Consultant pleads guilty to $80 million dollar fraud scheme

If you do not know the story about CityTime (a subcontractor of Maximus Inc.), and how their fraud of New York City cost taxpayers over $600 million dollars for an $80 million dollar contract, then go here and read about it, first. CityTime was created to streamline payroll of city employees, and fight waste/corruption within the city government. Since it is affiliated with Maximus, Inc, it did just the opposite. Mark Mazer, CityTime's lead consultant, has plead guilty to bribery, and other criminal charges, including $24.5 million in secret kickbacks (to line his pockets), wire fraud, and money laundering conspiracy. CityTime gained their contract during Guiliani's administration in the 90's, and since then the cost of the $80 million dollar contract has ballooned to more than $700 million. I realize that Maximus is not mentioned in the articles, and I believe they paid top dollar to keep their name out of it. This is just my opinion, and I have no proof of it. We ALL know that Maximus has a monopoly on this type of service. It is also a well known fact that Maximus will hire subcontractor after subcontractor, to take over projects, so they can remain virtually nameless when the fraud charges come about. Here is some information about one of many subcontractors that Maximus uses for their dirty work. Mr. Mazer's guilty plea comes almost 7 years after the fact, which to me is ridiculous. Looks like someone has found a scapegoat for their crimes, and I am sure this man will receive hefty compensation for taking the fall. Not to mention, he probably won't spend much time in prison, I am sure. Needless to say, Maximus still operates throughout the United States, and the dirty politicians keep giving them contracts. Keep in mind, $700 million is just a drop in the bucket as to the actual amount of money that runs through the hands of these corrupt companies, and individuals. Seven-hundred million dollars for ONE contract, ain't too shabby, is it? They have over 700 projects alone, in just the State of Texas. Hmm..I don't think I need to do the math here, for the amount of crooked money that could be made off of 700 projects..do I? I think it is safe to say that government services (medicaid, foodstamps, HHS, etc) are NOT in the business to help the less fortunate. If you believe this, then you have been fooled. Government programs are nothing more than a gigantic money making racket, for private corporations, politicians and their cronies. Sad, but true. Makes you wonder if this isn't why our current administration is trying their hardest to push us ALL into the welfare line, doesn't it? Think about it.

Long history of Maximus Corruption

Maximus has been building an empire of corruption since 2000. You can read about it HERE. The article discusses Maximus' role in one of the biggest fraud schemes in the history of New York. In 2000, during Guiliani's administration, Maximus managed to gain a $469 million dollar contract through New York's HHS. Complaints began when other companies realized that Maximus was given a "head start" on contract bidding, by being allowed access to information from New York's Human Resources Administration, that was not given to competing companies.

Yet another story involves the $30.5 million dollar lawsuit filed through the Department of Justice. Maximus admits to submitting "fraudulent medicaid claims". Former division manager, Benjamin Turner, is responsible for blowing the whistle on this crime. Click here to read article. The Department of Justice released a statement about the lawsuit, and here is a snippet from the article:

"According to the US DOJ Press Release, Assistant Attorney General for the Civil Division, Peter D. Keisler said " The Maximus settlement demonstrates the Justice Department’s strong commitment to vigorously pursuing those companies that defraud the Medicaid program."

This article was written in 2007, and from what I am seeing, Maximus is still being allowed to fraud everyone. They have aggressively taken over everything from child support services to human services. According to the above article, Maximus raked in $700 million in revenue in 2006, and that number continues to grow.

One way to perhaps put a stop to this vile, corrupt organization? More whistle blowers! Benjamin Turner was awarded 4.93 million dollars for his role in exposing these criminals. Maximus Profits Grow 18% Despite Horrible Economy In America

In August 2011, Washington Business Journal reported that Maximus Child Support Enforcement reached record breaking revenues in 2011, and raked in $238.3 million dollars! The revenue rose a whopping 13% from 2010. If States continue to give Maximus contracts, and their revenues continue to break records, Maximus expects revenues to reach anywhere from $925 - $935 million in the near future. In May of 2011, Maximus won a child welfare rebid contract in Wisconsin worth $21 million. It is a horrible shame that States continue to enable such a company to operate, and make a fortune off of the less fortunate. There is absolutely no way to rid ourselves of this company at this point. I am afraid that we are simply stuck with them. State and Government officials seem to turn a blind eye to this company. My theory behind this is that State and Government officials don't care, as long as the responsibility of CSE is in the hands of someone else. This is a political scheme that keeps angry voters at bay, when things go wrong. Before Maximus took over CSE, State and local politicians were held responsible for the mistakes made through DHS, and CSE. Their popularity, and votes, during an election year, could be gravely affected by angry voters. Such is not the case, now. Politicians have plenty of money, and they could care less about the ill effects these decisions have on people. It is a shame that we have elected such people into State Office. I will always stand by the fact that it is for this reason private corporations have no business being involved in government agencies, or programs. It breeds corruption, greed, and revenue, that is all. If you agree, then you should SIGN MY PETITION. Bank Accounts Still Overdrawn After State's Mistake!

Well, last week State officials told reporters that their "mistake" of stealing child support money from parent's bank accounts was "fully resolved". Guess what? They lied, and the money is still missing from bank accounts causing overdraft fees, and the suffering of both parent's and their children. I hope these people get their money soon. They are suffering all because of a "mistake" made by the very people who are supposed to be "experts" in child support collections, and maintaining the computer systems. This makes me sooo angry.

State takes back money received from Child Support!

Loophole In Tennessee Law Allows Maximus, and The State, To Steal From Innocent People

While Christopher Childers was in Iraq, serving our country, from Nov. 2007- January 2009, he was sued for child support in Tennessee. The STATE filed a judgement against him, and allowed the Tennessee Department of Human Services to garnish his military wages. The Tennessee Department of Human Services, with the help of Maximus child support, garnished $2,735 from Mr. Childers. When he returned from Iraq, a DNA test was performed, and it was proven that the child did not belong to Mr. Childers. A juvenile court judge ordered the State to reimburse Mr. Childers, but the STATE OF TENNESSEE COURT OF APPEALS overturned this decision. The appeals court admitted that the State was wrong in issuing the judgement, but, unfortunately...are you ready?...THERE IS NO STATE LAW THAT GIVES JUVENILE COURT THE AUTHORITY TO ORDER THE STATE TO REIMBURSE A PERSON WHO HAS MISTAKENLY PAID CHILD SUPPORT! I got to thinking loooong, and hard about this, especially the case of the physicist, Dr. Laine(click here to read about Dr. Laine). It then dawned on me that this is how MAXIMUS GETS AWAY WITH FILING FICTITIOUS CHILD SUPPORT CHARGES, FOR FICTITIOUS CHILDREN. Maximus knows that once they have taken that money from some poor, innocent person's wallet, that THE LACK OF LAW IN TENNESSEE WILL ALLOW THEM TO KEEP IT! This is unbelievable! In 2009, Rep. Stacy Campfield sponsored a legislative bill to allow people to be reimbursed for mistaken child support payments. But, THE MEASURE FAILED! That's right, the politicians in Tennessee said, nope, no way, we are making way too much money with our buddy Maximus! You hush your mouth Rep. Campfield. Hush your mouth! How dare you try to put a stop to our lawful crookery!!!

I have no doubt, after reading this article, that the State of Tennessee, is in cahoots with Maximus to steal as much money as they can from everyone. So sad, and soo sickening! This is why it is ever so important to know who you are voting for, before you vote! Remember this when election time in Tennessee rolls around. How Maximus Became A Corporate Bully, and Who Helped Them Get There

This article (click here) describes the beginning of privatization of health and public services, which began in 1997. Maximus was the first to jump onto the bandwagon, and in the article it is described as "one of the biggest corporate grabs in history". When privatization began, $16 billion in TANF funds were handed out to the states without any federal standards for privatization being put in place. Politicians that you can thank for giving Maximus the bully power that they have today are: New York Governor George Pataki, who acted as Chairman of the Privatization Task Force of the Republican Governor's Association. The beginning of privatization is considered a "corporate goldrush", in other words, there was lots of money to be made off the backs of the poor and unfortunate. Politicians and private corporations were NOT going to let this huge money maker pass them by. The article also talks about how Maximus obtaining a $350 million dollar contract with the Social Security Administration. The article also speaks of the Association for Children for Enforcement of Support in Colorado Springs, CO. Maximus held the contract in El Paso County for 5 years, outbidding ACES for the contract. When Maximus finally left El Paso County, and ACES took back over the contract, ACES fielded more than 3000 complaints against Maximus, and said the majority of the complaints involved Maximus' disrespect of clients who were trying to access Maximus' services. Catherine Brown- Swain, who is a volunteer for ACES, claims that complaints were not the only problem. In addition to Maximus' shoddy customer service, Brown-Swain said Maximus' proposal for the contract listed several untruths. Maximus hailed themselves, in their proposal for the contract, to be the "leader of the State for criminal non-support cases. However, Maximus had NEVER handled a single case of non-criminal support. At a County Commission meeting, Maximus Project Director Maryann Fortezzo admitted that her staff at Maximus were not trained to even handle those type of cases.

*Mississippi froze their child support collection contract with Maximus, in 1994. When the cost to keep Maximus nearly doubled what the state had previously spent in collections.

*West Virginia disqualified Maximus from bidding on state contracts when it was discovered that a state employee was convicted of accepting a $20,000 payment from Maximus.

These are just a few examples from the article. It also talks about outright lies, misappropriation of funds, cronyism, questionable spending, and discriminatory practices. The Naked Truth Behind Maximus Corruption

In a previous post (click here to view post) I talked about Dr. Anthony Laine, who was harassed for years by Maximus of Tennessee. Dr. Laine is now deceased, and up until the moment of his death was hounded by Maximus of Tennessee. Click here to read this letter written by Charles E. Corry, Ph.D of the Equal Justice Foundation, about Dr. Laine's death. In 1985, Maximus of Tennessee created fictitious children, who were born in a fictitious town in Tennessee, and were able to pursue Dr. Laine for child support payments. Thousands of dollars in wage garnishments later, when the fictitious children became emancipated in 1998, Maximus of Tennessee created yet another fictitious child, from an ex-wife that he was married to in the 1970's. Dr. Laine had never lived in Tennessee. After spending thousands of dollars fighting this lie in court, Dr. Laine was finally able to get Maximus of Tennessee to close the case against him. Maximus then turned around and created new fictitious orders in New Jersey, and Missouri. Dr. Laine was thrown in jail, and had thousands of dollars in wage garnishments. Meanwhile, the mother of said fictitious children (his ex-wife from 1970's) has never received a dime of the thousands of dollars that was collected from Dr. Laine. Where did all this money go, you ask? Well, one can only assume that it went into the hands of Maximus. The dirty, corrupt, thieving corporation that now has a monopoly on child support collections throughout the United States. Dr. Laine was a consultant for the government, and had high security clearance through the FBI. If a man in his position can be harassed by Maximus on such a level, then I think it is safe to say that Maximus of Tennessee is above the law, and they know it. Needless to say, a fine man, who was a valuable asset to our nation's security, is dead. And Maximus Child Support Enforcement hounded him into his grave. This is so sad that a company has this much power. I cannot understand why individual states continue to give these people contracts. The only thing that I can assume, is dirty politics, and greed.

Maximus Child Support is no stranger to controversy. Here are a few more stories to prove it:

November 1997 - Maximus was hired by the State of Connecticut to manage a Welfare program. When Maximus realized that they were not going to make a profit, they demanded more money, from the State, and threatened to end the contract if they did not receive more money.

December 1998 - The State of Florida paid Maximus 4.5 million to collect child support. Maximus only collected $162,000, costing taxpayers $25 for every 3 cents collected.

In 2005 Maximus the Chicago Tribune reported that there were links between Maximus and former corrupt governor Rod Blagojevich. Maximus apparently made campaign contributions to him. And we all know what happened to Blagojevich, right? If you don't know, then click here.

July 2007 - Maximus settles a lawsuit that was brought against them by the U.S. government. The lawsuit involved 30.5 million dollars in medicaid fraud.

Arrearages Stacking Up Again!

Well, folks, 1 month and a half ago, I went to a contempt of court hearing. The court determined that he owed more than $7000 in arrearages. They deducted the more than $7000 off of medical payments, which left him owing NO ARREARAGES! He left court without so much as a slap on the wrist. Now, as of November 16, child support payments have stopped completely. His theory is simple: Deadbeat goes to court for contempt, court doesn't make him pay, reduces his arrearages to zero. He probably will never pay another dime in child support, now. Thank you Juvenile Court of Hamilton County for your help! I haven't received any child support since November 16th. So, now, I'm going to go take that new court order, that Judge Emma Andrews established, without a separate hearing, and go wipe my backside with it, since that is all it is worth. Because now that he knows he can rack up arrearages, and NEVER have to pay them, he is probably sitting at home, laughing to himself. Thanks to all who supported the deadbeat!

Assistant DHS commissioner David Sanchez says "sadly, it is a business"

This link comes from one of my readers. Thank you so much. This article is from News Channel 2 WKRN-TV in Nashville, and it is a very good article. Judge Scott Rosenberg, magistrate for Davidson County Juvenile Court, doesn't mess around when it comes to excuses in his court room. I wish that I could have had a knowledgeable judge like Judge Rosenberg, to oversee my contempt hearing, instead of Judge Emma Andrews, magistrate Hamilton County Juvenile Court. This article even has some statements from David Sanchez, for those who are looking for a good laugh. I would suggest reading it, as the title of the article is Child Support Issues Plague Tennessee. This quote from David Sanchez makes me physically ill, as it exemplifies Maximus, and DHS's view of child support collection: '"I've been in the business for 21 years and sadly, it is a business," said David Sanchez, the assistant commissioner at DHS.'

That's right, David Sanchez, you said it! Straight from the horses mouth! "It is a business." This statement is a slap in the face to parents all over the State of Tennessee, who are trying to collect child support. Mr. Sanchez' statement proves that they are more concerned with running their "business", than assisting people with child support collections. This is disgusting! Judge Emma Andrews Hamilton County Juvenile Court

If you end up in Juvenile Court in Hamilton County, Tn, and you have Judge Emma Andrews residing over your case, then you are in for a world of ineptitude no matter which side you are on. Non-Custodial parents are consistently thrown in jail in her court for non-payment of child support arrearages. This is rather sad, as these men are going to jail for money, that even if paid, never goes to their children, but to the State of Tennessee. The Custodial parents are steered through her court room like cattle, and she could care less about hearing your side of the story. Bottom line, the State wants their money, and Judge Andrews helps them get it. Judge Andrews will also use her authority to modify child support orders, during contempt hearings, without following the Income Shares Model for determining the amount of support. I am not exactly sure how she gets away with this, as it is defined as Rule 1240-2-4-.03 in the

She also violates Rule 1240-2-4-.05 which contains the RULES for modifying a child support order. I suppose when you are a judge, then you simply don't have to follow rules, and the law. How silly of me to think such a thing. This is a warning to both parties going into her court. The State wants your money. And they are going to get it one way or another. This particular judge could care less about your side of the story, filling out proper paperwork in order to establish new orders, or knowing ANYTHING about your circumstances. It is cut to the chase. She wants you in, and out, of her courtroom as quickly as possible. After all, her court docket is filled up, and it's really just a matter of getting everyone through, as quickly as possible. The whole system of child support collection, from the Judges in the courtroom, to the State of Tennessee itself. And it's funny, if you argue with the other party in her courtroom, she will quickly tell you to stop, and that parent's who argue are only hurting "THE CHILDREN". When in reality, what she really means to convey is: Hey, this is my courtroom, and the only person allowed to "hurt the children" is me, myself, and I. So, let's all be quiet, so I can think.
I hate to break it to the Juvenile Court of Hamilton County, but the only people "hurting" the children, are the Judges who preside over these cases, and break the rules, so the State can proffer from it. Throw the deadbeat in jail - The State makes money. Make the deadbeat pay - The State makes money. Refuse to enforce child support orders - The State makes money. Force parents onto government assistance by stealing their child support arrearages - The State makes money.
I would like to thank Judge Emma Andrews for hearing the State's case for contempt against a man, and getting the State their money. I also appreciate you breaking the rules, establishing a new court order without any information from my side, or a separate hearing, and lowering my child support to a measly $300 month. Kudos to you!

Attention Voters! Maximus Child Support Wants You To Vote Democratic!

Everyone who has ever had a beef with Maximus Child Support Enforcement, needs to realize that they lobby to, and give the majority of their campaign contributions to the Democratic Party! Followthemoney.org has a contributor summary breakdown for Maximus from 2003-2011, and it is VERY interesting, to say the least. Click here to view the summary. Maximus has 6 lobbyists in Tennessee. They contribute to both the Republican and Democratic Party. The summary, however, shows that from 2003-2011 Maximus has contributed more and more to the Democratic Party, while money to the Republicans seems to continue dropping. In 2008, for some reason, Maximus contributed more to Republicans. However, the 2010 statistics show that they did a complete reverse, and lowered their contributions to Republicans, and almost doubled their contributions to the Democrats, from 2008-2010. I can only ASSUME that their reason for raising contributions to the Republicans, in 2008, was to test the Republican waters, so to speak, and Republicans simply wouldn't carry their agenda. Therefore, Maximus went back to old trusty, The Democratic Party, and doubled up on campaign contributions, knowing that if they could get a Democrat in office, then their needs would be met. The summary shows that from 2003-2011, 52.24% of their campaign contributions went to the Democrats, while 46.84% went to Republicans. This tells a lot about Maximus Child Support, and the officials who have given them the power to screw us all! Think about this next time you go to vote for your local officials, and even during the Presidential elections that are coming up. I am by no means telling anyone to vote Republican, because in my world, they are all the same really. However, numbers don't lie, and it is apparent that Democrats are catering to the agenda of Maximus Child Support. Otherwise, they would contribute their money elsewhere. My Letter To DHS And The State Of Tennessee

Dear State Of Tennessee and DHS,
I have since discovered what really happened during the contempt hearing. Father paid his arrearages, over $7000 to stay out of jail. The money was not paid through the court clerk, instead it was paid directly to the State. I am going to simply write this off as a huge loss in my world. After all, I am sure that The State of Tennessee really needed that $7000 to pay them back for a medicaid card I have never used. Meanwhile, I am still paying for my daughter`s medical out of pocket, and with NO medical payments added to her child support, and even less child support. The father still has no insurance on her, and I don`t expect he ever will. But I can rest easy, now, knowing that ALL that medicaid I used was paid back to the State, and I`m sure they needed it. After all, when your annual budget is a measley 3 billion dollars, DHS, I`m sure that my daughter`s $7000 dollars came in handy. It could at least pay part of a month`s salary for the Assistant Commissioner, and 1/2 a month`s salary for the Commissioner. I sure hope all the people in high places at DHS can sleep well at night, and be able to look at themselves in the mirror everyday, knowing that they robbed my daughter of an amount of money that won`t even cover a DHS commissioners monthly salary. I`m glad you got you got your money, DHS. We`ll just go ahead and say you won the battle. You did have better counsel representing you. And, I call that smart. After all, no one should ever go to court without representation like I did. I should have brought an attorney to represent myself. Oh yeah, wait, that`s right, YOU, the State, won`t ALLOW me to hire private representation as long as my child support case is enforced by YOU. That`s a whole other ball game, isn`t it? I am slowly calming down, now, and have come to terms with the fact that it was really your money to begin with, not my daughter`s. I am really sorry that we never used your TennCare, I suppose when the time comes, and someone goes back through the medicaid records...oh...excuse me...I have to sneeze...aaah...aaah..aaahtorney! Sorry. Whew! That was a big one! Anyhoo, They will see that it was never used, and you did take money that never belonged to you. But, that`s water under the bridge, isn`t it? Next time we meet again, and we will, I`ll just run a little faster, and let`s hope I don`t get across to the other side first.

DHS Employee Salaries Thanks To Haslam's New Open Government

I thought I'd post some salary information via https://apps.tn.gov/salary/, which is part of Bill Haslam's new open government. Go to the link, and type in who you want to search for. I highly recommend it, as I think taxpayers will be stunned by the results. I'm going to start with the first two at the top. Now, let's discuss, people..LOL!

When I first saw that David Sanchez Assistant Commissioner 2 makes $8542.00 a month, I thought it was a joke. If this is true, his salary is $102504.00 a year. This is disgusting to me.

Dr. Hatter makes just a little more than Mr. Sanchez and it shows her salary as $12700.00 a month. That's $152400 a year. This was a little disgusting to me, also.

The State Pays Themselves With Father's Arrearages!

Here is a small snippet taken directly from The State of Tennessee Child Support Handbook. I want everyone to take special note of a particular line that I have enlarged and highlighted.

"There are limits to the services provided by your local support office. Child
support offices cannot perform the following services:
• Assist in resolving custody or visitation issues,
• Handle restraining orders, protective orders, or harassment issues.
• Handle Divorce proceedings.
Attorneys handling child support cases through the child support program
represent the State of Tennessee and not you as an individual.
The attorney’s role is to establish paternity and set, enforce and modify support
according to the law."

This gives a clear and concise view of the representation I received during a recent contempt of court hearing. The State of Tennessee charged the father with contempt of court. The State took the money out of my daughter's child support, paid themselves back for the Medicaid which I received, and zeroed out a man's arrearages. This makes no sense. According to the above handbook, money is only owed back to the State if you have received Families First Cash Assistance. NOT TennCare/Medicaid! I have NEVER received Families First Cash Assistance. Something went horribly wrong during this contempt hearing. Money is only owed back to the State if you are on CASH ASSISTANCE! See below:

"Recipients of Families First benefits, Transitional Child Care, and TennCare/Medicaid
and Foster Care cases are automatically referred to the child support office if a parent
is absent from the child’s home.
♦ As a Families First or TennCare/Medicaid recipient, you must cooperate with the
child support office in its efforts to locate the alternate residential parent, establish
paternity, establish a child support order, and enforce a child support order.
Recipients of TennCare/Medicaid Only must cooperate in establishing paternity,
obtaining medical support, and providing information to pursue any third party who
may be liable to pay for the care and services available.
TennCare/Medicaid Only recipients must also agree to assign all rights to medical
support and payment for medical care from any third party to the state. Families
receiving Transitional Child Care must also cooperate with the child support office.
♦ As a Families First or TennCare/Medicaid recipient, you may claim “good cause”
for not cooperating with the child support office if cooperating might be harmful to
you or your child. (See “Good Cause” under the “Answers to Some Important
Questions” section of this handbook and in the “Glossary of Commonly Used
Terms”).
♦ As a Families First recipient, you have assigned your rights to receive child support
payments to the state. This means that if support is paid, the state will keep it and
use it to pay back any Families First benefits you and your child(ren) have
received.
Therefore, if you receive any support payments directly from the other
parent or from any other source, you must send the payments to the state. If any
support is paid through the court clerk’s office, it will automatically be sent to the
state.
♦ As a Families First recipient, you may be eligible to receive a payment called a
“Pass Through” payment in addition to your Families First cash payment (see
“Pass Through” Payment” in the “Glossary of Commonly Used Terms” section of
this handbook). The amount of any child support “pass through” payments will
depend on the amount of the child support collected for that month and the “unmet
need” in your Families First budget for that month. You can ask your Families First
case manager about your unmet need."

I am both disgusted and appalled after the recent Contempt of Court hearing that I was forced to attend, when my presence there meant nothing. I was not allowed to speak, or say anything. I feel that the State used my case to make money for themselves, and it is disgusting. I cannot find a single child support contempt hearing case, where "medical payments" were used to zero out past due child support (arrearages). The arrearages that were due were for his base amount of child support, aka current child support amount! NOT the "medical payments". The State of Tennessee, Maximus Child Support, and the Court System have all FAILED AGAIN! You should ALL be ashamed of yourselves, for TAKING MONEY FROM CHILDREN to satisfy nothing but CORPORATE GREED! Shame on you all!

After what happened at the Contempt of Court hearing against the father of my child, I began to think loooong, and hard about what happened. Nothing made sense, and something went horribly wrong. During the contempt hearing, a modification was made to the child support. Now, I'm not an attorney, by any means, but I do know that in order to MODIFY A CHILD SUPPORT ORDER, YOU HAVE TO HAVE A SEPARATE HEARING! IT IS CALLED A MODIFICATION OF CHILD SUPPORT HEARING. Then, I began wondering how the courts got away with calling payments that are supposed to be for Insurance Premiums, Medical Payments on a child support order. There is a gigantic difference between the two. Medical Payments are Medical Payments. Insurance Premiums are called Insurance Premiums. Why, oh, why would the STATE want to deceive people like this? I cannot wrap my brain around this way of thinking! Said father has NEVER provided insurance for his daughter, even when he was originally ORDERED to do so. He was working, and his employer provided insurance. However, NO ONE AT MAXIMUS OR THE STATE WOULD ENFORCE THIS PART OF THE ORDER! They allowed him to work, and not provide insurance, and I was told there was NOTHING they could do about it. I end up in court, finally thinking that the order is FINALLY going to be adhered to. But, no! The Judge went back to 2007, when MY private insurance ended, and I went on Medicaid. The Medical Payments, as they were called on the original court order, were taken OFF and applied to the father's arrearages, making them ZERO! In other words, my daughter was penalized for her father never providing insurance for her, and I was unable to get Maximus, or the State, to enforce this. And trust me, I tried. This is about the DUMBEST thing I have ever heard! A man goes to court for contempt, and the State gives him credit for something that he never paid in the first place, otherwise, WE WOULDN'T HAVE BEEN IN COURT FOR CONTEMPT! Am I right? How many parents have been SCREWED OVER BY THE SYSTEM LIKE THIS? It is appalling, and sounds to me like the only people who gained anything from this hearing were THE STATE and MAXIMUS. This is FAR from over! I WILL GET AN ATTORNEY, AND I WILL FIND OUT HOW A MAN WENT TO COURT FOR CONTEMPT, AND ENDED UP GETTING HIS ARREARAGES TO ZERO WITH THE HELP OF THE STATE, AND GETTING A CHILD SUPPORT MODIFICATION HEARING WITHOUT APPLYING TO THE COURT FOR IT! IT'S ON!!!
