane....Pilot is considered by associates to be highly reliable, of mature judgement and a creditable observer.”&lt;br /&gt;
What commentary is necessary? The report says it all. &lt;br /&gt;

1952 was an important year in the history of the UFO. Across the United States, the number of sightings skyrocketed, and several of these were well-documented encounters by military personnel. At the end of July, the Air Force held a press conference explaining that, although some of these reports remained unexplained, there was no evidence they were alien craft. Within the classified world, matters were not so serene. &lt;br /&gt;
H. Marshall Chadwell was the CIA’s Director of Scientific Intelligence, and very much interested in this problem. In this memo, addressed to the CIA Director, General Walter Bedell Smith, Chadwell wrote: &lt;br /&gt;
“At this time, the reports of incidents convince us that there is something going on that must have immediate attention.... Sightings of unexplained objects at great altitudes and travelling at high speeds in the vicinity of major U.S. defense installations are of such nature that they are not attributable to natural phenomena or known types of aerial vehicles.” &lt;br /&gt;
This statement bears very close scrutiny. Here is yet another comment by a high-level U.S. official that UFOs were real, probably artificial, probably intelligently operated, and not apparently ours. Nor was there serious consideration that these were Soviet.&lt;br /&gt;
If not American, if not Soviet, if not natural phenomena, and if they appeared to be technological and under intelligent control, we begin to run out of viable options. Chadwell’s memo makes it obvious that he understood this. Understandably, he was loathe to state the obvious. &lt;br /&gt;

Throughout the 1950s, the air space violations kept on coming. This report (headed “Emergency”) originated from the flight service center at Maxwell Air Force Base, and was sent to the Commander of Air Defense Command (ADC) in Colorado. &lt;br /&gt;
The report describes the entry into airspace of a “strange stationary object variable in brilliance” which moved rapidly, then returned to its original position. The base sent a helicopter to investigate. The pilot’s assessment: “definitely not a star.” Many people watched this object from the tower, and a civilian tower radioed that it also had it in sight. The object became dimmer, showed a slight red glow, and disappeared. &lt;br /&gt;
Could it have been a star? Possibly. Still, the personnel at the time asked the same question, and concluded it wasn’t.&lt;br /&gt;
According to the report: &lt;br /&gt;
“...pilot of helicopter wished to stress fact that the object was of a saucer-like nature, was stationary at 2000 ft. And would be glad to be called upon to verify any statement and act as witness.” &lt;br /&gt;
It is worth noting that copies of this report were sent to the CIA, the National Security Agency (NSA), the Joint Chiefs of Staff, and each of the military services.&lt;br /&gt;

A large UFO wave took place across the U.S. during the mid-1960s. This caused a good deal of publicity, congressional interest, and the eventual study of UFOs by the University of Colorado in the hopes of settling the matter once and for all. Although the Colorado Committee was supposed to have full access to classified UFO reports, in practice it received very little to go on, and instead conducted a number of ad hoc investigations of sightings as they became known. &lt;br /&gt;
One of many classified reports that slipped through the cracks occurred at Minot Air Force Base, in North Dakota, on August 24, 1966. That night, an airman radioed to the base about a multicolored light, very high in the sky. A team went to the location, confirmed the original unknown, then saw a second, white object pass in front of clouds. The base radar tracked the object, which was as high as 100,000 feet (almost twenty miles). The object rose and descended several times; each time it descended, an air force officer in charge of a missile crew found his radio transmission interrupted by static, even though he was sixty feet below the ground. The object eventually descended to ground level ten to fifteen miles south of the area. The Air Force sent a strike team to check. Apparently, they saw the object either on the ground or hovering very low. According to the official report: &lt;br /&gt;
“When the team was about ten miles from the landing site, static disrupted radio contact with them. Five to eight minutes later, the glow diminished, and the UFO took off. Another UFO was visually sighted and confirmed by radar. The one that was first sighted passed beneath the second. Radar also confirmed this. The first made for altitude toward the north, and the second seemed to disappear with the glow of red.” &lt;br /&gt;
The incident lasted nearly four hours and was confirmed by three different missile sites&lt;br /&gt;

Early in the morning on the March 16, 1967 at Malmstrom AFB in Montana, occurred one of the most extraordinary events in the history of military-UFO encounters. Under a clear and dark Montana sky, an airman with the Oscar Flight Launch Control Center (LCC) saw a star-like object zigzagging high above him. Soon, a larger and closer light also appeared, and acted in similar fashion. The airman called his NCO, and the two men watched the lights streak through the sky, maneuvering in impossible ways. The NCO phoned his commander, Lieutenant Robert Salas, who was below ground in the launch control center. “Great,” Salas said. “You just keep watching them and let me know if they get any closer.”&lt;br /&gt;
A few minutes later, the NCO called again, shouting that a red, glowing UFO was hovering outside the front gate. “What do you want us to do?” asked the NCO. Salas told him to make sure the site was secure while he phoned the command post. “Sir,” replied the NCO, “I have to go now, one of the guys just got injured.”&lt;br /&gt;
Before Salas could ask about the injury, the NCO was off the line. The man, who was not seriously injured, was evacuated by helicopter to the base. Salas woke his commander, Lieutenant Fred Meiwald. As he briefed Meiwald, an alarm went off in the small capsule, and both men saw a “No-Go” light turn on for one of the missiles. Within seconds, several more missiles went down in succession. &lt;br /&gt;
Twenty miles away, at the Echo-Flight Launch Facilities, the same scenario was taking place. First Lieutenant Walter Figel, the Deputy Crew Commander of the Missile Combat Crew, was at his station when one of the Minuteman missiles went into “No-Go” status. He called the missile site and learned that a UFO had been hovering over the site. Like Salas, Figel doubted the story. But just then, ten more ICBMs in rapid succession reported a “No-Go” condition. Within seconds, the entire flight was down.&lt;br /&gt;
Strike teams were dispatched to two launch facilities, where maintenance crews were already at work. Figel had not told the strike teams about the UFO report. Upon their arrival, however, the teams reported back to him that all of the maintenance and security personnel had been watching UFOs hover over each of the sites.&lt;br /&gt;
The missiles were down for most of the day. Neither the Air Force investigation, nor the laboratory tests at Boeing’s Seattle plant found any cause for the shutdown. According to the Boeing engineering chief, “there was no technical explanation that could explain the event.” UFOs were not part of this analysis. &lt;br /&gt;

During October and November of 1975, another extraordinary series of air space violations took place, this time across the length of the U.S. northern border, involving several military bases from Montana to Maine. Air space incursions also took place through much of 1976. All are unexplained to this day in any conventional sense. &lt;br /&gt;
On the evening of October 31, 1975 at Wurtsmith AFB in Michigan, an airman saw what appeared to be running lights of a low flying craft, possibly a helicopter, near the southern perimeter of the base, heading westerly. One light pointed down; two red lights were near the back. The object was either silent or very quiet. &lt;br /&gt;
A little later, other witnesses saw several lights near the western edge of the base. The lights turned north and appeared to lose altitude. Most heard nothing, although some claimed to hear a quiet sound similar to a helicopter, but which faded quickly.&lt;br /&gt;
Then, three times within the space of 11 minutes, security police at the back gate reported that an object with no lights – possibly a helicopter – entered the base and hovered very low over the weapons storage area. Radar personnel detected low flying objects (plural) in the area. At the northern perimeter of the base, one of the crafts briefly turned its lights on. &lt;br /&gt;
A KC-135 tanker was flying to the base at the time. It was ordered to intercept and identify the object or objects. The crew tracked what at first appeared to be a single craft for about 35 miles southeast from the base. However, they soon decided they were seeing two objects, apparently communicating with each other with irregular flashing lights. Radar trackings could not last longer than 10 seconds. Every time they tried to close, the objects simply pulled away. &lt;br /&gt;
The crew lost the objects among fishing boat lights in Saginaw Bay, so they started back. Here is how the story ends, as told by the navigator to the base historian four years later: &lt;br /&gt;
“On the way back, we picked the UFO up again at our eight o’clock position. We turned away, and it proceeded to follow us. Finally, we turned back in the direction of the UFO and it really took off back in the direction of the Bay area. I know this might sound crazy, but I would estimate that the UFO sped away from us doing approximately 1,000 knots. We continued in the direction of the Bay until RAPCON (radar) called us again and said they were painting a UFO four to five miles over the coast traveling in a westerly direction. They vectored us to the position of the UFO and we proceeded but at point we were low fuel and were forced to return to Wurtsmith. I remember that while on final approach we saw the lights again near the Weapons Storage Area. Following the mission we discussed the incident and about a week later, Captain Higgenbotham was questioned by OSI and cautioned not to discuss the incident.” &lt;br /&gt;
Could this have been advanced helicopter technology? If so, it would have to have outperformed what was then the most advanced helicopter design in the world: the recently built Apache prototype. But as awesome a machine as the Apache is, even today it can not duplicate the reported actions of the unidentified intruders at Wurtsmith. And, of course, this still begs the question ... who was responsible for this?&lt;br /&gt;

&lt;strong&gt;9. The Amazing Encounter over Tehran in 1976 &lt;/strong&gt;&lt;br /&gt;
On the night of September 18, 1976, the Iranian Air Force was involved in one of the most dramatic UFO events in modern history. Not only was the case itself extraordinary, but so was the documentation: namely, a four-page U.S. Defense Intelligence Agency report.&lt;br /&gt;
The strangeness began after 10:30 p.m. on September 18, when the control tower at Mehrabad Airport received calls about an unknown object hovering at 1,000 feet in the northern section of Teheran. The tower supervisor observed the object with binoculars, describing it as rectangular or cylindrical. In his words, “the two ends were pulsating with a whitish blue color. Around the mid-section was this small red light that kept going in a circle.... I was amazed.”&lt;br /&gt;
He notified the Iranian Air Force. Two hundred miles away, at Shahrokhi AFB, General Nader Yousefi ordered an F-4 Phantom to investigate. It took off at 1:30 a.m. on the morning of September 19. According to the pilot, the object was intensely brilliant and “easily visible” at a distance of 70 miles. As he came to within 25 nautical miles (about 29 statute miles), his aircraft “lost all instrumentation and communications.” He broke off the intercept and headed back, at which point his aircraft regained all instrumentation.&lt;br /&gt;
The General had already authorized a second F-4. When the second pilot reached a distance of 27 NM, he obtained a substantial radar return, “comparable to that of a 707 tanker.” At this point, the UFO began to move away from the F-4 at the same speed. It was extremely bright and gave off flashing strobe lights arranged in a rectangular pattern. The colors alternated blue-green, red, and orange, although the sequence was so fast that they were almost simultaneous. &lt;br /&gt;
The UFO then released a bright object, “estimated to be one half to one third the apparent size of the Moon.” It headed straight toward the F-4 “at a very fast rate of speed.” The pilot tried to fire an AIM-9 missile at it, “but at that instant his weapons control panel went off and he lost all communications.” Seeking to evade, he dove and turned away, but the object followed him and turned inside his own turn. It then returned to the main object “for a perfect rejoin.” The F-4 pilot then regained communications and weapons control. &lt;br /&gt;
At this point, another object came out of the main object and rapidly descended. The F-4 crew observed this, anticipating an explosion. Instead, the object appeared to rest gently on the Earth and cast a very bright light over an area of about 2 miles. The crew noted the object’s position and then headed back. &lt;br /&gt;
Before landing, they circled Mehrabad Airport several times, receiving frequent interference and losing communications. During their final approach, the F-4 crew saw a cylinder shaped object with bright steady lights on each end and a flasher in the middle. They inquired with the tower, which replied that there was no other known traffic in the area.&lt;br /&gt;
The next morning, the F-4 crew was taken in a helicopter to the area where the UFO was thought to have landed – a dry lake bed. They saw nothing, but picked up a beeper signal west of the area. At the point where the return was the loudest was a small house. They landed and asked the residents if they had noticed anything strange the previous night. The people mentioned a loud noise and a bright light, “like lightning.”&lt;br /&gt;
Although the DIA memo indicated more information would be forwarded, no follow-up military documents ever came to light. Researchers Barry Greenwood and Lawrence Fawcett stated, “reliable sources have told us the Iranian case was about one and a half inches thick, yet absolutely no admission to having this file has come from any government agency with a possible connection to the case.” Nevertheless, taped testimonies in later years by Iranian Air Force generals Nader Yousefi and Mahmoud Sabahat reveal that General John Secord, chief of the USAF mission in Orion, attended a high level briefing with Iranian authorities and the pilots. &lt;br /&gt;
Furthermore, Lt. General Abdulah Azarbarzin of the Iranian Imperial Air Force admitted to U.S. reporters that the UFO encounter had been carefully documented and passed on to the USAF. “This was the request from the U.S. They have the procedure, if we have some information on UFOs, we’re just exchanging all this information, and we did it.” In 2005, one of the Iranian pilots, General Parviz Jafari, confirmed the facts of the chase in an interview with Whitley Strieber and Dr. Roger Leir.&lt;br /&gt;
U.S. intelligence analysts found the case to be spectacular. An evaluation in the DIA files stated: &lt;br /&gt;
“An outstanding report. This case is a classic which meets all the criteria necessary for a valid study of the UFO phenomenon: a) the object was seen by multiple witnesses from different locations ... and viewpoints. b) the credibility of many of the witnesses was high (an Air Force general, qualified air crews, and experienced radar operators). c) visual sightings were confirmed by radar. d) similar electromagnetic effects (EME) were reported by three separate aircraft. e) there were physiological effects on some crew members (i.e. loss of night vision due to the brightness of the object). f) an inordinate amount of maneuverability was displayed by the UFOs.”&lt;br /&gt;
During the 1990s, Lee Graham and Ron Regehr of Aero-Jet in California confirmed that the UFO sighting over Tehran was tracked by the U.S. military’s Defense Support Program (DSP) satellite. This is a deep space platform primarily used to detect the launch of ballistic missiles. It can distinguish different aircraft by comparing their infrared signature with a comprehensive database of known aircraft. Graham and Regehr obtained print-outs showing that the DSP detected an anomalous object in Iranian air space at that time. &lt;br /&gt;
The obvious question is, who was operating the object over Teheran? Based on the all that is known, it makes no sense to claim that this was American technology. Why would the Americans confront the Air Force of such a key ally within its own air space? Nor has there ever been any indication in subsequent years that the Soviet Union created technology responsible for this – to say nothing of the fact that for the Soviets to have engaged Iranian F-4s over Tehran in 1976 would have been even more provocative than if the U.S. had done so. Indeed, after the encounter, the Iranian government asked the governments of the USSR and the U.S. whether this had been a test of their military equipment. Neither nation claimed responsibility.&lt;br /&gt;
The real problem is that this object so clearly outperformed American-made fighter jets. Some agency – or civilization – was responsible for it. &lt;br /&gt;

The Rendlesham Forest incident remains among the most important UFO cases ever. It involved a landing of an unknown craft near two Air Bases in Britain, was witnessed by many U.S. military personnel, and is supported by military documentation. In addition, the area held a large stock of nuclear weapons, a fact that was denied by authorities for years, then admitted to be true. The case remains controversial, however, because proponents have not agreed on certain key details, and other critics have claimed it has wholly prosaic explanations. Moreover, confusion has plagued the case in matters so simple as the exact dates when it occurred. &lt;br /&gt;
A major reason for this stems from the primary military document associated with the case, prepared by Deputy Base Commander Lt. Colonel Charles Halt. This was written from memory several weeks later, left a great deal out, and ascribed incorrect dates to the major events. Nevertheless, the incredible detail provided by so many witnesses, much of which is well corroborated, makes it clear that something extraordinary happened. &lt;br /&gt;
Early in the morning of December 26, 1980, two USAF security police patrolmen saw unusual lights outside the back gate at Britain’s RAF Woodbridge. Under the assumption that this was aircraft in trouble, three patrolmen were ordered to proceed on foot to investigate.&lt;br /&gt;
According to the report by Halt (which ascribed this sighting to the following evening), they reported seeing a glowing, triangular object in the forest, about 9 feet long and 6 feet high, emitting a powerful white light. It “had a pulsating red light on top with a bank(s) of blue lights underneath.” The object was either hovering or standing on short legs. &lt;br /&gt;
As the patrol approached, the strange object maneuvered slowly through the trees to a nearby farm, causing disturbance among the animals. It then quickly disappeared into the sky. About an hour later, the object was sighted in the sky. The following day, investigators saw three ground traces indicating possible landing leg depressions. Later that night, Halt and other men personally witnessed a “red sun-like light,” moving and pulsing. Here is his description: &lt;br /&gt;
“At one point it appeared to throw off glowing particles and then broke into five separate white objects and then disappeared. Immediately thereafter, three star-like objects were noticed in the sky, two objects to the north and one to the south, all of which were about 10 degrees off the horizon. The objects moved rapidly in sharp angular movements and displayed red, green and blue lights.... The object to the south was visible for two or three hours and beamed down a stream of light from time to time.” &lt;br /&gt;
There also exists 18 minutes of an extraordinary audio-tape recording (covering several hours), made while Halt and his team investigated during the second night. In addition, the main airmen involved have all been interviewed, and in essentials their stories hold together well. &lt;br /&gt;
One important fact that has surfaced is that as the object hovered above Halt and his men, one hovered motionless and began to shine laser-like beams of light down all over the forest and RAF Woodbridge. &lt;br /&gt;
In Halt’s words, &lt;br /&gt;
“It sort of danced about in the sky and it sent down beams of light.... falling different places on the base.... The people in the Weapons storage area and several other places on the base also reported the lights.... [The beam] stayed on for about 5-10 seconds and just as abruptly as it came, it disappeared...&lt;br /&gt;
Not only this, but in 1993 Halt told investigators privately that beams had penetrated the steel, earth, and concrete of the hardened bunkers containing the nuclear weapons secretly stored at the base. Given the history of UFOs and their proximity to nuclear weapons, it is certainly plausible. Ultimately, the beams reached the secured areas where the weapons were stored, “adversely affecting the ordinance,” in the words of Halt.&lt;br /&gt;
There is much more to this event, which has received several book-length treatments as well as detailed coverage in my book, UFOs and the National Security State: The Cover-Up Exposed, 1973-1991. &lt;br /&gt;
As the years go by, the stature of the Rendlesham Forest case has continued to grow, not merely as a bona fide UFO encounter, but as one of the most significant ever. The British Ministry of Defence, following its long-established policy of silence and disinformation regarding UFOs, stated curtly that the Rendlesham case was of "no defence significance."&lt;br /&gt;

&lt;strong&gt;11. U.S. Coast Guard Encounter with a UFO, 1988&lt;/strong&gt;&lt;br /&gt;
On the evening of March 4, 1988 near Eastland, Ohio, not far from the Pennsylvania border, Sheila Baker and her children were driving home along the shore of Lake Erie. At 6:30 p.m., their attention was drawn to a large, bright object apparently hovering over the lake. It seemed almost like a blimp. Bright lights appeared at each end of it, and the whole thing was rocking end to end like a seesaw. The brighter of the two lights was strobing. Once home, she persuaded her husband, Henry, to accompany her and the children to the beach. &lt;br /&gt;
There, standing on the shore of Lake Erie, they all saw the object. It was gun-metal grey and positively enormous – Henry later said it was “larger than a football held at arm’s length.” It made no sound that they could hear. Somehow, however, it caused the lake ice to rumble and crack, perhaps by application of heat. The object then began to circle slowly over part of the lake, coming nearly overhead at just 1/4 mile altitude. &lt;br /&gt;
Feeling nervous, they drove back and watched the object from their home. From there, they saw it descend; red and blue blinking lights were along its bottom edge. More interesting, however, were five or six bright yellow triangular lights that detached from its side. These lights hovered around the main object, then darted and zig-zagged in the night sky at high speeds. Henry believed these objects were smaller than a one-seat Cessna and “crossed 50 mile stretches low over the ice in the snap of a finger.” They approached the shore, made right-angle turns, and shot straight up. Several passes were toward the nearby Perry Nuclear Plant. One neighbor of the Bakers also saw this display, and tried (unsuccessfully) to photograph the object. &lt;br /&gt;
In response to several phone calls, two members of the Coast Guard, Seaman James Powers and Petty Officer John Knaub, drove to the beach. As they arrived, the triangular objects approached them, prompting them to turn off their vehicle’s headlights. The men continued to watch the triangles fly over the lake, one of which accelerated straight at them, then veered east, zoomed straight up, and came down beside the parent object. The Bakers were back at the beach now, and listened to the Coast Guard personnel communicate by two-way radio with their base in Detroit. What they overheard was: &lt;br /&gt;
“. . . be advised the object appears to be landing on the lake .... There are other objects moving around it. Be advised these smaller objects are going at high rates of speed. There are no engine noises and they are very, very low. Be advised these are not planets.&lt;br /&gt;
At the same time, 15 miles to the southeast, not far from the Perry Nuclear Plant, Cindy Hale was walking her dog. She saw a triangular light hovering above her, and her dog began to whine. The triangle flashed a sequence of multicolored lights, and she responded by flicking her cigarette lighter. This went on for 30 minutes, until the triangle accelerated and left without a sound. &lt;br /&gt;
Another local resident, Tim Keck, was watching the stars through his telescope when he saw a bright triangular object. Luckily, he had his camera with him – a cheap 110 Instamatic he had received as a Burger King promotion, but it worked. He took a picture of the object before it silently moved beyond the horizon, catching about half of it before it moved fully out of the frame. Because of the nature of the camera, part of the object appeared beyond the formal edge of the negative’s frame. &lt;br /&gt;
Meanwhile, back at the lake, the large ship was nearly directly on the ice. Henry Baker continued to listen to Powers and Knaub tell their base, “you should be advised that the object is now shining lights all over the lake and it’s turning different colors.” The ice made cracking noises so loud that Powers and Knaub had to yell in order to be heard. Suddenly the triangles were back, returning one by one into the large object. The ice boomed louder and louder, then all the lights went off, the ice stopped making noise, and everything became “dead silent.” After another 30 minutes, the object could not be seen. The witnesses could only assume it had gone below the surface. &lt;br /&gt;
On the morning of the 5th, unusually huge pieces of broken ice were seen where the object had been. That day, a Coast Guard representative told the Bakers that they had been instructed by the Army and NASA (whom Sheila had also phoned) not to investigate the matter further, nor to take their ice cutter out to the lake to examine the ice. The matter was “out of their league and out of their hands.” They said all information was being forwarded to Wright-Patterson AFB and a facility in Detroit. For its part, Wright-Patterson refused to confirm or deny any interest in the matter. &lt;br /&gt;
The Coast Guard created an Incident Report on March 5, 1988, describing the event in concise detail. The report stated that a large object had landed a quarter mile east of the nuclear power plant, and that it had ... &lt;br /&gt;
“... dispersed 3-5 smaller flying objects that were zipping around rather quickly. These objects had red, green, white, and yellow lights on them that strobed intermittently. They also had the ability to stop and hover in mid-flight.”&lt;br /&gt;
During the night of March 5, Sheila Baker saw what she thought was the same UFO, hovering over the lake, only at a higher altitude than the night before. The Coast Guard sent some men out who arrived too late and saw nothing. The Coast Guard then contacted the Lost Nation Airport in Willoughby, Ohio. The control tower operator told them that “the two bright lights” were Venus and Jupiter, which were in near-alignment. The flashing lights were “gases in the atmosphere.” Never mind that Baker did not mention two bright lights, but a large object. The Coast Guard promptly wrote a follow-up report on the original encounter, laying the whole matter to rest. The entire series of events was then debunked in the Cleveland Plain Dealer and other newspapers.&lt;br /&gt;
Whatever the cause of the March 5 sighting, to attribute the events of March 4 to Venus and Jupiter goes well beyond the boundaries of credibility. MUFON, to its credit, continued to investigate the sighting, even placing a classified ad in the newspaper looking for witnesses. The tactic worked; others did come forward, including Cindy Hale, Tim Keck, and others. All of these people described UFO activity from that night between 10 and 10:30 p.m., and all described triangles. Bruce Maccabee analyzed Keck’s photograph, determining that it was a legitimate image of an unexplained object. Years later, Shiela and Henry Baker remained adamant about what they saw.&lt;br /&gt;
Amazingly, according to Hudson Valley-based UFO researcher Philip Imbrogno, a number of triangular objects were seen by multiple witnesses near the Indian Point nuclear facility in New York State on March 4, 1988 – that is, the same night as the sightings in Ohio. Not much in the way of followup occurred, however, and little else is known of the incident.&lt;br /&gt;
Due to the caliber of the witnesses, the official documentary evidence, the photographic evidence, and the intrinsic nature of the event itself, the Lake Erie UFO incident must be considered one of the most compelling UFO events in modern history. All evidence points to the conclusion that an intelligently operated and enormous object came down over the Lake Erie ice; that this object released several bright triangles that flew beyond the ability of any known aircraft; that these triangles were interested in the nearby nuclear facility; that they interacted with the witnesses who observed them; that the Coast Guard officials were convinced the event was something important; that the Coast Guard itself was prevented from pursuing this incident by higher agencies; and that the matter was successfully disabled by the national security apparatus and the media. &lt;br /&gt;

&lt;strong&gt;12. UFOs Over Belgium, 1989-1990&lt;/strong&gt;&lt;br /&gt;
From late 1989 to the spring of 1990, hundreds of reports of lighted objects, often described as large triangular-shaped craft, were recorded in Belgium. The most spectacular sighting took place on the night of March 30, 1990. Thousands of witnesses saw one or more low-flying triangular UFOs with bright lights flashing in the center. &lt;br /&gt;
The Belgian Air Force sent two F-16s to intercept the UFOs, which were tracked by several NATO radar stations; the jet pilots also tracked the objects on radar, and even see them at times. But the F-16s – among the top jet interceptors in the world – were thoroughly outclassed by the triangular objects. Not only could these objects accelerate at incredible speeds, not only could they fly as slowly as 30 mph, but they could change altitude almost instantly. At one point, for example, Belgian Air Force radar tracked a UFO as it descended approximately 4,000 feet in one second. That’s nearly a mile. Belgian Air Force Chief of Operations, Colonel Wilfried De Brouwer, added “there was a logic in the movements of the UFO.”&lt;br /&gt;
To whom did these triangles belong? Despite the fact that no perfectly triangular aircraft officially exists, many have suspected a secret American project. The Belgians certainly inquired, and received the reply that “no USAF stealth aircraft were operating” during the period in question. The statement appears carefully worded. It’s hard to know the truth here. &lt;br /&gt;
Major P. Lambrechts of the Belgian Air Force General Staff did not seem to think these were American craft. His “Report on the Observation of UFOs During the Night of March 30-31, 1990” includes a detailed chronology of events and dismisses several alternative hypotheses, including the aircraft thesis. According to Lambrechts: &lt;br /&gt;
“The speeds measured at that time and the altitude shifts exclude the hypothesis according to which planes could be mistaken for the observed UFOs. The slow moves during the other phases differ also from the moves of planes.... Though speeds greater than the sound barrier have been measured several times, not any bang has been noticed. Here also, no explanation can be given.”&lt;br /&gt;
If these triangles were American, the U.S. Air Force made no requests to the Belgian government for any such type of mission, as it would have been required to do. More fundamentally, however, it still remains a challenge to explain the performance characteristics of the Belgian UFOs.&lt;br /&gt;

&lt;strong&gt;And What of Today? &lt;/strong&gt;&lt;br /&gt;
In the last few decades it has become difficult to obtain UFO reports through U.S. government agencies. This does not mean that the U.S. military no longer encounters UFOs, only that detailed documentation about them is not easily forthcoming. &lt;br /&gt;
For instance, we know of a UFO sighting that took place in 1996 at Griffis Air Force Base, in upstate New York. Researcher John Greenwald sent a FOIA request to the United States Space Command at Peterson Air Force Base, and received a slim “Summary of Unusual Sightings” report. The sightings only covered 1995 and 1996, all rendered in concise form. The entry for Griffis states: &lt;br /&gt;
“16 May 96 0800Z. Received call of UFO sighting at Griffis AFB NY. Four enlisted men observed circular orange light just above tree line ESE of their location. Five minutes total hovered and then disappeared. Reported via CONR/NEADS.”&lt;br /&gt;
The Griffis encounter is by no means spectacular. However, it does prove, as Greenwald pointed out, “that the Air Force [continues to take] an interest and still sees the UFO phenomenon.”&lt;br /&gt;
Much more interesting was the failed attempt by F-16 jets to intercept UFOs near Washington, D.C., during the night of July 25/26, 2002. Many witnesses phoned their local radio station about it, and the incident was briefly reported in The Washington Post. I spoke face-to-face with the first known witness, retired police officer Gary Dillman, who told me he saw four F-16s chasing several objects that easily outperformed them. They left the area, but later two F-16s reappeared, pursuing a single UFO. Later, other witnesses saw two F-16s chasing an unknown bluish object that easily outmaneuvered and outdistanced the F-16s. &lt;br /&gt;
An Air Force spokesperson even told The Washington Post that a UFO had been tracked on Air Force radar, but disappeared. Nevertheless, the Air Force blithely commented that :there are any number of scenarios, but we don't know what it was." Surely, one might be curious!&lt;br /&gt;
No official documentation on this encounter is available, but it happened just the same. This encounter was not from the 1950s, but the post-9/11 era. An object of extraordinary capability eluded interceptors in the vicinity of the nation’s capital, with only the barest of whispers from the nation’s media. &lt;br /&gt;
Of course, it is not only the military of the U.S. that encounters UFOs. These types of events occur everywhere. My most recent book, UFOs and the National Security State: The Cover-Up Exposed, 1973-1991, details many of these. &lt;br /&gt;
The foregoing should make it clear that UFOs have been a consistent and significant thread of our “hidden history.” They have attracted serious attention from the militaries of the world, in particular that of the United States. And yet, this powerful interest is equaled by an absolute refusal to acknowledge the phenomenon publicly. &lt;br /&gt;
It doesn’t take a political genius to recognize that there is a discrepancy here. Nor to begin the process of filling in the blanks: that there is reasonable cause to believe that a technology not belonging to any known terrestrial power has been operating in our civilization, and that at least a few people in positions of authority are well aware of this."&lt;br /&gt;

"A declassified document from 1949 tells how three men, on patrols miles apart, each reported seeing a UFO break up over mountains north of Salt Lake City. &lt;br /&gt;
Their extraordinary accounts were sent to Edgar Hoover, the director of the FBI, in a memo titled "Flying Discs". &lt;br /&gt;
The file said that a policeman, a highway patrolman and an army guard all "saw a silver coloured object high up approaching the mountains at Sardine Canyon" that "appeared to explode in a rash of fire." &lt;br /&gt;
"Several residents [reported] seeing what appeared to be two aerial explosions, followed by falling object," it said. &lt;br /&gt;
The file is one of thousands of previously unreleased files that the FBI has made public in a new online resource called &lt;a href="http://vault.fbi.gov/"&gt;The Vault&lt;/a&gt;.&lt;br /&gt;
Among them is a 1950 statement from special agent Guy Hottel, which seems to provide evidence for the theory that aliens landed at Roswell, New Mexico. &lt;br /&gt;
In the memo, Agent Hottel said that "three so-called flying saucers had been recovered in New Mexico". &lt;br /&gt;
He wrote that the flying saucers were "described as being circular in shape with raised centers, approximately 50 feet in diameter." &lt;br /&gt;
In a statement that is reminiscent of the hit 1990s TV programme The X-Files, he went on to describe the alien life forms inside the UFOs. &lt;br /&gt;
"Each one was occupied by three bodies of human shape but only 3 feet tall," he wrote. &lt;br /&gt;
The bodies were "dressed in a metallic cloth of a very fine texture. Each body was bandaged in a manner similar to the blackout suits used by speed flyers and test pilots." &lt;br /&gt;
Agent Hottel suggested that the UFOs had crashed in New Mexico because high-powered government radar had interfered with their operating systems. &lt;br /&gt;
The release of the files are likely to intensify the claims of conspiracy theorists who believe the US government covered up alien landings. &lt;br /&gt;
Roswell became infamous after reports that a flying saucer had crashed in the desert nearby in 1947. &lt;br /&gt;

Hoover&lt;/a&gt;, an astrobiologist with NASA’s Marshall Space Flight Center, has traveled to remote areas in Antarctica, Siberia, and Alaska, amongst others, for over ten years now, collecting and studying meteorites. He gave FoxNews.com early access to the out-of-this-world research, published late Friday evening in the &lt;a href="http://journalofcosmology.com/Life100.html"&gt;March edition of the Journal of Cosmology&lt;/a&gt;. In it, Hoover describes the latest findings in his study of an extremely rare class of meteorites, called CI1 carbonaceous chondrites -- only nine such meteorites are known to exist on Earth.&lt;br /&gt;Though it may be hard to swallow, Hoover is convinced that his findings reveal fossil evidence of bacterial life within such meteorites, the remains of living organisms from their parent bodies -- comets, moons and other astral bodies. By extension, the findings suggest we are not alone in the universe, he said.&lt;br /&gt;“I interpret it as indicating that life is more broadly distributed than restricted strictly to the planet earth,” Hoover told FoxNews.com. “This field of study has just barely been touched -- because quite frankly, a great many scientist would say that this is impossible.”&lt;br /&gt;In what he calls “a very simple process,” Dr. Hoover fractured the meteorite stones under a sterile environment before examining the freshly broken surface with the standard tools of the scientist: a scanning-electron microscope and a field emission electron-scanning microscope, which allowed him to search the stone’s surface for evidence of fossilized remains.&lt;br /&gt;He found the fossilized remains of micro-organisms not so different from ordinary ones found underfoot -- here on earth, that is.&lt;br /&gt;“The exciting thing is that they are in many cases recognizable and can be associated very closely with the generic species here on earth,” Hoover told FoxNews.com. But not all of them. “There are some that are just very strange and don’t look like anything that I’ve been able to identify, and I’ve shown them to many other experts that have also come up stumped.”&lt;br /&gt;Other scientists tell FoxNews.com the implications of this research are shocking, describing the findings variously as profound, very important and extraordinary. But Dr. David Marais, an astrobiologist with NASA’s AMES Research Center, says he’s very cautious about jumping onto the bandwagon.&lt;br /&gt;These kinds of claims have been made before, he noted -- and found to be false.&lt;br /&gt;“It’s an extraordinary claim, and thus I’ll need extraordinary evidence,” Marais said.&lt;br /&gt;Knowing that the study will be controversial, the journal invited members of the scientific community to analyze the results and to write critical commentaries ahead of time. Though none are online yet, those comments will be posted alongside the article, said Dr. Rudy Schild, a scientist with the Harvard-Smithsonian's Center for Astrophysics and the editor-in-chief of the Journal of Cosmology.&lt;br /&gt;"Given the controversial nature of his discovery, we have invited 100 experts and have issued a general invitation to over 5,000 scientists from the scientific community to review the paper and to offer their critical analysis," Schild wrote in an editor's note along with the article. "No other paper in the history of science has undergone such a thorough vetting, and never before in the history of science has the scientific community been given the opportunity to critically analyze an important research paper before it is published, he wrote."&lt;br /&gt;Dr. Seth Shostak, senior astronomer at the SETI Institute, said there is a lot of hesitancy to believe such proclamations. If true, the implications would be far-reaching throughout the fields of science and astronomy, the suggestions and possibilities stunning.&lt;br /&gt;“Maybe life was seeded on earth -- it developed on comets for example, and just landed here when these things were hitting the very early Earth,” Shostak speculated. “It would suggest, well, life didn’t really begin on the Earth, it began as the solar system was forming.”&lt;br /&gt;Hesitancy to believe new claims is something common and necessary to the field of science, Hoover said.&lt;br /&gt;“A lot of times it takes a long time before scientists start changing their mind as to what is valid and what is not. According to the IUC website, topics include government cover-ups, exopolitics, crop circles and alien visitation.&lt;br /&gt;Among the presenters this year is journalist Leslie Kean, who will share excerpts from her new book, “UFOs: Generals, Pilots, and Government Officials go on the Record,”  which includes ex-Arizona Governor Fife Symington’s sighting of the Phoenix Lights, a mass UFO sighting in 1997.
