IAMAI, Facebook partner to educate children on Internet safety:

Mumbai: Internet and Mobile Association of India (IAMAI) has joined hands with social networking giant Facebook to launch internet safety education programme in the country for students aged between 13 17 years.

The programme will train children, teachers and parents on how to reap maximum benefits from internet while not compromising on their safety and security, IAMAI and Facebook said in a joint statement today.

The campaign, which is focused on building community awareness on the issue, will also train educators and child safety NGOs about internet safety practices, it added.

As a part of the first phase, the programme will be rolled out across Delhi, Mumbai and Hyderabad to cover 18,000 students across about 30 schools and institutions, it added.

"IAMAI has been running the Safe Surfing campaign in India for past four years covering 6.25 lakh students across the country. We are delighted that Facebook has come forward to support this critical initiative and enrich the campaign with their global learnings," IAMAI President Subho Ray said.

The programme will conclude with a national conference in New Delhi addressing online child safety issues later this year. The program will be extended to other Indian cities through 2014.

"Safety is an ongoing conversation between parents and kids, teachers and students, companies and the people who use the Internet. We encourage parents to have conversations about safety and technology early and often, in the same way that they talk to their kids about being safe at school, in the car, on public transportation or playing sport," Facebook India Director of Public Policy Ankhi Das said.

Facebook will develop the content and training materials and translate the same in regional languages. As part of the partnership, Facebook safety specialists will work with IAMAI trainers on safety content and participate in these training programs.

Facebook has already created a Safety Advisory Board that advises the company on safety issues. The members of that board are leading Internet safety organisations like Childnet international, Connect Safely, The Family Online Safety Institute, The National Network to End Domestic Violence and Wired Safety.

Justice Department Issues Statement on U.S. District Court Ruling That Apple Violated Antitrust Laws

Assistant Attorney General Bill Baer in charge of the Department of Justice’s Antitrust Division made the following statement today after the U.S. District Court for the Southern District of New York found that Apple Inc. violated Section 1 of the Sherman Act by conspiring to raise e-book prices and end e-book retailers’ freedom to compete on price:

“This result is a victory for millions of consumers who choose to read books electronically. After carefully weighing the evidence, the court agreed with the Justice Department and 33 state attorneys general that executives at the highest levels of Apple orchestrated a conspiracy with five major publishers – Hachette, HarperCollins, Macmillan, Penguin and Simon & Schuster – to raise e-book prices. Through today’s court decision and previous settlements with five major publishers, consumers are again benefitting from retail price competition and paying less for their e-books.

“As the department’s litigation team established at trial, Apple executives hoped to ensure that its e-book business would be free from retail price competition, causing consumers throughout the country to pay higher prices for many e-books. The evidence showed that the prices of the conspiring publishers’ e-books increased by an average of 18 percent as a result of the collusive effort led by Apple.

“Companies cannot ignore the antitrust laws when they believe it is in their economic self-interest to do so. This decision by the court is a critical step in undoing the harm caused by Apple’s illegal actions.

“I am proud of the outstanding work done by the trial team. The Antitrust Division will continue to vigorously protect competition and enforce the antitrust laws in this important business, and in other industries that affect the everyday lives of consumers.”

Background

On April 11, 2012, the department filed a civil antitrust lawsuit in the U.S. District Court for the Southern District of New York against Apple, Hachette Book Group (USA), HarperCollins Publishers L.L.C., Holtzbrinck Publishers LLC, which does business as Macmillan, Penguin Group (USA) Inc. and Simon & Schuster Inc., for conspiring to end e-book retailers' freedom to compete on price by taking control of pricing from e-book retailers and substantially increasing the prices that consumers paid for e-books.

At the same time that it filed the lawsuit, the department reached settlements with three of the publishers – Hachette, HarperCollins and Simon & Schuster. Those settlements were approved by the court in September 2012. The department settled with Penguin on Dec. 18, 2012, and with Macmillan on Feb. 8, 2013. The Penguin settlement was approved by the court in May 2013. Final approval of the Macmillan settlement is pending before the court. Under the settlements, each publisher was required to terminate agreements that prevented e-book retailers from lowering the prices at which they sell e-books to consumers and to allow for retail price competition in renegotiated e-book distribution agreements.

The department’s trial against Apple, which was overseen by Judge Denise Cote, began on June 3, 2013. The trial lasted for three weeks, with closing arguments taking place on June 20, 2013. The court has not yet scheduled a hearing to address the parties’ proposed remedies.

Global Internet for Robots Comes Online:

European researchers last week launched a global Internet for robots called Rapyuta—an online database of information designed "to help them cope" with the confusing world of humans,according to BBC News.

Rapyuta is the work of the European RoboEarth Project, which describes its mission as the development of "a giant network and database repository where robots can share information and learn from each other about their behavior and their environment."

Last week's launch of Rapyuta represents the first phase of a project that aims to build a large-scale, cloud-based resource for robots of all kinds which would serve as both an informational database and a calculating engine for jacked-in androids. Such a network of information would give massively more useful information to robots which currently rely on their own onboard memory banks and processing power to deal with real-world situations on an individual basis, project researchers said.

"[T]he goal of RoboEarth is to allow robotic systems to benefit from the experience of other robots, paving the way for rapid advances in machine cognition and behavior, and ultimately, for more subtle and sophisticated human-machine interaction," the RoboEarth Web site states.

The use of Rapyuta could also make it far cheaper to produce more mobile robots, since they wouldn't require as much onboard storage and processing power, Dr. Heico Sandee, Robo Earth program manager at the Dutch University of Technology in Eindhoven, told BBC News.

"On-board computation reduces mobility and increases cost," he said, adding that as the network evolves "more robotic thinking could be offloaded to the Web.

The wirelessly accessible database currently serves as a fount of information for "software components, maps for navigation (e.g., object locations, world models), task knowledge (e.g., action recipes, manipulation strategies), and object recognition models (e.g., images, object models)," according to researchers.

Information in the database comes from both robots and humans and is presented in a machine-readable format in a "Cloud Robotics infrastructure which includes everything needed to close the loop from robot to the cloud and back to the robot."

Facebook is changing its News Feed feature -- significantly. The update will be rolling out to users in the next month or so, but from what we've seen so far, the new News Feed is a vast improvement in the Facebook experience. But because even good changes can be unsettling, here are three tips to smooth the transition when the new News Feed lands on your virtual doorstep.

1. Pay more attention to photos.

MORE SOFTWARE INSIGHTS

One of the biggest changes to the News Feed is the size and prominence of photos. In fact, during the press event announcing the News Feed changes, Facebook founder Mark Zuckerberg said images will comprise 50% of total News Feed content. That picture of your adorable new baby, that once-in-a-lifetime trip to Australia, or the majestic bald eagle you spotted while hiking will be bigger and brighter, with more visible details than ever. So will the picture of your spouse on a bad hair day (or worse). So be careful what you post. Just saying.

2. Be prepared to drill down for content.

If your current Facebook News Feed is anything like mine, it's a mishmash of promoted posts, suggested pages and updates from the many brands that you've "liked." Oh, and once in a while you'll see an actual update from a friend (a real-world friend, not just the Facebook kind) or family member.

That's the problem -- for users and businesses alike -- that Facebook is looking to solve with its new specialized streams. At the press event, Zuckerberg compared the new News Feed to, of all things, a print newspaper, with the News Feed being the equivalent of a front page and new specialized streams akin to the different sections in a newspaper. With the new News Feed, you can choose to consume content from streams dedicated to (among other things) music, photos or updates from pages that you follow. It may take a little getting used to, but this new interface promises to streamline the end-user experience and make it generally more effective.

3. Add the Facebook app to your iPhone and iPad.

If you haven't bothered to use Facebook on your mobile device because you heard the experience was subpar, you should go ahead and download the app soon. It's true that the News Feed of old offered what could be kindly called a less-than-optimal experience, but Facebook designed the new News Feed with mobile in mind from the start. In fact, the Facebook experience on your mobile device will be the same as that on a PC. Facebook says the News Feed changes will roll out to iOS first, then to Android.

Microsoft's Kinect powers 'magical' smart home in Spain:

With a flick of the wrist, residents of a futuristic home developed in Spain can browse Internet pages displayed on the living room walls, switch off a giant projected alarm clock in the bedroom or transform the entire interior into a busy streetscape or tranquil beach.

It may seem light years ahead of current "smart home" technology, but this prototype apartment in Fuenterrabia, a city in Spain's northern Basque country, is far from the realms of fantasy.

The technology used to create the interactive interior is the same as that already being used in video games.

The team behind the prototype have linked projectors which beam interactive applications on to walls to Kinect motion sensors, developed by Microsoft for its X-box 360 console, thus allowing residents to control their environment simply by waving their hands.

It seems to work like magic.
In the morning, a wave at the wall will switch off the alarm and display your diary at the same time.

If you fancy a change of scenery, just one small gesture will splash video on every wall, turning half of the apartment into a busy urban street or picturesque seascape, complete with sound effects.
"The project is a working prototype of a smart home," said its creator, Ion Cuervas-Mons, at a visual presentation of the project to AFP in Madrid.

"What we have done is to add a digital layer to a physical space to be able to interact with digital information through gestures, people's different movements," he said.

Cuervas-Mons launched the Openarch project in November 2011 and built the prototype in his own apartment.

He now leads the Think Big Factory, a core team of five architects and engineers, who collaborate with others to develop various products.

"There is a general interface, which is in the living room and which interacts with your hands," he explained.

"You go two metres away from the wall and move a type of cursor and you can switch lights on and off, turn music on and off, launch Internet sites, which then come up in a projection on another wall."
But the project is only 40 percent complete, he said.

"When we have finished the prototype, we will start to transform the applications into products. That is our goal for next year," he said.

The development team want to make the system unobtrusive so that a user can manipulate the gadgets in the most natural way possible.

Instead of trying to sell the entire interactive home system, the team aims to develop specific products from it.

But each product would be able to communicate, allowing a buyer to create a system for the entire house should they wish.

And homes are not the only destination for the technology, Cuervas-Mons said.

"For example, we have been working with a large retail business and the first sector where we might see this technology could be supermarkets," he said.
"This technology lets you convert non-commercial spaces into commercial spaces. You will be able to buy anywhere. You will be able to shop from your home, from the metro, from your car," he said. "I think this will totally change the way we shop."

Google Glass banned in Seattle bar over privacy concerns, way ahead of official launch:

The Google Glass virtual reality-friendly eyewear isn’t even available in stores yet and the product has already been banned in a Seattle bar over privacy concerns.

Since Google Glass users will be able to take pictures and record everything and anything they desire, privacy will most likely be a delicate topic when talking about this particular product.

Dave Meinert, who owns the 5 Point bar in Seattle, took to Facebook to announce that Google Glass usage will not be allowed in the bar:

”For the record, The 5 Point is the first Seattle business to ban in advance Google Glasses. And ass kickings will be encouraged for violators.”

Meinert looks at the issue half-jokingly, but at the same time, he says he wants to protect the privacy of his patrons and that he has no problem with them wearing the glasses outside of the bar:

First you have to understand the culture of the 5 Point, which is a sometimes seedy, maybe notorious place. People want to go there and be not known … and definitely don’t want to be secretly filmed or videotaped and immediately put on the Internet.

One interesting thing about 5 Point is that the bar is located near Amazon, which means that “tech geeks” working for the giant retailer may be among the regulars with the cafe, although the Google Glass ban doesn’t seem to be related to their presence.

On a more humorous note, in case the Google Glass ban will stand in this particular, it means future buyers won’t be able to rely on Google Glass to impress their dates while inside 5 Point.

75,000 missing children remain untraced: government - New Delhi

Around 75,000 children who had gone missing in the last three years are yet to be traced, the Rajya Sabha was informed on Wednesday. Of the about 2.36 lakh children who went missing in the last three years, 1,61,800 have been traced, minister of state for Parliamentary affairs Paban

Singh Ghatowar said during the Question Hour. "Unfortunately about 75,000 are still untraced," he said. The Centre, he said, has issued advisories to states to appoint nodal officers at all police stations to deal with such cases and make registration of FIRs mandatory. The advisories followed two interim orders of the Supreme Court in January 2013, he said.

The Supreme Court had ordered mandatory recording of FIRs with regard to missing children and the formation of special juvenile police units in different states.

Xie Chaohua, a member of the Chinese People's Political Consultative Conference, urged the government to offer assistance to families with missing children.
There were at least one million families with missing children in China by 2012, with 76,000 new families added each year, according to a report by the China Zhigong Party, a non-communist political party.

Xie, who also serves as deputy president of the Beijing committee of the China Zhigong Party, said those families face daunting pressures in areas such as healthcare and psychological support.

It is necessary to implement State mechanisms to assist the families, such as a complete social security system and enhanced subsidies, Xie said.

After providing some history about the context of this question, Cutts says, “I sent an email to the team who is in charge of this, and of course the implementation of this can very over time, but this has been roughly the same for quite a while. The amount of PageRank that dissipates through a 301 is currently identical to the amount of PageRank that dissipates through a link. So they are utterly the same in terms of the amount of PageRank that dissipates going through a 301 versus through a link. So that doesn’t mean use a 301. It doesn’t mean use a link. It means use whatever is best for your purposes because you don’t get to hoard or conserve any more PageRank if you use a 301, and likewise it doesn’t hurt you if you use a 301.”

He is careful to point out that this could change in the future.

“That’s the current implementation,” he says. “We don’t promise it will be that way for all time and eternity, but I don’t see any reason why in particular it would change.”

This Is How It Feels To Wear Google Glass:

Aside from the folks at Google and a few lucky developers, none of us have had the chance to wear Glass yet. We, the consumers, still don’t know how Glass is going to impact our lives, but a recent video from Google gives us a small idea.

In a new video simply titled, “How It Feels [through Glass],” Google shares a point of view walkthrough of how Glass will work in everyday scenarios. Check it out:

Now, I don’t think all of us will be doing anything quite as extreme as skydiving or performing barrel rolls in an air plane. What it illustrates, however, is how Glass will greatly impact sharing of information from one person to the next. A pilot can wear Glass, take off in a plane, and then have students watching a live feed from Glass on the ground. They get first hand experience in piloting a plane without having to be on board the vehicle.

Of course, Google’s views on how people will use Glass are a bit optimistic. We all know that the majority of Glass users will be using the technology to share inane statuses and irreverent jokes.

(CNN) -- Does the Internet need more rules? Does it need any rules at all?

Based on the comments to our story "Meet the Rules of the Internet," the judgment is decidedly mixed.

The story explained the origin of the Internet's "rules," originally a set of guidelines/inside jokes spawned by a variety of sources, including the Internet collective Anonymous, the site Encyclopedia Dramatica and 4chan's Christopher Poole.

As with many Internet memes, however, the concept quickly spread to the mainstream to the point where it's now fairly routine to run across references to "Rule 34" in blog posts and comment strings.

Some CNN commenters, however, weren't going to have any rules under any circumstances.

"The only rule of the Internet is that there are absolutely no rules," said Sal, among others.

Other commenters mentioned one of the best-known Internet observations, Godwin's Law: "As an online discussion grows longer, the probability of a comparison involving Nazis or Hitler approaches 1." Some wondered why it wasn't included.

We agree: Godwin's Law should definitely be a part of any set of Internet rules. (Personally, I blame my editor for its exclusion: Frankly, the guy is a ...)

With that out of the way, here are 10 more nominations for the list of Internet rules. Ignore them at your peril.

Work begins to standardize 'internet-of-things' protocol:

OASIS has announced a new technical committee is being formed to formalize a standard protocol for machine-to-device-to-sensor-to-refrigerator-to-other-machine-somewhere-else-on-the-network interactions, otherwise known as the "internet of things.'

The protocol, "MQ [Messaging Queue] Telemetry Transport," or MQTT, is described on the MQTT.org site as a "machine-to-machine (M2M)/Internet of Things connectivity protocol." The protocol, designed as an "extremely lightweight publish/subscribe messaging transport," is intended to facilitate "connections with remote locations where a small code footprint is required and/or network bandwidth is at a premium." Examples include "sensors communicating to a broker via satellite link, over occasional dial-up connections with healthcare providers, and in a range of home automation and small device scenarios."

MQTT is also well-suited for mobile applications, proponents say, due to "its small size, low power usage, minimized data packets, and efficient distribution of information to one or many receivers."

Having a universally accepted and adopted M2M protocol will help get new devices and systems to market faster, since they often are built using many variations of hardware and software platforms, device types, and networks, OASIS notes.

MQTT was invented by Dr Andy Stanford-Clark of IBM, and Arlen Nipper of Arcom (now Eurotech), back in 1999. It also has been called the “SCADA protocol,” the “MQ Integrator SCADA Device Protocol” (MQIsdp), the “WebSphere MQTT” (WMQTT).

OASIS' MQTT Technical Committee will work with MQTT as its base document to "define an open publish/subscribe protocol for telemetry messaging designed to be open, simple, lightweight, and suited for use in constrained networks and multi-platform environments." OASIS has scheduled the first, in-person meeting to be held in Boston on Monday, 25 March 2013, to be hosted by IBM. A working specification will be completed by March 2014, OASIS says.

The MQTT TC is intended to complement previous work by the OASIS AMQP Technical Committee, which released a specification that provides for transaction and publish & subscribe messaging between autonomous businesses, departments and applications using an open protocol for enterprise middleware. The MQTT specification adds a means "by which sensors, control systems, embedded systems and mobile devices can publish and subscribe low-level, technically-orientated data," OASIS says. "There is natural affinity to bridge MQTT with AMQP, so as to connect telemetry with enterprise applications."

Win at all costs? Suicide of computer whiz prompts look at federal prosecutors’ tactics:

The case of computer whiz Aaron Swartz -- who committed suicide after federal prosecutors charged him with 13 felony fraud counts -- has become, for some, emblematic of how overzealous prosecutors are going too far in pursuit of a win.

The shocking suicide -- the 26-year-old co-creator of RSS and Reddit hanged himself last month -- has led to calls to rein in the practice of overcharging defendants.

Swartz could have been punished with up to 35 years in prison and $1 million in fines -- a greater penalty than some murderers face. And it was all for downloading millions of academic documents that were available at the M.I.T. Library for a small fee.

U.S. Attorney Carmen M. Ortiz issued a statement after Swartz's suicide that read in part, "At no time did this office ever seek -- or ever tell Mr. Swartz's attorneys that it intended to seek -- maximum penalties under the law."

Still, some scholars believe the Swartz prosecution is symptomatic of a fundamental shift in tactics at U.S. attorneys' offices across the country, as well as for local prosecutors.

"It has become routine for prosecutors to pile on every conceivable charge you could possibly stretch the law somehow to interpret as applicable to the conduct they're going after," said the Cato Institute's Julian Sanchez. "The reason is, of course, that it's expensive and time consuming to actually have to go to the trouble of having a trial."

University of Tennessee law professor Glenn Reynolds believes there are other motivations, too. "I think a lot of it is prosecutors chasing the numbers. I think that's one way they are measured and evaluated, so pressuring people into a plea bargain that counts as conviction makes the numbers look good," Reynolds said.

In fact, in 2010, the last year for which the data is available, only slightly more than 3 percent of criminal cases in U.S. District Courts went to trial -- a precipitous drop from earlier years which appears to back up Reynolds' concerns.

Former U.S. Attorney for the District of Columbia, Roscoe Howard, tamps down the suggestion that prosecutors have adopted a win-at-all costs mentality. He says through a process called "pocket immunity," prosecutors often negotiate with defendants without coercive tactics.

"You give them limited immunity -- you tell them, 'Talk to me ... we won't use your statements against you, not the statements you give me in a meeting'. And what I'll have the chance to do as a prosecutor, is then hear what you have to say, explore it, investigate it and then decide whether I'm right."

Howard admits, though, that young and inexperienced assistant U.S. attorneys can be overzealous.

"The U.S. attorney has an absolute right not only to rein in, but they can stop assistant U.S. attorneys from doing something," Howard said. He also admits the pressure to win, especially for those seeking higher office, is great. "You know, people don't get to Congress usually by saying they're soft on crime."

Reynolds believes the practice of overcharging reflects a cultural shift away from sound legal ethics of the past.

"If you charged somebody with 50 crimes on what looked like a fairly simple thing, judges thought you were reaching and they would throw it out. Politically it looked bad -- but the culture has devolved to the point where that's just normal now," Reynolds said.

He believes the time may be ripe for a "loser pays" system in criminal trials. If a defendant is acquitted of charges, or charges are thrown out, the prosecution should bear the court costs of those charges.

"Prosecutors have absolute immunity from civil suit, so when they misbehave, when they engage in misconduct, there's no remedy for a defendant," he said.

App allows parents to activate missing child alert:

20 years ago 12-year-old Polly Klaas was kidnapped from her home in Petaluma. Since then her father, Mark Klaas, has devoted his life to helping other parents of missing children. And now he has turned to technology to further the cause.

In light of the recent search for Kevin Collins, who's been missing for 29 years, I think we've all been wondering what we can do to protect our own children. Certainly, technology is much different than it was in 1984 when Kevin disappeared. Now, there's a new app that could be a lifesaver.

The Polly Klaas Foundation has recently introduced a smartphone app calledPolly's Guardian Angel. If a child goes missing, the app enables parents to activate an alert right away to friends, family, and other nearby app users.

Why the Nexus 4 is selling like mad:

The Nexus 4 has been slowly coming back to an available status. Here in the US we saw inventory arrive with T-Mobile earlier in the month and that was followed with Best Buy last evening andGoogle Play earlier today. There is still some question as to whether the inventory issues are because LG is not making enough or because Google is selling them in mass quantities. That said, given the reaction and excitement about the handset being available — it is clear that the Nexus 4 is a device that people want.

While opinions will vary, we see quite a few perks with the Nexus 4. These include a nice display, a good looking exterior, fair contract-free pricing and perhaps key for some, the speedy Android updates. Along with the contract-free pricing comes another perk — the ability to choose your carrier. Here in the US you can take your Nexus 4 to AT&T or T-Mobile as well as StraightTalk. And yes, we realize that StraightTalk uses those same networks, however they do offer some compelling plans including an unlimited option for $45 per month and an unlimited with international option for $60 per month. Lets put the talk of carrier and plans aside though, because truly, that is just one reason why the Nexus 4 is an interesting device.

In the case of the display, just looking at the numbers and we know that it is 4.7-inches with a resolution of 1280 x 768 and the protection of Corning Gorilla Glass 2. The display also extends to the side edges and is curved in a way that has is sloping slightly down. This seems to make it a bit nicer in the hand and good for those times when a side-to-side gesture is needed. The exterior of the phone seems to be the one point that people either love or hate. Speaking personally, the sparkle design is rather nice looking. Certainly not nice enough to convince me to buy a Nexus 4 on that point alone, but a perk that plays in nicely with the other strengths. As you can see in the images included in this post, that sparkle extends over to the sides as well.

Touching on the price. You cannot really beat $299 (8GB) or $349 (16GB). In fact, these prices as so attractive that we would argue the $199 on a two-year agreement price point seems high. After all, take the Galaxy S III for comparison, the 16GB sells for $199 on a two-year agreement and would cost several hundred more off-contract. It almost seems T-Mobile should be offering the Nexus 4 for $99, or lower for those willing to make a two-year commitment. Of course, if you are going to make a two-year commitment to an Android device — the Nexus 4 is about a good an option as any considering it is more likely to get updates.

Which brings us to the next point — those speedy updates. In the case of the Nexus 4 (and other Nexus devices), you will get those updates first. And fast. The one drawback to that is sometimes there may be a bug, but again, Google seems quick to fix even those issues. To sum this up, with the Nexus 4 you get a solid display, low purchase price, the ability to choose a carrier and regular updates. Sure, you can sometimes choose a carrier with other phones. Bringing back the Galaxy S III example, that handset is available with a wide variety, but it also comes with a contract which means switching between carriers would be an issue. Not that we suspect many go this route, but you could get a Nexus 4 and jump between carriers on a monthly basis.

All the good does however come some drawbacks. For one, the phone is on the fragile side and some care is required. There is also the lack of 4G LTE, which for some is a turn off. As for me, I would argue that at this point in time, it can easily be lived without. Sure, the faster speeds are nice, however when bouncing between areas where you have, and do not have LTE, that can mean a hit on battery life. Plus, for regular use such as web surfing, email, messaging and social networking — 3G speeds are generally more than enough. Heck, even when it comes to streaming music, 3G speeds are generally more than acceptable. The only catch with not having 4G LTE, one could argue that a two-year agreement on a 3G phone would not be the smartest move at this point. But then again, that is one of the main perks of the Nexus 4 — the ability to buy it for a relatively low contract-free price.

THE Chinese new year, which this year falls on February 10th, is a time of family reunions. But Xiao Chaohua is preparing to spend his sixth new year without his son, who was abducted in 2007 by suspected child traffickers. China’s one-child policy has fuelled demand for children like his, thousands of whom are snatched and sold every year to desperate, usually boy-less, couples. Spurred by the campaigning of parents like Mr Xiao, the government is starting to acknowledge the practice more openly. But curbing it is proving tough.

Mr Xiao has been trying the hard way to raise awareness of the crime; driving around the country in a minivan covered with posters of missing children. One of them features his son, then five years old, dressed up for a school photograph in a white jacket with red lapels (see picture). Mr Xiao, who lives in a village near Tongzhou, one of Beijing’s satellite towns, says he has spent as much as 400,000 yuan ($64,300) of his own money on the project. He says there are other parents elsewhere in China who tour the country in similarly bedecked vehicles.

The authorities have launched several crackdowns over the past two decades, but the crime has persisted. Since a renewed effort began in 2009, more than 54,000 children have been rescued and 11,000 trafficking gangs “smashed”, Xinhua, the state news-agency, reported in December. Officials claim the problem has become less rampant.

Given the patchiness of official data, this is hard to prove. Individual cases of abduction are rarely reported by the state-controlled media. But Deng Fei, a Beijing-based journalist and prominent campaigner on behalf of victims and their families, believes the number of children being abducted is falling. Mr Xiao estimates that the price of abducted boys has risen in recent years from around 40,000 yuan to about 90,000, perhaps because the supply of abducted children has been affected by the police crackdown.

Social media may also have played a role. In recent years, parents and activists have been using websites and microblogs to share information about cases and draw public attention to child abduction. Their efforts have put pressure on the police, who have responded (unusually, given their suspicion of internet activism) by using the internet themselves to contact the families of victims.

The police official in charge of anti-trafficking, Chen Shiqu, has an account on Sina Weibo, one of China’s most popular microblog services. Its main page shows a cartoon drawing of him, cuddling a rescued baby. “Have mobilised to verify”, he wrote on January 23rd in response to a message from another microblogger about a missing child. His account has 3.4m followers. Mr Deng, the journalist, has 2.8m people who follow his microblog, which he uses to help return rescued children to their parents. An account on Sina Weibo run by Baobei Huijia (Baby Come Home), an activist network based in north-eastern China, has nearly 140,000 followers. Mr Chen, the policeman, is a keen follower of the activists’ work, say the Chinese media. Zhang Zhiwei, a lawyer who helps Baobei Huijia, says the public security ministry has encouraged police to join internet groups that discuss child abductions and engage with members openly. This is a novelty for the publicity-shy police. China Youth Daily, a Beijing newspaper, reported that Mr Chen began his online outreach under the pseudonym “Volunteer 007”, but his mastery of the subject had soon led to his identity being revealed.

Mr Xiao, the parent, believes the authorities could be doing a lot more. Buyers of abducted children still often get away without punishment—they usually live in villages and sometimes enjoy protection from local officials. He says orphanages sometimes fail to take DNA from children they receive. This can be used to look for matches with DNA records held by anti-trafficking police. The absence of such checks allows traffickers to sell children to orphanages, which can then offer them for adoption at high fees.

KlaasKids 3.0 – Happy Birthday Polly:

Today we should be celebrating Polly’s 32^nd birthday. Instead we are honoring her memory by introducing powerful new technology and philanthropic programs to the world that were inspired by her brief life.

2013 also represents the 20th year of our advocacy on behalf of America’s children. We can think of no better way to acknowledge that milestone than by providing 21^st century solutions that put the power of prevention and pro-action in the hands of families, neighborhoods and communities.

We have forcefully engaged the public policy arena for the past 20 years because we believe that public safety is Governments fundamental duty. Every citizen has the right to walk on safe streets, to send their children to safe schools and to live without the fear of violence or victimization.

In the early 1990’s, when America was experiencing an epidemic of crime, we supported truth in sentencing, the assault weapons ban, and criminal accountability. We championed Megan’s Law so that communities would be aware of registered sex offenders in their midst. In the new millennium we spoke out loud and often for Jessica’s Law, and defended every effort to undermine California’s 3-Strikes & You’re Out Law. KlaasKids was one of the first organizations to acknowledge that the United States supplies much of our own human trafficking demand, and have worked diligently to educate the public and rescue underage victims of human trafficking. These past few years we have labored to update Megan’s Law into the 21^st Century by including internet identifiers as a component of the registration process.

But now, all of that work is coming undone, because of apathy and government incompetence. And those who will suffer the consequences are the very people government is entrusted to protect.

In recent years California’s Department of Public Health has ignored Jessica’s Law and paper screened tens of thousands of potential sexually violent predators like John Gardner back onto our streets.

In October 2011 Governor Brown’s prison realignment program reassigned the responsibility for housing and monitoring tens of thousands of so-called non serious, non-violent, non-sexual prison inmates from the state to the Counties. This is a responsibility that the counties were ill equipped to accept or handle, and as a result serious, violent and sexual crime rates have soared.

California voters overwhelmingly passed the 3-Strikes & You’re Out Law in 1994, and by 2012, you were half as likely to be a victim of violent crime as you would have been in 1993. Yet, a cleverly worded proposition has modified that law to the point that it is no longer worth the paper it was written on and we will soon be releasing third strikers back onto our streets. How do you think that is going to work out for all of us?

In 2011 we worked the halls of the California State Legislature to include Internet identifiers as a component of sex offender registration, only to run into a brick wall at every turn. In response we fought for Proposition 35, the CASE Act, on the November 2012 ballot and the people voted overwhelmingly to enact the policies that our politicians refused to ratify. More than 81% of voters agreed that internet identifiers should be included as a component of the sex offender registry. Yet only a few weeks ago the ACLU challenged the constitutionality of Prop 35 in the Superior Court of the State of California with false claims and phony arguments.

All of this tells me that we need to take responsibility for our own safety. I’m not suggesting that we arm ourselves to the teeth with handguns, rifles, assault weapons, or rocket propelled grenade launchers as some horrible old men in legislatures throughout the United States have been hinting at in response to Connecticut’s Sandy Hook massacre. Instead, we need to arm ourselves with knowledge, technology, and philanthropy. There are numerous child-safe technology solutions in the marketplace. Some work, and some don’t. However, all of them existed in a vacuum until today.

For more than a year now, the KlaasKids Foundation has been working with vendors, inventors and visionaries to produce a comprehensive suite of technology and funding tools to address the challenges faced by America’s small children and their families. Today, I’d like to introduce you to the fruits of our labor.

Cocoon for KlaasKids uses Cloud Technology to protect children from predators and abusive marketers. Polly’s Guardian Angel is a parent initiated missing child alert smart phone application. It provides the direct support of the KlaasKids Polly Center response team.
