Organizers of a proposed mountain biking/hiking trail system have introduced their project to the public.&lt;br /&gt;
On Sunday, planners guided interested groups through a portion of the proposed trail at the Jakes Rocks overlook area. International Mountain Bicycling Association Mid-Atlantic Regional Director Frank Maguire said Allegheny National Forest officials are performing environmental reviews of the project.&lt;br /&gt;
After that, Maguire said, organizers will have to raise funds. The project will cost around $2 million, he said, and construction should start in the spring of 2013.&lt;br /&gt;
Ines Nelson of Pennsylvania Kinzua Pathways said before she moved to the area she spent time touring Kinzua Dam. There was no connectivity, she said, as visitors had to travel by car between the dam, Jakes Rocks and the Rimrock Overlook.&lt;br /&gt;
According to Nelson, stakeholders have already taken part in 200 meetings over a three-year period. The trails are part of a larger Southern Allegheny Reservoir Enhancement Project, which would also bring environmentally friendly lodging between Kinzua Beach and the Rimrock Overlook.&lt;br /&gt;
The system would consist of 43 miles of trails, Maguire said, which are currently flagged with pink ribbons. They will be color coded by increasing difficulty, he said, from green to blue to black.&lt;br /&gt;
The width will be 48 inches on the green trails, Maguire said, and decrease to between 18 inches to 24 inches on the blue and black ones. Trail materials will not be imported, but there is currently 6 inches of organic material in the area which would need to be cleared down to the soil.&lt;br /&gt;
"That will create a firm base," Maguire said. "Water will never sit on it long enough to permeate."&lt;br /&gt;
In addition to biking and hiking, Maguire said the green and blue trails would provide an opportunity for cross-country skiing. However, he noted the black trails would likely be too difficult for that activity.&lt;br /&gt;
Throughout the process, Maguire said the Forest Service has been helpful. To get the project done, he said it would be an accomplishment for them.&lt;br /&gt;
At the local level, Maguire said around $80,000 has been raised so far. He noted this puts it past the dream phase.&lt;br /&gt;
While the cost may seem high, Maguire said it compares favorably to creating paved roads. For just one mile of paved road, he said it can require between $400,000 and $1 million.&lt;br /&gt;
At Raystown Lake, Maguire said a similar trail system attracts 24,000 visitors each year. Recently, he said another hotel opened in that area.&lt;/div&gt;

The dissolution of GRO-Warren, whose board of directors voted to resign last week, comes as the cash-strapped group struggled to find its niche within the community.&lt;br /&gt;
But the news hasn't slowed down a core group established under the former economic development organization. In fact, the Allegheny Center for the Arts is hoping to excel on its own  essentially establishing itself as a viable organization in downtown Warren.&lt;br /&gt;
That may have been the plan all along.&lt;br /&gt;
"Actually, from the very beginning we figured we would become independent," ACA Board President Mark Davis said Monday. "We really knew that we wanted to be a stand-alone group, even as GRO-Warren worked to get us a building."&lt;br /&gt;
That building, however, may have been the beginning of the end between the two groups. Failed attempts to develop a Liberty Street building into a thriving arts center forced the ACA to find its own home  which it did next door within Watt Office Design.&lt;br /&gt;
Davis said the two groups started off with a strong bond, which included a liaison who would sit in on ACA board meetings. That, however, changed, he said, right as former GRO-Warren Executive Director Chris Cheronis resigned in July.&lt;br /&gt;
"The first year we started, we had a contact person, but that ended before she resigned," Davis said. "They haven't sent a liaison in at least a half a year."&lt;br /&gt;
Cheronis was forced to step down due to a lack of pay, which highlighted the organization's growing financial problems.&lt;br /&gt;
But Davis said no anomosity lies between the two entities, noting GRO-Warren's key role in getting the ACA up and running.&lt;br /&gt;
"We wouldn't have gotten started without them," Davis said. "They were very helpful to us and I think it was too bad that it took the turn that it did."&lt;br /&gt;
Harvey Stone, former GRO-Warren board vice president, also acknowledged the success of the arts center, pointing out art shows and classes which become building blocks for the ACA.&lt;br /&gt;
The ACA is now in the process of securing its own 501(c)(3) tax-exempt designation, a status which GRO-Warren was able to provide. "We were able to use that (status) with them, even though they were going in that direction," he said of mounting financial problems.&lt;br /&gt;
Davis said the ACA is considered a non-profit organization through the Commonwealth of Pennsylvania, although the group is looking to secure its own 501(c)(3) status once funding is procured. The status  reserved for religious and educational institutions  is given to non-profit groups for tax exempt purposes.&lt;br /&gt;
"We were hoping they would last longer and we could put that off, but we are very seriously looking at that," Davis said.&lt;br /&gt;
The ACA is currently gearing up for a second cycle of classes, which should begin Jan. 3, 2012. Davis said the group currently has 50 members and 15 teachers, although he hopes to see both numbers grow as the organization moves forward.&lt;br /&gt;
"Now we have to attract students," he said. "We have a good base of teachers; now we just have to find a way to attract new students."&lt;/div&gt;

Citing "several reasons," including an inability to make progress, GRO-Warren's board of directors voted to resign on Thursday, essentially dissolving the fledgling organization under Warren Main Street.&lt;br /&gt;
On Friday, GRO-Warren Board Vice President Harvey Stone announced the resignation of the board, acknowledging financial hardships in keeping the non-profit group afloat.&lt;br /&gt;
"After discussion of the GRO-Warren entity's current situation and inability to continue to make progress, the board voted to resign," Stone said in a release.&lt;br /&gt;
When reached by phone, Stone declined to comment further on reasons for the dissolution of the organization, but said with no current board of directors, "GRO-Warren no longer exists."&lt;br /&gt;
"This leaves GRO-Warren without a board of directors, therefore unable to conduct business. The board voted to authorize the secretary and treasurer to file final paperwork and close out the entity's account with six months," Stone said.&lt;br /&gt;
In April, after taxes are paid, Stone said all of GRO-Warren's accounts will be closed.&lt;br /&gt;
Stone, however, pointed out a few bright spots for the organization, which was formed over three years ago to support Warren Main Street, which was having financial problems of its own.&lt;br /&gt;
"GRO-Warren accomplished much during its short existence," he said. "It sponsored the Allegheny (Center) for the Arts, hosted a number of art shows in its office, assisted in the opening of various downtown businesses as well as providing its executive director to the city to help complete the downtown streetscape project."&lt;br /&gt;
In July, former GRO-Warren Executive Director Chris Cheronis resigned as board leader, citing a lack of pay in the cash-strapped organization.&lt;br /&gt;
"I have worked for as long as I can without compensation over the last three months due to the lack of funds in the organization," Cheronis said in July.&lt;br /&gt;
Her resignation came two months after Warren City Council approved a $243,000 payment to GRO-Warren. Portions of that amount, in the area of $162,000, was used to pay back money spent by GRO-Warren on behalf of the city.&lt;br /&gt;
The balance of the city's payment was earmarked for keeping the organization solvent for at least three months, or until further funding could be secured. Stone would not comment if the dissolution was a  result of failed attempts to find support.&lt;br /&gt;
In May, renovations for the home of the ACA fell through in the wake of funding setbacks. The company hired to renovate the Liberty Street building filed a mechanic's lien on the property in May when payments were about $527,000 in arrears.&lt;/div&gt;

Warren Main Street program recently distributed checks to local businesses which qualified to have half of the cost of their facades reimbursed through a grant from the Pennsylvania Downtown Center. The grants were facilitated by the Warren Main Street Program and its Design Committee that new board president Julia Tarr said focuses on creating an "inviting environment for shoppers, workers and visitors." On Wednesday, Tarr presented a check for reimbursement to Judy Mullen of Gaughn's Drug Store on Pennsylvania Avenue in Warren. The reimbursement covered half of the total cost of the facade improvement. Mullen said the facade was at least 30 years old.  "I think it's great. It really helps out new business owners," she said. Other facade grant recipients include The Tybout House of Handcrafts, Warren Pet Shop, and McKissock Education.&lt;/div&gt;

Cleaning up the Allegheny River isn't all about aluminum cans, plastic bottles, and tires.&lt;br /&gt;
Nor is it limited to the household appliances, lawn decorations, and several-hundred-pound snow plows that volunteers with the annual Allegheny River Cleanup sometimes come across.&lt;br /&gt;
This year, the project includes materials that no volunteer could even see, let alone grab and throw into a trash receptacle.&lt;br /&gt;
Prescription medications, when disposed of by flushing into the sewer system, often make it to waterways.&lt;br /&gt;
The environmental effects of flushing medications are being studied.&lt;br /&gt;
To combat that form of pollution, the River Rats (the leaders of the cleanup operation) invited law enforcement agents to run a drug take-back on the last day of this year's event.&lt;br /&gt;
A tent will be set up in the vacant lot at the corner of Pennsylvania Avenue and Market Street in Warren from 8 a.m. to 4 p.m. Saturday, and Youngsville Police Chief Todd Mineweaser will supervise the collection.&lt;br /&gt;
All prescription medications will be accepted and disposed of by methods approved by the federal Drug Enforcement Administration. Syringes will not be accepted.&lt;br /&gt;
Another prevention portion of the cleanup is the availability of a container where residents can turn in junk metal. That container will also be available from 8 a.m. to 4 p.m. Saturday. Cleanup volunteers will be available to help unload heavy and bulky items.&lt;/div&gt;

&lt;/script&gt; &lt;/div&gt;&lt;div class="entry-content" id="storyBody"&gt;Warren's Farmers Market is about half way through its five-month run and so far, business is good.&lt;br /&gt;
Josie Gerardi, who coordinates the Farmers Market with Bill Dyke, said new vendors and a good garden season have grown turnout.&lt;br /&gt;
"We've picked up a lot of new vendors and old ones are back," Gerardi said, adding, "Garden season is coming along really well; we've got a lot of produce."&lt;br /&gt;
With 22 vendors selling everything from baked goods to fruits and vegetables, Gerardi said there are definitely more people with a marketable commodity who have joined the Farmers Market.&lt;br /&gt;
The Early Bird Farmers Market kicked off on June 18, three weeks earlier than the official opening on July 9. Gerardi said the initial the response was slow, but the number of visitors to the market has definitely picked up.&lt;br /&gt;
"It's been going really well," she said.&lt;br /&gt;
A few changes to the Farmers Market have also been instituted, including the market staying at the Midtown Parking Lot, instead of opting  to close Liberty Street from Second to Third Avenues.&lt;br /&gt;
Gerardi said the Midtown Lot is an easier location for the vendors and the attendees.&lt;br /&gt;
"It's a good spot for us; we're planning on staying there," she said.&lt;br /&gt;
Gerardi said since many of the customers return to the market on Saturdays, it has become a social event as well. Most of the customers return to a vendor, but there are also new customers who have heard of the farmers market, or are from out of town.&lt;br /&gt;
The farmers market serves as a social event where friends are meeting friends and purchase fresh produce that is grown locally.&lt;br /&gt;
"It's local; it's fresh; it's a social event," Gerardi said. "It's a nice camaraderie."&lt;br /&gt;
The Warren County Master Gardeners will be at the Warren Farmers Market this Saturday. There will be volunteers available to answer gardening questions. Celia Knapp, a Master Gardener, will also be available to talk about the iris borer.&lt;br /&gt;
The iris borer is a nocturnal moth that turns into a grub that will eat the Iris leaves and bulbs, Knapp said.&lt;br /&gt;
She will discuss the devastating affects the iris borer can have on bearded iris and Siberian iris, and how gardeners can control the pest.&lt;br /&gt;

It is customary for film festivals to give film-makers and jurist complimentary bags to the participants.  It is extremely important for our festival because film makers, Jurist, and workshop personnel are usually paid to attend festivals.  Since this is our inaugural festival there was no such funds this year to compensate the participants but they have agreed to participate anyway. &lt;/div&gt;&lt;div class="ecxyiv103197342MsoNormal"&gt;&lt;/div&gt;&lt;div class="ecxyiv103197342MsoNormal"&gt;What we are requesting are any items that the Main street stores are willing to donate for the filmmaker bags.  There are 50 bags we are assembling and any donations would be welcomed (i.e. coupon for free coffee or discounted meals even little things). &lt;/script&gt; &lt;/div&gt;&lt;div class="entry-content" id="storyBody"&gt;There wasn't much about Saturday night at Betts Park that wasn't perfect. You couldn't have asked for better weather, food, entertainment - and for organizers of Warren's Ribfest - a bigger crowd.&lt;br /&gt;
The cheer that went up when country music recording star Aaron Tippin took the stage was deafening, the apogee of a festival that began Wednesday and wrapped up with Tippin and a winning ticket for a $32,000 chopper built by Sikx Gun Chopper of Warren.&lt;br /&gt;
Jennifer Rossey, event coordinator, said estimates were between 8,000 and 9,000 people turned out for the free Aaron Tippin concert that culminated the festival.&lt;br /&gt;
"People were parked everywhere; it was like the (Fourth of July) fireworks," Rossey said.&lt;br /&gt;
Overall, she said, "There were a lot of people and a lot of motorcycles. It was crowded everywhere."&lt;br /&gt;
If there was one thing she said she could change, it would have been a bit cooler throughout the festival. "I'd probably change the weather next year," although that likely won't be one of the options when the Ribfest committee meets for a post-mortem on the event.&lt;br /&gt;
"I didn't hear any major complaints," she said, adding that the ribbers really liked the lunches downtown. That service will definitely be coming back next year.&lt;br /&gt;
She gave particularly high marks to the Warren Police Department and the Warren County Sheriff's Department for providing services during the dam ride and throughout the Ribfest. "They were awesome. They planned for any possible thing that could go wrong."&lt;br /&gt;
My Happy Place was named the overall Master Ribber in the official judging and took first place for ribs. Second went to Two Fat Guys and third to Smokin' Joe's Hog Wild Barbecue. In the sauce competition, Smokin' Joe's was first, Dean Wells' Hog Wild Barbecue was second and My Happy Place was third. Dean Wells' Hog Wild BBQ took the People's Choice Award.&lt;br /&gt;
This year's Ribfest had a veterans theme, and Saturday morning more than 500 motorcycles formed up for the Hometown Hero's 'Thank A Vet' Dam Run.&lt;br /&gt;
Motorcycles of all kinds lined both sides of the entire length of the eastern part of the parking lot. The western end of the parking lot was jammed with hundreds of bikes in several rows, for the ride organized by Sikx Gun Choppers.&lt;br /&gt;
The highlight of the ride was crossing the dam, which is usually closed to all traffic.&lt;br /&gt;
Proceeds from the event went to the Warren County Veterans Affairs emergency fund, and that was another major draw for the event.&lt;br /&gt;
"We're here to support veterans, "Sue Winger of Mead Township said. "We have a lot of family members who are veterans and who are currently serving."&lt;br /&gt;
"You gotta do what you can to support the veterans,"Air Force veteran Tim Winger said.&lt;br /&gt;
He suggested people take a moment now and then to thank a vet.&lt;br /&gt;
The riders set off from Betts at about 11 a.m. The long procession was escorted by Warren County Sheriff's deputies.&lt;br /&gt;
Before riding onto the dam, each rider was required to show identification that was handed out prior to the event. Appropriately, it was a dog tag.&lt;br /&gt;
The U.S. Army Corps of Engineers approved the crossing of the dam for the event in part because other agencies were available and willing to provide additional security, according to Resource Manager Rodney Daum.&lt;br /&gt;
In addition to the sheriff's office, law enforcement agents from the Allegheny National Forest were at the dam to assist.&lt;br /&gt;
City of Warren Police were in force at Betts Park.&lt;br /&gt;

It was great to hear what his program can offer us in terms of training and support. We anticipate offering training in August and September for The Warren Main Street Board of Directors along with other non-profit board members who would like to attend. These trainings can be provided in two full days or four half days. We are leaning toward two full days during the week, most likely spread out over a couple of weeks. Bill will also come back to provide training to our committee members that is specific to their mission for our Main Street Program. These trainings are chosen from a list provided to each committee. So they can chose trainings that they believe will meet their needs the best. Our committees include: Organization, Promotion, Economic Development &amp;amp; Design. We are really excited to be moving forward with our Main Street Program through the work that we are doing with our first promotional event: "Liberty Rocks" a Street Music Festival to be held on Saturday the 2nd of July from Noon to 8 PM on Liberty Street in downtown Warren and through assisting with Rib Fest the Warren Main Street well established, this is the 8th year, fundraising event to be held at Betts Field July 20th through the 23rd. &lt;/span&gt;&lt;/div&gt;&lt;div class="blogger-post-footer"&gt;&lt;img width='1' height='1' src='https://blogger.googleusercontent.com/tracker/414895621262899479-8505282699923859497?l=warrenmainstreetprogram.blogspot.com' alt='' /&gt;&lt;/div&gt;
