        <![CDATA[<p>A COMMUNITY safety scheme  that has cost hundreds of thousands of pounds in South Wales  has been dubbed "useless".</p>]]>

Concerns have been raised  about the effectiveness of some  of the locks used in the alley  gates project, which has seen   security gates put in to stop  would-be thieves, fly-tippers and  anti-social youths from using  back alleys.</p>

<p>Nearly 300 gating schemes  have been installed in Cardiff  yet contractors have already  been called back  to fit an extra  security feature.</p>

<p>The gates cost between £3,000  and £6,000 each but one resident claimed he could open  several alley gates in his area  without a key. </p>

<p>Jonas Smith, 24, of Cowbridge  Road East, Cardiff, showed the  Echo how quickly he could access the lanes behind locked  gates.</p>

<p>"I totally agree with the idea  of the alley gates being put in  because we've had regular problems around here," said Mr  Smith, a customer services representative who works at Conduit call centre in Guildhall  Place. </p>

<p>"But I don't agree with the  cost of putting them in, especially if they can be opened so  easily.</p>

<p>"I discovered this by accident  just after they were installed  last week.</p>

<p>"One night it wouldn't lock so  I fiddled about with it and realised there was a flaw.</p>

<p>"If the youths causing trouble  realise how simple it is to get  through the gates, then they will  become useless.</p>

<p>"In addition to this, a lot of  people are just not locking the  gate properly but they're not  aware of it."</p>

<p>Mr Smith contacted Cardiff  council and claims they accepted there were issues which  needed addressing.</p>

<p>"I spoke to someone and they  admitted there were problems  they were trying to resolve," he  said. "The bolt holes also seem  to stick out on the gates which  means anyone can get a foot  hold on them to climb."</p>

<p>Cardiff council denied there  was a "design fault" but admitted the contractors had been  contacted to add "an extra  safety feature".</p>

<p>Executive member for communities, Coun Judith Woodman, said: "There is no design  fault with the alley gates currently being used by Cardiff  council and to date more than  300 similar gates have been successfully installed across the  city. </p>

<p>"As with any other comparable system, if alley gates are  not locked and bolted in the  appropriate manner it may be  possible to force them open, as  has happened in this case. </p>

<p>"Information on how to use  the gates in an effective and  secure way has already been  delivered to residents in the  areas currently involved in the  scheme. </p>

<p>"We are now planning a number of home visits where we will  clarify this information. </p>

<p>"Additionally, the contractors  who are installing the gates will  now be adding an extra safety  feature. </p>

<p>"This will prevent the gates'  drop-down bolts being  tampered with." </p>

<p>The crime-busting security  features cost between £3,000  and £6,000. Some gated areas,  such as Birdies Lane between  Ely and Fairwater, are also costing an additional £6,000 in annual staffing costs to open and  close the gates.  </p>

<p>The Vale of Glamorgan council has also funded around 300  alley-gating schemes, firstly in  the Castleland area of Barry in  2003 as a pilot scheme. </p>

<p>The council has used three  different manufacturers for its  gates and said they had not had  any problems.</p>

<p>A spokesman for the Vale  council said: "Since the project's  inception, gates have been manufactured and installed by three  different contractors, with funding provided from various  sources including the Welsh Assembly Government and  European Community funding  streams. </p>

<p>"Statistics provided to the  council by South Wales Police  have shown crime rate reductions, as a result of the gates  being installed, are as follows:<br />
<ul><br />
	<li>Burglaries of dwellings -  down 73%</li><br />
	<li>Theft of motor vehicles -  down 74%</li><br />
	<li>Thefts from vehicles - down  44%</li><br />
	<li>Burglaries of commercial  properties - down 60%</li><br />
</ul></p>

<p>"Feedback from residents also  suggests a reduction in anti-social activities such as youth annoyance, graffiti, alcohol and  drug use, dog fouling and fly-tipping. </p>

<p>"The vast majority of residents have indicated their quality  of life has improved since the  gates were installed."</p>]]>

One of our journalists watched as  one 24-year-old Cardiff resident managed to get through  the crime-busting  gates using nothing more than his  hands.</p>

<p>Now tighter security features are to  be fitted to hundreds of the gates in  the city.</p>

<p>Cardiff resident Jonas Smith contacted the Echo after he discovered he  could open the gates, which cost  between £3,000 and £6,000, without a  key.</p>

<p>When our man went along to check  out Mr Smith's claims, the 24-year-old,  of Cowbridge Road East, Canton, was  able to enter a supposedly protected  alley in seconds.</p>

<p>Mr Smith, a customer services worker, said the gates were badly needed,  but only if they worked.</p>

<p>He said: "I discovered this by accident just after they were installed  last week. One night it wouldn't lock  so I fiddled about with it and realised  there was a flaw. If the youths causing  trouble realise how simple it is to get  through the gates, then they will  become useless."</p>

<p>"People aren't locking the gate properly but they're not aware of it."</p>

Entrants received an  anonymous half-day  inspection during the  second half of 2008  and were judged against  a number of criteria,  including litter and fly  tipping, waste bin  management, chewing  gum and cigarette butt  litter.</p>

<p>British Cleaning Council chairman Steve Wright said: "We are delighted to bring to the attention of the general public the significant efforts being applied by so many people involved in keeping many parts of the UK clean and welcoming places to visit." </p>

        <![CDATA[<p>COUNCILLOR David Thomas, who  has died of cancer, represented the  Canton ward on Cardiff Council but  was born in Llanbradach, Rhymney  Valley.<br />

The woman who would later become  his wife, Angela, lived just a few doors  away and they grew up together.  </p>

<p>Coun Thomas studied sociology at  Swansea University as a mature student.</p>

<p>Friends say he always regretted not  enrolling at university as a youngster.</p>

<p>He qualified as a quantity surveyor  and worked on many of the schools  around the capital, including Fitzalan  High in Leckwith.</p>

<p>He and his wife both worked for  Cardiff Council, he in the quantity  surveying department and Angela in  the adult services division.</p>

<p>The Labour man was a proud socialist and, when Kevin Brennan decided to run for election to the Cardiff  West seat in June 2001 following  Rhodri Morgan's decision to relinquish  the Parliamentary position and concentrate on the National Assembly for  Wales, Coun Thomas became Mr Brennan's election agent.</p>

<p>On the candidate's successful election, Coun Thomas quit his job and  took on the role of Mr Brennan's  caseworker at Welsh Labour's  headquarters and the Cardiff West  constituency office at Transport House  on Cathedral Road, Cardiff.</p>

<p>Two years ago, when he turned 65,  Coun Thomas reduced his work so he  could serve part-time.</p>

<p>He and Angela had three grown-up  children: Amy, Dan and Laura.</p>

<p>Amy is a doctor, and recently emigrated to Australia; Laura works for  South Wales Fire and Rescue Service  while Dan is a microbiologist.</p>

<p>Coun Thomas' friends said he was a  huge fan of the Cardiff Blues rugby  team and the national side.</p>

<p>In his youth he was an active  sportsman, running half marathons  and even a marathon.</p>

<p>Coun Thomas devoted many years to  public service in the city and only fell  ill late last year.</p>

<p>But the regressive cancer spread to  other parts of his body following his  diagnosis in the autumn.</p>

<p>He sat on the council's planning and  licensing committees. Political colleagues and opponents alike agree he  was principled, with strong views to  which he stuck.</p>

<p>Coun Thomas gained huge respect  for the stances he took, his steadfastness and resolve.</p>]]>

        <![CDATA[<p>A NEIGHBOURHOOD  watch scheme that  alerts members to recent  crimes in their area  is  being relaunched.</p>]]>

The "Ringmaster"  system informs those  taking part about bogus  callers, burglaries, car  crime and other  incidents in their area.</p>

<p>Volunteers are being sought to help co-ordinate the scheme which works by text, e-mail, fax or telephone call.</p>

<p>Chief Inspector Steve Siddall called for residents to come forward across Cardiff.</p>

<p>He said: "The community and particularly the Neighbourhood Watch members are the eyes and ears of the police and we appreciate their on-going support.</p>

<p>"Ringmaster makes a significant contribution to making our communities safer and also provides reassurance to residents as it encourages people to be good neighbours."</p>

<p>It is hoped that Ringmaster will be particularly effective when police receive reports of bogus callers and distraction burglars.</p>

<p>Terry Lewis, from the Cardiff West Neighbourhood Watch Association said: "TheRingmaster system is an excellent tool in the fight against crime. </p>

<p>"Co-ordinators are kept up to date with what is happening in their areas and therefore they are also in a position to notify the police of anything of a suspicious nature reported to them by other residents."</p>

<p>Terry Flynn, of the Cardiff East NHW Association, added: "We at Cardiff East Neighbourhood Watch are delighted that the Ringmaster system is being re-launched.</p>

<p>"Ringmaster is an excellent method for the police to communicate with Neighbourhood <br />
Watch co-ordinators and other groups such as doctors' surgeries, garages, public houses and many more groups, providing the very latest details of criminality in our communities as well as providing advice on crime prevention matters.</p>

<p>"We urge residents of Cardiff to set up a Neighbourhood Watch Group in their area, and help to make our communities a safer place to live, work and play."</p>

        <![CDATA[<p>A GOLD medal winning Paralympian has paid  tribute to a Cardiff cycling charity.</p>]]>

Cyclist David Stone, winner of two gold  medals at the Beijing Paralympics last year,  sent a message of support to the charity Pedal  Power at its special open day.</p>

<p>The charity, based in Pontcanna aims to boost cycling opportunities for people  of all abilities, including the disabled and  elderly. At its open day, the charity officially  launched plans for a joint research project  with Cardiff University to examine the benefits cycling can provide for children with  cerebral palsy.</p>

<p>David's mother Karen gave a talk and  showed a video in which her son paid tribute  to Pedal Power's efforts. She revealed her son  had first got into cycling to impress a girl.</p>

<p>She said: "He thought he looked cooler on a  bicycle than walking and it encouraged him to be the best he could. He's fallen off many  times and as a parent I had to accept that risk of him falling.  My role was to encourage him, push him and  believe in him."</p>

<p>As well as its research project, Pedal Power has also revealed plans for  cycling groups for people aged over 50. Thanks  to Age Concern funding, an expert will take  groups of older people for hour-long cycling  sessions through Bute Park and along the Taff  Trail. </p>

<p>Birmingham-born David helped to ensure  GB's dominance on two wheels in Beijing  yesterday when he collected two road-racing golds in as many days. He  won the mixed individual road race, cruising  to victory in a time of 45.05.33 minutes.</p>]]>

But just weeks after leaving  the delivery ward three  exercise-mad Cardiff mums  have been  pulling on their  trainers.<br />

Alex Attard, 33, of Ely, Leah  Perkins, 30, of Pontcanna, and  Jo Lloyd, 37, of Whitchurch,  joined exercise and training  group Outdoor Fitness Ltd several years ago.</p>

<p>Despite falling pregnant at  similar times last year, they  were determined to keep up  the pace, exercising almost  right up until their due  dates.</p>

<p>And after post-birth medical  check-ups and the go-ahead  from their GPs, they were back  on the track shifting the baby  bulge.</p>

<p>Mother-of-one Jo gave birth  to nine-week-old Emily by  Caesarean section.</p>

<p>Although she is now limited  to what she can do after the  procedure, she wants to encourage women that no  matter what labour they went  through, they can still get  back out and start rebuilding  their fitness levels while  shifting the extra baby pounds.</p>

<p>She said: "Joining a group  like Outdoor Fitness is fab. </p>

<p>"It's great to be able to exercise with friends and everyone is so encouraging.</p>

<p>"The trainers tailor all the exercises to each individual person, which is great for me having had a c-section and being slightly restricted now.</p>

<p>"The most important thing is  knowing your own limits and  not pushing yourself too far."<br />
Mother-of-two Alex, whose  five-week-old daughter Libby  was induced two weeks early,  goes training with her husband  three times a week.</p>

<p>She said: "It's our social life.  This is our chance to see our  friends and get fit at the same  time. People ask me why I put  myself through it so soon after  giving birth, but I tell them it's  like brushing my teeth - it's  routine.</p>

<p>"My three-year-old Mia loves  it too. </p>

<p>"When she knows I'm going  training she practices her  press-ups.</p>

<p>"My GP even suggested that  for someone like me who is  used to exercising a lot, stopping training during pregnancy could do more harm  than good.</p>

<p>"You have just got to be  careful."</p>

<p>Mum Leah, who gave birth  naturally to Macsen in October, currently goes training  four or five times a week.</p>

<p>She said: "I put on minimal  baby weight during the pregnancy and have shifted it  already.</p>

<p>"The groups are open to  people of all fitness and are a  great way of getting outdoors  and staying up-beat despite  the post-baby effects on your  body."</p>

<p>Outdoor Fitness Ltd trainer  Jeff Webb added: "I must  stress that although we encourage all walks of life to  come along to our classes, new  mums especially must be careful and must check with their  GP before enrolling in any  hard exercise."</p>

Chapter Arts Centre in Canton screens The Age of Stupid, starring Pete  Postlethwaite, on Sunday,  March 15 at 5.40pm.</p>

<p>Postlethwaite stars as an  old man living alone in the  devastated world of the year  2055, looking at "archive"  footage from 2008, asking:  "Why didn't we stop climate  change when we had the  chance?"</p>

<p>The independent 89-minute  film will be premiered by  Chapter and 64 other cinemas  <br />
across the UK.</p>

<p>Director Franny Armstrong  said: "Either we seriously  tackle climate change or  we wipe out most life on  Earth.</p>

<p>"The future of our species  and everything we have ever  achieved is at stake, so it's not a  tricky decision, as a filmmaker,  to decide which subject to  work on."</p>

<p>Chapter's marketing chief,  Carol Jones, said: "We're extremely pleased to be part of  the People's Premiere and  we're hoping lots of people will  turn out and be part of the  Guinness World Record attempt to become the largest  ever film premiere in history.</p>

<p>"It will be great fun watching them roll out the green  carpet in Leicester Square live  by satellite link."</p>]]>
