The wreckage of last season's Champions League campaign remains fresh in the memory and now Roberto Mancini is battling to prevent history repeating itself.

The champions of England were thoroughly outplayed by a rampant Borussia Dortmund side in a 1-1 draw at Etihad Stadium on Wednesday. It was a performance which gave City's hopes of progressing to the last 16 of Europe's premier competition a serious reality check, 12 months after the club crashed out at the group stage.
"One or two of the Manchester City side look like they're resting on their laurels," BBC Sport's Mark Lawrenson said.
"They're not the side they were last season. There is something fundamentally missing from them at the moment."
Mancini must feel the fates are conspiring against him, having drawn Real Madrid, Ajax and Dortmund after playing Bayern Munich, Napoli and Villarreal last season. City's first campaign in the competition ended in disappointment but from the toughest of groups, they claimed 10 points.
It was not a disaster, even with the hundreds of millions Mancini has spent trying to insure themselves against such setbacks, but as they slipped into Europe's second tier competition and prepared for Thursday night football, the club resolved to come back stronger this time around.

And yet this season's task is every bit as formidable. This was a difficult group from the moment it was drawn in August, but City have made it even harder for themselves by throwing away a lead with minutes remaining in Madrid and producing an indisciplined defensive performance against the German champions.

City have plenty of room for improvement. Inspired by Ilkay Gundogan's midfield generalship, Mario Gotze's prodigious work on the wings, stellar finishing by Marco Reus and a workrate and ambition that glowed throughout the team, Dortmund were a sight to behold.
Unstoppable as they might feel in the Premier League, City have found life difficult on the European stage.
Difficult, though, does not begin to describe a chastening evening in which Joe Hart had to be at the peak of his powers as Dortmund and their raucous, rowdy supporters simply outperformed the champions of England.
"The Champions League is totally different from the championship," Mancini said.
"If you concede like we concede this evening, it is hard to win. If you don't defend, if you don't run like Borussia Dortmund did this evening, it is difficult. This is my problem - is my job. I will solve this problem."
Mancini must now address the "problems" he referred to at the final whistle. This was a performance that epitomised his team's faltering progress this season: style but no substance, beauty but no brawn, panache but no penetration.
They were outnumbered and occasionally swamped in midfield by opponents who defended far more obdurately and counter-attacked far more proficiently than those they face in the Premier League.
Vincent Kompany looks unrecognisable to the formidable leader he was last season, while there is a worrying lack of width in midfield. The yellow card that the Belgian was shown in the 28th minute, for a cynical block on Reus, will rule him out of the match against Ajax on 24 October.
It would be foolhardy to rule out a team who clinched the Premier League title in the manner City did last May. With their fate hanging by a thread against Dortmund, City salvaged a point they did not deserve thanks to Mario Balotelli's late penalty and Hart's heroics to ensure their hopes of qualifying are still realistically intact.
Mancini will cling to that as he prepares for matches home and away against Ajax before a potentially defining trip to Germany.
Beware the wounded animal. Disappointment does not rest easy with Mancini but there is much to do if they are to prevent the nightmare from becoming a reality.

Chick-fil-A is Bad For Your Political Health

I am open to hearing good arguments for why fast-food consumers like me should continue to eat at Chick-fil-A despite the offensive politics of its founder. This, however, is not a good argument, and it’s taking over my social media streams to the point I can’t help but point out its main flaw.
Here are a few lines from the piece. I’m plucking them from context because I want to show a thread that weaves throughout:

I’m flummoxed that so many consumers are so quick these days to call for boycotts of any company that deviates from their personal or political views.
But my bigger question is this: In a nation that’s as divided as ours is, do we really want our commercial lives and our political lives to be so wholly intermeshed? And is this really the kind of culture we want to create?
On both sides of our latest culture war divide, we must learn to have level-headed disagreements without resorting to accusations of hate speech and boycotts. As Josh Ozersky argued on TIME Thursday, “businesses should be judged by their products and their practices, not by their politics.”
I agree: I don’t care how my dry cleaner votes. I just want to know if he/she can press my Oxfords without burning my sleeves. I find no compelling reason to treat sandwiches differently than shirts.

The premise is that politics and economics are separate realms, and we are “creating a culture” of division by dragging politics into such things as economic transactions. One could hardly better encapsulate the reality we live under, where economics have completely replaced politics. That’s pretty much the definition of classical liberalism: true politics, where human values are disputed, are expected to be sublimated by economic transactions. The winner is the corporation, which can now reap the profits of a society where no human value is allowed to be more important than a business deal. (If you question that orthodoxy, you’re likely to be labeled a “radical” or a “partisan,” or better yet, just “too political.”) This ideology owes its entire existence to the need for capitalists to keep human values out of the way of the market. Above all, it must keep politics a dirty word, because people who know what politics are and how to use them can cause trouble for capitalists very quickly.
So, to Jonathan Merritt, I would start by pointing out that our commercial and our political lives are already completely intermeshed, because under the current regime we basically only have commercial lives. The only political power to be had in the United States is money, and even if you don’t have enough to make a corporation hurt, how you consume is one of the few expressions of political will open to the average citizen. They may not have enough money to shake the economy, and may not even when pooled with a large group of like-minded people. But a visceral awareness that money is politics is an excellent first step toward the average person realizing his or her political agency and taking responsibility for it.
If it baffles Merritt that people expect the corporations that live off their support to reflect their political views, it baffles me that a religious person would be admonishing people to submit to a system that works aggressively to suppress any realization that economic transactions have profound implications on human values. Even if the corporatization of our society is so complete that it is objectively impossible to avoid giving money to entities that are at that very moment working to undermine our political freedoms, every religious and ethically-minded institution should be urging those under its influence to be aware and resist wherever possible. You can agree or disagree with Chick-fil-A’s stance on the rights of gay citizens to get married, but you cannot pretend it is irrelevant.
In sum, you should absolutely be supporting corporations that put human values ahead of profit, and doing your best to keep your dollars away from ones that exploit workers and try to obstruct democracy, whether directly by stripping workers of their rights or indirectly by supporting the exclusionary social fantasies of religious reactionaries. The market-ideology-generators in the media will always be there to pooh-pooh genuine political efforts, to remind Americans how powerless their protests and boycotts are to stop the almighty economy. They will call you angry and partisan and disaffected and closed-minded and illiberal. Above all, remember that when they tell you to “keep politics out of it,” they are telling you to throw away your selfhood as a citizen. When they whiningly demand if really, you have to make even this little thing political? The answer is yes.

Mark Noll’s evangelical mind

Nearly 20 years ago Mark Noll published The Scandal of the Evangelical Mind, a clarion call for evangelical Christians to re-examine their attitude towards the life of the mind. Noll wanted to understand why contemporary evangelicalism seemed to ignore the life of the mind in preference for a more affective faith, and how this fact could be explained historically. In so doing Noll also alerted readers to the sometimes sophisticated intellectual life of evangelicals in the past. Jesus Christ and the Life of the Mind extends these aspects of the Scandal’s aims by outlining more concretely the resources upon which evangelicals might draw in order to cultivate the life of the mind as an integral part of their faith.
In brief, Noll thinks that the evangelical mind should be rooted in the historical creeds of Christian orthodoxy – the Apostles’ Creed, the Council of Nicaea, the Council of Chalcedon. Noll contends that these doctrinal statements provide a “place from which to stand” as well as the motivation and the means by which to approach the world through the life of the mind. For instance, the Triune understanding of the Christian God can provide motivation for philosophical inquiry (the Being of God), for the study of language (the Son as the Word), and for the writing of history (God’s providential action as the Holy Spirit). Similarly, the doctrine of Creation can inspire evangelicals to seriously study the natural universe as God’s work, while the doctrine of Incarnation provides motivation for the study of the situated human personality (i.e. the humanities and human sciences). Furthermore, Noll sees an evangelical interpretation of Scripture and the concomitant Scriptural-providential reading of history as grounded in practices which can serve evangelicals well in today’s academy. For example, the “doubleness” of Christ’s nature (man/God) as understood by Trinitarians can be extended to analogous situations in Scripture and in history in which an alteration in perspective yields a new and different understanding of a given event. Likewise, Noll suggests that the contingency and particularity so often evident in the narratives found in Scripture can be a model for similar approaches to the human sciences and humanities.
Each of these points is of course open to question. However, Noll does not attempt to present an apology for evangelical belief in Jesus Christ (no pun intended!), but rather to show how evangelical belief can integrate a cultivated intellectual life. To someone raised in evangelicalism and who has spent the past decade in the academy, this is approach is understandable but somewhat unsatisfying – for in cultivating the life of the mind, isn’t it likely that questions will arise about the very basis of evangelical belief and practice? In contrast to his Notre Dame colleague Alasdair MacIntyre, Noll does not answer the question of how the evangelical mind fits within the philosophical orientation of universities and colleges in North America and Europe today. Whereas MacIntyre has put forward a trenchant critique of what he sees as the rival philosophical approaches to the question of truth – most recently in God, Philosophy, Universities – Noll simply outlines a portrait of the evangelical mind which can find a place in today’s institutions of higher learning. In other words, Noll’s book doesn’t really address the question of how to navigate the truth of belief – an omission which might be regarded as glaring given the fact that many young evangelicals are likely to find their beliefs challenged at university or college.
A related problem arises with the historical side to Noll’s outline. Echoing his method in the Scandal, Noll writes in Jesus Christ of past evangelicals who serve as exemplars of what an engaged evangelical mind might look like. These include W. B. Warfield, an evangelical who fruitfully engaged with and appropriated Charles Darwin’s theory of evolution, as well as the Canadian historian George Rawlyk, a committed Baptist and socialist. Noll seems to be suggesting that present evangelicals can look to their past and reclaim an intellectual heritage which might free them from present-minded constraints – in this case, Creationism or capitalism. Yet, quite obviously, the past is as full of non-evangelical, non-orthodox, and non-Christian possibilities as well. Elsewhere, in books such as Turning Points: Decisive Moments in Christian History, Noll has attempted to teach the historical nature of what he sees as Christian orthodoxy through its controversies. In spite of this scholarly care, however, Noll’s is still a much smoother, far less complicated account than can be found in other general histories written for a public audience, such as Diarmaid MacCulloch’s Christianity: The First Three Thousand Years. (On the subjects of the Councils of Nicaea and Chalcedon, this narrative difference is quite telling.) It isn’t clear from Jesus Christ how Noll would advise his evangelical readers to navigate this apparent historical pluralism or what it might imply about evangelical belief. These questions only get murkier when Noll insists on the legitimacy of providential history without ever specifying what this might look like – how exactly does a historian read the hand of God in the affairs of humankind today?
Another of Noll’s historical insights offers what seems to me to be a more fruitful way forward. In The New Shape of World Christianity Noll revises David Bebbington’s “evangelical quadrilateral” – four characteristics which Bebbington argues has defined the evangelical identity – by adding appropriationism to bibliocentrism, crucicentrism, conversionism, and activism. That is, Noll suggests that evangelicals have displayed a readiness to forsake tradition in the name of appropriating their faith in new circumstances. To Noll, the adaptability of evangelicals in many historical circumstances has enabled them to remain “true” to the other four characteristics in Bebbington’s formulation.
This strikes me as a potentially interesting revision. One of the things Noll calls for in his examination of the evangelical life of the mind is a reconsideration of Jesus Christ. Stated baldly, this seems like a rather well-worn trope. But if we turn Noll’s “reconsideration” of Christ into the “realization” of Christ, perhaps we get closer to his more interesting intention. We might rephrase Noll by saying that evangelicals already possess the intellectual resources which can help them remain faithful to their beliefs, so long as that faithfulness is understood as an appropriation and not as the literal imposition of a particular image of the past. To realize the past anew, as Paul Ricoeur argues in Memory, History, Forgetting, is much more than a restoring or a re-actualizing of the past, it is “a matter of recalling, replying to, retorting, even of revoking heritages. The creative power of repetition is contained entirely in this power of opening up the past again to the future.” Perhaps the evangelical appropriation of faith in today’s circumstances, in keeping with a continued (though modified) emphasis on the centrality of the Bible, the Crucifixion, the experience of conversion, and practical action, can open itself up a new future. Noll has certainly provided further impetus for a renewed evangelical future, joining a growing chorus of scholars such as Christian Smith and Peter Enns arguing for much the same thing. The challenge, of course, will be whether or not this new future is seen as sufficiently “evangelical” enough for those who continue to identify as such. As Ricouer notes, one of the powers of history lies in its ability to recall past heritages, what Noll calls “a place from which to stand”; yet critical history can also retort and revoke that same heritage in the name of truth and justice. If Noll is right, and evangelicals have displayed a willingness to forsake tradition in the name of appropriating the gospel anew, there is reason to hope that they can be enabled by their history, rather than constrained, to a wider possible future.

Forexpros - U.S. stock futures pointed to a steady open on Wednesday, as investors eyed the release of key U.S. employment data later in the day, while global growth concerns continued to weigh on market sentiment.

Ahead of the open, the Dow Jones Industrial Average futures pointed to a 0.03% rise, S&P 500 futures signaled a 0.01% gain, while the Nasdaq 100 futures indicated a 0.13% increase.

Market sentiment weakened after Spanish Prime Minister Mariano Rajoy on Tuesday ruled out a bailout request before this weekend, despite persistent speculation that Madrid was moving closer to requesting external financial aid.

Investors were also cautious after weak service sector data out of Europe and China fuelled concerns over the outlook for the global economic recovery.

Earlier Wednesday, official data showed that growth in China’s service sector moderated in September, underlining concerns over a slowdown in the world’s second largest economy.

The tech sector was expected to be active, as Hewlett-Packard was to hold an analyst day meeting and investors were expected to grill Chief Executive Meg Whitman on how she plans to reverse a share price that has lost more value this year than almost any other major technology company.

Meanwhile, Google subsidiary Motorola Mobility reportedly dropped a complaint of patent infringement against Apple without explanation. Shares in the iPhone maker were up 0.56% in pre-market trade.

Retailers were also likely to be in focus, after Reuters reported that Best Buy founder Richard Schulze and at least four private-equity firms are looking at the company’s finances with a view to a possible USD11 billion buyout. Shares in Best Buy surged 5.19% in pre-market trade.

Supervalu also gained ground, with shares jumping 1.75% pre-market, after people with knowledge of the matter said the company has attracted interest from billionaire Ronald Burkle and buyout firms KKR & Co. and TPG Capital.

In addition, financial stocks were slated to move, as JP Morgan continued to attract media attention after New York’s attorney general filed a fraud lawsuit against the U.S. lender earlier in the week.

Other stocks in focus included Monsanto, the world's largest seed company, as well as Marriott International and retailer Family Dollar, due to report quarterly earnings.

After an extremely bumpy ride, 2012 will finally see Australia implement a carbon price. The Clean Energy Future legislation, which passed in October 2011, will put a price of $23 AUD per tonne on emissions from July 1 and will apply to approximately 500 companies. It is hoped the initiative will cut emissions by 159 Mt CO 2 e – the equivalent of a 5% reduction by 2020.
A very bumpy ride
Australia’s carbon price has had a difficult journey. Former Labor Leader Kevin Rudd’s attempt at a Carbon Pollution Reduction Scheme was defeated in 2009, having lost the support of both the Greens and the Opposition. After the defeat of the bill, Rudd postponed the implementation of a carbon price until 2012.
In 2010, Rudd was toppled by his deputy Julia Gillard. Initially, Gillard endorsed Rudd’s postponement of the scheme, however the 2010 election result led to Parliament being controlled by four independents and the Greens, who made their support for the Government contingent on the adoption of a carbon price. The scheme’s development was highly controversial, with 53% of Australians saying they still oppose the scheme in recent polling.
Making the scheme work
For the first three years, Australia’s carbon price will operate as a fixed price Emissions Trading Scheme. This means Government will set the price of a fixed number of permits, which will be tradeable between emitters. The price will start at $23 AUD (€18.70), and be increased in the following two years. In 2015 the scheme will convert into a standard ETS, with permits being auctioned to allow a market price to develop. This will be complicated by the low price currently being received for EU carbon credits, as the Australian price is currently significantly higher than the current EU price.
The Australian Government has announced that up to 50% of emission reductions must be achieved domestically. While the Australian Treasury has suggested that emission offsets should be sought where they are cheapest (which may well be international offsets) a broader transformation of the Australian energy mix requires that much of the reduction be achieved within Australia. This tension will become increasingly important as emission reductions become more ambitious, as the current Government policy does not suggest what an appropriate mix of international permits will be after 2020.
The carbon price will also provide a significant increase in funding for complimentary measures, as a carbon price alone is unlikely to provide the incentives to get costly renewable energy projects off the ground. The Clean Energy Finance Corporation will be provided with $10 billion to identify and support renewable energy projects through loans and direct investments, while $3.2 billion will be managed by the Australian Renewable Energy Agency to fund research, development and commercialisation of renewable energy at early stages of development. These funds were not included in the original Rudd-era scheme, and are a clear indication that the new Australian scheme aims to invest directly in renewable energy, rather than simply allow the market to shape energy policy.
Managing household impacts
Modelling by the Australian think-tank the Climate Institute suggests that the carbon price will increase the cost of living by 0.6% in 2012, which will increase an average Australian household’s expenses by $9.10 a week. This will be offset by $15 billion in household assistance and tax cuts in the first four years of the scheme. Low and middle-income earners will receive this support through a three-fold increase in the tax-free threshold while aged pensioners, families and unemployed people will receive support through increases in the family tax payments and a 1.7% increase in the pension.
Not out of difficult waters yet
The passing of Labor’s carbon price has not ensured the schemes future. The Opposition continues to actively oppose the mechanism, with opposition leader Tony Abbot swearing a ‘blood oath’ to repeal the scheme if he is elected. However, it seems difficult to see how he will remove the tax once it is in place.
While July 1 marks a complete reversal in Australia’s climate policy – from its refusal to sign Kyoto to implementing a significant carbon price – the modesty of the 2020 target reminds how much there is to do in the medium to long term if Australia is to meet its 80% emission target by 2050. While the carbon price is an important first step, the monumental effort this has taken underscores just what an unimaginable challenge Australia, and indeed the rest of the world, faces in meeting our long-term goals.

It is hoped that this shift will help redress the imbalance between the importance of the EU ETS in reducing emissions and the current sluggishness of the emissions market. To help achieve the environmental goal of the EU ETS, the auctioning process will have to be carefully designed and regulated so as to incentivize low-carbon development and encourage investment in the emissions market.

The problems of free allocation

Phase I of the EU ETS was characterized by high levels of free allocations of allowances to industrial operators. The allocations were largely based on historical levels of emissions put forward by the operators themselves to EU Member States, who then distributed the allowances. The consequence was over-allocation of allowances as the cap (constituted of the total allocated allowances) in fact exceeded the actual emissions levels.

Phase II witnessed a tightening of the cap below Phase I levels. However, this did not avert over-allocation, which was significantly due to the decrease in production levels caused by the global economic crisis. Operators have thus found themselves holding substantial levels of freely allocated allowances which are surplus to their production needs.

The over-supply of allowances has significantly affected the emissions market, with prices plummeting since the start of Phase II; allowances are currently trading at around EUR 6/tonne. This does not bode well for the environmental effectiveness of the EU ETS, as it is much cheaper to buy allowances in the market than it is to invest in achieving emissions reductions.

The advent of auctioning

It is hoped that the use of auctioning gradually from Phase II and much more extensively in Phase III will help stabilize the price of allowances at a sufficiently high level. The use of auctioning is also intended to remove the possibility of windfall profits, where operators can benefit from freely allocated allowances which are not needed to cover production.

Auctioning is intended to take over from free allocation as the principal method of distributing emissions allowances to operators. The expectation is that least 50% of allowances will be auctioned from 2013, compared to approximately 4% to date.

Designing and regulating an effective auctioning process

The auctioning process envisages a common platform operated by the European Commission and the Member States. In addition, individual Member States have the option of establishing national auctioning platforms. The UK, Germany and Poland have already expressed their intention to opt out of the centralized arrangement and conduct auctioning at national level.

Harmonization will therefore not be absolute, which may lead to divergences as between the centralized platform and the respective national approaches. There are concerns that diffusing the auctioning process may make it more difficult to provide the kind of strong price signal that the emissions market so urgently needs. It is also feared that the security issues which have arisen in the past with national emissions registries (previously noted by Climatico) may repeat themselves with national auctioning platforms.

From a market perspective, auctioning raises the question of the involvement of financial regulators. Access to and participation in the auctioning process, which is set to make up the larger part of the emissions market, will have to be adequately supervised so as to ensure transparency and thus aid accurate price formation and avoid market distortion. The UK Financial Services Authority (FSA) has recently published a consultation paper on the proposed extent of its involvement in regulating auctioning.

Towards a viable emissions market

Learning from past errors is vital if the auctioning process is to deliver the price formation and market stabilization results needed to uphold the environmental credentials of the EU ETS. Centralized price and security standards control is crucial in this respect. The European Commission also needs to take the lead in delimiting the scope of financial regulation of auctioning centrally at EU level, to the extent that the emissions market requires protection from information and price distortion.

Australia’s transition from a fixed-price carbon scheme to a full emissions trading scheme in 2015 will also mark the introduction of international carbon permits into the Australian market. This will allow Australian companies to use certified emission reductions such as the Clean Development Mechanism (CDM) to meet their carbon liabilities.

In an attempt to balance reducing Australia’s emissions with demands for lowest cost abatement, the government decided to cap international permits at 50% and to levy a surrender charge – a fee to top-up the difference between an international permit and the Australian price floor.

Collecting the surrender charges

In a recent round of consultation about this policy, the Government has proposed four potential mechanisms for collecting the surrender charges in cases where the international permits are cheaper than the price floor:

Companies will be required to pay the difference between the actual price paid for a unit and the price floor on the day the unit is surrendered.
Surrender charges will be based on the difference between a class of international units at the time the units were purchased and the price floor.
Surrender charges will be based on the market price at the time the unit is surrendered, regardless of the price paid for the international offset.
Surrender charges will be based on market price at time of surrender; however a future price agreement can be struck an emitter and the government.

Business consultation has provided little consensus about a preferred option. Some companies suggest that option one is the fairest way to directly levy the lowest price; however others have suggested that verifying each individual transaction would be administratively onerous. Supporters of option two argue that the certainty of knowing the value of an international permit at the time of purchase will outweigh the relative loss of flexibility.

Option three is preferred by the LSE’s Grantham Institute, who argues that charges must be calculated at the date of surrender to avoid gaming or perverse incentives. However, critics suggest that this approach makes it too difficult for investors to achieve certainty. Finally, supporters of option four suggest that this approach would provide the most flexibility while giving companies certainty.

Beyond the disagreement about the particular models, many businesses used the consultation to attack the cap on international permits. Businesses such as Santos have argued “that a surrender charge is neither environmentally effective (as the extra money paid for the surrender charge does not directly assist in reducing global greenhouse emissions), nor is it economically efficient (as the surrender charge in essence is a further transaction cost)”. BP takes their criticism even further, saying that the Australian approach threatens the very legitimacy of international units, bombastically labeling the cap a “trade protectionist mechanism” that will impede lowest cost abatement.

International offsets bring international problems to Australia

This reliance on international permits – even capped at 50% – raises several important unresolved questions that Australia will have to face if it is to make significant carbon reductions.

Firstly, a number of questions remain about the veracity of CDM reductions. CDM evaluator Lambert Schneider suggests that many CDM projects are not actually additional to what would have happened without CDM funding. While Durban went some way to addressing these issues, there is still a long way to go before CDM issues are resolved.

Secondly, the level of reliance on international permits suggests that the carbon price will make a limited contribution to the government’s aim of driving clean energy investment in Australia. Climate Change Minister Greg Combet said that the floor price “will give businesses certainty to plan ahead and start the investment to transition our economy to a low-carbon future.” However, the reliance on international permits will mute the impact of the carbon price on clean energy investment.

This is compounded by the government’s silence on the level of international permits that will be allowed after 2020. If Australia is serious about meeting its ambitious long-term 80% reduction targets then industry will need a far more secure basis to make long term investments in renewable energy.

Finally, the low global carbon price continues to present the government with a significant political challenge. While international carbon prices are significantly lower than the Australian price floor, business will continue to argue they are being asked to pay too much for international carbon permits. Without a robust international agreement with strong carbon markets across the world, Australia prices will continue to look onerously high.

The devil was always to be in the detail

The conflation of policy goals in an insecure global environment makes it profoundly difficult to establish a scheme with sufficient certainty and ambition whilst achieving lowest cost abatement. Australia’s long term carbon reduction goals will require a profound change in energy mix, and this can only happen through changes in Australia.

رجحت صحيفة (الإندبندنت) البريطانية اليوم، الأحد، فوز الرئيس الأمريكى باراك أوباما، مرشح الحزب الديمقراطى، على مرشح الحزب الجمهورى ميت رومنى رغم استطلاعات الرأى التى لطالما أكدت فوز الأخير وتقدمه فى السباق على غريمه، قائلة إن ذلك يعزو لأسباب لا تتعلق برومنى بقدر ما تتعلق بحملة أوباما الانتخابية وفريقه.

ولفتت الصحيفة فى سياق مقال نشرته اليوم وأوردته على موقعها الإلكترونى- إلى أنه من بين أهم القضايا التى نتج منها مثل هذا التحول: العثرات الأخيرة التى ارتكبها رومنى ومنها التقارير التى تحدثت الأسبوع الماضى عن الاقتتال الداخلى فى أوساط فريقه، وهو ما يعتبر المؤشر القوى على أن الأمور لا تبشر بالخير، ثم تلا ذلك تسريب الشريط المصور الذى اتهم فيه رومنى 47% من الأمريكيين بأنهم طفيليات مستجدية.

واعتبرت أنه رغم أن الإعلام ربما قد يكون بالغا فى ذلك الخطأ، إلا أن استطلاعات الرأى الأخيرة تشير إلى تعثر رومنى ليس فقط على المستوى القومى بل فى معظم الولايات المتأرجحة وعلى رأسها فيرجينيا.

ورأت الصحيفة أن رومنى لم يعد يتميز حتى فى القضايا الاقتصادية وخفض الميزانية التى كان يعتبرها إحدى أوراقه، مشيرة إلى أن المثير للقلق فى هذا الشأن هو ربما أن مشاكل رومنى امتدت إلى المرشحين الجمهوريين الآخرين، ولا سيما أن الديمقراطيين تقدموا على الجمهوريين فى ثلاثة سباقات خاصة بانتخابات مجلس الشيوخ (فى ويسكنسون وماساتشوستس وفرجينيا).

مدرس يتعدى على طبيب داخل مستشفى النيل بشبرا الخيمة

تعدى مدرس على طبيب بمستشفى النيل بشبرا الخيمة بالسب والضرب بسبب عدم إعطاء العلاج لوالده المريض بالمستشفى تجمع العاملين بالمستشفى وتم فض المشاجرة، وتحرير محضر بالواقعة وتولت النيابة التحقيق، تلقى المقدم حسن مكاوى معاون الضبط بقسم أول شبرا الخيمة بلاغا بنشوب مشاجرة بمستشفى النيل للتأمين الصحى وإصابة طبيب يدعى "مصطفى .م.م" 34 سنة طبيب بالمستشفى.

تم إخطار اللواء أحمد سالم جاد مدير أمن القليوبية فتبين للواء محمد القصيرى مدير المباحث والعميد أسامة عايش رئيس المباحث، أن وراء الواقعة مدرس جاء ليزور والده المحجوز فى المستشفى فجاءت إحدى الممرضات لإعطائه العلاج إلا أنها وجدته فى دورة المياه فانصرفت دون إعطائه العلاج، وعندما خرج من دورة المياه طلب المدرس منها إعطاءه العلاج فتأخرت فقام بسبها ومحاولة ضربها.

وعندما تدخل الطبيب قام المدرس بالتعدى عليه بالسب والشتم والضرب وإحداث به عدة إصابات بالوجه واشتباه ما بعد الارتجاج، تم ضبط المدرس ويدعى "علاء .ر.ع" وتولت النيابة التحقيق.

واتهم الناشط السياسى محمد فياض المنسق العام للجبهة، الدكتور محمد مرسى بالتقاعس فى قضايا قتل المتظاهرين، وعدم وفائه بالوعود التى لا تتطلب منه إلا قرارات صارمة، قائلا: "مسلسل البراءة الذى يلعبه النظام مع الشعب هذا لن يطول، لأن الشعب فاق مما كان فيه، ولن يفلت أحد من العقاب".

بلاغ للنائب العام يتهم "العيسوى" بإقالة شاهد بقضية مبارك

تقدم عاصم قنديل المحامى بالنقض ببلاغ للنائب العام المستشار عبد المجيد محمود ضد اللواء منصور العيسوى وزير الداخلية الأسبق اتهمه بإجبار اللواء حسن عبد الحميد على تقديم استقالته واضطهاده ومحاربته بعد قيامه بإدلاء شهادته ضد الرئيس السابق مبارك.

وذكر قنديل فى البلاغ الذى حمل رقم 3538 لسنة 2012 بلاغات النائب العام أنه قد نشر فى جريدة مستقلة العدد بتاريخ 22 سبتمبر2012 بأن المشكو فى حقه أجبر اللواء حسن عبد الحميد الشاهد التاسع فى قضية قتل المتظاهرين والتى حكم فيها بالسجن المؤبد على كل من الرئيس السابق ووزير الداخلية الأسبق اللواء حبيب العادلى على تقديم استقالته بعد قيامه بالإدلاء بشهادته ضد المتهمين.

وأضاف أن عبد الحميد اعترف بأنه تعرض لضغوط نفسية وعصبية، كما أن اللواء منصور العيسوى أجبره على تقديم استقالته، وأضاف البلاغ أن العيسوى قام بأخذ أكثر من مائة ألف جنيه من وزارة الداخلية لتوزيعها على المصابين فى ثورة يناير كى يقوموا بالتنازل عن شكواهم فى قضايا قتل المتظاهرين.

ولفت البلاغ إلى قيام اللواء العيسوى بإعطاء منح وحوافز للضباط وأفراد الشرطة المحبوسين احتياطيا والمحكوم عليهم فى قضايا قتل الثوار، وأكد البلاغ أن ما فعله العيسوى يمثل وقائع فساد واستغلالا واستيلاء على أموال عامة.

وطالب قنديل فى نهاية البلاغ باستدعاء اللواء حسن عبد الحميد للتحقيق معه فيما ورد نقلا عنه واللواء منصور العيسوى لسؤاله فيما ورد بأقوال اللواء حسن عبد الحميد، واتخاذ الإجراءات القانونية.

وائل خليل: صفوت حجازى لم يرشح نفسه لأمانة القومى لحقوق الإنسان

الجامعة الأمريكية تتوعد بإجراءات تأديبية للمتورطين فى غلق أبوابها

أعلنت الجامعة الأمريكية أنها لن تتسامح مع أية محاولة لعرقلة العملية التعليمية وأنها ستتخذ إجراءات تأديبية ضد جميع الطلاب الذين أعاقوا عملية الدخول للجامعة وتصرفوا بأساليب تتعارض مع سياستها.

وأدانت الجامعة، فى بيان لها اليوم تصرف عدد من الطلاب والذى اعتبرته تعديا على سياستها وقواعدها وعلى القانون ولفتت إلى أن الطلاب المتظاهرين قاموا اليوم بمنع زملائهم من دخول الجامعة.

وأضافت إدارة الجامعة أنها اضطرت بالأمس إلى إزالة بوابتين، نظرا لخطورة الغلق المستمر لجميع مداخل ومخارج الجامعة لمنع وصول سيارات الطوارئ بما فى ذلك سيارات الإطفاء وسيارات الإسعاف، إلا أن الطلاب قاموا بسد هذه البوابات بسياراتهم هذا الصباح مانعين أى شخص من الدخول.

كما أعلنت الجامعة عن تعليقها للدراسة بجميع المراحل الدراسية وكافة التخصصات بسبب الخطر الذى يشكله الإغلاق المستمر للحرم الجامعى وذلك بعد أن استنفدت جميع الجهود والوسائل مع مجموعة الطلاب المعتصمين الذين أصروا على إغلاق بوابات الجامعة الأمريكية بالقاهرة اليوم.

كما أشارت إدارة الجامعة إلى أن أكثر من 60٪ من الطلاب الحاليين يتلقون شكلاً من أشكال المساعدات المالية، وجميع الطلاب الذين تواجه أسرهم صعوبات دفع الرسوم الدراسية، لهم الحق فى التقدم للحصول على مساعدات مالية؛ وقالت الجامعة ملتزمون بضمان عدم منع أى طالب مسجل فى الجامعة الأمريكية بالقاهرة من إكمال دراسته بسبب أى أزمة مالية يمكن أن يتعرض لها.

أشارت إدارة الجامعة إلى أنها استمرت فى إجراء عدة مناقشات مع الطلاب لعدة أسابيع أسفرت عن تطورات كثيرة حيث وافقت الجامعة على تطوير عدة نماذج لزيادات الرسوم الدراسية والتى سيتم تصميمها بطرق تكون أكثر وضوحاً لأسر الطلاب وتهيئتهم لأى زيادة منتظرة فى هذه الرسوم.

وأضافت أن الطلاب مازالوا مصرين على إغلاق بوابات الجامعة لمطالبة الإدارة أن تعيد لهم نسبة الـ 7 % الإضافية التى تم دفعها هذا العام، والتى هى جزء من الميزانية السنوية، التى تشمل مصروفات تشغيل الجامعة ورواتب العاملين بها لهذا العام.

عبور أكبر ناقلة صب محملة لقناة السويس منذ إنشائها

صرح الفريق مهاب مميش، رئيس هيئة قناة السويس، بأن الهيئة نجحت أمس السبت فى استقبال ناقلة الصب العملاقة MAXI BRAZIL، وهى أكبر سفينة صب محملة تعبر قناة السويس منذ إنشائها.

بلغت الحمولة الساكنة للسفينة 265.8 ألف طن، وكانت تحمل شحنة من الحديد الخام قادمة من أوكرانيا متجهة إلى الصين، ويبلغ طول السفينة 320.6 متراً، وعرضها 54 متراً، وعبرت بغاطس 62 قدماً.

ويمثل عبور تلك الناقلة تحديا كبيراً لإدارة القناة نظراً لضخامة الناقلة، حيث تم إجراء العديد من الدراسات الفنية والحسابات الدقيقة قبل عبورها، وتعيين عدد من المرشدين الأكفاء لإرشادها.

وقد تم السماح بعبورها بشكل استثنائى بأمر من رئيس الهيئة لجذب تلك النوعية من السفن لعبور القناة، خصوصاً مع تنامى الاقتصاد الصينى وزيادة الطلب على الحديد الخام من منطقة البحر الأسود.

ويأتى عبور هذه السفينة للقناة تتويجا للجهود المستمرة لهيئة قناة السويس لتطوير المجرى الملاحى للقناة، بهدف استقبال حمولات أكبر، مما ينعكس على زيادة إيرادات مصر من القناة، ونتيجة للسياسات التسويقية والترويجية الدءوبة التى تقوم بها إدارة القناة لجذب الأسطول الملاحى العالمى، وتأكيدا على شعار العمل فى القناة ألا نخسر عميلا أو طن بضاعة يمكن عبوره لقناة السويس بهدف زيادة الدخل القومى المصرى.

كما أشار رئيس الهيئة إلى أن نجاح الهيئة فى استقبال هذه السفينة ومثيلاتها بالأبعاد السابق الإشارة إليها يعتبر تحديا حقيقيا اجتازته الهيئة بجدارة لجذب العديد من رحلات النقل للسفن العملاقة لعبور القناة، وهى المرة الأولى التى تتجاوز فيها الحمولة العابرة 260 ألف طن، وذلك مؤشر إيجابى على زيادة إمكانات عبور السفن عبر قناة السويس.

حركات المعلمين المستقلة تدعو لإضراب كلي ابتداءً من الغد

قال حسين إبراهيم –عضو نقابة المعلمين المستقلة- أن هناك محافظات جديدة ستبدأ إضرابها من الغد منها "بورسعيد والشرقية"، داعيا جموع المعلمين للدخول فى إضراب كلى بداية من غدا الأحد وحتى الخميس المقبل بمختلف مدارس الجمهورية، لافتا إلى أن الإضراب بدأ جزئيا من أجل الطلاب المستجدين بالمدارس الابتدائية والإعدادية والثانوية.

وأكد خلال مداخلة هاتفية لبرنامج "90 دقيقة" على قناة "المحور" أن الحكومة تجاهلت مطالبهم، وكانت دائما تُصدر لهم الأزمة وتضعهم أمام أولياء الأمور في صراع مع بعضهم البعض، كما أنه لم يحدث أي لقاء بين الحكومة والمعلمين بالرغم من اعتصامات العاملين التي استمرت أسبوع كامل.

وأوضح "إبراهيم" أن من ضمن مطالبهم إصلاح منظومة التعليم وتبدأ بالمدرس لأنه محور العملية التعليمية، وحركات المعلمين سوف تكمل وتواصل ولن تقف عند تحقيق مطالب المعلمين.

يذكر أن حركات المعلمين المستقلة، وضعت 7 ضوابط للمشاركة في الإضراب، أولها أن يستمر الإضراب النوعى داخل المدارس، مع الإعلان المستمر عن تزايد إعداد الموقعين فى كشوف الإضراب، مع تشكيل لجنة إعلامية للمتابعة، ودعوة أولياء الأمور للتضامن مع المعلمين، بعدم إرسال أبنائهم إلى المدارس يوم الخميس المقبل، بجانب انتخاب ثلاثة من العاملين بكل مدرسة، لتمثيل زملائهم فى الإدارة التعليمية، ثم على مستوى المحافظة وعلى مستوى الجمهورية، كما خصصت حركات المعلمين أربعة أرقام تليفونات للتواصل معهم، فى حال ما إذا تعرض المعلم الى التهديد من أى مسئول.
