PM Narendra Modi reviews infra sectors: stresses on creating world-class infrastructure

NEW DELHI: In line with NDA government's focus, Prime Minister Narendra Modi on Friday reviewed the progress of eight major infrastructure sectors; Civil Aviation, Ports and Inland Waterways, Railways, Roads, Telecom, Power, Coal, and New and Renewable Energy.

Prime minister stressed that accelerated infrastructure development was the government's top priority. Modi also emphasised the need for creating world-class infrastructure in India.

Modi said that progress of infrastructure development should be monitored through efficiency parameters. "Ministries should monitor them on electronic reporting formats," Modi said. "Initiatives undertaken by state governments as well as PSUs with other countries, including SAARC countries, should also be taken into account while monitoring the progress of infrastructure sectors," he added.

Modi said the Sagarmala project should lead to port-led development. It should become a major link element for his 'Make in India' vision, which envisaged a quantum jump in India's global trade, Modi said.

Modi was of the opinion that now that Railways has been granted clearance for 100% FDI, it should come up with a comprehensive plan for facilitating FDI in the sector.

Modi reiterated his emphasis on renewable energy, including solar energy. He called for a solar-powered corridor along the India-Pakistan border, in the desert regions of Rajasthan and Gujarat. Two pilot projects of 5 MW each are being initiated in this regard.

Referring to his vision of solid waste management and waste water management in 500 towns through the PPP model, Modi said bio-energy would be a vital element of this vision. Modi called for provision of world-class utility facilities along new road projects to bring about a paradigm shift in India's global perception.

"All the sectors broadly reported significant improvement in performance over the last four months, as compared to the previous year," the government release said.

India Not Blocking Rule-based Global Trade: PM Modi

Weeks after India was accused of blocking WTO talks over food subsidy issue, Prime Minister Narendra Modi on Tuesday (09 September) said the country does not stand in the way of rule-based global trade but the interests of its poor and farmers cannot be sacrificed.

He conveyed India's position to visiting Director General of the Food and Agriculture Organization (FAO) Jose Graziano da Silva whom he urged to take the lead in protecting the interests of the poor and farmers at the World Trade Organisation.

During the meeting with Da Silva, Modi said India wants active participation of FAO in addressing the emerging challenges in Indian agriculture and in designing a special campaign targeted at women in India, which would highlight ways to improve nutritional value and food habits.

"India does not stand in the way of a rule-based global trade agreement, but India cannot sacrifice the interests and food security of the poor and the farmers," Modi said when da Silva called on him, according to a PMO statement.

In the WTO talks in Geneva in July, India had taken a tough stance on the issue of foodgrain holding and food subsidy after which the US blamed it for failure of the negotiations.

The 160 members of WTO had gathered there to adopt a treaty to simplify, standardise and streamline the rules for shipping goods across borders, having previously agreed to its terms at a ministerial conference on the Indonesian resort island of Bali last December.

However, India refused to agree to the text because it wanted more attention paid to its concerns over WTO limits on stockpiling of food which will ultimately hit its subsidised food distribution programme, the world`s largest, targeted at nearly 850 million people.

Describing da Silva as one of the champions of the "No Hunger Project" in Brazil, the Prime Minister said India looks forward to active participation of FAO in addressing the emerging challenges in Indian Agriculture.

Modi sought FAO's cooperation in designing a special campaign targeted at women in India, which would highlight ways to improve nutritional value and food habits, the PMO statement said.

He discussed ways and means for the FAO to contribute towards increasing nutritional value in the mid-day meal scheme for school children, enhancing production and protein content of pulses, improving production of oilseeds, enhancing milk productivity, and modernization of fisheries sector in India.

Seeking partnership with the FAO for capacity-building in food storage, he suggested that some portion of such capacity addition brought about by the FAO`s efforts through international financial institutions, could be earmarked for the food and nutritional requirements of the poorest countries. -

Hinduja Group to invest $10 billion in infrastructure projects.

Industrialist G P Hinduja on Monday revealed plans to invest up to $10 billion in the country to finance and complete the construction of major infrastructure projects.

According to the co-chairman of Hinduja Group , Britain could encourage some of its companies to finance and complete the construction of the hung power and infrastructure projects in the country for which Hindujas are willing to invest $10 billion.

"Britain should seize the opportunity of Narendra Modi's new leadership to make a practical demonstration of its support," Hinduja said at the backdrop of British Deputy Prime Minister Nick Clegg's visit to India.

"It should make it easier for Indian students to stay longer in Britain after graduating and help finance and complete major infrastructure projects now languishing as non-performing assets with the banks which part-financed them."

"The Hindujas are willing to invest $10 billion in such projects," he said adding that the nation should be treated as a "preferred country" for trade and investment.

Nagpur 24x7: Pathfinder approach in Urban Water Management

In a city where 30% of the houses do not have tap water supply and almost half the houses which get tap water are not charged, the project aims to offer 24x7 supply to all households. It also plans to decrease the non-revenue houses to under 20% in five years.

All Indian cities face the challenge of providing 24x7 water supply to its citizens. Un-billed households and poor water quality only add to the problems. With its PPP model, Nagpur is attempting to show the way.

In 2009, in an experiment under JNNURM, the Nagpur Municipal Council (NMC) undertook a pilot project in Nagpur providing 24x7 water supply to 10,000 households spread over 10 water distribution zones. The project helped reduce non-revenue water connections from 52% to 27%.

Encouraged by the project, in 2010, the NMC decided to bring in a private operator to take care of the water supply, infrastructure management and revenue collections. All water-related assets and services were transferred to a new NMC subsidiary called Nagpur Environmental Services Ltd. (NESL). The subsidiary then picked Orange City Water (OCW is a 50:50 joint venture between Vishvaraj Environment and French MNC Veolia) as the operator for the project.

All the assets are owned by the Urban Local Body (ULB) i.e. NMC and the tariff too is decided by it. The operator has the responsibility to build, upgrade and maintain water infrastructure in the city, ensure 24x7 water supply at certain quality levels, issue bills and collect revenue from the users. It gets paid on the basis of units of water it bills and collects. The project cost is estimated at around 450 crore, part of which comes from the JNNURM and Orange City chips in the balance.
