If ever an image captured the dysfunctional nature of the European Union it was the assembled leaders of the 28 member states photographed at an ancient fortress on the Maltese island this week.

Talk about “fortress mentality”! The European presidents and prime ministers were scheduled to deal with migration from North Africa as a threat to the bloc’s stability.

But instead, their summit was dominated by the issue of US President Donald Trump and the shared perception that the new occupant of the White House poses an urgent challenge to the EU.

“Prime ministers and presidents at Malta summit line up to scorn Trump’s conduct, accusing him of lack of respect,” reported the Guardian.

French President Francois Hollande even said that if the EU did not unite to oppose Trump’s populist nationalism, then the bloc was doomed to collapse.

The irony of the European leaders’ existential apprehensions about the new American president is laughable. For months, these same European politicians have been led by the nose by Western state propaganda alleging it was Russian President Vladimir Putin who is the top threat to EU stability.

European news media – like their US counterparts – have pushed sensationalist claims that the Kremlin is out to subvert EU democracies, undermine “European values”, promote Eurosceptic political parties and smash the union.

German Chancellor Angela Merkel warned only a few weeks ago that putative Russian state hackers would now turn their attention to forthcoming elections in Netherlands, France and Germany as they had allegedly done in the US to help Donald Trump get elected.

Amazingly with this backdrop of anti-Russia fear-mongering, the EU leaders in Malta this week made not a single mention of “Russian threat”.

All the angst of Europe’s supposed leaders was devoted to Donald Trump undermining their institutional existence.

What does that say about the credibility of EU politicians? When they flip from making hysterical allegations against Russia to huddling around like frightened children fretting about how a new American president might induce their demise.

It is consummate proof that the present array of incumbent EU leaders are completely out of touch with reality. No wonder they are quaking in their boots about forthcoming elections. Because one suspects that they fear a day of reckoning with angry electorates who are sick of the incompetence at the helm of government.

Another staggering example of disconnect among the EU cabal was the appalling violence in Ukraine this week. While the dithering politicians were fretting about Donald Trump, they were apparently oblivious to the war raging in Europe.

The Kiev regime – which the EU brought to power in a coup d’état in 2014, along with the Americans – this week unleashed a full-on offensive against the breakaway self-declared republics of Donetsk and Lugansk.

Thousands of rockets, mortars and tank artillery rounds rained down on civilian areas of Donetsk city and suburbs in some of the worse violence seen since the Minsk peace accord was signed in February 2015.

Kiev officials openly admitted that their military forces were “advancing” on the rebel-held territories. The unilateral violation of the Minsk ceasefire was also confirmed by the ineffective monitors belonging to the Organization for Security and Cooperation in Europe, as well as BBC media footage showing tanks sheltering among apartment blocks in the town of Avdiivka.

Several civilian deaths were reported from the artillery barrages by the Kiev regime’s military, which Russian foreign ministry spokeswoman Maria Zakharova denounced as “barbaric violations of the Geneva Convention” – the international law forbidding the targeting of non-combatants.

Yet while these war crimes were carried out on the people of eastern Ukraine, the Kiev regime’s president, Petro Poroshenko, was being entertained in Berlin. Which is rather fitting, given the despicable history of Berlin using Ukrainian proxies to carry out extermination programs against ethnic Russian people.

None of this criminal war in Europe made it on to the agenda of the EU leaders holding their summit in Malta, purportedly convened to discuss future threats to the bloc.

Unbelievably, top German news publication Deutsche Welle in its weekly round-up of global events did not have a single article on the criminal depredations of the Kiev regime and their Neo-Nazi brigades.

The BBC, the British state broadcaster, defied its own video evidence of Kiev’s tanks violating the ceasefire, by venting unfounded claims that Russia was fueling “aggression against Ukraine”.

Apart from the incriminating evidence of aggression by the US and EU-backed Kiev regime, the other key factor here is timing. The renewed escalation in violence occurred one day after US President Trump held a phone call with Russia’s Vladimir Putin. That phone call last Saturday was reportedly cordial and underscored the leaders’ commitment to end the conflict in Ukraine.

No doubt that is why the Kiev regime launched its offensive the very next day in a brazen attempt to try to blame Moscow for initiating the violence – despite all evidence to the contrary – and hence to solicit American military support. The Kiev regime is petrified that Trump might actually make a deal with Putin, which would leave it stewing its own corruption and bankruptcy.

Of course, reliable Western mouthpieces like US Senator John McCain, suitably amplified by media outlets, gave cover to the Kiev regime’s ploy by claiming that “Putin was testing Trump’s resolve”.

The new U.S. Ambassador to the U.N., Nikki Haley, condemns Russian Aggression in Eastern Ukraine

Shamefully, Trump’s new ambassador to the United Nations, Nikki Haley, embarrassed herself by peddling the arrant nonsense of “Russian aggression” in Ukraine.

Western politicians and media are, as usual, dealing in falsehood and fantasy over Ukraine’s conflict. They cannot face the facts that a horrible regime was violently installed in Kiev against an elected government, under the auspices of Washington and the EU. Worse still, the West is complicit in the ongoing war crimes through omission or willful distortion about the suffering being inflicted on the people of eastern Ukraine.

Blaming Donald Trump or Vladimir Putin for the demise of the EU is the ultimate form of scapegoating by a bunch of incompetent leaders. They are so incompetent that they can’t even decide on who is the supposed threat to their existence.

A criminal war is raging in Europe, with civilians being blown to pieces in apartment blocks in Donetsk, and at the very same time, the so-called EU leaders don’t even see fit to talk about that during their summit in Malta this week.

At this rate, the European Union, as we know it, is doomed. The disconnect between rulers and the reality of ordinary citizens is so vast that implosion seems inevitable. The ultimate in unaccountability is the way the EU has created the appalling crisis in Ukraine, and yet doesn’t even discuss the manifest suffering of people there.

No, the EU “leaders” are too busy discussing overblown or imaginary dangers posed by Trump or Putin. Getting its own house in order by being accountable and responsive to the democratic needs of citizens is evidently not on the agenda.

One final note is that Francois Hollande, the most unpopular French leader since the Second World War, is in the running to become the next president of the European Council. Enough said.

Brexit transitional deal will lock UK into EU court, says Verhofstadt

Britain will remain under the jurisdiction of the European court of justice for years to come if it seeks a transition deal to cushion its withdrawal from the EU, the chief negotiator for the European parliament has said.

In the clearest sign to date that Britain is on a collision course with Brussels over the court, Guy Verhofstadt said European negotiators were primed to push back against Theresa May’s promises to remove the UK from the writ of European judges as soon as Britain leaves the EU in 2019.

Verhofstadt, who is representing the parliament in the article 50 negotiations, said he expected a transition agreement to be put together following the settling of Britain’s debts and before withdrawal in 2019.

But asked whether the UK would remain under the European court of justice after 2019, the former Belgian prime minister said: “The starting point from the European side will be yes.”

Downing Street made clear as recently as last month that it believed the UK would leave the jurisdiction of the court as soon as the UK left the EU. May, who was repeatedly frustrated by the court’s rulings during her time as home secretary, sees it as a benchmark for whether the country has truly left the EU.

Verhofstadt’s remarks are the latest sign that, under a transition deal that the prime minister wants to be put in place while a free trade agreement is finalised, the EU will not allow Britain to withdraw from the ECJ.

Such a scenario would elicit a storm of protest from many of the prime minister’s colleagues in the Conservative party, for whom the ECJ is a particular Brussels bugbear. Many will regard continued observance of ECJ rulings after 2019 as evidence that the prime minister has not kept to her promise that “Brexit means Brexit”.

With just weeks to go before May is expected to formally announce Britain’s intention to leave the EU by triggering article 50, Verhofstadt also dashed UK government hopes that it will be able to conduct negotiations in tandem about withdrawal and a future trade agreement with the EU.

He said that the EU institutions were now agreed that the UK would have to settle its withdrawal bill before any progress could be made on the future relationship. He said it would be reasonable to consider “an idea, a principle” on which to base a future relationship, but only to enter into talks on a free trade agreement during the transitional period.

On Britain’s hopes of negotiating a deal at the same time as the divorce, he added: “That is not possible. Technically [it is not possible] in the time we have, 14 or 15 months, let’s be honest.”

It is understood that it was agreed during a meeting between the EU’s Brexit negotiators and member states on Monday that the UK will be told to pay €57bn (£49bn) as the price for exiting the EU, although France and Germany wanted as much as €70bn.

A senior EU source added that at the meeting, hosted by the European commission Brexit negotiator, Michel Barnier, member states were also informed that the City of London was likely to be offered a so-called “equivalence” deal, whereby the UK and the EU’s regulations were deemed to be in line.

This would allow the City’s financial services to continue to operate across the continent. However, a source told the Guardian that Barnier insisted that the EU would have the power to pull the plug on the deal at any point.

Verhofstadt declined to comment on a possible arrangement with the UK regarding the City. But he described the claims from some in the UK and elsewhere that the EU had more to lose from a bad deal for the City than Britain as part of a pre-negotiation “psychological war”.

He said: “I don’t believe in this catastrophic scenario: without the City of London the whole thing collapses. I think this is completely, well, [much] of what you hear today is the building up of the muscles in the negotiation. Fine, it is good. But that is more creating the environment of psychological war.”

The Brexit secretary, David Davis, has sought to minimise the role of the European parliament in any deal between Britain and the EU, suggesting its role would be “peripheral”.

But Verhofstadt pointed out that MEPs would need to give their consent to the deal, insisting the parliament would play a pivotal role alongside member states in setting the negotiating position of the EU under agreements recently struck in Brussels.

Responding to Davis, he said: “If he thinks that parliament is peripheral, well the peripheral parliament needs to approve [any deal].”

The EU is assuming that May will deliver a letter to the European council on 9 March, formally triggering article 50. “Then we come out in mid-March with the opinion of the parliament,” Verhofstadt said.

“The resolution will give our opinion, red lines. Parliament will be the first institution to react.”

It is understood that the leaders of the other 27 other member states plan to meet on 8-9 April to finalise their negotiating position.

Verhofstadt said he believed that formal talks between the UK and the EU would then start in May. It is expected that Barnier and Davis will spend three days a week locked in talks together over the coming months as they bash out a deal.

Verhofstadt also warned May that the EU would not stand for any attempt by the British government to use Britain’s defence and security capabilities as a bargaining chip in the talks, as has been suggested by Downing Street. “In my opinion there cannot be a trade-off between both,” he said.

Verhofstadt said that he was concerned about the ramifications for the peace process in Northern Ireland following the UK’s withdrawal. “Everybody is anxious and saying we don’t want to return to the past. If you take Brexit as it is then, yes, you create a hard border again. Nobody thinks that is a good solution.

“How to have a Brexit and no hard border? That is the question and it is not only through some technical innovations, cameras and sensors [on a customs border]. That’s a real concern.”

Discussing the wider consequences of Brexit, and the future of the EU, Verhofstadt, who is a self-professed anglophile and is currently reading a book on Winston Churchill, said he believed it was “absolutely stupid” for countries to respond to the world’s challenges by splitting back into nation states. However, he added that the UK’s vote in June had aided the EU, by illustrating the foolhardiness of withdrawal.

“It is difficult to say, but Brexit has created a reaction in public opinion on the continent, a reaction that is positive for the European Union.”

Good news: In two years, we’ll have a new president. Bad news: If we make it that long.

My “good” prediction is based on the Law of the Pendulum. Enough Americans, including most independent voters, will be so ready to shed Donald Trump and his little shop of horrors that the 2018 midterm elections are all but certain to be a landslide — no, make that a mudslide — sweep of the House and Senate. If Republicans took both houses in a groundswell of the people’s rejection of Obamacare, Democrats will take them back in a tsunami of protest.

Once ensconced, it would take a Democratic majority approximately 30 seconds to begin impeachment proceedings selecting from an accumulating pile of lies, overreach and just plain sloppiness. That is, assuming Trump hasn’t already been shown the exit.

Or that he hasn’t declared martial law (all those anarchists, you know) and effectively silenced dissent. We’re already well on our way to the latter via Trump’s incessant attacks on the media — “among the most dishonest human beings on Earth” — and press secretary Sean Spicer’s rabid-chihuahua, daily press briefings. (Note to Sean: Whatever he’s promised you, it’s not worth becoming Melissa McCarthy’s punching bag. But really, don’t stop.)

With luck, and Cabinet-level courage that is not much in evidence, there’s a chance we won’t have to wait two long years, during which, let’s face it, anything could happen. In anticipation of circumstances warranting a speedier presidential replacement, wiser minds added Section 4 to the 25th Amendment, which removes the president if a majority of the Cabinet and the vice president think it necessary, i.e., if the president is injured or falls too ill to serve. Or, by extension, by being so incompetent — or not-quite-right — that he or she poses a threat to the nation and must be removed immediately and replaced by the vice president.

Aren’t we there, yet?

Thus far, Trump and his henchmen have conducted a full frontal assault on civil liberties, open government and religious freedom, as well as instigating or condoning a cascade of ethics violations ranging from the serious (business conflicts of interest) to the absurd (attacking a department store for dropping his daughter’s fashion line). And, no, it’s not just a father defending his daughter. It’s the president of the United States bullying a particular business and, more generally, making a public case against free enterprise.

To an objective observer, it would seem impossible to defend the perilous absurdities emanating from the White House and from at least one executive agency, the Agriculture Department, which recently scrubbed animal abuse reports from its website, leaving puppies, kittens, horses and others to fend for themselves.

In a hopeful note, a few Republicans are speaking out, but the list is short.

Rep. Jason Chaffetz recently got a taste of what’s ahead for Republican incumbents. Facing an unruly crowd at a town hall meeting in Utah, the House Oversight Committee chairman was booed nearly every time he mentioned Trump. Even if many in the crowd were members of opposition groups, the evening provided a glimpse of the next two years. From 2010’s tea party to 2018’s resistance, the pendulum barely had time to pause before beginning its leftward trek.

While we wait for it to someday find the nation’s center, where so many wait impatiently, it seems clear that the president, who swore an oath to defend the U.S. Constitution, has never read it. Nor, apparently, has he ever even watched a Hollywood rendering of the presidency. A single episode of “The West Wing” would have taught Trump more about his new job than he seems to know — or care.

Far more compelling than keeping his promise to act presidential is keeping campaign promises against reason, signing poorly conceived executive orders, bashing the judicial and legislative branches, and tweeting his spleen to a wondering and worrying world.

Trump’s childish and petulant manner, meanwhile, further reinforces long-held concerns that this man can’t be trusted to lead a dog-and-pony act, much less the nation. Most worrisome is how long Trump can tolerate the protests, criticisms, humiliations, rebuttals and defeats — and what price he’ll try to exact from those who refused to look away.

'We're going to see more': Sanctuary cities cave in face of Trump's funding threats

Several towns, cities and counties around the nation are caving to President Trump's threat to pull funding, and abandoning their "sanctuary" pledges to shield illegal immigrants from federal authorities.

Dayton, Ohio, dropped a policy that restricted the city’s cooperation with immigration officials pursuing illegal immigrants arrested for misdemeanors or felony property crimes, according to the Dayton Daily News. Police Chief Richard Biehl said federal authorities will no longer be impeded by the city when pursuing illegal immigrants being held by his department.

Other communities that have dropped policies of shielding illegal immigrant suspects from Immigration and Customs Enforcement include Miami-Dade and Dayton, are Saratoga, N.Y., Finney County, Kan., and Bedford, Penn., according to The Center for Immigration Studies, which keeps a list of sanctuary communities.

“We are reviewing policy changes at a multitude of other jurisdictions as well,” said Marguerite Telford, CIS’s director of communications, who said the organization is “being inundated” by officials on its sanctuary map who want to be taken off.

The mayor of Miami-Dade County, which was considered a sanctuary community, made headlines recently when he changed a policy that called for refusing to hold arrested immigrants for immigration officials unless they committed to reimbursing the county for the cost of detention.

Telling reporters that he did not want to imperil hundreds of millions of dollars in federal funding, Mayor Carlos Gimenez ordered jails to comply with federal immigration detention requests.

The changes have come on the heels of President Trump’s executive order giving the Department of Justice and Department of Homeland Security the power to cut federal funding to communities that are deemed sanctuaries for illegal immigrants. Trump also has authorized the DHS to publish a weekly list of sanctuary communities.

CIS, and other groups that favor strict immigration enforcement, laud Trump’s move.

“Are you really going to pick and choose what laws you’re going to enforce?” asked Telford. “If you want a change [in immigration policy], go to the legislature.”

While some communities are rethinking their sanctuary policies under the pressure of losing funding, public officials of others, particularly major cities, have vowed to defy Trump’s orders.

“We’re going to defend all of our people regardless of where they come from, regardless of their immigration status,” said Mayor Bill de Blasio of New York at a recent press conference.

Chicago Mayor Rahm Emanuel also vowed to protect illegal immigrants, including ones suspected or convicted of crimes, from the feds.

“I want to be clear: We’re going to stay a sanctuary city," Emanuel said. "There is no stranger among us… you are welcome in Chicago as you pursue the American dream.”

The "sanctuary" term describes cities that employ a range of uncooperation with federal immigration authorities. Some refuse to hold suspects and even convicts who have completed their sentences for the feds to deport. Others refuse to furnish the feds with information on illegal immigrants who land on their radar through more benign activity.

Forbes contributor Adam Andrzejewski reported that more than 300 government jurisdictions claim to be sanctuaries, of which 106 are cities and “the rest are states, counties or other units of government.”

Supporters of sanctuary communities say that people who are here illegally but have not posed a danger to others or had trouble with police should not be turned over to immigration authorities.

Some police and town officials further argue that working with immigration officials will make people fearful of turning to them if they are the victim of a crime or have information about one.

“It’s incredibly disappointing to see cities and counties scaling back so-called "sanctuary" policies, which were largely adopted to further public safety and ensure immigrants weren’t afraid to call the police,” Grace Meng, a senior researcher with Human Rights Watch, told Fox News.

Ira Mehlman, spokesman for the Federation for American Immigration Reform, or FAIR, predicted many more communities will be dropping or dramatically modifying their sanctuary stances.

“We’re going to see more of this,” Mehlman told Fox News. “Faced with the possibility of losing federal dollars, they’ll choose to keep funding public services rather than protecting illegal aliens.”

Majority of Europeans support Trump-style travel ban

The recent findings - close to 55% totally agree with a complete migration ban - compelled the USA president to take to Twitter Wednesday night.

Those living in rural areas are more likely to want a halt to further Muslim migration than those living in cities.

The data also was divided by gender, age and location.

Poland was respectively followed by Austria with 65 percent, Germany with 53 percent, Italy with 51 percent, the United Kingdom with 47 percent, and Spain with 41 percent.

The think tank also found that the countries which most agreed that Muslim immigration should be stopped had "very different sized Muslim populations". Additionally, with the exception of Poland, each country was the target of a refugee crisis or terrorist attack in recent years.

This poll proves that opposition to Muslim immigration in Europe is now the mainstream view. But an influx of refugees has helped give rise to far-right, anti-migrant and anti-Muslim sentiment in many European countries, where citizens also tend to wildly overestimate the size of their country's existing Muslim population.

A Chatham House spokesperson said: "Our results are striking and sobering. They suggest that opposition to immigration coming from majority Muslim countries is not confined to the USA electorate but is widespread across the West", the British think tank indicated when commenting upon its study. But even in the youngest cohort, only 27% disagreed with banning further Muslim immigration, and 44% agreed.

French President François Hollande said he informed Trump of his "conviction that the ongoing fight to defend our democracy will be effective only if we sign up to respect to the founding principles and, in particular, the welcoming of refugees".

Mainstream European politicians have chided the USA president.

Bercow's comments prompted a political dispute in London, with Conservative lawmakers accusing him of insulting Britain's most important ally.

The researchers noted that opposition to Muslim immigration tends to be higher among retired and older respondents.

The survey indicates that more than 50 percent of the people in Belgium, Germany, Greece, France, Italy, Austria, Hungary, Poland, are of the opinion that immigration from Muslim countries should stop, with Poland leading the pack with a whopping 70 percent of people opposing the entry of Muslims.

USA President Insists on Pressures on Iran

According to newspaper reports, the president plans to impose sanctions on several entities of the Islamic Republic in order to increase pressure on Tehran.

Yesterday, Trump asserted in the same microblogging network that 'Iran has been formally put on notice for firing a ballistic missile. It should have been grateful for the terrible deal the United States did with them! '

Meanwhile, National Security Adviser to White House occupant Michael Flynn made similar comments two days ago and referred to the trial as a wrong step as it seeks to destabilize the Middle East.

He also made brief statements to the press at the US Executive Headquarters that Tehran continues to threaten Washington's friends in that region.

In the opinion of Iranian Foreign Minister, Mohamed Yawad Zarif, US threats do not disturb his country, which would never start a war.

DENIED: Appeals Court Unanimously Rejects Reinstatement of Trump's Travel Ban

A federal appeals court on Thursday refused to restore USA president Donald Trump's controversial executive order closing U.S. borders to refugees and nationals from seven Muslim-majority countries, keeping a temporary suspension in place.

A federal appeals court declined the US government's bid to have President Donald Trump's travel ban from seven Muslim countries reinstated.

Trump's January 27 executive order suspended for 90 days entry to the United States by people from Iran, Sudan, Libya, Somalia, Syria, Iraq and Yemen.

Curbing entry to the United States as a national security measure was a central premise of Trump's 2016 presidential campaign, originally proposed as a temporary ban on all Muslims.

The post comes in the wake of Trump criticizing U.S. District Judge James Robart for suspending his travel ban on people from seven majority Muslim nations last week, deriding him as a "so-called judge".

In its judgement, the court questioned the Trump government's motives and concluded that the order - banning people of seven predominantly Muslim nations from entering the United States - was unlikely to survive legal challenges.

Individuals, states and civil rights groups challenging the ban said Trump's administration had offered no evidence it answered a threat.

Lawyers for Washington state had argued that the executive order hurt residents and businesses in Washington, along with students and faculty in the state university system.

Flentje asked the court to "immediately" lift a judge's injunction on Trump's executive order.

The judges agreed that courts could consider statements by Trump and his advisers about wishing to enact such a ban.

Two of college basketball's biggest blue bloods picked up big time, momentous wins on Thursday night. And both are sizzling No. 3 seeds in the latest bracket.

Duke had been at the No. 3 line before shooting past archrival North Carolina, but now are even safer following that win. The more times passes, the further the Blue Devils' January rough goes in the rear-view mirror and the more they look like title contenders. UCLA needed a huge comeback to top Oregon, and the Bruins did it. They needed that win to stay in the Pac-12 race, but they also needed another signature victory to stay a protected seed. And they looked every bit the part of a team that has earned that distinction.

Wisconsin squeaked by Nebraska and have bumped up a line. Purdue knocked Indiana from the bracket and they too move up. To the Cincinnati and West Virginia fans, your teams dropped only because of those that moved up.

WASHINGTON -- Labor Secretary nominee Andrew Puzder acknowledged Tuesday that he had employed a housekeeper who wasn’t authorized to work in the U.S., as the Senate’s top Republican came to his defense and dismissed the issue as a “mistake” that had been fixed.

“Number one, the administration strongly supports Andy Puzder and wants to stick with him,” Senate Majority Leader Mitch McConnell told reporters. “He’s qualified for the job, and for myself, I’m enthusiastically in his camp.”

It wasn’t clear all Republicans were following McConnell’s lead on Puzder, whose confirmation process was already complicated by his delay in filing ethics documents and Democrats’ questions about how a fast food CEO could be an effective advocate for American workers.

Puzder said in a statement that he and his wife were unaware the housekeeper was not legally permitted to work in the U.S. during the years they employed her.

“When I learned of her status, we immediately ended her employment and offered her assistance in getting legal status,” Puzder said. “We have fully paid back taxes to the IRS and the State of California.”

Details about the housekeeper’s immigration status were not known. Nor was it clear when and for how long Puzder employed the worker.

Puzder spokesman George Thompson said Tuesday that the fast food CEO remains committed to becoming labor secretary and is working on divesting from his financial holdings.

Asked if the housekeeper matter is disqualifying, Republican Sen. Richard Burr of North Carolina replied, “I don’t think it should be. It seems to have been cleared up.”

But some Republicans on the Senate Health, Education, Welfare and Pensions Committee, which will consider the nomination, said they would look into the matter.

“It deserves our attention,” Sen. Johnny Isakson of Georgia said Tuesday. “I am researching it because it’s important.”

Sen. Susan Collins of Maine, one of two Republicans to buck the Trump administration and vote against Betsy DeVos’ confirmation as education secretary, said she wants to hear more from Puzder at his hearing.

Puzder’s confirmation hearing has been delayed at least three times, and Chairman Lamar Alexander has said he won’t schedule it until Puzder has submitted required disclosures on such matters as how he would avoid conflicts of interest as CEO of CKE Restaurants Inc. First, Puzder must get approval of the plan from the Office of Government Ethics, which had not happened as of Tuesday.

Alexander, in a statement, defended Puzder.

“Since Mr. Puzder reported his mistake and voluntarily corrected it, I do not believe that this should disqualify him from being a cabinet secretary,” he said.

Puzder’s acknowledgement about the housekeeper is the second that goes against Mr. Trump’s vow to keep jobs in American hands. He also has acknowledged outsourcing CKE Restaurants’ technology help desk, the type of practice Mr. Trump derides as being anti-American worker.

Democrats and their allies have piled on with unflattering stories from workers at Puzder’s restaurants, and they question how well he can advocate for American workers given that he opposes a big hike in the minimum wage and other labor priorities.

“What we have heard is story after story about how he spent his career squeezing workers for profit, leaving many with lost wages, no financial security and no retirement,” said Democratic Sen. Patty Murray of Washington, the ranking Democrat on the Senate HELP committee. “If Mr. Puzder ever does come before our committee, he’s going to have a lot of explaining to do.”

Puzder is the second Mr. Trump pick who has faced questions over hiring of household workers.

Mick Mulvaney, Mr. Trump’s pick to run the Cabinet-level White House budget office, had acknowledged that he failed to pay more than $15,000 in payroll taxes for a household worker more than a decade ago. He has repaid the government, and those developments do not seem to be impeding his prospects for confirmation.

วันนี้ วีซ่าของผมก็ผ่านแล้วน่ะครับ ซึ่ง ผมคิดว่าถ้ามีใบจ้างงาน ใบระยะเวลาการทำงาน บริษัท ที่เชื่อถือได้ ผมว่าใบเวริคก็จะเป็นใบที่ทำให้ ผ่านวิซ่าได้โดยง่ายครับ แต่ก็ไม่ใช่ทุกคน คัรบ เพราะเห็นพี่ที่บริษัท บอกว่า มีคนที่ไม่ผ่านเหมือนกันน่ะ อาจจะเป็นเรื่องของการตอบคำถาม ในลักษณะที่ว่า มีญาติ พี่น้อง หรือคนรู้จักที่นู้น เค้าเกรงว่า เราจะไปตั้งถิ่นฐานที่ นั้น ไปแล้วไม่กลับ อารมณ์ประมาณนี้ ผมคิดว่าไม่ผ่านคัรบ ส่วนการสัมภาษณ์ ของผม พูดคุยเกี่ยวกับงานล้วนๆ งานยังไง ทำยังไง ได้งานได้อย่างไร ทำอะไรอยู่ เป็นคำถาม พื้นๆ ครับ ก็ตอบตามความจริงไป ก็ไม่มีอะไรคัรบ ก็น่าจะผ่านถ้าเกิดเราได้ใบ เวริค มาแล้ว คัรบ ยังไงก็ขอเป็นกำลังใจให้ ทุกคนที่กำลังจะไปทำงานน่ะครับ

สวัสดีครับ ก่อนไปทำงานในตำแหน่งต่างๆ ผมมีความเข้าใจว่า ทุกตำแหน่งรึเปล่า เพราะตอนนี้ผมได้คู้มือของ Photography Department มา เพื่อมาอ่านและทำความเข้าใจก่อนที่จะไปทำงานรวมถึงการเตรียมตัวต่างๆ ของที่ต้องเอาไป รวมถึง การจ่ายเงินค่าจ้าง สัญญา เวลาพัก ตารางงาน ทุกสิ่งจะอยู่ในนี้ ครับ

วันนี้เป็นแรงงาน เต็มตัวละครับ ฮ่าๆๆๆ แรงงานไทยหัวใจแกร่ง

บัตรผู้ไปทำงานต่างประเทศ ก่อนไปต้องไปแจ้งกระทรวงแรงงานว่าเราจะไปทำงานต่างประเทศน่ะครับ ซึ่งเข้าไปถาม ประชาสัมพันธ์ เค้าบอกว่าให้ไปที่ชั้น 11 เอกสารก็ สำเนาบัตรประชาชน และบัตรประชาชนตัวจริง ครับ

ต้องกรอกเอกสาร 3 ใบ ครับ ก็จะถามเกี่ยวกับเรื่องที่ว่า ไปทำงานที่ไหน ประเภทอ่ะไร ไปกับบริษัท อะไร ความสามารถด้านภาษาอะไรบ้าง ระดับไหน ผ่านการฝึกงานมาหรือไม่ ใช้เงินจากไหนในการเดินทาง อะไรประมาณนั้น

ตะแคงภาพไม่เป็นอ่ะ ฮ่าๆๆๆ โทษทีน่ะคัรบ หาไม่เจอไม่รู้ว่ากดตรงไหน ก็เลยต้องดูเอียงๆ

สุดท้ายเราก็จะได้บัตรสีฟ้ามาครับ เอาไปยื่นให้ เอเจนซี่ เค้าบอกว่าถ้าเราไม่แจ้งก็จะไม่ผ่าน ตม. น่ะคัรบ อาจจะเกี่ยวกับเรื่องภาษี ด้วย หรืออาจจะเกี่ยวกับการลงทะเบียนเพื่อ มาอบรมกระทรวงแรงงาน ด้วยครับ อาจจะต้องรู้เกี่ยวกับกฎหมายต่างๆ เวลาเกิดปัญหา หรืออะไรที่แรงงานไทยต้องรู้คัรบ เรื่องบัตรฝ้าและกระทรวงแรงงานผมเองยังไม่มี ข้อมูลมากน่ะครับ ถ้าผู้อ่านท่านใดพอจะรู้ ช่วยเพิ่มเติมด้วยน่ะครับ ยังไงก็ขอบคุณที่ติดตามน่ะครับ ครั้งต่อไป ผมต้องไปตรวจร่างกายก่อนไปทำงานต่างประเทศ ซึ่งไว้ผมจะมาเล่าไห้ฟังน่ะครับ ประมาณวันที 11 นี้ คัรบเพื่อนๆที่สนใจการไปทำงานเรือก็ทิ้งคำถามไว้เลยน่ะครับ ไว้เผื่อตอบได้จะหาคำตอบมาให้ครับ

     1. ติดต่อนายจ้างในต่างประเทศ ให้ดำเนินการขออนุญาตนำเข้าแรงงานต่างชาติ ที่กระทรวงแรงงานของประเทศนายจ้าง
     2. เมื่อกระทรวงแรงงานของประเทศนายจ้างอนุญาตให้นำเข้าแรงงานต่างชาติแล้ว ให้นายจ้างดำเนินการขอวีซ่าทำงานให้คนหางานกับหน่วยงานที่เกี่ยวข้อง ในการอนุมัติวีซ่าของประเทศนายจ้าง
     3. ให้นายจ้างทำสัญญาจ้างงาน แล้วนำสัญญาจ้างที่ทำขึ้นไปติดต่อกับสถานทูตไทยหรือสถานกงสุลไทย หรือผู้รับผิดชอบในการดูแลคนไทยในประเทศนั้นๆ รับรองในสัญญาการว่าจ้างของคนหางาน
     4. เมื่อหน่วยงานที่เกี่ยวข้อง อนุมัติวีซ่าทำงานเรียบร้อยแล้ว ให้นายจ้างจัดส่งวีซ่าทำงาน พร้อมสัญญาจ้างงานฉบับจริง มาให้กับคนหางาน
     5. ให้คนหางานนำเอกสารที่นายจ้างส่งมาให้ ไปติดต่อสถานทูตของประเทศนายจ้างประจำประเทศไทย เพื่อขอประทับวีซ่า ลงในหนังสือเดินทาง (กรณีที่ไม่ได้ขอวีซ่าที่ประเทศนายจ้าง)

ก็ผมเคยได้มีโอกาสคุยกับพี่โอม สมรัชนะ มูลสาย ผ่านทาง อีเมล ผมก็ไปติดตามเรื่องเล่าการอัพเดทข่าว ต่างๆการทำงาน ลงเรือที่ไหน วันนี้งานเป็นยังไง ก็ดูไปดูมาก็ รู้ว่า พี่โอมได้เขียนหนังสือ ออกมา ประมาณ 3 เล่ม ซึ่งเป็นเรื่องเกี่ยวกับการทำงานเรือสำราญ มีทั้ง สุข และ ทุกข์ ออกแนวว่า อ่านไว้ก่อนตัดสินใจที่จะไปทำ ซึ่งในเล่มก็มีหลายตำแหน่งน่ะครับ งานที่ทำ รวมถึง เอเจนซี่ บทสัมภาษณ์ต่างๆ ของลูกเรือคนอื่นๆ
จากที่ผมอ่าน หนังสือน่าจะประมาณ ปี 2009 หรือ 2010 นี่แหละ ครับ นานแล้ว แต่ก็สามารถเป็นการเตรียมตัวเตรียมใจได้ดี เพราะมีไม่มากนัก ที่คนจะมาเล่าเรื่องของลูกเรือ (สำราญ) ส่วนใหญ๋ก็จะมีหนังสือลูกเรือ (แอร์ โฮสเตส หรือ สจ๊วต) ของสายการบิน แต่ผมรู้สึกว่าบนเรือก็ไม่ต่างกันครับ แต่ไม่ค่อยมีคนมาเขียนประสบการณ์เท่าไหร่ และอีกอย่าง งานลูกเรือสำราญ ยังไม่เป็นที่ลูกจักมากในเมืองไทย คัรบ

ตอนนี้ วันที่ผมเขียนบรรยาย ถึงหนังสือเล่มนี้ตัวผมเองก็ยังไม่ได้เป็นลูกเรือน่ะครับ ซึ่งตอนนี้ผมอยู่ในขั้นตอนการทำ Visa และตรวจโรคนะครับ ไว้เมื่อวันที่ผมไปตรวจโรคและทำวิซ่าจะมาเล่าประสบการณ์ให้ฟังครับ

แล้วก็ถึงเวลานัดทำวิซ่ากันแล้วครับ สำหรับวิซ่าก็จะเป็น วิซ่า ประเภท ลูกเรือ คัรบ (Crew) ซึ่งไม่รู้ว่าภาษาทางการเรียกว่าอะไรน่ะคัรบ ไว้วันที่ไปทำวิซ่า จะมาเล่ารายละเอียดให้ฟังน่ะครับ ตอนนี้ก็จองพิน สัมภาษร์วิซา ให้แล้วโดยเอเจนซี่ ซึ่งจากการสอบถามกับพี่เจ้าหน้าที่ เค้าบอกว่า ส่วนใหญ่วิซ่าจะผ่านกันซะส่วนใหญ่ เพราะ เรือคานิวอล ได้การันตรี ให้เรา กะทาง สถาทูตแล้ว คัรบ ถ้าไม่มีปัญหาเหยอะแหยอะจริงๆ น่ะครับ

ตำแหน่งงานของช่างภาพครับ จะมาถาษณ์ในเดือน กันยานี้โดยประมาณ นั้นหมายความว่าใครที่สนใจงานนี้จะต้องไปทำการสอบ อะไรต่างๆที่ผมเคยโพสไว้ใน คอลัมก่อนๆนี้ให้เสร็จก่อนวันสัมภาษณ์กับนายจ้างน่ะครับ ยังไงก็โทรไปสอบถาม เอเจนซี่ได้เลยถึงรายละเอียดอีกที น่ะครับ ขอประชาสัมพันธ์ไว้ น่ะครับ

การไปทำงานที่ต่างประเทศบางตำแหน่งเรือ ออกให้เราตั้งแต่ ยูนิฟรอม วิซ่า ค่าเครื่องบิน ทุกสิ่งอย่าง แต่บางตำแหน่งต้องออกเอง ซึ่งเราก็ต้องคำนวนดูดีๆน่ะครับ ว่าคุ้มค่าใหม ก็ลองๆ ไปสอบกันดูน่ะครับ ยังไม่ต้องจ่ายค่าตั๋ว ค่าวิซ่า หรืออะไร จนกว่าเราจะสอบผ่าน ค่อยมาตัดสินใจอีกที ว่าจะเอาไม่เอา ก็ยังทันคัรบ งานที่ให้ทางเรือส่วนใหญ่ที่ออกค่าใช้จ่ายให้ผมเห็นก็จะเป็นตำแหน่ง แม่บ้าน กุ๊ก อะไรที่เป็นงานประเภทโรงแรม หรือ เซอวิส แขก ซึ่งเฉพาะบางเรือน่ะครับ ต้องเลือกและสอบถามเจ้าหน้าที่ดู

1. สำเนาหนังสือเดินทาง (PASSPORT) ที่ยังไม่หมดอายุ และมีรายการผ่านเข้าประเทศไทยอย่างถูกต้อง 1 ชุด ผู้ขอลงชื่อรับรองสำเนาถูกต้อง

5 ทางของการทำงานต่างประเทศอย่างถูกกฎหมาย

ปัจจุบันการไปทำงานและฝึกงานในต่างประเทศที่ถูกต้องตามกฎหมายมี 5 วิธี คือ

1.เดินทางด้วยตนเอง
2.บริษัทจัดหางานเอกชน
3.บริการจดหางานของรัฐ
4.นายจ้างพาลูกจ้างไปทำงาน
5.นายจ้างส่งลูกจ้างไปฝึกงาน

1.เดินทางด้วยตนเอง

คนหางานที่สามารถติดต่อนายจ้างในต่างประเทศได้เองโดยตรงหรือโดยการแนะนำของเพื่อนฝูง ญาติ พี่น้องที่เคยทำงานอยู่แล้วในต่างประเทศ เมื่อมีการตกลงจ้างงานกันเรียบร้อยแล้ว โดยนายจ้างส่งสัญญาจ้าง และหลักฐานการเข้าประเทศโดยถูกต้องก่อนเดินทางไปทำงานต้องแจ้งให้อธิบดีกรมการจัดหางาน หรือผู้ที่อธิบดีมอบหมายทราบล่วงหน้าไม่น้อยกว่า 15 วัน รวมทั้งกรณีกลับมาพักผ่อนระหว่างอายุสัญญาหรือการต่อสัญญาจ้างด้วย

2.บริษัทจัดหางานเอกชน

คนหางานที่ต้องการไปทำงานต่างประเทศ แต่ไม่สามารถหางานเองได้ อาจติดต่อให้บริษัทจัดหางานเอกชนจัดหางานให้ โดยบริษัทจัดหางานเอกชนดังกล่าวต้องจดทะเบียนขออนุญาตประกอบกิจการจัดหางานต่างประเทศจากนายทะเบียนจัดหางานกลาง (อธิบดีกรมการจัดหางาน)ทั้งนี้การอนุญาตให้ดำเนินกิจการรวมทั้งการรับสมัครและจัดส่งคนหางานรัฐจะควบคุมให้อยู่ภายใต้เงื่อนไขและหลักเกณฑ์ที่เหมาะสม
การไปทำงานด้วยวิธีนี้ คนหางานต้องเสียค่าบริการและ / หรือค่าใช้จ่ายให้แก่บริษัทจัดหางาน เป็นค่าตอบแทนการจัดหางาน ในอัตราที่ทางการกำหนด

3.บริการจดหางานของรัฐ

เดิมการบริการจัดหางานโดยรัฐ มีวัตถุประสงค์เพื่อคุ้มครองคนหางานและอำนวยความสะดวกแก่นายจ้างต่างประเทศที่ต้องการจ้างแรงงานไทยไปทำงาน แต่ไม่อาจเข้ามาหาคนงานได้ด้วยตนเองเนื่องจากติดขัดในข้อกำหนดของกฎหมาย ซึ่งกำหนดให้ต้องติดต่อผ่านบริษัทจัดหางาน หรือกรมการจัดหางานจัดหาให้เท่านั้น ต่อมาเมื่อคนไทยมีความต้องการไปทำงานต่างประเทศมากขึ้นค่าใช้จ่ายของคนงานที่ใช้บริการจัดหางานเอกชนเพิ่มสูงขึ้นมากจนรัฐจำเป็นต้องแทรกแซง
ตลาดโดยการปรับปรุง ขอบข่ายงานให้กว้าง มีการติดต่อนายจ้างการเจรจาตลาดและตำแหน่งงานว่างในต่างประเทศเพื่อตอบสนองความต้องการของคนหางาน

4.นายจ้างพาลูกจ้างไปทำงาน

นายจ้างในประเทศไทยที่ติดต่อธุรกิจ หรือประมูลงานในต่างประเทศได้และมีความจำเป็นต้องนำลูกจ้างของตนเองไปทำงาน ตามวัตถุประสงค์ดังกล่าว ต้องจัดการให้ลูกจ้างไปทำงานอย่างถูกต้อง โดยขออนุญาตพาลูกจ้าไปทำงานต่ออธิบดีกรมการจัดหางาน การไปทำงานของลูกจ้างเป็นการปฏิบัติตามหน้าที่ และโดยความสมัครใจ ดังนั้นนายจ้างมีหน้าที่ต้องออกค่าใช้จ่ายในการเตรียมตัว และการเดินทางทั้งหมด รวมทั้งต้องจัดการเรื่องค่าจ้าง สวัสดิการ และสิทธิประโยชน์ต่าง ๆ ในต่างประเทศให้เหมาะสมตามความจำเป็น และตามเงื่อนไขที่อธิบดีกรมการจัดหางานกำหนด

5.นายจ้างส่งลูกจ้างไปฝึกงาน

เจตนารมย์ของนายจ้างในการส่งลูกจ้างไปฝึกงานในต่างประเทศก็เพื่อเพิ่มทักษะและพัฒนาฝีมือให้แก่ลูกจ้างรวมทั้งเพื่อถ่ายทอดเทคโนโลยีกลับมาปรับปรุงการทำงานหรือกระบวนการผลิตสินค้าให้มีคุณภาพมากขึ้นระหว่างฝึกงานลูกจ้างจะได้รับเบี้ยเลี้ยงในต่างประเทศต่างจากค่าจ้าง ซึ่งได้รับเป็นประจำทุกเดือนในประเทศไทยและเมื่อครบระยะเวลาฝึกงานลูกจ้างต้องกลับมาทำงานในตำแหน่งเดิม หรือตำแหน่งซึ่งได้รับการฝึกงานมา

- ระเบียบการขอหนังสือเดินทางของผู้เยาว์อายุระหว่าง 15 ปีขึ้นไปแต่ยังไม่ครบ 20 ปีบริบูรณ์

ข้อควรปฏิบัติในวันมายื่นคำร้อง

โปรดนำเอกสารหลักฐานที่เกี่ยวข้องมาแสดงให้ครบถ้วน โดยเฉพาะการยื่นคำร้องกรณีผู้เยาว์อายุต่ำกว่า 15 ปี และ ผู้เยาว์อายุ 15 ปีขึ้นไปแต่ยังไม่ครบ 20 ปีบริบูรณ์ ทั้งนี้ หากเอกสารที่นำมาแสดงไม่ครบถ้วน ท่านจะต้องนำเอกสารดังกล่าวมาแสดงเพิ่มเติมในวันรับเล่ม ซึ่งจะทำให้การรับเล่มล่าช้า เนื่องจากต้องใช้เวลาในการบันทึกข้อมูลเอกสารที่นำมาแสดงเพิ่มเติมลงในระบบให้ครบถ้วน

ขั้นตอนการยื่นขอหนังสือเดินทางใหม่

1. รับบัตรคิว

     2. ยื่นบัตรประจำตัวประชาชนที่มีเลข 13 หลัก(หากไม่มีเลข 13 หลัก ต้องนำสำเนาทะเบียนบ้านมาแสดง) พร้อมเอกสารหลักฐานอื่น ๆที่จำเป็น อาทิ หากเปลี่ยนชื่อสกุล ต้องมีหลักฐานการเปลี่ยนชื่อ นามสกุล ทะเบียนสมรส ฯลฯ มาแสดง เพื่อตรวจสอบข้อมูล
         - ข้อมูลชีวภาพ (วัดส่วนสูง เก็บลายพิมพ์นิ้วมือนิ้วชี้ซ้ายและนิ้วชี้ขวาด้วยเครื่องสแกนเนอร์ และถ่ายรูปใบหน้า )
         - แจ้งความประสงค์หากต้องการขอรับเล่มทางไปรษณีย์

3. ชำระค่าธรรมเนียม 1,000 บาท (และค่าส่งไปรษณีย์40 บาทหากประสงค์ให้จัดส่งทางไปรษณีย์) รับใบเสร็จรับเงิน และรับใบนัดรับเล่ม
ท่านจะได้รับหนังสือเดินทาง ดังนี้

หากยื่นที่กรมการกงสุล ผู้ร้องสามารถรับหนังสือเดินทางได้ 2 วันทำการไม่นับวันยื่นคำร้อง หากรับทางไปรษณีย์จะได้รับใน 5 วันทำการ
หากยื่นที่สำนักงานสาขาในกรุงเทพฯ (ปิ่นเกล้าและบางนา) ผู้ร้องจะได้รับเล่มภายใน 2 วันทำการไม่นับวันยื่นคำร้อง หากรับทางไปรษณีย์จะได้รับใน 5 วันทำการ
กรณียื่นคำร้องที่สำนักงานสาขาในต่างจังหวัดและขอให้จัดส่งทางไปรษณีย์ผู้ร้อง (ในเขตเมือง) จะได้รับหนังสือเดินทางภายใน 5 วันทำการ
โดยที่กระทรวงฯ ได้ติดตั้งเครื่องอ่านหนังสือเดินทางอิเล็กทรอนิกส์จำลองเพื่อผู้ร้องสามารถทดสอบการผ่านเข้า-ออกท่าอากาศยานโดยอัตโนมัติไว้ 1 เครื่อง ที่กรมการกงสุล ดังนั้นจึงแนะนำให้ผู้ขอหนังสือเดินทางอิเล็กทรอนิกส์มารับเล่มด้วยตนเอง เพื่อให้ผู้ถือหนังสือเดินทางมีความคุ้นเคยกับการใช้หนังสือเดินทางอิเล็กทรอนิกส์และระบบตรวจคนเข้าเมืองอัตโนมัติ
ในกรณีจำเป็น สามารถมอบอำนาจให้ผู้อื่นรับแทนหรือให้จัดส่งทางไปรษณีย์ (EMS)

บุคคลบรรลุนิติภาวะ

เอกสารประกอบการขอหนังสือเดินทางธรรมดาของบุคคลบรรลุนิติภาวะ
- บัตรประจำตัวประชาชนที่ยังมีอายุใช้งาน หรือ บัตรข้าราชการ หรือ บัตรประจำตัวที่ใช้แทนตามกฎกระทรวงมหาดไทยฉบับจริง (ในกรณีที่เป็นบัตรข้าราชการให้นำสำเนาทะเบียนบ้านมาด้วย)
- หากมีรายการแก้ไขชื่อสกุล หรือวันเดือนปีเกิด ฯลฯ ซึ่งไม่ตรงกับบัตรประชาชนให้นำหลักฐานการแก้ไขที่เกี่ยวข้องมาแสดงด้วย
ค่าธรรมเนียม
- การทำหนังสือเดินทางใหม่เสียค่าธรรมเนียม 1,000 บาท

ผู้เยาว์อายุต่ำกว่า 15 ปี

ระเบียบการขอหนังสือเดินทางของผู้เยาว์อายุต่ำกว่า 15 ปี

ผู้เยาว์อายุต่ำกว่า 15 ปี ต้องนำสูติบัตรฉบับจริง หากเป็นสำเนาต้องได้รับการรับรองสำเนาถูกต้องจาก อำเภอ/เขตมาแสดงพร้อมผู้มีอำนาจปกครอง หากผู้มีอำนาจปกครองไม่สามารถมาดำเนินการได้ สามารถมอบอำนาจให้ผู้อื่นมาดำเนินการแทนได้โดยต้องมีหนังสือมอบอำนาจและหนังสือยินยอมให้ผู้เยาว์เดินทางไปต่างประเทศพร้อมทั้งบัตรประจำตัวประชาชนของบิดามารดาและ/หรือผู้มีอำนาจปกครองฉบับจริงมาแสดง ทั้งนี้หนังสือมอบอำนาจและหนังสือยินยอมให้ผู้เยาว์เดินทางไปต่างประเทศต้องผ่านการรับรองจากอำเภอ/เขต

เอกสารประกอบการขอหนังสือเดินทางธรรมดาของผู้เยาว์อายุต่ำกว่า 15 ปี

- สูติบัตรฉบับจริง หากเป็นสำเนาสูติบัตรต้องได้รับการรับรองจากอำเภอ/เขต
- บิดาและมารดา หรือผู้มีอำนาจปกครองนำบัตรประชาชนฉบับจริงมาลงนามต่อหน้าเจ้าหน้าที่
บัตรประจำตัวประชาชนที่ยังมีอายุใช้งาน หรือ บัตรที่ใช้แทนได้ตามกฎกระทรวงมหาดไทย ของบิดา มารดา หรือผู้มีอำนาจปกครองฉบับจริง หากชื่อนามสกุลบิดา มารดาในสูติบัตรไม่ตรงกับบัตรประจำตัวประชาชน ให้นำหลักฐานการเปลี่ยนชื่อ หรือ นามสกุลที่เป็นต้นฉบับมาแสดงด้วย ในกรณีที่มารดาหย่า และจดทะเบียนสมรสใหม่ และใช้นามสกุลใหม่ตามสามีให้นำหลักฐานการหย่าและการสมรสที่เป็นต้นฉบับมาแสดงด้วย
- หนังสือยินยอมให้ผู้เยาว์เดินทางไปต่างประเทศและบัตรประจำตัวประชาชนฉบับจริงของบิดามารดาที่ไม่มา ในกรณีที่บิดา/มารดาฝ่ายหนึ่งฝ่ายใดไม่สามารถมาแสดงตัวได้
**หนังสือยินยอมของบิดา/มารดา ต้องผ่านการรับรองจากอำเภอ/เขต
(ผู้เยาว์อายุต่ำกว่า 15 ปี ต้องมีบิดาหรือมารดา คนใดคนหนึ่งมาแสดงตัวให้ความยินยอม)
- เอกสารอื่น ๆ ที่จำเป็น อาทิ หลักฐานใบเปลี่ยนชื่อ เปลี่ยนนามสกุล เอกสารหลักฐานการรับรอง บุตรหรือรับบุตรบุญธรรม บันทึกการหย่า ซึ่งมีข้อความระบุให้บุตรอยู่ในความดูแลของบิดา หรือมารดา เป็นต้น
- กรณีบิดา มารดาผู้เยาว์เสียชีวิต / บิดาหรือมารดาผู้เยาว์เป็นชาวต่างชาติมิได้จดทะเบียนสมรสและ ไม่สามารถตามหาฝ่ายใดฝ่ายหนึ่งมาให้ความยินยอมได้ /บิดามารดามิได้จดทะเบียนสมรสแต่บุตรอยู่ในความดูแลของบิดาฝ่ายเดียวมาตลอด และไม่สามารถตามหามารดาได้ ให้นำคำสั่งศาลซึ่งระบุชื่อผู้มีอำนาจปกครอง พร้อมบัตรประจำตัวประชาชนของผู้มีอำนาจปกครองมาแสดง

                    ค่าธรรมเนียม                    - การทำหนังสือเดินทางใหม่เสียค่าธรรมเนียม 1,000 บาท
                    - ผู้เยาว์อายุ 15 ปีขึ้นไปแต่ยังไม่ครบ 20 ปีบริบูรณ์
                    - ระเบียบการขอหนังสือเดินทางของผู้เยาว์อายุ 15 ปีขึ้นไปแต่ยังไม่ครบ 20 ปี บริบูรณ์

ผู้เยาว์อายุระหว่าง 15 ปีขึ้นไปแต่ยังไม่ครบ 20 ปีบริบูรณ์

     ผู้เยาว์ที่มีอายุ 15 ปีขึ้นไปแต่ยังไม่ครบ 20 ปีบริบูรณ์ ที่ทำบัตรประชาชนแล้วสามารถติดต่อขอทำ หนังสือเดินทางด้วยตนเอง โดยมีหนังสือยินยอมของบิดาและมารดา หรือ ผู้มีอำนาจปกครองที่ยินยอมให้ผู้เยาว์เดินทางไปต่างประเทศที่ผ่านการรับรองจากอำเภอ/เขตมาแสดงประกอบการยื่นคำร้อง หากไม่มีหนังสือยินยอม บิดาและมารดาหรือผู้มีอำนาจปกครองผู้เยาว์ต้องมาลงนามต่อหน้าเจ้าหน้าที่ในวันที่ยื่นคำร้อง (หากฝ่ายใดฝ่ายหนึ่งมาไม่ได้ ให้มาลงนามในวันรับเล่ม) หรือ มีหนังสือยินยอม จากฝ่ายที่มาไม่ได้มาแสดง เอกสารที่นำมายื่นขอหนังสือเดินทางต้องเป็นต้นฉบับหากเป็นสำเนาต้องผ่านการรับรองสำเนาถูกต้อง จากหน่วยงานที่ออกเอกสารดังกล่าวเท่านั้น

เอกสารประกอบการขอหนังสือเดินทางธรรมดาของผู้เยาว์ที่มีอายุ 15 ปีขึ้นไป แต่ยังไม่ครบ 20 ปีบริบูรณ์                     - บัตรประจำตัวประชาชนที่ยังมีอายุใช้งาน หรือ บัตรประจำตัวที่ใช้แทนตามกฎกระทรวง มหาดไทย
                    - หนังสือยินยอมให้ผู้เยาว์เดินทางไปต่างประเทศที่ผ่านการรับรองจากอำเภอ/เขต และบัตรประจำตัวประชาชนของผู้ปกครอง พร้อมรับรองสำเนาถูกต้อง
                    - เอกสารอื่น ๆ ที่จำเป็น อาทิ หลักฐานใบเปลี่ยนชื่อ เปลี่ยนนามสกุล เอกสารหลักฐานการรับรองบุตรหรือรับบุตรบุญธรรมใบ
                       สำคัญการสมรส ทะเบียนสมรส ทะเบียนหย่า ทะเบียนบ้าน คำสั่งศาลกรณีระบุผู้มีอำนาจปกครองแทนบิดามารดา เป็นต้น

ค่าธรรมเนียม
- การทำหนังสือเดินทางเสียค่าธรรมเนียม 1,000 บาท

ความหมายของผู้มีอำนาจปกครอง
          กรณีบิดาและมารดาจดทะเบียนสมรสบิดาและมารดาต้องมาลงนาม(ต่อหน้าเจ้าหน้าที่)ในคำร้องขอหนังสือเดินทางทั้งสองฝ่ายหากฝ่ายหนึ่งฝ่ายใดไม่สะดวกมาลงนามในวันที่ผู้เยาว์ยื่นคำร้องให้มาลงนามในวันรับเล่มได้ หรือทำหนังสือยินยอมให้ผู้เยาว์เดินทางไปต่างประเทศ ผ่านอำเภอ/เขต พร้อมบัตรประชาชนที่มีอายุใช้งานบิดา มารดาตัวจริง

- กรณีที่ผู้มีอำนาจปกครองอยู่ในต่างประเทศ ให้ทำหนังสือยินยอมให้ผู้เยาว์เดินทางไปต่างประเทศ ผ่านสถานเอกอัครราชทูต หรือสถานกงสุลไทยในประเทศที่พำนักอยู่ หากผู้เยาว์อายุต่ำกว่า 15 ปี และผู้ปกครองไม่สามารถมาดำเนินการด้วยตนเองและประสงค์จะมอบอำนาจให้ผู้อื่นมาดำเนินการแทน ต้องมีหนังสือมอบอำนาจ และหนังสือยินยอมให้ผู้เยาว์เดินทางไปต่างประเทศ โดยหนังสือทั้ง 2 ฉบับ ต้องผ่านการรับรองจาก สอท./สกญ. (สถานทูต/สถานกงสุล) กรณีบิดามารดาหย่าตามกฎหมาย ให้ผู้มีอำนาจปกครองผู้เยาว์ตามที่ระบุในบันทึกการหย่าเป็นผู้ลงนามพร้อมแสดงทะเบียนหย่า และบันทึกการหย่า
- ผู้เยาว์ที่เกิดจากบิดามารดาไม่ได้จดทะเบียนสมรส มารดาสามารถลงนามได้ฝ่ายเดียว โดยให้ทำ บันทึกคำให้การจากอำเภอ/เขตยืนยันว่าไม่ได้จดทะเบียนสมรสพร้อมแสดงหลักฐานบัตรประจำตัวประชาชนที่มีอายุใช้งานเป็น “นางสาว” ต่อเจ้าหน้าที่รับคำร้อง
- มารดาผู้เยาว์ที่ไม่ได้จดทะเบียนสมรสแต่ใช้คำนำหน้า “นาง” สามารถลงนามได้ฝ่ายเดียว โดย นำหนังสือรับรองการอุปการะบุตรแต่เพียงผู้เดียวจากอำเภอ/เขต มาแสดง
- ผู้เยาว์เกิดจากบิดามารดาที่ไม่ได้จดทะเบียนสมรสกัน มารดาต้องมาลงนามให้ความยินยอม บิดา ไม่สามารถลงนามยินยอมให้ผู้เยาว์เพียงฝ่ายเดียวได้ เว้นแต่ว่ามีคำสั่งศาลมาแสดงว่าศาลให้บิดาเป็นผู้อุปการะผู้เยาว์แต่ผู้เดียว
- บิดามารดาผู้ให้กำเนิดผู้เยาว์ที่ได้ยกผู้เยาว์ให้เป็นบุตรบุญธรรมของผู้อื่นแล้ว ไม่สามารถลงนาม แทนบิดามารดาบุญธรรมได้ต้องให้บิดา มารดาบุญธรรมเป็นผู้ลงนาม
- เอกสารที่นำมายื่นขอหนังสือเดินทางต้องเป็นต้นฉบับหากเป็นสำเนาต้องได้รับการรับรองสำเนา ถูกต้องจากหน่วยงานที่ออกเอกสารดังกล่าวเท่านั้น

ข้อควรปฏิบัติในวันมายื่นคำร้อง
     กรณีบิดาและมารดาจดทะเบียนสมรส บิดาและมารดาต้องมาลงนาม(ต่อหน้าเจ้าหน้าที่)ในคำร้องขอหนังสือเดินทางทั้งสองฝ่าย หากฝ่ายหนึ่งฝ่ายใดไม่สะดวกมาลงนามในวันที่ผู้เยาว์ยื่นคำร้อง ให้มาลงนามในวันรับเล่มได้ หรือทำหนังสือยินยอมให้ผู้เยาว์เดินทางไปต่างประเทศ ผ่านอำเภอ/เขต พร้อมบัตรประชาชนที่มีอายุใช้งานบิดา มารดาตัวจริง
