8th Pay Commission: Deadline Extended, Basic Pay, Pension Demands Explained

India's 8th Pay Commission has begun formal consultations, and the first big development is already here: the deadline to submit employee demands has been extended to May 31, 2026.

But this is not just about a date change. Behind this extension are major demands that could affect salaries, pensions, allowances, and working conditions of lakhs of central government employees -- including a push to bring back the Old Pension Scheme (OPS) and a proposal that could raise the minimum basic pay to Rs 69,000. Here is a simple, complete guide to what is happening.

Who Met Whom - And Why It Matters

On April 28, the chairperson of the 8th Pay Commission, Ranjana Prakash Desai, met the delegation of the National Council-Joint Consultative Machinery (NC-JCM).

NC-JCM is the top representative body of central government employees. For over 60 years, every Pay Commission has regularly consulted it before finalising recommendations.

In this meeting, NC-JCM raised several key issues that may shape the 8th Pay Commission's final report.

Memorandum Deadline Extended To May 31

NC-JCM had requested the Commission to extend the last date for submitting employee demands (memorandums) from April 30 to May 31. The Commission has accepted this request.

Earlier deadline: April 30, 2026
New deadline: May 31, 2026
Mode of submission: Online only (official link)

However, the Commission rejected another key request. It has clearly said that PDF, Word files, emails, or physical copies will not be accepted. All memorandums must be submitted only through the official online portal in the structured format.

What Is A "Memorandum"?

A memorandum is a formal document where employee bodies give proposals on:

Pay revision
Pension changes
Allowances
Promotions
Working conditions

This is the document on which the Pay Commission studies demands.

The Biggest Demand: Fitment Factor Of 3.83

One of the most important demands submitted is the fitment factor of 3.83. The fitment factor is the number used to multiply current basic pay to arrive at the new basic pay.

Under 7th CPC	Proposed under 8th CPC
Minimum basic pay: Rs 18,000	Rs 69,000 (if 3.83 is accepted)
Fitment factor: 2.57	Demand: 3.83

Even a small change in this number can massively change salaries.

Other major salary and promotion demands: NC-JCM has also demanded:

They argue that the term 'unfunded pension' used in the Pay Commission's Terms of Reference is incorrect because employees had earlier given up the Contributory Provident Fund and opted for pension.

Reason: Each department has unique working conditions and risks.

Request for field visits to risky workplaces: NC-JCM has urged the Commission to personally visit:

Railway field units
Defence production units
Remote and hazardous locations

So that the Commission can see first-hand the risky conditions in which employees work before deciding allowances and pay scales.

Demand for regular meetings with Pay Commission

NC-JCM reminded the Commission that in previous pay commissions, there were frequent interactions before final recommendations. It has asked for a fixed timetable for regular discussions.

What The Pay Commission Has Officially Said

The Commission has clarified on its website:

Only online submissions will be accepted till May 31, 2026.
Hard copies, PDFs, emails will not be considered.

It has also allowed authorised nodal officers of ministries and departments to submit inputs separately under a structured category.

Why This Matters To Employees

As Tehran and Washington struggle to find common ground to end the war in the Middle East, an Iranian lawmaker has cast doubt over Pakistan's role as a mediator and raised concerns over its neutrality in the negotiation process. Ebrahim Rezaei, who represents Iran's Dashtestan and serves as spokesperson for Iran's National Security and Foreign Policy Commission, called Islamabad a "good friend" of Tehran but stressed it "is not a suitable intermediary", claiming it is partial and tends to America's interests.

"Pakistan is a good friend and neighbour of ours, but it is not a suitable intermediary for negotiations and lacks the necessary credibility for mediation. "They are unwilling to tell the world that America first accepted Pakistan's proposal but then went back on its word. They do not say that the Americans had commitments regarding the issue of Lebanon or the blocked assets but failed to fulfil them. A mediator must be impartial, not always leaning to one side," he said.

The Iranian leader's allegations came as the country's Foreign Minister Abbas Araqchi shuttled to and from mediators Pakistan and Oman last week before flying to Russia this week, with the two sides still seemingly far apart on issues including Iran's nuclear ambitions and access through the crucial Strait of Hormuz.

What Trump Said

US President Donald Trump has, meanwhile, said Iran could telephone if it wants to negotiate an end to their two-month war.

"If they want to talk, they can come to us, or they can call us. You know, there is a telephone. We have nice, secure lines," Trump told "The Sunday Briefing" on Fox News.

"They know what has to be in the agreement. It's very simple: They cannot have a nuclear weapon; otherwise, there's no reason to meet," Trump said.

Iran-US Ceasefire

Iran has long demanded Washington acknowledge its right to enrich uranium, which Tehran says it only seeks for peaceful purposes, but which Western powers say is aimed at building nuclear weapons.

Although a ceasefire has paused full‑scale fighting in the conflict, which began with US-Israeli strikes on Iran on February 28, no agreement has been reached on terms to end a war that has killed thousands, driven up oil prices, fuelled inflation and darkened the outlook for global growth.

Breaking Down The Numbers

Bhooth Bangla minted ₹12.25 crore on the opening day, followed by ₹19 crore on Saturday, as per Sacnilk.

From paid previews, the film minted ₹3.75 crore.

This brings total India gross collections to ₹69.37 crore and total India net collections to ₹58.00 crore so far.

Overseas, the film collected ₹7.00 crore on Day 3, taking its total overseas gross to ₹26.50 crore so far. This pushes the worldwide gross collection to ₹95.87 crore.

Records So Far

As per Sacnilk, Bhooth Bangla crossed 30K tickets per hour on Sunday, setting a milestone since BookMyShow started the trend.

"On Sunday, Bhooth Bangla crossed 30K tickets per hour, making it the first instance for an Akshay Kumar starrer since BookMyShow started the hourly trend. The film clocked a peak hour at 32.65K tickets, which indicates a strong day at the domestic box office. The horror-comedy genre, which has seen renewed popularity in recent years, seems to be working in favour of Bhooth Bangla," reported Sacnilk.

"The film's mix of spooky thrills and comedic timing has struck a chord with audiences, particularly families looking for a light-hearted theatrical experience. With the weekend momentum still strong, all eyes are now on whether Bhooth Bangla can maintain its pace beyond the weekend," added Sacnilk.

About Bhooth Bangla

The release date was pushed to April 16 due to the Dhuandhaar wave at the box office.

As a co-producer of the film, Akshay Kumar holds 70% profit share of the film, whereas Ektaa Kapoor holds the remaining 30%.

Akshay Kumar and Priyadarshan last collaborated on Khatta Meetha in 2010. This film marks their collaboration after 14 years.

The film boasts a massive ensemble cast featuring Tabu, Paresh Rawal, Rajpal Yadav, Wamiqa Gabbi, and the late actor Asrani.

Opinion: Delimitation Dynamite: Will This Push A Close Election Into DMK's Arms?

This Tamil Nadu election, the DMK has been desperately aiming to keep the core narrative as "Tamil Nadu versus Delhi". Its propaganda machine - as it has since 2019 - has been relentlessly pumping into the state accusations that the BJP is an existential threat to the state's identity, that the AIADMK is a "slave" to the BJP, and that the DMK is the only force capable of standing up to New Delhi.

This, along with the Stalin government's welfare schemes and manifesto promises, is the DMK campaign. The design was twofold: keep Vijay's TVK (Tamilaga Vettri Kazhagam) out of the conversation and maintain the "Centre vs State" friction that proved so potent in 2019, 2021, and 2024.

This narrative was facing enormous fatigue. Having been the primary talking point for three consecutive election cycles, local factors were beginning to dominate. The TVK fan power was threatening to shake up the status quo, and the AIADMK organisation was beginning to show signs of resilience. All of this was making the DMK uneasy.

It's at this juncture that the delimitation debate has arrived. The timing of the special session has baffled many analysts in Tamil Nadu, as what unfolds in Parliament will decisively shape the electoral narrative in the state.

The issue is a "perfect storm" for the DMK. It acts as fresh fuel for a political narrative that was losing steam. The party has mastered the art of framing this as the ultimate proof of "discrimination against the state".

What the Centre says and how it is heard amidst the electoral "surround sound" in Tamil Nadu will be vastly different. This shift firmly turns the battle into a DMK vs. BJP face-off, leaving the AIADMK deeply disconcerted.

This is also not just about delimitation; this is about unfurling a narrative of distrust against the Centre. The core DMK arguments are: 1) There are no categorical assurances of the formula for the increase for each state in the bill; 2) The Center cannot be trusted-rather, it must not be trusted; 3) The timing, suddenly in the midst of elections, makes it suspect; and 4) The DMK is the only force that has galvanised the opposition against this bill.

The bill to be introduced by the Centre proposes to increase the number of seats from 543 to 850. While there are absolutely no assurances of the pro-rata increase or formula in writing in the bill, the Centre has said it will make an assurance of a "uniform 50% increase" for all states, and not an increase based on population, in Parliament.

However, such an assurance is debatable as it defeats the purpose of equal representation for all citizens. Why such an increase is happening, and why in such a hurry, remains a puzzle. These arguments are far too complex to be understood in the midst of election rhetoric. At this stage, all it will do is feed emotion and propaganda rather than foster a calibrated debate on an issue that will shape India's democratic future.

In fact, a few days ago, an AIADMK strategist, when asked about the possibility of the delimitation bill, had said, "We are confident they won't bring it." Its arrival hurts the party, especially as the DMK's campaign has consistently accused Edappadi K Palaniswami (EPS) of capitulating to the BJP.

Another significant impact is the potential to squeeze the TVK out of the narrative. This issue allows the DMK to consolidate its position and provides a grassroots argument to divert attention from Vijay's entry.

While it may not reduce Vijay's "fan power" or his personal popularity, it prevents the DMK's core political constituency from withering away and offers a compelling reason for undecided voters to return to the fold. In a high-stakes election, that may be all the party needs to hold its ground.

The BJP's calculus may involve a push for the women's vote via the Women's Reservation Bill - a likely motivator for the sudden special session. Whether this strategy pays dividends in West Bengal remains to be seen. But in Tamil Nadu, it serves the interests of the ruling state force. It gives the DMK the very "dynamite" it needs to blast through the opposition's defences.
