Dicen que Dios, en divina osadía,

moldeó a la mujer con arte y poesía.

No quiso crear una igual a otra más,

y al hombre le dio un mapa sin final.

Con manos de viento, con dedos de fuego,

formó mil paisajes de amor y de juego.

Algunos montes erguidos, señeros,

otros suaves, como valles sinceros.

Hay cumbres altivas, de formas complejas,

con rocas brillando en sus cimas viejas.

Hay pechos pequeños, como dulces laderas,

que al tacto del alma se tornan primaveras.

Y en cada ombligo, una brújula oculta,

que al explorador la pasión le resulta.

Más abajo, mares de misterio y luz,

Preamble

We, the people of this great nation, in order to address the challenges and injustices that have emerged in our society, to ensure transparency, equity, and fairness in our political and legal systems, and to promote the well-being and happiness of all our citizens, do hereby establish and ordain this Constitution.

Recognizing the urgent need to combat corruption, ensure honesty in political discourse, reform our judiciary and legislative systems, and create a government that truly serves its citizens, we commit to creating a society that maximizes the happiness and wellbeing of all people.

Article I: Fundamental Rights and Principles

1. Inalienable Rights

• Every person has the right to life, health, freedom, freedom from hunger, the pursuit of love, and the pursuit of happiness

• The government exists to protect and enhance these rights

• Laws must favor those most affected by them

2. Accountability and Transparency

• It is illegal for public servants to lie to the electorate

• All government actions and deliberations shall be public and accessible except when it is clearly not in the national interest

• No law shall exceed 10 pages (8x11 format, font size 11)

• The law shall punish those who infringe on others' rights, not dictate how citizens live their lives

• Future Generations Advocate - A constitutional office representing the interests of future citizens in present-day decisions

• Basic Needs Guarantee - Constitutional provisions ensuring minimum material conditions for dignity

• Subsidiarity Principle - Decisions made at the lowest practical governmental level to maximize responsiveness

Article II: Governmental Structure

Section 1: Triumvirate System

1. Government shall be organized in multiple triumvirates based on:

• Areas of expertise (e.g., Education, Healthcare, Infrastructure)

• Regional representation

• Each triumvirate consists of three elected officials who make decisions collectively

2. Creation and Dissolution

• Congress shall have the power to create and remove Triumvirates

• Members shall be appointed by general election by accredited members of the relevant professional class

Section 2: Terms of Office

1. Limited Service

• 1 to 4 year terms, renewable for up to two decades maximum

• 90-day recall provision allowing citizens to evaluate performance

• No incumbent automatically becomes a candidate without primaries

• No incumbent may hand-pick a successor

2. Compensation

• No public officer shall vote on their own remuneration

• Public officers shall be compensated at two times the median household income

• Officers receive a 1% bonus for every 1% the nation's median happiness grows annually

• "National Stock Option Plan": Officers receive 1% of their salary for every 1% median happiness improvement measured 10 years after leaving office, for life or 20 years from being elected, whichever comes first

Section 3: Elections

1. National Representatives

• Each citizen votes for their preferred representatives nationwide

• The top 100 candidates with the most votes are elected

• Second round voting ensures minority representation

• Progressive election circles: candidates must first win approval from those who know them best before making it to larger electoral districts

2. Informed Voting

• Voter knowledge tests on specific issues, with votes weighted by test performance

• Local representative system where citizens can delegate votes to trusted proxies

3. Proportional Representation

• Electoral votes proportional to popular vote within states

• Elimination of swing state advantage

• Multiple rounds of voting to ensure minority representation

Article III: Legislative Process

Section 1: Qualification Requirements

1. Knowledge Testing

• Every public servant must pass a test on each bill with 80% or higher to vote on it

• Tests must be taken personally without aid but the bill itself

Section 2: Voting Methods

1. Multiple-Choice Legislative Voting

• Legislators choose among competing solutions rather than simple yes/no votes

• Bills addressing the same issue are grouped together for competitive voting

• Each legislator submits a distribution of the agreed-upon total budget

• Defense budget cannot exceed 25% more than the next highest military budget worldwide

• Citizens may allocate a portion of their tax payments directly to PGEs

• PGEs compete in an open marketplace of public services

• Funding proportional to the square of supporting taxpayers to encourage broad-benefit initiatives

• Regular assessment of national median happiness and wellbeing

• Transparent reporting of happiness metrics

• Government actions explicitly evaluated by their impact on inalienable rights and median happiness

• Long-term incentives for public officials tied to sustained improvements in national wellbeing

• Systematic elimination of policies that reduce median happiness without compelling justification
