THEN DROPPED THE ANIMAL OFF FOR SOMEONE ELSE TO CARE FOR. SHELTON DODSON IS HERE WITH THE STORY... SHELTON: IT IS SOMETHING THAT HAPPENS MORE THAN MOST WANT TO ADMIT. PIT BULL OWNERS CROPPING THE EARS OFF THEIR ANIMALS IN PREPARATION FOR A CAREER AS A FIGHTING DOG. THAT'S EXACTLY WHAT HAPPENED TO A FOUR WEEK OLD PUPPY IN LOS LUNAS: : 'You look at those ears and it had to have been painful.' SHE IS JUST FOUR WEEKS OLD BUT THIS PIT BULL PUPPY HAS LIVED A LIFETIME WORTH OF PAIN. : 'Kennel door opening.'SHE HAS FOUND THIS MORNING INSIDE A DROP OFF KENNEL AT THE VALENCIA COUNTY ANIMAL SHELTER. BOTH EARS WERE CROPPED AND IN THE MOST INHUMANE MANNER. : 'From what one of the animal control officers told me they use the typical paper cutter.': 'Basically they just pull the ear out and they just slice it off.' : 'It does make you sick. It makes you sick that here we are trying to take care of these animals, trying to improve our facility and you have people who just go out there and mutilate them like this.'AUTHORITIES DON'T KNOW WHO DROPPED THE PUPPY OFF. AS OF RIGHT NOW THERE ARE NO VIDEO CAMERAS AT THE FACILITY. BUT THANKS TO JANELLE CHAVEZ THIS PUPPY HAS A FIGHTING CHANCE. MEANING THERE IS NO CHANCE SHE WILL EVER BE A FIGHTING DOG WHERE DEATH IS INEVITABLE. : 'They will grow into adults and they will be fought, they will probably live two or three years and then they will die.' JUST 12-HOURS AFTER BEING DROPPED OFF THIS PUPPY HAS A SAFE HOME AND ALSO A NAME. : 'Because she is as sweet as a cupcake can get.'AND NOW THANKS TO JANELLE CUPCAKE HAS A FUTURE AS WELL. : 'She is just full of love and even though a person has done this to here she's forgiven people.' A dog owner's neighbors come to his defense after he's charged with animal cruelty. Anthony Woodson's 2 year old Italian Mastiff died Sunday during a heat advisory. He's now charged with aggravated cruelty to an animal for leaving the animal without water or shelter in the backyard. But some of his neighbors say the dog was not neglected and had only been without attention for a short time before it died. Woodson spent the night in jail before being released on the felony charge.

JEFF MAHER CHECKED INTO IT. HE'S LIVE IN THE NEWSROOM WITH THE ANSWER. SINCE AIRING THAT STORY, MANY OF YOU HAVE CONTACTED US ASKING IF IT WAS POSSIBLE FOR CONVICTED ANIMAL ABUSERS TO WALK BACK INTO A SHELTER AND JUST ADOPT ANOTHER PET. WE FOUND OUT THAT IN MOST PLACES, INCLUDING ALBUQUERQUE AND VALENCIA COUNTY - IT'S NOT EASY TO DO. 'albuquerque and the heart ordinance is much more strict than most areas - but it has to be, the problem is so endemic around here' UNDER THE HEART ORDINANCE IN ALBUQUERQUE - CITY OFFICIALS SAY ANYONE WHO IS CONVICTED OF ABUSING AN ANIMAL OR EVEN ANOTHER PERSON IS NOT ALLOWED TO OWN A PET AGAIN. THAT TOPIC WAS RAISED AFTER YVETTE TAPIA, AN ALBUQUERQUE CITY WORKER WAS CAUGHT ON TAPE BY A NEIGHBOR - TOSSING, KICKING, AND SPRAYING HER NEWLY ADOPTED PUPPY WITH A GARDEN HOSE. WHEN SOMEONE WALKS INTO A SHELTER IN ALBUQUERQUE TO ADOPT - THE WORKERS DON'T JUST HAND OVER AN ANIMAL. 'they go into a metro court database - and there's always a red flag that comes up if that is the case and it prevents them from adopting' IN VALENCIA COUNTY, WHERE TAPIA LIVES AND WAS CAUGHT ON CAMERA - - THE LAWS ARE PRETTY MUCH THE SAME AS ALBUQUERQUE'S. IF A PERSON IS CONVICTED OF ANIMAL ABUSE - ANIMAL CONTROL OFFICERS BECOME PROBATION OFFICERS - AND DO ROUTINE CHECKS ON THAT PERSON TO MAKE SURE THEY DON'T HAVE ANY PETS. VALENCIA COUNTY HAS ABOUT NINE PEOPLE WHO FALL INTO THAT CATEGORY - - ALBUQUERQUE HAS A LOT MORE. MANY ARE CALLING FOR HARSHER PUNISHMENT OVERALL. YVETTE TAPIA, WHO'S A SECRETARY FOR THE CITY'S LEGAL DEPARTMENT CAME TO WORK TODAY HERE AT CITY HALL - AND WAS TOLD TO GO HOME. BUDDY IS ONE OF THE FRIENDLIEST DOGS THERE - AND SEEMS HAPPY AND OUTGOING. WORKERS SAY HE'S TOO YOUNG TO REMEMBER WHAT HAPPENED AT TAPIA'S HOME AND DOES 'NOT' HAVE ANY PHYSICAL INJURIES. ANIMAL CONTROL OFFICERS CHARGED TAPIA WITH ONE COUNT OF ANIMAL CRUELTY - A MISDEMEANOR THAT CARRIES A MAXIMUM SENTENCE OF ONE YEAR IN PRISON AND A FIVE-HUNDRED DOLLAR FINE 'and I am certain that some people who see this will say - this deserves more than one charge''yes, there are some people who will say this will deserve more than one charge, and then there's others that are calling us already claiming that it's not as bad as it looks' OFFICERS SAY A JUDGE COULD MAKE IT A FELONY CASE - WHICH COULD ADD MORE PRISON TIME. SHE LIVES IN VALENCIA COUNTY -- AND THAT'S WHERE ONE OF HER NEIGHBORS RECORDED SOME DISTURBING IMAGES ON VIDEO THAT MANY ARE CALLING DOWNRIGHT DISGUSTING. IT STARTS OUT AS A NORMAL DAY. YVETTE TAPIA BRINGS OUT HER GARDEN HOSE TO CLEAN OUT HER PUPPY'S CAGE IN THE BACKYARD. THE PUPPY IS SITTING UNDERNEATH A CHAIR. HE MOVES BEHIND THE HOUSE AFTER TAPIA SPRAYS THE HOSE IN HIS DIRECTION - SHE THEN WALKS OVER TO HIM - AND THEN THIS. WITH ONE HAND SHE TOSSES THE DOG - FLIPPING HIM IN THE AIR - AND HE LANDS HARD ON THE CONCRETE. SHORTLY AFTERWARDS - THE PUPPY IS AGAIN HIDING UNDERNEATH THE CHAIR, SHE REACHES UNDER - GRABS HIM BY THE COLLAR AND CARRIES HIM NOT SO GENTLY OVER TO HIS CAGE. ANOTHER DAY - TAPIA IS SEEN DRAGGING AND YANKING THE PUPPY BY HIS LEASH IN THE BACKYARD. AS SHE WAITS FOR HIM TO GO TO THE BATHROOM - SHE TAPS HIM TWICE WITH HER FOOT - AND THEN TRIES TO KICK HIM IN THE FACE. ONCE HE'S DONE - HE GETS PULLED AND YANKED BACK OVER BEHIND THE HOUSE THIS NEIGHBOR -- WHO WANTED TO REMAIN ANONYMOUS -- VIDEOTAPED THE WHOLE THING FROM HER HOUSE 'and I was absolutely appalled at the way that she treated the animal so we decided to take some action to let people know that this was happening.' THE NEIGHBOR SAYS SHE ALSO SAW TAPIA HITTING THE PUPPY ON THE HEAD WITH A HAMMER. SHE SAYS THE PUPPY WAS KEPT IN THIS CAGE FOR 14 HOURS A DAY WITH NO FOOD OR WATER IN HIS DISH. AFTER SEEING THE TAPE -- ANIMAL CONTROL OFFICERS TOOK AWAY BOTH OF TAPIA'S DOGS. 'I just couldn't believe it, I'm a dog person, I love animals and to see that happen to a puppy not being able to do anything about it is very disturbing'WE WENT TO TAPIA'S HOME NEAR TOME. SHE WASN'T THERE. SO WE WENT TO HER OFFICE AT CITY HALL IN ALBUQUERQUE. 'hi how are you - pretty good yourself? - good, I'm with channel four, I'm looking for Yvette Tapia'WE WERE ESCORTED BACK TO HER OFFICE -- SHE WASN'T THERE EITHER, BUT HER BOSS WAS. 'as you know, the policy of the city is to deplore any kind of animal abuse and certainly if the person involved is a city employee we will look at the tape, look at the charges that are brought and do an internal investigation and take what administrative action we feel is appropriate within our power to do so' VALENCIA COUNTY ANIMAL CONTROL OFFICERS SAY THEY'RE REVIEWING THE TAPE FURTHER TO TRY AND FIGURE OUT HOW MANY COUNTS TAPIA COULD BE CHARGED WITH.
