Traffic Menace is going worst in Chennai! Still to expect! No strict laws followed! No Strict rules implemented! Shocking state! Chennai City Traffic Police Need to do something sooner than later!!

Few examples:

Alwarpet to Anna Nagar - 9KM : Evening hours (6:00 PM onwards) takes minimum 2 hours to 2:30 hrs depends on traffic @ Radhakrishnan Salai, Nungambakkam High Road, Chetpet sterling junction!!

Anna Nagar West to Koyambedu which is just 3.0KM away takes anything between 30 mins to 1 hour!! Sometimes 2 hours too! Depends on mess created @ Thirumangalam Junction by buses (multiple buses) which dashes Jawaharlal nehru salai turning from second avenue in 5 to six lanes!!

Valluvarkottam to Vadapalani - 4 hrs max takes 1:30 hrs @ evening peak hours minimum!

Jawaharlal nehru salai from Thirumangalam junction towards Anna Nagar west depot was made as one way and no vehicles should come in the opposite direction, but everyday after 11:00pm, all the vehicles like lorries, buses, cars, dash with full speed on the NO ENTRY, Literately everyday my life is at stake!! few days back I just escaped from a racing Lorry into NO ENTRY! To my surprise i did saw one Traffic police office standing @ the NO ENTRY (@18th Main road junction) itself, I did asked him why you leave these people to pass thru' NO ENTRY but the officer's answer really shocked me!! He is telling that people like in Cars will oblige and follow the traffic rules but Lorries/buses they will not!!! If i stop they may hit and run!! He says he don't have options!! At this juncture, I just want to know should we follow the traffic rules or take the advice of police officers and enjoys rash driving!! I am really confused!!

Same way Anna Nagar, School road from SBOA School (CBSE) towards Jawaharlal Nehru Salai is also limited to take only left @ the signal as per new traffic diversions, but most of vehicles barge straight into the 17th Main Road cutting the Jawaharlal Nehru Salai, even though there is a police station very next to it, few police officers watching it daily!! They really don't care, This happens in the morning hours(school times 8:00 AM to 9:20 AM)!! Because these vehicles moving to next lane to avoid left turn barricades, vehicle going towards school are struck into big traffic mess!! This happens daily no one bothers about it!

Already Anna Nagar Traffic diversions making life worse and these things still making things worst!! Even educated people too do not want to follow the traffic rules! Shocking state of Indians!!

All these Mess/Menace are Majorly due to irresponsible, undisciplined vehicle commuters! This is high time for Government and Police to restrict to max possible oresle we will head for major traffic disorder soon!!

As quoted by Aristotle "At his best, man is the noblest of all animals; separated from law and justice he is the worst."

So make the law strictly followed to make these irresponsible better! Please do the needful! If this State continues like this, people who would love to follow traffic will also start follow these irresponsibles then you can expect the worst to happen in the road! before that happen please fix these!!

Anna Hazare! Lok Pal bill & Our Government!!!

After 60 years+ of Independence We are Still fighting for our rights! Shame! Shame!! Shame!! I don't see any big difference between British Rule and Congress Rule... Now I feel We would have been a developed state if we were still in British rule! Hope corruption wouldn't have been this much!!!

A Central minister whom we elected is tell us "An outsider can't dictate terms to us!!!" We voted him to power and now he is tell people of India as outside! Irony to the core!!

Another Minister says "Lok pal bill cant do anything!", Yes I understood, If you are in that panel of member who constitute bill, you will make sure Lok pal bill as useless stuff for sure!!

When Anna asks video recording of the discussion on lokpal bill constitution panel, why politicians are reluctant in doing so!! Are you frighten of leaving videos which show your real face!!!

One thing is clear! We need purna swaraj! Get these stinking politicians out of our democracy! I expect a by the people, for the people govt! We should fight for that! Which is the larger issue!!

Complaint filed by C.Umashankar IAS., against the State of Tamil Nadu

I was selected for appointment as an IAS Officer by the Union Public Service Commission against SC quota and allotted to Tamil Nadu cadre during 1990. I joined the Service on 20^thAugust 1990.
I state that during 1995 I was working as Additional Collector, (Development) and Project officer, District Rural Development Agency (DRDA), Madurai. There was misuse of funds allotted for construction of Cremation Sheds for Scheduled Castes and Scheduled tribes under Jawahar Rozgar Yojana (JRY). I refused to obey the illegal order of the then District Collector, Madurai Mr.P.R.Sampath IAS., to award the contract to a private contractor. A pubic interest litigation came to be filed in the Madras High Court. I filed an affidavit in the said writ petition narrating the true facts. (Annexure A[i]).
A Division Bench of Madras High Court, accepting the affidavit filed by me ordered a CBI enquiry in WP No.15929/1995. (Annexure B[ii]). The real accused in the scam are yet to be punished.
During 1996, the DMK was voted to power. The Government appointed me as Joint Vigilance Commissioner to peruse the files pertaining to high level corruption. I submitted several reports including 1) South India Shipping Corporation Share disinvestment scam (loss of Rs.200 crores) 2) Granite quarry lease scam (loss of about Rs.1000 crores) 3) Allotment of plots and houses of Tamil Nadu housing Board to fictitious persons (loss not estimated) 4) Purchase of 45000 TV antennas and boosters without following tender procedure and without ascertaining the actual need 5) Leasing of 20 acres of Coimbatore Medical College lands to Star hotel, club etc., in the name of women and child development at throwaway lease rent 6) Fraudulent grant of Patta for 7106 acres forest land in Megamalai forest village, Madurai/Theni district to one family etc.
I indicted several senior IAS officers including the ex Chief Secretary Mr.N.Narayanan IAS., Thiru.C.Ramachandran IAS., Dr.S.Narayan IAS., Thiru.Debandranath Sarangi IAS., former Chief Minister, Ministers and others.
To my dismay I found that no worth while action was taken against highly influential officials who were deeply involved in the corruption. I therefore requested the Government to relieve me from the post of Joint Vigilance Commissioner.
During February 1999 I was appointed as District Collector, Tiruvarur. I introduced e-governance in the district administration. This was the first of its kind in the whole of India. Tiruvarur was rated 20 years ahead of rest of India by leading News Paper – Times of India(Annexure C[iii]). The English weekly, THE WEEK, in its millennium edition chose me as the Bureaucrat from all over India who can make the life of Indians better in the new millennium(Annexure D [iv])
I submit that in the next general election, the DMK was defeated and the AIADMK came to power. I was sidelined and appointed as Commissioner for Disciplinary proceedings, an ex-cadre post.
The DMK was voted to power again in May, 2006. I was appointed as Managing Director of ELCOT, a state owned company. I introduced total transparency in the matter of award of contracts by introducing e-tender and also by introduction of a new method of tender evaluation by the bidding contractors themselves. I also introduced the use of large scale free and open source software in Government offices during this period.
While I was working in ELCOT, twice I was called by Tmt.Rajathi Ammal, wife of the Hon'ble Chief Minister of Tamil Nadu to her office at Alwarpet. I should have refused to meet her. However, by way of courtesy I met her in her office. She attempted to influence me to award contract to her men in the matter of purchase of 45000 fishermenwireless sets. I told her that only through e-tender contracts are finalised and I should not be disturbed.
I state that ELCOT along with another private limited company by name New Era Technologies Limited, controlled by one Thiagaraja Chettiar floated a joint venture company named ELNET Technologies Limited. The share of ELCOT in the new company is 26%. The share of New Era Technologies Limited is 24% and the remainder shares were subscribed by the public. This Joint venture company ELNET floated a 100% subsidiary company named ETL Infrastructure Private Limited with intention of floating an Information Technology Park cum Special Economic Zone at Pallikaranai, Chennai. The company owns 26 acres of land which had been given IT Special Economic Zone status by the Government of India. The company built 1.8 million square feet IT building in this IT- Park cum SEZ. The total value of the asset is more than Rs.700 crores. The said company mysteriously disappeared from the control of ELNET and ELCOT obviously with the connivance of former Chairman of ELCOT and political heavy weights. In my capacity as Managing Director, I was also the Chairman of ELNET. I wanted to probe the circumstances in which the ELCOT and ELNET lost control of ETL Infrastructure Limited. I circulated a special resolution to be moved in the Annual General Body meeting of the share holders of ELNET for removal of Unnamali Thiagarajan W/o Thigagraja Chettiar from the office of Managing Director of ELNET (Annexure-E[v]). The Annual General Body meeting of the shareholders of ELNET was to be held on 30^th July 2008.
I also sent special reports to the Government regarding the scam namely the mysterious disappearance of ETL Infrastructure Limited worth more than Rs.700 crores(Annexure-F[vi]). I wanted a probe in the role of Mr.Vivek Harinarayanan IAS., and Dr.C.Chandramouli IAS.,
I state while I was physically verifying and searching the records pertaining to the mysterious disappearance of ETL Infrastructure Limited in ELNET's office on 28^th July 2008, I received an order of transfer removing me from the post of MD, ELCOT and posting me as Managing Director of Tamil Nadu Industrial Investment Corporation Limited (TIIC) (Annexure G[vii]). I have reason to believe that it was a fraudulent transfer. The order of transfer was passed adverse to public interest and to help the said Thiagaraja Chettiar. It is perceived that Mr.M.K.Alagiri, Union Minister was responsible for my abrupt transfer from ELCOT.
While I was working in the TIIC, there was a feud between Maran brothers who own the Sun TV group of Television network and the family of Dr.Kalaignar Karunanidhi, the Hon'ble Chief Minster of Tamil Nadu. The feud between Maran brothers who have become very powerful and one of the richest in the country and M.K.Alagiri, the elder son of the Chief Minster was well known. The burning of Dinakaran News Paper office at Madurai and hurling of petrol bomb and death of 3 innocent persons in the murderous attack is also well known.
I state that the Hon'ble Chief Minister called me and ordered me to take assignment as Managing Director of Arasu Cable TV Corporation Limited. I told the Hon'ble Chief Minister that I would not be able to work under Dr.Chandramouli IAS., against whom I had submitted a report on the mysterious disappearance of ETL Infrastructure limited and also pledging of ELCOT's Joint Venture company – ELNET to secure Rs.81 crore loan for the mysteriously disappeared company namely ETL Infrastructure Limited. Dr.Chandramouli IAS., was transferred from the post of Information Technology Secretary cum Chairman of Arasu Cable TV Corporation Limited and in his place Mr.P.W.C.Davidar IAS., was appointed. My appointment as MD, Arasu Cable TV corporation was notified simultaneously on 30^th October 2008. (Annexure-H[viii])
I assumed office as MD, Arasu Cable TV Corporation Limited, a Government owned company on 3^rd November 2008.
I found that Sumangali Cable TV, controlled by Maran brothers was indulging in large scale destruction of Optic fibre cable infrastructure of Arasu Cable TV Corporation. Sumangali Cable Vision was determined to ensure that their monopoly was maintained by all means. I brought to the notice of the Government the criminal acts committed by the Sumangali Cable Vision Limited and the involvement of Pongalur Palanichamy, a Minister in the State Cabinet in helping Sumangali Cable TV who destroyed the property of the Government company. I sent several reports including the proposals for arrest of Maran brothers under the preventive detention laws and for action under the penal laws. (Annexure I [ix] – 21 pages)
I state that there was a settlement of the dispute between the Maran brothers and the family of Dr.Kalignar Karunanidhi. As an officer of the All India Service I pursued my job in right earnest and wanted the Maran brothers to be punished and Sumangali Cable TV to be nationalised (Annexure J[x])
I state that I was shunted out of Arasu Cable TV Corporation and posted as Commissioner of Small Savings, an ex cadre post. The Arasu Cable TV Corporation Limited is now almost dead.
I state that the Hon'ble Chief Minister and the Maran brothers became vengeful against me and wanted to disturb me.
While I was working in TIIC I sent an intimation to the State Government under Rule 4 (2)(b) of the All India Service (Conduct) Rules 1968 stating that my wife Suryakala M.Com., BL., was employed in Tessolve Inc. Chennai branch as HR Executive. She was working in that company from 1-4-2008 to 31-12-2008. Her gross salary was Rs.25,000 per month.
I state that the State Government which was determined to throttle me at the behest of the Maran brothers issued a charge memo apropos my wife joining service in Tessolve Inc. The Charge Memo was issued to prevent empanelment of my name in the cadre of Joint Secretary to Government of India. Because of this, I have been denied Joint Secretary empanelment during this year. I have been denied even a car loan and allotment of housing plot by the Government of Tamil Nadu.
I filed OA No.79 of 2010 on the file of the Central Administrative Tribunal, Chennai and obtained stay against the Charge Memo on 16^th January 2010 (Annexure- K[xi]).
I received a communication from the Chief Secretary to Government (Annexure- L[xii])regarding my movable and immovable assets. I sent a reply dated 28-10-2009 (Annexure-M[xiii] ).
On 6-5-2010 a Deputy Superintendent of Police called me over phone and sought an appointment for conducting enquiries regarding my alleged assets disproportionate to my known sources of income. When I asked him under what authority he was asking me to answer his queries, he said he was so authorised by the Directorate of Vigilance and Anti Corruption. This led to my filing WP No.12274 of 2010 on the file of the High Court.(Annexure-N[xiv] ).The Hon'ble High Court was pleased to admit the writ petition and grant stay.
I also filed WP No.15946 of 2010 (Annexure-O[xv]) questioning the Manual of Directorate of Vigilance and Anti Corruption under which the officers of the Directorate of Vigilance and Anti Corruption, namely police officers conduct enquiries against All India Service officers de-hors the provisions of the Prevention of Corruption Act and the Code of Criminal Procedure. It is my case that the State Government is free to institute any disciplinary proceedings against me in accordance with the provisions of the All India Service Act, Public Servants Enquiries Act, the Prevention of Corruption Act and the Code of Criminal Procedure and the State Government is not competent to conduct any enquiry against me without registering a case against me by the due process of law. The writ petition is pending adjudication.
I state that the Government of Tamil Nadu have passed G.O Ms No. 670, Public (Special. A) department, dated 21-7-2010, suspending me from the service pending enquiry to scrutinise the genuineness of the Scheduled Caste community certificate produced by me. (Annexure-P [xvi])
I state that the Government have also issued a press note on 23-7-2010 intimating to the press the cause of my suspension. I state that the law relating to caste certificates is settled. It is only the Committee which can go into the question of caste certificate.
I submit that I submitted the community certificate to the Union Public Service Commission. When the results of the All India Services examination was published by the UPSC, my name was withheld and placed in the provisional category pending verification of the community certificate. The certificate was duly verified and thereafter the result was published.
I submit that the Government have not taken any action against the corrupt bureaucrats. The state Government is targeting me because I have been honest and sincere.
The State Government have caused a publication in the New Indian Express dated 25-7-2010 titled “Umashaknar Did produce false community certificate”, stating that I have produced a false certificate. The news paper report is engineered by the State Government, the Maran brothers and the Directorate of Vigilance and Anti Corruption of Tamil Nadu(Annexure-Q[xvii]).
I state that in WP No.15946 of 2010 I have alleged that one Mr.Ram Mohan Rao IAS was found in possession of assets disproportionate to his known sources of income to the extent of several crores of rupees. The amount is said to be about Rs.81 crores. The Government is protecting him. The Government is protecting all corrupt officials and making use of them. The Government does not want officers like me to serve the public.
I state that I am not claiming any special right. I can be charge sheeted under the All India Services Act, Public Servants Enquiries Act , the Prevention of Corruption Act or under the penal laws if the Government have credible information and materials against me. The Government, through the Directorate of Vigilance and Anti Corruption have started a smearing campaign against me by planting false stories as if I have produced a false certificate. I have come to know that the Hon'ble Chief Minister of Tamil Nadu is insisting that an FIR should be filed against me. The State Government headed by the present Chief Minister is intolerant and vindictive against me because I recommended penal action against Maran brothers and made public the scam in ETL Infrastructure where the hands of Mr.M.K.Alagiri, a Central Minster of the DMK party is involved. Thus the State power is being misused against me.
I therefore request the Commission to protect me from illegal harassment by the Tamil Nadu Government, the Chief Minister's family and the powerful Maran brothers who are closely related to the Chief Minister.
Please ensure that enquiry, if any, regarding my caste certificate is conducted by the Central Vigilance Commission or CBI or any other Central agency not under the control of the State Government.
Appropriate action may be initiated to allow me to work under the Central Government or any of the agency of the Central Government not under the control of the Government of Tamil Nadu.
I also request you to ensure proper security to me and my family through Central Security forces.

Sri Lanka Army (SLA) attacks have claimed the lives of 179 civilians within the three days of Thursday, Friday and Saturday, according to the casualty figures collected by TamilNet correspondent in Vanni. At least 76 of the slain victims were children below the age of 15. At least 16 pregnant mothers were among the slain. More than 109 children below the age of 15 have sustained injuries. Around 45% of the thousands of shells fired by the SLA have hit the safety zone. Meanwhile, a foreign staff of the ICRC, who came in the ship on Saturday to transport the wounded civilian had a narrow escape when the ship was hit by long distance gunfire by the SLA damaging a window of the ship.

Am Really Ashamed for having such leader ... we are helpless watching these videos for now...

None can talk comically like Naadalum Makkal Katchi Leader Mr.Karthik (Actor) who said last week that if there is some issue for tamils in Elam he will take guns and weapons to fight with Army and police ...

The so called Leaders who live for Eelam cause like Thirumavalavan, VaiKo & Ramdass are busy reaping MP Seats from their respective Front leaders.

War on the Displaced - A 3rd View on Sri Lankan Ethnic War

The Fact & Truth on Sri Lankan Ethnic Issue is always had two views, One on the Lankans point of View and other is LTTE Point of View or rather LTTEs Supporter point of View. There was no third perspective view at all.

When recently President Mahinda Rajapakshe of Srilanka and V. Prabakaran of LTTE made two separate invitations for Tamil Nadu politicians right from Tamil Nadu Chief Minister to Opposition Leaders to have a look at the real ground situation, Since there is no real ground reports from there since Sri Lankan Govt evacuated Press and Social support workers out of Troubled area and banned them there. These Invitations would have been a right juncture to have a look at real ground situation, For the Sad Fate of Internally Displaced People of Eelam none of the politicians responded for that one and both ruling and opposition parties made mockery of each other .... The Struggles of 3 Lac odd people at Vanni is not gonna end in near future, is what we can sense... This is an attempt to spread these facts around and try to get some breath Space for those Displaced 3 Lac people in Vanni and get some base rights to live too..

Though that didn't happen .... UN's Fact Finding Mission under the umbrella of Human Right Watch did reach Vanni to check the ground situation. The reports where published on their website and facts are as worse than expected.

The Summary Goes this way:

Sri Lankan Army and LTTE Abuses against Civilians in the Vanni

After 25 years, the armed conflict between the Sri Lankan government and the separatist Liberation Tigers of Tamil Eelam (LTTE) may be nearing its conclusion. But for the quarter of a million civilians trapped or displaced by the fighting, the tragedy has intensified.
Since early January 2009, civilian casualties in the northern Vanni region have skyrocketed while food supplies and medical care have dwindled.
War on the Displaced, based on a Human Rights Watch fact-finding mission to northern Sri Lanka in February 2009, details government and LTTE abuses responsible for much of the civilian suffering.
While in retreat, the LTTE has forcibly taken along all civilians under its control. As the territory defended by the LTTE has decreased—now a short narrow strip on the northeast coast of the island—the civilian population has been dangerously forced into an increasingly smaller space. The LTTE has refused to allow civilians to flee the
fighting, and has repeatedly fired on those who have sought to make their way to government-held territory. Many of those who remain under LTTE control, including children, are subjected to forced recruitment and often deadly forced labor on the battlefield.
Sri Lankan forces have repeatedly and indiscriminately fired artillery at areas packed with civilians. This includes numerous reported bombardments of a government declared “safe zone” and of remaining hospitals in the region. The plight of the region’s civilians has been exacerbated by the government’s decision in September 2008
to order most humanitarian agencies out of the Vanni.
Displaced persons who escape the LTTE to government-controlled areas are being held in government “welfare villages” or in hospitals lacking basic supplies. The military-controlled barbed-wire camps deny those sent there, including entire families, their liberty and freedom of movement.
Human Rights Watch calls on the Sri Lankan government and the LTTE to act immediately to stop the slaughter of civilians. Both parties should agree to a humanitarian corridor and otherwise respect the laws of war.

Few Important Points made in the report:

If people knew that there was ICRC or other international agency waiting for them on the other side, thousands, virtually all of them, would have run for safety, even if it meant breaking through LTTE cordons. But risking your life to end up in government detention-not many are willing to do this

People from outside were not allowed to approach their relatives in the camp. I was a witness to a heartbreaking scene, when a mother with a very small child came to the gate because her husband came to see her. The child ran to the father, but the military grabbed him. We had to interfere and pushed them very hard to allow the father at least to kiss his son.

I spoke to one woman in the camp-she was crying and screaming. It turned out that her elderly mother, who had been injured and admitted to the hospital, died there on February 7. The elderly woman's body was given to the son, who lived in Vavuniya, but her daughter was not allowed to leave the camp even to attend her mother's funeral. She was in agony because she couldn't pay respects to her mother.

They Have come out with Certain Recommendations for both Warring Armies and as well Donor Countries like India, Norway, etc:

Recommendations

To the Government of Sri Lanka

Conduct of the Hostilities

Cease all attacks that violate the laws of war, including artillery bombardment and aerial bombing that does not discriminate between military targets and civilians, or that causes expected harm to civilians and civilian objects that is disproportionate to the anticipated military gain. Investigate and prosecute as appropriate military personnel, regardless of rank, who commit serious violations of the laws of war, which are war crimes.

Cease attacks on hospitals, including makeshift hospitals. Hospitals used to commit hostile acts are only subject to attack after a reasonable warning has been given that goes unheeded.

Cease attacks using weapons, such as multi-barrel rocket launchers and heavy artillery, which are indiscriminate when used in or near densely populated civilian populations.

Cease justifying unlawful attacks on civilians on the spurious ground that civilians who are not in so-called "safe zones" may legitimately be attacked. Violations of the laws of war by the LTTE do not justify attacks by government security forces in violation of the law.

Humanitarian Access and Civil Society

Facilitate the immediate creation of humanitarian corridors to allow civilians trapped by the fighting to travel to areas away from the fighting.

Immediately lift the September 2008 order barring humanitarian agencies from the Vanni conflict area in northern Sri Lanka and allow humanitarian agencies to return to assist at-risk individuals and reach all civilians in need. Restrictions on relief should be made on a case-by-case basis and only when there is a specific and justifiable security reason for the restriction. Refusals for valid security reasons should only be for as long as necessary and should not block legitimate humanitarian assistance.

Allow independent observers, including journalists, access to conflict zones so that accurate and timely information about the situation of civilians in such areas is publicly available.

Instruct security forces to respect and protect humanitarian aid personnel and their facilities, supplies, and transportation. Personnel who commit abuses against humanitarian organizations and their staff should be disciplined or criminally prosecuted as appropriate.

Ensure that nongovernmental organizations (NGOs) are able to perform their work without arbitrary government interference: regulation of NGO activities should comply with international standards, be transparent, and follow clearly defined procedures. Registration should ultimately facilitate the work of NGOs and should neither disrupt legitimate NGO activities nor put NGO workers at risk.

Work with donor governments to establish an international human rights monitoring mission under United Nations auspices to monitor violations of human rights and international humanitarian law by all parties to the conflict.

Displaced Persons

Abide by the United Nations General Principles on Internal Displacement, including by permitting the freedom of movement of displaced persons, respecting the right of displaced persons to return to their homes, and permitting humanitarian agencies access to displaced persons.

Permit humanitarian agencies to monitor the intake of displaced persons at checkpoints, such as at Omanthai.

Immediately end the arbitrary and indefinite detention of civilians displaced by recent fighting at the Kalimoddai, Sirunkandal, and Menik Farm camps in northern Sri Lanka, and at other proposed camps.

Make public the names of all persons detained by the military and police under Emergency Regulations and other laws, and provide those detained prompt access to their families and legal counsel.

To the Liberation Tigers of Tamil Eelam (LTTE)

Stop preventing civilians from leaving areas under LTTE control. Respect and facilitate the right to freedom of movement of civilians, including the right of civilians to move to government-controlled territory for safety.

End all deliberate attacks on civilians, such as on civilians who are seeking to flee LTTE-controlled areas. Appropriately punish individuals responsible for such attacks.

Do not use civilians as "human shields," and take all feasible steps to avoid placing military targets near civilians.

Facilitate the immediate creation of humanitarian corridors to allow civilians trapped by the fighting to travel to areas away from the fighting.

Provide United Nations and humanitarian agencies safe and unhindered access to areas under LTTE control, and guarantee the security of all humanitarian and UN workers, including Vanni residents working as humanitarian or UN staff.

To the Co-chairs of the Tokyo Donors' Conference (Japan, the European Union, Norway, and the United States), India, the United Kingdom, and Other Concerned Governments

Urgently seek a special session of the UN Human Rights Council on the situation in the Vanni and violations of international humanitarian law by all parties to the conflict.

Speak out publicly and in private meetings with Sri Lankan authorities and other concerned officials on the situation in the Vanni. Insist that the government adhere to its international legal obligations on human rights and humanitarian matters.

Urge the government to withdraw its September 2008 order and allow humanitarian agencies access to the Vanni so that they can provide urgent humanitarian assistance and help provide civilian protection.

Urge the government to ensure the protection of displaced persons, regardless of ethnicity, and end arbitrary detention. Press the government to follow the UN Guiding Principles on Internal Displacement, which provide that, consistent with the right to liberty, internally displaced persons "shall not be interned in or confined to a camp."

Urge the government to allow the UN and its agencies to conduct a strategic, long-term needs assessment of displaced civilians in the north and permit a follow-up program to implement these needs.

Press the government to allow independent observers, including journalists, access to conflict zones so that accurate and timely information about the situation of civilians in such areas is publicly available.

Work with the Sri Lankan government to establish an international human rights monitoring mission under United Nations auspices to monitor violations of human rights and international humanitarian law by all parties to the conflict.

50 Tamil civilians killed, 130 wounded within 48 hours

Sri Lanka Army (SLA) artillery barrage has killed 33 civilians on Saturday and 73 were brought to the makeshift hospital at Maaththa'lan with injuries. 14 deaths were registered by the hospital. On Sunday, around 20 civilians were killed in the SLA barrage and 60 wounded were brought to hospital, according to medical sources.

Medical staff were struggling to cope with high number of patients admitted to the hospital.

Following the air attack by the Tigers on Colombo, the SLA stepped up shelling during the night killing 14 persons within the Safety Zone at Valaignarmadam, Mu'l'livaaykkaal, and Pokka'ani. 19 more were killed during the day time on Saturday.

Intense shelling targeted Ira'naippaalai, Aananthapuram and Puthukkudiyiruppu in Mullaiththeevu district on Sunday, killing more than 20 civilians.

SLA artillery fire hits new 'safety zone', 108 killed, 200 wounded

Sri Lanka Army (SLA) launched indiscriminate artillery barrage into the newly announced 'safety zone' killing at least 108 civilians and causing injuries to more than 200, according to initial details from the medical sources in the area. Every shell that hit the area seemed to have caused casualties, said a doctor at the makeshift hospital at Maaththa'lan. More than 100,000 people have been forced into a plain and narrow strip along the coast, north of Mullaiththeevu town, without potable water. Meanwhile, relentless artillery barrage by the SLA has boxed Theavipuram and Va'l'lipunam villages within the old zone, trapping thousands of civilians preventing them from moving to the new 'safe zone'. A mother killed while sleeping under a tree at Ira'naippaalai in the early hours of Wednesday

The artillery barrage lasted from 1:00 a.m. to 5:00 a.m. and targeted Maaththa'lan, Pokka'nai, Mu'l'livaaykkaal within the safety zone and Ira'naippalai.Searching for new Life saving place :(

Meanwhile, Sri Lanka Air Force (SLAF) fighter jets have also attacked Ira'naippaalai, the new centre for humanitarian and basic facilities, located between the new and old safety zones.

On Last Tuesday, at least 15 people, fleeing from the old 'safety zone' towards Maaththa'lan, were killed in artillery barrage.

These are the kind of news you daily get from LTTE controlled area in SriLanka? Look at those tiny kids affected are they LTTE Cadres? Why Killing them? As a Human are we not responsible for these Kids who dont even know why they are killed? Why they are hit? What is Ethnic issue and why too??

I really dont understand our Indian English News Media and also the local Tamil News TV Media including magazines are hiding (purposefully?) Killing of Innocent Civilians in the Safe zone Declared by SriLankan Army itself? Daily 30 to 100 People Killed including Kids below 10 years and lots of Infants ... Though I am not a proLTTE or Supporter of LTTE Activities for various reasons including the killing of Ex-Prime Minister Rajiv Gandhi. The coverage given by our Indian News Media for Israel striking in Gaza was so much prioritized and reported on daily basis, For that case Palestenians' or Hamas are no way related to India.

Here in Srilanka 4 Lakh Eelam Tamil people (A part of Tamil Nadu people who are still Indians) Displaced Internally and Living in a horrible state and Daily Killed by Shelling of SL Army that too on a Safe Zone declared by SL Army itself.

Four Lakh People Living without:

Proper Food
Medication or Treatment for affected by shelling
Medical Facilities
Proper Health & Sanitary Aids
Proper Cloths
Education for Kids

Yesterday at a press conference, Communists wanna prove their Clean Image by saying Congress and UPA is Horse Trading to get as many as MPs from various parties and Independents. Of the meeting there where talks about 25 Cr + a Ministry was promised per MP... Though they havent disclosed how much they were paid for supporting UPA for past four year :)))))

I am have my own doubts about this horse Trade at capital:

1. If every MP is paid Rs 25 Cr and they need atleast 60 MPs to be comfortable! means 60 X 25 = 1500 Cr.

2. Even If they pay this much totally they can stay at power for only max of 10 to 12 months because tenure completes. Then why do they spend this much amount?

3. Spending this much for the sake of holding power for 10 months is showing how much they can earn out of this 10 months?? It should be more than they spent for sure ??!!

4. From where they get this Funds from?

5. Playing this Trade just for Nuclear Deal means, is somebody really funding for someones benefit?

I am really worried about our Democrac(Z)y !!! I don't see an End for these kind of Trades in the near future.... :((

Save Earth & Save fuel - Tips

Under inflated tyres create more resistance when your car is moving, which means your engine has to work harder, so more fuel is used and more CO2 emissions are produced. Simply check and adjust your tyre pressures regularly and also before long journeys. This will also help to increase the life of your tyres. Remember, a car with a heavier load may need different air pressure in the tyres. Junk in your boot is extra weight your engine has to lug around. By removing it, you could reduce your engine's workload. This will burn less fuel and cut your CO2 emissions so unload any items you won't need for your journey before you set out. Speed limits are the maximum lawful speeds which may be driven in ideal circumstances. Drivers should never exceed the speed limit. Staying at or within the speed limit increases driver safety. It also reduces CO2 emissions and saves money on your fuel costs. At 110 Kmph speed you could be using up to 9% more fuel than at 95kmph and up to 15% more fuel than at 80kmph. Every time you stop then start again in a traffic queue, the engine uses more fuel and therefore produces more CO2. Keep an eye on the traffic ahead and slow down early by gently lifting your foot off the accelerator while keeping the car in gear. In this way, the traffic may have started moving again by the time you approach the vehicle in front, so you can then change gear and be on your way. Revving up like a Formula 1 car in pole position only wastes fuel and increases engine wear. Using your gears wisely by changing up a gear a little earlier can also reduce revs. If you drive a diesel car try changing up a gear when the rev counter reaches 2000rpm. For a petrol car change up at 2500rpm. When the engine is idling you're wasting fuel and adding to CO2 emissions. If you're likely to be at a standstill for more than 3 minutes, simply switch off the engine.

Qn: How do you differentiate between pain caused by a heart attack and that caused due to gastric trouble?
Ans: Extremely difficult without ECG.

Qn: What is the main cause of a steep increase in heart problems amongst youngsters? I see people of about 30-40 yrs of age having heart attacks and serious heart problems.
Ans: Increased awareness has increased incidents. Also, s edentary lifestyles, smoking, junk food, lack of exercise in a country where people are genetically three times more vulnerable for heart attacks than Europeans and Americans.

Qn: Is it possible for a person to have BP outside the normal range of 120/80 and yet be perfectly healthy?
Ans: Yes.

Qn: Marriages within close relatives can lead to heart problems for the child. Is it true?
Ans : Yes, co-sanguinity leads to congenital abnormalities and you may not have a software engineer as a child

Qn: Many of us have an irregular daily routine and many a times we have to stay late nights in office. Does this affect our heart ? What precautions would you recommend?

Ans: Every race is vulnerable to some disease and unfortunately, Indians are vulnerable for the most expensive disease.

Qn: Does consuming bananas help reduce hypertension?
Ans : No.

Qn: Can a person help himself during a heart attack (Because we see a lot of forwarded emails on this)?
Ans : Yes. Lie down comfortably and put an aspirin tablet of any description under the tongue and ask someone to take you to the nearest coronary care unit without any delay and do not wait for the ambulance since most of the time, the ambulance does not turn up.

Qn: Do, in any way, low white blood cells and low hemoglobin count lead to heart problems?
Ans : No. But it is ideal to have normal hemoglobin level to increase your exercise capacity.

Qn: Sometimes, due to the hectic schedule we are not able to exercise. So, does walking while doing daily chores at home or climbing the stairs in the house, work as a substitute for exercise?
Ans : Certainly. Avoid sitting continuously for more than half an hour and even the act of getting out of the chair and going to another chair and sitting helps a lot.

Ans: Yes. A strong relationship since diabetics are more vulnerable to heart attacks than non-diabetics.

reduce weight and changing attitudes towards lifestyles.

Ans : No.
Qn: Why is the rate of heart attacks more in men than in women?
Ans : Nature protects women till the age of 45.

Qn: How can one keep the heart in a good condition?
Ans : Eat a healthy diet, avoid junk food, exercise everyday, do not smoke and, go for health checkup s if you are past the age of 30 ( once in six months recommended) ....

Arthur Ashe, the legendary Wimbledon player was dying of AIDS which he got due to infected blood he received during a heart surgery in 1983.
From world over, he received letters from his fans, one of which conveyed: "Why does GOD have to select you for such a bad disease"?

To this Arthur Ashe replied:

world over -- 50 million children start playing tennis, 5 million learn to play tennis,
500,000 learn professional tennis, 50,000 come to the circuit, 5000 reach the grand slam,
50 reach Wimbledon, 4 to semi final, 2 to the finals,
when I was holding a cup I never asked GOD 'Why me?'.
And today in pain I should not be asking GOD 'Why me?'

Advantage Chennai for IT Outsourcing

Five Indian cities feature among the top 10 emerging destinations worldwide for outsourcing of IT and business processes, according to a study by investment advisory firm Tholons and Global Service Magazine. These include Chennai (ranked number 1), Hyderabad (2), Pune (3), Kolkata (5) and Chandigarh (9).

The study finds that Asia and East Europe have emerged as the favoured destinations for such outsourcing. Nineteen Asian and twelve East and Central European nations dominate the list of the top 50 emerging outsourcing cities globally. The three hot cities for outsourcing from China are Shanghai at No. 8, Beijing at No. 10 and Shenzhen at No. 13.

The study lists Bangalore, New Delhi NCR, Manila NCR, Mumbai and Dublin as the top 5 cities that have established themselves as prime outsourcing cities by servicing the global corporate world for over a decade.

According to Avinash Vashistha, chairman of Tholons, "With the demand-supply gap widening, newer tier II cities will play a critical role in re-engineered globalisation models. Destinations will need to provide greater level of cost effectiveness and operational efficiency."

The study says outsourcers consider process maturity, availability of relevant skills and costs in individual city as top reasons before deciding on the location for IT and BPO services.

Tamil Bloggers broke into Lime Light!

Tamil Blog Camp 2007 held at Madras University Tamil Department Auditorium on 5th August 2007 saw 400+ visitors from various walks of life from 70 years elder to 5 year old Kids to know about blogging in Tamil with tools like e-kalappai, tamilnet 99 to write Tamil in blogs, creating blogger account, wordpress account, creating email ids and lot about blogging. The meeting was organized by a group of Tamil blogger community with contributions from tamil bloggers all over the world and few advertisers like Thamizmanam.com, Headway Properties, maatru.net, Lynus Academy, Sify Tamil , Hello FM etc.,

About 130 Students of Madras University Tamil Department too had wonderful time in having knowing the Tech savvy way of writing Tamil and their thoughts in Tamil.

The Camp had Wi-Fi connectivity, with Class Rooms with 20 odd computers to teach basic blogging in Two Halls. TV/Magazine Editor Mr. Malan was on the Prominent participant in the camp.

The Blog Camp organisers did provided bunch of freebies for the visitors like Conference pad, Pen, CDs of Useful Software and tools for tamil blogging in a CD, Help manual for Starters in Tamil Blogging along with a Key Chain from Hello FM in a Fancy Eco friendly Recycled Paper Bag ;)

A Team of organisers headed by Ma.Sivakumar, Vicky alias Vignesh, Pons Alias Poorna, Balabarathi had done a excellent team work along with bunch of volunteers from blogger community to make the Tamil Bloggers camp Successful.

The Tamil Blog Camp 2007 had a good coverage in Press. The Indian Express carried the news on the Headline in the First Page itself on August 6th 2007.

CNN-IBN too gave a 10 Mins programme on 6th August as well it did had it in news for the whole day and www.IBNLIVE.com also casted the news in both Video and Text format.

Jaya TV is charting a 15 Mins Programme about this Tamil Blog Camp 2007 by 13th August 2007 in its morning Edition called "Kalai Malar".
