One of the features I personally have been waiting for is 3D data in the online mapping services for India.&lt;/div&gt;&lt;/div&gt;&lt;br /&gt;
Currently working on a paper on the same, I&amp;nbsp;started&amp;nbsp;to explore various mapping services, but to my dismay I only noticed that Ovi Maps &amp;nbsp;is providing the 3D models along with the mapping service. This was some time last week. The models are&amp;nbsp;still&amp;nbsp;not that complete or mature, as you see the&amp;nbsp;minarets&amp;nbsp;missing out of Charminar :)&lt;br /&gt;

&lt;/tbody&gt;&lt;/table&gt;&lt;div&gt;Today, trying to navigate&amp;nbsp;through&amp;nbsp;Hyderabad&amp;nbsp;in Google Maps, I saw the Earth Tab and thoguht of giving it a try. To my surprise, I&amp;nbsp;found&amp;nbsp;that Google has got lot better 3D model data than Nokia Ovi.&lt;/div&gt;&lt;br /&gt;

Looking at such the availability of 3D data in the Indian context, I&amp;nbsp;have&amp;nbsp;some questions that I would like to ask the community:&lt;br /&gt;
&lt;ul&gt;&lt;li&gt;Is there a demand for 3D data for public consumption, but that data was not available till date?&lt;/li&gt;
&lt;li&gt;In the above is not true, the demand has to be created and this is being tried at by the mapping services?&lt;/li&gt;
&lt;/ul&gt;Another step ahead for online mapping in India will be the availability of Street Maps/ Street Views. Google and Microsoft have already got the capability, however they have not yet tried this for India. What might be the reasons behind? Again I have to ask the community:&lt;br /&gt;
&lt;ul&gt;&lt;li&gt;Is Indian market not ready for such data?&lt;/li&gt;
&lt;li&gt;Or, has it got to do with the restrictions imposed by the policy in the name of privacy?&lt;/li&gt;

This has also got to do with the ethics part of the business which is also equally&amp;nbsp;important&amp;nbsp;for the industry.&lt;br /&gt;
&lt;div&gt;&lt;br /&gt;
Here are some important and worth noting references about the problems from&lt;span class="Apple-style-span" style="background-color: #9fc5e8;"&gt;&amp;nbsp;&lt;/span&gt;&lt;a href="http://plrs.org.in/pdfs/Pre%20bid%20conference%2024_06.pdf"&gt;&lt;b&gt;&lt;span class="Apple-style-span" style="background-color: #9fc5e8;"&gt;the presentation&lt;/span&gt;&lt;/b&gt;&lt;/a&gt; that was given recently at the &lt;a href="http://plrs.org.in/"&gt;Punjab Land Records Society&lt;/a&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;b&gt;The Problem with Geospatial Industry and Land Records Departments&lt;/b&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;ul&gt;&lt;li&gt;Since money is at stake, industry resorts to short cuts&lt;/li&gt;
&lt;li&gt;Industry is good in &lt;a class="zem_slink" href="http://en.wikipedia.org/wiki/Geographic_information_system" rel="wikipedia nofollow" title="Geographic information system"&gt;GIS&lt;/a&gt; techniques but very poor in Surveying Concepts&lt;/li&gt;
&lt;li&gt;Industry tackles the problems as one does in topographical Surveys forgetting topographical surveys do not have legal sanctity&lt;/li&gt;
&lt;li&gt;Procedures adopted do not offer checks. Do not Understand the quantum of work involved therefore industry is not able to quote properly.&lt;/li&gt;
&lt;/ul&gt;&lt;br /&gt;
&lt;b&gt;In case of Land records Authorities&lt;/b&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;ul&gt;&lt;li&gt;They do not Know what do they want&lt;/li&gt;
&lt;li&gt;They are very poor in &lt;a class="zem_slink" href="http://en.wikipedia.org/wiki/Surveying" rel="wikipedia nofollow" title="Surveying"&gt;surveying&lt;/a&gt; and do not know any thing about GIS therefore industry takes undue advantage of this hence administrators are reluctant to clear the bills of companies. And project fails.&lt;/li&gt;
&lt;li&gt;The staff is not willing to adopt the system because they feel it will hurt their financial interest&lt;/li&gt;
&lt;/ul&gt;&lt;br /&gt;
&lt;b&gt;&lt;span class="Apple-style-span" style="color: #45818e;"&gt;&lt;span class="Apple-style-span" style="color: #444444;"&gt;Under quoting may lead to Failures&lt;/span&gt;&lt;/span&gt;&lt;/b&gt;&lt;br /&gt;
&lt;br /&gt;
These are some of the&amp;nbsp;important&amp;nbsp;facts that cannot be ruled out. And we must really appreciate for the foresight of the &lt;a class="zem_slink" href="http://maps.google.com/maps?ll=30.73,76.78&amp;amp;spn=1.0,1.0&amp;amp;q=30.73,76.78%20(Punjab%20%28India%29)&amp;amp;t=h" rel="geolocation nofollow" title="Punjab (India)"&gt;Punjab&lt;/a&gt; Land&amp;nbsp;Records&amp;nbsp;Society, for considering those facts related to the &lt;a href="http://plrs.org.in/pdfs/Tender%20for%20Pilot%20village.pdf"&gt;bid&lt;/a&gt; they have brought out. The authorities seems to be really sensible&amp;nbsp;in terms&amp;nbsp;of their plans for implementing the project for Punjab, unlike other states that have recently brought out their bids.&lt;br /&gt;
&lt;br /&gt;
This has been a phenomenon for quite long time in the Indian GIS industry as I hear from people from the&amp;nbsp;industry. The Indian GIS customers who are typically from the&amp;nbsp;government&amp;nbsp;as quoted in this presentation and also according to my little understanding "do not know any thing about GIS" and are often interested in&amp;nbsp;allotting&amp;nbsp;projects to those who quote low which in&amp;nbsp;industry&amp;nbsp;jargon called L1. This has been the way the smaller companies have been very regularly&amp;nbsp;practicing and now has also got up with some medium sized companies&amp;nbsp;&amp;nbsp;quoting low to have a kick start in this area of Land Records.&lt;br /&gt;
&lt;br /&gt;
This might seem to work for short term, but due to the nature of such&amp;nbsp;projects&amp;nbsp;which involve the&amp;nbsp;consent&amp;nbsp;of general public to finish off the project, has got with it the&amp;nbsp;characteristic&amp;nbsp;of getting &amp;nbsp;delayed&amp;nbsp;and in long term such delay might lead to&amp;nbsp;financial&amp;nbsp;problems for such companies. Now that the Land Records Department of Punjab has realised this fact, there might be hope for good players to enter Punjab without compromising on their pricing. Though it has been mandated by the Central govt, to have a control&amp;nbsp;center for centrally monitoring the buses, and also providing the information to the passengers about the&amp;nbsp;real time&amp;nbsp;location of the ext bus. Yes they would&amp;nbsp;definitely&amp;nbsp;argue and can&amp;nbsp;exempt&amp;nbsp;themselves from this&amp;nbsp;clause&amp;nbsp;as they did don get funds under JNNURM.&lt;br /&gt;
&lt;br /&gt;
The plight situation of the Dehli Transport Corporation not very long time ago was that they did not even have the location details of all their bus stops. How can that be possible when they have already successfully launched the GPS facilities for the buses? It's as simple as that - doing a &lt;a class="zem_slink" href="http://en.wikipedia.org/wiki/Geographic_information_system" rel="wikipedia nofollow" title="Geographic information system"&gt;GIS&lt;/a&gt; project without your base data. This brings out the questions on what they were trying to&amp;nbsp;achieve&amp;nbsp;without that level of base data? Only a wasted&amp;nbsp;investment&amp;nbsp;on those GPS devices that never run? Or is that data being logged is being really put in to use.&lt;br /&gt;
&lt;br /&gt;
Now the same applies to the GPS enabling of the autos. Do the&amp;nbsp;government&amp;nbsp;have or plan to collect the locations of all the auto-stands? How they plan to centralize the system? How are they going to link the metering system with the control room? &lt;br /&gt;
&lt;br /&gt;
I think there can be more&amp;nbsp;transparency, if there will be a built in mechanism to automatically&amp;nbsp;calculate and generate the bill from this central location from the distance the auto has&amp;nbsp;traveled. This will&amp;nbsp;eliminate&amp;nbsp;the intervention of the auto driver and bring in a hazel less drive to the&amp;nbsp;commuter. This is what I am imagining to be in a ideal world. But the ground reality will only relfect when this system turns out to be a success.&lt;br /&gt;
This all comes at a cost, which it seems that the&amp;nbsp;autowalas&amp;nbsp;cannot afford. And it is seems to be a very good suggestion on behalf of&amp;nbsp;government&amp;nbsp;to include the price of setting up of positioning devices with in the fare per trip, which the user has to shell out.&lt;br /&gt;
&lt;br /&gt;
Forgot to mention about another great area of research which will be open from this is the data&amp;nbsp;generated&amp;nbsp;from the buses and autos. Such datasets can be of great help in understanding the traffic &amp;nbsp;and travel patterns as such&amp;nbsp;&lt;a class="zem_slink" href="http://en.wikipedia.org/wiki/Real-time_data" rel="wikipedia nofollow" title="Real-time data"&gt;real time&amp;nbsp;data&lt;/a&gt; is lacking on our sensor-free country. Another area where the potential of of Geospatial is yet to be unleashed in India.&lt;br /&gt;

I read this post &lt;a href="http://beta.gisdevelopment.net/%5C%22index.php?option=com_blog&amp;amp;view=comments&amp;amp;pid=70&amp;amp;Itemid=66%22" title=""&gt;Geoinformatics, Geospatial or Geomatics?&lt;/a&gt; by Prof. Arup Dasgupta and I accept on his final statement - Old habits die hard. This sound totally correct for the elderly.&lt;br /&gt;
&lt;br /&gt;
But for the new generation like us, who are embracing this technology through our education programs tag-lined as P.G Diploma in GIS, MSc in Geomatics, MSc in GIScience, Diploma in Geoinformatics etc. the essence is it does sound and feel like the same. And yes their actual definitions may vary.&lt;br /&gt;
&lt;br /&gt;
For the industry coining a term in real sense is trying to be unique! To make its users feel that they are unique. Coming to Jack Dangermond's comments way back in 1993 reflects in ESRI recent strategy to change their punchline to &lt;b&gt;The Geographic Advantage.&lt;/b&gt; This is somehow totally convincing for me! Ultimately in onse sense its utimately playing with data and presenting it Geography(cally). Popularising GIS might be a lot easier in this way, when keep these internal jargon's to ourselves and say to the end user that GIS is a new way to take advantage of geography, that can make much more sense.&lt;br /&gt;
&lt;br /&gt;
I find myself troubled when some one asks me what do you do? If I say that I work in this technology area called GIS, there starts and stops the conversation. I end up either giving them an intro to GIS or simplify my task asking them whether he/ she has come across Google Earth. And I simply the conversation by saying that GE is an example for a GIS software. Look in to the complexity! To this date Bio-technology must be a more recognised term than Geospatial Technology or Geomatics among the masses! &lt;br /&gt;
&lt;br /&gt;

&lt;br /&gt;
And I remember the way they publisised the Maps product in Media, to out-door advertising to Road shows. How ever, I thought at that time, they are basically lagging at one important stratergy. i.e the pricing of their maps application. &lt;b&gt;They were charging the consume the license fee for their application!!&lt;/b&gt;&lt;br /&gt;

&lt;br /&gt;
And in the generation of connectivity and networking where the mobile companies had to advertise or brand their products together with the online services like Orkut, Facebook, Gmail etc. which are totally free, charging for an application like Ovi Maps was totally redundant. &lt;br /&gt;
&lt;br /&gt;
Meanwhile, I was frustrated with their charging policy and had to switch to Google Maps Mobile, though it lacks the navigation feature. At the end of the day, I want some thing that's totally free.&lt;br /&gt;
&lt;br /&gt;
I am brining out this context at this moment because, Nokia has finally woke-up and finally made the maps application free - for life time and world wide.&lt;br /&gt;
&lt;br /&gt;
Didn't they wake up so late? Can they still capture back the market, alluring the users in this fashion? Will Nokia sustain this approach of providing free maps, and still be available after a year? These are some of the questions.&lt;br /&gt;

Due to my bad experience at registration at another conference I attended two weeks ago, I planned to go little early. And to my surprise, I was the first one to reach the conference venue at 8, and waiting for the people at the registration counter to come. Though I went as a registered user, they had no clue about my registration. So, its an advice for others attending it to have a chill-pill and not to get surprised if you have a similar experience next time.&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;span style="font-weight: bold;"&gt;Conference&lt;/span&gt;&lt;br /&gt;This years Plenary speakers at the&lt;a href="http://nidm.gov.in/idmc2/plenary.asp#ing"&gt; inaugural session&lt;/a&gt; are the  most recognised in their fields. Important points to be noted were:&lt;br /&gt;&lt;ul&gt;&lt;li&gt;Shri G. K. Pillai, Union Home Secretary - National Policy on Disaster Management has been approved by cabinet and will be soon available online&lt;/li&gt;&lt;li&gt;Dr. A. S. Arya, Professor Emeritus, IIT Roorkee - 300 districts in India are multi-hazard prone&lt;/li&gt;&lt;li&gt;Ms. Margareta Wahlstorm, UN Asstt. Secretary General, Disaster Risk Reduction -&lt;br /&gt; * Spoke on exposure of infrastructure to risks and hazards&lt;br /&gt; * Focus on risk reduction should be done with focus on local levels&lt;br /&gt; * Barriers when implementing pilots/ projects needs to be fully understood&lt;/li&gt;&lt;li&gt;Gen. N. C. Vij, PVSM, UYSM, AVSM (Retd.), Vice Chairman, National Disaster Management Authority -&lt;br /&gt; * Recommendations from confernece will be attended very seriously&lt;br /&gt; * Forecasting systems need to be upgraded - Work already in progress at CWC for flood&lt;br /&gt;    forecasts, IMD for weather forecasts&lt;br /&gt; * Applications of GIS in this area is also in focus&lt;br /&gt; * State Disaster Response forces to be set-up soon in Andhra and Karnataka&lt;/li&gt;&lt;/ul&gt;&lt;span style="font-weight: bold;"&gt;Website Launch&lt;/span&gt;&lt;br /&gt;South Asian Disaster Knowledge Network, an online information system for Disaster Management in South Asia has been launched  by SAARC in collaboration with UNDP.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Awards&lt;/span&gt;&lt;br /&gt;INCOIS  was recognised for its  work on Tsunami warning system and has been selected for the Disaster Mitigation Award (Institutional category) .&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;There were many thematic sessions in the &lt;a href="http://nidm.gov.in/idmc2/programme.asp"&gt;programme&lt;/a&gt; and the ones attended were on Climate Change, Incident Command System, Geo Information System. A brief on the important points are below:&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold; font-style: italic;"&gt;Climate Change&lt;/span&gt;&lt;br /&gt;The programme and list of speakers can be found &lt;a href="http://nidm.gov.in/idmc2/pdf/concept/Cyclone.pdf"&gt;here&lt;/a&gt;&lt;br /&gt;&lt;ul&gt;&lt;li&gt;&lt;span style="font-style: italic;"&gt;Prof. Shukla&lt;/span&gt; - Climate change does not mean that we will see new kinds of disasters, but their frequency and intensity will vary. The challenge that lies is to predict disasters more accurately in real time. Change in Indian monsoon in CC scenario is another important area. Emphasised the need for a Climate Change Centre in India with High Performance Computing resources, was greatly emphasised.&lt;/li&gt;&lt;li&gt;&lt;span style="font-style: italic;"&gt;Ms. Margareta&lt;/span&gt; - Emphasised IPCC report on extreme weather events and said that local applications of global predictions need to be undertaken. Answering to a question from a scientist about free availability of climate related data sets, she agreed that there must be free access to such data and knowledge. She brought before the audience that Namibian govt. has asked her "If floods on changing their patterns does this mean that we need to move cities". She also brought out that both urban and rural communities are at risk. But the coping factor to the  risks is greater at urban than at rural areas.&lt;/li&gt;&lt;li&gt;&lt;span style="font-style: italic;"&gt;Dr.P.K.Agarwal&lt;/span&gt; - Spoke on adaptation of agriculture to CC. Called for improved land &amp;amp; water management. Spoke on need for a mechanism for collecting &amp;amp; disseminating data related to weather, soil and agriculture.&lt;/li&gt;&lt;li&gt;Dr. R.D.Singh - Strong decentralised IT systems needed for GLOF studies.&lt;/li&gt;&lt;/ul&gt;&lt;span style="font-style: italic;"&gt;Recommendations from the session:&lt;/span&gt;&lt;br /&gt;&lt;ul&gt;&lt;li&gt;Need to have dedicated petaflops of computing systems&lt;br /&gt;* &lt;span style="font-style: italic;"&gt;Prof. Shukla to my question &lt;/span&gt;said grid d cloud computing are not alternatives for climate&lt;br /&gt;  change community. And dedicated super computers are needed.&lt;br /&gt;&lt;/li&gt;&lt;li&gt;Need to develop and implement early warning systems for all hydro-meteo disasters&lt;/li&gt;&lt;li&gt;Sharing and access of meteo, hydro, environ data and products within govt and research communities needed.&lt;br /&gt;* &lt;span style="font-style: italic;"&gt;Dr. Akhilesh to my question&lt;/span&gt; on this said that the Policy on Data Sharing is in-line with&lt;br /&gt;   this recommendation and this policy will come out after approval from the PMO in&lt;br /&gt;   6 weeks times. This might be a boost for NSDI.&lt;/li&gt;&lt;li&gt;Upgradation of communication systems&lt;/li&gt;&lt;/ul&gt;&lt;br /&gt;&lt;span style="font-style: italic; font-weight: bold;"&gt;Incident Command System&lt;/span&gt;&lt;br /&gt;The programme and list of speakers can be found &lt;a href="http://nidm.gov.in/idmc2/pdf/concept/ICS.pdf"&gt;here&lt;/a&gt;&lt;br /&gt;&lt;ul&gt;&lt;li&gt;Mr. Rajesh Arya - ICS is a flexible modular system adaptable to any scale of natural as well as man-made disasters. This has been introduced in India through recommendations from J.C.Pant committee on Disaster Response.&lt;/li&gt;&lt;li&gt;Col AKS Parmar - Proper linkage with line departments/ agencies for effective coordination is needed. Incorporation of RS, GIS, Database technologies is needed. Members of ICS should be trained on vulnerability analysis&lt;br /&gt;&lt;/li&gt;&lt;li&gt;Dr. Kamal Mishra, Deputy GM, Orissa State DM Authority - In ICS implementation, they have started using GIS and found benefits. Emphasised that GIS should be at core of decision making.&lt;/li&gt;&lt;/ul&gt;&lt;span style="font-style: italic;"&gt;Learnings from this session:&lt;/span&gt;&lt;br /&gt;&lt;ul&gt;&lt;li&gt;New ICS guide lines will be released soon. In India it is named as Incident Response System (IRS)&lt;br /&gt;&lt;/li&gt;&lt;li&gt;ICS is still a new concept for most of the people working at District level, who are major users of it.&lt;br /&gt;&lt;/li&gt;&lt;li&gt;There are no guidelines currently for IT systems in ICS scenario. As GIS is being used and emphasised by Orissa SDMA, this area can be ventured into by GIS community.&lt;/li&gt;&lt;li&gt;Prof. Umesh from IIT Mumbai also felt that a commercially off the shelf product for Indian ICS scenario would be a good business case. Every time I try to read any thing about Spatial Statitics and come across the terms like Kriging, Covariance, Semivariogram and all.. But still this can be a move, towards the Community aspect for not only sharing maps/ routes, but also in understanding the travel patterns in that community.&lt;br /&gt;&lt;br /&gt;In my next post, I will try to explain with some screen shots - why the speed at various positions was varying.. and understanding the speed relation to aspects like - traffic, road condition etc.. First I interpreted to be Italy (Dumb!!)..any ways I realised, and the Map data of that region Once I worked for CARE came to my mind ..
