And this is why backlink building on forums is so good. Since every single forum post is linked to from the base of a domain, there's a good chance that individual posts will be higher than just PR0. Forums are like goldmines in this aspect. They're not like blogs where there's hundreds upon hundreds of comments on a page that has a high PR.
