The Center for Arizona Policy, a conservative nonprofit, also advised on the bill. “I’m really glad that religious freedom has been expanded in Arizona,” said Matt Bowman, an attorney with the Alliance Defense Fund who worked on drafting the bill. Bowman told the Register that the new state law “empowers” Arizona residents to challenge the looming federal mandate that all employers, including many religiously affiliated entities such as schools and universities, provide all federally approved forms of birth control by next summer. “When states like Arizona protect the religious freedom of their citizens, they empower those citizens to go into court to protect their fundamental rights.
