The Marijuana Tax Act of 1937.

After two years of secret planning, Anslinger brought his plan to Congress — complete with a scrapbook full of sensational Hearst editorials, stories of ax murderers who had supposedly smoked marijuana, and racial slurs.

It was a remarkably short set of hearings.

The one fly in Anslinger’s ointment was the appearance by Dr. William C. Woodward, Legislative Council of the American Medical Association.

Woodward started by slamming Harry Anslinger and the Bureau of Narcotics for distorting earlier AMA statements that had nothing to do with marijuana and making them appear to be AMA endorsement for Anslinger’s view.

He also reproached the legislature and the Bureau for using the term marijuana in the legislation and not publicizing it as a bill about cannabis or hemp. At this point, marijuana (or marihuana) was a sensationalist word used to refer to Mexicans smoking a drug and had not been connected in most people’s minds to the existing cannabis/hemp plant. Thus, many who had legitimate reasons to oppose the bill weren’t even aware of it.

Woodward went on to state that the AMA was opposed to the legislation and further questioned the approach of the hearings, coming close to outright accusation of misconduct by Anslinger and the committee:

“That there is a certain amount of narcotic addiction of an objectionable character no one will deny. The newspapers have called attention to it so prominently that there must be some grounds for [their] statements [even Woodward was partially taken in by Hearst's propaganda]. It has surprised me, however, that the facts on which these statements have been based have not been brought before this committee by competent primary evidence. We are referred to newspaper publications concerning the prevalence of marihuana addiction. We are told that the use of marihuana causes crime.

But yet no one has been produced from the Bureau of Prisons to show the number of prisoners who have been found addicted to the marihuana habit. An informed inquiry shows that the Bureau of Prisons has no evidence on that point.

You have been told that school children are great users of marihuana cigarettes. No one has been summoned from the Children’s Bureau to show the nature and extent of the habit, among children.

Inquiry of the Children’s Bureau shows that they have had no occasion to investigate it and know nothing particularly of it.

Inquiry of the Office of Education— and they certainly should know something of the prevalence of the habit among the school children of the country, if there is a prevalent habit— indicates that they have had no occasion to investigate and know nothing of it.

Moreover, there is in the Treasury Department itself, the Public Health Service, with its Division of Mental Hygiene. The Division of Mental Hygiene was, in the first place, the Division of Narcotics. It was converted into the Division of Mental Hygiene, I think, about 1930. That particular Bureau has control at the present time of the narcotics farms that were created about 1929 or 1930 and came into operation a few years later. No one has been summoned from that Bureau to give evidence on that point.

Informal inquiry by me indicates that they have had no record of any marihuana of Cannabis addicts who have ever been committed to those farms.

The bureau of Public Health Service has also a division of pharmacology. If you desire evidence as to the pharmacology of Cannabis, that obviously is the place where you can get direct and primary evidence, rather than the indirect hearsay evidence.”

Committee members then proceeded to attack Dr. Woodward, questioning his motives in opposing the legislation. Even the Chairman joined in:

The Chairman: If you want to advise us on legislation, you ought to come here with some constructive proposals, rather than criticism, rather than trying to throw obstacles in the way of something that the Federal Government is trying to do. It has not only an unselfish motive in this, but they have a serious responsibility.

Dr. Woodward: We cannot understand yet, Mr. Chairman, why this bill should have been prepared in secret for 2 years without any intimation, even, to the profession, that it was being prepared.

After some further bantering…

The Chairman: I would like to read a quotation from a recent editorial in the Washington Times:

The marihuana cigarette is one of the most insidious of all forms of dope, largely because of the failure of the public to understand its fatal qualities.

The Nation is almost defenseless against it, having no Federal laws to cope with it and virtually no organized campaign for combating it.

The result is tragic.

School children are the prey of peddlers who infest school neighborhoods.

High school boys and girls buy the destructive weed without knowledge of its capacity of harm, and conscienceless dealers sell it with impunity.

This is a national problem, and it must have national attention.

The fatal marihuana cigarette must be recognized as a deadly drug, and American children must be protected against it.

That is a pretty severe indictment. They say it is a national question and that it requires effective legislation. Of course, in a general way, you have responded to all of these statements; but that indicates very clearly that it is an evil of such magnitude that it is recognized by the press of the country as such.

And that was basically it. Yellow journalism won over medical science.

The committee passed the legislation on. And on the floor of the house, the entire discussion was:

Member from upstate New York: “Mr. Speaker, what is this bill about?”

Speaker Rayburn: “I don’t know. It has something to do with a thing called marihuana. I think it’s a narcotic of some kind.”

“Mr. Speaker, does the American Medical Association support this bill?”

Member on the committee jumps up and says: “Their Doctor Wentworth[sic] came down here. They support this bill 100 percent.”

And on the basis of that lie, on August 2, 1937, marijuana became illegal at the federal level.

The entire coverage in the New York Times: “President Roosevelt signed today a bill to curb traffic in the narcotic, marihuana, through heavy taxes on transactions.”

Anslinger as precursor to the Drug Czars

Anslinger was essentially the first Drug Czar. Even though the term didn’t exist until William Bennett’s position as director of the White House Office of National Drug Policy, Anslinger acted in a similar fashion. In fact, there are some amazing parallels between Anslinger and the current Drug Czar John Walters. Both had kind of a carte blanche to go around demonizing drugs and drug users. Both had resources and a large public podium for their voice to be heard and to promote their personal agenda. Both lied constantly, often when it was unnecessary. Both were racists. Both had the ear of lawmakers, and both realized that they could persuade legislators and others based on lies, particularly if they could co-opt the media into squelching or downplaying any opposition views.

Anslinger even had the ability to circumvent the First Amendment. He banned the Canadian movie “Drug Addict,” a 1946 documentary that realistically depicted the drug addicts and law enforcement efforts. He even tried to get Canada to ban the movie in their own country, or failing that, to prevent U.S. citizens from seeing the movie in Canada. Canada refused. (Today, Drug Czar John Walters is trying to bully Canada into keeping harsh marijuana laws.)

The Effects of Criticism on Relationships

Again and again in my work with couples I see the destructive effect criticism can have on a relationship. In this article I would like to explore what my three favorite relationship experts have to say about criticism and its effects on relationships.

Drs. John & Julie Gottman

The therapists who have done the most research on the effects of criticism on relationships were undoubtedly Drs. John and Julie Gottman. The two are famous for their “love lab,” in which hundreds of couples were screened, interviewed and observed over the course of two decades. As a result of their research the Gottmans could predict in less than five minutes, with 90 percent accuracy, if a couple was going to stay together or divorce.

They came up with a metaphor to describe four communication styles that can predict the end of a relationship. They termed them “The Four Horsemen” — a phrase coined after the Four Horsemen of the Apocalypse from the New Testament, depicting the end of time.

For the purposes of this article I will only be focusing on the first and second of these “horsemen.”

Criticizing your partner is different than offering a critique or voicing a complaint. Critiques and complaints tend to be about specific issues, whereas criticism has to do with attacking your partner’s character and who they are.

For example, a complaint might be: “We haven’t gone on vacation together in so long! I’m tired of hearing about our money troubles!” Here we see a specific issue being addressed that is a problem for one partner.

A criticism might go something like this: “You never want to spend money on us! It’s your fault we can never go away together because you spend all our money on useless things!” This is an outright attack on the partner’s character. It is guaranteed to put them in defensive mode and sets the tone for war.

The main problem with criticism is that it can pave the way for the worst of the horsemen — contempt.

Contempt is about holding your partner in a negative light without giving them the benefit of the doubt. The contemptuous partner is usually attacking from a place of superiority. This can send their partner the message that they are not liked, appreciated, understood or respected. This does little to create a safe, secure and trusting bond in the relationship. The tragedy is that when parents model this negative type of bonding it creates an enormous amount of insecurity and anxiety for their children.

Treating your partner with contempt is the single greatest predictor of divorce, according to Dr. Gottman’s work. It is by far the most destructive of the four communication styles.

Stan Tatkin

Stan Tatkin, who created a psychobiological approach to couples therapy (known as PACT), is another well-known clinical expert and researcher on couples. He describes in great detail how the brain can be wired for both war and love but points out that our brains are not necessarily that good at this thing called love:

“The brain’s wired first and foremost for war rather than love. Its primary function is to ensure we survive as individuals and as a species and it is very, very good at this.” (1)

Tatkin talks about the importance for couples to foster the “couple bubble” in order to counteract this tendency toward war. This is the intimate world of the relationship where you and your partner let each other know that the relationship is a secure and safe haven. It gives the message that your partner can be your go-to person under stress or duress, that your partner has your back, cares about you and will protect you. Couples that know how to foster a “couple bubble” will have a relationship that truly thrives.

Contempt and relentless criticism put a couple at war with each other. This is the opposite of the couple bubble. Smart partners who want to create a strong and happy relationship need to do all that they can to preserve and foster a strong couple bubble.

Emotionally Focused Therapy (EFT)

EFT was created by Sue Johnson, who Dr. Gottman called “the best couples therapist in the world.” In this model, criticism is seen as part of what’s called “the negative cycle.” The negative cycle is an interaction cycle between two people that, when left unchecked, can create an enormous amount of distance and disconnection in a relationship.

In the EFT approach the focus would be on what the emotion is that underlies and fuels the criticism. The underlying feeling is what needs to be addressed in order to defuse the negative cycle. The goal of EFT is to get to the softer, more vulnerable feelings underlying the negative cycle.

In Stan Tatkin’s language, the goal would be to access the loving brain underneath the warring brain. In order to access the softer underbelly of sometimes vicious fights, it is important to create an emotionally safe environment for exploration. In the beginning, this is often most of what I am doing with my couples: creating an emotionally safe space to explore the feelings that underlie their negative and reactive cycles. Naming the more tender and vulnerable feelings underneath the negative cycle is the first step out of it.

George and Beth

One of my couples came in exhausted from their endless, circular fighting. Their negative cycle went something like this: George would get critical and Beth would become defensive. Then, in order to get his point across, George would become more critical, which just made Beth more defensive. Around and around they would go on their not-so-merry-go-round.

What finally broke their negative cycle was when George started to access what was going on for him just before he started to become critical. He saw Beth as someone who had a lot of things going on all the time, and he didn’t feel like that much of a priority to her, which felt hurtful. Instead of letting Beth know how important she was to him and how much he missed quality time together, he would attack her with criticisms. This way he would get her attention but in a very negative way.

Unfortunately, this is exactly what his parents had modeled for him. When Beth was able to witness the hurt that lay under his critical attacks, she was able to come forward and offer reassurance about her love for him. George, secure in Beth’s love for him, became far less critical and better at asking for what he really needed. This couple was well on their way to repairing their relationship and creating a strong couple bubble.

All relationships have some conflict and disappointments. This is actually healthy. Conflicts and disappointments don’t have to destroy a relationship. It is how the couple handles them that matters.

Couples who can avoid the four horsemen and come together skillfully (à la the Gottmans), couples who can access their loving brain versus their warring brain even under duress (à la Dr. Tatkin), and couples who can speak to the vulnerability that underlies their reactivity (à la EFT) are all couples who will thrive, even under stressful circumstances.

Lace Crowns -- Quick Microwave Method

makes ONE 18" crown

1/2 yard crocheted lace
(Also look for "Cluny Lace" or "Dyeable Cotton Lace". You can find the lace I used for these crowns
Fabric Stiffener (I used Aleene's Stiffen Quick)
Small bowl
Tacky Glue
1 sheet posterboard
scissors
clear packing tape
paper plate or parchment paper
thin butterknife or offset spatula
sewing pin
Gold or silver metallic paint**
Rubber gloves
Paint brush
Hot glue gun or a jewelry adhesive (I used Aleene's Platinum Bond Glass & Bead)
Vintage jewelry, rhinestones, jeweled scrapbook trim, etc...

I tried other types of lace, including some vintage lace, but found that crocheted lace is the sturdiest and least likely to burn in the microwave. The lace sold at my local "Beverly's" chain came in several colors. The white works well for a silver crown, and the beige is a good choice for a gold crown.

Step 1: Place lace in a small bowl and cover with fabric stiffener. Soak for 15 minutes.

Step 2: While lace is soaking, prepare a crown form by cutting a 20" x 4" strip of posterboard. If using a smaller piece, cut two 10.5" x 4" pieces. Overlap by a 1/2" and tape together on the front and back.

Step 3: Roll the posterboard in to a tube, 17.5" in circumference, and secure with packing tape.

Step 4: Remove lace from bowl, allowing excess to gently drip back in to the bowl. Return excess stiffener to the original bottle. Wrap the wet lace around the base of the posterboard form. I used a spot of tacky glue to hold the overlapping ends of the lace together.

Step 5: Put crown and form on a paper plate or piece of parchment. Microwave on high power for 30 seconds. There may be some crackling sounds in this initial phase. Continue to microwave in 30 second increments (depending on the power of your microwave, you might be able to go up to a max of 1 minute increments), until the lace is dry to the touch.

Step 6: Remove plate from microwave and completely spray the crown (while still on the form) with stiffener. Return to microwave and microwave in short increments till it is dry to the touch.

Step 7: Repeat the process of spraying and drying until you've achieved the desired level of stiffness. For me, I found that 7 spray/dry cycles was sufficient.

Step 8: Remove crown from the form. You may need to slide a butterknife or offset spatula underneath to help loosen it. If some of the stiffener has closed up some of the holes in the lace, you can easily clean it out with the end of a pin.

Step 9: Return the crown to the plate and microwave for an additional 30 seconds to a minute. When removed from microwave, crown should be completely dry and stiff. Set the crown aside while you set up your paint.

This is my favorite brand for metallic paints. I purchased mine at Michael's crafts. They run around $10 a bottle, but the effect is well worth it. The gold and silver shine like the genuine article.

Step 10: Wearing rubber gloves to keep your hands clean, paint the crown, inside and out. Do not be surprised when the crown goes soft with the application of the wet paint. It will stiffen, harder than ever, when it dries.

Step 11: Gently slide the wet crown back on to the posterboard form. Set aside to dry. You can use a hairdryer to help speed up the process, but DO NOT return the crown to the microwave.

Step 12: When crown is dry, attach bits of glitz and finery with a hot glue gun or jewelry glue. I used bits of broken vintage jewelry that I dismantled with the help of tin snips.

The only trouble is, they're so lovely that they're hard to part with!

Colored Chalkboard Paint

Making your own colored chalkboard paint is nothing new. The first recipe I found was from Martha Stewart and it worked for me. Since then, I’ve made the recipe a few times, but now I eyeball the amount of unsanded grout I use until it has a cake batter consistency.

The first time I made the chalkboard paint, I freaked out a little because it was so lumpy. But, after working with the recipe several more times, I realized that this is somewhat normal. I figured you might like to see a little video clip showing the consistency of the colored chalkboard paint.

Recipe for Colored Chalkboard Paint:

1 cup latex or acrylic paint (flat or satin sheen)
2 tbsp unsanded grout
bowl to mix in
paint brush
stirring stick for paint

Mix paint and a small amount of grout in a bowl. Add more grout until you get a cake batter consistency. Break up as many clumps of the grout as you can. Mix until most of the lumps have disappeared.

One thing you should know is that there will be lumps in your paint. Do the best to stir them out as best as you can. But, ultimately as you start to spread the paint on the surface you are painting, the grout chunks will smooth out. Trust me, don’t freak out.

Paint your pre-primed surface and let it dry. Add a second coat if needed. Season the chalkboard surface by rubbing the side of a piece of chalk over the surface. Wipe it off with a DRY rag.

Write your message and rejoice that you made your own chalkboard paint!

Cover in lace doilies, paint, add a votive candle, and remove the top for a perfect mason jar luminary.

Balloon-Dipped Mason Jars

1. Fold your balloon in half, the long lengthwise and snip about a quarter inch off the top.

2. Cut off the skinny “stem” of the balloons.

3. Pull over the bottom of your jar and up the sides.

4. That’s all!

Warren Haynes, the Allman Brothers Band guitarist, routinely plays with the surviving members of the Grateful Dead, touring as The Dead. It's the spring of 2009, he's just finished a Dead show in Washington, D.C., and he gets a pop quiz from The Huffington Post.

Where does "420" come from?

He pauses and thinks, hands on his sides. "I don't know the real origin. I know myths and rumors," he says. "I'm really confused about the first time I heard it. It was like a police code for smoking in progress or something. What's the real story?"

Wavy Gravy is a hippie icon with his own ice cream flavor who has been hanging out with the Dead for decades. HuffPost spots him outside the same concert. Asked about the term 420, he suggests it began "somewhere in the foggy mists of time. What time is it now? I say to you, 'Eternity now.'"

Depending on whom you ask or their state of inebriation, there are as many varieties of answers as strains of medical bud in California. It's the number of active chemicals in marijuana. It's teatime in Holland. It has something to do with Hitler's birthday. It's those numbers in that Bob Dylan song multiplied.

The origin of the term 420, celebrated around the world by pot smokers every April 20, has long been obscured by the clouded memories of the folks who made it a phenomenon.

It starts with the Dead.

It was Christmas week 1990 in Oakland. Steven Bloom was wandering through The Lot, that timeless gathering of hippies that springs up in the parking lot before every Grateful Dead concert, when a Deadhead handed him a yellow flyer.

"We are going to meet at 4:20 on 4/20 for 420-ing in Marin County at the Bolinas Ridge sunset spot on Mt. Tamalpais," read the message, which Bloom dug up and forwarded to HuffPost. Bloom, then a reporter for High Times magazine and now the publisher of CelebStoner.com and co-author of "Pot Culture," had never heard of "420-ing" before.

The flyer came complete with a 420 backstory: "420 started somewhere in San Rafael, California in the late '70s. It started as the police code for Marijuana Smoking in Progress. After local heads heard of the police call, they started using the expression 420 when referring to herb -- Let's Go 420, dude!"

Bloom reported his find in the May 1991 issue of High Times, which the magazine found in its archives and provided to HuffPost. The story, though, was only partially right.

The origin of 420 had nothing to do with a police code, though the San Rafael part was dead-on. A group of five San Rafael High School friends known as the Waldos -- by virtue of their chosen hangout spot, a wall outside the school -- coined the term in 1971.

The Waldos never envisioned that pot smokers the world over would celebrate each April 20 as a result of their foray into the Point Reyes forest. The day has managed to become something of a national holiday in the face of official condemnation. Officials at the University of Colorado at Boulder and the University of California, Santa Cruz, which boast two of the biggest "smokeouts," pushed back in 2009 in typical fashion. "As another April 20 approaches, we are faced with concerns from students, parents, alumni, Regents, and community members about a repeat of last year's 4/20 'event,'" wrote Boulder's chancellor in a letter to students. "On April 20, 2009, we hope that you will choose not to participate in unlawful activity that debases the reputation of your University and degree, and will encourage your fellow Buffs to act with pride and remember who they really are."

But the Cheshire cat is out of the bag. Students and locals will show up around four, light up at 4:20 and be gone shortly thereafter. No bands, no speakers, no chants. Just a bunch of people getting together and getting stoned.

THE FIVE WALDOS

Today the code often creeps into popular culture and mainstream settings. Some of the clocks in "Pulp Fiction," for instance, are set to 4:20. A "Price Is Right" contestant won YouTube celebrity by bidding either $420 or $1,420 for everything. In 2003, when the California Legislature codified the medical marijuana law that voters had approved, the bill was named SB 420.

"We think it was a staffer working for [lead Assembly sponsor Mark] Leno, but no one has ever fessed up," says Steph Sherer, head of Americans for Safe Access, which lobbied on behalf of the bill.

California legislative staffers spoken to for this story say that the 420 designation remains a mystery, but that both Leno and the lead Senate sponsor, John Vasconcellos, are hip enough that they must have known what it meant. Vasconcellos says he has no idea how it got the number 420 and wouldn't have known what it meant at the time. (If you were involved with SB 420 and know the story, email me.)

The code also pops up in Craigslist postings when fellow smokers search for "420 friendly" roommates. "It's just a vaguer way of saying it, and it kind of makes it kind of cool," says Bloom, the pot journalist. "Like, you know you're in the know, but that does show you how it's in the mainstream."

The Waldos have proof, however, that they used the term in the early '70s. When HuffPost spoke with the men in 2009, they requested anonymity, preferring to go by the names they call each other -- Waldo Steve, Waldo Dave, Waldo Mark, etc. Pot was still, after all, illegal.

Since then, however, California has decriminalized possession of marijuana so that getting snagged costs little more than a parking ticket. Medical marijuana shops dot the landscape, and the plant has become dramatically more culturally acceptable.

In the spring of 2012, they agreed to go on the record with HuffPost.

"The baby boomers have been taking over. People are dying off. The generations behind them are fine," explains Steve Capper.

"I think I read recently a poll where somewhere like 47 percent of the American public are okay with marijuana," says Dave Reddix. (In March 2012, a Rasmussen poll found 47 percent of Americans support legalization of marijuana.)

Mark Gravitch also agreed to be identified. The other two aren't yet ready.

The Waldos' story goes like this: One day in the fall of 1971 -- harvest time -- the Waldos got word of a Coast Guard service member who could no longer tend his plot of marijuana plants near the Point Reyes Peninsula Coast Guard station. A treasure map in hand, the Waldos decided to pluck some of the free bud.

The Waldos, who were all athletes, agreed to meet at the statue of Louis Pasteur outside the school at 4:20 p.m., after practice, to begin the hunt.

"We would remind each other in the hallways we were supposed to meet up at 4:20. It originally started out 4:20-Louis, and we eventually dropped the Louis," Capper, 57, says.

The first forays were unsuccessful, but the group kept looking for the hidden crop. "We'd meet at 4:20 and get in my old '66 Chevy Impala, and, of course, we'd smoke instantly and smoke all the way out to Point Reyes and smoke the entire time we were out there. We did it week after week," says Capper. "We never actually found the patch."

But they did find a useful codeword. "I could say to one of my friends, I'd go, '420,' and it was telepathic. He would know if I was saying, 'Hey, do you wanna go smoke some?' Or, 'Do you have any?' Or, 'Are you stoned right now?' It was kind of telepathic just from the way you said it," Capper says. "Our teachers didn't know what we were talking about. Our parents didn't know what we were talking about."

WITH A LITTLE HELP FROM THE DEAD

It's one thing to identify the origin of the term. But Wikipedia and Urban Dictionary already included references to the Waldos by 2009, when HuffPost first wrote this account. The bigger question: How did 420 spread from a circle of California stoners across the globe?

As fortune would have it, the collapse of San Francisco's hippie utopia in the late '60s set the stage. As speed freaks, thugs and con artists took over The Haight, the Grateful Dead packed up and moved to the Marin County hills, just blocks from San Rafael High School.

"Marin County was kind of ground zero for the counterculture," says Capper.

The Waldos had more than a geographic connection to the Dead. Mark Gravitch's father took care of real estate for the Dead. And Dave Reddix's older brother, Patrick, managed a Dead sideband and was good friends with bassist Phil Lesh. Patrick Reddix tells HuffPost that he smoked with Lesh on numerous occasions. He couldn't recall if he used the term 420 around Lesh, but guessed that he must have.

The Dead, recalls Dave Reddix, 57, "had this rehearsal hall on Front Street, San Rafael, California, and they used to practice there. So we used to go hang out and listen to them play music and get high while they're practicing for gigs. But I think it's possible my brother Patrick might have spread it through Phil Lesh. And me, too, because I was hanging out with Lesh and his band [as a roadie] when they were doing a summer tour my brother was managing."

The bands that Patrick managed for Lesh were called Too Loose to Truck and Sea Stones; they featured not only Lesh but rock legend David Crosby and acclaimed guitarist Terry Haggerty.

The Waldos also had open access to Dead parties and rehearsals. "We'd go with [Mark's] dad, who was a hip dad from the '60s," says Capper. "There was a place called Winterland, and we'd always be backstage running around or on stage and, of course, we're using those phrases. When somebody passes a joint or something, 'Hey, 420.' So it started spreading through that community."

Lesh, walking off stage after a Dead concert in 2009, confirms that Patrick Reddix is a friend and says he "wouldn't be surprised" if the Waldos had coined 420. He isn't sure, he says, the first time he heard it. "I do not remember. I'm very sorry. I wish I could help," he says.

As the Grateful Dead toured through the '70s and '80s, playing hundreds of shows a year, the term spread though the Dead underground. Once High Times got hip to it, the magazine helped take it global.

"I started incorporating it into everything we were doing," Steve Hager, then editor of High Times, tells HuffPost in 2009. "I started doing all these big events -- the World Hemp Expo Extravaganza and the Cannabis Cup -- and we built everything around 420. The publicity that High Times gave it is what made it an international thing. Until then, it was relatively confined to the Grateful Dead subculture. But we blew it out into an international phenomenon."

Sometime in the early '90s, High Times wisely purchased the web domain 420.com.

The Waldos say that it took just a few years for the term to spread throughout San Rafael and start cropping up elsewhere in the state. By the early '90s, it had penetrated far enough that Dave Reddix and Steve Capper began hearing people use it in unexpected places -- Ohio, Florida, Canada -- and spotted it painted on signs and scratched into park benches.

In 1998, the Waldos decided to set the record straight and got in touch with High Times.

"They said, 'The fact is, there is no 420 [police] code in California. You guys ever look it up?'" Bloom recalls. He had to admit that, no, he had never looked it up. Hager flew out to San Rafael, met the Waldos, examined their evidence, spoke with others in town, and concluded they were telling the truth.

"No one's ever been able to come up with any use of 420 that predates the 1971 usage, which they had established. So unless somebody can come up with something that predates them, then I don't think anybody's going to get credit for it other than them," Hager says.

THEIR 420 STASH

The Waldos have evidence to back up their story, now stashed away in a vault in a San Francisco bank. Reddix, Gravitch, Capper and another high school friend, Patty Young, gave HuffPost a tour of the vault, where they keep a flag with 420 stitched onto it, letters, newspaper clippings and other pieces of memorabilia.

The men remain positively giddy about their impact on an international subculture. "Attention, ladies and gentlemen, the Waldos are here!" exclaims Reddix outside downtown San Francisco's flagship Wells Fargo. He picks up a plastic "Caution, Wet Floor" sign to use as a megaphone. "You are witnessing history!"

And there it all is: A clipping from a 1970s issue of San Rafael High's school newspaper, in which a student claimed the one thing he'd want to say in front of his graduating class was simply "4-20." A letter postmarked 1975, from Waldo Dave to Waldo Steve, rife with 420 references. The official 420 flag, which Young tie-dyed in her art class.

The bank teller watches as the Waldos show off their archives. "Do you know what 420 means?" Capper asks him.

The teller pauses, then grins sheepishly. "Yes, sir," he says.

The Waldos are slightly conflicted about what to do next. Reddix is gung-ho about telling the story widely and publicly. Capper is more circumspect, worried that releasing too much would cost them future commercial possibilities.

The Waldos are considering a documentary, a dictionary of the rest of their slang and whatever else might be out there for five guys who coined the term 420 four decades ago.

"I still have a lot of friends who tell their friends that they know one of the guys that started the 420 thing. So it's kind of like a cult celebrity thing. Two years ago I went to the Cannabis Cup in Amsterdam. High Times magazine flew me out," says Reddix.

But "we never made a dime on the thing," he says, half boasting, half lamenting.

Reddix is now a credit analyst, with a side interest in filmmaking that led to the documentary "Roots Music Americana." He works for Capper, who owns a specialty lending institution and lost money to the con artist Bernie Madoff. When we spoke in 2009, Capper was spending more time composing angry letters to the Securities and Exchange Commission than he did getting high.

The other three Waldos have also been successful, says Capper, who notes he keeps in close touch with them all. One is head of marketing for a Napa Valley winery. Another is in printing and graphics. Gravitch is an operations manager in the construction industry.

"I've got to run a business. I've got to stay sharp," says Capper, explaining why he rarely smokes pot anymore. "Seems like everybody I know who smokes daily or many times in a week, it seems like there's always something going wrong with their life, professionally or in their relationships or financially or something. It's a lot of fun, but it seems like if someone does it too much, there's some karmic cost to it."

"I never endorsed the use of marijuana. But hey, it worked for me," says Reddix. "I'm sure on my headstone it'll say, 'One of the 420 guys.'"

You Will Need:

4 - 3oz Boxes of Jell-O in different colors

14oz can of Sweetened Condensed Milk

2 Envelopes Knox Unflavored Gelatin

1/2 Cup Cold Water

1 1/2 Cups Boiling Water

Jell-O Egg Molds (for eggs) or a loaf pan (for slices) or 9x13 glass pan (for squares)

Directions:
Make Jell-O according to package directions. Pour into separate pans and let chill in fridge, at least 3 hours.
Cut Jell-O into small blocks and mix flavors together. For Eggs, place blocks in Jell-O Egg Mold & close. For Squares, place blocks in 9x13 pan & for slices, place blocks in loaf pan.
Mix 2 envelopes of gelatin with 1/2 cup cold water until gelatin "blooms". Then add 1 1/2 cups boiling water and let gelatin dissolve. Add can of condensed milk. Cool. After cooled, pour milk into top hole of Eggs or over blocks in 9x13 pan. Chill at least 3 hours, preferably overnight.
Slice the Jell-O into blocks, cubes or remove eggs from mold & enjoy!

An asteroid the size of three football fields is set to make a close brush of Earth on Monday (Feb. 17), and you can watch the flyby in a live webcast.

Near-Earth asteroid 2000 EM26 poses no threat of actually hitting the planet, but the online Slooh Space Camera will track the asteroid as it passes by Earth on Monday. The live Slooh webcast will start at 9 p.m. EST (0200 Feb. 18 GMT), and you can also watch the webcast directly through the Slooh website.

You can also watch the asteroid broadcast live on Space.com. Scientists estimate that 2000 EM26 is about 885 feet (270 meters) in diameter, and it is whizzing through the solar system at a break-neck 27,000 mph (12.37km/s), according to Slooh. During its closest approach, the asteroid will fly about 8.8 lunar distances from Earth

Mandela served 27 years in prison, first on Robben Island, and later inPollsmoor Prison and Victor Verster Prison. An international campaign lobbied for his release, which was granted in 1990 amid escalating civil strife. Becoming ANC President, Mandela published his autobiography and led negotiations with President F.W. de Klerk to abolish apartheid and establish multiracial elections in 1994, in which he led the ANC to victory. He was elected President and formed a Government of National Unity in an attempt to defuse ethnic tensions. As President, he promulgated a new constitution and initiated the Truth and Reconciliation Commission to investigate past human rights abuses. Continuing the former government's liberal economic policy, his administration introduced measures to encourage land reform, combat poverty, and expand healthcare services. Internationally, he acted as mediator between Libya and the United Kingdom in the Pan Am Flight 103 bombing trial, and oversaw military intervention in Lesotho. He declined to run for a second term, and was succeeded by his deputy, Thabo Mbeki. Mandela subsequently became an elder statesman, focusing on charitable work in combating poverty and HIV/AIDSthrough the Nelson Mandela Foundation.

Mandela was a controversial figure for much of his life. Right-wing critics denounced him as a terrorist and communist sympathiser. He nevertheless gained international acclaim for his anti-colonial and anti-apartheid stance, having received more than 250 honours, including the 1993 Nobel Peace Prize, the US Presidential Medal of Freedom, and the Soviet Order of Lenin. He is held in deep respect within South Africa, where he is often referred to by his Xhosa clan name, Madiba, or as Tata ("Father"); he is often described as "the father of the nation". Mandela died following a long illness on 5 December 2013 at his home in Johannesburg.

Scientists say comet ISON is headed to the sun, and if it survives, the comet would be visible even in daylight from Earth.

CAPE CANAVERAL, Fla. — A recently discovered comet, dazzlingly bright even though it is still almost as far away as Jupiter, is racing toward a November rendezvous with the sun, officials said Tuesday.

If it survives the encounter — and that's a big if — the comet may be visible even in daylight in Earth's skies at the end of the year.

Discovered by amateur astronomers in September, comet ISON is about to reach the outer edge of the asteroid belt, located about 280 million miles from Earth, said William Cooke, lead scientist at NASA's Meteoroid Environment Office at the Marshall Space Flight Center in Huntsville, Ala.

The comet is shedding dust from its nucleus at a rate of more than 112,000 pounds per minute, the result of heating by the sun, observations from NASA's Swift telescope show.

That level of activity is unusual for a comet still so far away from the sun. It could spell its doom.

Preliminary measurements made with the Hubble Space Telescope, which captured an image of the comet that was released Tuesday, indicate comet ISON's body is no more than 4 miles in diameter.

The comet's nucleus will continue to shrink as it flies closer toward the sun and heats up. The rock-and-ice object could break up completely before it gets as close as 700,000 miles from the sun's surface Nov. 28.

A comet in the 1970s passed 10 times farther away than that and partly disintegrated, Cooke said.

"I doubt this thing is going to survive. I guess we won't know for sure until we look for it to come out from behind the sun," he said.

The comet was named for the International Scientific Optical Network, or ISON, telescope that made its discovery.

FRESNO, Calif. (KFSN) -- A new tool for families in Fresno is gaining popularity. It's a way to connect with your neighbors to share information about everything from crime trends to babysitter recommendations.

A neighborhood in Southeast Fresno is where Kasie Ferrare formed a neighborhood watch group several years ago. Nowadays, meetings have been replaced by internet postings about what's going on in the neighborhood. The website is available 24 hours a day, for free. By the growing number of neighbors logging on, many are finding it's easy and convenient to be informed.

"If someone is shooting off fireworks at 2 in the morning, which we have an issue with that sometimes, we'll post it. Try to figure out who it is, pinpoint the neighbor," said Ferrare. "If somebody is having a loud party, and it's really good too if you are having a loud party. A lot of people get on their and say hey, I'm going to have a party- if i am too loud, let me know."

Fresno Police Chief Jerry Dyer says nextdoor.com is a great way for officers to also notify neighbors about concerning trends, like car break ins. Officers will also be able to provide pertinent information to one specific area immediately. If the police helicopter is searching for a suspect or there's a ground search, neighbors can be told to stay inside.

Dyer said, "What we can do in advance of that or at the same time- we can send out an alert to all those neighbors within that particular neighborhood and let them know why we are there in the first place and what they can do to be on the lookout."

Last month, Kristine Walter used nextdoor.com when her neighbor died to let other neighbors know what happened and how they could reach out to the family.

"so this program serves a variety of purposes and it is unifying our neighbors," said Walter. "We're currently 110 strong and were looking to add another 50 to our site."

The websites co-founder says the site is also a place to post community events or services, but only neighbors who live near you can join in the conversation or post.

In order to be part of a group you have to be verified as living in that area. And although police can post, they are not able to see what neighbors are discussing.
