Greetings from APD- The Association of People with Disability!

For over 50 years, APD has been positively impacting the lives of persons with disability through targeted programmes in Education, Livelihood and Therapeutic support. As a nodal resource centre, APD’s community based rehabilitation programmes aim to create sustainable systems that can provide an inclusive social and economic environment for the disabled.

As always, students from our Shradhanjali Integrated School under their “Therapy through Art” programme have brought the joy and celebration of each month of the year into our 2012 calendar, every page bursting with the energy and colours of festive India and their own hopes and aspirations. Their myriad hues declare that disability is no barrier to their unfettered participation in the vibrant happiness of our seasons and culture. This is an owl on Final Approach. Worth studying the changes in the wing camber, angle of attack, dihedral, and close to landing, the ruffled feathers on the leading edge. Simply great aerodynamics; things that scientists would still find difficult to incorporate.

This is in slow motion (1000 frames per second) so when you start it, you’ll think it isn’t working yet but it is. Talk about power. It is spectacular. Talk about a variable geometry wing....... Are those leading edge feathers pop-up vortex generators at high alpha?

Gorgeous even for us aviators!

National Handicapped Finance and Development Corporation

The National Handicapped Finance and Development Corporation (NHFDC) has been set up by the Ministry of Social Justice & Empowerment, Government of India on 24th January 1997. The company is registered under Section 25 of the Companies Act, 1956 as a Company not for profit. It is wholly owned by Government of India and has an authorised share capital of Rs. 400 crores (Rupees Four Hundred Crore only). The company is managed by Board of Directors nominated by Government of India.

NHFDC functions as an apex institution for channelising the funds to persons with disabilities through the State Channelising Agencies (SCAs) nominated by the State Government(s) .
The corporation provides financial assistance for -

1. wide range of income generating activities to disabled persons.

These are -

For setting up small business in Service/Trading sector :

Loan up to Rs. 3.0 lakh for sales/trading activity and Rs. 5.00 lakh for service sector activity.

The small business, project or activity, for which financial assistance has been sought will have to be operated by the disabled person himself and employing at least 15% disabled persons in his venture.

For purchase of vehicle for commercial activity :

Loan upto Rs. 10.00 lakh.

Purchase of vehicle including auto rickshaw for commercial activity purpose.

For setting up small industrial unit :

Loan upto Rs. 25.00 lakh.

Loan assistance is provided to disabled persons for manufacturing, fabrication and production. The disabled person will be the owner/chief executive of the company and will employ at least 15% disabled persons.

For Agricultural activities :

Loan upto Rs. 10.00 lakh

Loan assistance is provided to disabled persons for agricultural production, irrigation, horticulture, sericulture, purchase of agricultural machinery/equipment for agricultural service, marketing of agricultural products etc.

For self-employment amongst persons with mental retardation, cerebral palsy and autism :

Loan upto Rs. 10.00 lakh

In such cases, the financial assistance is extended through parents or legal guardian or spouse of the dependant mentally disabled person

Eligibility -

Any disabled person who fulfills the following criteria is eligible to apply for financial assistance –

Any Indian Citizen with 40% or more disability.
Age between 18 and 60 years.
Annual income below Rs.5,00,000/- for urban areas and Rs. 3,00,000/- p.a for rural areas.
Relevant educational / technical / vocational qualification/ experience and background.

RATE OF INTEREST

i)	Upto Rs. 50,000/-	- 5% p.a.
ii)	Above Rs. 50,000/- and upto Rs. 5.0 lakh	- 6%p.a.
iii)	Above Rs. 5.0 lakh	- 8% p.a.

A rebate of 1% p.a. on interest to women beneficiaries.

PM's National Defence Fund

The National Defence Fund was set up to take charge of voluntary donations in cash and kind received for promotion of the national defence effort, and to decide on their utilisation. The Fund is used for the welfare of the members of the Armed Forces (including Para Military Forces) and their dependents. The Fund is administered by an Executive Committee, with PM as Chairperson, and Defence, Finance and Home Ministers as Members. Finance Minister is the Treasurer of the Fund and the Joint Secretary, PMO dealing with the subject is Secretary of the Executive Committee. Accounts of the Fund are kept with the Reserve Bank of India. The fund is entirely dependent on voluntary contributions from the public and does not get any budgetary support.

Schemes under the NDF

1. The Prime Minister has approved a scholarship scheme to encourage technical and post graduation education for the widows and wards of the deceased personnel of Armed Forces and Para Military Forces. The scheme is being implemented by the Department of Ex-Servicemen Welfare, Ministry of Defence in respect of armed forces. In so far as personnel of paramilitary forces and Railway Protection force is concerned, the scheme is being implemented by Ministry of Home Affairs and Ministry of Railways respectively.

Salient Features of “PM’s Scholarship Scheme” to be implemented out of National Defence Fund.

a. The scheme will apply to armed forces (including paramilitary forces). Monthly scholarships would be provided to wards of (a) Ex-service personnel (below officer rank only), (b) their widows, (c) widows of personnel died in harness due to causes attributable to line of duty and (d) wards and widows of in service personnel of paramilitary forces and Railway Protection Force. Scholarships would be tenable at technical institutions (medical, dental, veterinary, engineering, MBA, MCA, and other equivalent technical professions with suitable AICTE/UGC approval). For wards of widows and widows of personnel died in harness due to causes attributable as at (b) and (c) above, there will be no rank restrictions. The scheme would extend to the wards of all para-military forces also. As such, 4000 scholarships will be for the forces controlled by the Ministry of Defence and 1000 scholarships for the forces controlled by Ministry of Home Affairs and others.

b. The scholarship will be Rs.1250 per month for boys and Rs.1500 per month for girls. The scheme has been inaugurated by the Prime Minister on 14th November, 2006. So far, 17532 boys and girls have been benefited from scheme as fresh cases. Scholarships for 11127cases of boys and girls has been renewed.

2. The Prime Minister during his visit to the Siachen Base Camp has announced the installation of a CT Scan Machine in the hospital at Siachen for providing medical attention to jawans, and two large home theatres for their entertainment, at a cost of Rs.6 crore. Funds for the Home Theaters have been placed at the disposal of Ministry of Defence. CT scan machines have been installed by Ministry of Defence from their own resources.

3. The Prime Minister during his programme on board INS Viraat had announced upgradation of medical and fitness facilities on the aircraft carrier. Ministry of Defence is working in the matter. On the basis of recommendation of Ministry of Defence, Rs 35.15 lakh has been released.

4. The Prime Minister had sanctioned a grant of Rs. 7.53 crore for up gradation of three institutions i.e. Queen Mary's Technical Institute, Kirkee, Pune, and Paraplegic Rehabilitation Centre, Mohali engaged in the rehabilitation of disabled soldiers. Funds have been placed at the disposal of the Ministry of Defence.

5. Prime Minister has sanctioned one time grant of Rs 1.44 crore for the construction of Community Hall- cum – Museum and Library at Kuki Inn Complex, Imphal. Funds have been placed at the disposal of Government of Manipur.

6. Prime Minister during his visit to Arunachal Pradesh has announced a grant of Rs.90 lakh for Improvement of transit facilities in 2 Division Area (to include kitchen equipment and living accommodation) in Dehan, Senge, Likabali and Missamari and improvement of Communication facilities in RALP (Rest of Aruncahal Pradesh) Area (Purchase of Secure Satellite Communication in Subansiri Valley, Siang Valley, Seam Valley, Lohit Valley and Debang Valley. Funds have been released.

7. Prime Minister has sanctioned an amount of Rs 20 crore to the National Security Guard Central Welfare Fund to augment the corpus. The funds would be used to carry out welfare activities, and also meet any expenditure on ex-gratia grants. Funds have been place at the disposal of the NSG Headquarters.

8. Annual grant of Rs. 15 lakh released to the SPG Family Welfare Fund to undertake various welfare activities for the benefit of its personnel and their families.

Shaurya Chakra awardee PV Manesh feels let down by nation

Shaurya Chakra awardee PV Manesh from Kannur was paralysed after he was hit by a grenade in his head during the terror attack on Oberoi Hotel in Mumbai. But before a grenade fell on his helmet, he shot dead a terrorist. A splinter is still lodged in his brain.

Manesh recalls that his commando team was airdropped on the roof of Hotel Oberoi in the early morning hours of November 28, 2008.

“We started from the top and raided each room. We rescued around 40 people who were trapped inside their rooms. When I reached Room No 203, I sensed the presence of terrorists. After blasting the doors when I first entered, I saw the tip of an AK47 rifle behind a curtain. In a split second, I fired and killed that terrorist. Then I saw the second man hurl grenade at me. Shooting him, I dived to catch the grenade. But it fell on my helmet,” he narrated his near-death experience.

Manesh fell down and his US made helmet was broken into three pieces. The terrorist who threw the grenade was neutralised by Manesh’s colleague. Manesh was in coma for four months. He regained the capacity to speak after six months. Three shrapnel pierced his head. Two were removed and Manesh lives with one inside his head now. “Let it be there. I am used to it,” laughs the brave soldier.

His Shaurya Chakra citation says: “For his undaunted valour, resolute determination and dedication towards the mission beyond the call of duty, Naik PV Manesh was awarded ‘Shaurya Chakra.”But now Manesh has been forgotten by the nation.

His employers will not reimburse his treatment cost citing “blind rules” and he can’t even get a confirmed train ticket. Manesh says his doctors have advised that Ayurveda was his last hope. “I have to travel by train every fortnight to a hospital 300 km away in Ottapalam in Palakkad district for treatment, which costs Rs. 2,000 every time,” he said. “Some time I don’t get train reservations. I was once even asked by the ticket collector to get off the train,” he said.

Talking to The Pioneer on phone from his home village Azheekode in Kannur, Manesh narrates his sad tale. “The right side of my body is completely paralysed. After year-long treatment at Army hospitals in Delhi and Mumbai, I returned to my hometown. All the doctors advised me to undertake Ayurvedic treatment. Ayurveda is the last resort for me and the treatment is helping,” he said. “But unfortunately, my treatment expenses of Rs. 2,000 per visit can’t be reimbursed, simply because Army rules won’t permit such reimbursement for Ayurveda. It is not an approved treatment system in the forces. What am I to do? I have tried my level best,” laments the 35-year-old former NSG commando.

Manesh is now rehabilitated in his parent force Indian Army’s Madras Regiment as a Naik. The Army provides him full salary of a serving staff. For the past one year, Manesh is undergoing treatment at Karuna Hospital in Ottapalam in Palakkad district, a well-known private Ayurveda hospital in the State.

“They don’t take any consultation fee from me. But I have to pay 2,000 for medicines per visit. “It would be fine, if the Government and forces reimburse the cost of Ayurvedic treatment. I believe in Ayurveda. I was wheel-chair bound when I reached the hospital one year ago. Now I can walk at least 100 metres at a stretch with the help of a walking stick,” says the brave soldier.

Manesh fumes when he talks about his railway journey to the hospital. “As I am a Shaurya Chakra awardee, the Army granted me free travel rail pass along with a companion. We are entitled first class travel. But the problem is we never get confirmed reservation. Doctors insist prompt attendance. Most of the time, I travel on an unreserved ticket. I can’t stand for long time as my right side from head to leg is paralysed. Some people who recognise me offer their seats,” he said.

Then he went on to narrate what has left a deep wound on his psyche. “Once, I was asked to get out of the compartment, as I had no reservation. That was the day, I cursed myself. I thought for whom I have ruined my life,” says Manesh in a choking voice. Manesh now lives at his ancestral home with his aged parents, unemployed wife Sheema, and their four-year-old son Yadukrishnan. “Now I am engaged in the construction of our new home. Recently I took a loan of Rs. 10 lakh from Federal Bank. I spend time with friends. It is sad to hear about the recent attack in Mumbai. It takes me to 26/11 operation days,” say Manesh

“I have no regrets in life. I am proud to get Shaurya Chakra,” he said, and then added, “I have a wish. I want to go to the Oberoi Hotel with my wife and kid once in my life. One day I will.”

Tech: "Yes, it is. How may I help you?"
Caller: "The cup holder on my PC is broken and I am within my warranty period. How do I go about getting that fixed?"
Tech: "I'm sorry, but did you say a cup holder?"
Caller: "Yes, it's attached to the front of my computer."
Tech: "Please excuse me if I seem a bit stumped, it’s because I am. Did you receive this as part of a promotion, at a trade show? How did you get this cup holder?
Does it have any trademark on it?"
Caller: "It came with my computer; I don't know anything about a promotional. It just has '12X' on it." At this point the Tech Rep had to mute the caller, because he couldn't stand it.
The caller had been using the load drawer of the CD-ROM drive as a cup holder, and snapped it off the drive!

An F-111 was flying escort with a B-52 and generally making a nuisance of himself by flying rolls around the lumbering old bomber.

The message for the B-52 crew was, "Anything you can do, I can do better."

Not to be outdone, the bomber pilot announced that he would rise to the challenge.

The B-52 continued its flight, straight and level, however.

Perplexed, the fighter pilot asked, "So? What did you do?"

"We just shut down two engines." Can You?

Catholic Sardar

Each Friday night after work, Sardar would fire up his outdoor grill and cook a tandoori chicken and some meat kebabs.

But, all of his neighbors were strict Catholics ... and since it was Lent,they were forbidden from eating chicken and meat on a Friday.

The delicious aroma from the grilled meats was causing such a problem for the Catholic faithful that they finally talked to their Priest.

The Priest came to visit Sardar and suggested that he become a Catholic. After several classes and much study, Sardar attended Mass... And as the priest sprinkled holy water over him, he said, You were born a Sikh, and raised a Sikh, *but now*, *you are a Catholic*."

Sardar's neighbours were greatly relieved, until Friday night arrived. The wonderful aroma of tandoori chicken and meat kebabs filled the neighbourhood.

The Priest was called immediately by the neighbors and, as he rushed into Sardar's backyard, clutching a rosary and prepared to scold him, he stopped and watched in amazement.

There stood Sardar, holding a small bottle of holy water which he carefully sprinkled over the grilling meats and chanted: "Oye, you were born a chicken, and you were born a lamb, you were raised a chicken and you were raised a lamb,*but now you are a potato and tomato"*..!!!!

Drunk Animals ( Reminds Me of You)

Animals Are Beautiful People is a 1974 nature documentary about the wildlife in Southern Africa. It was filmed in the Namib Desert, the Kalahari Desert and the Okavango River and Okavango Delta. It was produced for cinema and has a length of slightly more than 90 minutes.

This South African film tells about life in these areas in a humorous way. It was directed and written by Jamie Uys, who is most famous for his later film The Gods Must Be Crazy.

This is one of the scene from the documentary, where wild animals go conky after eating rotten, fermented fruit of the Marula tree. Reminds me of some of my dear friends. R u here?

Madeira Airport (IATA: FNC, ICAO: LPMA), (informally known as Funchal Airport, and formerly known as Santa Catarina Airport), is an international airport located near Funchal, Madeira, Portugal. The airport controls national and international air traffic of the island of Madeira. It was first opened on 18 July 1964 with two 1,600m runways.

Originally, the airport runway was something of a spectacle for its outrageously short length. Being that it was surrounded by the ocean on one side and mountains on the other, even the most skilled pilots had a hard time pulling planes in to land. Of course, the fact that the original length was a mere 1600 meters only added to the danger of using the airport's runway.

It was extended by 200 metres (660 ft) 8 years after the TAP Portugal Flight TP425 incident of 1977 and subsequently rebuilt in 2000, almost doubling the size of the runway, building it out over the ocean. Instead of using landfill, the extension was built on a series of 180 columns, each being about 70 metres (230 ft) tall.

After it was completed, the Madeira Runway extension won the Outstanding Structures Award by the International Association of Bridge and Structural Engineering. This is considered the "Oscar" for engineering structure in Portugal. The new runway is widely celebrated as a great feat in architecture due to its sheer size and the amount of labor it took to erect it.

The total construction costs for the extension amounted to more than 500 million Euros, a small price to pay considering pilots and passengers can now land without fear. The new airport runway can accommodate all kinds of commercial and private aircraft and more than three million passengers per year.

Aircraft Detection before Radars

Prior to the invention of radar, there were a lot of contraptions built to listen for approaching aircraft. These were somewhat like PASSIVE SONAR.

Mobile Locator U.S. Army (early 40's)

Four-"ears" locator. Date and manufacturer unknown.

French locator, from the 30's

England, in 1930 70 meters Locator-wall. Could "hear" aircraft flying at a distance of 100 km
