Fatal Motor Vehicle Collision: C18-193960

On September 4, 2018, at approximately 5:30 p.m.,emergency services personnel responded to the intersection of Bishop Grandin Blvd. and Lagimodiere Blvd. regarding a cyclist struck by a vehicle.

A 61-year-old male was rushed to hospital in critical condition where he died as a result of injuries sustained in the accident.

Assault Peace Officer Arrest: C18-192732
On September 3, 2018, at approximately 8:40 a.m., Central District General Patrol officers responded to the 600 block of William Avenue for a report of a male on the roof throwing bricks onto the street.

Upon arrival, officers attempted to speak with the male who was visibly agitated, exhibiting erratic behavior, and at times throwing bricks at officers. It is believed the male had consumed methamphetamine prior to this incident.

Due to the male's unwillingness to cooperate with police and concerns surrounding his health, Crisis Negotiators, Tactical Support Team members, and the Winnipeg Fire Paramedic Service were called to assist.

During the seven-hour incident, the male continued to exhibit erratic behavior, throwing bricks from a chimney at first responders on the ground. At one point, the male jumped onto the roof of a neighboring building where he continued to yell, scream and throw rocks at vehicles, apartment windows and emergency responders on the street.

At approximately 3:20 p.m., Tactical Support Team members were able to make contact with the male and safely remove him from the rooftop. He was transported to hospital, treated for minor injuries and later released.

During the incident, six officers and three members of the Winnipeg Fire Paramedic Service narrowly missed being struck by bricks and rocks. Two vehicles sustained significant damage. Three residential windows were broken and numerous bricks were removed from a chimney.

Christopher Robert BARON, a 40-year-old male of Winnipeg, has been charged with:

Assault Peace Officers X6
Assault with a Weapon X3
Mischief Under X6

He was detained in custody.

Firearms/Drugs Arrests: C18-192431
On September 2, 2018 at approximately 8:40 p.m., Winnipeg Police Divison 11 Community Support officers responded to a report of a male armed with a gun driving a vehicle in the area of Wolseley Ave. and Maryland St. A short time later a vehicle matching the description was located, unoccupied, in the 300 block of Honeyman Ave. A suspect was identified in a restaurant in the area of Maryland St. and Portage Ave. and taken into custody.

The suspect was found to be in possession of a large hunting knife and a quantity of methamphetamine. The methamphetamine had an estimated street value of $2,250. Officers also seized 2 firearms; an MP 40 submachine gun, a loaded MP 40 magazine with additional ammunition, and a .22 calibre revolver.

Brent Travis LEHOCKY, 30, of Neepawa, Mb, was charged with 12 firearms-related offences and possession of Methamphetamine.

He was detained in custody.

Aggravated Assault Arrest: C18-190777

On August 31, 2018, at approximately 11:25 p.m., emergency services responded to a report of a stabbing that had occurred in the parking lot of an apartment complex in the 1800 block of Pembina Highway.

An 18-year-old male, suffering from numerous stab wounds to his upper body, was transported to hospital in critical condition. He was later upgraded to stable condition.

Members of the Major Crimes Unit continued with the investigation and believe the 18-year-old male victim was helping unload a vehicle with members of his family including his 7-year-old niece when a male suspect approached. Without any conversation or reasoning, the male suspect ran towards the 18-year-old victim and knocked the niece over. He then repeatedly stabbed the 18-year-old victim before fleeing the area.

Investigators do not believe the suspect and victims were known to each other.

On September 1, 2018, at approximately 1:35 p.m., Major Crimes Unit officers located a male in the 1800 block of Pembina Highway and placed him under arrest.

Nathaniel Sean Capay, a 20-year-old male of Winnipeg, has been charged with:

- Aggravated Assault

- Possession of a Weapon

- Assault

- Fail to Comply with Probation Order

He was detained in custody.

Aggravated Assault Investigation: C18-191634

On September 1, 2018, at approximately 9:30 p.m., emergency services responded to a report of an assault that had occurred in the area of Redwood Avenue and Charles Street.

Officers located a male in his 30's suffering from serious injuries. He was transported to hospital in critical condition where he remains.

Impaired Driving Arrest: C18-189859

On August 31, 2018, at approximately 12:40 a.m., the Winnipeg Police Service received a report of a motor vehicle collision in the area of Talbot Avenue and Gateway Road. A caller had reported seeing an older recreational/motorhome-style vehicle strike a hydro pole and a number of occupants, including a male driver, fled on foot.

The force of the collision sheared the hydro pole and caused a power outage in the area.

East District General Patrol and K9 unit members attended the scene. Police Service Dog (P.S.D.) Veyda conducted a track to the rear of a residence in the 500 block of Castle Avenue where a male was found hiding inside a parked car. The male was taken into custody.

Officers also met with two adult females and a 2-year-old child in the area which are believed to have been the other occupants that had fled the vehicle.

James Bradley Porth, a 48-year-old male of Winnipeg, has been charged with:

- Driving While Ability Impaired

- Fail or Refuse to Provide Sample Breath

- Fail to Comply Condition Recognizance by Judge/Justice

He has been detained in custody.

Motor Vehicle Collision Investigation: C18-189657

On August 30, 2018, at approximately 9:25 p.m., emergency personnel responded to the report of a motor vehicle collision involving two pedestrians in the area of Keewatin Street and Santa Fe Drive.

An adult female was transported to hospital in critical condition where she remains. An adult male was transported to hospital in unstable condition and has been upgraded to stable condition.

It has been determined that the two pedestrians had been walking westbound across a nearby crosswalk when they were struck by a southbound vehicle.

Members of the Traffic Collision Investigation Section continued with the investigation and have spoken with the driver of the vehicle who remained at the scene.

This investigation is still in the preliminary stages. Anyone with information that may assist investigators is asked to call 204-986-7085 or Crime Stoppers at 204-786-TIPS (8477).

Firearm Arrest: C18-188106

On August 29, 2018, at approximately 9:35 a.m., North District General Patrol members were in the area of Manitoba Avenue and Parr Street when they observed an individual they recognized as being known to them.

Officers attempted to stop the male and he immediately fled on foot. After a short case, he was taken into custody in the area of Manitoba Avenue and McKenzie Street.

A search of him resulted in the seizure of a number of items:

- A knife

- Two 12-gauge shotgun shells

- Components for an improvised firearm (bang stick) including 6 assorted metal pipes and a large screw

- Numerous break-in instruments including 4 screwdrivers and 3 sets of pliers

Brendan Elice Okemow, a 20-year-old male of Winnipeg, has been charged with:

- Possession of a Weapon

- Carrying Concealed Weapon Prohibited Device or Ammunition (x2)

- Unauthorized Possession of a Firearm

- Possession of Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order (x4)

- Possession of Break-In Instrument(s)

He was detained in custody.

Commercial Robberies Arrests: C18-184421

On August 24, 2018, at approximately 4:00 p.m., four suspects attended to a Manitoba Liquor Mart in the 2800 block of Pembina Highway, parking at the rear of the business to avoid detection.

One suspect, an adult male, remained with the vehicle while the three other suspects, all youths, concealed their faces and entered the business. Numerous bottles of liquor with a value between $3,500 and $4,000 were stolen and the suspects fled the area.

At approximately 4:15 p.m., they drove to a second Manitoba Liquor Mart in the 400 block of North Town Road where they again parked at the rear of the business.

The adult male suspect remained with the vehicle while two youth suspects concealed their faces and entered the business. A store manager approached the youths and was immediately threatened. The youths then began to steal numerous bottles of liquor but were confronted by an off-duty RCMP member who had been in the store and identified himself as an officer.

The youths then began to assault the officer by throwing numerous liquor bottles at him, striking him in the head and allowing them to make their escape. It is estimated that $1,200 of liquor was stolen. The officer suffered minor injuries.

Members of the Major Crimes Unit continued with the investigation.

On August 30, 2018, at approximately 5 p.m., the Winnipeg Police Service received a 911 hang-up call from an address in the 300 block of Pacific Avenue. Shortly after, a dispatcher spoke with an individual who asked the police to come arrest him.

Officers attended the residence and placed one of the youth suspects under arrest. He was found to be in possession of a folding knife.

Investigators have identified the youth as being responsible for 23 different theft incidents where he would attend Liquor Marts and steal copious amounts of liquor (total value of approximately $11,275). On many of these occasions, these thefts would be carried out with the help of several suspects. These investigations are continuing.

A 16-year-old male of Winnipeg has been charged with:

- Robbery (x2)

- Assault a Peace Officer

- Possession of a Weapon

- Theft Over $5000

- Possession of Property Obtained by Crime Over $5000

- Fail to Comply with Sentence (x2)

He was also processed on the strength of four outstanding warrants for charges of:

- Theft Under $5000 (x6)

- Fail to Comply Sentence (x12)

He was detained in custody.

At approximately 11:30 p.m., Major Crime Unit investigators placed the adult male suspect under arrest in the area of Keewatin Street and Logan Avenue.

Caiden Jessy Bjornsson, a 24-year-old male of Winnipeg, has been charged with:

- Robbery

- Theft Under $5000

He was detained in custody.

Commercial Robberies Arrests: C18-181893

On August 21, 2018, at approximately 5:45 a.m., an adult male suspect attended a convenience store in the first 100 block of Osborne Street while concealing his face. He pointed a firearm at an employee and demanded money and cigarettes. The male received an undisclosed amount of money and product. He then fled the store.

At 5:15 p.m., the adult male suspect, in the company of an adult female suspect and another adult male suspect, attended a pharmacy in the 600 block of Elizabeth Road. The two males entered the pharmacy while concealing their faces. One of the males pointed a firearm at an employee and made threats to kill them if narcotics were not turned over. The male received an undisclosed amount of drugs and together the two suspects fled the store.

Witnesses in the area observed the suspects as they loaded a vehicle with the stolen items. They then fled the area with the female suspect as the driver.

Members of the Major Crimes Unit continued with the investigation.

On August 22, 2018, at approximately 8:35 p.m., Major Crime Unit investigators, along with members of the Tactical Support Team and General Patrol members, placed a male suspect under arrest in the first 100 block of Laurel Bay.

Kyle Kisik Schroeder-Bear, a 21-year-old male, has been charged with:

- Armed Robbery using a Firearm

- Disguise with Intent

- Uttering Threats - Cause Death or Bodily Harm

He was detained in custody.

On August 29, 2018, at approximately 1:20 a.m., an adult male suspect attended the same convenience store in the first 100 block of Osborne Street, produced a knife and demanded money and cigarettes from an employee. The male received an undisclosed amount of money and product. He then fled the store.

On August 30, 2018, at approximately 12:40 p.m., Major Crime Unit investigators placed a female suspect under arrest in the first 100 block of Edmonton Street. A search of her resulted in the seizure of a number of items including the following:

- Product that is believed to have been stolen during one of the incidents

- 9 pills of Hydromorph-Contin

- 4 pills of Hydromorph

- 23 pills of Xanax

- 2 small dime-bags of methamphetamine

Jessica Sadowiak, a 34-year-old female of Winnipeg, has been charged with:

- Armed Robbery using a Firearm

- Possession of a Weapon

- Possession of Property Obtained by Crime Under $5000

- Possession of Proceeds of Property Obtained by Crime Under $5000

- Possession of Scheduled Substance Hydromorphone

- Possession of Scheduled Substance Methamphetamine

- Fail to Comply Condition Recognizance by Judge/Justice (x5)

She was detained in custody.

At approximately 2:55 p.m., Tactical Support Team members placed a second male suspect under arrest on the Norwood Bridge. A search of him resulted in the seizure of a number of items including the following:

- Product that is believed to have been stolen during one of the incidents

- Approximately $1,475 in Canadian currency.

Christopher Paul Simard, a 33-year-old male of Winnipeg, has been charged with:

- Armed Robbery using a Firearm (x2)

- Robbery

- Disguise with Intent (x2)

- Use of Firearm During Commission of an Indictable Offence (x2)

- Pointing a Firearm (x3)

- Possession of a Weapon (x2)

- Unauthorized Possession of a Firearm (x2)

- Unauthorized Possession of a Firearm in Motor Vehicle

- Uttering Threats - Cause Death or Bodily Harm

Community Notification: Justin LEVASSEUR
The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP. MIHRSOU today provides information regarding Justin David LEVASSEUR, (aka Jay LEVASSEUR, Norman LEVASSEUR, "J" and "J STAR"), 28 years of age, a convicted sex offender who is considered high risk to re-offend in a sexual manner. Females are at risk of sexual violence.

LEVASSEUR will be released from Stony Mountain Institution, in Stony Mountain, Manitoba on August 30, 2018 in relation to a sentence for break, enter and commit sexual assault, and overcome resistance by attempting to choke, suffocate or strangle which occurred on September 2013, in Manitoba. LEVASSEUR was convicted of those offences on March 24, 2016, and received a sentence of five years (which includes pre-sentence custody credit of 16 months). Upon release, LEVASSEUR will be subject to a lifetime weapons prohibition and parole until November 23, 2019. LEVASSEUR is expected to take up residence in Winnipeg, Manitoba.

LEVASSEUR has a history of sexual, violent and other offences. Although he participated in some treatment programming in the past, LEVASSEUR is still considered high risk to re-offend in a sexual manner. Females are at risk of sexual violence.

Background information:

Justin David LEVASSEUR is a 28 year-old male with a lengthy criminal record including convictions for break and enter commit sexual assault, overcome resistance by attempting to choke, suffocate or strangle, assault cause bodily harm, assault, resist peace officer, escape lawful custody and numerous breaches of Probation.

LEVASSEUR's most recent offences occurred in September 2013, when he broke into the residence of an unknown female, while she was sleeping in one bedroom, and her two children were asleep in another bedroom. He sexually assaulted and choked the victim. He was convicted of break and enter commit sexual assault and overcome resistance by attempting to choke, suffocate or strangle on March 24, 2016, and received a five year sentence (which includes pre-sentence custody credit of 16 months).

LEVASSEUR will be released from Stony Mountain Institution, in Stony Mountain, Manitoba on August 30, 2018.

Upon release, LEVASSEUR will be subject to Parole until November 23, 2019, which includes conditions such as:

Not to possess or consume any drugs, alcohol and other intoxicants except
drugs as prescribed and taken as directed;

Reside at an approved residence and abide by a curfew of 10:00 p.m. to 6:00
a.m. daily, and comply with curfew checks;

Not to enter any licensed premise; and

Not to possess or use a computer or wireless telecommunication device that
can access the Internet;

LEVASSEUR will also be subject to a lifetime weapons prohibition.

While incarcerated, LEVASSEUR participated in some treatment programming but is still considered high risk to re-offend in a sexual manner against females.

LEVASSEUR is expected to take up residence in Winnipeg, Manitoba.

Drug/Firearms Investigation Arrests: R18-54591

As part of an investigation into the illegal distribution of methamphetamine, the Winnipeg Police Service Street Crime Unit on August 23 executed a Controlled Drugs and Substances Act (CDSA) search warrant on a residence located in the 500 block of Cathedral Avenue. With the assistance of the Tactical Support Team and general patrol officers, 8 adults were removed safely from the home.

Investigators seized the following items:
·         SKS assault rifle with 60 round magazine
·         Bolt-action 30-06 rifle
·         Bolt-action 25-06 rifle
·         Money counting machine
·         $560 Canadian Currency
·         Methamphetamine $300 street value
·         Percocet, $900 street value
·         Xanax pills

As a result, the following people were arrested and charged:

Geraldine Faye RICHARD, 44, of Winnipeg, has been charged with:

Unauthorized Possession of Firearm x 3
Possess Firearm Knowing its Possession is Unauthorized x 3

A 31-year-old female from Winnipeg was arrested on 2 outstanding warrants of arrest.

All of the accused were detained in custody.

Firearms Investigation Arrests: C18-185006

On August 25, 2018, members of the Winnipeg Police Street Crime Unit executed a Firearms Search Warrant on a residence located in the 100 block of Jefferson Avenue. Officers from numerous units assisted in the operation, including members from East District Community Support, General Patrol officers from North and Central Divisions and the Tactical Support Team.

As part of the investigation a related vehicle was stopped in the 1600 block of Main Street. Two adult males and an adult female were removed from the vehicle and arrested. A saw-off .22 rifle, and 2 air-soft pistols were seized as well as a quantity of methamphetamine and prescription drugs.

An adult male was arrested in front the residence on Jefferson Ave. Officers seized an unloaded 30-06 rifle, soft-body-armour and ammunition.

Tyson Paul COLFORD, 31, of Winnipeg, was charged with 13 firearms related offences, as well as charges related to possession of property obtained by crime, proceeds of crime and drug trafficking charges (methamphetamine).

James Glen HOULE, 29, of Winnipeg, faces a total of 16 criminal charges related to firearms, possession of methamphetamine and possession of property obtained by crime.

Raechel Marie DUECK, 29, of Winnipeg, faces a total of 8 criminal charges related to firearms, possession of methamphetamine and possession of property obtained by crime.

Shawn Derek BLAIR, 31, of Winnipeg, was charged with:
·         Possession of Body Armour without a Valid Permit under the Body Armour and Fortified Vehicle Control Act of Manitoba
·         Possession of a Weapon
·         Careless Use of a Firearm
·         Unauthorized Possession of a Firearm

All 4 accused were detained in custody.

Theft Investigation: R18-46489

Public Assistance Requested

The Winnipeg Police Major Crimes Unit is investigating a theft that occurred on July 17, 2018 at a business located in the 1800 block of Pembina Highway.

A male suspect entered the building during business hours and stole a computer and other electronic equipment.

Investigators are asking the public's assistance in identifying the male captured in the image below.

Anyone with information that may assist in indentifying this male or with any information that may assist investigators is asked to call 204-986-6219 or Crime Stoppers at 204-786-TIPS (8477).

Assault Peace Officer Investigation: C18-183938

On August 24, 2018, at approximately 4:25 a.m., the Winnipeg Police Service received a report of a suspicious male in a truck checking vehicle door handles in the first 100 block of Brookstone Place near Waverley Street.

A K9 unit responded and located the truck in the 2500 block of Waverley Street. The officer conducted a traffic stop and began to talk to the male driver. The vehicle was determined to be stolen and as the officer attempted to make an arrest, the vehicle sped away dragging the officer a significant distance.

The officer, a 10-year member, suffered a number of painful but non-threatening injuries and was transported to hospital in stable condition where he remains.

The Winnipeg Police Service is requesting the public's assistance in locating the suspect blue 2014 Toyota Tacoma double-cab truck with a Manitoba licence plate of HJW249. The male driver is described as being Caucasian in appearance and was wearing a dark-coloured hat with glasses.

This investigation is continuing by members of the Major Crimes Unit. Anyone with information regarding the male and/or the location of the vehicle is asked to call 911.

Canada-Wide Arrest Warrant Michael Karas: R18-54824

On August 23, 2018, the Winnipeg Police Service was contacted by the Toronto Police Service to assist in the arrest of a male suspect wanted on a Canada-wide Arrest Warrant.

At approximately 09:00 a.m., members of the Major Crimes Unit arrested a suspect at a hotel located in the 1700 block of Sargent Ave.

Micheal Joseph Karas, 61, was arrested and detained. Officers from the Toronto Police Service are expected to arrive today and execute the warrant with underlying charges of:

- Robbery with Firearm (x3)
- Point Firearm (x3)
- Wear Disguise with Intent (x3)

Assault Peace Officer Investigation: C18-183938

Assault Peace Officer Arrest: C18-183047

On August 23, at approximately 12:00 a.m., officers with the North District Community Support Unit were on patrol in the William Whyte area when a male on a bicycle was observed committing a violation of the Highway Traffic Act in the area of Aikins Street and Burrows Avenue.

As officers attempted to stop the male, he fled on his bike into oncoming traffic and was followed to the rear of an address in the 300 block of Alfred Avenue. The male immediately confronted officers and attempted to push one member to the ground.

The male, who is believed to have been high on methamphetamine, was told he was under arrest, at which time he began to struggle with officers in an attempt to avoid being taken into custody. At one point, he produced an item which was later identified as a bicycle pump and was disarmed. He was eventually handcuffed.

The officer did not suffer any injuries.

Nicholas James Lilke, a 31-year-old male of Winnipeg,has been charged with:

- Assault a Peace Officer
- Resist Peace Officer

He was detained in custody.

Assault Peace Officer Arrest: C18-182298

On August 22, 2018, at approximately 5:30 a.m., a male attended the Health Sciences Centre complex and left his bicycle in the entrance corridor. The male then began to wander around the complex and entered a women's staff washroom.

Security officers with the Health Sciences Centre attended and asked the male to leave. While escorting him outside, the made threats to kill the security officers and postured a fighting stance on a number of occasions.

Once in the entrance corridor, he again adopted a fighting stance and threw the bicycle at the security officers, hitting two of them. The security officers continued to try escort the male out of the hospital at which time a struggle ensued. He was eventually successfully handcuffed and placed into a holding room while Central District General Patrol officers arrived and placed him under arrest.

One security officer suffered minor injuries.

Necho Debbin Bittern, a 26-year-old male of Winnipeg,has been charged with:

- Assault a Peace Officer with a Weapon (x2)
- Uttering Threats - Cause Death or Bodily Harm (x3)

He was detained in custody.

Assault Arrest: C18-183601

On August 23, 2018, at approximately 5:50 p.m., a female attended a shopping centre in the 300 block of Portage Avenue. As she left a store, a security device alarm went off and a security guard approached her.

The female pulled a box of perfume out of her bag and ran. She then threatened to stab the security guard with a needle and assaulted him with a punch. The female was taken into custody and a needle was later found within her personal property.

While being processed in a security holding room, the female, who is believed to have been high on methamphetamine, spit twice in the face of a second security guard. Central District General Patrol officers arrived a short time later and placed her under arrest.

Both security guards suffered no injuries.

Amber Leah Thompson, a 28-year-old female of Winnipeg,has been charged with:

- Theft Under $5000
- CC 266 Assault (x2)
CC 264.1(1)(a) Uttering Threats - Cause Death or Bodily Harm

She was detained in custody.

Assault Arrests: C18-183679

On August 23 2018, at approximately 8:00 p.m., Winnipeg Police responded to a fight in progress outside a transit bus.

An eastbound Winnipeg Transit bus was stopped at the intersection of Portage Ave. and Colony St. Three males had boarded the bus, however, one did not have sufficient funds and was advised of this by a transit supervisor onboard. The 3 all became verbally aggressive and the supervisor requested they leave the bus. The suspects began assaulting the supervisor and dragged him off the bus where the assault continued on the street.

The assault was interrupted when members of the Winnipeg Police Service and Auxiliary Cadets came upon the scene.

The Transit Supervisor was conveyed to hospital in stable condition with non-life-threatening injuries.

An adult male and 2 male youths were arrested and will be charged with Assault.
All three were released on a Promise to Appear.

Mischief & Assault Peace Officer Arrest: C18-182500

On August 22, 2018, at approximately 11:15 a.m. North District General Patrol officers were in the 300 block of Redwood Ave on an unrelated matter.

An officer was seated in the front passenger side of a cruiser car when a male approached the rear of the car while carrying a full-sized barbeque propane tank. The male, who is believed to have been high on methamphetamine, made no attempt to communicate with police and proceeded to throw the propane tank through the rear window of the cruiser car. The officer was not injured.

Richard Lee Friesen, a 30-year-old male of Winnipeg, has been charged with:

- Assault Peace Officer

- Mischief Under $5000.

He has been detained in custody.

Assault Peace Officer Arrest: C18-182559

On August 22, 2018, at approximately 1:15 p.m., North District General Patrol officers responded to the 400 block of Dufferin Avenue for a report of a male that had assaulted an individual with a screwdriver.

A nearby supervisor unit arrived first in the area and located a male suspect walking in the area of Aikins Street and Stella Avenue. The male, who is believed to have been high on methamphetamine, was followed to the rear yard of a residence in the 200 block of Stella Avenue where he picked up a snow shovel.

The male was told to drop the shovel, however he did not respond and began to walk towards the cruiser car while armed. As a result, the officer exited the vehicle and drew his Conducted Electrical Weapon ("Taser"). The male then began to walk away but turned around and threw the shovel at the officer, narrowly missing him.

The officer deployed the CEW but was unsuccessful. The male then produced a screwdriver and the CEW was deployed for a second time, but was again ineffective.

The male continued to approach officers making threats. As other officers arrived on scene, the male fled on foot with the screwdriver. He was tracked to a nearby area where he raised the screwdriver at an officer in an aggressive manner. A CEW was successfully deployed and the male was taken into custody without injury.

Brett Mikal Keeper, a 26-year-old male of Winnipeg, has been charged:

- Assault a Peace Officer with a Weapon (x2)

- Assault with a Weapon

- Resist Peace Officer

- Fail to Comply Condition Recognizance by Judge/Justice (x2)

Keeper was also processed on three outstanding arrests warrants for:

- Fail to Comply Probation Order

- Fail to Attend Court (x2)

He was detained in custody.

Community Notification James BADOUR

The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP. MIHRSOU today provides information regarding James Porter BADOUR, 53 years of age, a convicted sex offender who is considered high risk to re-offend in a sexual manner. All children are at risk.

BADOUR was released from custody after having served a sentence regarding three convictions for sexual interference with young children. He was convicted on February 1, 2016 and received a total sentence of 658 days (includes 72 days pre-sentence custody credit) followed by three years supervised probation. BADOUR exhibits a transient lifestyle. His previous convictions occurred throughout southern Ontario. Since being released, on April 15, 2017, BADOUR has resided in Guelph, Toronto, Alonsa and Neepawa, Manitoba. Currently, he is believed to be residing in Winnipeg.

BADOUR has a history of sexual offences against young children, male and female. Although he participated in some treatment programming in the past, BADOUR is still considered high risk to re-offend in a sexual manner. All children are at risk of sexual violence.

Background information:

James Porter BADOUR is a 53 year-old male with a lengthy criminal record including convictions for sexual assault and sexual interference involving children.

BADOUR's most recent offences occurred in 2015 in Ontario. BADOUR sexually interfered with two female children, aged 6 and 7 years, who resided across the street from him. He befriended the children's caregivers, gained access to the children, and sexually interfered with them. On February 1, 2016, he was convicted of three counts of sexual interference and received a sentence of 658 days (including 72 days pre-sentence custody credit) followed by three years supervised probation.

While on release, BADOUR is subject to supervised probation until April 14, 2020.

BADOUR is also prohibited, until April 14, 2037, from:

attending a public park or public swimming area where persons under the age of 16 years are present or can reasonably be expected to be present, or a daycare centre, schoolground, playground or community centre;

seeking, obtaining or continuing any employment, whether or not the employment is remunerated, or becoming or being a volunteer in a capacity, that involves being in a position of trust or authority towards persons under the age of 16 years;

having any contact - including communication by any means - with a person who is under the age of 16 years, unless he does so under the supervision of a person whom the court considers appropriate.

BADOUR is also subject to a lifetime weapons prohibition.

BADOUR was previously convicted of sexually assaulting two young neighbourhood children (male and female) in 1993 and 2000. In 1993, he received a sentence of 18 months followed by 2 years probation. In 2000, he was sentenced to 12 months incarceration followed by 3 years probation.

While incarcerated, BADOUR participated in some treatment programming but is still considered high risk to re-offend in a sexual manner against all children.

BADOUR exhibits a transient lifestyle. His previous convictions occurred throughout southern Ontario. Since being released, on April 15, 2017, BADOUR has resided in Guelph, Toronto, Alonsa and Neepawa, Manitoba. Currently, he is believed to be residing in Winnipeg.

This information is provided to enable members of the public to take suitable measures to protect themselves. Any form of vigilante activity or other unreasonable conduct directed at BADOUR will not be tolerated.

Break and Enter - Arrests: C18-181528
On August 21, 2018, at approximately 9:25 a.m., members of the East District Station located and arrested two males in the 200 block of Notre Dame Street. The males were in possession of a bag containing numerous break-in instruments. The males are believed to be responsible for the following incidents:

February 25, 2018 - tools stolen from a storage room in the 300 block of Colony St.
June 24, 2018 - tools stolen from a garage in the 500 block of De La Morenie St.
July 16, 2018 - a backpack stolen from a University of Manitoba Campus
July 16, 2018 - a break-in to a residence in the 200 block of Beliveau Rd.
July 27, 2018 - a break-in to a residential building in the first 100 block of Gerard St. and two bicycles were stolen

Jessie Lee BERENS, a 36-year-old male of Winnipeg was charged with Possess Break-In Instruments, Fail to Comply with Conditions of Recognizance X6, Break, Enter and Theft X3, and Theft Under $5000.

Terence Michael CANARD, a 37-year-old male was charged with Theft Under $5000, Break, Enter, and Theft, X2, Possess Break-in Instruments, Fail to Comply with Recognizance X3, Break and Enter with Intent, and Fail to Comply with Probation Order X2

George LEPINE has been located deceased. No foul play is suspected.

Previously Released:
The Winnipeg Police Service is requesting the public's assistance in locating a missing 80-year-old male, George LEPINE.

LEPINE was last seen in the North Kildonan area of Winnipeg on the morning of August 9, 2018.

LEPINE is described as Caucasian, 5'5", medium build, grey balding hair. LEPINE was last seen wearing thin framed eyeglasses, a brown plaid shirt and blue jeans.

The Winnipeg Police Service is concerned about LEPINE's well-being and is asking anyone with any information regarding his whereabouts to contact the Winnipeg Police Service Missing Persons Unit at 204-986-6250.

Sexual Assault - Investigation: C18-181912
On August 21, 2018, at approximately 5:45 p.m., General Patrol members responded to a report of a female who appeared to have been assaulted. The victim, an 18-year-old female, reported that she was walking along the river path in the area of Queen Elizabeth Way when she was approached by two males who pushed her and grabbed her backpack. The males assaulted the victim before seriously sexually assaulting her.

One male is described as being in his 30's, with dark skin and approximately 5'10" with short brown hair and a beard. The second male is described as being in his 20's, with light skin and dirty blonde hair.

This investigation is continuing by members of the Sex Crimes Unit. Anyone with information that may assist investigators is asked to call 204-986-6245 or Crime Stoppers at 204-786-TIPS (8477).

Fatal Motor Vehicle Collision: C18-181996
On August 21, 2018, at approximately 7:30 p.m., emergency services personnel responded to the intersection of Park Lane Ave. and King Edward St. for a serious motor vehicle collision.

A northbound motorcycle appears to have lost control and crashed at this location. The driver of the motorcycle was transported to hospital in critical condition and has since succumbed to injuries sustained during the crash.

Police are asking that anyone who may have witnessed the collision or have information concerning the incident contact traffic investigators at 204-986-7085 or Crime Stoppers at 204-786-TIPS (8477).

Stabbings Investigations
Members of the Winnipeg Police Service have responded to a number of stabbing incidents over the past four days.

On August 17, 2018, at approximately 5:55 a.m., a 48-year-old male was stabbed in the lower-body in the area of Princess Street and Notre Dame Avenue and robbed of his bicycle. The male was transported to hospital in critical condition and was later upgraded to stable condition.

At approximately 3:50 p.m., a 16-year-old female attended a hospital with stab wounds to her mid-body. The female advised she had been stabbed while in the 900 block of Banning Street.

On August 18, 2018, at approximately 1:25 a.m., a 24-year-old male and a 28-year-old male attended a hospital with stab wounds to their mid-bodies. One male advised he had been stabbed on Princess Street.

At approximately 1:50 a.m., a 19-year-old male and a 21-year-old female were the victims of a violent attempted robbery in the area of Central Park. The male was found with multiple serious stab wounds to his upper-body. He was transported to hospital in critical condition and later upgraded to stable condition. Two individuals were located nearby and placed under arrest.

The above incident was previously released on August 19, 2018.

On August 19, 2018, at approximately 1 a.m., a 58-year-old male was stabbed in the upper-body in the 700 block of Wellington Avenue. The male declined an ambulance but was transported to hospital by officers and admitted in stable condition.

On August 20, 2018, at approximately 6:10 p.m., a 16-year-old male, a 20-year-old male, and a 48-year-old male attended a hospital with stab wounds to their mid-bodies. Two of the males suffered serious stab wounds and the incident is believed to have occurred in the 500 block of Agnes Street.

At approximately 10:20 p.m., a 19-year-old male was stabbed in the mid-body in the first 100 block of Edmonton Street. He was transported to hospital in unstable condition and was later upgraded to stable condition.

On August 21, 2018, at approximately 7:35 a.m., a 30-year-old male was stabbed in the upper-body in the 400 block of Maryland Street. He was transported to hospital in unstable condition and was later upgraded to stable condition.

Major Crimes Unit detectives are continuing with the investigation of most of the incidents. Others have been handed by General Patrol unit members. At this time, there is no information to believe any of the incidents are linked.

Person Robbery Arrest: C18-180553
On August 20, 2018, at approximately 2:30 a.m., Central District General Patrol units, with the assistance of AIR1 and K9, responded to a report of a robbery to a person in the 400 block of Cumberland Avenue.

Officers met with a 33-year-old male victim who advised two male suspects had robbed him of his mobile phone. The victim had suffered minor injuries and declined medical treatment.

Two male suspects were located in the area and taken into custody. One suspect provided a false name but was later identified through fingerprinting with the help of the Forensic Services Unit. The other suspect was found to be in possession of the stolen phone.

Members of the Major Crimes Unit continued with the investigation and believe the robbery occurred after the victim came into contact with the suspects in the lobby area of a nearby apartment building.

Ahmed Masabo, also known as Jordan Masabo, a 20-year-old male of Saskatchewan,has been charged with:

- Robbery
- Public Mischief
- Fail to Comply Condition Recognizance by Judge/Justice (x4)

Masabo was also processed on three outstanding arrest warrants for charges including:

- Fail to Comply Condition Recognizance by Judge/Justice (x5)

Mohammed Yousuf Ali, a 23-year-old male of Winnipeg, has been charged with:

- Robbery
- Fail to Comply with Probation Order

Both were detained in custody.

Drug and Weapon Arrest: C18-180878
On August 20, 2018, at approximately 1:55 p.m., East District Community Support Unit members were in the area of Alfred Avenue and Aikins Street when they observed a male on a bicycle committing an infraction of the Highway Traffic Act.

Officers stopped the male and found the bicycle had been reported stolen on August 9, 2018, while locked up at a restaurant in the area of Erin Street and Portage Avenue.

The male was placed under arrest and a search of him resulted in the seizure of a collapsible baton weapon and 1 ounce of methamphetamine (estimated street value of approximately $850).

The stolen bike will be returned to its owner.

Cory Jason Carvajal, a 33-year-old male of Winnipeg,has been charged with:

- Possession of Property Obtained by Crime Under $5000
- Possession of a Weapon
- Possession of Scheduled Substance Methamphetamine

He was detained in custody.

Robbery Arrests: C18-179047
On August 18, 2018, at approximately 1:50 a.m., Winnipeg Police responded to a report of a male stabbed in the area of Central Park. A 19-year-old male victim was located a number of blocks away suffering from serious, multiple, upper-body stab wounds. He was transported to hospital in critical condtion. His condtion has since been upgraded to stable.

An investigation determined that the victim and a 21-year-old female were in Central Park when they were confronted by 2 males who attempted to rob them of their belongings. Both victims were forced to lay on the ground and the male victim was violently attacked.

Members of Central Division General Patrol located and arrested 2 suspects from a hotel in area a short time later.

Kenneth Alfred Alex McKAY, 25, of God's River, Manitoba, has been charged with:
- Robbery x 2
- Aggravated Assault
- Possess Weapon for Dangerous Purpose
- Utter Threats x 2

Michael Frank FLETT, 23, of Winnipeg, has been charged with:
- Robbery x 2
- Aggravated Assault
- Possess Weapon for Dangerous Purpose
- Utter Threats x 2

Both accused were detained in custody.

Firearms Incidents:

During the 24-hour period between August 14 and August 15, 2017, the Winnipeg Police Service responded to 5 separate incidents involving firearms.

On August 14 at 1:15 a.m., 2 female suspects robbed a grocery store in the West Alexander neighbourhood. One of the suspects pulled out a long gun and chased customers out of the store while the second suspect stole various items from behind the counter. Both suspects fled. There were no injuries

On August 14 at 11:20 p.m. a lone female robbed a grocery store in the Weston neighbourhood. The lone female produced a handgun and robbed the employee of an undisclosed amount of cash. She fled on foot. No injuries were reported.

On August 15 at 10:50 p.m. a female armed with a handgun robbed the same grocery store as noted above. She fled on foot. There were no injuries.

On August 15 at 10:20 p.m. a male armed with a gun entered a restaurant in the Centennial neighbourhood armed with a loaded sawed-off shotgun. Responding officers were able to safely disarm the male and take him into custody. The suspect appeared to be under the influence of methamphetamine.

On August 15 at 11:25 p.m. a 16-year-old male was walking in the Fort Rouge neighbourhood when he was confronted and robbed of his property by 2 suspects, one armed with a firearm and the other with a knife. The suspects fled in a vehicle. Patroling officers located the suspect vehicle and arrested 2 male suspects.

An additional incident occurred outside of the 24-hour window; In the early morning of August 16 Winnipeg Police responded to a report of a male shot in the East District of Winnipeg. The victim was transported to hospital in critical condition. The Major Crimes Unit is investigating.

Update: MISSING PERSON  Kyle FORTIER: R17-92165

Kyle FORTIER has been located deceased. No foul play is suspected.
His family is asking for privacy at this time.

Previously Released:
The Winnipeg Police Service is requesting the public's assistance in locating a missing 23-year-old male; Kyle Fortier. Fortier was last seen during the evening of Wednesday, November 8, 2017.

Fortier is described as Caucasian, 5' 10" in height, 110 to 120 lbs. (50 - 54 kg), thin build, brown/hazel coloured eyes, short medium brown hair, unshaven with a goatee. He was wearing a navy blue hoodie, black jacket, blue jeans and brown runners.

The Winnipeg Police Service is concerned for Fortier's well-being and anyone with information regarding his whereabouts is asked to contact the Winnipeg Police Service Missing Persons Unit at 986-6250.

Update: Missing Person Alpha Mamadou Saliou BAH: R18-47391

Alpha BAH has been safely located.

Previously Released:
The Winnipeg Police Service is requesting the public's assistance in locating a missing 25-year-old male; Alpha BAH.

BAH was last seen in Winnipeg on the evening of July 13, 2018.

BAH is described as an African Canadian, 5' 7", 160 pounds, short black hair. There is no clothing description from the evening he went missing.

The Winnipeg Police Service is concerned about BAH'S well-being and is asking anyone with any information regarding his whereabouts to contact the Winnipeg Police Service Missing Persons Unit at 204-986-6250.
