		<description><![CDATA[<p>Key players in the housing and construction sector have joined together to outline a plan of action for upgrading the UK’s woefully outdated housing stock. The Existing Homes Alliance (ExHA) 2010 Manifesto seeks commitment from the Government to deliver a national retrofit programme, essential for moving the UK towards a low carbon economy. The need for action is pressing. Emissions from UK households are not falling, and are 5 per cent higher than ten years ago.</p><p>Key demands in the manifesto include:<br />
• All homes to have a whole house retrofit by 2030<br />
• £6bn a year should be invested in retrofitting the UK’s existing stock<br />
• A 2010 to 2030 roadmap to set out minimum regulatory standards and voluntary aspirational standards for the energy performance of homes<br />
• Energy Performance Certificates to gain greater prominence in the marketing of homes, to ensure that energy efficiency standards are reflected in house prices<br />
• A range of financing mechanisms are made available to homeowners to cover the upfront costs of retrofitting<br />
• Greater investment in a support and advice programme that will engage homeowners to use less energy in their homes and seek higher EPC rated properties<br />

The Existing Homes Alliance assert that such a programme of updating the housing stock will benefit the economy by creating new jobs and reducing levels of fuel poverty. It will also provide certainty for businesses investing in low carbon measures for homes. <br />

“It is a sad fact that in the UK the majority of our homes are underperforming leaving many of us out of pocket, out in the cold and wastefully emitting carbon emissions. 		<description><![CDATA[<p>Today, PETA and <a target="_blank">Zoocheck Canada</a> are officially initiating a lawsuit against the city of Edmonton, Alberta, over the cruel and apparently unlawful conditions under which <a target="_blank" href="http://blog.peta.org/archives/2009/11/edmonton_zoo.php">Lucy</a>, a solitary elephant at the Edmonton Valley Zoo, is forced to live. </p>

<p>Lucy's health issues—which include upper respiratory problems, arthritis, obesity, and chronic foot ailments—are the result of the substandard conditions at Edmonton Valley Zoo and are further aggravated by the region's frigid climate, which is inappropriate for an Asian elephant. Lucy has also been alone for the past two years, spends most of her time in a small barn, and exhibits behavior that indicates severe psychological distress. Even Dr. James Oosterhuis, the Valley Zoo's own consultant, acknowledged that the zoo's indoor facilities fail to meet the industry's minimum standards.</p>

<p>Consultations with experts prove that <a target="_blank" href="http://blog.peta.org/archives/2009/09/william_shatner.php">Lucy's life is at risk</a> in Edmonton. Dr. William Keith Lindsay—a Canadian ecologist who has been actively involved in research on the ecology of elephants with the Amboseli Elephant Research Project in Kenya since 1977—is one of several experts who confirm that Lucy's living conditions are unacceptable. Dr. Lindsay states, "It is abundantly clear that Lucy would benefit greatly from the company of other elephants." Elephants live in close-knit families, and the females spend their entire lives in herds that include all their female relatives. The solitary life that Lucy lives prevents her from taking part in any of the social behaviors that are necessary for maintaining an elephant's health.</p>

<p><a target="_blank" href="http://blog.peta.org/archives/2010/01/ringlings_treat.php">Dr. Joyce Poole</a>, an elephant biologist and ethologist who has spent more than 30 years studying elephant social behavior and communication states, "Lucy has spent much of her life standing on concrete in a small barn and doing very little of what an elephant needs [to] do to maintain good physical health and mental well being. The consequence is that she is a young elephant in an old body. This causes her real privation and suffering."</p>

<p>We won't rest until we see Lucy moved to a sanctuary. As we take the city to court, we urge you to <a target="_blank" href="https://secure.peta.org/site/Advocacy?cmd=display&#38;page=UserAction&#38;id=2835">take action</a> to help Lucy find the freedom she deserves and to share this information with everyone you know. 			<content:encoded><![CDATA[<p>Today, PETA and <a  href=http://www.zoocheck.com/Reports%20pdf's/Sad%20State%20Report(REV).pdf>Zoocheck Canada</a> are officially initiating a lawsuit against the city of Edmonton, Alberta, over the cruel and apparently unlawful conditions under which <a  href=http://blog.peta.org/archives/2009/11/edmonton_zoo.php>Lucy</a>, a solitary elephant at the Edmonton Valley Zoo, is forced to live. </p>

<p>Lucy's health issues—which include upper respiratory problems, arthritis, obesity, and chronic foot ailments—are the result of the substandard conditions at Edmonton Valley Zoo and are further aggravated by the region's frigid climate, which is inappropriate for an Asian elephant. Lucy has also been alone for the past two years, spends most of her time in a small barn, and exhibits behavior that indicates severe psychological distress. Even Dr. James Oosterhuis, the Valley Zoo's own consultant, acknowledged that the zoo's indoor facilities fail to meet the industry's minimum standards.</p>

<p>Consultations with experts prove that <a  href=http://blog.peta.org/archives/2009/09/william_shatner.php>Lucy's life is at risk</a> in Edmonton. Dr. William Keith Lindsay—a Canadian ecologist who has been actively involved in research on the ecology of elephants with the Amboseli Elephant Research Project in Kenya since 1977—is one of several experts who confirm that Lucy's living conditions are unacceptable. Dr. Lindsay states, "It is abundantly clear that Lucy would benefit greatly from the company of other elephants." Elephants live in close-knit families, and the females spend their entire lives in herds that include all their female relatives. The solitary life that Lucy lives prevents her from taking part in any of the social behaviors that are necessary for maintaining an elephant's health.</p>

<p><a  href=http://blog.peta.org/archives/2010/01/ringlings_treat.php>Dr. Joyce Poole</a>, an elephant biologist and ethologist who has spent more than 30 years studying elephant social behavior and communication states, "Lucy has spent much of her life standing on concrete in a small barn and doing very little of what an elephant needs [to] do to maintain good physical health and mental well being. The consequence is that she is a young elephant in an old body. This causes her real privation and suffering."</p>

<p>We won't rest until we see Lucy moved to a sanctuary. As you may recall, Keiko was a wild orca who was captured in Iceland in 1979 and sold to a series of aquariums, where he was forced to perform tricks for food. He became sick and severely depressed. In 1993, after the movie <em>Free Willy </em>prompted a call for his retirement, Keiko was moved to the Oregon Coast Aquarium, where he was rehabilitated before being transferred to an ocean pen in Iceland. For five healthy years he lived free near wild orcas, hunting and catching his own food. At one point, he navigated more than 1,000 kilometers of open ocean as he made his way to Norway before dying in 2003.</p>

<p>After the tragic death of a <a target="_blank" href=http://blog.peta.org/archives/2010/02/captive_whale_kills.php>trainer</a> at <a target="_blank" href=http://blog.peta.org/archives/seaworld/>SeaWorld</a> last month, we called on the park to release Tilly and the rest of the animals the corporation keeps penned up in tiny pools. As a result of our plea, we received calls and e-mails from many people who were all wondering: Is it possible to release a captive animal back into his or her natural habitat?</p>

<p>It's a good question, and those with legitimate concerns about captive animals' ability to fend for themselves will probably also ask: Can the risk of failure outweigh the opportunity to experience freedom? And even if there are risks, don't animals deserve some measure of the freedom they've been denied?</p>

<p>Of course, when we talk about releasing the animals at SeaWorld into the wild, they wouldn't simply be dumped into the ocean. The process would be a considerable undertaking, with marine biologists, animal behaviorists, and scientists involved in the animals' rehabilitation.</p>

<p>For those sea animals whose health or behavior has been too compromised by having spent years—or decades—in cramped, <a target="_blank" href=http://www.peta.org/mc/factsheet_display.asp?ID=63>chemically treated tanks</a>, there's a humane alternative to outright release. With the window of opportunity to save the monkeys quickly closing, we're calling on you to take a few minutes of your time to call NASA Administrator Charles F. Bolden Jr. at <strong>202-358-1010 </strong>and very politely (the nicer you are when you call the better it is for monkeys) ask him to scrap the proposal to fund radiation experiments on monkeys and to direct these resources toward modern and humane methods instead.</p>

<p>I just got off the phone with Bolden's secretary, who, while polite, seemed a little taken aback as she took down my message. Clearly, she hadn't planned on starting her day by taking notes about how NASA needs to stop its plans to zap monkeys with a massive dose of radiation and then condemn them to years of experiments in order to assess how the radiation devastates their brains and bodies.</p>

In a <a target="_blank" href=http://www.theage.com.au/national/meatworkers-joins-forces-with-animal-welfare-activists-20100310-pxfb.html>joint press conference</a> this morning, the Australian Meat Industry Employees Union and the World Society for the Protection of Animals agreed that the live export of sheep who were once abused for their <a target="_blank" href=http://www.savethesheep.com>wool</a> is destroying the nation's economy.</p>

<p>Every year on the <a target="_blank" href=http://www.petatv.com/tvpopup/video.asp?video=live_transport3&Player=flv>grueling journey</a> from Australia to their slaughter in the Middle East, thousands of <a target="_blank" href=http://www.savethesheep.com/animals.asp>sheep</a> endure weeks, and sometimes months, on extremely crowded, disease-ridden ships with little access to food or water and through all weather extremes. Many sheep fall ill, become stuck in feces and are unable to move, or are trampled to death by other sheep. Those who survive are dragged from the ships, are thrown into the backs of trucks and cars, and eventually have their throats cut while they are still conscious.</p>

<p>Hopefully, this surprise support from Australia's meat industry will mean less suffering for sheep. <p>Makes perfect sense, right? If an animal is destined for slaughter, why bother treating him or her humanely when you can use his or her underfed and overly fatigued flesh to make hot dogs? I'm thinking that all the <a target="_blank" href=http://www.huffingtonpost.com/2010/02/10/animal-antibiotics-video_n_456514.html>antibiotics</a>, dioxins, and hormones that are loaded into meat have finally gotten to those industry officials' heads. </p>

<p>Instead of chowing down on DFD flesh, maybe they should try some <a target="_blank" href=http://www.gardein.com/>DDF</a> (that's "darn delicious faux") meat instead?</p>

<p>Back in October, Charles Hambleton—<em>The Cove</em>'s associate producer—got word that the Hump, a trendy L.A. sushi restaurant, was serving whale meat, which is illegal in the U.S. Hambleton's informants sent samples of the sushi to Scott Baker, associate director of the Marine Mammal Institute at Oregon State University, who confirmed that the sample was meat from an endangered Sei whale.</p>

<p>While the consumption of whale meat is practically unheard of in the U.S., it's sold in marketplaces across Japan and is even served in <a target="_blank" href=http://www.seashepherd.org/whales/japan.html>school lunches</a>. All the whale meat consumed by the Japanese comes from the hundreds of whales the Japanese claim to be slaughtering for scientific purposes. </p>

<p>Fast-forward to the week before the Oscars, when Louie Psihoyos—director of <em>The Cove</em>—and the other crewmembers from the film went undercover at the Hump, where they confirmed that the restaurant is still serving whale. </p>

<p>Psihoyos and his team made another visit to the Hump, this time accompanied by federal agents, and were, once again, served whale meat, giving the government officials the evidence they needed to get a warrant to search the restaurant's premises on Friday. </p>

<p>There's been no word yet on what the feds found, but according to the Marine Mammal Protection Act, those charged with possession or sale of marine mammals may face up to a year in prison or a $20,000 fine. In the meantime, is anyone else hoping that all this means that the intrepid moviemaking, sushi-spying heroes will team up for another film to save animals?</p>

According to news reports, tomorrow, in an effort to thumb their noses at the <a target="_blank" href=http://blog.peta.org/archives/2009/07/eu_finalizes_se.php>E.U.'s recent seal-product ban</a>, Canada's parliamentary restaurant will be serving <a target="_blank" href=http://www.ottawacitizen.com/news/Wednesday+chef+special+Hill+seal+meat/2654933/story.html>seal meat to politicians</a> (and in other news, I just threw up a little).</p>

<p>This isn't the first time that government officials have proposed placing the decomposing flesh of a bludgeoned <a target="_blank" href=http://blog.peta.org/archives/2009/11/seal_meat.php>baby seal on their menu</a>, and according to Senator Celine Hervieux-Payette, the bloody feast is meant to demonstrate "the solidarity of the Canadian Parliament behind those who earn a living from the seal hunt." </p> 

<p>(Not so) sorry to break it to Senator Hervieux-Payette, but the commercial seal slaughter, which accounts for 97 percent of seals killed each year, is <a target="_blank" href=http://prime.peta.org/2010/03/the-canadian-seal-slaughter-an-expensive-and-bloody-government-boondoggle>not a subsistence trade</a>. Profit from the slaughter barely exceeded C$1 million in 2009, and the average pay for a sealer was just C$200. </p>

According to news reports, tomorrow, in an effort to thumb their noses at the <a target="_blank" href=http://blog.peta.org/archives/2009/07/eu_finalizes_se.php>E.U.'s recent seal-product ban</a>, Canada's parliamentary restaurant will be serving <a target="_blank" href=http://www.ottawacitizen.com/news/Wednesday+chef+special+Hill+seal+meat/2654933/story.html>seal meat to politicians</a> (and in other news, I just threw up a little).</p>

<p>This isn't the first time that government officials have proposed placing the decomposing flesh of a bludgeoned <a target="_blank" href=http://blog.peta.org/archives/2009/11/seal_meat.php>baby seal on their menu</a>, and according to Senator Celine Hervieux-Payette, the bloody feast is meant to demonstrate "the solidarity of the Canadian Parliament behind those who earn a living from the seal hunt." </p> 

<p>(Not so) sorry to break it to Senator Hervieux-Payette, but the commercial seal slaughter, which accounts for 97 percent of seals killed each year, is <a target="_blank" href=http://prime.peta.org/2010/03/the-canadian-seal-slaughter-an-expensive-and-bloody-government-boondoggle>not a subsistence trade</a>. Profit from the slaughter barely exceeded C$1 million in 2009, and the average pay for a sealer was just C$200. </p>

<p>Remember <a target="_blank" href=http://en.wikipedia.org/wiki/Keiko_(orca)>Keiko</a>? As you may recall, Keiko was a wild orca who was captured in Iceland in 1979 and sold to a series of aquariums, where he was forced to perform tricks for food. He became sick and severely depressed. In 1993, after the movie <em>Free Willy </em>prompted a call for his retirement, Keiko was moved to the Oregon Coast Aquarium, where he was rehabilitated before being transferred to an ocean pen in Iceland. For five healthy years he lived free near wild orcas, hunting and catching his own food. At one point, he navigated more than 1,000 kilometers of open ocean as he made his way to Norway before dying in 2003.</p>

<p>After the tragic death of a <a target="_blank" href=http://blog.peta.org/archives/2010/02/captive_whale_kills.php>trainer</a> at <a target="_blank" href=http://blog.peta.org/archives/seaworld/>SeaWorld</a> last month, we called on the park to release Tilly and the rest of the animals the corporation keeps penned up in tiny pools. As a result of our plea, we received calls and e-mails from many people who were all wondering: Is it possible to release a captive animal back into his or her natural habitat?</p>

<p>It's a good question, and those with legitimate concerns about captive animals' ability to fend for themselves will probably also ask: Can the risk of failure outweigh the opportunity to experience freedom? And even if there are risks, don't animals deserve some measure of the freedom they've been denied?</p>

<p>Of course, when we talk about releasing the animals at SeaWorld into the wild, they wouldn't simply be dumped into the ocean. The process would be a considerable undertaking, with marine biologists, animal behaviorists, and scientists involved in the animals' rehabilitation.</p>

<p>For those sea animals whose health or behavior has been too compromised by having spent years—or decades—in cramped, <a target="_blank" href=http://www.peta.org/mc/factsheet_display.asp?ID=63>chemically treated tanks</a>, there's a humane alternative to outright release. Protected sea pens would allow greater freedom of movement; the ability to see, sense, and communicate with their wild cousins and other ocean animals as well as to feel the tides and waves; and opportunities to engage in natural behavior that they've long been denied. At the same time, caregivers would be able to provide food and other needed care. </p>

In a <a target="_blank" href=http://www.theage.com.au/national/meatworkers-joins-forces-with-animal-welfare-activists-20100310-pxfb.html>joint press conference</a> this morning, the Australian Meat Industry Employees Union and the World Society for the Protection of Animals agreed that the live export of sheep who were once abused for their <a target="_blank" href=http://www.savethesheep.com>wool</a> is destroying the nation's economy.</p>

<p>Every year on the <a target="_blank" href=http://www.petatv.com/tvpopup/video.asp?video=live_transport3&Player=flv>grueling journey</a> from Australia to their slaughter in the Middle East, thousands of <a target="_blank" href=http://www.savethesheep.com/animals.asp>sheep</a> endure weeks, and sometimes months, on extremely crowded, disease-ridden ships with little access to food or water and through all weather extremes. Many sheep fall ill, become stuck in feces and are unable to move, or are trampled to death by other sheep. In a <a target="_blank" href=http://www.theage.com.au/national/meatworkers-joins-forces-with-animal-welfare-activists-20100310-pxfb.html>joint press conference</a> this morning, the Australian Meat Industry Employees Union and the World Society for the Protection of Animals agreed that the live export of sheep who were once abused for their <a target="_blank" href=http://www.savethesheep.com>wool</a> is destroying the nation's economy.</p>

<p>Every year on the <a target="_blank" href=http://www.petatv.com/tvpopup/video.asp?video=live_transport3&Player=flv>grueling journey</a> from Australia to their slaughter in the Middle East, thousands of <a target="_blank" href=http://www.savethesheep.com/animals.asp>sheep</a> endure weeks, and sometimes months, on extremely crowded, disease-ridden ships with little access to food or water and through all weather extremes. Many sheep fall ill, become stuck in feces and are unable to move, or are trampled to death by other sheep. <p><strong>A:</strong> A hot dog, according to the meat industry, which <a target="_blank" href=http://groups.google.com/group/ar-news/browse_thread/thread/7b7f4178dd9a1182>recently admitted</a> that it uses dark, firm, and dry (DFD) meat—which "can be the result of prolonged stress in animals prior to slaughter, either because the animals have been underfed, or they are overly fatigued due to transportation and mishandling, or both"—to make "high-quality" products like hot dogs. </p>

<p>Makes perfect sense, right? If an animal is destined for slaughter, why bother treating him or her humanely when you can use his or her underfed and overly fatigued flesh to make hot dogs? I'm thinking that all the <a target="_blank" href=http://www.huffingtonpost.com/2010/02/10/animal-antibiotics-video_n_456514.html>antibiotics</a>, dioxins, and hormones that are loaded into meat have finally gotten to those industry officials' heads. </p>

<p>Instead of chowing down on DFD flesh, maybe they should try some <a target="_blank" href=http://www.gardein.com/>DDF</a> (that's "darn delicious faux") meat instead?</p>

<p><strong>A:</strong> A hot dog, according to the meat industry, which <a target="_blank" href=http://groups.google.com/group/ar-news/browse_thread/thread/7b7f4178dd9a1182>recently admitted</a> that it uses dark, firm, and dry (DFD) meat—which "can be the result of prolonged stress in animals prior to slaughter, either because the animals have been underfed, or they are overly fatigued due to transportation and mishandling, or both"—to make "high-quality" products like hot dogs. </p>

<p>Makes perfect sense, right? If an animal is destined for slaughter, why bother treating him or her humanely when you can use his or her underfed and overly fatigued flesh to make hot dogs? I'm thinking that all the <a target="_blank" href=http://www.huffingtonpost.com/2010/02/10/animal-antibiotics-video_n_456514.html>antibiotics</a>, dioxins, and hormones that are loaded into meat have finally gotten to those industry officials' heads. </p>

<p>Instead of chowing down on DFD flesh, maybe they should try some <a target="_blank" href=http://www.gardein.com/>DDF</a> (that's "darn delicious faux") meat instead?</p>

<p>Back in October, Charles Hambleton—<em>The Cove</em>'s associate producer—got word that the Hump, a trendy L.A. sushi restaurant, was serving whale meat, which is illegal in the U.S. Hambleton's informants sent samples of the sushi to Scott Baker, associate director of the Marine Mammal Institute at Oregon State University, who confirmed that the sample was meat from an endangered Sei whale.</p>

<p>While the consumption of whale meat is practically unheard of in the U.S., it's sold in marketplaces across Japan and is even served in <a target="_blank" href=http://www.seashepherd.org/whales/japan.html>school lunches</a>. All the whale meat consumed by the Japanese comes from the hundreds of whales the Japanese claim to be slaughtering for scientific purposes. </p>

<p>Fast-forward to the week before the Oscars, when Louie Psihoyos—director of <em>The Cove</em>—and the other crewmembers from the film went undercover at the Hump, where they confirmed that the restaurant is still serving whale. </p>

<p>Psihoyos and his team made another visit to the Hump, this time accompanied by federal agents, and were, once again, served whale meat, giving the government officials the evidence they needed to get a warrant to search the restaurant's premises on Friday. </p>

<p>There's been no word yet on what the feds found, but according to the Marine Mammal Protection Act, those charged with possession or sale of marine mammals may face up to a year in prison or a $20,000 fine. In the meantime, is anyone else hoping that all this means that the intrepid moviemaking, sushi-spying heroes will team up for another film to save animals?</p>

And a Government Accountability Office report released Thursday supports Wyatt's claims, admitting that the FSIS has a history of unsuccessfully regulating slaughterhouses and that it is lax in its enforcement of humane slaughtering standards: </p>

<p>This isn't the first time that government officials have proposed placing the decomposing flesh of a bludgeoned <a target="_blank" href=http://blog.peta.org/archives/2009/11/seal_meat.php>baby seal on their menu</a>, and according to Senator Celine Hervieux-Payette, the bloody feast is meant to demonstrate "the solidarity of the Canadian Parliament behind those who earn a living from the seal hunt." </p> 

<p>(Not so) sorry to break it to Senator Hervieux-Payette, but the commercial seal slaughter, which accounts for 97 percent of seals killed each year, is <a target="_blank" href=http://prime.peta.org/2010/03/the-canadian-seal-slaughter-an-expensive-and-bloody-government-boondoggle>not a subsistence trade</a>. Profit from the slaughter barely exceeded C$1 million in 2009, and the average pay for a sealer was just C$200. </p>

<p>With this push to end discrimination, the next logical step for British citizens is clear: Join <a  href=http://www.peta.org.uk/>PETA U.K.</a> and help put an end to <em>every </em>brand of prejudice.</p>
