Road accidents are a global problem that needs the approach of relevant parties to manage and reduce its effects. According to the Global Status Report on Road Safety 2013, issued by the World Health Organisation, W-H-O, 88 countries have managed to reduce the number of deaths from road accidents. Despite various efforts, around 1.24 million lives are estimated to have been lost to road accidents every year.

This shows that efforts need to be stepped up to reduce road accidents. The W-H-O also estimates that by the year 2020, deaths from road accidents will be the third cause of death after heart disease and depression. The Minister of Communication was speaking at the launch of the World Telecommunications and Information Society Day, WTISD at the Rizqun International Hotel, in the morning.

Yang Berhormat Pehin Orang Kaya Hamzah Pahlawan Dato Seri Setia Awang Haji Abdullah in his welcoming remarks reiterated the importance of the awareness as ICT and road users to take wise consideration and make smart decisions. This includes prioritising safety for oneself and be considerate of other road users. Such would include making the decision to use mobile phones after parking their cars at the side of the road and to avoid using SMS or Whatsapp while driving. Yang Berhormat Pehin added that with the implementation of the Demerit Point System, the numbers of accidents for the past year have dropped compared to the year before. The number of deaths has also significantly reduced from 47 in 2011 to 28 in 2012. Yang Berhormat Pehin also stressed that the enforcement of CCTV and other technologies will make the implementation of the system more effective in reducing road traffic accidents further. The ICT based initiative is hoped to instil positive attitude among road users, to be more responsible and disciplined. Yang Berhormat Pehin explained that the main objective of the system is not to penalise, but to educate road users.

Yang Berhormat Pehin later launched road safety videos and two mascot’s names Awang Safe and Dayang Salmi. The theme of this year’s WTISD, “ICT and Improving Road Safety”, is hoped to raise awareness of the possibilities that the use of Internet and Communication Technologies can bring to societies and economies.

The celebration was highlighted with a discussion by local and international speakers on topics related to the theme, and sharing of information with to the public on the latest ICT development and its contribution towards improving road safety.

Yang Berhormat Pehin also launched a DST Safety Driving Mobile App called “Safe Safar” to support road safety and reduce accident rates. Safar, in the Arabic Language means “journey”. The Safe Safar app curbs the urge to call or text while driving by allowing the driver to temporarily limit the features of their mobile device to stay focus on the road.

Also held was a current and future ICT Technology Exhibition. The exhibition was participated by the Brunei Darussalam Road Safety Council members, ICT Companies, car dealers and telecommunication service providers.

As part of the Brunei International Airport‘s terminal modernization project, the Brunei Economic Development Board (BEDB) and the Department of Civil Aviation (DCA), Ministry of Communications wish to inform the public that there will be a change in the traffic flow and passengers’ movement at the Brunei International Airport with effect from Wednesday, 29 May 2013.

The existing road leading to the departure hall will be closed for public access from 28 May 2013, 11:00pm onwards. This is to facilitate the construction of facilities for essential utilities such as power sub-station, water tank and distribution pipeworks for the new Arrival and Departure Terminal. In addition to this, renovation works are also taking place concurrently inside the terminal building such as the arrival and immigration halls as well as the departure lounge. The changes in the traffic flow and passengers’ movement are as follows:

1. Departing vehicular traffic will be diverted from the existing departure roadway onto the new departure roadway (in front of the proposed new Arrival/Departure Terminal building)
2. Coming down from their vehicles at the public drop-off area at the new departure roadway, departing passengers will reach existing departure check-in hall via a pedestrian tunnel from the new departure roadway kerbside.
3. For self-drive departing passengers or meeters or greeters coming from P1 car park and P2 car park, lift and staircase (located at P1 car park arrival area) will be provided to ensure smooth transition to the public drop-off area at the new departure roadway before reaching into the existing departure check-in hall via the pedestrian tunnel. Passengers and meeters or greeters could also use the existing walkway to departure check-in hall via the temporary meeters & greeters hall, arrival hall and stairs as per existing movement flow.
4. Only two (2) entrances leading into the P2 car park will be used with slight modification on the exit location. A small roundabout will be also introduced to facilitate vehicular movement between P1 and P2 car parks. One (1) entrance and one (1) exit of the P2 car park (located near the Brunei International Air Cargo Centre facility) will be closed to facilitate official movement and prevent congestion.
5. Passenger flow for arriving passengers remains relatively unchanged.

BEDB and DCA would like to seek the public’s kind co-operation and understanding by observing all the rules and guidelines stated as well as follow directional signages that will be put up at the Brunei International Airport itself to ensure a smooth and easy transition. The Department of Civil Aviation and Brunei Economic Development Board would like to apologise for any inconvenience this may cause. Social Media is not just a method only being utilized by big brands anymore. Small businesses are starting to embrace and implement social techniques on a grander scale.

A 2012 SMB Group Study found that 20% of small businesses use social in an ad hoc, informal way- to generate leads and drive traffic to websites. The study also revealed that 24% of small businesses are using social in strategic and structured way, including data analysis of market trends and customer driven product ideas.

The businesses practicing strategic social media enjoyed a higher level of integration amongst their departments. The largest disparity between the two groups was uncovered in Customer Service. Only 8% of the companies with an informal social media environment had integrated into Customer Service, while an impressive 43% of the strategic social group integrated Customer Service.

That’s quite a difference and food for though if your small business just kicking the tire with little or no social presence.

The Department of Civil Aviation (DCA) and the Brunei Economic Development Board (BEDB) would like to inform the public that the Brunei International Airport operation was back to normal as early as 2:00am on 8th May 2013 after a heavy rainfall at about 11:00pm on the 7th May flooded the arrival hall of the airport and caused inconvenience to the arriving passengers on the late night flight. The incident, however caused no major disruption or flight delays.

The Airport Modernization Project Team had identified that the flooding, which lasted for about one and half hours was caused by ingress of water through the existing sump/outlet within the arrival hall. The flooding however caused no significant damage to existing property and equipment within the arrival hall. Swift actions by the airport authorities and other agencies including the Fire and Rescue Department, representatives of Department of Drainage and Sewerage, PWD and the contractors have enabled the arrival hall to resume normal operation by 2:00am in the morning.

In consultation with the Ministry of Communications and Department of Civil Aviation, the BEDB will be carrying out remedial measures to avoid such incidents from happening in the future. This includes widening and deepening the temporary drain network around the arrival hall and providing temporary pumps to drain rainwater from the affected area.

The BEDB and DCA would like to apologize for the inconvenience experienced by the arriving passengers and their family members as well as other airport users.

The country experienced one of the heaviest rain falls on the evening of 7 May 2013 when 181 millimetres of rain was recorded in Bandar Seri Begawan which have also caused flooding in certain parts of the highways as well as areas in Sengkurong, Mulaut and Kilanas.

THE winners for the 30-second Infomercial Competition, organised by Brunei Economic Development Board (BEDB) with the support of Telekom Brunei Berhad (TelBru), were announced yesterday in a ceremony which marked World Intellectual Property Day (World IP Day) at the iCentre.

The guest of honour, who also presented prizes to the top winners of both the student and open categories, was Datin Seri Paduka Hajah Hayati binti Pehin Orang Kaya Shahbandar Dato Seri Paduka Haji Mohd Salleh, the Attorney General.

Miguel Rodriguez and Rushmika Perera from St Margaret’s School emerged as the winners of the student category while Mohammad Sahlan Safwan and Farhan Nuradli Abd Karim, students from ITB, were crowned the winners of the open category.

To further ensure that Intellectual Property (IP) protection in Brunei Darussalam is in accordance with the country’s needs and consistent with international standards, last year the Sultanate became part of the Paris Convention and signed the Patent Cooperation Treaty and the Budapest Treaty. His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam has also consented for Brunei Darussalam to accede to the Hague Agreement.

In addition, other international treaties are still under review, namely the Madrid Protocol, WIPO Copyright Treaty (WCT) and WIPO Performances and Phonograms Treaty (WPPT).

Brunei’s latest move to further strengthen its IP Protection was revealed by Datin Seri Paduka Hajah Hayati binti Pehin Orang Kaya Shahbandar Dato Seri Paduka Haji Mohd Salleh, the Attorney General, during the ‘30 Seconds Infomercial’ awards ceremony, which was held in conjunction with World Intellectual Property Day 2013, at the iCentre yesterday.

The Attorney General’s Chambers and Patent Registry Office are currently working together to review the country’s laws, as well as international conventions and treaties.

Expertise from the WIPO, USPTO, JPO and Asean Secretariat, among others, have also been sought, she said, adding that Brunei is grateful for their assistance, particularly in the areas of human resource development, accession to international treaties, sharing of best practices and raising awareness.

Touching on enforcement, Datin Seri Paduka Hajah Hayati said: “In order to strengthen our enforcement initiatives under the Copyright Order, we are in the final stages of amending the Copyright Order to increase the penalties and also enhance the enforcement powers.”

The Attorney General also lauded the efforts of authorities in curbing the selling of counterfeit CDs and DVDs in the country. The Criminal Justice Division (CJD) of the Attorney General’s Chambers has also successfully prosecuted cases in Brunei courts, Datin Seri Paduka Hajah Hayati added.

Earlier, the Attorney General revealed that the process of establishing a national IP office was going well, noting that the first phase of the transfer of the registries – Patent and Industrial Design to the Brunei Economic Development Board (BEDB) – had been completed.

The target for this year is the transfer of registry of trademarks.

In her speech, the Attorney General also stressed on the need to develop a national IP strategy to encourage and facilitate effective creations, development and management of IP.

“During my speech at the opening for the PCT and Budapest System training at The Empire Hotel and Country Club in July last year, I expressed my hope for the BEDB to consider developing a National IP Strategy.

“Why is it important? According to WIPO, an IP strategy is a set of measures formulated and implemented by a government to encourage and facilitate effective creations, development and management of IP.

“It outlines how to develop infrastructures and capacities to support investors of IP to protect, develop and exploit their inventions. It, therefore, spells out how best to develop the talent base for an innovation system that attract foreign direct investments and help in building an inclusive economy. It will be a comprehensive national document, which outlines how all the policy development and implementation take place in a coordinated manner with a national framework.

“I believe that a National IP Strategy and the establishment of a full-fledged IP office will definitely signify a remarkable milestone for the development of IP in Brunei Darussalam especially in realising Wawasan 2035. The AGC pledges its support and assistance, whenever required.”

The TelBru Under-16 National Football League 2013 Tournament kicked-off yesterday afternoon, with the opening match between the Brunei Darussalam Sports School Council against Muara Vella Akademi.

The event was held at the Hassanal Bolkiah National Stadium in Berakas. The tournament was declared open by the Permanent Secretary at the Ministry of Education, Dr. Awang Haji Junaidi bin Haji Abdul Rahman.

10 teams are competing for the championship trophy. The tournament is divided into two groups. The opening ceremony also saw the balloting for the opening match. The first match was won the Muara Vella Akadami after defeating the Brunei Darussalam Sports School Council, 1-0.

Looking set to revolutionise the local banking industry, Bank Islam Brunei Darussalam (BIBD) customers can now make payments by the ‘scan and go’ method using their smartphones with selected merchants nationwide. This is made possible after the launching of a pioneering mobile payment service platform yesterday called the ‘eTunai’ that eliminates the use of physical cash and cards.

Offered under BIBD Mobile or BIBD online, the service, which is the first of its kind in the country, provides free-of-charge service and allows customers to use their smartphones to purchase goods without physical cash or cards. The payment amount will be deducted directly from their BIBD’s account.

Currently, there are only a limited number of participating merchants for the ‘eTunai’ namely Excapade Gadong, Charcoal BBQ and Grill (Bandar), Cheezbox, Gripps Cafe, QQestore and Ohso.

More merchants are expected to jump on the ‘eTunai’ bandwagon in the near future.

A briefing on ‘eTunai’ was delivered by Gyorgy Ladics, the Chief Operating Officer of BIBD, and Awang Hj Minorhadi bin Hj Mirhassan, the Head of Institutional Banking of BIBD, and Awang Zainol Amin Jaafar, the Cards and Mobile Customers Management, E-Banking Channel.

According to Awang Zainol Amin Jaafar, after customers register and activate their ‘eTunai’ service on BIBD mobile or BIBD online, they would only need a working Internet connection via 3G or Wi-Fi to make payments.

The camera screen of the smartphone will be activated for the customer to scan the QR code on the merchant tablet. After scanning, customers will then be required to select their mode of payment by either selecting their CASA account or Hadiah Point. This means that BIBD account holders can utilise their accumulated ‘Hadiah Plus Points’ instead of their account for payments. This makes it much easier for customers to redeem their points.

Gyorgy Ladics added, “Without the use of paper receipts, ‘eTunai’ eliminates the use of papers and ink which is good in preserving the environment while the electronic recipients can be retrieved anytime by phone or through e-mail.”

The convenient mode of payment, according to Awang Hj Minorhadi bin Hj Mirhassan, is beneficial for customers of BIBD and SMEs. It provides ease of payment for SMEs and corporate customers.

On security, Awang Zainol Amin Jaafar said that there is always a screen lock password on the smartphone and that customers would have to enter their Internet pin numbers to access the service. If the smartphone is missing, customers can still retrieve the history of their payments through the bank’s database. “The data is not stored inside the phone,” he said.

According to statistics provided by BIBD, following the launch of BIBD online at the end of last year, some 20,000 customers have utilising the online or mobile banking services. In addition, some 17,000 customers have downloaded the BIBD apps within six months. There have been more than 30,000 transactions per month done online.

With the immerse growth, Mr Gyorgy Ladics hoped that more customers would join BIBD.

“Transferring funds and making payments are just a few key strokes in mobile banking. We feel that the younger generation will be looking at BIBD as their first choice with BIBD online or mobile,” he said.

Touching on the mobile banking industry, Gyorgy Ladics said he is optimistic on the growth of the market.

Noting that some 17,000 customers have downloaaded the BIBD apps in just six months, he said that it would not be surprising to see this number jump to around 50,000 in the coming years.

“There is no cost associated with the service and most people have the device of smartphones so they can simply download the apps,” he said.

Bank Islam Brunei Darussalam Berhad (BIBD) yesterday was conferred as the winner of the Best Retail Bank in Brunei for the year 2012 during the 12th International Excellence in Retail Financial Services Award Ceremony which took place at the Westin Chosun in Seoul, Korea on March 21st, 2013, organised by The Asian Banker (TAB).

But those are far from the only online applications making inroads. As administrators warm to engaging students through social media, the list of potential resources at their disposal grows longer by the day.

Facebook and Twitter are the obvious choices. But there are other options- Tumblr, YouTube and Google+, to name three.

Jubilation and high spirits of patriotism were the order of the day as thousands of participants took to the field staging performances depicting the journey and meaning of independence, while thousands more filled the grandstand and perimeters of Taman Haji Sir Muda Omar ‘Ali Saifuddien in the capital, Bandar Seri Begawan, to watch the vibrant and colourful displays.

His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, the Sultan and Yang Di-Pertuan of Brunei Darussalam joined his subjects at the celebration.

The presence of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam at the celebration adds fervour to the spirits of the participants in the entire event, especially to renew the pledge of independence, re-invigorate pure values and to shore up the spirit of nationalism towards an even brighter future. His Majesty’s arrival was greeted with the resounding rhythmic beat of the hadrah. Further adding to the fanfare were the waving of miniature flags by children and youths who lined up along the road leading up to the entrance of the Taman Haji Sir Muda Omar ‘Ali Saifuddien.

Involvement of about 22 thousand participants – a large number – reflected the solid commitment of all levels of the citizens and community from the four districts, regardless of age, descent, race, religion, ethnicity and tribe, in together ensuring the success of the auspicious event. For the youth and students, their participation on the whole, translates their commitment towards the nation – a spirit that had been cultivated among them since their very young age, considering their position as catalysts of the nation’s excellent future development.

His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam in his Titah in conjunction with the 29th national day anniversary, pointed out that the country’s citizens cannot be left behind in together upholding the nation’s plans. His Majesty urged the citizens to be responsive towards the government efforts for the country and at least understand the government’s aspiration in carrying out its plans.

The private sector is also hoped to be able to work hand in hand with the government in nation-building. Hence, in the provision of the National Development Plan, specific allocations are provided each year to develop and facilitate growth in the private sector in various aspects so that it can be more capable of contributing to national development and progress.

For 29 years, Brunei Darussalam has breathed the air of independence. Independence has become a driving force towards a more progressive, solid and honourable life for further national development. Solid commitment from all sectors is necessary, meaning that no one can afford to be careless or negligent in together fulfilling independence with appropriate contributions in accordance with their respective fields.

Aside from development within the country, diplomatic relations with friendly nations will continue to be strengthened and maintained. These are central to political strength, economy and security. Such relations will become a continual practice based on the principle of mutual goodwill and respect for each other’s sovereignty.

This year’s National Day theme – “Negara Ku Brunei Darussalam” or “My Country Brunei Darussalam” – epitomises the manifestation that all true citizens who recognise the meaning of nationhood and statehood will continue to absorb and assimilate the values of patriotism which need to be nurtured within the souls of such citizens as the core of strength in nationhood and statehood. The emphasis on love for the homeland must constantly be made so that such affection remains relevant and functional for all time.

The celebration marks one important note in history, for by the year 2013, Brunei has enjoyed rapid development. And the nation’s prosperity which is borne out of the efforts of the citizens and residents as well as the government in ensuring that the country will continue to be one that plays a vital role in various regional and international issues.

As the rakyat celebrates Brunei Darussalam’s twenty ninth National Day anniversary, they can feel proud of the development and progress achieved over the past three decades. But much more needs to be done as the country looks ahead to 2035 – the year targeted for the achievement of the National Vision 2035. With this in mind, Bruneians must pool resources, muster their knowledge and hold on firmly to their high patriotic spirit for national development, so that in a little more than two decades from now, the country can proudly stand on par with the developed nations.

Celebrations of Chinese New Year in Brunei are observed with reference to the dates of the lunar calendar. Celebrated by the Chinese community residing in Brunei, the festival continues for the entire period of two weeks. During the festival, people of Chinese community visit the household of close relatives and kin and presents them with oranges. This custom of exchanging gifts is believed to bring good luck and fortune to the household. A grand dinner on the Chinese New Year eve is a major highlight of the celebration. The dinner represents abundance, prosperity, and good luck for the year ahead.

Traditions mark a significant part of the festival celebrated by the Chinese community of Brunei. Customary rituals like, house cleaning, offering money to the kids and using the color red throughout the celebration marks the traditional of the celebration. As per the Chinese belief, the color red signifies joy and represents truth, virtue, and sincerity while bringing in fortune and good luck to the household.

Another customary tradition followed by the Chinese is offering red envelopes containing money to the kids, as they seek blessings form the elder members of the family. This symbolic gesture represents good luck and coming of wealth in the New Year. Cleaning of the house also forms a significant part of the customary following of traditions. This gesture, it is believed by the Chinese wards off evil spirits of the previous year and makes way for goodness to the household.

NBT welcomes members of the public to come along to the official lighting up of the display tonight, reminding everyone to bring their cameraphones, tablets and cameras.

Due to safety concerns, visitors to the display are no longer allowed to climb to the upper platforms. However, the lower platform is still accessible for photography purposes.

Chacko emphasised, “As much as we would like to give visitors more picture-taking opportunities, concern for public safety has to prevail. We therefore seek everyone’s understanding and cooperation in this important matter.”

In line with NBT’s corporate green philosophy and to comply with their international ISO14001 Environment Management System Standards certification, the lights will be switched off at 11pm daily and at midnight on the eve of public holidays, to conserve energy usage.

TelBru is bringing High-Speed Broadband (HSBB) connectivity to more local households as the much-anticipated fibre-to-the-home (FTTH) makes its ‘first phase deployment’; with 1,000 homes already connected.

TelBru CEO, David Kay, said they are targeting another 6,000 homes this year and sees an encouraging increase in the number of online and counter applications for the service.

“This clearly indicates the demand and need for a more efficient and high-speed Internet connection from the public,” he said during an official launching ceremony at The Times Square Shopping Centre yesterday.

Officiating the event as the guest of honour was Pehin Orang Kaya Hamzah Pahlawan Dato Seri Setia Awang Haji Abdullah bin Begawan Mudim Dato Paduka Haji Bakar, Minister of Communications.

To demonstrate how powerful and reliable the FTTH connection is, TelBru initiated an online gaming tournament for “The League of Legends” game.

Times Square is also the first commercial area to be connected with the HSBB, allowing businesses access to high-speed connectivity and reliability, thus paving the way to conduct business with ease.

David Kay revealed that the first phase of the HSBB project covered areas in Madang, Gadong and Central areas. “By the end of February itself, a further 1,000 homes will be connected,” he said.

Those mentioned areas are only the beginning of TelBru’s major infrastructure project. Homes that have not been ‘plugged in’ at other areas will be part of the deployment plan, which he described as a huge undertaking and investment – a gradual process that requires meticulous planning and implementation.

By the end of the year, he said most homes in the mainly densely populated areas will be able to connect to FTTH. It is hoped that it will close the gap and bring us at par-with Brunei’s ICT enhanced neighbours.

“By way of conclusion, it is not just about fast broadband speeds but rather providing 100 per cent of the Bruneian household with access to HSBB that ultimately underlines Brunei’s Vision 2035. TelBru is working extremely hard to fulfil this vision,” he explained.

The HSBB experience and campaign will be opened to the public until tomorrow and they can further explore HSBB, including the FTTH technology whilst comparing the new broadband with current copper cables. The development and milestone of Internet and communications technology from the past, present and also TelBru’s future planning will also be highlighted.

Hearing aids are a big investment both financially and emotionally. To ensure hearing aids are worn regularly and beneficial, the support at home, in school and by the hearing professional is important.

In Brunei Darussalam, school-aged children with hearing impairment registered with the Special Education Unit, Ministry of Education are given educational support

A local hearing aid specialist supplier, Hear Better Services Company (HBS) is raising funds to sponsor hearing aids for hearing-impaired school-aged children from lower income families. This project aims:

1. To help hearing-impaired children develop into productive and self-reliant citizens of Brunei Darussalam; and
2. To generate awareness and understanding on hearing loss and its impact on child development.

This project is supported by the Special Education Unit, Ministry of Education, the Community Development Department, Ministry of Culture, Youth and Sports and the Ministry of Home Affairs.

Recipients

School-aged children with hearing impairment primarily between the ages of 5-12 years from lower income families.

The individuals receiving the hearing aids have been identified by the respective government agencies. Their progress will be monitored by Hear Better Services Company and the same government agencies through counselling and a hearing aids service maintenance programme.

The Hearing Aid Support Program

Recipients will be fitted with hearing aid(s) after the hearing assessment by HBS. This includes counseling the child and the parents/caretaker on how to use the hearing aid. All recipients are expected to follow regular check-ups with the hearing professional over a minimum of 3 years.

Annual Progress Reports for the recipients will be available to respective sponsors upon request.

Bank Islam Brunei Darussalam Berhad (BIBD) today signed a Memorandum of Understanding (MoU) with the International Shari’ah Research Academy for Islamic Finance (ISRA) in efforts to boost the capabilities of BIBD to further develop its understanding of Islamic Finance.

Present and signing on behalf BIBD and ISRA were Javed Ahmad, Managing Director of BIBD and Associate Professor Dr. Mohamad Akram Laldin, Executive Director of ISRA. This momentous event was held at the BIBD headquarters building in Bandar Seri Begawan, witnessed by Yang Dimuliakan Pehin Orang Kaya Paduka Setia Raja Dato Paduka Seri Setia Haji Awang Suhaili bin Haji Mohiddin, Deputy State Mufti and Sharia Appeal Court Judge cum Chairman of the Shariah Advisory Body of BIBD, along with the rest of the members of the Shariah Advisory Body. Also present were senior management and officials from BIBD.

The MoU was poised to maintain an open, collaborative and cooperative working relationship in an effort to establish, develop and strengthen Shariah academic exchange particularly in the area of Islamic Banking and Finance. The managing director of BIBD welcomed all the guests and opened the ceremony with a welcoming remark. He said the signing ceremony represents an important milestone for BIBD as it ensures not only world class service delivery, but also the guidance of shariah compliance of BIBD’s products and service.

This, along with the full supervision of the Shariah Advisory Body of BIBD, will eventually lead to the roll out of better products and services, ultimately keeping in line with the nation’s aims of Negara Zikir, Mr Javed Ahmad shared while further adding that the efforts in place will also push to educate the public on Islamic financial literacy for better general understanding.

The establishment of ISRA is to promote applied research in the area of Shariah and Islamic Finance. It also acts as a repository of knowledge for Shariah views or fatwas and undertake studies on contemporary issues in the Islamic finance industry. ISRA contributes towards strengthening human capital development in the areas of Shariah and provide platform for greater engagement amongst practitioners, scholars, regulators, academicians via research and dialogues, both in the domestic and international environment.

Through pioneering research and rigorous intellectual dialogue, ISRA aims to promote innovation and dynamism into new boundaries of Islamic finance. ISRA is part of the International Centre for Education in Islamic Finance (INCEIF), which enables the academy to leverage on the existing infrastructure and facilities as well as to tap on the knowledge, expertise and resources of the academic faculty and postgraduate students in INCEIF. A council of Scholars, comprising eminent local and international Shariah scholars has been set up to provide input and assistance in the strategic direction of ISRA’s research works’.

In the field of publications, ISRA has so far published numerous books, research papers and journals, publishing some in Arabic, along with a bulletin that is published three times a year.

Brunei‘s biggest and longest-running consumer expo, the Consumer Fair (CF), closed with a high yesterday with thousands of visitors flocking there over the last week to check out the products on offer and to capitalize on the great deals as well. I dropped by over the weekend to check it out and found the venue to be rather worrying from an HSE perspective.

The giant tents put up for the exhibitors felt like they had insufficient ventilation and lighting. The flooring was also quite rickety to the point that the displays at the various booths literally swayed with the movement of people in the tent. I wonder if HSE standards are applied to these temporary structures before they are approved for use, like in the UK for instance which says, among others:

“All parties have a duty of care to both the public and the crews working on site. This includes  the venue owner/operator, the event organiser, the marquee contractor and other contractors working on the same site.

Prior to any event, the tent contractor shall ensure that areas of responsibility for health and safety are clearly defined: those of all parties in the contract chain including the tent contractor, sub-contractors and those of the client and organisers. These will normally be set out in the contract and should preferably be standardised. Sales staff should make clients aware of their safety responsibilities.

It is vital that all structures used by the public are so far as is reasonably practicable, safe, particularly in case of fire or adverse weather, and that procedures are in place to protect the public and staff in these circumstances.”

I couldn’t agree more when one netizen said, “I don’t know why the organiser decided to hold the event at a carpark. It was so… tacky what with all the tents and everything. And the inside of the tent was so dark and stuffy […]. And the plywood floorings were so annoying. They have bumps and such I swear if I were wearing my super high heels, I would trip.”

The Business School officially launched the SP Carnival 2013 yesterday morning, a two-day event featuring a number of stalls and activities held on the school’s premises as part of the school’s Business Project.

Approximately 90 booths are set up for the carnival; among the features and activities present are food stalls, a reptile house, a treasure hunt, “ION’s Got Talent” contest, mini games and many more.

The carnival officially began yesterday with the recitation of a doa selamat, followed by an opening speech from the Acting Principal of the Business School, Hj Abd Ishak Hj Idris. In his speech, Hj Abd Ishak said, “It is hoped that the Business Project will open the minds of students to dive into the business world and see it as a field that should be explored.”

Present at the event as the guest of honour and also to launch the carnival was the Director of the Technical Education Department, Hj Mohd Sharifuddin Hj Mohd Salleh.

The SP Carnival 2013 is organised by Year Two students of the BDTVEC National Diploma in Business and Finance and BDTVEC National Diploma in Secretarial Studies, under the guidance and supervision of the tutors from the school.

A total of 14 groups from Year Two (final year) students, 41 groups from Year One Diploma students, and 10 groups from both Skill Certificate 2 and 3 programmes are participating in the carnival. The organising committee also invited six local entrepreneurs from the Kampung Rimba Consultative Council to be a part of the carnival.

The main objective of the project is to give the students exposure and real experience in the business world, exposing them to multiple aspects of running a business marketing, finance, operations and management. It also aims to develop the students’ knowledge and ability on managing a real business on a small scale.

“We had a good experience organising this event. We’ve had our ups and downs but it is worth it,” said President of the SP Carnival 2013, Pg Md Hassanal Pg Md Jaffri.

“I hope that everyone gains the proper knowledge and experience through the project.”

The Business Project is an essential part of the final year of the National Diploma programme of the Business School. The project has three main activities: Business Launching, Conducting Real Business and Social Responsibility activity.

Two per cent of each booth’s sales will be donated to the Children Cancer Unit in RIPAS Hospital and wakaf to mosques in the Brunei-Muara District.

From here, we never looked back. But even as far as 2006 social media was predominately a text-based pursuit. So what’s changed since?

The global domination of YouTube, the rise of Pinterest and the success of Instagram has made social media an increasingly visual platform. And with good reason: users are far more likely to engage with brands who post images and video, and, subsequently, both Facebook and Twitter have taken steps to better-incorporate this content into their channels over the past twelve months.

Looks like it’s my turn this year to share my personal experience as a Chevening scholar! As you read on, you’ll notice it’s going to be slightly different because you’ll be reading from the unique point of view of a scholar who happens to be visually impaired.

Though this is round two for me in the UK, it is still my first time studying in central London. So far all I can say is that it’s definitely a big change from the peace and tranquillity of Exeter University where I spent a year doing my in-service PGCE course back in 2010. This time round I chose King’s College London, where I’m currently taking a one year full-time Masters course in Inclusive Education and Technology.

A Taste of City Life

Arriving in London just a few days before the start of my course was rather hectic but exhilarating nonetheless. Sure I was exhausted after the 16 hour flight but the hustle and bustle of city life was more than enough to wake me despite being jet lagged. Everything just seemed new and exciting and the apparent cultural differences of this super diverse city were so overwhelming! Just imagine finding every language and culture, and I do mean every nationality of the world in one huge busy concrete jungle!

Mobility & Independence Training

Within a week I managed to settle into my cosy flat apartment in Bayswater, which by chance happened to be a minute’s walking distance to both Bayswater and Queensway tube stations. To get to King’s, all I had to do was walk straight to either one, which might have been easier if I still had my sight. Fortunately, the Chevening secretariat had already considered this and so arranged for an orientation and mobility instructor to get me started.

The weekly mobility training sessions commenced almost immediately, covering the basic route to the nearest tube with much of the training taking place underground. All stations have a VIP (Visually Impaired Person) service that provides assistance to get on and off the train – but not to accompany you whilst on the train. Just show up at the ticket floor and a gracious member of staff will always be there to lend a helping hand.

I remember my first time travelling alone on the tube. It was my first taste of independence after all the training and the realisation of being unaccompanied by my instructor was a frightening one. Sure my father was around but he was advised against interfering with the set programme – except for taking candid pictures while hiding in the background. So it forced me to trust strangers and to lose sight of all that familiar comfort of home and friends. But as the nerves slowly started to slip away I found myself gaining the courage and the confidence, and I knew then that I could do anything in the world if I just took the time to move out of my comfort zone. By mid-October, I was moving back and forth to KCL and other key places on my own. And now the tube has become my own personal playground!

Life at King’s College

My MA course officially started on the third week of September. At first I was overwhelmed by the amount of critical reading we had to do but after a while I developed a good routine and even made friends with other international students. So far the course has been insightful and I was initially dumbfounded with how little I knew about the subject of e-inclusion. But this is exactly why scholars travel abroad- to grow and learn and think outside the box.

With regards to my unique learning needs, the support I received at KCL has been nothing short of amazing. Here inclusion wasn’t just lip service – a culture of accessibility was evidently seen as the norm rather than an afterthought. All my core readings and hand-outs for instance were provided as needed, and in a format that I could easily access.

To make full use of KCL’s wealth of academic resources, assistive technology rooms equipped with high-tech equipment’s were readily set up in the library to level the playing field for students like myself. Support workers were allocated if or when I needed sighted assistance during field work or in class. My lecturers are delightful to work with and are always willing to make adaptations to their teaching styles. Even my all-ladies course mates did their part by rallying each other around to wait for me at the Waterloo tube station so we could walk together onto campus.

Surviving and Thriving

Though studying is my main priority, the Chevening experience isn’t just about cramming tonnes of theories and ideas into my head. Being in central London, there is obviously so much I can do and learn beyond what is given in my reading list.

As soon as I had settled in, I set out to join the KCL running club. By then winter was close approaching so I needed to burn that extra belly blubber. Despite being blind, and my apparently bulging mid-section, the club was still enthusiastic about having me on board! As if that wasn’t enough, I even joined the local gym at Bayswater which was a convenient 5 mins walk from my flat. Sure registration was easy, but when it came to showing up for the sessions, procrastinating took over immediately!

Looking around, inclusive practices weren’t just limited to university life and the underground tube. The city environment is reconditioned with accessibility in mind. Conveniently, walkways have tactile markings on the ground to guide and enable mobility for the blind. Access ramps for wheelchairs are everywhere and not outrageously placed behind buildings anymore. In the cinema, certain movies would be audio described and I especially loved it when I found out that my Sky box at home offered the same feature for no extra charge!

My personal favourite was the touch tours at the British Museum where I was encouraged to literally trace my fingers all over the ancient Egyptian artefacts. Even logging on to internet banking became an easy experience because, unlike back home, the bank provided me with a talking security key!

Reflecting back, the past few months has certainly changed me in more ways than I thought possible. One thing for sure is that I’ll never again complain about the humid heat back home! I still have a long way to go but I think it’s safe to say that my brief time here has opened my mind to new perspectives on what it really means to be an inclusive society.

Clearly, living in the city has opened up more doors for me. I feel more empowered here and I believe that it’s this society’s positive interpretation of diversity that has made social inclusion for me a reality. By no means is it perfect but it’s what I’ll take away from my experiences here that will hopefully encourage me to one day embark on initiatives that will make a positive difference in the lives of our differently able community back home.

Like many things in life, I’m glad I went all the way for the Chevening scholarship. My heartfelt gratitude goes out especially to the members of the Chevening committee at the British High Commission in Brunei for presenting me with this prestigious scholarship award. Special thanks also goes to my Head and Deputy Head at the Special Education Unit, Ministry of Education for their continuous support and unfaltering faith in my work. Last but not least, my utmost gratitude to my loving parents and family for always encouraging me to pursue my dreams despite the odds and challenges ahead.

Featuring 25 participating companies and government agencies, the Road Safety Fair 2012 is hailed as the biggest road safety event of the year in the Brunei-Muara District started today.

With this year’s theme of “Drive Smart. Drive Safe”, organisers are combining their efforts to maintain and strengthen road safety to curb road traffic accidents in the country, and are welcoming all Bruneian road users to visit the mega fair and learn how to improve their safety on the roads and potentially save lives.

The launch of the Road Safety Fair 2012 was officated by Pehin Orang Kaya Seri Kerna Dato Seri Setia (Dr) Hj Awg Abu Bakar bin Hj Apong, Minister of Education and Hj Salleh Bostaman bin Hj Zainal Abidin, the Acting Managing Director of Brunei Shell Petroleum Company Sdn Bhd (BSP).

Among the many exciting exhibits awaiting visitors this weekend are the Photobooth, “Seeing Is Believing” booth, Road Games, Proper Way of Tyre Changing, Fatal Vision, the Seat Belt Convincer, Spot The Hazard, The Dark Room, `Spin The Wheel’ and the Games Area.

Another major attraction at the road safety carnival will be Brunei’s very own energy-efficient vehicles – designed, built and driven by local students – which competed against more then 100 teams from 12 countries in the recent Shell Eco-marathon Asia held at Sepang International Circuit, Kuala Lumpur earlier this year.

The Shell Eco-marathon is an all-student competition to design and build a fuel efficient vehicle using the least amount of fuel to travel the furthest distance.

Visitors will also be entertained with tonnes of fun and educational activities including the Road Safety Questionnaire, Children’s Road Safety Colouring event, as well as the attractive lucky draws held throughout the weekend.

The 25 organisations featured in this year’s Road Safety Fair include government agencies such as the Brunei National Road Safety Council, the Royal Brunei Police Force, the Fire and Rescue Department, and the Public Works Department ( JKR). There are also local companies participating such as RTC, Astrata, Megalift, Baker Hughes, Megamas, Champion Technologies, Halliburton, NBT, GHK Motors, Setia Motors, TCY Motors and Tyremart.

The Road Safety Fair 2012 is a joint effort to further support the nation’s efforts in attaining the goals of the United Nations’ Decade of Action for Road Safety 2011-2020, following the launch of the BSJV Road Safety 2012 which was graced by Her Royal Highness Princess Hajah Masna, Patron of the Brunei National Road Safety Council, in June this year, in Seria.

The Minister of State at the Foreign and Commonwealth Office, the Rt Hon Hugo Swire MP visited Brunei from 9 to 10 December. This was Minister Swire’s first visit to the ASEAN region since he assumed office as Minister of State in September 2012.

Brunei was the first stop on his South East Asia tour.  The Minister will now go onto visit the Philippines and Burma.

His Majesty the Sultan and Yang Di-Pertuan of Negara Brunei Darussalam graciously consented to receive Minister Swire in audience. Minister Swire also met His Royal Highness Prince Mohamed Bolkiah, Minister of Foreign Affairs and Trade; as well as Foreign Minister II, Pehin Lim, and senior officials at that Ministry. Mr Swire also has an appointment with the Deputy Minister of Defence. Minister Swire wished Brunei well with its upcoming Chairmanship of ASEAN and looked forward to working more closely with Brunei in continuing to strengthen UK-Brunei relations in the traditional areas of trade and investment, defence and education whilst looking to expand in the areas of cooperation between the two countries.

Minister Swire’s first public engagement was the signing of a MoU between Oxford University and the Ministry of Industry and Primary Resources (MIPR) on Monday 10 December.  The first project under the MoU will be the Rapid Botanical Survey (RBS).  For the RBS Oxford University will visit the country to examine Brunei’s biodiversity and collect data in order to support and further build the MIPR’s Brunei Forestry Centre of National Herbarium (BRUN) biodiversity database.  The RBS project will forge a powerful alliance between Oxford, MIPR and scientists at UBD.

At this event Mr Swire delivered his speech on UK education and research collaboration in Brunei, ASEAN and around the world, arguing that the UK’s knowledge economy is a natural partner for all ASEAN member states. The Minister is particularly keen to develop further research networks between Britain and Brunei; and to identify British partners for Brunei in the field of technical and vocational education and training.

During his time in Brunei Minister Swire also visited the Brunei Garrison in Seria, Kuala Belait and met with Deputy Minister of Defence Dato Paduka Hj Mustappa Hj Sirat at the Ministry of Defence.

Speaking about his visit Minister Swire said “Throughout my visit I have been received with courtesy for which Brunei Darussalam is justly famous.  The British government ascribes great importance to this dynamic region.  My visit is part of a pattern, which includes VIP visits in both directions.  Britain feels fortunate that one of its oldest friends, Brunei Darussalam, is taking the helm of ASEAN at this important time; and that Brunei contains some of this region’s most seasoned statesmen.  I came to listen and learn; and to see the region through their eyes; and I am leaving with a better understanding of the region’s priorities.”

Revamping Of A Modern Icon

The Brunei Malay Teachers Association (PGGMB) building, regarded as among the most modern infrastructures that can be found in the capital, yesterday officially opened its doors following a one-year facelift that was expected to aid in boosting Bandar Seri Begawan and the country’s image as a prime business location.

Spearheaded by Bank Islam Brunei Darussalam (BIBD) in the wake of a landmark lease agreement between the bank and PGGMB that was signed in October last year, the renovations and upgrades to the building could perhaps become the benchmark for future office buildings within the country as the structure has taken into account the needs of not just local but international tenants as well.

The ceremony, which was held at the PGGMB building lobby, was attended by the Minister of Industry and Primary Resources in his capacity of BIBD chairman, Pehin Orang Kaya Seri Utama Dato Seri Setia Awg Hj Yahya bin Begawan Mudim Dato Paduka Hj Bakar, along with Deputy Minister of Finance, Dato Paduka Awg Hj Bahrin bin Abdullah and other various senior representatives from the private sector.

An interview with BIBD’s Chief Operating Officer Gyorgy Ladics as well as Property Manager for the building Ahmad Nazmie Hj Omar on the sidelines of the officiating ceremony, explained that the “prime office space” has already started garnering the attention of globally established businesses including Brunei Shell Petroleum Company Sdn Bhd, whose Managing Director Ken Marnoch signed with BIBD for the leasing of office space.

Next year will see the moving in of another company from Singapore as well.”PGGMB is a highly respectable organisation in Brunei and we see it as an initiative for a local bank like ourselves to actually engage this building, to recognise it as one of the capital’s landmark, to attract all these international and local companies and bring them into the capital,” they said, which in turn, could also increase Foreign Direct Investment due to easy access to facilities.

With a price tag pegged as being “not an expensive building”, the affordability of leasing space even for start-up companies is realistic, and future features such as restaurants, cafes and possibly even a gym, will further increase the building’s value.

“If a company thinks they need a new office space be it large or small, this building will be the first thing they will think of We’d like to ensure that this is what will be called the best choice, the first choice, for companies who are looking for space.”

In his welcoming speech, Managing Director of BIBD, Javed Ahmad, explained that the changes had cost an approximate B$7 million, which includes an increase of over 70 per cent of office space available to let that was made possible by the conversion of parking spaces and cinemas into offices. “This expansion,” he said, “has helped improved occupancy rate that has risen from 20 to 50 per cent”.

Addressing the car park problem, which was among the complaints of past tenants, the parking lot has been “optimally designed to house better safety features along with the instalment of new machines” and “better access points for easy entry”.

Another interesting aspect to the refurbished building will come in the form of a banquet hall situated on the top floor of the building, which will have the capacity to host large scale events such as meetings, seminars, conferences and weddings with a 160 degree view of picturesque Kg Ayer.

After 60 years of this “win-win solution” regarded by both parties, the building will be returned to PGGMB and the bank has plans to see the returns of its investment, to be shared with the association, over the next six decades.

TOWARDS sustaining and strengthening road safety, Brunei Shell Petroleum and Brunei Shell Marketing with their business partners will once again be uniting together to organise the Road Safety Fair.

The second installment to the highly successful launch held at the Pusat Insani in Seria in June 2012, this family oriented two-day event will be held on December 15-16 at Jerudong Bridex Hall, with the theme “Drive Smart. Drive Safe”. It will be opened to the public from 12pm to 4.30pm on Saturday and 9am to 5pm on Sunday.

The event is also to support Brunei Darussalam‘s goal of implementing the United Nations Decade of Action for Road Safety 2011-2020, “with a goal to stabilise and then reduce the forecast level of road traffic fatalities around the world by increasing activities conducted at the national, regional and global levels”.

The Road Safety Fair will showcase a comprehensive range of interactive and hands-on road safety exhibits from more than 25 local companies and organisations including Government agencies, which highlights the concerted effort by all the participants towards making a difference to reduce the number of road traffic accidents occurring on the nation’s roads.

Another highlight during the two-day event will be the showcase of the local motoring entries for the Shell Eco-marathon Asia held at the Sepang International Circuit in Kuala Lumpur, which were proudly developed by Bruneian students. Brunei students have been participating for the past two years and competed with more than 109 other teams representing 12 countries.

The principle of the Shell Eco-marathon is simple, that is to design and build a vehicle that uses the least amount of fuel to travel the furthest distance. The five vehicles developed by the students are fuel efficient vehicles and runs on regular petrol, battery and also solar power.

Among the other participants at the event are, National Road Safety Council, the Royal Brunei Police Force, Fire and Rescue Department and the Brunei Tell-a-Friend.

There will also be free tyre inspections and several defensive driving demonstrations that will showcase the safe stopping distances for a vehicle under different conditions.

Visitors can also experience a low-speed collision crash using on the Seat Belt Convincer which highlights the importance of using seat belts.

Other activities and exhibits have also been lined up to encourage safer motoring behaviour and actions, vehicle worthiness and creating awareness on the importance of road safety on our roads. Updates on the event can be obtained by following @RoadSafetyFair on Twitter

BANK Islam Brunei Darussalam yesterday launched a state-of-the-art contact centre to better cater to customers‘ needs and enhance customer satisfaction.

The call centre, which is an upgrade of an existing facility, has 28 agents working on 12-hour shifts to ensure it is reachable and fully staffed 24 hours a day.

“The vision is that we want to take as many customers away from branches and enable them to contact us for services with just a phone call or a click on the computer. We want to ensure that the branches are concentrating on their core business of bringing in customers while we service the customers,” said David Ng, the BIBD‘s call centre manager.

With the upgraded call centre, BIBD customers will be able to make use of the phone banking service the “Interactive Voice Response“.

The system is for customers who are unable to get 3G or internet access. It is a self-service facility through the phone which allows customers to check their balances, accounts and credit card status, as well as make bill payments, including phone bills, electricity bills and water bills.

“We also have in the pipeline a lot of exciting features that are going to be inputted next year. A lot of the mechanism that will be put in place next year would be to further enhance customer satisfaction by catering to customers’ questions immediately and to have a 360 degree view of the customer,” Ng said.

The contact centre will also handle all aspects of communication, including social media. BIBD has 11,000 followers on the Facebook network and customers’ queries can be handled through that social media channel.

“It has proven very successful. We don’t necessarily give information directly there, but we get to ask the customer for the information such as their identification card number and their contact details to get verification, so that we can get back to them with the answers that they require,” Ng said.

The call centre, located at BIBD’s Kiulap branch, fields an average of 750 calls a day. The centre gets a maximum of 1,300 to 1,400 calls daily during the peak period and 400 to 500 off-peak calls.

Customers calling the centre can enquire about the location of branches, as well as operating hours. It also caters to enquiries on bank promotions.

The new system builds on an earlier one that was opened in 2009 to handle normal queries and information, and will assist in promotions. Then, the call centre was manned by six agents working out of a conference room. It was able to handle only 12 calls at any one time.

The call centre began to grow between August to September 2011 when BIBD realised customers were beginning to rely more on the call centre for information on their accounts and facilities and services offered by the bank.

In November that year, BIBD started to search for a state-of the-art system after receiving customer complaints about being unable to reach an agent.

Ng said the centre was not launched earlier because the bank wanted customers to visit BIBD’s branches so that transactions could be carried out immediately.

However, the bank realised that phone and internet banking were more convenient, he added.

“As we are encouraging customers to use the centre more and move away from coming into branches, frontliners in the bank may even be asked to assist us,” Ng said.

The call centre is not looking to take on outside clients as it is focusing on further improving its processes first, Ng said.

“Commercial development is in the pipeline but it is not our core business at the moment. We are currently focussing on the need to service (our) customers that the 60-person sales team has managed to gain,” he said.

B2.0 part trois was as expected, a well organized event with awesome speakers and a very engaging audience. I really enjoyed interacting with the participants and the hospitality of the organizers was top notch (as usual) as well!

Today social media is everywhere. What started out as an online blogging community in Borneo has now expanded into a huge online social media community of people using tools such as Facebook, Twitter and YouTube. With that in mind, B2.0 – an annual conference that recognizes such community recently held its third conference to gather influential figures in one location to introduce and educate individuals and businesses on how to adopt and effectively take advantage of social media.

This annual event which started 2 years ago was initiated by BorneoColours.com, Borneo’s largest community portal, at Kota Kinabalu, Sabah. Organized by BorneoColours.com in collaboration with M.E Malaysia, the third B2.0 took place on Saturday, 1st December at Wisma Bandaraya from 9am onwards and was attended by 60 professionals.
