Evaluation of Water Supply Projects: An Economic Framework

Water is a basic human need. Irrigation, industry, municipal supply, salinity control and recreation are just few among water's multitude of uses. Over the years, the needs of a rapidly growing population for water supplies resulted in a continuing increase in demand for water facilities ranging from simple shallow wells in rural areas to piped systems in urban areas. Since everyone needs access to potable water, water supply projects are almost always included in the development program of most developing countries.

The Economic Benefits of Potable Water Supply Projects to Households in Developing Countries

In this report the authors argue that there is a need for both improved procedures and better practice in the estimation of the economic benefits of water supply projects. The authors discuss the concept of "economic benefits" in the water supply sector, and then present several approaches that can be used to estimate the economic benefits to households of potable water supply improvements. The selection of the appropriate approach to use in a given situation will depend on the time and budget constraints of the analyst doing the economic analysis.

A wastewater treatment plant is often planned as one small part in a greater system to manage ambient water quality. Indeed, that is probably the best role for wastewater treatment, since the benefits of treatment are not secured unless all current and future pollution sources nearby are also controlled. When a comprehensive and effective system for managing water quality is in place, economic analysis of an individual treatment plant will not reveal the full motivation or justification for a plant.
