Purpose

The post holder has responsibility for the development, implementation and maintenance of effective Programme Control Management for the delivery of the Pre-Operations Phase Programme of the Hyderabad Metro Operations and Maintenance Contract.

The Pre-Operations Phase consists of:

Advising and assisting the Metro owner during the design and build phase of the Project on matters impacting future operations and maintenance of the metro
Participation in the inspection, testing, commissioning and handover of assets from the system and equipment suppliers
Achieving operational readiness through the development, consultation, approval and publication of all of the necessary operations and maintenance procedures

The role is accountable to the Programme Director and will be responsible for leading the employers team in developing the details of the programme mandate and deliverables (SMART outcomes) and agreeing the work breakdown structure, milestones and work-stream inter-dependencies to achieve these.

The post holder will then create and manage the internal to employer Programme Control and Reporting arrangements (including the monitoring and reporting of the Contract’s financial results), and proactively interact with the client’s overall Project integration programme management team ensuring that changes in programme and/or deliverables caused by third parties are understood, the implications documented, agreed and communicated and employers commercial position under the Operations and Maintenance contract protected

Duties and Responsibilities (What you need to do)

Develop, consult and agree with the contract management team the Programme for the Pre-Operations Phase of the Contract deploying the principles of employers “Managing Successful Programmes” best practice approach to all elements of Programme Management
Create, maintain and communicate the relevant elements of the overall Programme to all Contract team members, and customise reporting requirements and templates for individual work-stream leaders/plan holders, providing appropriate guidance and support in order for the whole Programme Control arrangements to be implemented effectively and efficiently, and in a manner in which Contract team members appreciate and realise the added value of the process controls
Create, maintain and communicate the Contract Compliance and Reporting Matrix/Arrangements - .ensuring that reports for the client are produced and submitted on time, and actions emerging from the review of reports and other submissions made to the Client are documented, progressed and closed out
Ensure that internal Document Control arrangements are professionally implemented, maintained and audited

Purpose

The team is responsible for reviewing, commenting on and recommending changes to the design specification for a new build metro in India. This role provides specialist civil engineering/structures/permanent way advice as an input to the Metro Owner and its professional engineers. Reviews proposed designs and specifications from a whole life perspective and supports inspection, testing and commissioning of relevant assets and systems

Duties and Responsibilities (What you need to do)

Participate in the development of the Metro system design philosophy in order to ensure that the Operations and Maintenance perspective is allowed for – in particular identifying and recommending elements that will impact on safety,maintainability, customer service, environmental impacts and whole life costs
Review proposed designs and specifications provided by the Metro Owner and its System Suppliers and comments/provides technical recommendations for improvements from the Operations and Maintenance perspective
Develop asset management plans, and the associated asset maintenance plans for civil, structure, and permanent way (track) assets
Participate in and provide inputs to the Metro Operations and Maintenance Risk Assessment and Management Planning including the Safety Case
Identify tasks and their associated risks that will require to be undertaken by the civil/structure/permanent way maintenance organisation and develop inputs for Organisational Design, and to feed in to the Competency Management System Witness tests carried out by the system suppliers and participate in testing and commissioning activities in order to advise on the fitness for purpose of the relevant assets and the readiness for handover to the Operations and Maintenance company
contribute to the wider Operations and Maintenance Project Team to ensure that the services provided to the client lead to delivery of a sustainable, world-class metro operation

Knowledge, Skills, and Experience (How you need to do)

Understanding of metro systems and the interdependencies between the asset types – in particular track/structures/civil engineering with train operations and signalling and control systems
Design standards and specifications applicable to Metro systems in regards to track/structures/civil engineering
Risk assessment techniques and their application to the residual risk transfer between the design and build phase and the operations and maintenance phase of new build schemes
Maintenance management system requirements and detailed appreciation of civil/structures/permanent way maintenance work specifications
Understanding of failure management policies, plans and procedures in a Metro environment
