                            <![CDATA[<p>On March 31, 2026, a rather odd complaint arrived at the Bucks County, Pennsylvania District Attorney's Office.</p>
<p>It came from the local sheriff's office, and it concerned one of their own, Deputy Sheriff Ryan Gaffney. The allegation was unusual: Gaffney had used his iPhone to snap photos of nude prisoners he had encountered in his job—and he had then shared those photos with "several female civilian employees inside the Sheriff's Office."</p>
<p>The main claim involved a local man suffering a mental health crisis on the morning of January 30, 2026. Five fully uniformed deputies had arrived at the house and were in the upstairs bedroom.                             <![CDATA[<p>Drones capable of spraying water and fire retardants have been practicing how to snuff out wildfires early in California and Alaska this summer—demonstrating a possible rapid-response tool for firefighting as <a href="https://arstechnica.com/tag/climate-change/">climate change</a> transforms wildfire season into a nearly year-round risk for much of the United States.</p>
<p>Most drones are significantly smaller than crewed aircraft and have shorter flight ranges, meaning they cannot replace large airtankers in delivering massive payloads of water or other fire-suppressing payloads to remote wildfires. But companies and fire agencies—along with organizers of the $11 million XPRIZE competition—are testing whether drones can help firefighting crews respond more quickly to small fires and put them out before they become more destructive.</p>
<p>The California Department of Forestry and Fire Protection, also known as CAL FIRE, ran its own field test involving five autonomous drones that worked together to deploy between 500 and 1,000 gallons of foam combined for suppressing fires on July 15, according to the <a href="https://kmph.com/news/local/calfire-tests-autonomous-drones-to-bolster-wildfire-operations-in-california">TV station KPMH</a>.                             <![CDATA[<p>A federal judge today ordered Paramount Skydance and Warner Bros. Discovery to halt their $111 billion merger, handing an early win to states that sued to block the deal. The <a href="https://storage.courtlistener.com/recap/gov.uscourts.cand.474157/gov.uscourts.cand.474157.141.0_3.pdf">ruling</a> granted a temporary restraining order prohibiting the firms from completing the merger and from consolidating their operations.</p>
<p>The temporary order is only in effect for 14 days, but it can be converted into a preliminary injunction that would prevent the merger from being completed until the case is resolved. The temporary restraining order can be extended past the 14-day period if more time is needed to rule on a preliminary injunction.</p>
<p>A group of 12 states led by California <a href="https://arstechnica.com/tech-policy/2026/07/states-sue-to-block-paramount-wbd-merger-that-was-approved-by-trump-admin/">sued the companies</a> last week in an attempt to block the deal, which had been <a href="https://arstechnica.com/tech-policy/2026/06/us-approval-of-paramount-warner-bros-deal-surprised-doj-lawyers-report-says/">approved by the Trump administration</a>.                             <![CDATA[<p>It seems as though $5.6 billion wasn't enough. That was the news from the US Space Force on Friday, when military officials announced they were tripling the maximum value of one of the service's National Security Space Launch contracts to $17 billion.</p>
<p>The expansion of the Space Force's <a href="https://en.wikipedia.org/wiki/National_Security_Space_Launch">National Security Space Launch (NSSL) Phase 3</a> contract comes as the Pentagon signals rising demand for military satellite launches. The NSSL program is set up to allow Space Systems Command, which oversees the Space Force's launch program, to select from a pool of launch providers for individual missions to deliver the military's satellites to orbit.</p>
<p>The NSSL program has two parts. Lane 1 covers the Space Force's more risk-tolerant missions, such as medium-lift launches with experimental payloads or rideshare missions carrying satellites for the Pentagon's <a href="https://arstechnica.com/space/2026/07/the-pentagons-space-development-agency-hasnt-moved-as-fast-as-anyone-would-like/">surveillance or data relay constellations</a>.                             <![CDATA[<p>California can keep enforcing rules that require AT&amp;T to offer basic phone service to new customers in its wireline territory, following a federal judge's ruling last week.</p>
<p>AT&amp;T <a href="https://arstechnica.com/tech-policy/2026/05/att-sues-california-in-attempt-to-shut-off-old-phone-network/">sued California in May</a> in a bid to end the state's Carrier of Last Resort (COLR) rules that require it to offer telephone service to any potential customer in its territory. AT&amp;T <a href="https://storage.courtlistener.com/recap/gov.uscourts.casd.856308/gov.uscourts.casd.856308.10.1.pdf">asked for a preliminary injunction</a> that would prevent California from enforcing the COLR rules while the litigation continues.</p>
<p>To win a preliminary injunction, AT&amp;T had to show it is likely to succeed on the merits of its claim that California rules are preempted by a Federal Communications Commission order. US District Judge Linda Lopez denied AT&amp;T's request for a preliminary injunction during a motion hearing on Thursday, according to a <a href="https://www.courtlistener.com/docket/73371958/pacific-bell-telephone-company-v-reynolds/?filed_after=&amp;filed_before=&amp;entry_gte=&amp;entry_lte=&amp;order_by=desc#entry-46">docket entry</a>.                             <![CDATA[<p>Since Sony announced that it was <a href="https://arstechnica.com/gaming/2026/07/sony-will-stop-making-physical-copies-of-playstation-games-in-2028/">planning to stop producing physical PlayStation discs in 2028</a>, many people have been justifiably worried about how they will maintain ownership and long-term game access in a disc-free world. But halting production of PlayStation discs also means eliminating the market for cheap used PlayStation discs, which are often available for well below the price of a digital download.</p>
<p>How much is this disc-based discount worth? To find out, Ars analyzed how the prices of 19 current top-selling PlayStation games varied between digital downloads and physical discs (both new and used). We found that, while used discs are the cheapest option for most games for most of the year, the frequent and periodic deep discounts offered on the PlayStation Store often undercut the cheapest game disc options. That state of affairs will likely persist even in a future without PlayStation discs.</p>
<h2>Our prices are so low, you'll think we've suffered brain damage</h2>
<p>For our analysis, we started with <a href="https://store.playstation.com/en-us/category/b4ab77fc-a6ce-42bd-a09c-d1c39bdad6b0/1">Sony's list of the bestsellers on the PlayStation Store</a>. We eliminated any games that weren't available on a physical disc, then used <a href="https://platprices.com/">the database over at PlatPrices.com</a> to determine both the "Standard" price and the lowest "Discount" price offered for those games on the PlayStation Store in the last year (as well as the total number of days the discount price was offered).</p><p><a href="https://arstechnica.com/gaming/2026/07/our-playstation-price-analysis-shows-why-physical-games-still-matter/">Read full article</a></p>

                            <![CDATA[<p>Formula 1 returned to the Spa-Francorchamps circuit for the Belgium Grand Prix this weekend. This ribbon of tarmac in the Ardennes is one of the sport's historic venues, featuring in the first F1 season way back in 1950. But as yesterday's race showed, the current F1 machinery is utterly ill-suited to this dramatic venue.</p>
<p>As we saw at Suzuka in Japan earlier this year, a 2026 F1 battery is able to power the race car's electric motor for only a few seconds a lap; for much of the rest of the lap, the energy-starved cars have less power going to their rear wheels than in the junior F2 feeder series.</p>
<h2>The best race track in the world</h2>
<p>For many, including much of the current F1 grid, Spa is considered perhaps the planet's greatest race track. In fact, both Spa and the Belgian Grand Prix predate the F1 world championship, with its first race held in 1922. Back then, the circuit was a 9-mile loop of public roads, taking in the towns of Malmedy and Stavelot before returning to Francorchamps. In the postwar years, the layout shrank slightly to 8.7 miles (14.1 km) and was ferociously fast, with average lap speeds of up to 150 mph (240 km/h)—and ferociously dangerous, given cars with huge amounts of power and minimal concessions to safety.</p><p><a href="https://arstechnica.com/cars/2026/07/f1-in-belgium-the-2026-cars-look-pathetic-on-all-the-best-racetracks/">Read full article</a></p>

                            <![CDATA[<p>Yesterday, the European Commission slapped AliExpress with the largest fine yet under the Digital Services Act (DSA), exceeding $625 million.</p>
<p>In a <a href="https://ec.europa.eu/commission/presscorner/detail/en/ip_26_1654">press release</a>, the EC said that AliExpress failed to “diligently assess and mitigate risks relating to the sale of illegal, unsafe, or counterfeit products on its e-commerce platform.”</p>

<p>With San Diego Comic-Con kicking off later this week, Marvel Studios has released the first official full trailer for <a href="https://en.wikipedia.org/wiki/Avengers:_Doomsday"><em>Avengers: Doomsday</em></a>, the penultimate film in the MCU's Phase Six and the end of the so-called "Multiverse Saga."</p>

<p>Marvel Studios <a href="https://arstechnica.com/culture/2024/07/robert-downey-jr-returns-to-mcu-as-doctor-doom-in-two-new-avengers-movies/">originally planned</a> to build its Phase Six Avengers arc (<em>The Kang Dynasty</em>) around Jonathan Majors’ Kang the Conqueror (and associated variants), introduced in <em>Loki</em> and <em>Ant-Man and the Wasp: Quantumania</em>. But then Majors was convicted of domestic violence, and Marvel fired the actor soon after. <p>Globally, some jurisdictions are responding by banning payments to hackers. In the UK, for example, the government is advancing plans to prohibit public sector bodies and critical national infrastructure groups—including the National Health Service, local councils and schools—from making payouts.</p>

                            <![CDATA[<p>Indian space officials celebrated the debut flight of Skyroot Aerospace's Vikram-1 rocket, India's first fully commercial satellite launcher, as a "grand success" Saturday after an on-target climb into a 280-mile-high orbit following liftoff from an island spaceport in the Bay of Bengal.</p>
<p>The Vikram-1 lifted off from India's primary spaceport on Sriharikota Island at 1:35 am EDT (06:35 UTC) Saturday, around midday at the launch base along India's southeast coast. The launch was delayed more than a half-hour to resolve a last-minute technical problem. The countdown resumed, culminating in the command to ignite Vikram-1's solid-fueled first stage booster to propel the rocket off the launch pad.</p>
<p>Vikram-1 is modest in size compared to India's larger workhorse rockets. Skyroot's rocket stands about 72 feet (22 meters) tall, with the capability to place payloads of up to 770 pounds (350 kilograms) into low-Earth orbit. <p class="wp-block-paragraph">But while insect bites have always been a side effect of time spent outdoors, the species doing the biting are changing in historically temperate regions like New England. As climate change makes these areas warmer and wetter, their ranges are expanding—and any diseases they carry come with them.</p>
<p class="wp-block-paragraph">In Connecticut, for example, a statewide mosquito monitoring program has detected 54 different species, including invasives like the Asian tiger mosquito, which can transmit potentially serious diseases including <a href="https://www.who.int/news-room/fact-sheets/detail/dengue-and-severe-dengue">dengue</a> and <a href="https://www.who.int/news-room/fact-sheets/detail/zika-virus">Zika</a>.                             <![CDATA[<p>If you’re like me, you or a loved one has struggled through the process of gaining pre-approval for the medical care that your physician has recommended. Personal stories <a href="https://kffhealthnews.org/deadly-denials/">abound</a> regarding the <a href="https://www.cbsnews.com/news/health-insurance-preauthorization-patients/">tribulations</a> of patients as they go through hoops to get their health insurer to pay for certain prescription medications, medical procedures, and more.</p>
<p>When used judiciously, this process—known as <a href="https://undark.org/2022/05/26/frustrated-with-delays-doctors-take-aim-at-prior-authorization/">prior authorization</a>—serves as a check on overuse and spending on services or technologies for which there are less costly alternatives. But a large majority of physicians <a href="https://www.ama-assn.org/practice-management/prior-authorization/now-time-reform-prior-authorization-medicare-advantage">voice concerns</a> about care delays, which can cause patients to abandon recommended treatments while waiting for the insurance company to verify their eligibility and confirm that the treatment is, indeed, medically necessary. Patients who are denied care may submit an appeal, but that requires more time.</p>
<p>AI might be able to help. With its ability to efficiently sort through vast reams of information, artificial intelligence could theoretically expedite approval of unambiguously allowable claims, thereby reducing care delays. However, <a href="https://clearlinkpartners.com/blog/busting-the-biggest-myths-about-ai-in-prior-authorization/">AI-driven prior authorization</a> is facing resistance, as it may increase wrongful <a href="https://www.ama-assn.org/practice-management/prior-authorization/how-ai-leading-more-prior-authorization-denials">denials</a> of health insurance coverage. A 2025 American Medical Association survey of physicians revealed significant <a href="https://www.ama-assn.org/system/files/prior-authorization-survey.pdf">concern</a> about the application of <a href="https://www.medicaleconomics.com/view/can-ai-slay-the-prior-authorization-dragon-">AI tools</a>, with 61 percent of doctors worrying that AI will exacerbate denials of what they deem are necessary treatments.</p><p><a href="https://arstechnica.com/ai/2026/07/will-ai-fix-prior-authorization-or-make-it-worse/">Read full article</a></p>

The satellites will begin providing wildfire detection capable of spotting even small fires in the United States, Australia, and Europe before the end of the year.</p>
<p>The launch of the microsatellites aboard a SpaceX Falcon 9 rocket from Vandenberg Space Force Base in California on July 7, 2026 marks a transition to “initial operational capability” for the <a href="https://arstechnica.com/space/2024/09/google-backs-privately-funded-satellite-constellation-for-wildfire-detection/">FireSat constellation</a> managed by the <a href="https://earthfirealliance.org/news-article/earth-fire-alliances-first-three-operational-firesats-reach-orbit/">nonprofit Earth Fire Alliance</a>. After a three-month testing period, the three satellites will begin actively providing data to fire agencies while covering every fire-prone region on Earth at least twice per day.</p>
<p>FireSat represents the first satellite constellation purpose-built for detecting wildfires, including spotting smaller fires that other satellites may miss. The screenings will take place during yearly health assessments. Those under age 30 can also get screened on request.</p>
<p>In <a href="%22Optimize%20your%20performance,%20your%20resilience%20and%20your%20long-term%20health%22%20%22restoring%20and%20optimizing%22%20%22ensuring%20you%20have%20the%20biological%20foundation%20required%20to%20sustain%20the%20fight.%22">a short video posted on social media</a>, Hegseth explained to the military community that the screenings and possible subsequent treatments are intended to "optimize your performance, your resilience, and your long-term health." While saying that the initiative wasn't about "artificial enhancement" and that members could decline treatment, Hegseth claimed that the testing and potential treatment was for "restoring and optimizing" capabilities, protecting "longevity," and "ensuring you have the biological foundation required to sustain the fight."</p>
<p>But will testosterone screening and treatment actually "optimize" our "warfighters"? Will it help most of them live longer? The five states are Indiana, Kentucky, Michigan, Ohio, and West Virginia.</p>
<p>A traceback investigation by the Centers for Disease Control and Prevention and the Food and Drug Administration identified a single supplier in Mexico as the source of iceberg lettuce for Taco Bell restaurants where sick people reported eating. While federal authorities did not name the supplier, sources told the Washington Post that <a href="https://www.washingtonpost.com/health/2026/07/16/lettuce-supplier-is-potential-source-cyclosporiasis-outbreak-investigators-say/">it is Taylor Farms</a>.</p>
<p><a href="https://arstechnica.com/health/2024/10/slivered-onions-are-likely-cause-of-mcdonalds-e-coli-outbreak-cdc-says/">Taylor Farms</a> was also implicated in a 2024 multi-state <em>E. coli </em>outbreak linked to contaminated onions served at McDonald's and other fast-food restaurants.                             <![CDATA[<p>Last month, <a href="https://arstechnica.com/science/2026/06/scientists-ejected-from-diabetes-conference-for-distributing-journal-reprints/">we reported</a> on a troubling incident at the annual meeting of the American Diabetes Association (ADA) in New Orleans. On June 5, five leading scientists <a href="https://www.nytimes.com/2026/06/05/well/ada-conference-diabetes-trump.html">were ousted</a> for handing out copies of an editorial, <a href="https://diabetesjournals.org/care/article/49/6/901/164764/Misguided-Brushes-of-a-Pen-Continue-to-Dismantle">published</a> in the journal Diabetes Care (an ADA journal) in April, sharply criticizing the Trump administration’s ongoing attacks on scientific research. There was a public outcry and (eventually) a personal apology from the ADA's CEO for the heavy-handed response, but it seems the organization has not yet learned its lesson.</p>
<p>The deputy editors of Diabetes Care <a href="https://zenodo.org/records/21300053">have posted</a> an editorial and seven accompanying opinion articles to a preprint server—handily contained in a single PDF file—that they say the ADA has refused to publish. Several troubling new details are included in the articles, including an accusation that ADA leadership knew in advance that members would be handing out copies of the editorial and deliberately set up an ambush by venue security and local police. That decision, in turn, might be due to simmering tensions connected to a session organized the year before.</p>

<p>Last week, <a href="https://arstechnica.com/space/2026/07/china-recovered-its-first-reusable-rocket-and-showed-a-new-way-to-do-it/">China joined the club</a> of countries that have launched an orbital mission and brought its booster safely back to Earth, which is just the beginning of public and private ventures in that country aggressively pushing into rocket reuse. Also in Asia, Japan's space agency has been <a href="https://www3.nhk.or.jp/nhkworld/en/news/20260711_12/">conducting hop tests</a>, and Honda recently performed <a href="https://global.honda/en/topics/2025/c_2025-06-17ceng.html">vertical reuse tests</a>.</p>
<p>In the United States, of course, SpaceX launches and lands reusable rockets every few days. Blue Origin, although its New Glenn booster is temporarily grounded, has also demonstrated the ability to both land and re-launch a large orbital booster.
