इसके बावजूद भारत विभाजन ने पंजाब, बंगाल, दिल्ली तथा देश के कई अन्य हिस्सों में हिन्दूओं, मुस्लमानों तथा सिखों के बीच हुए दंगों और मारकाट के कारण सांप्रदायिता का ऐसा बीज बो दिया जिसे पनपने से रोकने के लिए राजनीतिक नेतृत्व ने कोई ठोस प्रयास ही नही किये। आजाद भारत में एक दशक बाद ही साल 1961 में मध्यप्रदेश के जबलपुर शहर को सांप्रदायिक दंगों ने जकड़ लिया था इसके बाद से अब तक न जाने कितने ही सांप्रदायिक दंगे हो चुके है। 1969 में गुजरात के दंगे हो या 1984 में सिख विरोधी हिंसा, 1987 में मरेठ शहर में दंगा जो दो महीने तक चलता रहा जिसमें कई निर्दोष लोग को अपनी जान गंवानी पड़ी। 1989 में भगलपुर का दंगा या 1992 -93 में हुए दंगे कितनी ही जान-माल की क्षाति उठानी पड़ी। 2002 के गुजरात दंगे और 2008 में कंधमाल की हिंसा या अभी पिछले एक महीने से सुलग रहा बरेली हो या फिर असम जिसमें लाखो लोग बेघर हो गए है।

सांप्रदायिक दंगों के कारण मानवता को इतना गहरा अघा्त लगता है कि उससे उबरने के लिए कई कई दशक लग जाते है। दंगों की चपेट में आए परिवारों का सब कुछ तहस नहस हो जाता है। रोज-रोटी की समास्या अलग से खड़ी हो जाती है। कंधमाल में चार साल पहले हुए दंगो के चलते हजारों घर जला दिये गए। यह सांप्रदायिक दंगे ईसाइयों और गैर ईसाई अदिवासियों के बीच हुए थे। दोनो ही वर्गो को जान-माल का भारी नुकसान उठाना पड़ा। विदेशी लेखक माइकल पारकर ने अपनी पुस्तक ‘‘हारविस्ट ऑफ हेट -कंधमाल इन क्रॉसफायर’’ में इन दंगों के बाद लोगो के सामने खड़ी कठनाइयों और दंगा भड़कने के कारणों का जिक्र किया है।

सांप्रदायिक हिंसा के पीड़ितों के लिए न्याय पाना और जीवन को दोबारा पटरी पर लाना बेहद कठिन होता है। सरकार एवं सरकारी मशीनरी मारे गए लोगों और हुए नुकसान की भरपाई के लिए मामूली मुआवजा देकर मामले से पीछा छुड़ा लेते है इसके बाद पीड़ितों का शोक-गीत सुनने वाला कोई नही होता। कंधमाल के ईसाई इस ममाले में थोड़े खुशनसीब निकले कि चर्च ने उनका जीवन दोबारा पटरी पर लाने के लिए राहत और पुर्नवास पर करोड़ों रुपये खर्च किये है। सरकार द्वारा दी जाने वाली बीस से पचास हजार की मदद के इलावा चर्च ने अपनी तरफ से तीस हजार रुपये प्रत्येक ईसाई परिवार को मुहैया करवाए है। कंधमाल हिंसा में पीड़ित ईसाई परिवारों के नाम पर चर्च संगठनों ने विश्व के कई देशों से अनुदान प्राप्त किये। कैथोलिक ले-मैन ने मांग की है कि प्रत्येक चर्च-कैथोलिक,प्रोंस्टेंट,इवैंजेंलिक और पेंटीकॉस्ट को कंधमाल में 2007 से अब तक किये गए खर्च का ब्योरा तैयार करने की जरुरत है। जाहिर है कि आर्थिक मदद करने वाली एजेंसियां और देश और दुनिया भर के लोग यह जानना चाहेंगे कि उनके दान किए धन से पीड़ितों को कितना लाभ हुआ। उल्लेखनीय है कि इन चर्चो ने दुनिया भर के ईसाई देशों से कंधमाल पीड़ितों के नाम पर इक्कठा किये गए धन का आज तक कोई लेखा-जोखा देश के सामने नही रखा है।

सांप्रदायिक हिंसा के दौरान और बाद में विभिन्न धर्मो-वर्गो की संस्थाए एवं राजनीतिक तंत्र अपने वर्ग के प्रभावित लोगों की सहायता के लिए सक्रिय हो जाता है वह अपने-अपने समुदाय के लोगों को लेकर राहत कैंप और उनके पुर्नवास की व्यवस्था करने के लिए धन संग्रह करने में जुट जाते है। सरकारे पीड़ितो से अपना पल्ला छुड़ाने के लिए इस तरह के धुव्रीकरण को शाह देती है जिससे हिंसा प्रभावित लोगो में आपसी भाईचारा पनपने की जगह और अलगाव बढ़ने लगता है। 2002 की गुजरात हिंसा और 2008 की कंधमाल हिंसा इसके प्रत्यक्ष प्रमाण है।

क्या कारण है कि एक धर्मनिरपेक्ष देश में साप्रदायिकता की आग ठंडी होने के स्थान पर लगातार सुलगती ही जा रही है वह भी ऐसे देश में जिसका अपना कोई आधिकारिक धर्म नहीं है। 42वें संविधान संशोधन द्वारा इसे और मजबूती दी गई है। इसके बावजूद कुछ राजनीतिक दलों द्वारा सत्ता पाने के लालच में कुछ धर्मो एवं सांप्रदायों को बढ़ावा देने के आरोप लगते रहे है। कांग्रेस पार्टी ने अपने 84वें अधिवेशन में सांप्रदायिकता के विरुद्ध प्रस्ताव पास कर हल्ला बोलने की घोषणा की थी लेकिन वह धरातल पर ऐसा करती कहीं दिखाई नही देती। पिछले साल बरेली में हुई सांप्रदायिक हिंसा पर कई मुसलमान बुद्धजीवियों ने कांग्रेस की तरफ अुंगली उठाई थी। उनका मानना था कि सांप्रदायिक हिंसा में धर्म से ज्यादा राजनीति का रोल है।

हालही में प्रधानमंत्री मनमोहन सिंह ने असम का जिक्र करते हुए कहा है कि सांप्रदायिक हिंसा देश की मिली जुली संस्कृति पर हमला है और इससे कड़ाई से निपटने की जरुरत है। आज जरुरत इस बात की भी है कि सरकार ऐसे सांप्रदायिक दंगो से निपटने के लिए एक विशेष ढांचा देश के नगरिकों की सहयता से खड़ा करे। यह दुखद है कि पिछले छःह दशकों से हम ऐसे किसी प्रयास की और नही बड़े है। हमने केवल राजनेताओं और कुछ गिने चुने मुठ्ठी भर (सवा करोड़ की आबादी में से डेढ़ सौ) लोगो को लेकर राष्ट्रीय एकता परिषद खड़ी कर ली है। जिसकी बैठक बुलाने में महीनों ही नही साल लग जाते है। सरकारी छत्रछाया में चलने वाली राष्ट्रीय सलाहकार परिषद में भी ऐसे लोग भर दिये जिनकी कार्यशैली पर देश का बहुसंख्यक अंगुली उठा रहा है।

सांप्रदायिक हिंसा एवं दंगों से निपटने और विभिन्न सांप्रदायों, वर्गो, धर्मो एवं समूहों के बीच आपसी सौहार्द बनाए रखने के लिए जिला, ब्लाक, शहर, गांव स्तर तक की समितियां बनाई जानी चाहिए। ऐसी समितियों में शामिल किये जाने वाले व्यक्तियों को सरकारी तौर पर मानदेय उपलब्ध करवाया जाना चाहिए और उनकी प्राथमिकता अपने क्षेत्र में आपसी सौहार्द को बनाये रखना होना चाहिए। किसी भी देश के विकास के लिए परस्पर सांप्रदायिक सौहार्द का होना बेहद जरुरी है अगर हम अपने बजट का कुछ मामूली हिस्सा खर्च करके कोई ऐसा तंत्र विकसत करने में सफल होते है तो यह देश और समाज दोनो के हित्त में होगा।

असम में मौजूद अवैध बांग्लादेशी मुसलमान जिन्हें रिन्गिया के नाम से भी जाना जाता है, दरअसल जमात-ए-इस्लामी संगठन के कट्टर समर्थक माने जाते हैं। जमात-ए-इस्लामी के बारे में किसी को कुछ बताने की ज़रूरत नहीं है। इस संगठन की पैदाइश ही भारत को अस्थिर करने के मकसद से की गई है। इन रिन्गिया मुसलामानों को कुछ माह पहले म्यामार से भी खदेड़ा गया था और बांग्लादेश भी इन्हें अपनाने के लिए तैयार नहीं है। चूँकि ये बांग्लादेश की सरकार के घोर विरोधी माने जाते हैं अतः इनका बांग्लादेश में बसना नामुमकिन है। हाँ, असम से लगी बांग्लादेश की सीमा से इनका भारत में अवैध रूप से बसना और वोट बैंक के लालची नेताओं का इन्हें आश्रय देना ही असम हिंसा का कारण है।

ज़रा सोचिए, इन मुसलामानों को कई देश उनकी कट्टरता के कारण अपनाने से इंकार कर चुके हैं और जो अवैध रूप से भारत में डेरा जमा चुके हैं, उनके हितों की लड़ाई के लिए देश का मुसलमान देश से की संपत्ति को नुकसान पहुंचाने से लेकर इसकी एकता और अखंडता को खंड-खंड करने पर उतारू है| वैसे देखा जाए तो इसमें भारत के मुसलमान का दोष कम ही दिखाई देता है| उसे तो भड़काकर राजनीतिक लोग अपने हित-साधन करते हैं| उदाहरण के लिए असम की एक छोटी सी पार्टी एआईयूडीएफ का अध्यक्ष और धुबरी से सांसद बदरुद्दीन अजमल भारतीय मुसलामानों को भड़काने का काम कर रहा है और सरकार वोट बैंक के लालच के तहत इस पर कोई कार्रवाई नहीं कर रही| यहाँ तक की लोकतंत्र के मंदिर संसद में भी इसकी ज़हर उगलती जुबान ने सरकार की भीरुता को प्रदर्शित किया है| अपने वक्तव्य में इसने कहा है कि "गैर बोडो लोगों को असम से खदेड़ने की साजिश रची गई है| मृतकों में अधिकाँश अल्पसंख्यक हैं और शरणार्थियों में भी उनकी संख्या अधिक है| इसमें बोडोलैंड पीपुल्स का हाथ है और मुख्यमंत्री उनकी सहायता कर रहे हैं| यदि असम को हिंसा मुक्त करना है तो तरुण गोगोई को तुरंत मुख्यमंत्री पद से हटाना होगा वरना असम ऐसे ही जलता रहेगा|"
इस देश के दुश्मन की जहर उगलती जुबान को काबू में रखने की पहल तो दूर सरकार उसके दिखाए मार्ग पर चल रही है और असम में अल्पसंख्यकों को सुरक्षा मुहैया करवाई जा रही है| वैसे बता दूं कि यह अजमल असम के जिस क्षेत्र से सांसद है वहां की अधिसंख्य आबादी अवैध बांग्लादेशी मुसलमानों की है जिनकी दम पर यह संसद पहुंचा है| ज़ाहिर है उनका पक्ष लेकर यह अपना वोट बैंक ही बढ़ाएगा किन्तु असम को इतने जख्म दे देगा कि उसकी पहचान का ही संकट खड़ा होगा| पाकिस्तान के पूर्व प्रधानमंत्री जुल्फिकार अली भुट्टो ने अपनी किताब में एक बार कहा था कि असम के बिना पूर्वी पाकिस्तान की कल्पना अधूरी है और लगता है जैसे अजमल भुट्टो के कहे को सच में तब्दील करना चाहता है| पूर्वी पाकिस्तान का अस्तित्व तो बांग्लादेश के रूप में सामने आया है लेकिन असम को बांग्लादेश में मिलाने की इस्लामी साजिश को अजमल जैसा नापाक शख्स अंजाम देगा इसकी कल्पना भी किसी ने नहीं की होगी|

२००१ की जनगणना के अनुसार देश में ४ करोड़ बांग्लादेशी मौजूद थे| आई बी की ख़ुफ़िया रिपोर्ट के मुताबिक़ अभी भी भारत में करीब डेढ़ करोड़ से अधिक बांग्लादेशी अवैध रूप से रह रहे हैं जिसमे से ८० लाख पश्चिम बंगाल में और ५० लाख के लगभग असम में मौजूद हैं| वहीँ बिहार के किसनगंज, साहेबगंज, कटियार और पूर्णिया जिलों में भी लगभग ४.५ लाख बांग्लादेशी रह रहे हैं| राष्ट्रीय राजधानी क्षेत्र दिल्ली में १३ लाख बांग्लादेशी शरण लिए हुए हैं वहीँ ३.७५ लाख बांग्लादेशी त्रिपुरा में डेरा डाले हैं| नागालैंड और मिजोरम भी बांग्लादेशी घुसपैठियों के किए शरणस्थली बने हुए हैं| १९९१ में नागालैंड में अवैध घुसपैठियों की संख्या जहाँ २० हज़ार थी वहीँ अब यह बढ़कर ८० हज़ार से अधिक हो गई है| असम के २७ जिलों में से ८ में बांग्लादेशी मुसलमान बहुसंख्यक बन चुके हैं| १९०१ से २००१ के बीच असम में मुसलामानों का अनुपात १५.०३ प्रतिशत से बढ़कर ३०.९२ प्रतिशत हो गया है|
जाहिर है इन अवैध मुस्लिम बांग्लादेशी घुसपैठियों की वजह से असम सहित अन्य राज्यों का राजनीतिक, आर्थिक व सामाजिक ढांचा प्रभावित हो रहा है| हालात यहाँ तक बेकाबू हो चुके हैं कि ये अवैध मुस्लिम बांग्लादेशी घुसपैठिये भारत का राशन कार्ड इस्तेमाल कर रहे हैं, चुनावों में वोट देने के अधिकार का उपयोग कर रहे हैं व सरकारी सुविधाओं का जी भर कर उपभोग कर रहे हैं और देश की राजनीतिक व्यवस्था में आई नैतिक गिरावट का जमकर फायदा उठा रहे हैं| दुनिया में भारत ही एकलौता देश है जहां अवैध नागरिकों को आसानी से वे समस्त अधिकार स्वतः प्राप्त हो जाते हैं जिनके लिए देशवासियों को कार्यालयों के चक्कर लगाना पड़ते हैं| यह स्वार्थी राजनीति का नमूना नहीं तो और क्या है? यह तथ्य दीगर है कि इन घुसपैठियों की वजह से पूर्व में भी कई बार असम ही नहीं बल्कि पूर्वोत्तर राज्यों में साम्प्रदायिक सद्भाव बिगड़ा है|
असम में निवास करने वाले सभी मुस्लिम अवैध बांग्लादेशी घुसपैठी नहीं हैं किन्तु यह भी सच है कि असम का एक बड़ा जनसंख्या वर्ग यह स्वीकार करता है कि उनके राज्य में अवैध मुस्लिम बांग्लादेशी घुसपैठियों की तादात अनुमान से कहीं अधिक है जिसे लेकर सरकार ने कभी गंभीरता नहीं दिखाई है| इसे ऐसे भी समझा जा सकता है कि राज्य के अत्यधिक हिंसा प्रभावित जिलों में बड़ी संख्या में अवैध मुस्लिम बांग्लादेशी घुसपैठी परिवार रहते हैं जिन्होंने स्थिति को इतना बिगाड़ दिया है कि राज्य शासन हिंसात्मक गतिविधियों को रोकने में असहस नज़र आ रहा है।
