The new ammo contract ensured that reserve stocks of 155mm ammo will be quickly replenished if there is a sudden surge in ammo consumption in the future, as it is currently in Mali. This recognizes that Caesar has become a key 155mm artillery system in the French army. Not bad for a weapon the army generals were not interested in at first.<br />

Thirteen years ago the French Army agreed to buy a single battery of the novel new Caesar vehicles. Developed by GIAT (now Nexter) as a private venture in the 1990s, Caesar is a 155mm howitzer mounted on the back of a heavy truck. Before being fired the gun is backed off the rear of the truck onto the ground. This takes less than a minute. It was a marvelous system but Caesar was having a difficult time attracting export customers. It was believed that having even one battery in service with the French Army would help attract export sales. Once they got to use it the French army liked Caesar so much that they eventually bought 72 of them and plan to eventually have 141 of them. Caesar has become the primary artillery weapon for the French army. This led to export sales to Thailand, Saudi Arabia, and Indonesia. Caesar vehicles cost about $5.5 million each.<br />

Caesar uses a 52 caliber 155mm howitzer mounted on the back of a 6x6 ten ton truck. While it is self-propelled it currently only has light armor in the driver/crew cab up front. Caesar (gun and truck) only weighs 18 tons and will fit into a C-130 transport, something that traditional tracked self-propelled artillery cannot do. Caesar's long barrel enables it to fire shells up to 42 kilometers. With on-board GPS it can be ready to fire in minutes. The truck carries the crew of six in an air-conditioned compartment. A 12.7mm machine-gun can be mounted, in a ring turret, on top of the cab.<br />

Four years ago France sent eight of its Caesar howitzers to Afghanistan. The roads in Afghanistan are pretty bad and wheeled combat vehicles have a hard time of it. But Caesar was built to handle cross country operations. Afghanistan was the first time Caesar has served in combat. Two years ago Thailand used its Caesars against Cambodian rocket launchers and claimed to have destroyed two of them.<br />

Caesar is no longer unique, it now has competition. Sweden and Norway have each bought 24 Archer truck mounted artillery systems. Both nations funded a $150 million, 14 year, development effort to create Archer. Archer is an FH77 155mm/L52 howitzer mounted on a modified Volvo 6x6 dump truck. The vehicle, with the howitzer on board, weighs 30 tons. L52 means the barrel is 52 times the caliber (8 meters/25 feet). The crew compartment is armored and has chemical warfare protection. The truck is articulated, making it easier for such a heavy vehicle to move cross country. The gun has an auto-loader, which is why it has such a small crew (four men). Archer also has a remote controlled gun turret (for a machine-gun) on the top of the cab.<br />

When the vehicle halts the four man crew can extend the metal braces in the rear, raise the barrel, and begin firing within minutes. After firing the vehicle can be moving in less than a minute. Archer uses the Excalibur GPS guided round, which means Archer and an ammo vehicle can supply lots of effective firepower without the need for constant resupply.</div>

Following extensive negotiations between the Defence organisations of the two countries, I am confident that this agreement will pave the way for Swedish involvement in Australia’s Future Submarine Program and also assist Australia with the ongoing sustainment of the Collins Class fleet.<br />

This agreement gives effect to Australia’s rights to use and disclose Swedish Intellectual Property rights for complex submarine design and technology.<br />

Defence materiel cooperation has been a key feature of the Sweden-Australia relationship, most notably in the area of submarine technology where our collaboration over the construction and support of the Collins submarines has spanned two decades, and more recently, with the vital ‘sense and warn’ capability provided to protect our troops in Afghanistan. This mutually beneficial relationship is expected to continue into the future.<br />

The Australian Government had previously announced it was considering four broad options for a fleet of Future Submarines to replace the current Collins Class fleet that is in service with the Royal Australian Navy. The 2013 Defence White Paper released on 3 May has focussed future work on two of these options, namely:<br />
- An evolved design that enhances the capabilities of existing off-the-shelf designs, including the Collins Class; and<br />
- An entirely new developmental submarine.<br />
<br />
In May 2012, the Australian Government announced it would engage Swedish ship designer and builder Kockums AB, the original designer of the Collins Class submarine, to undertake initial design studies for the evolved Collins.<br />
<br />
An evolved design would build on the high level of capabilities of the existing Collins Class submarine design, address known deficiencies and obsolescence issues and provide potential capability enhancements.<br />
<br />
A precursor to this engagement with Kockums AB, was the need to reach agreement with Sweden on the use of Collins Class Submarine Technology for the Future Submarine Program, and also to agree a framework and principles for the negotiation of Intellectual Property rights for Australia to be able to utilise other Swedish submarine technology for the Future Submarine Program, if Australia decides to proceed with an evolved Collins solution.<br />
<br />
The ability for Australia to utilise Swedish submarine technology is a critical element not only of the work on the Future Submarine Program, but also in addressing the continuing challenges with the maintenance and sustainment of the Collins Class fleet through to the end of their service life. This new agreement replaces the Commonwealth’s existing rights as established by the licence agreement struck in June 2004.<br />
<br />
The ability for Sweden to ensure that any arrangement did not compromise its sovereignty and ensured compliance with export control and security legislation was also paramount in the negotiated outcome.<br />
<br />
I acknowledge that the respective agencies responsible for the acquisition and support of military equipment, the Australian Defence Materiel Organisation (DMO) and the Swedish Defence Materiel Administration (FMV) have worked hard to reach a satisfactory agreement on these complex Intellectual Property and submarine technology matters.<br />

Damen Schelde and the Indonesian Ministry of Defence signed a contract for the engineering, construction, and delivery of a single PKR in June 2012, with the contract coming into force at the end of 2013. An option for a second ship has subsequently been exercised, with this contract coming into effect in the next few weeks, Damen Schelde confirmed at IMDEX Asia 2013 in Singapore.<br />
<br />
Displacing 2,365 tons and with accommodation for 120 (100 crew plus 20 spare), the 105 m PKR will be the largest SIGMA variant built to date. While Damen Schelde is prime contractor for the programme, assembly and trials will be undertaken in conjunction with PT PAL in Surabaya under a transfer of technology arrangement.<br />

The Russian Black Sea Fleet will be updated and improved to ensure the country's national security. Up to 20 new ships, submarines and boats will join the fleet in the near future, the Fleet's Commander Vice-Admiral Alexander Fedotenkov said in connection with the 230th anniversary of the fleet to be marked on May 13.<br />

It is an objective and very important process, given the fact that the naval forces of Black Sea and Mediterranean states continuously increase their combat potential with the qualitative improvement of weaponry without considerable reduction of their number, he noted.<br />

The Black Sea zone countries plan in the next decade to build a substantial number of warships and support vessels for their navies. "To reliably ensure national security, we have no right to remain among the laggards," the commander said.<br />

The latest guard ship Admiral Grigorovich of Project 11356 is expected to be launched in 2013 and placed in service in 2014. It will be the first in the series of six guard ships of the project with the Kalibr high-accuracy long-range missile system. The ships are named Admiral Essen, Admiral Makarov, Admiral Butakov, Admiral Istomin and Admiral Kornilov, the commander said.<br />

The navy also expects to receive six new submarines of Project 636, the Varshavyanka class. The first three will be named Novorossiisk, Rostov-on-Don and Stary Oskol, the vice-admiral said, adding that seven more various-purpose naval boats and other ships would join the fleet.<br />

European leader in space technologies, is the prime contractor for the
VNREDSat-1, the first Vietnamese Earth observation satellite, scheduled
for launch on a Vega rocket from the Guiana Space Centre in Kourou on 03

Astrium
received the order for the VNREDSat-1 programme from the Vietnam Academy
of Science and Technology (VAST) in July 2010, under an agreement
signed in 2009 between the French and Vietnamese Governments. Under this
contract, Astrium is responsible for the development, construction and
launch of
the VNREDSat-1 optical satellite, capable of taking images of the Earth
with a resolution of 2.5 metres. In Vietnam, Astrium was also prime
contractor for the design and construction of the satellite ground
control segment and the satellite image receiving and processing
stations. The company was also responsible for training the 15
Vietnamese engineers who will operate the satellite.<br />

combined anti-submarine warfare, submarine rescue and torpedo exercises.</span><br />

LTC Loh, the RSS Swordsman crew also benefited from the experiences of

experiences, we were able to quicken our learning process."</span><br />

Three years ago, the $639 million project was experiencing major technical problems and running years late.<br />
"When
examining the project across its life and comparing it to the original
plans, it is clear that it will not deliver the full capability
originally expected," the Australian National Audit Office (ANAO) said
in a report released on Thursday.<br />
In 1997, defence decided it needed to replace 1970s era Mark 46 torpedoes with a newer model.<br />
Then in 1999 it settled on the European EuroTorp MU-90 on the basis it would be a low risk "off the shelf" acquisition.<br />
The
new MU-90 torpedoes were to be carried by FFG and Anzac frigates as
well as AP-3C Orion aircraft, and Seahawk and Seasprite helicopters.But now only the warships will carry the armoury.<br />
As a result, defence will have to manage a mixed inventory of three different types of torpedo, rather than one, the ANAO said.<br />

the warships will use MU-90s, Orion AP-3C maritime patrol aircraft will
continue to use the Mark 46 and the Navy's new MH-60R Romeo helicopters

The X'ian Aircraft Corporation MA60 maritime patrol aircraft (MPA) is
now in production, an official from the China National Aero-Technology
Import and Export Co (CATIC) told <i>IHS Jane's</i> at the recent IDEX
exhibition in Abu Dhabi: a development that raises the prospect of China
being able to further increase its aerial military-diplomatic pressure
on Japan over disputed territories in the East China Sea. <br />
CATIC
officials said that the MA60 MPA is scheduled for Chinese coastguard
organisations such as the China Maritime Surveillance (CMS) agency,
which has been at the forefront of Beijing's response to perceived
infringements on its territorial sovereignty. A twin-turboprop powered
X'ian Y-12 belonging to the CMS flew over the disputed Diaoyu/Senkaku
Islands in December 2012, one of a number of incidents that led to
fighter aircraft from both countries being scrambled to the area.<br />
Once
operational, the MA60, which like the Y-12 is unarmed, will provide the
CMS with a greater range. With a 10-hour endurance, it is double that
of the Y-12.<br />

characteristics of the systems, then the answer was correct. In
conflicts such as Iran - Iraq, India - Pakistan, where forces were
relevantly equal, the answer was correct as well. However, when it comes
to a possible attack of the U.S. or Israel against the "third world"
countries, such as Iran, Syria and others, Russia's S-300 will certainly
fail. Why?</div>
<div style="text-align: justify;">
It will happen for the reason that we
already had during the Great Patriotic War. In June 22, 1941, our tanks
KV and T-34 were much better than the German vehicles, but the losses
among our tanks in autumn and summer campaigns in 1941 were larger than
those of Nazi Germany. German tanks were acting in close coordination
with infantry, artillery, air force and were supplemented with excellent
radio stations.</div>
<div style="text-align: justify;">
Two Iraqi wars, the war in Yugoslavia
and other conflicts showed that the Americans were striving for absolute
predominance in aviation and electronic means of warfare. They have
dozens of AWACS and 30-40 spacecraft of all types. Do I have to explain
that a division or two of S-300 (S-400) can not act alone against such
an armada?If so, should the countries of the
"third world" surrender to the mercy of Uncle Sam? It is about time
Russian generals should study the history of USA's postwar campaigns.
Here is the list: Korea, Vietnam, the first Iraq war, the Yugoslav war.
The Americans won in the last two cases, albeit partially. The Yankees
and the "enlightened explorers" deployed a huge amphibious fleet in the
Persian Gulf in 1991 and planned to land two U.S. marine divisions and
an English brigade on the coast of Iraq. Alas, all those good fellows
spent the Iraqi campaign in the holds of landing vessels. The reason was
simple: Iraqi, or rather, old Soviet mines.</div>

<div style="text-align: justify;">
During the Korean War in 1951, the
American armada of ships could not land its commandos for two weeks.
Again, it was because of old Soviet and tsarist (!) mines.</div>
<div style="text-align: justify;">
In 1991, NATO aircraft bombed Belgrade
and other Yugoslav cities, as well as power plants, hospitals,
television stations, and even the Chinese Embassy. The Yugoslavs
capitulated and agreed to withdraw troops from Kosovo under NATO's
control. And then came the hour of shame for the USAF and NATO. The
Yugoslavs withdrew about 90% of their military equipment unharmed:
tanks, armored vehicles, multiple rocket launchers, air defense missile
systems, etc. Western journalists had only one question - where did NATO
bombs fall?</div>
<div style="text-align: justify;">
Nowadays, thanks to the technological
development, including the development of hand-held computers, the
possibilities of sea mines have become literally limitless. There are
self-propelled mines. To transport them, one can use old torpedoes: a
533-mm torpedo can deliver a mine to a distance of 30-35 km from the
place of release. A 650-mm torpedo can cover the distance of 50-60 km or
more. </div>
<div style="text-align: justify;">
There are missiles that act like mines.
They are launched from the sea floor, at an angle, in the direction of
the bottom of a moving vessel. There are torpedoes that act like mines.
They can be placed at a depth of up to 1 km, "sleep" there for about 12
months, and then "wake up" when needed.</div>
<div style="text-align: justify;">
Finally, there self-burying mines that can bury themselves in the sand or mud, leaving a thin invisible antenna sticking out. </div>
<div style="text-align: justify;">
All of these mines, except for
self-burying ones, used to be produced in the USSR. However, during the
last 22 years, we have seen no news about the production of new mines.</div>
<div style="text-align: justify;">
Everyone has heard of Soviet missile
systems BM-13, Katyusha. All our generals and historians celebrate their
advantage over German 15- and 21-cm missile launchers. Indeed, the
effectiveness of the massive use of BM-13 complexes was unquestionable.</div>
<div style="text-align: justify;">
However, North Korea was not happy with
Katyushas in 1951-1953. They preferred six-barrel 15-cm mortars, known
as Vanyusha. The latter could be rolled back into the cave or trench
after an attack. What did they have to do with such big complexes as
Katyusha? Vanyusha's accuracy was much higher too.</div>
<div style="text-align: justify;">
Let's take the MLRS Smerch that has a
range of 70 km. This is great! But its combat vehicle, loaded with
missiles, weighs 43.7 tons. A missile is 7.6 meters long and it weighs
800 kilos. Everything can be tolerated if one has advantage in the air.
And if not? Why not cutting, or rather, disassembling a Smerch into four
parts? One would not need a huge vehicle, such as MAZ-543M, to
transport the system. Off-road vehicles or even camels would be enough.</div>
<div style="text-align: justify;">
The same can be done to air defense
complexes. Ask any American general, what dominance in the air means. It
is unlikely that he will be satisfied with a possibility of stealth
bombers or supersonic F-16 flying freely over battlefield. The Yankees
prefer widebody aircraft, such as AWACS, or AC-130 military transport
vehicles, etc.</div>
<div style="text-align: justify;">
Why not making a separable version of
the Tor missile to be able to combat them? A missile like that weighs

Undeterred by past failures, the U.S. Defense Advanced Research Projects Agency (Darpa) is launching another attempt to economic development of a high-speed vertical-takeoff-and-landing (VTOL) aircraft with the capability of a helicopter hover.<br />
