Joe Biden bashes ‘Etch-A-Sketch’ Mitt Romney, Republicans over Medicare and Social Security

President Barack Obama’s running mate briefly discussed some of the benefits of the Affordable Care Act, and he pointedly avoided mentioning it by name on the second anniversary of its passage.

Biden spent more time bashing the budget-cutting plans of U.S. Rep. Paul Ryan, R-Wis., who’s not on the ballot nationally, than the likely Republican presidential nominee, Mitt Romney.

“There is no daylight between Gov. Romney and Republican leaders on the most important issues facing this country,” Biden said. “Not even Romney’s Etch-A-Sketch can change that.”

The crowd laughed at the Etch-A-Sketch reference that has bedeviled Romney this week — ever since his campaign’s senior advisor suggested the Republican candidate could “reset” his message in the same way one can erase a picture on the old child’s art toy.

Most of Biden’s speech at Wynmoor Village was straightforward and sober, however. He suggested that Republicans want to use the country’s debt and financial crisis to dismantle Medicare and Social Security.

The substance of his speech was a clear indication that Obama will run as much against Romney as he will against congressional Republicans who support Ryan’s budget plan.

“The choice they made was, in order to ‘save the program’ they lowered the standard of living for those on Medicare,” Biden said. “Rather than asking the wealthiest among us to help deal with the problem.”

Biden made scant mention of the fact that most of Ryan’s budget cuts were reserved for the less-popular Medicaid program for the poor. And he didn’t clearly state that this year’s Ryan plan was supposed to give retirees a choice: stick with traditional Medicare or go into a voucher-like system to buy private insurance.

Last year, Ryan’s voucher plan was destroyed in the court of public opinion because, ultimately, it caps expenditures and helped Democrats argue that Republicans want to “end Medicare as we know it.”

Biden, pointing to a Politico article that detailed how Ryan used “poll-tested” words for this budget rollout, said there was little difference between this year’s plan and last year’s.

“If you take a look at it, they didn’t really change anything they were trying to do,” Biden said. “What’s the difference between these two budgets? It’s the way they talk about it.”

Republicans spent the day bashing the Affordable Care Act, nicknamed ObamaCare, and suggested Biden’s failure to mention it by name was a sign of how unpopular it was.

RBI to monitor banks' global books for SBI, ICICI, BoB among banks to face

State Bank of India, ICICI Bank and Bank of Barodaare among the prominent banks that will face the RBI inspection as some banks have as high as a fifth of their total assets beyond the shores, said two people who are familiar with the central bank briefing. This will be effective next fiscal.

"RBI conveyed the message that banks should be prepared for an RBI inspection henceforth for foreign offices,'' said an executive who attended the meeting but declined to be named. "The point made by the regulator was that as the size of overseas operations is rising, it needs to be directly monitored by the central bank officials."

Indian banks in the past few years have expanded their global operations substantially, chasing the diaspora and companies that acquired overseas assets such as Tata Steel's acquisition of Corus Group.

While nothing so far has come up in terms of weakening the domestic operations of banks, development such as the European sovereign crisis could lead to stress if their overseas subsidiaries own bonds of troubled sovereigns.

Till now the RBI depended on banks' own declaration of the status of overseas operations. Revenues from overseas operations contribute about 5% of revenues for State Bank of India, and about 12% for Bank of Baroda, Bloomberg data shows.

Syracuse's Fab Melo Nearly miss NCAA tournament

Syracuse will have to chase a national championship without starting center Fab Melo, who has been declared ineligible for the NCAA tournament.

The university announced yesterday that the 7-foot Brazilian, who did not travel with the team to Pittsburgh, where the Orange will play, won't take part in the tournament due to an eligibility issue. The school did not elaborate.

Melo missed three games earlier this season, including one of the top-seeded Orange's two losses, because of an academic issue.

ESPN, citing an anonymous source, reported that Melo's absence is related to the first suspension and that the NCAA revisited the case and again ruled him ineligible.

Coach Jim Boeheim said the Orange will be “ready to play.”

As he left the bus in front of the team hotel yesterday, Boeheim at first said he had nothing to say. He then said that “all we can do is be ready to play with the guys we have.”

“That's all we can do,” he said. “There are injuries, things happen during a season. We'll be ready to play, and we'll go play.”

Boeheim has not decided who will start in place of Melo, the Big East Defensive Player of Year, when Syracuse (31-2) opens the tournament tomorrow against No. 16 seed North Carolina-Asheville.

Translation: Ellis is a shot-happy combo guard with baggage. Sounds familiar, right?

Last year, Smith, in an effort to appease Howard, traded for Gilbert Arenas. The Hibachi resembled a broken down charcoal barbeque, struggling with his weight, shot, and role.

Howard will see right through any deal for Ellis. He’ll see Smith and the Magic for exactly what they are: desperate. And he’ll opt-out in July and leave as a free agent.

D’Antoni Resigns Amid Frustration

MIKE D'ANTONI resigned yesterday as coach of the New York Knicks, whose brief resurgence in a wave of Linsanity quickly gave way to a late-season skid that puts them in danger of even making the NBA playoffs.

Assistant coach Mike Woodson served as interim head coach for last night's 121-79 win over the visiting Portland Trail Blazers.

Carmelo Anthony, who denied wanting a trade or having friction with D'Antoni earlier yesterday, had 16 points on 6-for-12 shooting and tied a season high with seven assists. Amare Stoudemire finished with 17 points and shot 8-for-10, before both stars sat out the fourth quarter while the Knicks rang up their highest point total of the season.

LaMarcus Aldridge and Gerald Wallace each scored 15 points for the Trail Blazers.

Facing a barrage of questions about his relationship with Anthony, D'Antoni put the Knicks through a morning workout before stepping aside. The Knicks have struggled since Anthony returned from a groin injury 10 games ago, losing six in a row for the second time this season and falling into a tie for the eighth and final playoff berth in the Eastern Conference.

There was speculation that he and D'Antoni did not get along, though the All-Star forward said yesterday he supported the coach "100 percent."

There's already speculation that the Knicks will try to lure a big-name coach such as Phil Jackson or Kentucky's John Calipari next season.

D'Antoni averaged 58 wins in four full seasons in Phoenix before he was hired to replace Isiah Thomas on May 13, 2008. He was 267-172 when he arrived in New York but went 121-167 with the Knicks.

Rasheedah Watley has known Brandon Marshall since he was 12 and laughed when I asked her Wednesday if the Bears can change Marshall in ways the Broncos or Dolphins couldn't.

"It's very foolish to think that,'' said Watley, Marshall's high school sweetheart. "I don't know how many chances you can give somebody. I'm really fearful for someone's daughter or sister. The guy needs some real help.''

Watley has a pending civil suit against Marshall based on a history of alleged domestic violence. She acknowledged being anything but impartial regarding Marshall and admitted his actions never surprise her. Marshall's attorney, Harvey Steinberg, didn't return phone calls.

"Brandon thinks he can bash people and get away with it because he has gotten away with it so I don't see why he'd think he can't get away with it again,'' Watley said.

She says she spoke to the Tribune so nobody in Chicago would have any illusions about Marshall. She sought to accurately describe "The Beast'' — Marshall's nickname — the Bears must tame. She also represents the kind of strong backlash the Bears can expect from some factions of their fan base.

This is their $9.5 million gamble, a risk born of two sides desperate for each other, banking on Marshall helping the Bears as much as they possibly can help him redeem himself.

I wonder how Virginia McCaskey viewed the trade.

Imagine how awkward it was telling the Bears matriarch that her team knowingly acquired a wide receiver who, 48 hours earlier, was accused of hitting a woman outside a New York City nightclub. Explaining the Marshall revelations that surfaced late Tuesday raised embarrassing questions the Bears hope never to have to answer — but especially not the day after a big trade and three months after Sam Hurd's drug arrest revealed a life nobody has admitted knowing Hurd led.

Did Marshall "slug'' a woman, according to a police report cited in the New York Post? Or was he trying to get his wife out of the club after she was cut by a bottle, as his lawyer claims? Did the Bears realize how serious the allegation was against a guy with a history of similar accusations by women? What was everybody saying about new general manager Phil Emery's attention to detail?

Why do the Bears have such a knack for finding adversity?

OK, that last question was one I muttered in frustration to myself Tuesday driving home from the Blackhawks game as Wednesday's edition of the Tribune rolled off the presses. Before deadline, before anybody outside Halas Hall knew of Marshall's latest saga, I believed the trade captivated a football city more than any transaction since the Jay Cutler deal — and represented a risk worth taking.

One quick news cycle later, the deal for a difference-maker two days after Marshall was involved in another 4 a.m. melee gave reasonable people pause long enough to re-examine the Bears' priorities — but still represented a risk worth taking.

Even if Marshall faces an NFL suspension, Emery did the best thing for the Bears trading two third-round draft picks for a chance to reunite Marshall with Cutler and give coach Lovie Smith another reclamation project.
