<p>One of the most significant items is a review of a comprehensive user fee study. Councilmembers will receive the results of a citywide analysis examining the true cost of providing fee-based services and will provide direction on a future cost recovery framework. The discussion could eventually lead to changes in permit, planning, recreation and other city fees.</p>
<p>The council will also hold a public hearing on the city&#8217;s recruitment and retention efforts. The hearing will focus on job vacancies throughout the organization and whether changes to hiring practices or policies may be needed to address staffing challenges.</p>
<p>Also on the agenda is the annual renewal process for the Walnut Creek Tourism Business Improvement District, which is funded through assessments on local hotels and is designed to promote tourism within the city. Councilmembers are expected to approve an assessment report and schedule a public hearing later this month.</p>
<p>Earlier in the day, the council will meet in closed session to discuss one anticipated litigation matter involving what the agenda describes as a &#8220;significant exposure to litigation.&#8221;</p>
<p>The regular meeting begins at 6 p.m. at Walnut Creek City Hall.</p>

<p data-start="219" data-end="504">Concord police made dozens of arrests between May 20 and May 26, including several involving burglary, domestic violence, assault, drug offenses, DUI, and outstanding warrants, according to department records.</p>
<p data-start="506" data-end="912">Among the more serious cases, officers arrested individuals on suspicion of burglary, assault with a deadly weapon, battery causing serious bodily injury, child cruelty, domestic violence, possession of stolen property, possession of burglary tools, and possession of controlled substances for sale. Several arrests also involved felony probation or parole violations.</p>
<p data-start="914" data-end="1266">Police also made numerous DUI arrests throughout the week, including incidents on Monument Boulevard, Willow Pass Road, Diamond Boulevard and other locations around the city. Several drivers were additionally cited for driving without a license, reckless driving, evading police, or driving on a suspended license.</p>
<p data-start="1268" data-end="1744">The department&#8217;s burglary report shows nine burglary cases and several shoplifting incidents were reported during the same period. Burglaries targeted a residence, a commercial office building, rental storage facilities, a department store, and a clothing retailer. Shoplifting incidents were reported at businesses in the Sunvalley area, along Clayton Road, Diamond Boulevard, and downtown Concord. No burglaries were reported on May 26.</p>
<p data-start="1746" data-end="2002">Other arrests during the week involved trespassing, public intoxication, vandalism, unlawful possession of drug paraphernalia, open-container violations, contempt of court, and numerous misdemeanor and felony warrants.</p>

<p>A man was wounded in a shooting Monday morning in Antioch, leading to a SWAT response and the arrest of a suspect, according to police. Officers were dispatched at about 6:34 a.m. to the 1100 block of West 9th Street after receiving reports of gunfire outside a residence. When officers arrived, they found a 37-year-old man suffering from a gunshot wound.</p>
<p>Police provided first aid until personnel from the Contra Costa County Fire Protection District arrived. The victim was taken to a local trauma center and was reported to be in stable condition with injuries that were not considered life-threatening. During the investigation, officers identified a suspect and determined he was likely inside a nearby home. Authorities established a perimeter around the residence and called in the Antioch Police SWAT Team and Crisis Negotiations Team. The suspect, identified as 51-year-old Carl Griggs of Antioch, later surrendered peacefully and was taken into custody without incident.</p>
<p>The Antioch Police Department&#8217;s Investigations Bureau is handling the case. No additional information about the circumstances leading up to the shooting was immediately available. Anyone with information about the incident is asked to contact the Antioch Police Department Dispatch Center at 925-778-2441.</p>

										<content:encoded><![CDATA[<div style="margin-top: 0px; margin-bottom: 0px;" class="sharethis-inline-share-buttons" ></div><p>Traffic signals across Contra Costa County are set to receive a major technology upgrade as part of a $30.8 million effort aimed at improving traffic flow, safety and coordination between local jurisdictions.</p>
<p>The project will modernize roughly 365 intersections throughout all 19 cities and towns in Contra Costa County, as well as unincorporated areas.</p>
<p>Officials say the upgrades will focus on major transportation corridors and are designed to help traffic signals communicate more effectively, reduce unnecessary delays, improve pedestrian and bicycle detection, and provide better tools for traffic management.</p>
<p>Depending on local needs, improvements could include synchronized traffic signals, emergency vehicle preemption, transit signal priority, upgraded pedestrian crossings, battery backup systems and enhanced communications networks. Initial work is expected to begin in Danville and Concord before expanding to other parts of the county.</p>
<p>CCTA Executive Director Tim Haile said the project will modernize aging traffic infrastructure and create a foundation for future traffic management improvements. Officials also said the system could help agencies better coordinate responses during emergencies and major events.</p>
<p>The project is funded through a combination of Measure J transportation sales tax revenue, local city contributions, and state and federal funding, including more than $7 million secured through federal transportation programs.</p>
<p>Construction and equipment upgrades are expected to continue in phases throughout the county over the coming years.</p>

										<content:encoded><![CDATA[<div style="margin-top: 0px; margin-bottom: 0px;" class="sharethis-inline-share-buttons" ></div><p>The Contra Costa County Flood Control and Water Conservation District will begin construction today on a levee improvement project designed to strengthen flood protection around the Central Contra Costa Sanitary District wastewater treatment plant in Martinez, according to county officials. The project, scheduled to continue through Dec. 31, will raise the western levee along Grayson Creek and Walnut Creek (the actual creek, not the city) between State Route 4 and the BNSF railroad tracks, county officials said. </p>
<p>Additionally, the work will help reduce flood risks to the treatment facility. Construction will take place from 7 a.m. to 5 p.m. weekdays, excluding holidays, weather permitting. Drivers may experience minor delays on Imhoff Drive near Grayson Creek, just east of the treatment plant, during the project.</p>

<p>Pleasant Hill Police Officers conducted another successful theft suppression operation at the Crossroads Shopping Center on Wednesday evening. Working closely with loss prevention personnel from several major retailers throughout the shopping center, officers arrested multiple individuals and prevented several additional thefts from occurring. As a result of the operation, Lloyd Canamore, 18, of Oakland; a 17-year-old juvenile from Oakland; Annemarie Melena, 30, of Concord; and Joshua Almond, 43, of Concord were arrested on various theft and narcotics-related charges. With the busy summer shopping season underway, residents can expect to see additional theft suppression operations conducted throughout the coming weeks.</p>

										<content:encoded><![CDATA[<div style="margin-top: 0px; margin-bottom: 0px;" class="sharethis-inline-share-buttons" ></div><p>A ceremonial cultural burn rooted in Indigenous fire practices will take place Saturday, June 6, at the Cal State East Bay Concord Center in partnership with multiple local agencies and organizations.</p>
<p>The mak-warép Ohlone Land Conservancy, along with Cal State East Bay Concord Center, CAL FIRE, Contra Costa County Fire Protection District and the Contra Costa Resource Conservation District, will conduct the burn on less than one acre of land at the campus located at 4700 Ygnacio Valley Rd. in Concord.</p>
<p>Organizers say the project is part of ongoing efforts to restore Indigenous-led fire stewardship practices in the East Bay while supporting the ecological health of Ohlone homelands. The cultural burn is intended to reduce invasive grasses, improve soil health and help restore native plants traditionally used for food, medicine and basketry.</p>
<p>Smoke may be visible in the area between 9 a.m. and 3:30 p.m., weather and air quality permitting. The invitation-only event will begin with a private Ohlone ceremony before Ohlone firekeepers carry out the controlled burn under cultural protocols.</p>
<p>Fire personnel and equipment from CAL FIRE and Contra Costa County Fire will remain on-site throughout the event. Organizers emphasized that public safety is the highest priority and said the burn will only proceed under a strict approved burn plan that takes weather and fire conditions into account. Fire breaks, water supplies and suppression equipment will also be established on-site, and crews will remain until the area is fully secured.</p>
<p>The project qualifies as a ceremonial fire under Bay Area Air Quality Management District regulations and will only proceed on a permissive burn day. The burn will not take place during a Mandatory Burn Ban or Spare the Air Alert day.</p>

										<content:encoded><![CDATA[<div style="margin-top: 0px; margin-bottom: 0px;" class="sharethis-inline-share-buttons" ></div><p>Assemblymember Anamarie Ávila Farías (D-Martinez) announced this week that the California State Assembly passed two of her bills related to immigration enforcement and protections near polling places and childcare centers.</p>
<p>According to Ávila Farías, AB 1627 &#8211; titled the Misconduct Ends Law-Enforcement Trust Act of 2026 (MELT ICE Act), would prohibit certain former employees of U.S. Immigration and Customs Enforcement (ICE) with documented histories of misconduct during specified periods from serving as peace officers in California.</p>
<p>A second measure, AB 2230, would limit federal law enforcement presence near polling places and would prohibit ICE from entering nonpublic areas of childcare centers without a judicial warrant, subpoena, or court order.</p>
<p>In a statement, Ávila Farías said the legislation is intended to address concerns about fear and intimidation related to immigration enforcement activities.</p>
<p>Both bills have now advanced to the California State Senate, where they await committee referral and further consideration.</p>
